The article discusses the issue of a withdrawal of an indictment by a public prosecutor, which was introduced to the Polish criminal proceeding by the Act of 27 September 2013 amending the Act on the Criminal Procedure Code and some other acts, which will enter into force on 1 July 2015. The essence of a withdrawal of an indictment, conditions for it, its scope and the role of the injured persons are discussed and a comparison with the former solution of dropping the charge by a public prosecutor is presented.
Przedmiotem artykułu jest cofnięcie przez oskarżyciela publicznego aktu oskarżenia wprowadzone do polskiej procedury karnej ustawą z dnia 27 września 2013 r. o zmianie ustawy – Kodeks postępowania karnego oraz niektórych innych ustaw, które wejdzie w życie w dniu 1 lipca 2015 r. Została omówiona istota cofnięcia aktu oskarżenia, warunki i zakres jego cofnięcia oraz rola pokrzywdzonego. Porównano także tę instytucję z dotychczas obowiązującym odstąpieniem oskarżyciela publicznego od oskarżenia.

This study is about the exploration of innovative management control systems in the context of New Public Management (NPM) initiatives. NPM initiatives created the changes to the structure and processes of public sector organizations with the objective of getting them to run better. A government department in the Australian Capital Territory (ACT) has been selected as the field for investigation. This study draws on a single theoretical perspective, Giddens’s structuration theory to understand the management control systems evolved in the researched organization. Qualitative research methodology is applied to obtain a better understanding of the phenomena. Case-based research method is used in developing a complete understanding of the relative role of controls in the management of organizational performance. In this study, it is argued that the researched organization has adopted various management control tools to improve its performance and demonstrate transparency and accountability. Some of the control tools it has adopted are the innovations in the public sector. It appears from the case that these adopted management control tools forced the researched organization towards better performance supporting the rationale of adopting New Public Management practices.

Celem artykułu jest próba określenia cech i zakresu nowej sfery publicznej, wskazania jej uczestników, a także implikacji wynikających z jej funkcjonowania. Główna teza opracowania zawiera się w następującym stwierdzeniu: nowa sfera publiczna umożliwia łatwiejsze zaangażowanie społeczne w kwestie publiczne i daje lepsze możliwości agregacji preferencji, co powinno skutkować większą efektywnością działania sektora publicznego. Pojęcie nowej sfery publicznej zostało zaproponowane w opozycji do tradycyjnej – mieszczańskiej, zdefiniowanej przez J. Habermasa. Jej najistotniejszą cechą jest wykorzystanie sieci Internetu, a w szczególności jego asynchronicznych cech do budowania więzi, grup zainteresowań i grup nacisku, wpływających na zakres przedmiotowy sektora publicznego.
The aim of this paper is to define the characteristics and scope of the new public sphere, indicate its participants, as well as the implications of its operation. The main thesis can be summarized in the following statement: the new public sphere facilitates involvement in public issues and provides better opportunities for preference aggregation, which should result in greater efficiency of the public sector. The concept of the "new public sphere" has been proposed in opposition to the traditional, bourgeois public sphere, defined by J. Habermas. Its most important attribute is that it uses the Internet, in particular its asynchronous features, to build relationships, interest groups, and pressure groups, influencing the scope of the public sector.

Background. In many economies, both developed and developing rapidly, we can observe the potential of administration as organizations which under appropriate conditions may show high levels of innovation. The administration on one hand may be an active participant and on the other hand act as a creator of conditions conducive to innovative activities. Both of these roles are important and complementary to each other because the administration can create a legislative base as well as adequate infrastructure and space for innovation, and then actively participate in the process of their diffusion. In recent years, the European Union has shown increasing interest in the actions for measuring innovativeness of the European administration and stimulating its growth. Research aims. The aim of the study is to compare the degree of innovativeness of Polish and Spanish administration and the activities undertaken to stimulate it. In research on the innovativeness of the EU economies (Innovation Union Scoreboard, 2014) both countries were in the group of "moderate innovators", although there are noticeable differences in the approach to the implementation of innovations and cultural conditions of their diffusion. Methods. The adopted research method was analysis of the reports on public sector innovativeness in the EU and foreign and national literature studies. Key findings. The analyzed research results clearly show a higher degree of innovativeness of Spanish administration in comparison to Polish administration. Purpose: In recent years more and more agile methods of software production have been used in information projects (IT projects). Apart from some common features with other measures, IT projects have their own specificity which should be considered prior to the choice of the Traditional Project Management (TPM) or Agile Project Management (APM) for management of a particular project. Owing to the specificity of the implemented projects the approach presented in agile methods is more and more frequently chosen and preferred both by the solutions providers and the clients. Furthermore, the use of one of the traditional or agile methods should be preceded by analysis of various types of conditions of the sector in which the public administration entity is functioning. Legal conditions, organizational and decision-making culture, project financing methods and maturity of teams and the whole organisation in the project management area, affect not only the choice of methods but also the final success of the project. The multicriterial analysis of limitations in information projects implementation in the public sector allowed identification of the most important recommendations within necessary changes. The article points out that agile methods will not entirely replace the traditional management of IT projects in the public sector, with the most effective approach being their harmonious coexistence. Design/methodology/approach: The recommendation to use the TPM and APM approaches in Polish public administration entities was preceded by analysis of the most important legal acts for this purpose and comparison of the position of our country (or cluster to which Poland is qualified) in the acknowledged European study from the cycle of eGovernment Benchmark dating back to the years 2004-2018. Recommendations for implementation of IT projects in the public sector were supported by analysis of CHAOS reports dating back to 2012-2018 and 11th, 12th and 13th Annual State of Agile Reports respectively from 2016, 2017 and 2018. The article does not treat separately each of the best known methodologies and methodologies of confirmed effectiveness, but considers the shared philosophy of traditional or agile approach. Findings: The development of e-government proceeds due to the implementation – from the private sector – of the form of management through the development of projects. Analysis of the position of the Polish e-government in the eGovernment Benchmark points to a high backwardness of the public sector in Poland as compared to other countries. The backwardness may be made up for through implementation of effective methods of IT project management. However, the choice of an agile method should be preceded by an analysis of specific achievable benefits and conditions which have to be fulfilled as they are necessary to achieve such benefits. The public sector conditions connected with the Public Procurement Law and informal limitations resulting, among other, from organisational and decisive culture will not allow, as for now, to fully use agile methods. Originality/value: The public sector in Poland is the largest but at the same time the most difficult customer of services and products from the ICT sector in Poland. For a large purchaser of the ICT sector solutions the choice of the most effective project management method becomes a significant determinant of the project’s success. In practice, there is no organization or project in which a methodology in its pure form could be used. Therefore, a given methodological approach has to be adjusted to the conditions of the sector in which the organisation is functioning and to a specific project.

In the face of constant pandemic-related and military threats to citizens’ right to work, collective bargaining has become almost the only real instrument to reconcile the interests of social partners and consolidate their efforts. The authors proposed a methodology for assessing the development of social partnership in the regulation of labour remuneration based on a set of indicators and a comparative analysis of the indicators in several public organisations: the State Audit Service of Ukraine, the State Treasury Service of Ukraine, the State Statistics Service of Ukraine, the State Fiscal Service of Ukraine, the Armed Forces of Ukraine, the State Border Guard Service of Ukraine, the Police of Ukraine, and the Pension Fund of Ukraine. Based on the challenges and general trends revealed by the results of the analysis, the authors identified areas for improving collective wage bargaining and the best practices in social partnership for their dissemination in public organisations.

This article discusses conditions of professional social work in public organizations, especially from the perspective of the Nordic countries. We propose that public arenas for social work consist of three domains with different functions and logics, yet interconnected and interdependent. These domains are the domain of politics, the domain of management and administration, and the domain of professional practice. The individual local organizations – made up of these domains with their respective logics – are in turn conditioned by a fourth domain, the domain of institutional conditions. This latter domain contains ideals of control, norms, and views of knowledge and technologies that exist in society, that are legitimized and disseminated by central institutions, and that govern important aspects of how the individual local organizations work. The purpose of this work is to contribute to the development of a domain theory for the organization of social work in the public sector.

Aim/purpose - This study examined the impact of public sector spending and governance on economic growth in Sub-Saharan Africa (SSA) and further assessed the role of governance in the causal relationship between public sector spending and economic growth in the sub-region. Design/methodology/approach - The study employed the Panel Corrected Standard Errors (PCSE) estimator on data spanning the period 2002 to 2020 across a sample of 31 selected countries in SSA. To check for the robustness of the results, we adopted the Dumitrescu and Hurlin (2012) panel non-causality test to detect Granger causality in the relationships among the variables. Findings - The findings show that spending in the public sectors alone, such as education and health, does not always yield the needed outcome of promoting economic growth. Government education expenditure stimulates economic growth in SSA, albeit the effect is statistically insignificant, whereas government health expenditure has a growth-limiting effect in SSA. The results reveal that government effectiveness, rule of law, political stability, and absence of violence/terrorism are among the governance indicators that can help to fast-track economic prosperity in SSA. However, the results further show that good governance can act as a stimulant to invigorate the effectiveness of public sector spending in achieving economic growth in SSA. The growth-enhancing complementary role of good governance to public sector spending is robust across all governance indicators except political stability for government education spending and regulatory quality for government health spending. Research implications/limitations - The findings imply that strengthening good governance in SSA is non-negotiable in managing and using public funds allocated to the public sectors and in achieving sustainable economic growth, poverty alleviation, and income inequality reduction in the sub-region. However, the findings of this study are limited to the SSA region and may not apply to other regions of the globe. Originality/value/contribution - The contribution of this paper is that it examines the moderation effect of governance in the causal relationship between public spending and economic growth in SSA while accounting for cross-sectional dependence. The paper also contributes to the existing literature by using disaggregated governance and public sector spending components to ascertain the robustness of the results and better inform policy.

Coraz bardziej palącym problemem staje się niska jakość polskiej administracji. Dotychczasowe próby zmian nie przynoszą pożądanych efektów, niekiedy wręcz pogarszają sytuację. Wprowadzenie powiatów spowodowało rozrost biurokracji przejawiający się między innymi gwałtownym wzrostem zatrudnienia w sektorze publicznym. Jednocześnie w ostatnich latach w wielu krajach przeprowadzono szereg reform podnoszących efektywność i jakość pracy administracji. Do takich krajów należą Wielka Brytania, Australia, Nowa Zelandia, Kanada i USA. Szczególnie interesujące i godne naśladowania są rozwiązania irlandzkie, które są wypadkową systemu "anglosaskiego" i "unijnego". Aby usprawnić działalność administracji w Polsce, należałoby wprowadzić takie rozwiązania jak: urynkowienie niektórych obszarów działalności, zmiany sposobu zarządzania finansami, obowiązkowy system mierników efektywności i jakości pracy instytucji, system rozwoju kadr, zmiany organizacyjne i szeroką informatyzację działalności.
Low quality of Polish administration is an increasingly urgent issue. Any attempts made hitherto to introduce modifications do not bring required effects, and sometimes even make the situation worse. Introduction of administrative division into poviats resulted in increased bureaucracy, noticeable in particular in a sudden rise of employment in the public sector. At the same time a range of reforms have been carried out in many countries which increase effectiveness and quality of the work of administration. These countries include Great Britain, Australia, New Zealand, Canada and the USA. Particularly interesting and worth following are the solutions adopted in Ireland, being a combination of the Anglo-Saxon system and that of the European Union. In order to improve the work of administration in Poland, the following solutions should be adopted: marketing of particular areas of activity; changes in the methods of managing public finances; obligatory system of the measures of effectiveness and quality of the work of institutions; personnel development system; organizational modifications; and broad computerization of the activities.

Objectives: The purpose of this paper is to create a model of public-sector and other-sector projects. Research Design & Methods: An extensive review of literature was performed. The snowball approach was applied for collecting relevant papers. Models of differences between public-sector organisations and other organisations were chosen as the reference models for building a model for project level. Findings: There are differences between managerial processes between public-sector and other-sector projects in all project management areas (integration management, scope management, cost management, schedule management, quality management, hr management, communications management, risk management, procurement management, and stakeholder management). Hence the most adequate model for explaining these differences is the dimensional model. Implications / Recommendations: Project managers will be able to better align their managerial methods to the sector in which project are implemented. For instance, in public-sector projects in the area of HR management motivation should be more focused on non-financial factors. Contribution / Value Added: The proposed model is the first, original, comprehensive model describing the differences between public-sector and other-sector projects.

In the global rankings of generalized trust, Poland occupies a low position. Polish people are rather distrustful. Analyses of trust endeavour to isolate (distinguish) distrust. Distrust is more and more often defined as a separate definition, not only as the opposite to trust. Analysis of distrust seems indispensable, in particular with reference to the public sector. Public sector organizations point out at building trust. The article is an attempt to systematize the concept of distrust through analysis of trust and separation of basic differences in both concepts (trust and distrust) was made. A great significance of distrust towards entities (organizations) of the public sector may be observed. The objective of the article and research was to prepare a theoretical basis for the studies on distrust in the Polish public sector. The paper includes theoretical frameworks, which may be used for a detailed research on the role and significance of distrust in the public sector. The paper is based on the literature review and generally available data.

The efficiency of the public sector is currently the subject of numerous scientific, public and political debates. It is a very important issue from a social point of view, because the efficiency of functioning of this sector to a large extent determines the real long-term living conditions of individuals and entire societies. In this article, this aspect of the perception of public sector efficiency has been adopted as a research problem. The aim of the study is an analysis of selected problems arising from the social recognition of the efficiency of the public sector and suggest proposals to operationalize this category.

This paper aims to evaluate the leadership for digitalization in the case of public sector in Lithuania. Like private companies, public organizations are in the process of digitizing their activities in order to increase the efficiency of public services in the public interest. The Covid-19 pandemic has provided an additional unplanned impetus to maximize the digitalization of operations, although the process is not always running smoothly. To investigate this issue, a quantitative method of survey was conducted in the case of Lithuanian public sector organizations. Organizational leaders are perceived as axial individuals who could facilitate a smoother digitalization process. This is what employees expect of them, so leaders need to develop the specific skills needed in the context of digitalization in a leadership style that affects them, and they need to develop and use specific competencies relevant to the digitalization process.
Niniejszy artykuł ma na celu ocenę przywództwa w zakresie cyfryzacji w przypadku sektora publicznego na Litwie. Podobnie jak firmy prywatne, organizacje publiczne są w trakcie cyfryzacji swoich działań w celu zwiększenia efektywności usług publicznych w interesie publicznym. Pandemia Covid-19 dała dodatkowy nieplanowany impuls do maksymalizacji cyfryzacji operacji, chociaż proces ten nie zawsze przebiega płynnie. Aby zbadać ten problem, przeprowadzono badanie ilościowe w przypadku litewskich organizacji sektora publicznego. Liderzy organizacyjni są postrzegani jako osoby osiowe, które mogą ułatwić płynniejszy proces digitalizacji. Tego oczekują od nich pracownicy, dlatego liderzy muszą rozwijać konkretne umiejętności potrzebne w kontekście cyfryzacji w stylu przywództwa, który ich dotyczy, oraz muszą rozwijać i wykorzystywać określone kompetencje istotne dla procesu cyfryzacji.

The activities of the public sector are visible at the state, regional and local levels, and its rational, effective and efficient functioning contributes to socio-economic development and affects the quality of life of citizens. The role of the public sector in the modern economy is systematically growing, and the management of public organizations is becoming a multifaceted phenomenon. Entrepreneurship can be defined both through the prism of economic activity and pro-social activity. Nowadays, the role of entrepreneurship is treated as an endogenous development factor, based both on the quality of human and social capital, as well as material and financial resources. It is gaining more and more importance, becoming a driving force for economic growth, increasing the competitiveness, efficiency and innovation of organizations. Organizational entrepreneurship, despite the intensity of scientific research, has not yet been uniformly operationalized or has universally accepted measurement methods. There are no clear guidelines in constructing a tool for measuring organizational entrepreneurship. It is also impossible to create a universal, synthetic tool that is optimal for every organization. Entrepreneurial orientation is one way to measure the entrepreneurial behavior of organizations. The aim of this work is to identify the issue of measuring organizational entrepreneurship in the public sector. It should be emphasized that the phenomenon of organizational entrepreneurship in public organizations, its determinants and measurement methods are still insufficiently recognized and described in the theoretical, methodological and empirical layers. One of the reasons for this state of affairs is the great diversity of the public sector, which creates a specific "system" of interconnected organizations and institutions, instruments and means for the provision of public goods and services.

The 19th and 20th century in the history of Poland was primarily a time of foreign domination by neighbouring countries, mainly Russia and Germany. Except for the inter-war period of 1918–1939 when there was an attempt to rebuild an independent country, Polish culture in its social and economic dimension underwent a vicious destruction for almost 2 centuries. For that reason, political changes initiated in Poland in 1989 resulted in the emergence of new hope for the revival of its sovereignty and its restoration as a sovereign and democratic country. After years of enslavement the regenerated Poland was economically weak in almost all its dimensions. Due to decisions made in the 1990s and the first years of the 21st century there was a hope for a clear acceleration of social and economic growth. The activities required the necessity of implementation of economic and rational procedures in financial management as well as the allocation of huge financial resources mainly for investment in the area of public utilities, and also for the implementation of modern technologies and methods in nearly all areas of economic and social life. The article is dedicated to the problem of the financial security of the country in relation to the burdens of debt of local authorities, particularly those at the lowest level of the governance structure of the country. Assuming that local authorities in the Polish legal system are public-legal unions equipped with a legal identity that act in their own name and at their own responsibility, it is the members of organisations who are directly responsible for an excessive indebtedness which can affect not only the financial security of the whole public-legal union which is a local self-government, but also the financial security of citizens.

Objectives: The core aim of this paper is to improve our knowledge base on the innovation process comparing how public and private organisations can develop abilities to innovate in order to cope with the challenges created by the changing priorities of the political market, the intensification of global competition and the higher speed of the technological changes. The authors intend to identify and compare the creative/learning capabilities of the workplaces in the EU-27 countries. Research Design & Methods: In testing empirically the various types of jobs our analysis uses the data sets of the fourth (2005), fifth (2010) and sixth (2015) waves of the European Working Conditions Survey (EWCS). The EWCS is a crosssectional survey taken in every five years since 1990, organised by the European Foundation for the Improvement of Living and Working Conditions (Eurofound, Dublin). The recent editions of this survey cover more than 40,000 workers in the EU member states and in various other European countries (Eurofound, 2017). We used a cluster analysis in order to identify three clusters of jobs in Europe and their prevalence in different countries and country groups. Findings: The data from the European Working Condition Surveys (2005, 2010 and 2015) shows that in the public administration boosts creative workplaces in all countries. The ability of organisations to mobilise their internal resources into efficient and dynamic routines depends on intangible resources (e.g. creativity) and less on such traditional tangible factors such as physical or financial sources. Powering public sector innovation is inhibited by the following major factors: unfavourable institutional settings; weak innovation leadership; lack of systematic knowledge of the innovation process; and a shortage of the systematic data collection at both the EU and Member State levels. Implications & Recommendations: The increasing rate of creative jobs may speed up the implementation of the “High-Engagement Civil Services” to improve both efficiency and quality of work in the public sector. A more profound and evidence-based understanding of the innovation processes at the workplace level would allow us to exploit the full potential thereof in terms of positive impacts on both employment and job quality. Contribution & Value Added: Despite the fact that innovation studies have been at the heart of socio-economic research for decades now, relatively little attention has been paid on innovation in the public sector. This research topic has gained more importance only in the 2010s and thus there is often a lack of empirical evidence for this sector, which plays a crucial role in all developed economies as a major employer as well as the main actor shaping the regulatory environment. This article is among the first attempts aimed at giving insights into the job characteristics of public sector organisations.

W opracowaniu podjęto próbę oceny współpracy organizacji sektora publicznego z gospodarstwami rolnymi na rzecz modernizacji gospodarstw rolnych. W ramach tej oceny określone zostało znaczenie usług poszczególnych organizacji świadczonych gospodarstwom rolnym. Ponadto przeprowadzona została analiza jakości usług poszczególnych organizacji w opinii rolników. W opracowaniu przedstawiono również wyniki analizy wpływu wielkości gospodarstwa – mierzonej zarówno powierzchnią użytków rolnych jak i poziomem nadwyżki bezpośredniej – na liczbę organizacji, z którymi gospodarstwo współdziałało. Oprócz oceny współpracy gospodarstw rolnych z organizacjami sektora publicznego podjęto ponadto próbę określenia znaczenia instytucjonalnych układów wspierania gospodarstw rolnych w kontekście dystrybucji uzyskiwanych dochodów oraz specyfiki działalności inwestycyjnej gospodarstw.
The linkages and cooperation between public sector organizations and farmers for farm modernization have come under review in this paper. The importance of public services provided by particular organizations to the farmers has been defined for the evaluation purposes. Furthermore the analysis of services quality in the farmers’ opinion was made. The paper also presents the outcomes of analysis of farm size impact on the number of public organizations, which provided their services to the farm - in terms of both economic and physical size. Apart from the assessment of cooperation between public organizations and farms, the analysis of the in uence of institutional arrangement on the distribution of farm income and investment specificity was made.

Purpose: The purpose of this study is to identify the problem of sustainability of public-sector organizational networks on the example of common courts and what it implies for further research. Methodology: The study used qualitative research tools in the form of structured interviews. Interviews were conducted with 36 presidents and directors of common courts. After conducting and transcribing each interview, their content was analyzed to capture data related to network durability. Based on the proposed methodology, 5 elements of network sustainability were distinguished: goal continuity, reliability, communication, network capability, fairness. Findings: It was found that the judiciary has the potential to take advantage of network cooperation mechanisms, which may involve different relationships and interactions. However, after the pilot project, voluntary court networks formed during the implementation of the project gradually dissolved, ceased to exist. The identification of the elements of network was an additional outcome of the analysis of the results of a pilot study PWP Edukacja w dziedzinie zarządzania czasem i kosztami postępowań – case management. Originality/value: Research on the networking of public organizations, and in particular common courts, is still a cognitive gap. The results of research carried out for the purposes of the article are trying to fill this gap. within the study, the causes of failures in maintaining network relationships in common orchards were identified.

Applying retrospective design methodology, the article adds to our knowledge about inherited organisational values and their impact on management policies and practices. Questioning the label of Central and Eastern European workforce as low-motivated, shirking and passive, this article outlines the historical context of work motivation in former communist countries, investigating to what extent the motivation in public service organisations today may be explained by the past. It employs a framework developed by Vandenabeele et al. (2013) that connects management intentions to organisational and employee outcomes to analyse the malfunctions of the former rewards system and to examine how those impairments continue to influence public sector motivation today. Confirming Inglehart’s ‘scarcity’ theory, this article demonstrates that the several decades that passed after the fall of communism were insufficient in completely overcoming communist heritage. Malfunctions of the centralised communist motivation system resulted from the discordance between the management intentions and actions. Dysfunctions of monetary-based incentive schemes caused overwhelming work lethargy of shirking employees, who were discouraged from being creative or displaying initiative. Such patterns have still been observable at some public organisations in former Soviet countries. Thus, the past centralisation of the state continues to determine individual work motivation in public sector domains even today.

The implementation of innovations in the public sector allows to satisfy public needs and meet socio-economic objectives. Their aim is also to provide services and public goods of higher quality and in an efficient manner, which results in an improved user access to information, faster delivery of services for business and citizens and competitive performance of companies. The purpose of the research paper is to identify the key determinants of innovation in the public sector. The paper presents the analysis of the most important instruments contributing to the development of innovation in the public sector and the mechanisms of improving the quality of management. Among the external drivers of innovation in the public sector much attention has been paid to the European cohesion policy, and the requirements related to the adoption of specific standards. The research methods include literature analysis, logic models illustrating the causal links and individual interviews with the representatives of the central administration.
Dzięki innowacjom w sektorze publicznym możliwe jest zaspokajanie potrzeb zgłaszanych przez społeczeństwo oraz realizacja celów społeczno-gospodarczych. Ich celem jest również dostarczanie usług i dóbr publicznych coraz wyższej jakości i w coraz bardziej efektywny sposób, dzięki czemu poprawia się dostęp do informacji, szybkość dostarczania usług dla przedsiębiorstw i mieszkańców oraz konkurencyjność firm. Celem artykułu jest identyfikacja kluczowych determinant innowacji w sektorze publicznym na przykładzie Polski. Dokonano analizy najważniejszych instrumentów przyczyniających się do wzrostu innowacyjności w sektorze publicznym i mechanizmów, dzięki którym poprawia się jakość zarządzania w administracji publicznej. Wśród zewnętrznych czynników wpływających na innowacje w sektorze publicznym dużo miejsca poświęcono polityce Unii Europejskiej oraz wymogom związanym z dostosowaniem do określonych standardów. W badaniu wykorzystano analizę literatury, modele logiczne obrazujące związki przyczynowo-skutkowe oraz wywiady indywidualne z przedstawicielami administracji centralnej.

The current popularity of both radio and television services in the United Kingdom which are run on a not-for-profit basis, be they operated by the BBC or to a much lesser extent by the state-owned Channel 4, attests to the strength of public service broadcasting there. Largely – as this article seeks to explain – the strengths of the BBC and the influence of the public service ethos even in the way mainstream private-sector broadcasting, especially television, is regulated, can be attributed to the importance placed upon public service media right from the 1920s. Even in this pluralistic, multi-platform, age of media proliferation, the effects can be seen of the early establishment of clear objectives and standards for the sector by its founders, which have been largely maintained by their successors. There have been many pressures on the BBC and its supporters in public life to cede territory to the commercial sector, but although change has in some respects been inevitable, the corporation’s funding model and constitution have served the population well in bolstering the BBC against such attacks on its ability to function as an important bulwark of quality broadcasting and freedom of expression in democratic society. This is not merely a matter of territory, though, of spectrum allocation and the distribution of resources. All areas of public administration activities at the national and local government level are more or less related to the use of spatial data. The article discusses the concepts of: spatial data, spatial information system. The article focuses on the work of the European Union on increasing the integration of spatial information systems. Polish public administration is becoming increasingly aware of the benefits of opening access to public data. This paper presents an enormous value of opening data, which should be disposed of appropriately and properly implement.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.
W niniejszym artykule skupiamy się na wskazaniu specyfiki transformacji cyfrowej w sektorze publicznym. Celem publikacji jest przestawienie głównych mechanizmów wynikających z wprowadzania innowacji cyfrowych, zmieniających funkcjonowanie sektora publicznego. Wychodzimy od omówienia technologicznych uwarunkowań transformacji cyfrowej, krótko charakteryzujemy zastosowania komputerów i internetu w administracji publicznej skutkujące rozwojem e-usług i administracji. Główną część artykułu poświęcamy omówieniu specyfiki wdrożeń nowych technologii cyfrowych w administracji publicznej, skupiając się głównie na technologiach sztucznej inteligencji i blockchaina. Stawiamy tezę, że wpływ innowacyjnych technologii cyfrowych na standardy funkcjonowania i strukturę administracji publicznej należy analizować przez pryzmat powiązanych ze sobą, a charakterystycznych dla gospodarki cyfrowej mechanizmów datafikacji i platformizacji. Przyjęta metodologia, która bazuje na analizie literatury oraz analizie wdrożeń nowych technologii w administracji publicznej w państwach UE, wskazuje na wciąż pilotażowy, wyrywkowy i nietransformacyjny charakter tych wdrożeń, częściowo wynikający z braku ugruntowanych metodologii do badania i oceny dojrzałości transformacji cyfrowej sektora publicznego.

W pierwszej części artykułu omawiana będzie specyfika teorii governance, a następnie zaprezentowana zostanie definicja współpracy międzyorganizacyjnej w sektorze publicznym. Artykuł pokazuje współpracę międzyorganizacyjną poprzez realizację partnerskiego projektu współfinansowanego z funduszy zewnętrznych. Zaprezentowano studium przypadku dla projektu partnerskiego pt. ,,Akademia organizacji pozarządowych” wdrażanego w partnerstwie jednostki samorządu terytorialnego i organizacji pozarządowych.
In the article attempted to indicate benefits for it cooperation interorganization in the public sector, adopting the form of partnership projects. The aim of the article is to define the benefits that occur through the implementation of partnerships of local government units, and an indication of the problems faced by these units during the implementation of this type of projects. In the first part of the article, this will be the specifics of the theory of governance and then will be presented for inter-organizational collaboration in the public sector. The article presents the inter-organizational cooperation through the implementation of partner project co-financed by the funds. The article presents a case study for collaborative project entitled ,,NGOs” implemented in partnership government entities and non-governmental organizations.

Ewaluacja towarzyszy interwencjom publicznym od prawie 100 lat. Przynajmniej od momentu rozpowszechnienia modelu NPM (new public management) nie powinno ulegać wątpliwości, że ewaluację należy traktować jako narzędzie zarządzania i jej rola oraz efektywność powinny być analizowane w tym kontekście. Tymczasem relacja procesów ewaluacji i zarządzania nie wydaje się być szeroko omawiana w literaturze. Niniejszy artykuł jest próbą wypełnienia tej luki. Prezentuje wybór literatury poświęconej zarządzaniu (głównie strategicznemu) i ewaluacji, odnoszącej się do miejsca ewaluacji w cyklu zarządzania interwencją publiczną. Następnie proponuje model ewaluacji jako procesu towarzyszącego zarządzaniu interwencją publiczną, który może stanowić podstawę przyszłych analiz wykorzystania ewaluacji.
Evaluation has accompanied public interventions for almost 100 years. At least since the prevalence of the NPM model evaluation should be regarded as a management tool and its role and effectiveness ought to be analyzed in this context. Meanwhile, the relationship of evaluation and management processes does not seem to be widely discussed in the literature. This article is an attempt to fill this gap. It presents a selection of the literature on management (mainly strategic) and evaluation relating to the place of evaluation in the management cycle of public intervention. Then it proposes a model of evaluation as the process accompanying the management of public intervention, which may be the basis for future analyzes of the use of evaluation.

A research was conducted among the employees referred to work in the home office in connection with the announced state of the epidemic in Poland. The research was conducted using a questionnaire method, the study was attended by 199 respondents. The research is burdened with an error in the selection of statistical sample units, which resulted from the respondents’ involvement and their truthfulness. The aim of the article is to assess the activities of employers from the private and state sectors in Poland, related to the delegation of employees to work in the home office, and to analyze the skills and possibilities of self-organization of work by employees. An important result of the survey was to demonstrate the differences in the behavior of public and private sector employers. The study shows that the private sector has adapted better to sudden changes than the state sector.

Objective. The aim of the study was recognition of opinions of forestry employees concerning causes of accidents in forestry, and evaluation of which of the selected demographic characteristics of forestry employees are associated with their opinions concerning causes of occupational accidents. An attempt was also undertaken to answer the question whether there is any relationship between the opinions of forestry employees pertaining to the causes of accidents at work, and observance of the OSH principles concerning the use of protection measures. Materials and method. The survey included 135 forestry employees and conducted by using an author-constructed questionnaire containing items which primarily concerning the causes of accidents at work and the protection measures applied. The opinions of forestry employees pertaining to the causes of accidents were analyzed according to independent variables, such as: workplace, period of employment, age, education level, and an index of the level of the respondents’ concern about OSH (index of the use of personal protection measures by the respondents). The significance of differences between the subgroups selected according to the above-mentioned variables was assessed using the chi-square test. Results. Forestry employees most frequently indicated such causes of accidents as the lack of e use of protection equipment (63.7%), bravado and neglecting hazards (63%), as well as entering or staying in a danger zone during tree felling (56.3%). Nearly a half of the respondents (48.1%) mentioned as the cause of accidents the improper and self-willed behaviour of an employee. The respondents additionally mentioned being taken by surprise by an unexpected event (40%), and the inadequate state of machinery, equipment, and vehicles (36.3%). Conclusions. Based on the results of the study concerning the causes of accidents in forestry, it was found that the examined forestry employees show high awareness and knowledge concerning the causes of occupational accidents in forestry. The greatest differences in the way of perceiving the causes of accidents and hazards were observed according to the respondents’ period of employment and age. In addition, a relationship was observed between indication by the respondents of specified causes of accidents, and the scope of their use of protection measures.

The state sector in the Italian economy dates to the 1930 s. Although back than it was considered a temporary solution to help strategically important companies survive the Great Depression, it quickly grew. After the war the state sector was the prime enforcer of the governmental strategy of rapid industrialization. The general opinion on the activities of the state sector after the war is positive as it helped the economy grew and modernize. The downside laid particularly in close ties of the state sector to the political life of Italy and resulting scandals.

The aim of this article is to examine the possibility of implementing the rules of prosumption in the public administration sector in Poland. The level of development of the Polish e-Government system is far from satisfactory, taking into consideration comparatively narrow (regarding both type and range) set of public services provided on-line. A comprehensive method of public administration sector evaluation has not been worked out yet on the level of communes, though it is very useful because of the greatest innovative potential which has not been used so far. An assessment of a relatively deteriorating indicator of innovation in the public administration sector in Poland is impossible without going to the local level and analysing the situation in certain voivodeships, especially in the communes which are the main units of the local government. Prosumption is the main idea of a new economic school called wikinomics, it means blurring the difference between the producer or a service provider and the customer by including the latter to the processes of production of goods or supplying services. According to the article, prosumption in the public administration sector can be used in two ways. Firstly, it should be known to what extent internet sites of commune offices can be transformed into social innovative platforms which could show natural creativity of customers. Secondly, it is important to determine whether the main principles of prosumption, such as getting rid of control, peering and sharing the results, can be used in practical work of commune offices. This article is focused on the research of web pages issued by the local authorities. The possibility to use web pages as platforms to provide public service on-line is evaluated. Besides, the correspondence analysis was introduced, which helped to identify the innovative potential in the public administration sector and evaluate it paying special attention to the processes of prosumption. A rational expectations hypothesis allowed to explain the process of the appearance of systematic errors in interaction between a citizen and an official. It appeared that systematic errors result in perception gaps. Prosumption is the most successful mechanism for reduction of perception gaps.

Przeciętne wynagrodzenie w sektorze publicznym przewyższa wynagrodzenie uzyskiwane przez pracowników sektora prywatnego. Jednak w dużej mierze różnica ta może być związana ze specyfiką struktury zatrudnienia w tym sektorze. Sektor publiczny charakteryzuje się wyższym przeciętnym poziomem wykształcenia swoich pracowników oraz dłuższym średnim stażem pracy, co – w kontekście teorii kapitału ludzkiego – pozwala wyjaśniać obserwowane wyższe przeciętne płace w sektorze publicznym. Celem tego artykułu jest ustalenie, w jakim stopniu obserwowane różnice w płacach są wynikiem zróżnicowanej struktury zatrudnienia. Wykorzystano w nim dane z BAEL do 2013 r. oraz metodę dekompozycji zaproponowana przez Blindera i Oaxacę, aby pokazać, że premia netto z tytułu pracy w sektorze publicznym (przy kontroli struktury zatrudnienia) jest ujemna. Dotyczy to zwłaszcza kobiet, osób z wyższymi kwalifikacjami oraz najmłodszych pracowników.
The average salary in the public sector in Poland exceeds received by private sector employees. However, to a large extent a public sector wage premium may be attributed to the specificity of the employment structure in the sector. The public sector is characterized by a higher average level of education of its employees and longer tenure, which – in the context of human capital theory – may explain the observed higher average wages in the public sector. The purpose of this article is to establish to what extent the observed differences in wages are the result of diverse employment structures in both sectors. It uses data from the Labour Force Survey for 2013, and the method of decomposition proposed by Blinder and Oaxaca, to show that the net public sector wage premium (while controlling the structure of employment) is negative. This result refers particularly to women, employees with the highest qualifications and young people.

The evolution of the approach to the public sector has been changing the expectations towards the sector’s organisations in a substantial manner. A particular challenge was the departure from the classic Weber management model, postulated in the new public management (NPM), towards market mechanisms, precedence of performance criteria, public sector functioning based on principles similar to the ones applicable to the private sector. The direction of these changes resulted in the permeation of the concepts used in the private sector to the public sector. One of these includes the dynamic capabilities concept. Dynamic capabilities can constitute an organisation’s potential for systemic problem solving, resulting from the mindfulness of the signals deriving from an organisation’s environment to ensure the correct direction of functioning and development of a public sector organisation. The paper includes an attempt to answer the question whether the concept of dynamic capabilities can constitute an answer to the changing expectations towards public sector organisations? The research method used in the paper is the literature study.

Purpose: The article aims to assess the informative value of the financial statements of public enterprises, auxiliary enterprises and budget institutions which have been transformed into public sector enterprises (IGB). The goal of the article is also to interpret the data included in financial statements, from the property and structure management point of view. Metodology: The main research tool was the economical analysis of the chosen elements of the financial statements of public sector enterprises. Review of the data which describe the public sector enterprises which conduct business activities was done. In relation to “Center of Logistic Services” entity, the method of case study was used. Findings: The analysis shown in the article implies that the legal and organisational changes have not improved the public finance sector operations in this area. It results from the fact that the changes in management, way of thinking should be directed to managerial model. Research implications: The article is the first author’s insight into the problem of public sector enterprises. There is no doubt, this type of research should be continued in many aspects. Originality: The author presented the interesting and current problem concerning public finance sector. Stated in the article theses and the analysis of the financial standing of the public sector enterprises is one of the opinions in the debate on the expected direction of changes in the organisation of public finance sector.

The paper analyses occupational stress occurring in three public sector units. The aim of the study was to identify stressors at work and working out solutions conducive to coping with stress present in professional life. Individual in-depth interviews covered 32 employees particularly exposed to strong stressors due to social nature of performed duties. In the course of the conducted research we have identified stressors’ sources, determined the perceived stress at work, and then tried to arrange them in the form of specific threats, appropriate for individual groups of studied officials according to their gender, age, education level, work experience and occupied position. Furthermore, we proved the importance of position at work in the human’s hierarchy of needs.

Celem artykułu jest analiza uwarunkowań uczestnictwa pracowników polskiego sektora publicznego w szkoleniach. Przyjmując teorię kapitału ludzkiego jako podstawę rozważań, na podstawie literatury podejmującej problematykę zarządzania w instytucjach publicznych sformułowano hipotezy badawcze dotyczące oddziaływania czterech grup czynników na uczestnictwo pracowników badanego sektora w szkoleniach. Weryfikację empiryczną hipotez przeprowadzono na podstawie danych z badania „Bilans kapitału ludzkiego” za pomocą regresji logistycznej, w której zmienną objaśnianą było uczestnictwo w szkoleniu w ciągu ostatniego roku. Wyniki analizy potwierdziły hipotezy o istotnym wpływie kapitału ludzkiego oraz cech wykonywanej pracy na zaistnienie szkoleń, natomiast zmienne opisujące cechy osobiste osób zatrudnionych oraz organizacji okazały się nieistotne statystycznie. W podsumowaniu przedstawiono ograniczenia badania, jak również wskazano kierunki dalszych analiz.
The aim of the article is to analyze determinants of training participation among employees of the Polish public sector. Hypotheses regarding the influence of four groups of employee training factors in the analyzed sector were formulated using human capital theory as a research premise as well as on the basis of literature dealing with management in public institution research. The hypotheses were tested against data received from the Study of Human Capital in Poland using logistic regression, with training participation during the last year as a dependent variable. Results confirmed the hypotheses regarding the significant influence of human capital and job features on training incidence, while variables describing employee personal characteristics and organizational circumstances turned out to be statistically insignificant. Research constraints as well as directions for further analyses were described in the summary.

The article is a trial of identification of the factors determining ineffectiveness and waste in the public sector. The factors are presented considering detailed and general aspects. The main attention is focused on detailed aspects presenting the conditions on the level of particular entities. The potential grounds of waste have been described such as: waste due to human, process, information, property, managerial reason. For each ground different kinds of waste have been presented. The importance of the presented factors for the studies on the effectiveness of the public sector has been discussed in the summary. The article is a part of wider studies performed by the author regarding the effectiveness of the public sector.

Podstawą do zadowolenia klienta obsługiwanego przez sektor publiczny jest prężnie działająca administracja „otwarta na klienta”, która umie identyfikować potrzeby i dąży do jego zadowolenia. Istotnym elementem transformacji gospodarczej, był rozwój nowoczesnych koncepcji zarządzania i marketingu w administracji publicznej, która jak wiemy charakteryzuje się odmienną specyfiką działania (nie jest zorientowana na zysk) i obsługuje klienta - odbiorcę dóbr publicznych. Celem artykułu jest przedstawienie zagadnień związanych z funkcjonowaniem sektora publicznego, który poprzez wdrażanie i upowszechnianie instrumentów/narzędzi nowoczesnego zarządzania publicznego przyczynia się do sprawnego i skutecznego działania administracji publicznej oraz podniesienia jakości oferowanych usług.
The transition of the socio-economic system, the processes of globalization and Poland’s integration with the EU structures have had a direct impact on the Polish society transformations and changes to the management of public organizations. The basis for client’s satisfaction, who is dealt with by the public sector, is an effective, ‘client-fronted’ administration, able to identify needs and attempting to live up to his satisfaction. An essential part of the economic transition was the development of modern marketing and management concepts within the public administration, which, as we know, has different operational features (it is not profit-oriented) and handles the client – a recipient of public goods. The aim of this article is to demonstrate the issues connected with the functioning of the public sector, which through implementation and popularization of tools/instruments of the modern public management contributes to the efficient and efficacious operation of the public sector, as well as to raising the quality of the services on offer.

Criticism of the New Public Management (NPM), based primarily on the economic indicators of job evaluation and management efficiency has led to the evolution of this approach and emphasising the role of cooperation as a key element of an efficient public management model - Public Management Governance (PMG) or Collaborative Public Management (CPM). This article presents the role of Shared Service Centres (SSCs) in public management based on a cooperation model both at the level of employees and organisational units. The article also attempts to answer the question whether the process of establishing SSCs can be viewed as the beginning of building corporate governance in public administration, or whether local governments are limited to introducing the necessary organisational changes by implementing a shared service only.

With the decentralisation of state management, decisions have been taken to strengthen the financial autonomy of public-law organisations. Decentralisation, together with the new area of competence of local governments, has become a very important element of the process of educating citizens in the area of finance, especially in the area of tax management. This article is devoted to the problem of proper use of real estate tax by the gmina self-government, hence its functionality in the context of the law in force and the use of this law by the inhabitants of the gminas and local authorities. Within the scope of decisions influencing the amount of income of the gmina self-government from the real estate tax, there are residents, who most often determine the taxable area they use. Next, the decision-making and executive bodies, acting jointly, decide on the subjective and material scope of the tax. It should also be noted that the functionality of this tax is strongly influenced by the residents who contact their representatives in the gmina authorities and officials who consistently perform their duties and control the properties of the area to be taxed. Citizens’ knowledge of public finances, especially of the rules determining the size of liabilities towards the state budget or public-law partnerships functioning within it, including budgets of local governments, translates into financial security not only of local budgets but also of household budgets. The study used research among taxpayers of this tax. It analysed the legal dimension and the income from this tax in a selected region of the Republic of Poland. The main objective of the study, apart from the assessment of the functionality of real estate tax, is to build a model of real estate tax management that takes into account, first of all, the principle of tax justice.

The article describes some substantial legal regulations in the field of management control and internal audit and their role in the so-called new public management, stemming from the private business experience. Reasonable and adequate using of such methods is a promising opportunity to improve public management and to achieve its higher effectiveness. Both are extremely important as inevitable conditions of any successful reform of public sector and public finance in our country.

The reverted demographic pyramid makes youth a decreasing percentage of our increasingly ageing population, leaving youth groups with less power and chances to influence the future of public policies and services through established participation channels. There is a potential risk of losing the interests of broader, including less heard, youth groups in democratic decision-making and implementation. Research evidence shows that we need to broaden knowledge and accountability towards these groups by including them more in co-creation to secure their trust and meaningful policy impact. One major way to improve trust in the public sector is by enhancing the abilities of professionals, managers, politicians and NGOs to co-create public and individual values with youth groups for better services and solutions instead of acting and making decisions on their behalf. Also, cross-sector collaboration among institutional units or stakeholders from different sectors on a local scale is often required to enhance the value of services or local community decisions. This paper explores from a comparative perspective the readiness of the local governments for enhanced democratic participation and co-creation of public services and public value with youth. Based on document studies, interviews and cross-sectoral learning dialogues between engaged researchers, public sector and NGO representatives conducted in three countries – Sweden, Finland, and Estonia – the paper illustrates the current perceptions of public professionals and managers regarding their approach to co-creation with youth and the public.
