Analizujemy konsekwencje zmiany polityki zagranicznej USA po objęciu przez Trumpa urzędu prezydenta USA. Celem jest odpowiedź na pytanie, czy w wyniku odwrócenia się USA od ich sojuszników w Azji nastąpi reorientacja polityki zagranicznej tych państw. Rozważania o charakterze prawno-politologicznym osadzamy w rzeczywistości gospodarczej, analizując wskaźniki gospodarcze USA, Chin i wybranych państw regionu Pacyfiku. Pozytywnie weryfikujemy tezę, że sposób prowadzenia polityki zagranicznej przez USA nie wpłynie na gęstość realnych związków USA z ich aliantami w przestrzeni transpacyficznej i transatlantyckiej. Tym, co się zmieni w krótkim i średnim okresie, będzie wzrost kosztów prowadzenia polityki zagranicznej przez USA. Wrócą one do współpracy z partnerami TTP i TTIP. Sojusz amerykańsko-europejski z państwami Azji przetrwa turbulencje zwrotu ku izolacjonizmowi w polityce USA. Niezależnie od gotowości Chin zajęcia miejsca USA w tych relacjach, nie są one partnerem konkurencyjnym.

This paper is aimed to clarify the notion of instant pivot point (as being well established in rigid body mechanics) and review its application in practical ship manoeuvring. The extension of the Vasco Costa original results to arbitrary initial ship manoeuvring motions is performed and a transient phase of the pivot point change is studied, especially with regard to ship crash stopping and turning (including inter alia a bow thruster application).
W artkule podjęto problem położenia chwilowego środka obrotu w różnych etapach manewrowania statkiem. Wskazano na jego praktyczne znaczenie, przedstawiono ścisłe podstawy teoretyczne i wyniki symulacji dla wybranych manewrów. Wzdłużne położenie środka obrotu jest często niepoprawnie lub nie w pełni rozumiane i tym samym niewłaściwie wykorzystywane wśród nawigatorów.

In the conditions of now even heightened uncertainty, companies' strategies need to be verified. In order to quickly redefine and adapt a new strategy to the changing market conditions, it is necessary to implement new solutions and business models along with pivots. The enterprise of tomorrow is the one that starts today. So in order to be or become this enterprise of tomorrow, the level of its digitization and many of the processes carried out must be raised. The aim of the article is to present pivots and possible changes to the pivots of Innovative Business Models and their implementation. The research method that will be used is the analysis of case studies - how companies should recover from the situation of the Covid-19 pandemic, what they can do, how they should  function, so that they can continue to grow faster. S. Umiński in Forum-Marketera + in the article Marketing A.D.2030 (Forum2021) stated that we took over from the world of start-ups the concept of pivot, i.e. a strategic shift and redefinition of the business model. It should be more and more often used in large corporations that so far pride themselves on using the -agile- methodology in various implementations. In this article, practical examples (case studies) of a Polish and foreign company will be presented - identification of redefining the strategy and implementation of pivots together with better results of further development of these companies. Examples of companies are Velg Group and Shopify, in which pivots were implemented, which emphasizes the practical approach of the co-author of the article. The research questions refer to what types of pivots and they are implemented, which will be presented based on the example of the above-mentioned case studies.

Lei Zhang Renmin University of China China The past few years have witnessed the Obama administration’s rhetoric from ‘return to Asia-Pacific’ to pivoting/rebalancing toward Asia-Pacific’ under which a comprehensive package of political, economic and military moves has been implemented, signifying America’s endeavor to shift its focus from the Middle East to Asia-Pacific. However, the notion of ‘America’s Pacific Century’ by Hillary Clinton and the strategy of ‘America’s Re-balancing toward Asia-Pacific’ evade the persistently long history of America’s dominance in Asia and the Pacific and America’s cultural representation and construction of Asia-Pacific as one region. by reading Obama’s foreign tactics toward Asia-Pacific as literature and tracing the translation of America’s cultural literacy of this region into policy, this paper treats Obama’s pivoting/rebalancing toward Asia-Pacific as a cultural heritage and historical continuity rather than a gravity shift in America’s global strategy. That is, such political trope and actions need to be scrutinized from a historical and cultural perspective and the cultural logic behind deserves a careful examination. To do so, I would examine the hegemonic vision and free-trade imperialism, historically upheld and culturally shaped by America, in the very fashionable’ transpacific project promoted by U.S.-TPP (the Trans-Pacific Partnership Agreement) in the climate of globalization and transnational capitalism. Also, the discourse of sublimity and American Orientalism should be evaluated in the course of America’s ambitious political engagement and aggressive military deployment in this region. In conclusion, the cultural logic of the current U.S. foreign policy toward Asia-Pacific is inextricable from the Imperialist Imaginary, American Orientalism and American Sublime, all of which but not limited to, render this rebalancing strategy problematic. Rather than dealing with a rising Asia, particularly being anxious about China’s threat, America needs a critical self-reflexive examination of its imperialist culture which has shaped the Asia-Pacific Other and translated into its current foreign policy toward Asia and the Pacific.

Opis:
A field evaluation of the technical performance of centre pivot sprinkler irrigation system was carried out during the maize crop growing season and when operating with different working speeds: S1 – 40%, S2 – 60% and S3 – 80%. For this goal, four uniformity measurements are to be considered in the evaluation; coefficient of uniformity (CU), distribution uniformity (DU), potential efficiency of low quarter application (PELQ) and actual efficiency of low quarter application (AELQ). The first step of evaluation of the sprinkler irrigation system is to compare the measured uniformity values with the standard values, DU ≥ 75%, CU ≥ 85%, AELQ and PELQ ≥ 90%. Effect of variation of speed produced CU values of 80.3, 82.7 and 86% for S1, S,sub>2, and S3 speed, respectively. Furthermore, DU standard value was obtained at S3 speed of 82%. Moreover, AELQ and PELQ were below the acceptable standard level of 90% for all speeds. Non-uniform water application leads to over or under irrigation in various parts of the field which can result in wasted water and energy. Therefore, regular evaluation of the irrigation equipments is needed to efficiently and effectively manage irrigation.
Polową ocenę sprawności technicznej systemu deszczowania przeprowadzono w sezonie wegetacyjnym kukurydzy, kiedy system pracował z różną prędkością roboczą: S1 – 40%, S2 – 60% i S3 – 80%. W ocenie uwzględniono cztery miary jednorodności: współczynnik jednorodności (CU), jednorodność dystrybucji (DU), potencjalną wydajność dolnej ćwiartki aplikacji (PELQ) i rzeczywistą wydajność dolnej ćwiartki aplikacji (AELQ). Pierwszym etapem oceny systemu zraszania było porównanie zmierzonych wartości jednorodności z wartościami standardowymi: DU ≥ 75%, CU ≥ 85%, AELQ i PELQ ≥ 90%. Wpływ różnych prędkości wyraził się różnymi wartościami CU, wynoszącymi odpowiednio 80,3, 82,7 i 86,0%, gdy prędkość była równa S1, S2, i S3. Ponadto standardową wartość DU uzyskano, gdy prędkość S3 wynosiła 82%. Wartości AELQ i PELQ były poniżej dopuszczalnego standardu 90% dla wszystkich prędkości. Nierównomierne rozprowadzanie wody prowadzi do nadmiernego bądź niedostatecznego nawodnienia w różnych częściach pola, co skutkuje zmarnowaniem wody i energii. Z tego powodu niezbędna jest regularna kontrola urządzeń irygacyjnych dla wydajnego i efektywnego zarządzania nawodnieniami.

The article shows the history of the Spanish and American editions of the novel Dalla parte di lei by the Italian-Cuban author Alba de Céspedes and the process of its retranslations starting from the several English versions of the text used as “text-pivot”. Through the investigation of the author’s intense correspondence with her publishers and taking into account Berman’s “Retranslation hypothesis” and Venuti’s approach within the Translation Studies, this work demonstrates how, in the 1950s, one of the most popular Alba de Céspedes’ novel used to be translated in other languages through different editing, revision and retranslation practices depending on the public of readers. In particular, Francoism censorship was decisive in editorial choices for the Spanish edition of the text.
Artykuł przedstawia historię hiszpańskiego i amerykańskiego wydania powieści Dalla parte di lei włosko-kubańskiej autorki Alby de Céspedes oraz proces jej retranslacji, poczynając od różnych wersji anglojęzycznych stosowanych jako “tekst-pivot”. Analizując korespondencję autorki z jej wydawcami i nawiązując do “hipotezy retranslacji” Bermana oraz podejście Venutiego w obrębie przekładoznawstwa, niniejszy artykuł dowodzi o tym, jak w latach 50. jedna z najpopularniejszych powieści Alby de Céspedes była tłumaczona na inne języki za pomocą różnych procesów edycji, rewizji i retranslacji w zależności od jej odbiorców. Zwłaszcza frankistowska cenzura odgrywała decydującą rolę w procesie wydawniczym hiszpańskiego wydania tekstu.

This paper examines integration of a sophisticated, pivot-based tabu search into branch and bound for 0-1 MIPS and global diversification tests using chunking. Issues related to behavior of a tabu search within a branch and bound algorithm are analyzed using computational experiments. Results are presented showing that the inclusion of the local search sometimes results in fewer and nodes and lower CPU times even when used in a callback mode. The main benefit in incorporating a pivot based heuristic is that an integer feasible solution can be found earlier in the branching process. Computational experiments are presented showing that for some instances the overall search time is improved, while for some others the tabu search can find good solutions quickly.

The purpose of this article is to outline a twofold change in the American global leadership concept that has been taking place under the Obama Administration: the redefinition of its purpose and of its character. The purpose-transformation has been illustrated in a case study of the American “pivot to Asia”. It means, basically, that the American world leadership, defined as the political and economic order developed by the USA, and grounded in its power and unique position after the Second World War (and/or the Cold War), has turned during Obama’s administration into a instrument aiming at retaining the American privileged position that does not emanate directly from the U.S. power anymore. The charactertransformation implies that the role conceptions of the American world leadership, have been modified or, as in one case, abandoned, in order to adjust to new circumstances. As a result, the US leadership has become more inclusive, international-institutions-centered, and reluctant to military engagement.

The paper presents theoretical and experimental studies of energy dissipation in a model of a conical sleeve-pivot joint. Energy dissipation between cooperating surfaces of a friction pair including structural friction, elastic and frictional effects between its elements and Lame’s problem are taken into account. A comparative analysis was conducted to compare the theoretical results obtained from numerical simulations and direct experimental data acquired from the MTS testing machine. The analysis of the influence of geometrical and material parameters, external loading on the dissipation of energy is presented too. This paper shows an outline of theoretical considerations, the method for conducting tests as well as selected comparative results.

This article provides an economic and political analysis of the past and current state of the Trans-Pacific Partnership (TPP) project. The TPP talks, which have been ongoing since March 2010 and now involve 12 nations (Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam), are aimed at lowering trade barriers across a much wider range of sectors than classical preferential trade agreements. Namely, it aims at not only removing tariffs on goods and services, but would also cover labor and the environment, intellectual property, government procurement and state-owned enterprises. The latter are forced by the US as the cornerstone of the Obama Administration’s economic policy in the Asia Pacific. TPP is thus a vital part of a plan known as ‘Asia Pivot’ strategy and represents American attempts to re-engage Asia. If completed, TPP agreement could serve as a template for a future trade pact among 21 members of Asia-Pacific Economic Cooperation regional group.
Artykuł zawiera ekonomiczną i polityczną analizę projektu Partnerstwa Transpacyficznego (TPP). Trwające od marca 2010 r. negocjacje z udziałem 12 państw (USA, Australii, Brunei, Kanady, Chile, Japonii, Malezji, Meksyku, Nowej Zelandii, Peru, Singapuru i Wietnamu) mają doprowadzić do zawarcia wielostronnego porozumienia o wolnym handlu, obejmującego obok otwarcia rynków dla towarów i usług także regulacje wychodzące poza klasyczne zapisy tego typu umów. Dlatego porozumienie w sposób zasadniczy różnić się będzie od dotychczasowych umów o wolnym handlu, stąd mówi się w tym przypadku o umowie nowej generacji lub porozumieniu XXI w. Potencjalnie po podpisaniu i ratyfikacji TPP może być modelem zarówno dla przyszłych umów między państwami APEC, jak i innych państw. Wprawdzie u podstaw TPP legły interesy gospodarcze, ale dość szybko dały o sobie znać wpływ czynników polityczno-strategicznych, zmieniający się globalny układ sił, rywalizacja USA i Chin oraz krzyżujące się w regionie wektory żywotnych interesów Indii, Japonii, Australii oraz państw ASEAN.

The authors analyzed changes in the Atlantic policy of the United States as part of the political strategy of President Donald Trump.They acknowledged that they were of temporary nature though definitely harmful from the point of view of the interests of the parties, The changes deny the entire post-war US political strategy towards the transatlantic space and the world. At the bottom of recognizing this change as temporary turbulence was the assessment of the significance of the sources of the transatlantic “community of values”. The conclusions have been formulated on the basis of factors that, on the one hand, mark the EU’s convergence with the US and Canada and on the other, the divergence between EU-US-Canada and countries outside the Western Hemisphere.
Autorzy przeanalizowali zmiany polityki atlantyckiej Stanów Zjednoczonych w ramach strategii politycznej prezydenta Donalda Trumpa, Uznali, że mają one charakter doraźny acz zdecydowanie szkodliwy z punktu widzenia interesu stron, Zmiany zaprzeczają całej powojennej strategii politycznej USA wobec przestrzeni transatlantyckiej i świata. U podstaw uznania tej zmiany za przejściowe turbulencje legła ocena wagi źródeł transatlantyckiej „wspólnoty wartości”. Wnioski sformułowano na podstawie czynników wyznaczających z jednej strony konwergencję UE z USA i Kanadą z drugiej dywergencję pomiędzy UE-USA-Kanadą a państwami nie należącymi do zachodniej hemisfery.

This article focuses on the financial and economic aspects of irrigation systems for sugarcane, taking the whole-farm budgeting approach. The irrigation system is a staple element in the cost of developing sugarcane farms; therefore, to achieve maximum profitability, selecting the right irrigation system is crucial. In the financial model, the author considers most of the components required in the investment and operation costs. Since both Center Pivot and subsurface drip irrigation have become the preferred methods for new sugarcane green field plantations, it is the aim of this article to assess the economic aspects of Center Pivot and subsurface drip irrigation in sugarcane production. This may give investors and economists a better perspective on the segment which is considered the most costly investment when developing a new sugarcane farm. The study will highlight which factors have the greatest influence on profitability, enabling producers to make the right decision, not only regarding the agronomic factors, but also the type of irrigation method required to achieve maximum return. The results show that while using subsurface drip irrigation, yields must be at least 12–14% higher than center pivot in order to justify the higher investment involved in the first method. Both Center Pivot and drip systems, require a minimum yield of 110–125 t•ha-1 and 40 $•t-1 justify the investment in advanced irrigation technology for sugarcane.
Artykuł dotyczy finansowych i ekonomicznych aspektów wprowadzenia systemów nawadniania w uprawie trzciny cukrowej. System nawadniania jest podstawowym elementem kosztów w procesie rozwoju gospodarstw zajmujących się uprawą trzciny cukrowej. Dlatego też wybór odpowiedniego systemu nawadniania ma kluczowe znaczenie ze względu na maksymalizację zysku. W przyjętym modelu finansowym autor uwzględnił większość elementów związanych z kosztami inwestycji i kosztami operacyjnymi. Ponieważ zarówno nawadnianie za pomocą deszczowni ruchomych, jak i nawadnianie podpowierzchniowe kroplowe należą do preferowanych sposobów irygacji stosowanych na nowo powstałych plantacjach trzciny cukrowej, za cel artykułu przyjęto ich porównanie pod względem ekonomicznym. Pozwoli to inwestorom i ekonomistom na lepszą ocenę tego najbardziej kosztownego elementu inwestycji związanych z rozwojem gospodarstwa uprawiającego trzcinę cukrową. Wyniki badań wskazują, które czynniki mają największy wpływ na rentowność, umożliwiając producentom podjęcie właściwej decyzji nie tylko na podstawie czynników agrotechnicznych, ale również wybrać taki sposób nawadniania, który pozwoli na osiągnięcie maksymalnego zysku. Zgodnie z wynikami badań wyższy koszt inwestycji związany ze stosowaniem podpowierzchniowego nawadniania kroplowego jest uzasadniony tylko, gdy plon jest przynajmniej 12–14% większy niż w warunkach stosowania nawadniania deszczownianego. W przypadku obu systemów nawadniania minimalne plony trzciny cukrowej musiałyby wynosić 110–125 t•ha-1 i 40 $•t-1, żeby było uzasadnione wprowadzenie zaawansowanych technologii irygacyjnych w jej uprawie.

Autor proponuje lekturę dekretu Ad gentes (7 grudnia 1965) w świetle inicjatyw pastoralno-teologicznych na rzecz „nowej ewangelizacji”. Misja Kościoła realizuje się nie tylko w przestrzeni geograficznej, ale zwłaszcza w świadomości każdego, kto otwiera się na spotkanie ze Słowem Bożym w sobie samym i we wspólnocie wierzących. Przesłanie to realizuje się w dwu wymiarach: 1) w permanentnej transformacji wewnętrznej – nawracaniu się – wspólnot eklezjalnych będących miejscem spotkania ze Słowem; 2) w poszukiwaniu nowych form profetycznego oddziaływania wspólnot wierzących – świadków Prawdy – na świat. W oczekiwaniu na adhortację posynodalną, która nada „nowej ewangelizacji” pastoralno-teologiczny kształt, dekret Ad gentes spełnia dziś taką funkcję, jak tuż po Soborze: podtrzymuje u wierzących gotowość głoszenia Słowa i wskazuje na konieczność nowych form świadectwa. Kościół, jako sakrament zbawienia, jest świadkiem Królestwa i miejscem spotkania z Prawdą. W czasie posoborowym na szczególną uwagę zasługuje ewolucja form relacji pomiędzy Kościołem i światem. Nowa ewangelizacja wpisuje się w dynamikę nowego komunikowania Prawdy.
The present author proposes a reading of the Ad gentes Decree (of December 7, 1965) in terms of pastoral and theological initiatives for the benefit of the “new evangelisation.” The Church’s mission is being implemented not only in a geographical space – but especially in the consciousness of everyone who is opened to the meeting with God’s Word, in him- or herself and in the community of the believing. This message is realised in two dimensions: 1) in a permanent inner transformation – the converting of – ecclesial communities which are the meeting place with the Word; 2) in searching for new forms of prophetic influence of the communities of the believing – the witnesses of the Truth – on the world. While awaiting the post-synodic adhortation, which is supposed to grant a new pastoral and theological shape, the Ad gentes Decree fulfils today the same function it did right after the Council: it maintains among the believing their readiness to preach the Word and it points to the necessity of new forms of evidence. The Church, as the redemption sacrament, is a witness of the Kingdom and the meeting place with the Truth. In the post-Council times, the evolution of the forms of relation between the Church and the world deserves special attention. The new evangelisation fits into the dynamics of the new communication of the Truth.
