Opis:
Automation and digitalization in logistic processes nowadays increase the complexity of logistic systems (supply networks, terminals and warehouses) and leads to highly linked systems. Their dimensioning as well as start-up and optimization of operational processes require technical assistance today. Simulation is used for understanding the behaviour of the seaport terminal and analysing the interaction of the complex processes at the terminal. This paper will show an investigation of the usage of specific port terminal simulator in the education of logisticians at university. It will show the effects of using simulation within the lessons in respect to the understanding of port operation and port simulation.

Since there is a tendency that new build vessels are increasing in size, dredging has become an important part of the development and maintenance strategy for ports serving the largest ships. The increase in the technical depth of vessels drives additional development of the entire port. However, the effectiveness of this type of project depends heavily on unrestricted traffic and uninterrupted operation of the terminal. This paper presents a modelling of various type of dredging activities in ports based on an existing work schedule. A tool used to queue work activities with a vacation was used in this effort. The methodology of creating a dredging time schedule in the port area depended mainly on disentangling interference caused by the ship traffic and dredgers trying to work at the same time.

Opis:
Comprehensive climatology allows to specify not only the structure of the weather conditions, meaning the frequency of particular individuals, but also frequency of “favorable” or “unfavorable” weather, for example, for shipping and port operation. Comparison of “favorable” or “unfavorable” frequency of the weather types in Świnoujście have revealed that in the first decade of the twenty-first century, there was less of the latter than in the years 1971–1980. “Unfavorable” weather are primarily associated with the influx of air masses from northern and eastern sector, although there are among them also the western sector.

Opis:
Current development of the maritime transportation system, namely fleet and ports specialization, growth of vessel sizes, rationalization of routs, trade regionalization etc., has made many traditional approaches and calculation techniques practiced for many long years in port design procedures to be inadequate and insufficient. A generally acknowledged tool for this task today is the simulation technique. In the same time, modern object oriented simulation approach provides usually only ad hoc solution for a project. It lacks the generality that was the main and natural feature of its traditional analytical predecessors. Very high time and labor consumption of simulation comes to a conflict with a very narrow scope of the resulting model’s application domain. This paper describes a new approach used to create a simulation tool for the port designers and planners combining the universality and generality of the analytical (so called “static”) methods with the efficiency and accuracy of the object-oriented simulation. The concept represented in the paper was implemented in the software product, which enabled to conduct experiments that proved the validity and adequacy of the model. The simulation tool was used in several sea port design project and now is a common instrument of several leading port design and consulting company in Russian Federation.

Modern technologies provide the optimization, the management, and the automation of the port operation and the logistics processes, hence they create an effective advance which strengthens the port's position among the maritime communities. If it is not enough, they also improve the integration of governing bodies to standardize and harmonize the reporting formalities. Ports have been especially challenged during the COVID - 19 pandemic. The port enterprises, which had dynamically introduced innovative solutions, have maintained their position on the market. This means that innovation is the only way to maintain a high position in the international economy. The aim of the study is to present a review of port technologies, which is based on literature. The article was written in accordance with the method of literature analysis.

In recent years, container ships have had to transport more and more goods due to constantly growing demand. Therefore, the container ships for carrying these goods are growing in size, while the harbors fall short in adapting to these changes. As a result, the berthing of these container ships in harbors has become more challenging for harbor pilots. In this work, we identify problems and risks with which pilots are confronted during the berthing process. First, we analyzed approximately 1500 accident reports from six different transportation safety authorities and identified their major causes. Second, we conducted an ethnographic study with harbor pilots in Hamburg to observe their actions. Third, we gained more specific insights on pilots environments and communications through an online survey of 30 harbor pilots from different European countries. We conclude our work with recommendations on how to reduce problems and risks during berthing of container vessels.

Opis:
Open-loop sulphur scrubbers must be switched off, and the fuel must be changed to low-sulphur fuel before entering German inland waters. Immediately after the scrubbers are turned off, warm exhaust gases cause the residue left in the scrubber to vaporise, leading to the increased sulphur content of the exhaust gas. The momentary increase in sulphur emissions immediately after the open-loop scrubbers are turned off has received little attention in research. This paper presents the onboard measurement results of exhaust gases and examines the effects of sulphur compounds released into the air. In this case, the observed sulphur emission peak is problematic due to the geographical location. The ship sails to the river port, passing the coastal town of Travemünde, where the exhaust gases are released. Due to this, the emissions are more harmful when compared to emissions generated in the open seas.

Physical scale models have a large range of application in studies of hydraulic works. In port engineering, they can be used to optimize the general layout of terminals, evaluation of protection structures, simulation of vessel maneuvers and investigation of mooring plans for vessels, among several subjects. Once physical modeling allows a high accuracy in the waves and currents representation as well as their interaction with the bottom and the vessels, the studies of mooring systems in coastal and estuarine ports based on physical modeling tests provide greater reliability in comparison with those grounded on distinct types of models. To highlight the importance of this kind of application, this article presents the case study of the Ponta da Madeira Port (PMP), located in the State of Maranhao, Brazil, developed with the support of the 1:170 scale reduced physical model conceived and calibrated for this area. This study analyzed several alternatives to improve the availability of the northern berth of the Pier III of PMP, including new mooring strategies and the construction of a new improvement structure. The results, which concerned on preliminary tests of the mooring lines tensions, evidenced structural intervention could substantially reduce the risk of mooring lines break, indicating that further investigations concerning different layouts for the improvement structure are promising in order to provide an increase of this berth availability.

Opis:
The aim of the paper is to analyse the length of time that ships spend in the Port of Gdansk. It is based on the examination of the time when ships come into and leave the port. Source of data used in the study is public web platform - Marine Traffic. Analysis which was conducted, enables to get information about duration of ships servicing in the port with a division into dimension, load capacity and type of the ship. Due to that information, it is possible to observe the duration of complete service for each vessel, including entering the harbour, reloading and the departure. Gained knowledge would allow to forecast, plan and model future development operations more properly. In addition, due to the method based on counting the number of hours that ships spend in the harbour, it is possible to estimate the amount of pollution emitted to the air.

The continuing surge in commercial vessel sizes is putting increasing pressures on the world’s port authorities to adopt effective expansion strategies to ensure that their asset is able to meet growing capacity demands. Among the key challenges is to assure that correct strategic planning and operational measures are adopted to guarantee safe and efficient traffic not only through its shipping channel, but also at the port berthing facilities. DHI and FORCE TECHNOLOGY have collaborated to develop a novel physics-based vessel traffic management system named NCOS ONLINE. It is capable of taking into account of any relevant vessel constraints such as under-keel clearance (UKC), maneuverability and berth configuration that may constrict the movement of vessels through the channel or operability at berth, facilitating scenario planning and capacity assessment of proven unparalleled accuracy. The system incorporates the accuracy of high-end Full Mission Bridge Simulators with regards to vessel response under power and at berth. The underlying computational engines uses a powerful 3D panel method for vessel response calculations in combination with highly detailed environmental data such as wind, waves and hydrodynamics (water level and currents) simulated by use of MIKE Powered by DHI’s recognized and scientific based computational models. The modular and integrated framework-based system has already been adopted by numerous port authorities, terminal operators and pilots worldwide for strategic port planning, design and 24/7 operational vessel traffic management. The paper focus on presenting the underlying equational framework and validation of the underlying physical response engines and provide a brief introduction to how they are integrated and operated through a series of user-friendly web dashboards.

The risk analysis of ships’ accidents leads to the conclusion that one of the most important and dangerous stages existing during a ship’s trip is harbour entering and leaving. The use of the modern methods of risk estimation should improve both ship/harbour safety and the economic profitability of the taken decisions. This concerns especially the harbour entering by maximum acceptable size ships for the given harbour. The analysis of the indispensable data sets and the decision model algorithm proposed for the system of Szczecin– Świnoujście ports were described in the article. The use of the decision model, taking into consideration the dynamic current data and hydro-meteorological conditions, including their changes tendency and the possible changes of ship movement parameters, should increase the decision efficiency and hold the same safety level.

The paper presents research performed in order to indicate the threats posed to liquid petroleum gas (LPG) carriers maneuvering in the ports and fairway of Szczecin–Świnoujście. The effects of collision with another vessel, going aground, or striking a stationary object are taken into account. As a safety criterion, the possibility of damage to the cargo tanks is taken. As a result of the research, recommendations for ship movement in the ports and fairway were issued. The research method applied in this study consisted of several stages. In the first stage, experts determined possible scenarios of collision and grounding, taking into consideration local and navigational conditions. In the following steps, the external energy was calculated and an empirical model was used to determine the damage to the LPG carrier. In the last step, the necessary measures to be introduced port regulations are presented as conclusions of the research.

Optymalizacja procesów produkcyjnych ma na celu uzyskanie wyrobów wysokiej jakości, przy jak najniższych kosztach, w odpowiednim czasie. Duża konkurencyjność na rynku oraz rosnące wymagania klientów wymusza na producentach szukania nowoczesnych rozwiązań. Jednym z takich rozwiązań staje się obecnie mapowanie strumienia wartości, będące narzędziem optymalizacji procesów produkcyjnych. Celem niniejszej pracy jest przedstawienie wybranych aspektów optymalizacji procesu produkcyjnego przy użyciu mapowania. W pracy scharakteryzowano najważniejsze procesy przy produkcji elementów skanera 3shape Trios. Przedstawiono wspomagający ten proces system operacyjny. Zaprezentowano wyniki badań konkretnego procesu w postaci analizy wydajności, czasu obsługi oraz zdarzeń wpływających na wydłużenie w/w procesu. Wyniki badań oraz przedstawiona analiza pozwoliły na wyciągnięcie wniosków o charakterze ogólnym i szczegółowym.
Optimization of manufacturing processes is to achieve high quality products at the lowest cost, at the right time. Highly competitive market and increasing customer demands force producers to seek new solutions. One such solution is now becoming a value stream mapping, which is a tool to optimize production processes. The purpose of this paper is to present selected aspects of the optimization of the production process using the mapping. The study characterized the most important processes for the production of components Trios 3Shape scanner. Presented to assist this process the operating system. They presented the results of a particular process in the form of performance analysis, service time and events affecting extension in the process. The results of the studies and the analysis made it possible to draw conclusions about general and specific nature.

The proper selection of statistical distributions is important for modeling port operations using simulations or queuing theory. The aim of this study was to determine the appropriate statistical distributions for modeling random processes related to ship operations in ports, including ship arrivals, berthing maneuver processes, service processes, and unberthing maneuver processes. A literature review was performed on the statistical distributions used in these random processes. In addition, the port data on ship operations gathered from three different ports in Turkey were examined. Goodness of fit tests were conducted to determine the appropriate distribution for each process.

The publication presents the structure of the agent system, tasked with control of the formation of unmanned port tugboats capable of performing pilot and towing services. The use of autonomous tugboats with installed software was presented with respect to the existing regulations related to Resolution MSC.467 developed by the Maritime Safety Committee (MSC) belonging to the International Maritime Organization (IMO), which creates guidelines for the definition and harmonization of the structure and format of maritime services in the context of e-navigation. The use of a multi-agent system structure enables synergistic cooperation of tugboats carrying out joint port operations, such as: assistance in maneuvers of ships, precision movement of ships and other objects in port areas, monitoring and patrolling of port areas, carrying out ice operations, carrying out inspections of quays, the possibility of assistance in liquidation of petroleum and similar pollutant spills. The paper presents the structure of the agent system and the description of possible scenarios of port operations. The control algorithms and the applied methods of artificial intelligence, such as evolutionary algorithms with elements of fuzzy logic, were discussed. The recorded traffic parameters from the actions carried out in the simulator of the marine navigation environment were presented.

The article is an attempt at addressing the question of the Prussian State’s involvement in the economy during the interwar period, as it was first one of the constituent states of the Weimar Republic and then a part of the Third Reich. After the First World War, the economic and social problems of Prussia resulted from the general difficult situation of Germany. However, Prussia in particular suffered serious territorial losses in the east of the country. Many petitions and requests demanding the state’s active involvement in solving economic and socio-demographic problems were addressed to the Prussian government. A very important premise for this involvement was the political motivation and willingness to solve the ongoing problems indicated by the economic sector and local administration. The investment of the state’s financial resources into the Port of Szczecin and the establishment of the Port Community of Szczecin was conditioned, on the one hand, by the failure of negotiations with the City-State of Hamburg to establish a similar port community. On the other hand, it stressed the importance that the Port of Szczecin acquired during the First World War. As a result of the Prussian State’s involvement, investments of at least several million marks worth were made in the port. The change in the form of cooperation between the state and the City of Szczecin in terms of managing the port, which took place in 1929, led to the creation of the Port Company in Szczecin. Nevertheless, it should be noted that the amount of funds that the Prussian State allocated to the Port of Szczecin was limited. During the Nazi period, some more costly investment projects in the Port of Szczecin were drafted but they were never implemented.

The paper discusses ground troops’ actions during the Russo-Japanese War’s siege of Port Arthur, as shown in “Goniec Poranny” [Morning Messenger] and “Goniec Wieczorny” [Evening Messenger]. First, the author presents the conflict’s background and the aspects he will discuss. Then, he presents what could be learned from the newspaper about Japanese assaults taking place in July 1904. The author highlights disinformation present in the newspaper, especially concerning the battle course. Following that, the author describes casualties of both sides of the conflict – noting that these are not in line with what historians found out, often being times higher than in reality, although there are some exceptions on the Russian side. Following that, the author discusses civilian escape attempts during the siege – a matter not present in the literature. Due to the inclusion of this section, the reader can take a look at the battle from a different perspective. In the article’s final part, the author summarises opinions of the people of conflicted sides. They often presented themselves as superior, not considering the actual strength of the armies. For example, a Japanese professor mentions prohibitive demands of the Russian side in the plan of a peace treaty. In reality, even after multiple lost battles and defeats of tzar Nikolai II, the demands were never considered. In the conclusion, the author presents how reliable was the information from the Messenger, compared to the subject literature.
В статье автор обсуждает тему, относящуюся к фрагменту сухопутных операций, проведенных при осаде Порт-Артур во время русско-японской войны, представленной на страницах «Гонец Поранны» и «Гонец Вечерний». Писатель сначала излагает предысторию конфликта и проблемы, с которыми он будет иметь дело. Затем он рассказывает о том, что газета могла рассказать о нападениях японцев в конце июля 1904 года. Он обращает внимание на возникающие там искажения, особенно если речь идет об общем ходе боев. Далее он описывает потери воюющих сторон с соответствующим различием между японцами и русскими. Он подчеркивает, что они также противоречат выводам историков, во многих случаях более крупным, чем реальные, хотя в отношении царских – есть исключения. Затем автор обращается к вопросу, который не упоминается в литературе по данной теме, а именно к побегу прохожих – мирных жителей во время осады. Благодаря включению этого события в произведение читатель может взглянуть на бои под крепостью с несколько иной точки зрения. В последней части статьи цитируются мнения людей, принадлежащих к национальностям, ведущим эту битву друг с другом. Неоднократно случалось, что они демонстрировали свое превосходство по отношению к противнику, не обращая внимания на реальное положение вещей. Например, один японский профессор сообщает в телеграмме об очень непомерных, невозможных условиях, наложенных на Россию в рамках планируемого мира. Фактически, даже после падения цитадели и последующих поражений царя Николая II вышеупомянутые постулаты даже не принимались во внимание. В заключении писатель резюмирует свои соображения. Более того, он пытается ответить на вопрос, насколько достоверной была информация, опубликованная в «Гонце», по сравнению с литературой по этой теме.

Create as part of the concession agreement signed by the Container Terminal 28 June 2004 with the port of Douala international terminal (DIT) Company aims to manage, operate and develop the Port’s container handling activity in Douala. This paper investigates the main factors explaining long container dwell times in Douala Port. Using original and extensive data on container imports in the Port of Douala, it seeks to provide a basic understanding of why containers stay on average more than two weeks in port space while long dwell times are widely recognized as a critical hindrance to economic development. It also demonstrates the interrelationships that exist between logistics performance of consignees, operational performance of port operators and efficiency of customs clearance operations. Shipment level analysis is used to identify the main determinants of long cargo dwell times and the impact of shipment characteristics such as fiscal regime, density of value, bulking and packaging type, last port of call, and region of origin or commodity group on cargo dwell time in ports is tested. External factors, such as performance of clearing and forwarding agents, shippers and shipping line strategies, also play an important role in the determination of long dwell times.

W artykule przedstawiono możliwości ograniczenia zużycia paliwa oraz emisji dwutlenku węgla przez cywilne samoloty pasażerskie podczas operacji naziemnych. Za przykład wykorzystano samolot Airbus A320, jeden z najbardziej popularnych cywilnych samolotów pasażerskich obecnego wieku. Artykuł odnosi się zarówno do inicjatyw powiązanych z operatorem, producentem, jak i służbą kontroli lotów ATC. Analiza poszczególnych inicjatyw została ograniczona do pojedynczego lotu, a jej wyniki stanowią podstawę do obliczeń całkowitych oszczędności w odniesieniu do operacji na danym lotnisku.
This article outlines initiatives leading to reduction of fuel consumption and emissions of carbon dioxide by civil passenger aircrafts during ground operations. Airbus A320, one of the most popular nowadays airliners serves as an example. The article refers to initiatives related to operators, manufacturers as well as Air Traffic Control units. Detailed analysis of specific fuel efficiency initiative has been limited to one exemplary flight. Results of analysis can be used as a basis to calculation of gross savings in relation to specific airport.

The safe operations of LNG terminal in Świnoujście mainly depends on safe operations of LNG tankers. Manoeuvring the LNG tanker at the terminal entrance and basin is always connected with a risk of accident. Areas where the risk of accident is the greatest are those in the vicinity of entrance heads and the turning basin. Accidents within these areas are burdened with the most serious consequences. This article presents possible scenarios of LNG tanker accident consequences in the LNG Terminal in Świnoujście.
Bezpieczna eksploatacja terminalu LNG w Świnoujściu w głównej mierze uzależniona jest od bezpiecznej eksploatacji gazowców LNG. Manewrowanie statkiem na wejściu do terminalu i w jego obszarze zagrożone jest możliwością wystąpienia awarii. Obszarami potencjalnie najbardziej narażonymi na awarie są główki wejściowe do terminalu oraz obrotnica. Wystąpienie awarii w tych obszarach obarczone jest największymi skutkami. W artykule zostały zaprezentowane możliwe warianty wystąpienia skutków awarii tankowca LNG na terminalu w Świnoujściu.

In the paper a Semi-markov processes are used to construct a general model of complex industrial systems’ operation processes. Main characteristics of this model are determined as well. In particular case, for a port oil pipeline transportation system, its operation states are defined, the relationships between them are fixed and particular model of its operation process is constructed and its main characteristics are determined. Further, the joint model of the system operation process and the system reliability is defined and applied to the reliability and risk evaluation of the port oil pipeline transportation system.

This article attempts to execute the first stage of risk management for civil air operations. Therefore it is necessary to identify and classify external sources of hazards. Risk management is one of the most important tools of modern systemic approach to process modeling. Generally, it may be described as a system of interrelated actions and decisions aimed at integration and coordination of processes in the organization, in cooperation with the external parties. The aim of management is therefore to improve the proficiency, effectiveness and efficiency of the operation and – in the case of risk management arising from the transport processes – to improve flight safety. The publication describes a proposal of risk management method in air transport including analysis of external threats to civil air operations.
Celem artykułu jest wykonanie pierwszego etapu procesu zarządzania ryzykiem dla cywilnych operacji lotniczych, dlatego niezbędne jest zidentyfikowanie i sklasyfikowanie zewnętrznych źródeł zagrożeń. Zarządzanie ryzykiem jest jednym z najważniejszych narzędzi współczesnego systemowego podejścia do modelowania procesów. Najogólniej zobrazować je można jako system wzajemnie powiązanych działań i decyzji, mających na celu integrację i koordynację procesów w organizacji przy współpracy z otoczeniem zewnętrznym. Celem zarządzania jest więc poprawa sprawności, skuteczności i efektywności funkcjonowania, a w przypadku zarządzania ryzykiem wynikającym z procesów transportowych poprawa bezpieczeństwa lotów. W publikacji opisano propozycję metody zarządzania ryzykiem w transporcie lotniczym z analizą zewnętrznych źródeł zagrożeń cywilnych operacji lotniczych.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

International air law imposes an obligation on the part of transport operators to operationalize risk management, and hence develop records of hazards and estimate the level of risk in the respective organization. Air transport is a complex system combining advanced technical systems, operators and procedures. Sources of hazards occur in all of these closely related and mutually interacting areas, which operate in highly dispersed spaces with a short time horizon. A highly important element of risk management is therefore to identify sources of danger, not only in terms of their own internal risks (the source of threats and activation of threats within the same transport organization), but also in the area of common risk (sources of threats beyond the transport system to which the activation of the hazard is related) and external risks (sources of threats outside the transport system). The overall risk management of a transport organization should consider all three risk areas. The paper presents an analysis of internal sources of threats to civil air operations and the resulting main risk areas. The article complements a previous paper by the same authors entitled “Analysis of external sources of hazards in civil air operations”.

W artykule została poruszona problematyka bezzałogowych statków powietrznych i ich wykorzystania w operacjach lotniskowych. Obsługa statków powietrznych przez drony w przeprowadzaniu inspekcji, konserwacji posiada wiele czynników mających wpływ na jego jakość, bezpieczeństwo, czas i oszczędności. Drony w przeprowadzaniu inspekcji statków powietrznych, infrastruktury lotniskowej mają wpływ w procesie ograniczania ryzyka wpływu człowieka na obsługę techniczną statków powietrznych, wyeliminowania awarii czynnika ludzkiego oraz zmniejszenia ryzyka utraty zdrowia czy życia w czasie wykonywania tych procedur. Autor omawia również w artykule wykorzystanie dronów w procesie obsługi technicznej, napraw i remontów samolotów komercyjnych, zarządzaniu ciągłością do lotu. Poruszony został również temat koncepcje systemu ”Smart Hangar”. Zidentyfikowane zostały zagrożenia związane z wykorzystaniem dronów w procesie utrzymania ruchu, zagrożenia związane z tą działalnością.
The article discusses the issue of unmanned aircraft and their use in airport operations. The operation of aircraft by drones in carrying out inspections and maintenance has many factors affecting its quality, safety, time and savings. Drones in the inspection of aircraft and airport infrastructure have an impact in the process of reducing the risk of human influence on the technical maintenance of aircraft, eliminating the failure of the human factor and reducing the risk of loss of health or life during the performance of these procedures. The author also discusses in the article the use of drones in the process of maintenance, repair and overhaul of commercial aircraft, and flight continuity management. The concept of the "Smart Hangar" system was also discussed. Threats related to the use of drones in the maintenance process and the risks associated with this activity have been identified.

Przedstawiono stosowane powszechnie modele wypadków. Przeanalizowano wypadki związane z operacjami przeładunkowymi w porcie szczecińskim za okres 1999 - 2000. Dokonano oceny ryzyka zawodowego w sferze przeładunków. Zaproponowano modelową kartę oceny ryzyka zawodowego na stanowiskach przeładunkowych.
Commonly used models of accidents at work have been presented. A quantitative analysis of accidents at the port of Szczecin (frequency, seriousness, accident rate) has been carried out for the years 1996 - 2000. A detailed quantitative and qualitative analysis has been carried out for accidents during cargo-handling operations. On the basis of the estimated occupational hazard, employees' safety has been assessed. A model card of occupational hazard assessment for cargo-handling places has been suggested.
