Opis:: The second half of the twentieth century brought very potent urbani zation processes, linked to an increasing population growth together with an industry growth with declining demand for workers in rural areas. Cities population in the world accounts currently around 54% of the global population (compared with 33% in 1960), in Europe it is 73% and in Poland it is above 60%. Trends are clearly rising (UN data for 2014 [3]). Urbanization is followed by a rapid urban sprawl resulting from fashion – moving to suburbs is a sign of wealth and good social position, together with lack of sufficient investments in affordable housing estates and better life quality in suburbs – larger homes and green areas, lower maintenance costs.

Opis:: The multidimensional monitoring of symptoms applied to railway systems allow to detect and locate the sections of the track (straight and curved) that generate the decrement of the safety and comfort of the passengers. It also evaluates the technical state of the rail-vehicle interface. In addition, it allows observing, evaluating, and controlling the reliability and availability of the system. The objective of the study is to propose an alternative to evaluate the condition of the technical state of railway systems from a dynamical point of view that guarantees the safety and comfort of the passengers. One looks for diminishing the operative costs of maintenance, improving the use of equipment for tasks of maintenance for the track, vehicle and auxiliary equipment, optimizing the time of the maintenance personal, the maintenance frequencies (corrective, preventive, etc.). It also aims to identify the variables related to maintenance actions that have a high influence on the technical state of the system. This paper presents the results obtained when applying a modelling of this type to a railway system, being cantered mainly in the application of SVD theory to the technical diagnosis of systems.

Opis:: This article deals with the problem of new threats that appear in areas that have not been affected by them so far. The considerations concern asymmetric threats and the railway system. The analysis of this issue was carried out on the basis of general information on the problem of asymmetric threats and the knowledge of the railway system, its operation and identified threats that can be attributed to the characteristics of asymmetric threats. The aim of the article is to draw attention to new phenomena that are beginning to affect transport on a global basis, including rail transport.

Opis:: The paper deals with additional applications of open radio transmission standards in railway systems related to safety of trains. Presented in the paper new proposition is conception of anti – collision system, which assumes safety routes both in the normal and extraordinary conditions. This solution based on wireless transmission standard and allows to significantly reduce the probability of accident (collision) especially in serviced or modernized railway lines.

Opis:: There is no doubt, that railway has to be safe. More precisely safety, security and cybersecurity have to be ensured. However, it was always a question how safe railway system has to be to be accepted as safe. Paper starts from ‘failsafe’ principle and ‘safety integrity levels’ which were introduced respectively for traditional and electronic signalling equipment. It describes then three most representative explicit risk estimation methods, which are used for assessing influence on safety caused by significant changes being introduced or planned to be introduced in the railway system (not only for signalling). It also presents how overall railway related risk is calculated for individual countries in the European Union. All that however, does not support safety, security and cybersecurity related decisions, which have to be taken in case of planning, constructing and reconstructing of modern railway systems utilising control command and other communication based systems supporting safety and security. Paper proposes matrix based approach defined by author on the basis of the ‘communication based train control and management enhanced safety and security impact reference model’ (e-SSIRM model), which was defined by author and presented during Transport Systems Telematics TST’2018 conference.

Opis:: W ocenie efektywności inwestycji związanych z rozwojem systemu kolei dużych prędkości istotne znacznie ma identyfikacja strumieni kosztów i korzyści związanych z utrzymaniem infrastruktury oraz świadczeniem usług przewozowych. W artykule, na podstawie dostępnych raportów, przedstawiono koszty jednostkowe w funkcji prędkości pociągów. Na tej podstawie sformułowano wnioski dotyczące celowości rozwoju systemu kolei dużych prędkości w Polsce.
In the evaluation of the investment effectiveness associated with the development of high-speed railways system, identification of costs and benefits streams associated with the infrastructure maintenance and providing the transport serwce is essential. According to accessible reports, the article presents unit costs as the trains speed function. On th/s base the conclusions concerning the appropriateness of the high-speed railways system development in Poland were formulated.

Opis:: In many urban areas railway systems have been introduced in recent years. Rapid metropolitan railway may be solution to many transport problems of modern urban agglomerations such as congestion or pollution. In order to encourage people to use means of public transport such as metropolitan railway systems it is necessary to introduce solutions for its functioning which are beneficial. The paper presents a procedure of identifying such solutions – which are called good practices, in existing metropolitan railway systems. Identified solutions may be later transferred to other systems to increase the level of service.
W ostatnich latach uruchomiono wiele systemów kolei miejskich. Szybka kolej miejska może być sposobem na rozwiązanie problemów występujących w dużych aglomeracjach, takich jak kongestia czy zanieczyszczenie powietrza powodowane działalnością transportową. Aby zachęcić użytkowników systemu transportowego do korzystania ze środków publicznego transportu zbiorowego, w tym kolei, konieczne jest wprowadzanie rozwiązań korzystnych dla jego funkcjonowania. W artykule zaprezentowano procedurę identyfikacji takich rozwiązań – dobrych praktyk – w istniejących systemach kolei w obszarach miejskich. Zidentyfikowane rozwiązania mogą być następnie wprowadzone w innych ośrodkach miejskich w celu podniesienia poziomu obsługi.

Opis:: Th e paper deals with extending the obligatory methods of safety proof of railway control and management computer systems towards more formalized methods based on mathematical apparatus. Such semi-formal methods are recommended by existing EU standards for the design, but also to demonstrate safe operation in accordance with the principle of the rail fail-safe rule, where no single error does not lead to catastrophic situations. Th e paper proposes an extension method of FTA (Fault Tree Analysis) method to FTTD (Fault Tree with Time Dependencies), and an analysis of THR method (Tolerable Hazard Rate) to the analysis of probability of catastrophic fault based on stationary Markov processes. Basic methods and their extension are shown on typical examples of rail automation systems: cross-level protection system and interlocking system.

Opis:: Weather-related hazards are already among the factors most frequently causing disturbances for railways. Flooding and storm are considered major threats to the system. Climate change might in the long run produce new kinds of hazards and threats to the railway system, but the climate change will principally involve a strengthening of the already known threats, in terms of increased frequency as well as increased intensity. Based on examples of natural hazards’ impact on railways, possible approaches of vulnerability assessment are described which could also address potential consequences of climate change. In order to reduce the effects of weather hazards technical countermeasures are necessary, but also an appropriate risk management as, e.g., required for flooding in the European Union.

Opis:: Rozwój technologii informacyjnych powoduje, że znajdują one zastosowanie w różnych obszarach życia gospodarczego i społecznego. Przyczynia się to również do szybkiego rozwoju technologicznego systemów automatyki kolejowej, które obecnie są systemami komputerowymi. Postęp, jaki niewątpliwie należy odnotować, musi iść w parze z utrzymaniem przez te systemy wysokich standardów jakościowych, wynikających głównie z konieczności zapewnienia bezpieczeństwa. Stan taki można osiągnąć m.in. poprzez integrację prac związanych z niezawodnością i bezpieczeństwem, a więc poprzez dążenie do uzyskania wiarygodności (dependability) systemów. W artykule poruszony został problem wiarygodności systemów automatyki kolejowej rozumianej jako pewność ich działania, która pozwala mieć uzasadnione zaufanie do zadań, które te systemy realizują.
IT development contributes to the fact that this technology is used in many fields concerning the economic and social life. It also contributes to a fast technological development of railway automations systems that are computer systems nowadays. Progress that undoubtedly must be noted, has to be followed by maintaining by these systems high quality standards, resulting mainly from ensuring safety. Such condition can be achieved, among others, through integrating works connected with reliability and security, by aiming at achieving dependability of the systems. This article presents the problem of the dependability of railway automation systems understood as their operating reliability, which allows to trust tasks accomplished by these systems.
