Opis:
Thai food industry employs a massive number of skilled and unskilled workers. This may result in an industry with high incidences and accident rates. To improve safety and reduce the accident figures, this paper investigates factors influencing safety implementation in small, medium, and large food companies in Thailand. Five factors, i.e., management commitment, stakeholders’ role, safety information and communication, supportive environment, and risk, are found important in helping to improve safety implementation. The statistical analyses also reveal that small, medium, and large food companies hold similar opinions on the risk factor, but bear different perceptions on the other 4 factors. It is also found that to improve safety implementation, the perceptions of safety goals, communication, feedback, safety resources, and supervision should be aligned in small, medium, and large companies.

Currently, road safety is one of the most important challenges in many areas: not only in terms of transport and logistics but also as far as social and economic issues are concerned. The constantly increasing road traffic and the growing number of transported goods and people are some of the challenges addressed through the activities of many ministries, institutions and social organisations. Ensuring appropriate safety conditions, aimed at the protection of human health and life, is currently among the most important objectives. Road traffic safety is therefore one of the most important aspects of the policy of Poland and other members of the European Union. Hence, more new procedural solutions should be sought to reduce the negative impact of road traffic on society, the environment and the economy. In this situation, one of the most important tools are programmes improving the safety of road users. The article presents the activities undertaken by Poland, as well as actions that result from the road safety strategy of the European Union.

The paper includes specific characteristic of WCSP for small water supply system taking into account the water intake protection zone, and suggested method of risk assessment and proposed questionnaire for operators.

W artykule przedstawiono ogólne uwarunkowania w projektowaniu infrastruktury drogowej z uwagi na kryteria bezpieczeństwa ruchu drogowego (brd). Artykuł wyjaśnia powody powstawania rozwiązań sprzyjających wypadkom drogowym, mimo formalnego ujęcia w przepisach kryteriów bezpieczeństwa ruchu. Na tym tle ukazano rolę audytu bezpieczeństwa ruchu drogowego jako procesu wykrywania i eliminacji błędów zagrażających bezpieczeństwu ruchu już w fazie planistyczno-projektowej. Podano także uwarunkowania skutecznego wdrażania tego audytu, w tym uwarunkowania bazy wiedzy na temat bezpieczeństwa różnych rozwiązań. Artykuł wskazuje na luki w wiedzy na temat brd niektórych elementów infrastruktury drogowej, w tym specyficznych dla naszych dróg. Ważną dla praktyki część artykułu stanowi zestawienie typowych błędów popełnianych w różnych stadiach projektowania dróg, skrzyżowań i węzłów.
The paper presents general conditions of design of road infrastructure regarding road safety criteria. It explains circumstances, in which designs creating conditions conductive to road accidents are produced in spite of the fact, that formally road safety criteria and taking into account in technical conditions and guidelines for road design. It is a background for presentation of a vital role of road safety audits in identification and elimination of errors impending road safety as early as in the planning and designing stages. Conditions for effective implementation of road safety audits are described pointing out importance of the basis of knowledge of safety of various simple of more comprehensive geometrical and traffic control designs and their elements. It points out problems of gaps in knowledge and importance of access to road safety data on accidents from country-special road deigns. In part of paper important for practice a set of most frequent errors which can be met in various stages of design of road sections, intersections and interchanges is described.

The authors analyse the standardisation of risk management as an effective tool for the safety of design solutions in residential construction. The analysed regulatory documentation answers the question of achieving an acceptable level of risk. Within the framework of improving environmental management, the use of specific penalties looks quite natural. However, the primary purpose of ISO 14001 is to form a responsible attitude toward the environment and natural resources as the most crucial assets of economic activity. The article raises the issue that domestic standards cannot thoroughly guide risk analysts due to their lack of development and inconsistency with ISO 31000:2018 and ISO 14001:2016. It is necessary to develop a unique approach to risk assessment, de facto describing the interaction of different scenarios, which will ensure an increase in the environmental and economic effects in the field of housing safety.

Objectives In Poland, there are numerous cases of injuries caused by sharp instruments annually, still significantly more than in other European Union countries. The aim of this study was to analyze work-related injuries among healthcare workers in a selected hospital before and after the implementation of safety-engineered devices (SED). Material and Methods Retrospective analysis of medical documentation regarding occupational needlestick and sharps injuries (NSSI) in a tertiary referral surgical hospital in 1998–2018. The study group consisted of nurses and doctors who had been injured and reported the incident. The frequency of injury reports, injury rate, and characterization of circumstances surrounding NSSI are presented. Results Over the period of 20 years, a total of 257 NSSI incidents were reported. The average injury rate was statistically significant for nurses (p = 0.004) and was higher before the introduction of SED. Moreover, the number of injuries among nurses showed a downward trend during the study period. However, for doctors, there was no statistically significant difference in the median puncture rate (p = 0.099), and the number of injuries showed an increasing trend. Conclusions In this study, the authors’ have demonstrated not only the occurrence of injuries and punctures in the daily work of medical personnel but also the potential for their reduction through the use of safety equipment at every workstation where healthcare services are provided using sharp medical instruments.

Opis:
Effective implementation of occupational safety and health (OSH) legislation based on European Union directives requires promotion of OSH management systems (OSH MS). To this end, voluntary Polish standards (PN-N-18000) have been adopted, setting forth OSH MS specifications and guidelines. However, the number of enterprises implementing OSH MS has increased slowly, falling short of expectations, which call for a new national policy on OSH MS promotion. To develop a national policy in this area, a survey was conducted in 40 enterprises with OSH MS in place. The survey was aimed at identifying motivational factors underlying OSH MS implementation decisions. Specifically, workers’ and their representatives’ involvement in OSH MS implementation was investigated. The results showed that the level of workers’ involvement was relatively low, which may result in a low effectiveness of those systems. The same result also applies to the involvement of workers’ representatives and that of trade unions.

Jak powiedział Henry Ford „Wszystko można robić lepiej, niż robi się dzisiaj”, a zatem funkcjonowanie i rozwój każdego przedsiębiorstwa jest nierozerwalnie związane z koniecznością wprowadzania ciągłych zmian. Artykuł przedstawia wyniki badań przeprowadzonych na próbie 20 przedsiębiorstw. Miały one na celu ocenę stanu obecnego w zakresie zachowania zasad bezpieczeństwa w trakcie wprowadzania zmian organizacyjno-technologicznych. Badania rozszerzono o analizę dokumentacji projektowej w celu zweryfikowania, czy zawiera ona aspekty związane z bezpieczeństwem pracy. Zweryfikowano również pod kątem aspektów związanych z bezpieczeństwem pracy oferty firm konsultingowych, wspierających przedsiębiorstwa w obszarze wprowadzania zmian.
As Henry Ford once said, "Everything can always be done better than it is being done"13, and therefore the functioning and development of each enterprise is inextricably linked to the necessity of constant change. The article presents the results of research carried out on a sample of 20 companies aimed at assessing the current state in terms of maintaining safety rules during the implementation of organizational and technological changes. The research has been extended to the analysis of project documentation in order to verify whether it contains aspects related to work safety. Also, consulting companies supporting enterprises in the area of introducing changes were verified in terms of aspects related to work safety.

The importance of safety culture is gaining importance in various areas of management, including crisis management. Safety culture is considered an important factor conditioning the achievement of a high level of safe operation of the rescue system. The concept of safety culture is ambiguous and does not have one universal definition, or a model solution. It becomes necessary to make an attempt to define the concept of safety culture in the area of crisis management. The most important feature of safety culture in the crisis management system is the ability to implement the principles of safe operation despite the existing threats. A high level of safety can only be achieved by using tested systems and procedures while strongly involving human resources in safety culture activities.
Znaczenie kultury bezpieczeństwa zyskuje coraz większe znaczenie w różnych obszarach zarządzania, w tym także zarządzania kryzysowego. Kultura bezpieczeństwa uważana jest za ważny czynnik warunkujący osiągnięcie wysokiego poziomu bezpiecznego funkcjonowania systemu ratowniczego. Pojęcie kultury bezpieczeństwa jest wieloznaczne i nie posiada jednej uniwersalnej definicji czy rozwiązania modelowego. Konieczne staje się podjęcie próby określenia pojęcia kultury bezpieczeństwa w odniesieniu do obszaru zarządzania kryzysowego. Najbardziej istotną cechą kultury bezpieczeństwa w systemie zarządzania kryzysowego jest zdolność do implementacji zasad bezpiecznego działania pomimo istniejących zagrożeń. Wysoki poziom bezpieczeństwa można osiągnąć jedynie w przypadku stosowania sprawdzonych systemów i procedur przy jednoczesnym silnym zaangażowaniu zasobów ludzkich w działaniach na rzecz kultury bezpieczeństwa.

As Industry 4.0 technologies are implemented, the work environment is changing and new opportunities and threats to occupational health and safety are arising. These are related both to the technologies themselves and to changes in the organization of work and the way it is carried out. The article presents the results of a survey conducted among people dealing with occupational safety and health issues in order to obtain information on the factors identified by them that affect the safety and health of employees in companies implementing technologies and production concepts within Industry 4.0.

Produkty tradycyjne, regionalne i lokalne wytwarzane tradycyjnymi metodami są jedną z wartości kształtujących dzisiejszy rynek żywnościowy. Celem pracy było przeprowadzenie badań sondażowych w zakładach wytwarzających produkty tradycyjne i lokalne oraz ocena trudności związanych z wdrażaniem i stosowaniem zasad GMP/GHP i systemu HACCP. Respondentom zaproponowano kafeterię obejmującą 12 elementów, które wskazywały na różnorakie trudności. Analiza wyników badań pozwoliła na sformułowanie stwierdzenia, że wdrożenie systemów GHP, GMP i HACCP w zakładach wytwarzających żywność tradycyjną i lokalną związane jest z trudnościami, które zwłaszcza w przypadku małej produkcji wiążą się ze znacznym ogranicznikiem rozwoju zakładów. W grupie trudności prawno- -ekonomicznych najczęściej wskazywano na wzrost kosztów funkcjonowania zakładu, konieczność poniesienia nakładów finansowych na modernizację, zmiany w ustawodawstwie żywnościowym, brak dostępu do niezbędnych informacji. Spośród trudności organizacyjno-personalnych wymieniano najczęściej problemy z codzienną realizacją zasad i założeń wskazywanych w dokumentacji, niezrozumienie idei i zagadnień systemu HACCP, brak możliwości szkolenia się w zakresie HACCP. Najczęściej z trudnościami prawno-ekonomicznymi (93%) oraz trudnościami organizacyjno-personalnymi (88%) zmagano się w zakładach zatrudniających więcej niż 20 pracowników, a respondenci reprezentujący branżę produktów pochodzenia zwierzęcego i branżę produktów pochodzenia roślinnego w większym stopniu (88%) niż respondenci z zakładów branży produktów pozostałych (43%) stwierdzali, że stosowanie systemów powoduje poważne trudności organizacyjno-personalne.
Traditional, regional and local products produced with the application of traditional methods are one of the values shaping today's food market. The purpose of this paper was to conduct research into plants manufacturing traditional and local products and to assess difficulties related to the implementation and application of the GMP/ GHP principles and the HACCP system. The research material included the results of a survey conducted among Polish companies producing traditional and local products. The respondents were offered a cafeteria with 12 elements, which pointed to various difficulties. The analysis of the research results led to the conclusion that the implementation of GHP, GMP and HACCP systems in factories producing traditional and local food creates a lot of difficulties, which is especially true for companies with smaller production volumes, whose development is impeded. The most commonly cited problems of legal and economic nature include the increasing operating costs, edevelopmentrelated investment outlays, changes in food legislation, lack of access to the necessary information. The difficulties of organisational and HR-related nature include problems with the day-to-day implementation of rules and principles specified in the relevant documentation, lack of understanding of HACCP ideas and problems, lack of access to HACCP training. Problems of legal and economic character (93%) and those related to the issues of organisation and Human Resources (88%) mainly occur in companies with more than 20 employees. The respondents representing the sectors of products of animal origin and products of plant origin (88%) were more willing to admit that the implementation of food safety systems contributes to serious organisational and HR-related problems than those deriving from other sectors (43%).

W artykule przedstawiono podstawowe zagadnienia związane z poprawą skuteczności zgłaszania zdarzeń niepożądanych oraz kulturą sprawiedliwego traktowania w kontekście wdrażania nowej normy ISO 45001:2018 „Systemy zarządzania bezpieczeństwem i higieną pracy - wymagania z poradnikiem użytkowania”. Organizacja, która chce wprowadzić ww. nową normę potrzebuję efektywnych narzędzi do ulepszenia systemu zgłaszania zagrożeń wynikających z obowiązku badania i wyjaśniania wszystkich zagrożeń w systemie bezpieczeństwa. Rozwiązania takie funkcjonują już od pewnego czasu w lotnictwie i medycynie. Jest to poufny, nieobowiązkowy system raportowania zagrożeń będący uzupełnieniem obowiązkowego systemu zgłaszania zdarzeń niepożądanych oraz model kultury sprawiedliwego traktowania (KST). Kultura sprawiedliwego traktowania opisywana jest jako atmosfera zaufania, w której ludzie są zachęcani do dostarczania informacji związanych z bezpieczeństwem, mając jednocześnie świadomość zachowań akceptowalnych i niedopuszczalnych. Narzędzie to wspiera organizację w radzeniu sobie z problemami obwiniania i karania osób zamieszanych w zdarzenia niepożądane. Ponadto w artykule znajdują się informacje na temat czynników determinujących zwiększenie ilości informacji o zdarzeniach niepożądanych w organizacjach oraz sposoby klasyfikowania działań akceptowalnych i nieakceptowalnych.
This article presents basic issues related to effectiveness improvements of adverse events reporting systems and a just culture in the context of ISO 45001:2018 standard - Occupational health and safety management systems implementation. The organizations, that want to implement the new standard, need effective tools to make their reporting systems more effective because of some new requirements of the standard laws. Some proven solution of that have been used for some time past especially in aviation and medicine. It is a confidential, voluntary reporting system as a useful complement to a compulsory reporting system and the just culture. The just culture is described as an atmosphere of trust in which people are encouraged for providing essential safety-related information - but in which they are also clear about where the line must be drawn between acceptable and unacceptable behavior. The tool supports the organizations with handling blame and punishment. In addition, there is information about the factors determining the growth of undesirable occurrence reports number in the organisations and ways to classify the behaviour and attitudes of employees as acceptable or not.

There is no doubt that the issues related to safety and health protection as well as accident prevention should be considered an important element of every investment and construction process. For this reason, numerous regulations in both the Community and Polish legal order have been imposed in this area. The Community regulations include numerous Community directives. The most important from the point of view of work safety in the construction pro-cess is the so-called framework directive of 12 June 1989 on the introduction of measures to improve occupational safety and health, and the eighth individual directive of 24 June 1992 on the implementation of minimum safety and health requirements at temporary and mobile construction sites. Owing to the above-mentioned legal acts, the minimum requirements regarding occupational safety in the investment process have been unified at the Community level. This is very important due to the principle of free movement of workers introduced on the basis of Art. 45 of the Treaty on the Functioning of the European Union. The Community legal regulations clearly emphasize the full responsibility of employers in this respect and, in relation to the investment and construction process, the responsibility of investors or substitute investors. The EU regulations were implemented into the Polish legal order by adopting the generally applicable legal acts - the Construction Law, and the regulation on information regarding health and safety, as well as the health and safety plan. The aforesaid regulations and, above all, the health and safety plan prepared on their basis are aimed at identifying hazards in the workplace and implementing solutions to prevent them at the investment implementation stage.

The paper presents the preliminary information on the concept of open water model tests for assessment of safety of ships in damaged conditions. The need to develop the concept follows from the fact that the current regulations for assessment of safety of ships in damaged conditions require to consider an influence of many factors coming from different sources. Among the most important factors are those which come from the ship itself and the environment. Of course, the current regulations take into account the impacts which follow from the stages of flooding and progressive flooding but not all the possible impacts are taken into account. The open water model tests may enable to verify the existing regulations and model some phenomena associated with flooding. The open water model tests can be an important alternative method for the assessment of ship safety. The current method and some elements of the new approach to the safety of ships in damaged conditions are briefly described in the paper. A concept of the open water model tests for assessment of the safety of ships in damaged conditions are introduced. Some details regarding the research stand are given. The preliminary programme of investigations is presented as well. Because of the limited space available in the paper more details regarding the concept of open water model tests will be given in the POWER POINT presentation during the Symposium and in the final version of the paper.

The paper outlines the background and goals of the Road Safety Observatory in the Polish region of Warmia and Mazury. While created it was Poland’s first road safety Observatory, both at the regional and central level. Established in line with the methodology proposed in the European project SafetyNet, together with the planned National Road Safety Observatory it will form part of a Europe-wide network of observatories linked with the European Road Safety Observatory (ERSO). Commissioned by the Regional Road Safety Centre in Olsztyn, the idea for the Warmia-Mazury Road Safety Observatory was developed in 2010. The Observatory was completed in the autumn of 2012 and opened in November 2012.

Cold is a typical environmental risk factor in outdoor work in northern regions. It should be taken into account in a company’s occupational safety, health and quality systems. A development process for improving cold risk management at the Finnish Maritime Administration (FMA) was carried out by FMA and external experts. FMA was to implement it. Three years after the development phase, the outcomes and implementation were evaluated. The study shows increased awareness about cold work and few concrete improvements. Concrete improvements in occupational safety and health practices could be seen in the pilot group. However, organization-wide implementation was insufficient, the main reasons being no organization-wide practices, unclear process ownership, no resources or a major reorganization process. The study shows a clear need for expertise supporting implementation. The study also presents a matrix for analyzing the process.

The European Commission, European Maritime Safety Agency (EMSA) and Member States of the European Union have expanded the scope of operation of the Vessel Traffic Monitoring and Information System (VTMIS). This project was established in accordance with the requirements of the Directive 2002/59/EC of 27 June 2002. Part of these measures are currently implemented in Poland and are co-financed by the European Union (EU) project entitled “National Maritime Safety System – KSBM”. It is implemented with a time delay in two stages: KSBM-I and KSBM-II. KSBM-I was located on the main list of individual projects of the Operational Programme “Infrastructure and Environment” for 2007–2013. The project is realised with the support of EU funds financed in the Priority VII “Environmentally-friendly Transport” under Measure 7.2 “Development of Maritime Transport”. The works were and are based on contracts signed 28.02.2011 (Stage I – KSBN-I) and 20.12.2012 (Stage II – KSBN-II). The first stage involved the purchase and installation of radar, computer and radio equipment and construction of radio communication network. The second was related mainly to the wire communication network. The system covers Polish coastal waters and seaports from Szczecin and Świnouj- ście to the border with the Kaliningrad Region. This paper presents concept of the system and the state of its implementation.
