Ustawa o odnawialnych źródłach energii (OZE) wprowadza pojęcie klastrów energii jako narzędzia wspierającego rozwój rozproszonej mikrogeneracji OZE. W artykule zaproponowano model typowego klastra energii oraz metodykę wielokryterialnej analizy optymalnej struktury instalacji wytwarzania i magazynowania energii w obrębie klastra, która uwzględnia realizację celów ustawowych oraz postulatów technicznych, w szczególności wpływ klastrów na warunki dobowego bilansowania Krajowego Systemu Elektroenergetycznego (KSE) i efektywność energetyczną. W oparciu o powyższe założenia przeprowadzono symulacje mające za zadanie wyznaczenie optymalnej struktury instalacji wytwarzania i magazynowania energii w klastrze, uwzględniające wielokryterialną funkcję celu realizowaną przez klaster. Symulacje przeprowadzono dla wielu modelowych klastrów różniących się charakterystyką zapotrzebowania odbiorców na moc. Uzyskane wyniki wskazują, że dla większości modelowanych klastrów energii, niezależnie od ich wielkości, optymalna proporcja pomiędzy mocą zainstalowaną PV i GW wynosi ok. 3:2, a proporcja pomiędzy mocą i pojemnością zasobnika wynosi ok. 1:6.
The Act on renewable energy sources introduces the concept of energy clusters as a tool supporting the development of a dispersed micro-generation of RES. The article proposes a model of a typical energy cluster and methodology for multicriteria analysis of the optimal structure of energy production sources within the cluster, which takes into account the statutory goals of the cluster and a number of technical postulates, in particular its impact on the energy system balancing conditions, energy efficiency, pollution emissions. Based on the above assumptions, with the use of artificial intelligence methods using genetic algorithms, simulations have been carried out to determine the optimal structure of energy generation mix in the cluster. Simulations have been carried out for many models of the clusters, that differ in the profiles of consumers' demand for power. Then the results were compared and general conclusions were formulated.

Opis:
Management processes in an organization involve decision-making based on many criteria (MCDM), and in this process ranking of variables plays a vital role. This paper presents the analysis of key business issues of an Indian automotive organization using an efficient interpretive ranking (eIRP) approach. This paper integrates the Situation-Actor-Process (SAP) and Learning-Action-Performance (LAP) framework of the organization with eIRP. It evaluates the ranking of actions to be carried out in an organization with respect to performance parameters. The study highlights the area where the organization should focus on achieving desired business excellence. From the analysis, it is revealed that the top-ranked suggested action for the organization is the adoption of energy policy as a core business policy followed by technology management, maintenance management, and the use of information technology for cost management. This case study is one of the few that uses the SAP-LAP framework for ranking the actors and actions of the organization using the eIRP approach, to make MCDM an easy task.

Dotychczas układy sterowania w stacjach są realizowane za pomocą dużych sterowników. Zastosowanie w stacji transformatorowej STLmb-6 silnikowego napędu rozłączników oraz modułów sterownika I/O pozwoliło zbudować układ z możliwością rozbudowy, który pozwala sterować stacją za pośrednictwem dowolnego medium. Moduły analogowe umożliwiają odczytywanie, rejestrowanie i gromadzenie mierzonych wartości, a zastosowany interfejs Ethernet - monitoring i sterowanie stacją przy pomocy istniejącej w obiekcie sieci komputerowej. Taki system pozwala optymalnie zmieniać istniejący układ.
Up to now substation control systems have been realised with the use of large controllers. Motor-driven load interrupters and I/O modules applied to a transformer substation make it possible to develop an expandable system that can control a substation via any medium. Analog modules read, record and store the measured values and the applied Ethernet interface enable monitoring and controlling a station by means of the facility computer network. Such a system allows optimal modification of the existing system.

Pri príležitosti 20. výročia schválenia Ústavy Slovenskej republiky autor analyzuje spoločensko-politické podmienky jej prípravy a schvaľovania a na tomto základe hodnotí jej pôvodný text. Predmetom analýzy sú aj doposiaľ uskutočnené priame novelizácie Ústavy Slovenskej republiky, ako aj jej nepriame novelizácie uskutočnené prostredníctvom samostatných ústavných zákonov, ktoré spolu s Ústavou Slovenskej republiky vytvárajú polylegálny ústavný systém Slovenskej republiky. Autor poukazuje na najzávažnejšie nedostatky slovenskej ústavy v platnom znení (vysoká flexibilita a tým aj nízka stabilita ústavy, len rámcová úprava postavenia prokuratúry, nefunkčnosť ústavnej úpravy inštitútu referenda), zároveň však konštatuje, že Ústavu Slovenskej republiky možno považovať za ústavu moderného demokratického a právneho štátu, ktorá znesie porovnanie aj s ústavami tradičných demokracií.
The 20th anniversary of adoption of the Constitution of the Slovak Republic is the reason for author to analyse socio-political conditions of its preparation and adoption and on this basis also to evaluate its original wording. The objects of analysis are direct amendments of the Constitution of the Slovak Republic, as well as its indirect amendments adopted through individual constitutional acts which together with the Constitution of the Slovak Republic create so-called polylegal constitutional system of the Slovak Republic. The author stresses out the most serious shortcomings of valid Slovak Constitution (high flexibility and thus low stability of the Constitution, only frame regulation of prosecution position, non-functionality of the constitutional regulation of institute of referendum), but also implies that the Constitution of Slovak Republic can be considered the Constitution of modern democratic state governed by rule of law which can be compared with Constitutions of traditional democracies.
W związku z dwudziestą rocznicą uchwalenia Konstytucji Republiki Słowackiej autor analizuje społeczno-polityczne przesłanki jej przygotowania i uchwalenia i na tej podstawie dokonuje oceny jej tekstu podstawowego. Przedmiotem analizy są ponadto zarówno bezpośrednie zmiany tekstu konstytucji, jak i zmiany pośrednie dokonane w odrębnych ustawach konstytucyjnych, które wraz z konstytucją tworzą polilegalny system konstytucyjny Republiki Słowackiej. Autor wskazuje również na najpoważniejsze niedociągnięcia słowackiej konstytucji (duża elastyczność i niestabilność konstytucji, jedynie ogólna regulacja konstytucyjna prokuratury, niefunkcjonalność konstytucyjnej regulacji instytucji referendum). Jednocześnie autor zwraca uwagę, że konstytucja słowacka może być postrzegana jako konstytucja nowoczesnego demokratycznego państwa prawnego, wytrzymująca porównanie z konstytucjami tradycyjnych demokracji.

Złożoność organizacji coraz częściej wskazywana jest jako jeden z głównych czynników blokujących rozwój organizacji. Złożoność organizacji może blokować jej reakcję na wymagania otoczenia w odpowiednim czasie. Rozwiązaniem może być system zarządzania, który zapewniłby organizacjom niezbędną elastyczność. Aby badać system zarządzania, należy ustalić czym on w zasadzie jest. Analizując rozważania literaturowe można zauważyć, że nie ma jednolitej definicji pojęcia systemu zarządzania. Celem artykułu jest przegląd literaturowy, analiza oraz ponowna konceptualizacja pojęcia pod kątem elastyczności organizacji.
Complexity of organizations is increasingly indicated as one of the 22 main factors blocking the organization's development. Changing trends, technology development imply changes in the market that businesses need to adapt to survive. The complexity of an organization can block its response to the environment demands at the right time. The solution could be a management system that would provide organizations with the necessary flexibility. To analyze the management system, it is necessary to determine what it is. When analyzing the literature one can see that there is no uniform definition of the management system concept. The purpose of this article is to review the literature, analyze and re-conceptualise it in terms of the organizational flexibility.

Creativity and flexibility are considered by many to be inextricably linked. However, the current literature does not offer a clear view about their relationship and flexibility is not a unitary construct in psychological research. In this work, I present a new theoretical approach that considers flexibility a recurrent property in and of the cognitive system and I argue that flexibility is best understood as a link in the variability–stability–flexibility pattern. Investigating this pattern and looking at the dynamic flow from variability to stability and then to flexibility in the functioning of the cognitive system can lead us to better grasp how the system arrives at novel solutions in creative problem solving.

Elastyczność strategiczna i operacyjna na przykładzie podsystemu zaopatrzenia. Podsystem zaopatrzenia stanowi wsparcie dla pozostałych podsystemów systemu mikrologistycznego. Prawidłowe działanie tego podsystemu wpływa na jakość produktu, logistyczną obsługę klienta oraz na koszty całego systemu mikrologistycznego. Istotne jest zatem jego uelastycznianie w wymiarze reagowania. Celem referatu jest opisanie koncepcyjnych ram elastyczności strategicznej i operacyjnej, przedstawienie autorskiej koncepcji elastyczności w wymiarze reagowania oraz rozpoznanie przejawów elastyczności strategicznej i operacyjnej w zakresie podsystemu zaopatrzenia w praktyce gospodarczej. W referacie przedstawiono koncepcję elastyczności w wymiarze reagowania oraz wyniki badań empirycznych. Badania empiryczne przeprowadzono w przedsiębiorstwach zlokalizowanych na Dolnym Śląsku.
The provision subsystem constitutes the support for the other subsystems of the micrologisics system. The correct functioning of the provision subsystem influences the product quality, the logistic customer service and the costs of the whole micrologistics system. Flexibility of the provision subsystem in the respond dimension is essential. The aim of the article is the description of strategical and operational flexibility fundamentals, the introduction of the autorship theory of the flexibility in the respond dimension and the recognizing of strategical and operational flexibility signs in the range of enterprise’s provision subsystem. In the following article the conception of the flexibility in the respond dimension and the results of empirical research have been presented. The studies have been conducted in enterprises situated in Lower Silesia.

Elastyczność produkcji charakteryzująca się możliwością reagowania na zmiany wielkości produkcji i technologiczny rozwój produktu uważana jest za jeden z podstawowych sposobów odpowiedzi na wymagania rynków. Stało się to przyczyną poszukiwania nowego podejścia do projektowania zautomatyzowanych systemów produkcyjnych, które pozwoliłoby zapewnić systemowi wymagany poziomem elastyczności przy względnie umiarkowanych kosztach. Powstają koncepcje budowy systemów o elastyczności odpowiadającej charakterowi bieżącej produkcji i posiadajacych w przyszłości możliwość przystosowania do określonego niepewnością rozwoju produktu. Znaczenie tego tematu potwierdzane jest wzrostem zainteresowania przedsiębiorstw stawiających pierwsze kroki na polu elastycznej auomatyzacji. Jedna z koncepcji proponuje systemy o wymaganej zgodnej z potrzebami elastyczności o nazwie Focused Flexibility Manufacturing Systems (FFMS).
Flexibility is related to the technological development of a product and to frequent shifts in rate of production. However, investment in flexibility is a serious finacial burden for many companies, which is why manufacturing system providers seek new solutions for desingning systems of required flexibility at moderate costs. The idea is to construct a system of flexibility suited for a current manufacturing cycle while capable of being adjusted to the future development of the product, which as of today is unforseeable. The singnificance of this concept is confirmed by an increased interest from the new enterprises in the field of flexible automatisation. One of the concepts introduces a system called Focused Flexibility Manufacturing Systems (FFMS).

The main aim of the article is to develop a simulation model of flexible manufacturing system with applying the ontology on flexibility. Designing manufacturing systems matching both production and market requirements becomes more and more challenging due to the variability of demand for a large number of products made in many variants and short lead times. Manufacturing flexibility is widely recognised as a proven solution to achieve and maintain both the strategical and operational goals of the companies exposed to global competition. Generic simulation model of flexible manufacturing system was developed using FlexSim® 3D software, then the example data were used to demonstrate the developed model applicability. “The Ontology on Flexibility” was applied for evaluation of achieved flexibility of manufacturing system.

Opis:
(How diesel-electric system improves reliability, operational flexibility and economy of the survey vessel IMOR) IMOR was built for Maritime Institute of Gdansk as a multi -purpose shallow water survey and ROV support twin-hull vessel. It is configured and capable of performing a range of tasks, such as: hydrographic and geophysical operations, bottom and pipeline inspection, etc. Its small size, small draught, relatively high power and great flexibility of possible applications makes it ideal for work on shallow waters and offshore projects starting onshore. It is equipped with diesel-electric propulsion system that consists of: 3 generator sets, 2 dual azipod aft active rudders - propellers, 2 dual waterjet bow thrusters. These units are powered by electric motors controlled by helmsman stand and DP system. First year of service has proven the project success. In contrast to conventional construction, both fuel consumption and pollution discharges have been reduced substantially. Additionally, manoeuvring and maintenance of the vessel has been improved. A great advantage of such system is the use of sufficient number of auxiliary diesel engines; consequently operation of all engines at a time is avoided. During idle operation or reduced speed of the vessel, it is sufficient to connect only one or two auxiliary generators which, in return, will be operated at an optimum capacity and efficiency. On demand, high speed and operation of all vessel auxiliary generators can be achieved in a few seconds. This flexibility enables substantial energy-savings and exploitation cost advantages. Other benefits may be summarized as follows: high survivability, reduction of noise and vibration, improved operational flexibility and reliability, increased flexibility and adaptability for different kind of survey works, increased space available, reduced manning and logistics.

Today’s manufacturing environment is highly uncertain, and it is continuously changing. It is characterized by shorter life cycles of products and technologies, shorter delivery times, an increased level of customization at the price of a standard product, increased product variety, quality as well as demand variability and intense global competition. Academicians, as well as practitioners, agree that uncertainty will continue to grow in the twenty-first century. To deal with the uncertainties in demand variation and production capacity a manufacturing system is required which can be easily reconfigured when there is a need at low cost. A reconfigurable manufacturing system is such a type of system. In the present work, the concept of the reconfigurable manufacturing system has been discussed and reviewed. It has been compared with dedicated systems and flexible manufacturing systems. Part family formation and barriers of reconfiguration also have been discussed. This work is an attempt to contribute to the conceptual systematization of the reconfigurable manufacturing system and reconfigurability by synthesizing the vast literature available after a systematic review.

Multimodal Transport Systems ensure flexibility by enabling transport users to select the most appropriate transport mode within the speed pyramide. The real advantage of multimodality appears in situations of unattended disturbances (machine failure, onset of winter, floodwater, strike or risk of penalty for late deliveries). No single transport mode can pretend to have the optimal solution for all types of transport tasks. And no transport object can bear transport costs to an unlimited height. Manufacturing companies in the 21st century will face unpredictable, high-frequency market changes, driven by global competition. The article presents a new concept of manufacturing systems – which address these challenges - known as Reconfigurable Manufacturing Systems (RMS). The concept began in 1999 at University of Michigan and is widely developed in many scientific publications. The paper first analyses main features of RSP. The next sections are devoted to analyze basic assumptions of RMS design and technical measures of RMS. Finally, the answer for the question if the RMS has the perspective of wide industrial implementations is discussed.

We współczesnym świecie sprawne zarządzanie organizacją, kreowanie jej przyszłości jest domeną ludzi, którzy są w niej zatrudnieni i stanowią jej kapitał ludzki. Zasoby rzeczowe, finansowe, ich jakość i przynoszone efekty zależą od osób, które ich używają do tworzenia produktów i usług chętnie nabywanych przez klientów. Spośród bardzo wielu funkcji zarządzania kapitałem ludzkim jedną z najważniejszych ról spełnia motywowanie, które ma na celu odpowiednie rozbudzenie motywacji i takie nią kierowanie, aby pracownicy właściwie angażowali się w swoją pracę i obowiązki. Celem artykułu jest przedstawienie różnorodności czynników określanych mianem motywacyjnych, które wykorzystywane są w praktyce zarządzania, a także potwierdzenie tezy, że tylko właściwie sformułowana i wdrażana polityka motywacyjna zapewnia efektywne realizowanie celów przedsiębiorstwa. Podstawową kwestią zaś warunkującą racjonalne stosowanie systemów motywacyjnych jest dostosowanie ich do otoczenia zewnętrznego i wewnętrznego przedsiębiorstwa. Oznacza to zapewnienie mu zdolności adaptacyjnych i chłonności na zmiany w otoczeniu zarówno wewnętrznym, jak i zewnętrznym.
In the contemporary world effective management of an organization and creating its future have become the domain of the people, who are its employees and represent its capital. Stocks and financial resources, their quality and effects they bring, depend on the people who use them to make products and services, which are willingly purchased by customers. Among many functions of managing human resources, one of the most important roles is motivation, aiming at proper development of motivation and conducting it in such a way so that the employees could be properly involved in their work and duties. The aim of this article is to show a variety of factors, called motivating factors, which are used in management and verification of the thesis, that only properly formulated and implemented motivating policy assures the right realization of the aims set by an enterprise. The basic issue conditioning the efficient use of motivating systems is adapting them to the external and internal environment of a corporation. It means giving the corporation adaptation abilities and absorbing changes in both external and internal environment.

The aim of the article is to present the possibility of cooperation between the Energy Cluster and Distribution System Operator (DSO) in order to improve the local grid operation, and indirectly, for the benefit of the National Power System. The possibility of creation and operation energy clusters in Poland, with particular emphasis on contractual relations with the DSO and the position of the cluster in the energy market is discussed at the first stage of the article. The following part analyses the impact of distributed energy sources (DER) on the distribution grid as well as the grid operation problems. The issue of distribution grid flexibility in relation to the development of distributed generation is presented. What is more the possible interactions between the Energy Cluster and the DSOs in this respect is elaborated. Finally, the ways of using the energy potential of the Energy Cluster by the DSOs is analysed, which take the form of specialized services for grid operators.
