Traffic accident statistics point out that the most dangerous fault of drivers is the fact of not adapting the speed of their vehicles. Many of them often do not realize the fact that it is necessary to comply with the allowed speed not only for their own travel safety but also because of other road users ability to respond to them. In this case the driving speed is an essential assumption to handle a situation not only in a populated urban area but also on the open road. The quality and condition of the road surface has a signifi cant impact on the driving safety. Drivers are oft en unaware of the fact that with increasing speed also their kinetic energy increases, which is converted into braking heat then and the braking distance of their vehicles gets longer. The text provides some model situations of these effects.

RESEARCH OBJECTIVE: The scientific goal of the article is to analyze traffic safety policy, in a problem-chronological perspective, as part of the Swedish “welfare state” model, with particular emphasis on internal political and social factors. THE RESEARCH PROBLEM AND METHODS: In exploring the issues of road safety in Sweden, the author used a functionalist approach to examine the relationship of political forces affecting their shape. The genetic method has allowed to mention qualitative factors that are the foundations of Swedish policy. Institutional and normative approach with regard to the characteristics of decision-making processes, law-making processes resulted in a system analysis in line with the theoretical model proposed by David Easton. Each stage of the legislative process has been followed – from the change initiative to the entry into force of the “Vision Zero”. The method of content analysis and the institutional and legal method served to illustrate the role that it has for Sweden for 20 years. THE PROCESS OF ARGUMENTATION: Ensuring broadly understood, multi-tasked road traffic safety is today a prerequisite for harmonious economic and social development of the country (for example, due to the cost of treatment of accident victims, but also the legitimacy of authority, whose task is to ensure safety). RESEARCH RESULTS: The necessity of introducing a nationwide road safety strategy was convinced by all the groups that sat in the Swedish parliament in 1997 (as evidenced by its voting through acclamation). The consolidation attitude of many social groups, institutions and individual road users, promoted by the Vision Zero, resulted in considerable successes. First of all, the number of fatalities in road accidents in 1997-2012 dropped by 48%. At the same time, the number of people who suffered minor injuries in the same period as a result of road accidents has increased. This testifies to the correct decisions of Swedish strategists who were already well aware in 1997 that it is impossible to eliminate accidents as such (which is why they focused on reducing the most tragic effects). CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The Vision of Zero, which is now a general philosophy of approach to road safety issues in Sweden, thanks to its efficiency and effectiveness has become not only a source of pride on the part of the Swedes themselves. Few (Sweden’s population for the first time reached a ceiling of 10 million inhabitants in January 2017), although the very innovative Swedish society developed an innovative model of cooperation between private and public sector entities as well as every single user of transport infrastructure that contributed to the radical decline the number of accidents resulting in death or serious injury. Thus, once again, the descendants of the Vikings became a role model for other nations – both among European Union countries and on a global scale.

Inspekcja drogowa prowadzona pod kątem bezpieczeństwa ruchu drogowego jest narzędziem pozwalającym na identyfikowanie mankamentów sieci drogowej. W artykule przedstawiono ogólne założenia wykonywania inspekcji i jej cele oraz wskazano inspekcję jako element oceny zagrożenia na drogach. Na podstawie inspekcji drogi wojewódzkiej przedstawiono przykłady problemów dotyczących jakości sieci drogowej oraz opisano procedurę wyboru najbardziej efektywnych działań naprawczych na drogach krajowych. Przedstawiono także konieczność automatyzacji wykonywania inspekcji.
Inspecting roads for their road safety features is a tool that can help identify the weaknesses of a road network. This paper gives an outline of the objectives and how the inspection should be carried out. Inspection is also considered as an element of risk assessment on roads. Problems of road network quality are presented on the example of a regional road inspection. The paper presents a procedure for selecting the most effective safety measures on national roads. The need for automation of the process of inspection is also presented.

Opis:
Despite the rapid and continuous progress in the construction of vehicles and accompanying improving road infrastructure, the road safety issue remains very serious. Especially, it concerns intersections and road junctions where nearly 30% of road accidents take place. The paper is focused on a new intelligent path displaying suport system to be installed on intersections of complex geometry combined with multiphase traffic lights. It consists of optical projection of two different horizontal signs, i.e. strips designating lanes for the green-light directions and perpendicular blocking lines for the red-light directions.

W artykule omówiona została strategia utworzenia Centrum Edukacji Bezpieczeństwa Ruchu Drogowego (CEBR). Instytucje edukacyjne, w ramach swojej działalności, wprowadzają nowe formy, metody i środki kształcenia dostosowane do wielu różnych grup odbiorców. Eksperci podkreślają znaczenie edukacji brd w kształtowaniu prawidłowych postaw na drodze wśród jej użytkowników, a także potencjału jaki mają centra edukacji brd w tym zakresie. Z tego powodu, w ramach działań zmierzających do utworzenia Centrum Bezpieczeństwa Ruchu Drogowego przy Instytucie Transportu Samochodowego, podjęto opracowanie merytorycznych założeń Centrum Edukacji BRD oraz zawartości zajęć, które byłyby w nim realizowane, m.in. z wykorzystaniem urządzeń do symulacji zagrożeń w ruchu drogowym, adresowanych do różnych grup odbiorców.
The article presents the development strategy of Centre for Road Safety Education (CEBR). Educational institutions, within the scope of their operation, introduce new forms, methods and tools for trainings tailored to address many different target groups. Experts underline the meaning of road safety education in raising awareness on proper attitudes and behaviours in road traffic, but also the potential of educational centres in this field. Because of that, within the activities aiming at developing the Centre for Road Safety Education at Motor Transport Institute, creation of professional guidelines and content of classes which are to be realized at CEBR with the use of simulators presenting dangers in traffic addressed to different groups were undertaken.

The main aim of this paper is to present road safety campaigns as powerful tool to increase safety on our roads. It is based on findings of international project SOL – Save our lives. Paper sums the aim of all pilot actions developed within the project, based on realization of traffic safety educational and awareness campaigns. It also highlights main topics to which a particular attention was given during the project realization, following the results of the road safety situational assessment of participating Central European countries. In the final part of paper there is a short description of methodology proposed for design and conduction of effective road safety campaigns provided together with conclusions of the pilot implementation.

There are to two groups of turbo roundabouts used currently in Poland. The first group is turbo roundabouts with geometry and traffic organization designed following the model of Dutch turbo roundabouts with raised lane dividers. The other group is turbo roundabouts with traffic organization which entirely or partly corresponds to traffic organization of conventional turbo roundabouts, but with lane dividers not present, with their function performed by a single continuous line of P-2 type. Turbo roundabouts in the world are considered as solutions which are characterized by a high level of road safety and allow for effective flow at substantial traffic intensities. The data about turbo roundabouts in Poland analysed by the author show that there are substantially more turbo roundabouts without raised lane dividers. The paper attempts to answer to the question of whether turbo roundabouts with lane dividers in the form of a single continuous line ensure the appropriate level of road safety. Furthermore, the comparison of the level of road safety in turbo roundabouts equipped in raised lane dividers with turbo roundabouts with lane separators in the form of continuous line revealed that turbo roundabouts with raised lane dividers are safer solutions than turbo roundabouts with traffic lane dividers in the form of continuous line.

The transport forms an inevitable condition for the management and effective working of the economics and the society as a whole. Its wide range of use and quick development are often considered to be the main reasons of undesirable side effects on the environment. A growing number of cars on roads and highways contributes substantially to the air pollution. Therefore the international and national organizations are trying to find ways and mechanisms how to improve the environment together with the extension of traffic network. The cumulating problems of the unfriendly environmental impacts of transport should be resolved. The problems are being solved with an active approach, which is oriented to the prevention or early elimination. The solving of these problems belongs to the sphere of Resort of Transport and Environment. It is necessary to focus on this way prior to the after-effects solving.

The paper outlines the background and goals of the Road Safety Observatory in the Polish region of Warmia and Mazury. While created it was Poland’s first road safety Observatory, both at the regional and central level. Established in line with the methodology proposed in the European project SafetyNet, together with the planned National Road Safety Observatory it will form part of a Europe-wide network of observatories linked with the European Road Safety Observatory (ERSO). Commissioned by the Regional Road Safety Centre in Olsztyn, the idea for the Warmia-Mazury Road Safety Observatory was developed in 2010. The Observatory was completed in the autumn of 2012 and opened in November 2012.

Each year 1.2 million people die and 20–50 million people become disabled as a result of road traffic accidents (RTA) [5]. Every day hundreds of people around us, wherever we are – in Poland, China, Venezuela or United States, are dying preliminarily and suddenly – just going to work or vacations, crossing the road or on their way to an amorous appointment. They are drivers and pedestrians, mothers and children, old and young. The threat of road accidents is on everybody’s mind, but it seems that we still do not realize the real magnitude of the problem. These are lives not lived, families not created, children not born. These are also disability pensions, pain, families broken, sufferings. And the situation is getting worse even though we know that these tragic situations and their consequences are predictable and preventable. Some countries – among them are Denmark and Sweden – have shown spectacular results in reducing the road accident rates.
