This contribution deals with the position of the Slovak Republic in relation to safe harbours in transfer pricing from de lege lata perspective and from the perspective of existing application practice of tax authorities in Slovakia. The main aim of the contribution is to confirm or disprove the hypothesis that the existing safe harbour framework in the Slovak Republic is in line with the OECD recommendations in the Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations. Methods of analysis and synthesis and of comparative legal method were employed. The results indicate that though de lege lata the Slovak law contains certain features which might be described as safe harbours, essentially relieving certain taxpayers from the obligation to have contemporaneous transfer pricing documentation, a safe harbour stricto sensu was not identified. However, in the practice of Slovak tax authorities there seem to be routinely accepted safe harbours with respect to low value-adding intra group services. Moreover, there seems to be an excessive reliance on transactional net margin method which in practice may lead to establishment of a de facto safe harbour. The authors argue that such practice seems to be in direct contradiction to OECD recommendations, poses a significant risk of becoming a target of safe harbour shopping and should be reconsidered.

The emergence of the current forms of functioning of the economy has been conditioned mainly by factors such as technical, technological and informational innovations, but also by a change in the perception of values in society (e.g. attitudes towards the environment). One of the new (current) economic forms already implemented is the sharing/collaborative economy. The paper aims at identifying the meaning of the content of the term sharing/collaborative economy as well as the positives and negatives of the sharing/collaborative economy model in the current hyper-competitive globalisation environment (e.g. risks for standard economic sectors such as transport, accommodation and food services). The paper also includes a partial prediction of the impact of the COVID-19 pandemic on the functioning of the sharing/collaborative economy.

This paper deals with the issue of participatory budgeting as one of the newer tools of political participation. Its aim is to characterise the current situation in the Slovak Republic at two levels of territorial self-administration (self-governing regions and municipalities). To reach defined aims, it monitors the existence of legislative settings at the national level, the existence of individual settings at the observed levels and subsequently the practical application of the participatory budgeting itself. Procedures associated with the study of documents are used in article; the obtained data are summarized, described and compared mutually. In addition to laws and regulations issued by self-government units, the source of data is also the regional and local self-government units’ official websites. In the absence of one universal definition of the participatory budgeting rules at the national level, the findings have shown that there are relatively extensive conditions for implementing participatory budgeting with its specific settings defined by self-administrations. In Slovakia, participatory budgeting is only gradually introduced into the internal rules, which reflects a relatively small number of municipalities or self-governing regions, which ultimately use it effectively.

The fundamental rights and freedoms, as the highest values in a democratic society, need to be adequately protected, thus states create the mechanisms to protect them. This mechanism of protection of fundamental rights and freedoms also includes the police, especially the Police Force, whose primary task is to protect the life, health, fundamental rights and freedoms of citizens and individuals in the Slovak Republic. The role of the Police Force defining the basic aspects forms the content of this study, with a further focus on the tasks performed by the police. Following the above, the study focusses on the activity of police officers, carrying out service actions and interference with fundamental rights and freedoms. The procedure of the police in carrying out service actions tends to be the subject of further examination due to their appropriateness and legality. This issue is considered highly serious in the society, and recently it has been a subject of not only scientific discussions in the Slovak Republic. Currently, the Academy of the Police Force in Bratislava is carrying out a research project which focussing on service actions with the cooperation of the police experts. The core material is presented in the paper, which aims to point out the basic organisation and activities of the Police Force as the authority responsible for the protection of fundamental rights. The emphasis is put on the selected issues of the police while interfering in human rights and freedoms. Chronologically, from general to specific matters, the paper introduces fundamental rights and freedoms and the police interventions into this area. Theoretical research is supplemented by practical cases, conclusions and possible recommendations for the police practice by the use of several methods, in particular analysis, abstraction and deduction.

Research background: SMEs make up an important segment of the economic system, not only in the national economy, but also throughout the EU, and their importance continues to grow. SMEs in Slovakia, according to the latest data of the European Commission, represent 99.9 per cent of all enterprises, constitute 70.7 per cent of jobs, and 61.2 per cent of value added in the economy. However, they are often confronted with market imperfections. SMEs frequently have difficulties in obtaining capital or credit, particularly in the early start-up phase. Their restricted resources may also reduce access to new technologies or innovation. Authors often deal with the impact of SME financing on their development. Madrid-Guijarro et al. (2016), Lee et al. (2015) claim that SMEs have difficulty in funding innovation and the worsening in general credit conditions has been more pronounced for non-innovative firms. Purpose of the article: The main objective of the conducted research was to analyze the conditions for the development of small and medium enterprises (the SMEs sector) in Slovak Republic, whereas the specific objectives were: (1) to determine the terms for gaining external sources of financing for the development of SMEs, (2) to examine the resources for innovation development in the SMEs sector, (3) to find out if SMEs are considered to be a competitive advantage. Methods: The research was conducted in the Slovak Republic in 2016. Participants were 193 Slovak companies that were classified as SMEs by the size class of employment. The research tool used for the study was the own questionnaire consisting of 38 questions and the demographics. The structure of the questionnaire allowed the authors to identify the group of questions concerning the most important conditions for the development of the examined sector referring to the business environment. The results were processed by chi-square method. Findings & Value added: On the basis of the conducted research of the sector of SMEs , it can be concluded that a large group of companies have difficult access to external sources of financing and this refers both to the access to the European Union funds, grants, bank loans and other instruments of the financial market. However, it occurs that: (1) in Slovakia, the smaller the enterprise, i.e. the fewer employees it hires, the easier the access to external sources of financing, (2) innovative projects are realized from company profits or a loan, (3) problems in Slovakia in accessing external funds due to the complexity of the process of approval of applications and documents and strict criteria for the assessment of financial capacity.

This article discusses the internal situation of the Slovak Republic in the years 1994-1998, the period in which the country was governed by the coalition of Movement for Democratic Slovakia, the Slovak National Party and the Slovak Workers’ Association, and the prime minister was Vladimir Meciar. The main objective of the research was to analyse the actions undertaken by the coalition government in the context of violations of civil and political rights and freedoms, which could indicate an authoritarian way of exercising power and the dismantling of a democratic state of law. In the analysed period, the role of the parliamentary and nonparliamentary opposition was marginalised, the role of the media limited, the rights of national and ethnic minorities violated. There was also an ongoing, sharp conflict between Prime Minister Vladimir Meciar and President Michal Kovac. The effect of this governance was the union of almost all political forces and seizure of power after the elections in 1998. In order to answer the research questions, the author used the method of institutional and legal analysis, decision analysis and the statistical method. The research confirmed the hypothesis that, against the background of other Visegrad Group countries, the Czech Republic, Poland and Hungary, in the case of Slovakia there were many instances of human rights violations in the period analysed. This led to the drastic deterioration of bilateral relations with many countries and the slowdown of Slovakia’s accession to the North Atlantic Alliance and the European Union.

In one of the many definitions of public administration it was stated that it is the fulfillment of individual and collective needs of citizens, resulting from the co-existence of people in society, realized by the state and its dependent organs. One of the needs of an individual is the need for safety. Ensuring the safety of citizens is realized by the public administration, due to its service to the society as an executive apparatus possessing a democratic mandate of political power, in service of the law created by said organs. A particular role in the area of defence belongs to authoritative administration, which performs tasks including reversing risks and removing dangers, including the realization of tasks and undertakings aimed at military preparation in case of war. The aim of the following article is to present the tasks and competences in the area of protecting the President, the government, government administration officials on duty and local self-administration of the Slovak Republic. Various methods have been used to reach the pre-determined goal, primarily the method of document investigation, which made it possible to gather, sort, describe and scientifically interpret the legal acts of the Slovak Republic regarding defensive matters.

Cyberbullying is a behaviour of ever increasing occurrence. Methods of cyberbullying vary, from less serious to very serious forms. The aim of the research was to find out what forms pupils in the Slovak Republic use to perpetrate cyberaggression and through what forms they are victimized. The research was conducted on a sample of 696 pupils of elementary and secondary schools, using the research tool Cyberbullying and Online Aggression Survey Instrument (2010). It was proved that the simplest form of cyberbullying is gross insults posted on the Internet and the most difficult form is creation of websites and videos to cause emotional injury.

The system of creating of advances for the Armed Forces of the Slovak republic from the citizens of the Slovak Republic has not been supplemented for more than 10 years. With regard to changes in the security environment as well as potential threats of a nonmilitary nature, the issue of deplorability of armed forces advances becomes a question of the most up-to-date. The fact that, for a long time, there was no exchange and, in particular, the training of advances, the back-ups of the armed forces became unusable for practical deployment. For these reasons, the political leadership of the state has also begun to re-educate and refill the process. The process of renewing training is linked to the adoption of the necessary legislative changes. As shown by the results of the first pilot training project on voluntary training and the forthcoming second year, in addition to an adequate incentive contribution, the issue of national pride and patriotism will also need to be addressed in the future.

The solution of both the military and non-military phenomena requires a massive logistic support. It is impossible to cope successfully with any loss, and to minimise the damages and losses without sufficient material and technical provision of the emergency and security units and the affected citizens as well. The history proves that the preparation for solving the crisis phenomena was neglected and the logistic support of the emergency activities was insufficient.

The paper focuses on railway services in the Slovak Republic and describes the organization of public administration in this area and its responsibility for protecting consumer rights. It analyses customers’ rights stipulated in the Slovak legislation and comes to a conclusion that they drive mainly from the EU law. The paper also presents a customer satisfaction survey regarding rail services in the Slovak Republic and several other EU states and proposes suggestions on how to improve customer satisfaction. The aim is to start a discussion on customers’ rights in the Slovak Republic because in the last couple of years the total number of rail customers is on the rise.

Opis:
Housing is one of the basic human needs, and we can evaluate and compare the standard of living in the states according to the quality and availability of housing. The housing issue has been addressed in the Slovak Republic for several years with an unsatisfactory result. The paper aims to provide an overview of economic indicators related to the construction industry in the Slovak Republic while demonstrating the interconnectedness to sustainable development. Construction production, the construction industry's share of GDP, number of employees, and labour productivity are analysed and depicted graphically. A comparison of 2020 with previous years is also provided. To conclude, viable solutions for improving the sustainable Slovak construction industry are presented.

The effective management of protection against Phytophthora infestans must be established on the perfect knowledge of the pathogen. From a practical point of view this means identification of races and mating types as well as the pathotypes resistant to systemic compounds of fungicides. The main goal of our project was to characterize populations of late blight, especially in the most important area of seed potato production. Recognition of races and mating types and evaluation of resistance to metalaxyl of the isolates in potato-growing area were performed in laboratory tests. Isolates of late blight for laboratory tests were collected in commercial and research potato crops in the regions of Poprad and Kežmarok. The first occurrence of metalaxyl-resistant strains was noticed in 1999, and the greatest incidence was recorded in 2000. In the following years a significant decrease was observed. This was due, among others, to omitting fenylamide fungicides in crop protection in our region. The occurrence of isolates virulent to potato with R2, R5, R9 and R11 genes was noted neither in 1996 nor in 1997, and tested isolates had maximum six virulence factors. Since 1999, the occurrence of isolates with seven, eight or even ten virulence factors has been recorded. Presence of A2 mating type was not confirmed in our area until 2002. In 2003, more A2 than A1 isolates were found. It is likely that problems concerning the ability of oospores to survive in soil as well as sexual reproduction of the pathogen may appear also in our potato-growing area.

The aim of the research study was to investigate the opinions of the Slovakian secondary school foreign language teachers and learn about their views on the system of education in the field of enhancement of teachers` professional qualifications. Methods. To perform the results of the study the method of focus group was used. Results. The results of the presented research show the differences between the perception of foreign language education in the past and how it appears today through the views of selected number of foreign language teachers in Slovakia. The pivotal role is played by the technological skills of the students and their ability to use information technologies instructed in foreign languages. The research results also indicate the possibilities of teachers to get in direct contact with the target foreign language as a part of their professional development. The research participants also specified the factors that they considered the most influential in the process of foreign language learning. Conclusion. The purpose of the article is to discuss the urge to achieve highly professional foreign language education in today`s technological society. As shown by the results obtained from the focus group, the teachers/participants agreed on a single highly impactful factor: family.

The research of the stereotyping of Muslims and its consequences in the context of the Slovak Republic is highly topical and necessary. The complexity of this research is influenced by the fact that in Slovakia we do not yet have a proven research tradition in this field and there is also a lack of empirical research that would deal with this issue. A so-called mixed research strategy consisting of a combination of qualitative and quantitative research was used for our research purposes. In the qualitative part, we used the method of group interviews, through which we identify the most important sources of information from which respondents learn the most about Islam and topics that reflect the most about Islam in the media. In the quantitative part, an evaluation of the media presentation of Islam is carried out by means of a questionnaire, which is carried out in a research group of 110 respondents. The aim is to obtain, describe and analyse the image of Islam in contemporary media; it is exclusively a research of the media-mediated experience of respondents with Islam. The interpretation of the research puts the findings into a broader context of the issue, presents the most significant examples and consequences of the stereotyping of Muslims in the media and suggests perspectives for the greater inclusion of Muslims despite their cultural or religious differences from the majority population. The research was conducted between the months of April and September 2019.

Author analyses selected problems connected with the regulation-making competence of municipalities. The article deals with the problem of organised crime and trafficking in human beings. It also reflects the legislative changes which took place in the Slovak Republic regarding respective criminal offences in 2005. The paper consists of the research which have been made in the form of interviews with experts as well as questionnaires delivered by convicted offenders. Authors also looked closely at statistics which were obtained by submitting a request to the Slovak Interior Ministry and the Prosecutor-General’s Office. Information has been supplemented by analyses of cases brought before the court and elaboration of elements concerning respective criminal offences in Slovak criminal codices. Several impressive facts have been observed. Apart from the criminality structure it has been also revealed that the Slovak Republic is mainly a country of recruitment of victims and that the most common forms of exploitation in the Slovak Republic are sexual exploitation, forced labour, forced begging and forced marriage.
W artykule opisano problem przestępczości zorganizowanej i handlu ludźmi oraz odniesiono się do dokonanych w Republice Słowackiej w 2005 r. zmian przepisów prawa dotyczących tych przestępstw. W ramach badań przeprowadzono rozmowy z ekspertami i uzyskano dane z kwestionariuszy wypełnianych przez skazanych przestępców. Autorzy bacznie przyjrzeli się także statystykom dostarczonym na wystosowaną prośbę przez Ministerstwo Spraw Wewnętrznych Słowacji i Biuro Prokuratora Generalnego. Informacje z badań zostały uzupełnione o analizy spraw rozpatrywanych przed sądem i szczegółowe omówienie zapisów słowackiego kodeksu karnego. W badaniach zaobserwowano kilka istotnych faktów – oprócz struktury przestępczości zorganizowanej pozwoliły one na wykazanie, że Republika Słowacka jest głównie krajem werbowania ofiar i że najczęściej występującymi formami wykorzystywania osób są: wyzysk seksualny, praca przymusowa, zmuszanie do żebrania i wymuszone małżeństwa.

Baza zasobowa magnezytów w Republice Słowackiej sięga 3400 milionów ton magnezytu surowego. Rozpoznane światowe zasoby magnezytu są oceniane na około 12 milardów ton, a poza nimi znane są także wielkie zasoby innych surowców magnezonośnych, takich jak: dolomit, brucyt czy oliwin. Co więcej, związki magnezu mogą być także pozyskiwane w sposób ekonomicznie uzasadniony z solanek metodą ługowania otworowego, z jezior solankowych oraz z wody morskiej. Ta ostatnia zawiera średnio 0,13% mas. magnezu, będąc znaczącym źródłem związków magnezu. Niniejsza praca miała na celu podanie krótkiej informacji o rozwoju górnictwa i przetwórstwa magnezytu na Słowacji, a także o historii słowackiego przemysłu magnezytowego. Artykuł podsumowuje możliwości produkcyjne słowackiego przemysłu magnezytowego oraz możliwości jego utrzymania w świetle silnej konkurencji z innymi światowymi producentami magnezytu. Działalność słowackiego przemysłu magnezytowego, choć przynosi wymierne efekty w postaci produkcji surowców magnezytowych, ma także niekorzystny wpływ na najważniejsze składniki środowiska naturalnego, tj. gleby, wody, atmosferę oraz faunę i florę. Jest on wywołany głównie emisją gazowo-pyłową, przede wszystkim z etapu termicznego przetwórstwa magnezytów surowych. Obecnie wielkość tej emisji została znacząco ograniczona dzięki instalacji odpowiednich filtrów wyłapujących pyły.
The reserve base of magnesite in the Slovak Republic is 3,400 million tonnes of magnesium raw material. Identified world resources of magnesite total some 12 billion tonnes, and there are also large resources of magnesium-bearing substitutes such as dolomite, brucite, and olivine. Furthermore, magnesium compounds can be recovered economically from well and lake brines, and fromsea water. The latter, which contains 0.13% by weight of magnesium, is a major source of this raw material and its compounds. This paper presents a summary of the development of the mining and treating of magnesite in Slovakia and the history of the magnesite industry. The paper summarizes the production capabilities of the Slovak magnesite industry and its potential for survival in competition with other world producers. The prosperity of the Slovak magnesite industry’s exploitation of domestic raw-material resources also has unfavorable influences on the basic components of the environment, i.e. soil, water, and surrounding air and biota. These unfavorable influences are caused by the emissions above all from thermal technologies involved in the processing of magnesite raw-material. At present, the level of emissions is significantly reduced by the installation of dust collecting devices.

Reducing greenhouse gas (GHG) emissions has become a necessity and not an option to sustain the environment in both human and natural systems. The Slovak Republic (SR), like the European Union (EU), aims to become greenhouse gas neutral by 2050. To reach this ambitious target, emissions will need to fall by 55% compared to those in the base year 1990. Therefore, forecasting GHG emission amounts is important. The grey model is one of the widespread mathematical forecasting methods. There exist studies that have used some types of grey models to predict GHG but not in the case of the Slovak Republic. We have optimized the length of the input sequence in the rolling mechanism to enhance the forecast accuracy of a new grey model combining the Bernoulli equation with the rolling mechanism. Standard grey model, nonlinear grey Bernoulli model, and grey model with rolling mechanism were used to prove the validity of our optimization and to compare prediction performance among grey models. The novel model was also used for a long-term forecast of GHG emissions in the SR for the years from 2020 to 2040 and compared with officially reported projections. Calculated values showed that the SR is on a good way to reach set targets towards climate change mitigation.

Opis:
Toxoplasma gondii is a protozoan parasite of great medical and veterinary importance. The aim of this study was to determine the seroprevalence of toxoplasmosis in wild boars hunted in the Slovak Republic in 2003. Examination of 320 wild boars revealed a seroprevalence of 8.1%. The majority of seropositive wild boars came from the north-western and southern regions of Slovakia. This study indicates that T. gondii infection is common in wild boars in the Slovak Republic, underlines its zoonotic potential and the importance of high standards of hygiene during the handling of game.

The article focuses on inactivity of the public administration in the Slovak Republic. It analyses this malfunction of the public administration from the point of view of the legal theory, international legal regulation as well as national legal regulation. The emphasis is on the national legal regulation that should provide effective legal remedies on how to eliminate inactivity of the public administration – namely the Constitution of the Slovak Republic, the Act on Administrative Proceeding and the Act on Administrative Justice Procedure. Many research studies on personnel management are focused on commercial enterprises. This study seeks to understand the components of personnel management that are applied in social enterprises. The main aim of the study is to identify the components of personnel management used in social enterprises based on the obtained data and to propose possible solutions for the given enterprises in this area. The research used the qualitative method of a structured interview in social enterprises in the Slovak Republic; while evaluating the interview, a phenomenographic approach was employed, hence the answers were analyzed, then interpreted and a specific system was created in the obtained set of opinions and knowledge. A difference was assumed in the components of personnel management in social enterprises compared to ordinary commercial enterprises, especially in the components such as motivation, education and remuneration. The results of the research will contribute to the knowledge and proper implementation of the personnel components that are needed in social enterprises, which play a large role in their development and success.

Opis:
This article concerns the concept of determinants of the state’s foreign policy and their presentation in the context of the influence on the foreign policy of the Slovak Republic. The author decided on determinants, which in his opinion had a key impact on the shape of Slovakia’s foreign policy: geographical environment, historical factors, population factor, foreign service and diplomacy, as well as external conditions. The period of the beginning of the Slovak Republic’s existence was analyzed. The following research hypotheses have been critically verified: among the determinants of Slovakia’s foreign policy, historical factors seemed decisive, especially in the context of relations with Hungary. The second decisive determinant was the deficit in the staff of foreign service and diplomacy, which was important in the context of creating foreign policy from scratch. Finally, the third decisive factor was the multinational nature of this state.
Niniejszy artykuł przedstawia pojęcie determinantów polityki zagranicznej państwa oraz ukazuje ich wpływ na politykę zagraniczną Republiki Słowackiej. Autor wybrał te determinanty, które w jego ocenie miały kluczowy wpływ na kształt polityki zagranicznej Słowacji: środowisko geograficzne, czynniki historyczne, czynnik ludnościowy, służbę zagraniczną i dyplomację oraz uwarunkowania zewnętrzne. Analizie poddano okres początku istnienia Republiki Słowackiej. Krytycznej weryfikacji zostały poddane następujące hipotezy badawcze: spośród determinantów polityki zagranicznej Słowacji, decydujące znaczenie miały: czynniki historyczne, szczególnie w kontekście stosunków z Węgrami; deficyt w kadrach służby zagranicznej i dyplomacji, co miało duże znaczenie w kontekście kreowania od podstaw polityki zagranicznej; wielonarodowościowy charakter tego państwa.

Chlamydophila abortus is one of the most important causative agents of enzootic abortion and other chlamydial infections of sheep and goats. The presence of specifi c serum antibodies to Chlamydophila abortus was studied in sheep and goats breeding in the Slovak Republic by the complement fi xation test. 22,040 sheep and goats were examined during 5 years. Specifi c anti-Ch. abortus antibodies were found in 2,360 out of 20,878 sheep sera examined (11.7%), and in 85 out of 1,162 examined goats (7.7%). The occurrence of antichlamydial antibodies indicates the importance of performing screening examinations in commercial breeding with the aim of reducing the spread of this disease between animals, and also interrupting the spread and transmission from animals to human.

In this paper I focus on the creation powers of the President in view of the current problems. I also attempt to find answers to some of the questions related to the issue whether, provided the Constitution of the Slovak Republic concedes the President of the Slovak Republic the power to appoint a constitutional official on the proposal of a collective body or a specific person, the President may refuse to appoint a public official, and what the position of the President is in this kind of appointment, thus what function he performs.
W tym artykule skupiam się na kreacyjnych uprawnieniach prezydenta Republiki Słowackiej w świetle aktualnych problemów. Chcę również znaleźć odpowiedzi na niektóre pytanie związane z tym, czy przy założeniu, że Konstytucja RS powierza prezydentowi uprawnienie do powoływania urzędników konstytucyjnych w oparciu o wniosek organu kolektywnego bądź konkretnej osoby, Prezydent może odmówić powołania urzędnika publicznego i jaka jest pozycja Prezydenta w tym typie powoływania, czyli jakie funkcje wykonuje.

Despite the fact that the legislation of the Slovak Republic enables social pedagogues to perform activities in schools, at present the socio-pedagogical work in school is performed to a minimum extent. This contribution aims to highlight its benefit not only in the local but also in the society-wide scale. It specifies in more detail possibilities for activities of a social pedagogue in preventing and dealing with socio-pathological phenomena in the school environment. Its aim is to point out to the necessity of establishing the profession of the social pedagogue in schools as a significant element of professionalisation of prevention of various forms of pupils’ deviant behaviour.

This paper deals with fatal traffic accidents in the period 2017-2019, caused by drivers who have held driving licenses for less than five years. Specifically, it examines an interconnection between these accidents and the driving schools being completed by these drivers. Furthermore, it analyses whether the perpetrators of traffic accidents with short driving experience are graduates of the same driving schools, and thus, whether the occurrence of serious traffic accidents is directly related to the quality of training in specific driving schools.

Opis:
Human trafficking crosses borders between regions, countries and continents. Taking into account this fact, it is clear that the effort to improve the fight against this unwanted phenomenon requires international cooperation between Member States. This post presents an analysis of the current legal status of the fight against trafficking in human beings in the Slovak Republic in accordance with the rules of the Council of Europe. To make the fight against trafficking in human beings, the authors of the article proposed in the Slovak Republic special legislation aimed at combating trafficking in human beings with an emphasis to deal with the coordination area, but also in the identification of victims of trafficking in human beings and the provision of aid to these victims.

Opis:
Women’s participation in an ever-widening range of occupations is related to growing emancipation, their physical and mental fitness, their ability to solve complex problems based on acquired scientific knowledge, skills, and a strong specific disposition in leading teams. With their natural empathy, inherent to women – mothers, feelings, responsibility, and rational thinking, they show that they are rightly given the same opportunities as their male co-workers. They occupy a wide range of manual work, they are irreplaceable in services, health care, education, science, parliament, but also the police or the armed forces. They do business, run multinational companies, fly aircrafts etc. Less than a century ago, it was rare to see women in the military, and yet women now fight in ground combat, command air combat, pilot combat aircraft, and oversee medical operations. The aim of the paper is to evaluate the participation of women in the tasks of the Armed Forces of the Slovak Republic in terms of gender stereotypes and to identify the possibilities of full employment of women in the civil service in the reflection of the current military aggression of the Russian Federation against Ukraine.

Opis:
In the article the experience of post-socialist transformation in the Slovak Republic after the Velvet Revolution and gaining of independence after the collapse of Czechoslovakia in 1993 was examined. The process of reforming of the society and state, the transition from the communist to the western model of economy, the role of public sector on the path to EU and NATO accession were investigated. It was defined that the reforming of authorities, society and the state, which had already begun in the common state of Czechs and Slovaks under the leadership of V. Havel in 1990-1992, had a great value for the formation of independent Slovakia, because, despite some differences, the European destination became a key point which determined the process of accelerated modernization and the transition from planned socialism to a free market relation. It was determined that the «peaceful divorce» with Czech Republic had become one of the most important steps on the way for successful European integration of Slovakia. The key role of civil society in the transforming of Slovak state and overcoming the negative consequences of the dominance of communist ideology on the path of European and Euro Atlantic integration was represented. The public sector has become a driving force that guided Slovak society towards accelerated modernization in 1998-2006. It was shown the process of struggle of the European choice supporters with pro-Russian policy of V. Meciar, whose period should be generally considered as a «Slovak kuchmism». The final victory of pro-European forces in the 1998 elections led to the acceleration of modernization processes in Slovakia, implementation of required changes in society and state managing necessary for EU and NATO accession.
У статті розглянуто досвід постсоціалістичної трансформації у Словацькій Республіці після Оксамитової революції та здобуття незалежності внаслідок розпаду Чехословаччини у 1993 р. Досліджено процес реформування суспільства і держави, перехід від комуністичної до західної моделі господарювання, роль громадського сектору на шляху до вступу у ЄС та НАТО. Визначено, що реформування влади, суспільства і держави, започатковані ще в спільній державі чехів і словаків під проводом В. Гавела у 1990-1992 рр., мали важливе значення для формування і подальшого становлення незалежної Словаччини, адже, не зважаючи на певні відмінності, європейський вектор був ключовим фактором, який визначив прискорену модернізацію і перехід від планового соціалізму до вільного ринку. Вказано, що «мирне розлучення» з Чехією стало одним з найвагоміших кроків на шляху успішної європейської інтеграції Словаччини. Представлено ключову роль громадянського суспільства у процесі трансформації словацької держави, подоланні негативних наслідків домінування комуністичної ідеології на шляху європейської та євроатлантичної інтеграції. Громадський сектор став тією рушійною силою, який спрямував словацьке суспільство шляхом прискореної модернізації в період 1998-2006 рр. Показано процес боротьби прихильників європейського вибору з проросійською політикою В. Мечіара, період правління якого слід охарактеризувати як «словацький кучмізм». Перемога проєвропейських сил у 1998 р. сприяла прискоренню модернізаційних процесів у Словаччині, проведенню необхідних для вступу до ЄС та НАТО змін у суспільстві та державному будівництві.
