Opis:: Goal – the article analyses the most important legal acts regulating the employment of foreigners in Poland. The article aims to evaluate the adequacy of the introduced legal changes to the needs of the Polish labour market. The assumed hypothesis was that the legal regulations on the employment of foreigners in Poland are adjusted to the changes in the economic reality. Research methodology – the article includes an analysis of the available literature and the current legal acts that regulate the studied problem. Moreover, observations con cerning the adaptation of Polish legal regulations to the constantly growing interest of foreigners in the Polish labour market were made in the article. Score/results – the conducted analysis allowed us to verify the research hypothesis positively. It has been acknowledged that the provisions of Polish law in the field of employment of foreigners have been adapted to the changing economic conditions, al though the procedure for obtaining work permits for foreigners remains complicated. Originality/value – the article shows a cross-section of changes that have taken place in Polish labour law in the field of employment of foreigners in recent years.Changes in the Polish labour law have been presented chronologically, which helps to organize the knowledge on the topic. Moreover, it also considers the current problem of the COVID-19 pandemic and its impact on legal aspects of employment of foreigners in Poland.

Opis:: The article summarizes the theoretical aspects of ethical marketing as a modern tool for forming partnerships with bank customers. The hypothesis is substantiated that it is possible to restore the lost trust of clients to banking institutions only on the basis of an individual approach built on the principles of ethical marketing. The place and role of ethical marketing in the system of the company's holistic marketing is specified. The state of application of marketing tools by banks that operate on the Ukrainian market is analyzed. It is proved that at present the marketing concept dominates, within which the main efforts of banks are directed to price stimulation of banking products. To prevent situations of unethical behavior of banks in relation to customers, a classification of ethical marketing risks that arise in the process of interaction of customers with a banking institution is proposed.

Opis:: The article analyzes the importance of the energy factor in the system of relations between United States and Russia. It defines the role and place of the oil monarchies of the Persian Gulf, as well as Iraq and Iran in the energy policies of the United States of America and the Russian Federation. The paper discussed the conceptual content of the energy factor as a foreign policy tool, which can simultaneously act as an element of “hard” and “soft power”. The mechanism of the formation of the United States of a regional network on the system of so-called “energy outposts.” The author analyzed the basic mechanisms of the US-Russian energy dialogue in the Gulf region, as well as highlighted reasons for the rise of competitive confrontation between the superpowers in the energy sector of the region and presents main directions of Russian-American cooperation and competition in the energy sector of the Gulf States.
В статье исследовано значение энергетического фактора в системе межгосударственных отношений США и России. Определены роль и место нефтяных монархий Персидского залива, а также Ирака и Ирана в энергетической политике Соединенных Штатов Америки и Российской Федерации. Рассмотрено концептуальное содержание энергетического фактора как инструмента внешней политики, который одновременно может выступать элементом «жесткой» и «мягкой силы». Изучен механизм формирования Соединенными Штатами региональной сети государств, по системе так называемых «энергетических форпостов». Проанализированы основные механизмы российско-американского энергодиалога в регионе Персидского залива, а также выделены причины, способствующие нарастанию конкурентного противостояния сверхдержав в энергетической сфере указанного региона. Определены основные направления российско-американского сотрудничества и конкуренции в энергетическом секторе государств Персидского залива.

Opis:: Досліджено підходи до розуміння поняття «ринок освітніх послуг» в Україні. Проведено аналіз стану функціонування дитячих дошкільних закладів у областях Західної України. Показано, що в усіх містах пройшло скорочення дитячих дошкільних закладів, що відбулося через стрімке падіння народжуваності у перші роки після виходу України зі складу СРСР і стало наслідком економічної кризи. Пізніше, починаючи з 2005 р. народжуваність стала поступово зростати, але кількість закладів довший час залишалась незмінною. Селяни масово переселялись до міст і навантаження на дитячі заклади збільшувалось, що додавало навантаження на дитячі заклади. На сьогодні ситуація із кількістю місць у закладах залишається критичною. На ринку освітніх послуг активно формується бізнес-група приватних дошкільних закладів освіти, які здебільшого не відповідають встановленим у державі стандартам. Проблему можна вирішити лише шляхом створення або відновлення закритих дитячих закладів.
In this article the author explores approaches to the understanding of the concept of «market of educational services» in Ukraine. What follows is the analysis of the functioning of preschool institutions in the regions of Western Ukraine. It has been shown that in all cities there has been a reduction of children’s preschool establishments, which was due to a rapid decline in fertility in the first years after the break away of Ukraine from the USSR and as a result of the economic crisis. In the later period, since 2005, the birth rate has gradually increased, and the number of establishments remained unchanged for a long time. Today, the situation with the number of places in such institutions remains critical. In the market of educational services, a business group of private pre-school educational institutions is actively formed, which in most cases does not meet the standards established in the state. The problem can be solved only by creating new or restoration of closed children’s institutions.

Opis:: Цель работы – определить теоретические особенности и обосновать составляющие развития регионального рынка труда. Дизайн/Метод/Подход исследования. Применен системный подход при обосновании концептуальной схемы развития регионального рынка труда и метод логического обобщения – при обосновании факторов развития регионального рынка труда в соответствии с ожиданиями его субъектов. Информационная основа исследования –монографические работы и научные публикации его тематике. Результаты исследования. Обоснована целесообразность мероприятий по развитию рынка труда в Украине на ее современном этапе социально-экономического и общественно-политического развития. Определены основные субъекты рынка труда, к которым были отнесены наемные работники, работодатели и органы власти. Обобщены факторы развития рынка труда на основе дифференциации целей субъектов рынка труда. Обоснованы характерные черты развития рынка труда. Создана концептуальная схема развития регионального рынка труда, учитывающая ожидания и требования субъектов, барьеры и проблемы на пути развития, направления удовлетворения ожиданий и преодоления барьеров и индикаторы развития рынка труда. Практическое значение исследования. Результаты исследования могут стать основой для формирования региональной политики кластеризации с целью достижения сбалансированного развития региональных рынков труда и ускоренного удовлетворения ожиданий его субъектов, что обеспечит синергетический эффект. Оригинальность/Ценность/Научная новизна исследования. Предложено определение сущности термина «развитие регионального рынка труда», который, в отличие от существующих трактовок, концентрирует внимание на обосновании направлений удовлетворения ожиданий и требований субъектов рынка труда путем преодоления существующих и прогнозируемых барьеров и проблем для достижения индикаторов развития рынка труда. Ограничения исследования/Перспективы дальнейших исследований. Результаты исследования могут быть положены в основу диагностики региональных рынков труда Украины по основным факторам их развития. Тип статьи – теоретическая.
Purpose – to define theoretical features and to substantiate components in the development of the regional labor market. Design/Method/Approach. The systems approach is applied in order to substantiate a conceptual scheme for the development of the regional labor market, as well as the method of logical reasoning ‒ when justifying the drivers of regional labor market development in accordance with the expectations of its subjects. The information basis was formed by monographs and scientific publications in line with the research subject. Findings. The expediency of introducing measures for the development of the labor market in Ukraine at its present stage of socio-economic and socio-political development is substantiated. The main subjects in the labor market are identified, which include employees, employers, and authorities. The factors in the development of the labor market were determined based on the differentiation of objectives by the labor market subjects. Substantiation of the characteristic features in the development of the labor market is given. A conceptual scheme for the development of the regional labor market was built, which takes into account the expectations and requirements of the subjects, barriers and problems on the way towards development, directions to meet the expectations and overcome barriers, as well as the indicators of the labor market development. Practical implications. Results of the study can be the basis for creation of policy to activate the processes of cluster formation in order to achieve the development trends of regional labor market and to accelerate meeting the expectations of its subjects, which would ensure a synergistic effect. Originality/Value. It is proposed to define the essence of the notion "development of regional labor market" so that in contrast to existing understanding, it would focus on justifying the directions to meet the expectations and requirements of the labor market subjects by means of overcoming existing and predicted barriers and challenges to achieve the indicators of development of the labor market. Research limitations/Future research. Research results are to be laid in the basis of diagnosing the regional labor markets in Ukraine based on the main factors of their development. Paper type – conceptual.
Мета роботи – визначити теоретичні особливості та обґрунтувати складники розвитку регіонального ринку праці. Дизайн/Метод/Підхід дослідження. Застосовано системний підхід при обґрунтуванні концептуальної схеми розвитку регіонального ринку праці та метод логічного узагальнення – при обґрунтуванні чинників розвитку регіонального ринку праці відповідно до очікувань його суб’єктів. Інформаційна основа дослідження – монографічні роботи та наукові публікації за його тематикою. Результати дослідження. Обґрунтовано доцільність запровадження заходів щодо розвитку ринку праці в Україні на її сучасному етапі соціально-економічного та суспільно-політичного розвитку. Визначено основних суб’єктів ринку праці, до яких було віднесено найманих працівників, роботодавців та органи влади. Узагальнено чинники розвитку ринку праці на основі диференціації цілей суб’єктів ринку праці. Обґрунтовано характерні риси розвитку ринку праці. Створено концептуальну схему розвитку регіонального ринку праці, що враховує очікування та вимоги суб’єктів, бар’єри та проблеми на шляху розвитку, напрями задоволення очікувань і подолання бар’єрів й індикатори розвитку ринку праці. Практичне значення дослідження. Результати дослідження можуть стати основою для формування політики активізації процесів кластероутворення з метою досягнення тенденцій розвитку регіонального ринку праці та прискореного задоволення очікувань його суб’єктів, що забезпечить синергетичний ефект. Оригінальність/Цінність/Наукова новизна дослідження. Запропоновано визначення сутності поняття «розвиток регіонального ринку праці», у якому, на відміну від існуючих трактувань, зосереджено увагу на обґрунтуванні напрямів задоволення очікувань та вимог суб’єктів ринку праці шляхом подолання існуючих й прогнозованих бар’єрів і проблем задля досягнення індикаторів розвитку ринку праці. Обмеження дослідження/Перспективи подальших досліджень. Результати дослідження мають бути покладеними в основу діагностики регіональних ринків праці України за основними чинниками їх розвитку. Opis:: The article concerns with differences in the development of the labor market of the EU countries and Ukraine, because based on the “Agenda for Sustainable Development” effective labor market functioning contributes to the achievement of full and productive employment and decent work for various social groups. The experience of power decentralization in Poland has been particularly emphasized. Purpose. The purpose of the article is to define strategies for the development of the Ukrainian labor market based on the experience of decentralization of power in Poland. Methods. General scientific and special methods of economic reality investigations have been used in the article. The dialectical method has been used to study theoretical positions of the labor market functioning. The method of theoretical generalization has been used for the formulation of proposals and conclusions. Results. The article provides an analysis of labor market in Ukraine. The features of development and problems of functioning of Ukrainian labor market have been exposed. They are labor migration, youth unemployment, long-term unemployment and others. It has been proposed to borrow Polish experience of decentralization of the organization of the labor market. The strategic directions of reforming the Ukrainian labor market in terms of power decentralization are the following: optimizing funding for professional training programs; acquisition of new competences; increasing the impact of social dialogue; introduction of additional guarantees for hired employees; encouraging entrepreneurs and households to finance the reproduction of human capital, etc.

Opis:: In order to investigate the book fairs participants’ attitude to such events and to use their potential with the professional purpose the second wave of sociological investigation was carried out in Kyiv. According to the survey of 44 respondents in 8 major cities in Ukraine, which carry on publishing, book business and printing activity, we defined a set of participants interests and needs, evaluation criteria and level of satisfaction. In particular, the subject of the investigation were: frequency, regularity and geography of participants, the main criteria for choice and evaluation of book fair, exhibitors’ purpose and main tasks, sources from which the participants got information about the fairs and preparation time for participation. On the base of evaluation the communicative, marketing, organizational components and exhibitors success has been formed an original rating of book fairs and exhibitions in Ukraine. Numerous practical advices to the participants and organizers of book fairs have been given for providing further competition and in order to create a successful book market.
W celu zbadania stosunku uczestników targów książki do tych wydarzeń oraz wykorzystania ich potencjału w branży, przeprowadzono w Kijowie drugi etap badania socjologicznego. Na podstawie wyników ankiety zrealizowanej w grupie 44 respondentów z 8 wielkich miast Ukrainy, w których działa branża wydawnicza, handel książką i poligrafia, zdefiniowano wspólne zainteresowania i potrzeby uczestników, kryteria oceny i poziom ich satysfakcji. Przedmiotem badania były m. in.: perio-dyczność, systematyczność i geografia udziału, podstawowe kryteria oce-ny i wyboru targów, cel i podstawowe zadania wystawców, źródła uzyska-nia informacji o targach oraz czas przygotowania do udziału w targach. Na podstawie oceny części komunikacyjnej, marketingowej i organiza-cyjnej oraz efektywności działalności wystawców ułożono swoisty ranking targów książki na Ukrainie. Uczestnicy i organizatorzy targów uzyskali praktyczne rekomendacje w dalszej działalności na rynku i rozwijania rynku książki, takie jak: zmiana nacisku i kryteriów wyboru targów, zwiększenie poziomu zawodowego uczestników i organizatorów, bardziej efektywne wykorzystanie baz danych i zawartości strony internetowej targów książki.

Opis:: На основе статистических данных проведен анализ рынка ИТ Украины, который показал, что существует большой потенциал для развития этой инновационной сферы деятельности в Украине. Выполнено прогнозирование объемов рынка ИТ Украины на 2014-2016 г. с помощью линии тренда и искусственной нейронной сети. Для определения факторов, влияющих на объем рынка ИТ и характера этого влияния проведен корреляционно-регрессионный анализ и выявлены четыре фактора, которые наиболее влияют на рынок. Innovation activity becomes an integral part of the modern world that develops dynamically. Every leading country identified priority innovative sectors and concentrates its efforts on their development. In Ukraine the best dynamics among innovative areas is demonstrated by the sector of information technologies. It has considerable potential and therefore the study of the prospects of its development is relevant. The aim of the research is to develop the forecast of development of the IT market in Ukraine under conditions of uncertainty based on the available statistics, trends and forecasts of experts by using methods of forecasting, such as a trend line and artificial neural networks; to specify the measures for the development of IT sector based on the forecast. We analyzed the state of the market of IT in Ukraine as one of the leading innovative sectors of the country. As a result, a significant potential for the development of this innovative field of activity in this country was verified. It was discovered that the IT market has a tendency to growth. It is found that the crisis of 2008–2009 negatively influenced this market but already in 2010 the positive trend resumed. From 2000 to 2013, the volume of IT market increased by 505.7%, which confirms the prospects of this sector. It is proven that under current conditions of uncertainty, it is very risky to invest in the sphere of IT because it requires large initial investment. It was concluded that this situation predetermined the need to study the impact of the political and economic situation on the IT market in Ukraine and its further development forecast. By using correlation–regression analysis, we identified the factors that affect the volume of the IT market in Ukraine, and the nature of their influence. It was found that the most influential of these factors are the four: the volume of GDP, average wage, foreign direct investments and export of services, and we determined the nature of this influence. Based on the available forecasts of the dynamics of these factors, by using the line trend and artificial neural network, we made a forecast of positive trends in the volume of the IT market in Ukraine for 2014–2016. The scientific novelty of the work is: in conducting forecasting of the volume of the Ukrainian IT market by using trend line and artificial neural network; in the application of correlation–regression analysis to find the factors of influence on the IT market for building up artificial neural network. The results of the work can be used as a basis for developing strategies for innovative development of enterprises under conditions of uncertainty. The obtained results may become the basis to further research into the development of innovation activity of enterprises in Ukraine and determining capability of the development of IT sector in this country as the most promising innovative field of activity.
Інноваційна діяльність стає невід’ємною частиною сучасного світу, що динамічно розвивається. Кожна лідируюча країна визначила пріоритетні інноваційні сфери діяльності та зосереджує свої зусилля на їх розвитку. В Україні серед інноваційних сфер діяльності найкращу динаміку розвитку демонструє сфера інформаційних технологій. Вона має значний потенціал і тому вивчення перспектив її розвитку актуальне. Мета дослідження – розробка прогнозу розвитку ІТ ринку України в умовах невизначеності на основі наявних статистичних даних, тенденцій та прогнозів експертів із застосуванням методів прогнозування, таких як лінія тренда та штучні нейронні мережі; виокремлення на основі прогнозу заходів для розвитку сфери ІТ. Проаналізовано стан ринку ІТ в Україні як однієї з провідних інноваційних галузей країни. У результаті засвідчено наявність значного потенціалу для розвитку цієї інноваційної сфери діяльності в нашій державі. Виявлено, що ринок ІТ має тенденцію до зростання. З’ясовано, що криза 2008–2009 рр. негативно вплинула на даний ринок, але вже у 2010 р. позитивна тенденція відновилася. Із 2000 р. по 2013 р. обсяг ринку ІТ зріс на 505,7 %, що підтверджує перспективність даної сфери. Доведено, що в сучасних умовах невизначеності дуже ризиковано інвестувати у сферу ІТ, адже вона потребує великих початкових інвестицій. Зроблено висновок, що така ситуація викликала необхідність дослідження впливу політико-економічної ситуації на ринок ІТ в Україні та прогнозування його подальшого розвитку. Із застосуванням кореляційно-регресійного аналізу визначено фактори, що впливають на обсяг ринку ІТ в Україні, та виявлено характер їх впливу. З’ясовано, що найвпливовішими з цих факторів є чотири: обсяг ВВП, середня заробітна плата, прямі іноземні інвестиції та експорт послуг, і виявлено характеру цього впливу. На основі наявних прогнозів динаміки даних факторів за допомогою лінії тренда та штучної нейронної мережі зроблено прогноз позитивної тенденції обсягів ринку ІТ в Україні у 2014–2016 рр. Наукова новизна роботи полягає: у проведенні прогнозування обсягів ринку ІТ України за допомогою лінії тренду та штучної нейронної мережі; у застосуванні кореляційно-регресійного аналізу для пошуку факторів впливу на ринок ІТ України для побудови штучної нейронної мережі. Результати роботи можна використовувати як основу для розробки стратегій інноваційного розвитку підприємств в умовах невизначеності. Одержані результати можуть стати основною для подальших досліджень розвитку інноваційної діяльності підприємств України та виявлення можливостей розвитку ІТ сфери нашої країни як найбільш перспективної інноваційної галузі діяльності.
