The subject of the study is to determine the principles of investment planning in rural areas with the participation of the European Agricultural Fund for Rural Development. The paper discusses the principles of programming financial perspective 2014-2020, taking into account the need to coordinate support from the European Agricultural Fund for Rural Development and the Structural and Cohesion Funds. Attention has been paid to the need to coordinate support from the European Agricultural Fund for Rural Development in territorial terms, taking into account the standards of planning. Rural development should address the concern of its multi – functionality, where apart from the production function development of other functions to ensure the environmental protection, to maintain natural landscape and traditional cultural values are also assumed. Such approach requires taking into account the role of planning in view both strategic and development as well as spatial aspect.

The aim of the work is recognizing and systemizing of the problems related to planning of a complex management strategy of metropolitan area development as well as preparation of a spatial development plan for such areas. The problems of planning are defined as the difficulties, dilemmas and doubts about different aspects of the planning process. The author is referring to the features of metropolitan areas and typical problems which are solved in the planning process of their development. In extent justified by the content, the author uses the analogies with problems of planning on the local level. The problems discussed in the paper tackle (inter alia): defining the subject of a metropolitan areas strategic plan, participation of variety of actors in the planning process, enhancing strategic features of spatial planning of metropolitan areas as well as the definition of the range of issues a strategic plan decide on. The author is also analyzing the causes of the problems and showing some of the possibilities of solving them.

Purpose: The purpose of the analysis is to demonstrate the potential impact of the shortcomings of public statistics collections in the field of application of demographic data to regional and local development planning. Design/methodology/approach: Taking into account the importance of human capital for the development of modern economies, acquiring information that reflects the demographic reality seems to constitute one of the crucial aspects determining the quality of planning the development of territorial units. The use of indicators relating to the outdated number or structure of the population in the process of diagnosing the baseline situation may lead to incorrect determination of the competitive position of territorial units and to defining development objectives that are an inadequate match to real challenges and needs of the respective territorial unit. This results in the requirement to correct the data on the number of people available in official statistics with data on unregistered emigration or the use of alternative data sets, such as the social insurance records. Findings: The use of this type of data within the framework of the conducted analysis rendered it possible to identify that the difference between the number of people, as determined on the basis of official registers, and the corrected population status, reaches 2.7-2.9 million people nationwide. Taking this fact into account causes effects in the form of an increase in the value of GDP per capita, both at the nationwide, and at regional scale. Originality/value: Therefore, it can quite clearly change the assessment of their economic potential, putting them in a more advantageous competitive position compared to other EU regions or member states. Consequently, it creates a different starting point for both defining regional or local development objectives and planning public intervention in line with the theory of change.

W artykule zaprezentowano budżetowanie zadaniowe w kontekście programowania rozwoju. Wskazano na połączenie planowania i programowania z alokacją zasobów niezbędnych dla osiągnięcia celów i rezultatów zaplanowanej w ramach wybranych na dany okres programowania priorytetów. Przeanalizowano cechy i cele metod budżetowania w sektorze publicznym. Zaprezentowano w analizie porównawczej modele gospodarowania w administracji publicznej. Wskazano po analizie doświadczenia krajów OECD postulat zastosowania w administracji publicznej oraz systemie zarządzania strategicznego państwem szeregu narzędzi zwiększających możliwość skuteczności i efektywności gospodarowania zasobami publicznym. Przedstawiono model sprawności i wydajności zastosowany w Wielkiej Brytanii. Zaprezentowano metodykę przygotowania budżetu zadaniowego w kontekście cyklu zarządzania projektem. Ponadto przedstawiono metodykę ujęcia dysponentów budżetu w strukturze celów budżetu zadaniowego. Omówiono również systemowe rozwiązania włączenia budżetu zadaniowego w system planowania i programowania wieloletniego. Zaprezentowano przykłady implementacji rozwiązań zarządczych w krajach OECD. W ostatniej części wskazano kierunki postulowanych zmian w obszarze zarządzania strategicznego na poziomie kraju. W ramach podsumowania zaprezentowano postulaty wobec proponowanego w Polsce systemu planowania i programowania z użyciem budżetowania zadaniowego.
The article presents performance budgeting in the context of development programming. The relation of planning and programming with the allocation of resources needed to achieve the planned objectives and results of the selected priorities within programming period was pointed out. The characteristics and objectives of budgeting methods in the public sector were analysed. Models of management in public administration were presented in the comparative analysis. After the analysis of the experience of OECD countries the demand to use a number of tools to enhance the possibility of efficiency and effectiveness of public resource management in public administration and strategic management system were indicated. A model of efficiency and productivity used in the UK was presented as well as methodology of the preparation of performance budgeting in the context of the project management cycle. In addition, the methodology of positioning administrators in the structure of performance budgeting was presented. The systemic solutions of implementing the performance budget in budgeting in long-standing planning and programming system was discussed. Examples of the implementation of management solutions in OECD countries were introduced. In the last part contains the directions of proposed changes in the area of strategic management at a state level. The summaries presented demands towards the system of planning and programming with the use of performance budgeting, which is proposed in Poland.

Opis:
The oil and gas industry nowadays is challenged by dealing with nonconventional reserves and offshore environments. Decision-making associated with projects in the petroleum sector has to handle various technological issues, risks, and uncertainty. The Smart Fields approach was introduced to cope with complicated production conditions and make the production of hydrocarbons economically efficient. A significant part of this approach is proactive planning which implies taking into account the uncertainty, or lack of knowledge of the recoverable reserves, future hydrocarbon prices and various operational issues inherent in the projects. In this study, a multi-stage stochastic programming approach is employed to cover the relevant engineering issues of oilfield development and petroleum production while addressing the geophysical uncertainty related to the developed deposit. The proposed model covers such aspects as well drilling, gathering pipeline infrastructure planning, capacity selection for the infrastructure and the processing units, as well as planning the production operations with consideration of artificial lift efficiency. The model aims to optimise the entire field lifecycle, given the chosen planning criterion, that is an economic criterion of the project’s net present value. The contribution of the developed model to the area of planning in the petroleum industry is the detailed consideration of the technology: the flows and pressures in the planned infrastructure, reservoir behaviour, and the artificial lift performance. The goal of including these technological details is to apprehend the economic tradeoff between investments, operating costs and the prospective revenues, given the lack of knowledge of the geophysical properties of the developed deposit. The stochastic modelling implemented in this study is relevant to the development projects in nonconventional environments, where several deposits of various sizes are present; however, not each deposit's properties get to be studied in detail.

Po transformacji gospodarki w 1989 r. nastąpił proces szukania nowych, bardziej efektywnych metod zarządzania jednostkami terytorialnymi. Odwołano się do zarządzania i planowania strategicznego wykorzystywanego w przedsiębiorstwach. Zastosowanie tych metod było zgodne ze standardami Unii Europejskiej. Planowanie strategiczne, jako funkcja zarządzania strategicznego było powszechnie stosowane w przedsiębiorstwach. Można go również użyć w odniesieniu do regionu, gdyż występują cechy wspólne jednostek gospodarczych i terytorialnych. Rozkwit teorii zarządzania przypada na XX wiek i łączy się z powstaniem dużych przedsiębiorstw. Obejmuje zarówno teorię, jak i praktykę funkcjonowania jednostek produkcyjnych. Z teorii zarządzania na potrzeby polityki regionalnej można adaptować konkretną szkołę myślenia strategicznego „zasobów, umiejętności i uczenia się”. Zwraca ona uwagę na ograniczoność zasobów, konkretne otoczenie zewnętrzne oraz zestaw celów do zrealizowania. W trakcie rozwoju teorii zarządzania strategicznego opracowano zasady, które są ogólnymi wytycznymi pozwalającymi na opracowanie skutecznej strategii. Istotna jest zgodność działań z misją i wizją strategiczną, które wyznaczają główny kierunek. Następnie definiowane są cele będące obrazem potrzeb. Planowanie strategiczne odpowiada na pytanie dokąd zmierzamy, co chcemy osiągnąć oraz jak i kiedy będziemy je realizować. Dzięki prowadzeniu planowania strategicznego otrzymujemy lepsze wykorzystanie endogenicznych czynników rozwoju oraz definiujemy kroki potrzebne do realizacji głównych celów.
Following economic transformation in 1989 the process of seeking new, more efficient methods of territorial units was initiated. It was based on the concept of corporate management and strategic planning. The application of such methods was in conformity to the European Union standards. Strategic planning derived from strategic management was commonly used within companies. Thus, it was possible to be applied in terms of a region with corporate characteristics to be found in territorial units. The XX century witnessed a boom in management theory, which was linked to setting up large corporations. The theory was successful as such and in terms of practical functioning of manufacturing entities. Within the management theory it is the school of strategic thinking of “resources, abilities and learning” that would be adapted to the needs of regional policy. It highlights limitations to resources, specific external environment and a set of targets to be reached. Within the development process of the management theory some rules were developed that are perceived as general guidelines for all efficient strategy that should be in line with a mission and strategic vision determining the main direction. Afterwards it is objectives reflecting needs that are defined. Strategic planning addresses the question of where we are heading, what we want to achieve and how as well when we intend to accomplish our tasks. Thanks to pursuing the strategic planning we are able to better utilize endogenous development factors and define necessary steps to reach critical targets.

The purpose of this article is to present the author’s concept of the integrated planning system. I the fi rst part the axiological aspects of spatial planning as well as the public interest in land use are discussed. Also, the theoretical evidence for integrated planning in market economy is described and the specifi city of integrated planning approach. In the next part of this paper general assumptions of the changes recommended for the implementation in the spatial planning system are described. In the main part of the article’s text characteristics of the proposed innovations related to the sphere of strategic and spatial planning system and land use management at the local, regional and national are described. In the final part of the article comments on the spatial plans hierarchy (public interest hierarchy) are made.

W artykule przedstawiono problematykę z zakresu zarządzania strategicznego odnośnie strategii, jej istoty, procesu formułowania oraz realizacji, a także praktycznego znaczenia w długookresowym rozwoju przedsiębiorstwa energetycznego. Ze względu na bardzo szeroki zakres poruszanych zagadnień przedstawione zostały tylko kluczowe elementy przedmiotowej tematyki. W świetle trwającego obecnie globalnego kryzysu ekonomicznego myślenie strategiczne zostało przywołane jako jeden z najistotniejszych czynników, którego zaniedbania doprowadziły do dzisiejszej sytuacji w światowej gospodarce. W niniejszym opracowaniu przypomniane zostały cele istnienia przedsiębiorstwa energetycznego (z podaniem ich hierarchii), omówiona została istota strategii, a także podstawowe narzędzie służące realizacji strategii jakim jest planowanie. W artykule scharakteryzowane zostały również poszczególne etapy przygotowania, a następnie realizacji strategii w przedsiębiorstwie energetycznym.
The paper presents theoretical issues associated with strategicmanagement with specific reference to developing strategy: formulation process, completion and practical use in long-term development of energy companies. Due to broad issues related to this topic, only the key-elements were presented in the paper. In the context of current global scale economical crisis strategic thinking has been pointed out as one of themost important reasons for the present status quo. Gross negligence in this area have brought to today's very difficult situation in the world economy. This paper focuses on the most important goals of the energy company existence with its hierarchy, idea of strategy thinking and also the planning process as the main tool of implementing the strategy. This article includes presentation and characterization of all stages of preparation, implementation, controlling and finally improving the strategy in an energy company.
