The article presents the transmission of a truck, whereinnovativerepairkits of the driveshaft crosspiece are used. The crosspiece is an element of the transmission, and transmits all the torque from the gearbox to the wheels of the car, therefore it is a heavily loaded part. A mathematical model has been developed that describes in detail the process of changing the size of a movable conical spring insert in a sliding bearing used in the mechanism of the cardan shaft crosspiece. The innovative repair kit is designed to improve performance by introducing an elastic intermediate element into the bearing. This element is a movable insert in the form of a helical or conical spring, and its compressible force is adjustable. This creates a tight seal on the working surfaces, preventing oxidative processes and activation of microplastic deformation of the surface.

The preliminary reference as an appeal of the Court of Justice of the European Union presents many complexities and complicated interpretations over time, given that we have a national judge in the scene of the appeal process, often creating problems but also solutions for greater effectiveness of the law of the European Union and respect for domestic law. The preliminary ruling aims to resolve disputes between internal jurisdictions and evaluate compatibility with EU law, especially in the national procedural sector. Ensuring a postponement of the EU and, above all, protecting the rights of individuals in a concrete, complete and effective way is still questionable research, not so much on a theoretical level but also on a procedural one.

Throughout the years, many control strategies for adjustable dampers have been proposed, designed to boost the performance characteristics of a vehicle. Comfort control strategies such as Skyhook (SH), acceleration-driven damping or power-driven damping have been tested many times using simulation models of vehicles. Those tests, however, were carried out using simplified damper models – linear or simple bilinear with symmetric characteristics. This article presents the results of examination of the influence of using more complex damper models, with friction, hysteresis and time delay of state switching implemented, on the chosen dynamic responses of a suspension system for excitations in the typical exploitation frequency range. The results of the test are compared with those found in the literature and with the results of simulations performed with a simplified version of the advanced model used. The main conclusion is that friction and hysteresis add extra force to the already existing damping force, acting like a damping increase for all analysed control strategies. The actuation delays limit the effectiveness in a sense of comfort increasing to only some frequencies. The research shows the importance of including the proposed modules in testing for both adjustable and passive dampers.

In the paper, YSZ coatings were prepared on nickel-based alloy substrates by anodic electrophoretic deposition. The YSZ suspension solution was obtained under stirring and ultrasonic treatment, in which the anhydrous ethanol and acetylacetone were used as the dispersion medium and ammonium polyacrylate was used as the dispersant of the suspension. The effects of different deposition voltage and deposition time on YSZ coating were investigated. Meantime, the microstructure of the coating surface was observed by metallographic microscope. It was found that the high-quality YSZ coating could be obtained by deposition at 60 V for 2–3 min. Finally, the effect of sintering temperature on coating quality was investigated by X-ray diffractometer and scanning electron microscopy. The results showed that the YSZ coating bonded closely with the substrate after sintering at 1200 °C, and the porosity of the YSZ coating increased after sintering.

The aim of the study was to investigate rail vehicle dynamics under primary suspension dampers faults and explore possibility of its detection by means of artificial neural networks. For these purposes two types of analysis were carried out: preliminary analysis of 1 DOF rail vehicle model and a second one - a passenger coach benchmark model was tested in multibody simulation software - MSC.Adams with use of VI-Rail package. Acceleration signals obtained from the latter analysis served as an input data into the artificial neural network (ANN). ANNs of different number of hidden layers were capable of detecting faults for the trained suspension fault cases, however, achieved accuracy was below 63% at the best. These results can be considered satisfactory considering the complexity of dynamic phenomena occurring in the vibration system of a rail vehicle.

Y25 (25Tn) bogies have been used in freight cars for over 50 years. It is a proven design with a positive opinion in many European countries. In addition to the generally positive opinion about the operational properties of the Y25 bogies, there are sometimes publications whose authors notice certain imperfections related mainly to the so-called running instability, resulting in derailment under certain motion conditions. This paper presents results simulation of motion tests of a freight car with Y25 bogies. A freight car model was created using the VI-Rail software. The research focus on determining the critical velocity and examining nature of the model solutions in the overcritical velocity range. Straight track as well as curved track motion is analysed. Empty and full wagon properties are considered. Impact of changes the suspension system selected parameters values on vehicle model solutions stability as well as the vehicle impact on track was analysed.

The gloss draws attention to the fact that in the commented resolution the Supreme Administrative Court in created the construction of indirect control of certain financial actions of the pre-trial investigation bodies in fiscal penal proceedings, which produce effects in the material-legal situation of the taxpayer. The resolution is undoubtedly an example of the law-making (norm-creating) role of the jurisprudence of administrative courts. The ruling guaranteed the comprehensive (complete) nature of the administrative court's control over the activities of the tax authorities, also when certain material-legal effects are triggered by actions taken under the provisions of criminal law by the financial pre-trial authorities.

The purpose of this study was to determine the effect of gas pressure and temperature on the spring characteristic of a HP strut used in a wheeled armoured personnel carrier. The research was performed based on a simulation model. Data to validate the model were obtained during experimental tests. The results indicate, among other things, that the friction generated in the seals is an important source of resistance force. Comparison of the simulation results with the measured characteristics indicates a proper modelling of the strut operation. Simulation studies have indicated that it is easy to modify the required suspension parameters by adjusting the initial gas pressure. A linear effect of pressure on static deflection can be assumed. Temperature has a strong influence on the spring characteristic. When it changes, significant changes in vehicle height are observed due to the lack of a compensation system. The temperature changes are not only due to changes in ambient temperature, but also by intense heating of the HP struts caused by the vehicle moving over rough terrain.

This paper describes results of tensile mechanical strength testing of two types of composite suspension line insulators from two manufacturers. In order to take into account the operation of composite insulators in overhead transmission lines with high-temperature low-sag (HTLS) conductors, the testing of their static and fatigue strength was performed at both ambient and elevated temperatures. The results showed that the static mechanical strength of composite insulators decreased with an increase in the temperature of the lower end fitting of the insulator, and proved that it followed a third-degree polynomial function. Calculations performed demonstrated that a significant cause of reduction in strength was the increase in the radial stress following the temperature increase in the crimped glassepoxy resin core of the insulator. The results of the fatigue strength testing demonstrated that the increase in the temperature of the lower end fitting of the insulator up to 85°C degree had a little effect on the fatigue strength of the tested composite insulators.

Punktem wyjścia artykułu jest przypomnienie znaczenia, jakie przywiązywał Zygmunt Haupt do „chętnego zawieszenia niewiary” przez czytelnika, a przedmiotem namysłu – wykraczające poza kontekst ściśle poetologiczny znaczenie tej formuły Coleridge’a. Zawieszenie niewiary i dopełniająca sens tego określenia poetycka wiara – to w historii literatury hasła wywoławcze dla głębokiego namysłu nad odejściem w kulturze od wyznaniowej wiary religijnej na rzecz „wiary poetyckiej”, której treścią jest jakość doświadczenia artystycznego, określana przez M.H. Abramsa jako „naturalny supranaturalizm”. Artykuł wskazuje, że z tym eksplorowanym przez modernistów doświadczeniem mamy do czynienia w dziele Haupta.
This article was inspired by the importance which Zygmunt Haupt attached to the “willing suspension of disbelief” on behalf of the reader. It discusses how Coleridge’s formula may function in a context that is not strictly poetic. A “suspension of disbelief” and poetic faith are complementary concepts which encourage in literary and cultural studies deep reflection on the demise of religious faith in favor of “poetic faith,” which, as M.H. Abrams writes, may essentially be described as “natural supernaturalism.” The article argues that this modernist experience may be found in Haupt’s works.

Odpowiedzialność dyscyplinarna mianowanych kontrolerów Najwyższej Izby Kontroli jest odpowiedzialnością osobistą i ma charakter represyjny. Nie należy jej jednak utożsamiać z odpowiedzialnością karną, choć podobieństwo tych postępowań jest duże. Regulacja zasad odpowiedzialności i trybu postępowania w sprawach dyscyplinarnych została zawarta w rozdziale 4a ustawy o NIK1 . W kwestiach nieuregulowanych ustawodawca odesłał do „odpowiedniego” stosowania przepisów ustawy z 6 czerwca 1997 r. – Kodeks postępowania karnego2 . Na łamach „Kontroli Państwowej” od kilku lat trwa dyskusja na temat różnych kwestii istotnych z punktu widzenia sprawności postępowania i prawidłowości orzekania w sprawach dyscyplinarnych. Do tej pory nie były jednak omawiane problemy dotyczące treści wniosku o ukaranie, stosowania środka, jakim jest zawieszenie mianowanego kontrolera, a także obowiązki rzeczników dyscyplinarnych i ich odpowiedzialność za przewlekłe lub niezgodne z prawem prowadzenie postępowania. Są one przedmiotem rozważań w artykule.
Issues Related to Liability of An Appointed Auditor – Disciplinary Proceedings at NIK Disciplinary liability of appointed auditors of the Supreme Audit Office is personal liability and its nature is repressive. However, the notion is not equivalent to criminal liability, despite similarities in the two types of proceedings. The legal provisions concerning this liability and disciplinary proceedings are set forth in Chapter 4a of the Act on the Supreme Audit Office. It is not complete and exhaustive, though. That is why, in Article 97p of the Act for the cases that have not been regulated therein, the legislator sets forth to apply “accordingly” the provisions of the Act of 6th June 1997 – Code of Criminal Procedure. Despite this reference and application of solutions adopted for the criminal procedure, many problems arise in practice which the doctrine has been trying to solve. For several years, a discussion has been ongoing in “Kontrola Państwowa” concerning several issues essential from the perspective of the proceedings effectiveness and appropriate judgements in disciplinary cases. Until now, however, discussions have neither touched the issues related to the contents of a motion to punish, suspend an appointed auditor, nor to the duties of disciplinary officers and responsibility for lengthy proceedings or their incompliance with the law. These issues have been discussed in this article.

Artykuł ma charakter naukowo-badawczy, a jego przedmiotem jest analiza uchwał i postanowień Izby Karnej Sądu Najwyższego w zakresie prawa karnego materialnego wydanych w 2022 r., w wyniku rozpatrzenia tzw. pytań prawnych. Przedmiotem rozważań są takie zagadnienia jak: przestępstwo niezawiadomienia o przestępstwie (art. 240 § 1 k.k.); zawieszenie biegu przedawnienia karalności w związku z epidemią COVID-19; słuchacz lub student Wydziału Porządku Publicznego w Szczytnie Akademii Spraw Wewnętrznych jako osoba niepełniąca służby w organach bezpieczeństwa państwa oraz zatrzymanie prawa jazdy osobie wchodzącej w skład jednostki wojskowej wykonującej zadania poza granicami państwa, popełniającej za granicą czyn polegający na prowadzeniu pojazdu mechanicznego w stanie nietrzeźwości (art. 135 ust. 1 p.r.d.). Podstawowym celem naukowym była ocena zasadności dokonanych przez ten organ interpretacji przepisów regulujących zagadnienia prawne poddane Sądowi Najwyższemu do rozstrzygnięcia. Główną tezą badawczą było wykazanie, że tzw. instytucja pytań prawnych kierowanych do Sądu Najwyższego spełnia ważną rolę w zapewnieniu jednolitości orzecznictwa sądów powszechnych i wojskowych, gdyż argumentacja stanowiska tego organu jest pogłębiona. Wyniki badania mają oryginalny charakter, ponieważ rozwijają twórczo interpretację zawartą w analizowanych rozstrzygnięciach. Badania mają przede wszystkim zasięg krajowy. Artykuł ma istotne znaczenie dla nauki – zawiera pogłębioną analizę dogmatyczną oraz duży ładunek myśli teoretycznej, a także jest przydatny dla praktyki, wzbogacając argumentację Sądu Najwyższego lub przytaczając okoliczności uzasadniające poglądy odmienne.
The article is of scientific research nature and it aims to analyse resolutions and rulings of the Supreme Court Criminal Chamber concerning substantive criminal law passed in 2022 as a response to the so-called legal questions. The subject of the analysis covers such issues as: the crime of failure to report a crime (Article 240 § 1 of the Criminal Code); suspension of the statute of limitations for criminal offenses due to the Covid-19 pandemic; a student of the Faculty of Public Order of the Academy of Internal Affairs in Szczytno as a person not serving in the state security bodies; and revocation of a driving licence in the event its holder who is a member of a military unit performing tasks outside the country commits an act consisting in driving a motor vehicle under the influence of alcohol (Article 135(1) of the Road Traffic Act). The basic scientific research aim is to evaluate the legitimacy of this body’s interpretation of the regulations covering the legal issues referred to the Supreme Court for resolution. The main research theses consist in showing that the so-called legal questions referred to the Supreme Court play an important role in ensuring the uniformity of common and military courts’ judgements because the body’s stance is based on in-depth reasoning. The research findings are original in nature as they creatively develop the interpretation contained in the resolutions analysed. The research is mainly national in scope. The article is especially important for science because it contains a deepened dogmatic analysis and a big load of theoretical thought, as well as it is practically useful as it enriches the Supreme Court’s arguments or refers to circumstances justifying different opinions.

Arid and semi-arid areas are characterised by differentiation in meteorological conditions. Sometimes the rains are rare and not very intense and at other times they are dense and very intense, resulting in torrents that often lead to strong soil erosion. Most of the time, the losses occur at the solids level because the erosion effect is too high. In this study, we want to evaluate the transfer of solid sediments as a function of liquid transport in the basin of Wadi Zeddine at Ain Defla in Algeria. To understand this phenomenon, we used the data of liquid flows (Ql, m3∙s-1) and concentration of suspended sediments (C, g∙dm-3), transported in the river, the data collected by the NWRA (National Water Resources Agency), over 24 years have been used to find a relationship between these two quantities, to estimate the quantity of solid transport Qs (kg∙s-1) in the watercourse of the catchment area studied. The results obtained show a good correlation between solid and liquid flows, with a correlation coefficient estimated at 90%, and the average annual sediment supply recorded at the outlet of the Wadi Zeddine watershed is estimated at around 88,048 Mg, which corresponds to 202 Mg∙km-2∙y-1 erosion rate. This value is comparable to those found in other regions with similar hydrological regimes.

Opis:
The scholarly and research-focused article aims to analyse resolutions and rulings of the Supreme Court Criminal Chamber concerning substantive criminal law passed in 2022 as a response to the so-called legal questions. The subject of the analysis covers such issues as: the crime of failure to report a crime (Article 240 § 1 of the Criminal Code); suspension of the statute of limitations for criminal offenses due to the COVID-19 pandemic; a student of the Faculty of Public Order of the Academy of Internal Affairs in Szczytno as a person not serving in the state security bodies; and revocation of a driving licence in the event its holder who is a member of a military unit performing tasks outside the country commits an act consisting in driving a motor vehicle under the influence of alcohol (Article 135(1) of the Road Traffic Act). The fundamental objective of this scientific research is to evaluate the legitimacy of this body’s interpretation of the regulations encompassing legal issues referred to the Supreme Court for resolution. The primary research theses aim to demonstrate that the so-called legal questions referred to the Supreme Court play an important role in ensuring the uniformity of common and military courts’ judgements, given that the body’s stance relies on in-depth reasoning. The research findings present an original perspective developing the interpretation found in the analysed resolutions in a creative way. While the research primarily focuses on national aspects, the article holds significant importance for the scientific community. This is due to its detailed dogmatic analysis and substantial theoretical discourse. Moreover, its practical utility is evident as it enriches the Supreme Court’s arguments and addresses circumstances that justify diverse opinions.

Opis:
The rapid, high increase in production costs and prices of mineral fertilizers leads to a reduction in their use by farmers, while fertilizer manufacturers consider the use of alternative raw materials and reducing the energy consumption of fertilizer production processes. Given these circumstances, special attention is warranted for suspension fertilizers. The manufacturing of suspension fertilizers is simplified and less energy intensive in comparison with solid fertilizers. This is achieved by omitting certain production stages such as granulation, drying, sifting, which usually contribute to more than half of the production costs. This paper presents the production procedure of suspension fertilizers tailored for cabbage cultivation, utilizing alternative raw materials such as sewage sludge ash and poultry litter ash. The final products are thoroughly characterized. The obtained fertilizers were rich in main nutrients (ranging from 23.38% to 30.60% NPK) as along with secondary nutrients and micronutrients. Moreover, they adhere to the stipulated standards concerning heavy metal content as outlined in the European Fertilizer Regulation. A distribution analysis has showed that suspension fertilizers contain nutrients in both liquid and solid phases. This arrangement facilitates their easy availability for plants and subsequent release upon dissolution in soil conditions. To assess process consistency, the production of the most promising fertilizer was upscaled. A preliminary technological and economic analysis was also conducted. The method of producing suspension fertilizers using alternative raw materials is a simple waste management solution offering nutrient recycling with the principles of circular economy. This approach not only encourages nutrient recycling but also curtails reliance on imported raw materials.
