The article describes the analysis of the modern British party system in the age of changes and transformations. In particular, it analyzes the changes in the electorate as well as the legal-institutional conditions which, in consequence, led to a shift in the balance of power between the political parties on the parliamentary level that occurred after the 2010 general election. Forming a coalition in the Parliament and the Cabinet marked the beginning of an ideologically and politically difficult rule of two parties which both politicians and voters alike had to learn. I argue that the above circumstances led to a certain “crisis” not only in the way administration is handled but also in the society’s political participation. Simultaneously, it relates to what I view as a change in the British party system. The present article largely focuses on the transformations within the British party system that occurred in the early 21st century, on the genesis of the processes which affects the transformations in the above system, as well as on the causes and effects of these phenomena.

The purpose of this paper is to determine the level of support for the process of accession of the Republic of Macedonia in the European Union by political parties, but also to determine whether that support is only nominal, i.e. declarative, or is it realistic, concrete and active support realized through instruments and mechanisms available to the political parties in the country. Also, in this paper will be analyzed the attitudes of political parties in Macedonia, referring to the name dispute with Greece, fostering good neighborly relations with Bulgaria, Serbia and Albania, but also in respect of certain internal political issues.

The importance of the media for the party system formation in Poland in the transforma- tion is unarguable. This signifi cance resulted from the lack of developed party structures that could be involved in process of communication between party elites and electorate. Hence, media became the only possible instrument that might have been used in arousing electorate’s interest. The article addresses the dependency between the level of institutionalization present in the Spanish party system, electoral accountability and assigning responsibility. The primary research objective of this article is to determine the extent to which electoral volatility is present in Spain, both at the aggregate and individual level, which is a measure of the degree of institutionalization reached by a party system. Next, the dependency between electoral volatility and fluidity of elites at the electoral and parliamentary level is analysed. This allows for an answer to the question of whether there is a problem in Spain with assigning responsibility, having regard to the fact that the presence of extensive electoral volatility among both voters and political elites makes it difficult to speak of effective accountability.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

Since the end of the last century Mexico has experienced a profound proces of political and electoral change which was reflected in its transition from a dominant party authoritarian regime to a competitive multiparty system. This paper has two parts and a concluding section. The first part focuses on major changes in a number of relevant dimensions of the Mexican party system, including electoral competitiveness, party fractionalisation, electoral volatility, nationalisation, and the aggregate distribution of partisan loyalties among the electorate (macropartisanship) over the last three decades. The analysis is based on aggregate electoral data at the national and the district level, as well as on data from surveys of public opinion. The paper shows important changes in the structure and behaviour of the Mexican electorate, such as increasing partisan de-alignment as well as growing competitiveness, fractionalisation, and nationalisation of the party system. The second part is a brief review of the factors driving the process of political and electoral change in Mexico.

The aim of this paper is in the context of the main specifics of the Slovak parliamentary elections in 2016 to highlight the party development in Slovakia and to predict its future direction. Parliamentary elections due to electoral instability and fluctuations determined the configuration of the parliamentary political scene. The proportion of new, nonsystem parties was increased and output was to create surprising ruling coalition which has dissolved the existing ideological and ethnic line. The ambition of the paper is tho highlight the political situation that followed the elections and significantly modified the distribution of political forces existed previously.

The aim of this paper is to describe and assess the political parallelism pertinent to the post-communist Lithuanian mass media; and to show potential risk (for democracy, civil society) of the absence of the political parallelism. Referring to the concepts, communicative democracy is defined as free, open and democratic communication organized around three equally legitimate public sphere actors – politicians, journalists and public opinion, and populism is understood as good, entertaining and effective communication with people, eroding basic functions of the political parties (institution- alization of ideological confl icts) and politicians (representation). The paper provides insights about the dangers to quality of democracy which the free mass media might present when it gets utterly away from political parallelism. Special attention is placed on the tendencies of media personnel to be active in the political life. Th e (universal) contemporary mass society phenomenon, coupled with the (post- communist regional) ill-structured of the post-communist political field and (local) specific traditions of the Lithuanian political culture and public sphere, gave birth to the peculiar absence of the mass- media and politics parallelism in the country. In the conditions of the relative absence of foreign ownership of the mass-media outlets in Lithuania, the local media barons are able to produce and impose their own public-agenda, which hampers development of the civic-minded public sphere and definition of the social and professional responsibilities of the journalism as a profession and as a so- cial category. The Lithuanian mass-media and government relations evolve along the lines of the zero-sum game: they seek to control each other, and at the same time try to avoid being controlled by the other, while any other pattern of inter-relations does not appear as viable and appropriate.

In 2008 an intense economic crisis affected whole Europe. This paper concentrates on the Polish party system and the concept of cartel party. Its purpose is, on the one hand, to estimate the degree of dependency between the Polish parties and the state and, on the other hand, to analyse the development of the Polish parties in the light of the concept of cartel party. The author argues that the Polish party system is too unstable to recognize the emergence of a cartel. The author also maintains that the Polish parties have adjusted the structure of the state to suit their own needs. They have also accepted the fact that only the presently ruling parties can derive benefits from administration. Whereas the remaining parties, having secured their own financing from the state Budget (having secured their survival), can only wait to gain a chance of takeover. This article focuses on describing the establishment of the concept of cartel party and it also analyses this concept in the light of the following aspects: the political parties’ public financing system, the Polish electoral system (described along with the changes in the parliamentary electoral law introduced by political parties), and last but not least, the extent of political patronage.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.

The party system and the parties within it were ones of the relevant elements of system transformation in Poland. We can identify several significant determinants of the process with regard to this area. The first of them is formal standards and their influence on the course of political competition. The second is the functions attributed to political parties in the political and party system. The third one is connected with the significance of social structure’s specificity and its influence on voting behaviors. The fourth determinant is the models of competition at the cabinet level. The paper presents these four determinants of development of political parties and the party system in Poland in the perspective of democratization processes.

The author analyses the dynamics of the Polish party system in the light of the outcomes of the parliamentary elections in the Third Republic of Poland (since 1989). He exposes especially the last element of that evolution – the 2015 parliamentary election. It resulted in the victory of Law and Justice (PiS) party. For the first time in the history of democratic Poland, the victor was able to create a government without having to negotiate with coalition partners. The success of PiS seems to be a result of the combination of several factors. It would be mistaken to portray an emerging situation as a simple rightist win. PiS to some extent represents a social attitude, typical for the socialist (social-democratic) parties, with some part of the program including a populist message, but with the combination of a conservative approach to several issues and nationalistic stand on a perception of patriotic mood. The important meaning has a support of PiS by the Catholic Church, especially at the grass-roots level. The victory of PiS and forming of the majority government have an important meaning for the functioning of the political parties’ system in Poland. For the first time since 1989, there were not balancing of power situation which the coalition governments have brought about. The political parties, creating the opposition in parliament, must offer a new strategy of behaviour in such circumstances, especially dealing with challenging the PiS policy to compromise a democratic system based on the 1997 Constitution, e.g. division of power, position of the Constitutional Tribunal and functioning of the judiciary.

The aim of the article is to identify cleavages that have been in Czech and Polish party system located since 1989. These cleavages are compared to determine the hierarchy and degree of their importance. It is also demonstrated the effort to determine the potential future development of the cleavages in these two countries. In this article as key for the formation of cleavages are considered elections to the lower houses of parliament. Elections to the upper houses of parliament and European elections are not relevant for the purpose of this work, because they are considered as second-order elections, thus they have no direct impact on the formation of cleavages.

The emergence of new party should be an answer for voters’ demand on new political initiatives. Since the beginning of the 21th century we have been faced with lack of representativeness of political parties. In addition, there is weak party identification among Polish electorate. The empirical research presented in this article proves that the portion of electorate expecting an emergence of new party is increased. However, the Polish voters don’t believe that potential new parties can reach the relevant position in party system. The results of Palikot Movement (currently: Your Move) in parliamentary election 2011 and the Congress of the New Right in this year’s European Parliament election shows that appropriate political program can bring about a success of new political formation.

During the quarter-century of democracy in Poland, most of the parliamentary par-ties had a post-communist or post-Solidarity origin. Only three formations without links to the two sides of the Round Table agreement – League of Polish Families (LPR), Self-Defence (Samoobrona) and Palikot’s Movement (Ruch Palikota, now: Your Move) – have achieved political relevance. The analysis of their road to parliament helps to cap-ture the specificity of the success of genuinely new parties in Poland. The factors that affect high electoral support for the aforementioned three parties were: advantageous configuration in Polish party system, strong leadership and articula-tion of new issues or neglected demands (exploitation of new community division and filling an ideological niche). The fate of LPR and Samoobrona confirms that the last factor seems to be crucial for the success of genuinely new party.

The victory of the National Front Party led by Ms. Marine le Pen within the European Parliamentary Election in France by May 2014 raised the question whether or not it signals the end of the French left-right bipolarized party system. This option remains uncertain. The far-right party of the 45-year-old daughter of National Front founder, Jean-Marie Le Pen, gained new voters, deepening the national audience of the extremist party geographically and in the different categories of the population. But the still remaining French “presidentialist” constitutional political regime continues to operate under a strong constraint in favor of bipolarization. Meanwhile, the possible presence of Ms. Le Pen as the two-qualified opponent for the second round of the presidential election is currently determining, and will continue to determine for the next two years, the political strategies of the 2017 future running candidates and parties.

The purpose of this paper is to present the parties operating at the European level in order to show their specificity and the system o f relations emerging among them. The paper consists of three parts. In the first one, a triad: the national parties - political groups in the EP - political parties at the European level (Europarties) are characterized. In the second one, the concept of the party system is presented. In the third one, this concept and its components (parties, interactions) are applied to discuss the adequacy of their use in the European context. While it is possible to speak o f European political parties, it is much more difficult to prove the existence of a European party system. Interactions among the Europarties take place only in the parliamentary arena, but there is no competition between the governing majority and the opposition. These relations lie more in building the consensus necessary for the EP to decide by majority vote. There is no European party system in the electoral arena, where national parties compete, nor in the governmental arena, as the European ‘government’ (Commission, European Council) is not appointed on the basis o f the political parties.
Celem niniejszego artykułu jest przedstawienie partii funkcjonujących na płaszczyźnie euro - pejskiej, ukazanie ich specyfiki oraz kształtującego się między nimi układ stosunków. Artykuł składa się z trzech części. W pierwszej scharakteryzowano triadę: partie krajowe - grupy polityczne w PE - partie polityczne na poziomie europejskim (europartie). W drugiej przybliżono pojęcie systemu partyjnego, w trzeciej odniesiono to pojęcie oraz składające się na niego elementy (partie, interakcje) do partii na szczeblu europejskim, przeprowadzając dyskusję nad adekwatnością ich stosowania w kontekście europejskim. O ile można mówić o istnieniu europejskich partii politycznych, zdecydowanie trudniej udowodnić istnienie europejskiego systemu partyjnego. Interakcje pomiędzy europartiami zachodzą jedynie na arenie parlamentarnej, przy czym nie mają one charakteru rywalizacji pomiędzy rządzącą większością i opozycją. Polegają raczej na budowaniu konsensusu potrzebnego parlamentowi do podjęcia decyzji większością głosów. Nie ma europejskiego systemu partyjnego na arenie wyborczej, gdzie mamy do czynienia z rywalizacją partii krajowych, jak również na arenie rządowej, jako że europejski „rząd” (Komisja, Rada Europejska) nie jest powoływany na zasadzie partyjnej.

W roku 2011 doszło do historycznej zmiany – wybory parlamentarne po raz pierwszy od 1932 roku przegrała Fianna Fáil. która uzyskała najgorszy wynik w historii. Klasyczne parametry pomiaru dynamiki systemów partyjnych nie odzwierciedlały jednak w sposób odpowiedni tej transformacji. W artykule staramy się wykazać. że bez uwzględnienia istotnych zmian społeczno-kulturowych metoda analizy systemowej skoncentrowana na danych uzyskiwanych na bazie rezultatów wyborczych pozostaje niewystarczającym narzędziem opisu irlandzkiego systemu partyjnego. Dokonujemy rekonstrukcji najistotniejszych wydarzeń związanych z ewolucją tego systemu w latach 2011-2016 i staramy się odpowiedzieć na pytanie. jak relewantne partie polityczne zareagowały na zmianę wzorców rywalizacji.
Until recently the Irish party system has been considered as very stable. It was dominated by two rival conservative political parties. which only in the 1990s allowed the possibility of forming coalition governments with other parties. In 2011 there was a historical change – for the first time since 1932 Fianna Fáil lost the parliamentary elections with the worst result in history. However. the classical parameters of the dynamics of party systems did not adequately reflect this transformation. In the article. we argue that without taking into account significant socio-cultural changes. the method of system analysis. focused on data obtained on the basis of election results. remains an insufficient tool to describe the Irish party system. We reconstruct the most important events related to the evolution of this system between 2011 and 2016 and try to answer the question of how relevant political parties reacted to changing patterns of competition.

Szczególną uwagę zwrócono na wpływ czynnika podziałów socjopolitycznych na proces kształtowania się systemu partyjnego. Starano się zbadać, w jakim przypadku ma się do czynienia ze zmianą systemu partyjnego a w jakim nie. Podkreślono, że system partyjny kładzie nacisk na partie jako główne elementy składowe, a ewolucja systemu partyjnego jest funkcją zmian, które zachodzą w samych partiach.
Article is devoted to the study of the concept of party system change in the contemporary political science. The aim of the paper is to determine the essence of the party system change and its role in the process of political transformation. The article deals with the specifics of changes in different party systems. A lot of attention is devoted to the influence the socio-political divisions have on the formation of a party system. The author presents the cases when the actual change in the party system has taken place and where it has not. It is stressed that parties are the main components of the party system, and the evolution of the party system is a function of the changes that occur in the parties.

The political situation in Catalonia during the last months is changing almost daily. Catalan nationalist movements consistently continue their efforts to create an independent state. As a result, every vote – an unofficial plebiscite, local elections or elections to the Catalan parliament – is treated like a referendum on the matter of independence. The Catalan actions that are ever more faster and further-reaching meet with a growing opposition of the central government, threatening the Catalan authorities with a number of sanctions in case of taking further, concrete steps to break away from Spain. Although, from the outside, the Catalan independence parties seem to be a monolith, the situation on the regional political scene is much more complex. During the past several months, the balance of power of political parties in Catalonia was completely changed. Ruling for almost thirty years, Convergencia i Unió divided and the results of the election of 27 September forced Prime Minister Artur Mas (of the centre-right CiU) and the leaders of the new pro-independence coalition Junts pel Si to seek an ally in the far-left Popular Unity Candidacy. Therefore, this is a time of difficult choices for Catalonia, not only in relation to the issue of independence, but also when it comes to alliances on the national political scene. In this article, I will try to analyze the curent political scene in Catalonia and its impact on the independence aspirations of the Autonomous Community. I will examine the current balance of power of political parties and the changes that have occurred in 2015. I will look at the programmes of the leading – in recent years as well as currently – Catalan political factions in terms of their outlook on the issue of independence. Finally, I will consider in what way the complex situation on the Catalan political scene may become a determinant of the effectiveness of the demands for independence made by the authorities of Catalonia.

Избирательное право в Российской Федерации неоднократно изменялось. Такие частые изменения “правил игры” не могли не сказаться на качестве ее партийной системы. Так, в 2005 году произошла наиболее значительная рефорама избирательного права: смешанная система выборов в Госдуму заменялась полностью пропорциональной системой. Эффектом изменения избирательной системы было значительное уменьшение количества политических партий в Российской Федерации, а также усиливание позиций партии власти в Государственной Думе. В 2012 году вновь вводилась смешанная избирательная система и были упрощены условия регистрации политических партий. В статье будет предпринята попытка проанализировать влияние изменений избирательного законодательства в 2005–2015 годов на состояние Российской партийной системы.
The right to vote, during the whole period of Russian Federation’s existence as a new state, has been a fairly ambiguous and controversial issue. Such frequent “game rule” changes made a relevant impact on the quality of its party system. Thereby, in 2005 the most important reform of electoral law took place, the mixed system of elections in Russian`s Duma (Parliament) was entirely changed to proportional vote system. Significant reduction of political parties in Russian Federation along with the substantial strengthening of the “ruling party” had a considerably negative effect on the changes in the voting system. However, in 2012 the mixed vote system was renewed and conditions for registration of political parties have been simplified. In this article the impact of changes in electoral law since 2005-2015 on the general conditions of the Russian party system today will be considered and analysed.

For a growing group of voters the UKIP party ceases to be a second choice, and it becomes a main party. But, contrary to popular belief, its electoral success is only partly due to its Eurosceptic program. Its growing support is rather the result of disappointment in policies of the main parties and a sense of alienation of a growing social group, failing to find its way in a liberal, multicultural society. Note, however, that the UK electoral system rewards parties that have geographically concentrated support, yet in case of UKIP it is distributed fairly evenly. For this reason, even a significant popular support will translate only in a small degree into the seats in the House of Commons. UKIP electoral successes has forced the major political parties to modify their policies, which manifested mainly in radicalization of their programs in the area of immigration and asylum policy, as well as their attitude towards the UK’s membership in the European Union.

This article aims to reconstruct the functioning of political parties that was present during the establishment of the foundations of the democratic system and political practice, from the “Velvet Revolution” to the creation of a competitive party system with a dominant political party – Movement for Democratic Slovakia (HZDS) set up by Vladimir Mečiar; who served as prime minister in the years 1993–1998 (including a hiatus in 1994) greatly affecting the state internal and international policy, and held the post of the sole chairman of the party until its dissolution. V. Mečiar’s rule was marked by the interweaving of the elements of the wave of democratization with the reverse wave of de-democratization. The pro-democratic and undemocratic tendencies displayed by Mečiar were determined – apart from objective factors – by the personality traits of the prime minister: his commanding and charismatic leadership style, authoritarianism, making public decisions in a ruthless manner devoid of impartiality, or violations of democratic norms and values. Apart from its scientific purpose, this article may also fulfil a practical function allowing the possibility of using the research findings in social practice/politics.

There is no empirical evidence of the negative impact of decentralization on the characteristics of the party system, especially when it comes to the process of party system nationalization in young democracies. In new democracies with non-uniform functional cleavages a high level of decentralization may prevent the formation of a nationalized party system. Political decentralization creates opportunities for the formation of a special, subnational party system that determines selective competition in a particular region. At the same time, financial decentralization expands access to resources (financial, land, etc.) for subnational political actors, which in turn strengthens their positions and makes them independent from the center (administrative, political, financial). However, it is obvious that political decentralization affects the degree of party system nationalization which manifests itself in the phenomenon of regional or ethnoregional parties. Thus, the emergence of ethnoregional parties in Europe is directly or indirectly connected with decentralization processes. In Ukraine, even before the beginning of the active phase of decentralization, local elections in October 2015 recorded the territorial fragmentation of the party system of Ukraine, for which there are no legislative prerequisites. Parties that have managed to become members of regional councils can be classified into five types: 1) parties of the leader’s type, whose leaders were once elected in a majority district; 2) post-Maidan parties, wchich are the result of the revitalization of civil society; 3) pro-government parties, in the lists of which local officials are widely represented; 4) lobbying, defending the interests of large businesses at the local level, because the deeper is decentralization, the more powers will be transferred to local authority; 5) genuine ethnic parties, represented only by “KMKS”; the Party of Hungarians of Ukraine. Even more alarming trends for the party system nationalization were revealed by the recent elections held in the united territorial communities (UTC), formed during the implementation of the territorial reform. The election results in the UTG not only do not reflect, and in some moments even contradict the party structure in parliament, and the results of opinion polls on parliamentary elections.At first glance, the results of the elections in the UTC can be ignored, since they are not representative for the whole country – they cover only about 5% of all voters in Ukraine. In addition, they are held by proportional, and not mixed, as a parliamentary election, system, which can also affect the obtained results. However, together with the results of the 2015 local elections they indicate a tendency towards the denationalization of the party system: the emergence of regional political parties not represented in the national parliament, which can consciously be limited to the local level of politics. The reason is that the deepening of financial and land decentralization will provide them with the necessary resources, at least in the near future.

The article presents the contemporary debate about political and suffrage transfor-mation in Bulgaria. Bulgarian political and electoral system evolved between 1990–2009. It is worth noting that it is still characterized by minimal political and party stabil-ity. The swing of the electoral preferences is large, which results in changes in the run-ning of the cabinet. It means that the political system is unconsolidated. By contrast, the Bulgarian electoral system is multimandate and underwent a number of reforms. A great deal of attention in legislation is given to the financial support for election campaigns and to complement it with the d’ Hondt method.

The purpose of this article is to present the scope of authority of party leaders in selected Polish political parties. The study included the following parties: Civic Platform (PO), Law and Justice (PiS) party, the Democratic Left Alliance (SLD), Polish Peasants’ Party (PSL), Your Movement (TR), Right Wing of the Republic Polish (PR), the New Right (NP) and the Greens. The article addresses the problem of electing a leader of party. The importance of exclusive competence (the powers that belong only to a leader) of the leaders of the Polish party is analyzed. The leader of party may on their grounds decide in certain areas of action of the party. This applies in particular to internal structure, staffing party, the nomination of candidates for election as well as disciplining party members. In most of the subjected parties the leaders have a broad range of rights including the exclusive character. According to the author, some of these powers undermine democratic nature of the party structure.

Article refers to the ratio of the party and their constituents facing the problems of social stratification. The analysis underwent voters of elections to the European Parliament and election to the local governments 2014. There were considered five Polish parties: Platforma Obywatelska, Prawoi Sprawiedliwość, Sojusz Lewicy Demokratycznej, Polskie Stronnictwo Ludowe, Nowa Prawica of Janusz Korwin-Mikke. The respondents’ preferences were also examined in the relation to the place on the political scene declared by them and defining accordingly as left wing, right wing and centre. It was questioned whether differences in income between rich and poor in Poland are too large and whether the state should seek to reduce income inequalities of citizens. For the voters of most of the parties income differences were too high. The voter majority also believed that the state was to reduce the differences. The majority of opponents of the state involvement was only in the group of voters of Nowa Prawica. The views of voters slightly differed in the context of left and right division.

Israel’s party system has been characterized by the bipolar rivalry between the left-wing and right-wing blocks since the late 1970s. In recent years we could have seen at least two trends that seem to diverge from this model. For the last 9 years, the Likud party has formed three successive governments which have made Benjamin Netanyahu the longest continuously serving prime minister in the history of Israel. Another new occurrence is the preservation of a significant representation of the centre parties for four Knesset terms in the row. The aim of the paper is to verify whether Israel’s party system has departed from the two-blocs bipolar model. Based on the empirical data (election results, government formation, party’s political platforms) it examines whether the parties’ rivalry in the years 2009–2018 differed qualitatively from the previous period. To answer this question the paper investigates three hypotheses. First – Likud has become a dominant party in Israel. Second – a dominant and stable Israeli right-wing parties’ bloc has formed. Third – an enduring and relevant centre sector has emerged in Israel’s party system.

Opis:
This article presents the perception of environmental issue by Polish society - attaching importance to these issues and the assessment of political activities in solving environmental problems. The first part of the article describes environmentalism and the green parties which gained relevant position in Western European party system in the 70s of the twentieth century. Then the activities of the Greens in Poland and other Central European countries are described that took place after the collapse of the communist system in 1989. The article also illustrates the results of research on social perception of the environmental issues. The vast majority of Poles consider these issues important and claim that politicians should increase their activities in this area. Nevertheless, this doesn’t affect the position of the Greens in the Polish party system. This is due to the history after World War II when Central Europe was in the Soviet sphere of influence and the weakness of the green parties that have never been able to present their offer efficiently to public opinion.

Existence of the “phantom” parties in the Ukrainian political system has negative consequences as it withholds the party system qualitative structuring process.

The aim of the presented analysis is to identify factors correlated with the proportion of seats obtained by new political parties in party systems of Central and Eastern European countries. The study provides an original approach to success of new parties, offering factors divided into in four groups (political, social, institutional and economic factors). The study results confirmed that a higher proportion of seats obtained by new parties in the investigated area correlated with lower trust in the European Union, lower institutional trust (index based on trust in the parliament, government and political parties), poorer evaluations of the future of the country (illustrated with the prospective voting variable), lower income inequalities in the society (illustrated with the Gini coefficient value), and a higher effective number of parties. No significant relationships were observed in the case of institutional factors (including the electoral system).
Prezentowana analiza ma na celu zidentyfikowanie czynników wykazujących związek z odsetkiem mandatów dla nowych partii politycznych w warunkach systemów partyjnych państw Europy Środkowej i Wschodniej. W trakcie badań zaproponowano autorskie zestawienie czynników mogących współwystępować z wyższym wynikiem mandatowym nowych partii, skategoryzowanych w obrębie czterech grup (czynników politycznych, społecznych, instytucjonalnych oraz ekonomicznych). Uzyskane rezultaty potwierdziły, że wyższy odsetek mandatów zdobytych przez nowe ugrupowania na badanym obszarze współwystępował z niższym poziomem zaufania do Unii Europejskiej, niższym zaufaniem instytucjonalnym (wskaźnik stworzony na podstawie zaufania do parlamentu, rządu oraz partii politycznych), gorszymi ocenami co do przyszłości państwa (zobrazowanymi zmienną prospective voting), mniejszym rozwarstwieniem dochodowym społeczeństwa (ukazanym wartością współczynnika Giniego) oraz wyższą efektywną liczbą partii. Brak istotnych statystycznie związków odnotowano natomiast w przypadku czynników instytucjonalnych (w tym systemu wyborczego).

The stability of the political programmes and election platforms and image of politicians is a very important research question in political science. The issues are also very important components of the voters’ decision making process. The voters judge the potential of politi-cians this way. The Real Politics Union is attached to liberal and conservative conceptions and cannot reach higher levels of awareness of voters and also cannot achieve regular election success. There are two kinds of obstacles, with the first being the image of the party and its leaders (tenacity, stubbornness, lack of confidence) and the second are the several objective elements (parties financing system, media silence, the electoral system). The article tries to give a partial answer to the problem of the functioning of small, extra-parliamentary parties and their efforts to enter the mainstream of Polish political arena.

The aim of the article was discuss the elections to the European Parliament in Poland in 2014, taking into consideration the political situation before the elections in particular. The influence of the parliamentary elections in 2011 on the Polish political scene, and the activity of governmental coalition of the Civic Platform and the Polish Peasant Party, as well as the emergence of new political entities actively participating in electoral competition, has been analysed. A detailed analysis was done regarding the course of election campaign, paying attention to the elements of negative campaigning as well as the course of the elections themselves. The final reflections were dedicated to the election results and their influence (consequences) on the Polish party system.

The 2014 European elections in Romania represented a test for the political parties preparing for the presidential elections at the end of the same year. Firstly, we analyze the political context in which the European elections took place. Since 2012 the changing governing coalitions have created an unstable party system with many politicians shifting party allegiances. Several high ranking party officials were considered suspicious for corruption acts and this affected the nomination of candidates. Secondly, we show that although the ideological allegiance of citizens and political parties increased since 2012, the match between policy preferences of political party and their supporters continues to be remarkably low. Finally we discuss several effects of the European elections, including difficulties in appointing candidates and creating electoral coalitions for the presidential elections encountered by the center right wing parties.

The immigration is recently the most important issue influencing the fates of European Union member states. Presented article diagnoses the attitudes to immigrants arriving to EU among Polish citizens and examines how the migration crisis can affect the Polish party system according to emerging of new parties approaches. The conducted empirical research shows that majority of Polish voters are against hosting immigrants in their country. However, in contrast to the West European party systems, there is also plenty of relevant Polish parties with negative stance to immigration. Therefore, the immigration cannot be considered as a factor of party system change.

This article analyzes the constitutionalization process of political parties in Poland and the evolution of party system in the years 1918–2018. It is an analysis of political parties in Poland that draws on political science methods and legal studies methodology. We use a concept by Heinrich Triepel, who constructed a four-phases model of relations between parties and the state. The phases are: the abatement of parties (Stadium der Bekämpfung), the ignoring of parties (Stadium der Ignorierung), acknowledgement and legalization (Periode der Anerkenung und Legalisierung) and constitutional incorporation (Ära der verfassungβmasigen Inkorporation). Upon regaining its independence in 1918, Poland entered the third phase. It was not until 1989 that Poland entered the phase of constitutionalization of parties. The methods we employ are historical analysis, document research and comparative analysis. In the article we discuss the evolution of Polish party system and divide it into periods: first spanning from 1918 till 1939, second starting in 1944 and ending in 1989, the last one beginning in 1990. We conclude that the party system in Poland after 1989 underwent a long process of changes. It moved from a system of extreme party fragmentation to a system of imperfect bipartisan competition. What is more, the process of stabilization of electoral law and the institutionalization of political parties contributed greatly to the consolidation of the Polish party system.
Artykuł dotyczy procesu konstytucjonalizacji partii politycznych w Polsce w latach 1918– 2018 oraz ewolucji systemu partyjnego. Stanowi on studium prawno-politologiczne funkcjonowania partii politycznych w Polsce. W analizie wykorzystana została przede wszystkim koncepcja Heinricha Triepela, który ujął relację między państwem a partiami w 4 stopniowym podziale: stadium zwalczania (Stadium der Bekämpfung), ignorowania (Stadium der Ignorierung), uznawania i legalizacji (Periode der Anerkenung und Legalisierung) oraz konstytucyjnej inkorporacji (Ära der verfassungβmasigen Inkorporation). Polska odzyskując niepodległość 1918 roku weszła od razu w trzecie stadium, natomiast dopiero po drugiej wojnie światowej w stadium konstytucjonalizacji partii. Wykorzystane metody badawcze to analiza historyczna, analiza dokumentów oraz porównawcza. W artykule omówiono etapy rozwoju systemu partyjnego dzieląc je na etap dwudziestolecia międzywojennego 1918–1939, lata 1944–1989, okres lat 1990–2018. Konstatując, system partyjny w Polsce po 1989 roku podlegał długotrwałemu procesowi zmian i ewoluował od system sfragmentaryzowanego do system z niedoskonałą rywalizacją dwupartyjną. Stopniowy proces stabilizacji regulacji prawnych dotyczących wyborów oraz instytucjonalizacja partii politycznych przyczyniły się do konstytucjonalizacji system partyjnego.

Explaining the variety of party systems has traditionally been an object of political science interest. The number of parties in parliament and party system fragmentation are fundamental parameters describing party systems. In the 20th century there was a division in the field: political scientists were studying the institutional determinants of party system fragmentation, whereas sociologists were focusing on social cleavages. Both paradigms were isolated from each other and their representatives had neglected discoveries by scholars representing the alternative approach. Contemporary research takes into account both groups of factors and their interaction. In this paper, the history and accomplishments of both approaches are presented. It is described how this scholarly reflection progressed from qualitative case studies to quantitative research and from isolation to integration of paradigms. The possible routes of development of this subfield of social science are analyzed and goals are formulated which should be accomplished if a complex theory of party systems fragmentation is to effectively emerge.

Artykuł poświęcony jest problematyce przemian zachodzących w ramach europejskich systemów partyjnych. Autor zwraca uwagę, że możemy obecnie obserwować proces rozpadu dotychczasowych podziałów socjopolitycznych i kształtowania się nowych podziałów. Proces ten jest efektem makropoziomowych procesów, które można określić jako rewolucja postindustrialna i rewolucja postnarodowa. Głównym celem artykułu jest próba weryfikacji hipotezy zakładającej, że efektem kształtowania się tzw. społeczeństwa informacyjnego będzie pojawienie się nowych podziałów społecznych politycznie doniosłych. Ponad pięćdziesiąt lat temu dwaj autorzy: Seymour Lipset i Staein Rokkan opublikowali książkę Party systems and voter alignments: cross-national perspectives. W pracy tej autorzy skojarzyli podziały społeczne z liniami podziałów politycznych kształtujących się w ramach europejskich systemów partyjnych. Lipset i Rokka dowodzili także, że istniejące podziały partyjne są efektem dwóch makropoziomowych procesów: rewolucji przemysłowej i rewolucji narodowej. Jednakże obecnie europejskie systemy partyjne przechodzą daleko idące przemiany. Można zaobserwować spadek poparcia dla „tradycyjnych” partii politycznych, a także rosnące poparcie dla tzw. ruchów antyestablishmentowych. Autor przyjął, że jest to efekt kształtowania się nowych podziałów socjopolitycznych będących efektem daleko idącej transformacji społecznej związanej z kształtowaniem się społeczeństwa informacyjnego. Dla potwierdzenia swojej hipotezy autor analizuje przemiany, które zaszły we francuskim systemie partyjnym. Według autora zmiany, które zaszły na francuskiej scenie politycznej, są dobrym stadium przypadku, które pozwala zrozumieć współczesne procesy społeczno-polityczne.
In this article the author examines changes in the European party systems. The author argues that we can observe process of decline of traditional social cleavages and the emergence of new social cleavages related to the macro-level phenomena which we can define as post-national and postindustrial revolution. The main aim of the article is to verify the research hypothesis assuming that in the highly developed societies that have reached the phase of information society development, new socio-political divisions are formed. Almost fifty year ago, Seymour Lipset and Stein Rokkan published a book entitled Party Systems and Voter Alignments: Crossnational Perspectives. In this influential piece of academic work social cleavages have been linked to the political alignments and party systems of Western Europe. The authors argued that the 19th and early 20th-century political movements manifested national and industrial revolution. But the character of European party systems and political cleavages changed dramatically in the past twenty years. The party systems become less stable and we can observe the process of decline of the traditional socio-political cleavages and changing of structure of political conflict. French party system is one of the most interesting cases of declining of the traditional political cleavages. The results of the last presidential elections are surprising: for the first time since the founding of the Fifth Republic in 1958, two major political parties have been voted out of the race in the first round. The French elections seem to be confirming a trend of the decline of traditional parties and traditional social and political cleavages.

Examination of the party system inevitably forced to deal with the problem of organizational identity Polish parties. Today, the essence of the problem concerns the transformation of the party system in Poland, which have their origin in the electoral battle in 2005. The current political rivalry, based on stable relations between the camp „post-Solidarity” and the camp „post-communist” began to lose its importance. An important issue with which every political scientist aims to describe the modern party system is a further question about the political scenario and for a further two-tier model of political compe-tition between PO and PiS. The purpose of text is an indication of the enormity of the obstacles and dif-ficulties which must face a political scientist at the analysis of the processes taking place in the Polish political party system in the period 2005–2011. An-other issue deserving attention is the special phenomena and processes that must be tackled contemporary political science, and which are currently in Poland's political life, such as „media coverage” or „cartelization” of politics. Events of the years 2005–2011 and their impact on political life in the coun-try are of much controversy in the scientific community. Many voices in the ongoing discussion in the pages of scientific journals indicate that some issues relating to contemporary political competition is not yet clear. Changing the nature of the organization of political parties and the conduct of election cam-paigns and the contemporary nature of political competition are still unex-plored area in the field of political science.

W artykule analizowane są trzy nowe partie brytyjskie o profilu eurosceptycznym: Referendum Party, UKIP i B rexit Party. Przedstawiono ich genezę, programy, poparcie wyborcze, zmiany lojalności wyborczych, jakie wiązały się z ich aktywnością. Postawiono pytanie, w jakim stopniu pojawianie się partii eurosceptycznych może być interpretowane jako ważna zmiana w brytyjskim systemie partyjnym. Analiza pokazała, że ważniejszy niż eurosceptycyzm jest w aktywności tych ugrupowań nurt populistyczny, który może być bardziej trwały i stać się podstawą do powstania innych nowych partii.
In the article, three new British Eurosceptic parties are analysed, Referendum Party, UKIP and Brexit Party: their origin, programmes, electoral support and voters’ realignment, caused by their activity. The question was asked about the importance of their Eurosceptic profile for the change in the British party system. Analysis shows that more important than Euroscepticism was their populist profile, which has the potential to outlive those particular parties and cause the emergence of new ones.

Elections to the European Parliament (EP), because of its role in establishing the legal order in member states of the European Union (EU), should become increasingly crucial among all the direct elections in which Poles participate in our country’s political system.  But the results of analyses carried out by various research institutions indicate that, in Polish public opinion, the elections to the EP are the least important in terms of the meaning they have for Poles. Since the start of their organization, these elections have consistently come second (in terms of significance) to domestic elections – Presidential, Parliamentary, and local.Yet these elections, for many reasons, were actually the most important of all European elections so far. The following paper is an attempt at answering the question of how important the issues of Polish membership in the EU, EU`s functioning and policy, economic and some selected socio-cultural (especially moral and religious) problems. To answer that question, an analysis was made of the program documents of all parties participating in the 2014 elections to the EP, as well as of party leaders’ statements, mostly posted on the Internet (i.e. on the political groups’ websites). The analysis was conducted taking into consideration three areas:Political: – expansion of the Eurozone into Poland, the possibility of blocking treaties by particular member countries, a common EU foreign policy, the idea of „European solidarity”, the assessment of the integration process, and potential sanctions to be placed by the EU on Russia;Economic: – commercialization and privatization of the health care system, the problem of government interference in the economy, environmental protection at the cost of economic development, decreasing expenses as a means of fighting the economic crisis, and employee redundancies;Moral – Religious: – the possibility of legalizing unions by homosexual couples, the legalization of abortion and marijuana for personal use, the possibility of trading on Sundays and holidays, the introduction of sexual education into schools, the separation of church and state by removing religious symbols from the public sphere, as well as the impossibility of financing churches through public funds.

The paper under consideration describes the local elections of 2006-2015 in the Transcarpathian region. Their influence on the development of party structure of the region has been revealed as well. It has been noted that according to the results of local elections of 2006 and 2010, parliamentary mandates were received by the electoral block «Our Ukraine», Yulia Tymoshenko’s block, the Socialist Party of Ukraine, the Party of Regions, Lytvyn’s People block, “KMKS”, the Party of Hungarians of Ukraine, the Democratic Party of Hungarians of Ukraine. The distribution of party political forces on the eve of local elections and the favorites of the election campaign of 2015 are as follows: political party «Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Unified Center». It has been stressed that the local elections of 2006, 2010, 2015 demonstrated a high result of the Hungarian parties. The regional peculiarities of the organization of election campaigns have been clarified. The factors, determining them have been outlined as well. Among them: geographic location of the region, historical traditions, ethnic factor (the residence of the Hungarian minority) etc. The main milestones in the evolution of the Party’s structure of the region are described: 1) 1990-1995; 1995-2002; 2002-2006; 2006-2010; 2010-2014; starting from 2014. It has been summarized that according to the results of 2014 parliamentary elections, and the local elections of 2015, the following political parties become dominant in the party’s structure: a) formed as the сonsequences of the Revolution of Dignity («Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Samopomich” Union»); b) «regional parties» (political party “Unified Center”, KMKS, the Hungarian Party of Ukraine, the Democratic Party of Hungarians of Ukraine); c) the parties that won the results of the local elections of 2015 (political party «Vidrodzhennya», the political party «Our region», the Agrarian Party of Ukraine).

The article presents the determinants of creating candidate lists in European Parliament elections in Poland. Its subject context is the evaluation of importance of selected factors with reference to the effect obtained in the election. The main study hypothesis assumes different patterns of creating candidate lists in EP elections in comparison to parliamentary elections, involving the combined occurrence of several determinants. The first of them is the tendency to fill the highest positions in candidate lists with popular people well-known in the media, who have an advantage over anonymous ones. The second factor is territorial bonds connecting candidates with the electoral district where they stand for election. Another determinant taken into consideration is the territorial form of the candidate list. The last important element of analysis is the concentration of support, determined by the position on the candidate list.

The indisputable uniqueness of the US’s political system is also reflected in its party system. The exceptional nature of some elements that characterize the most important US political par- ties can be illustrated by presenting the evolution of what is called neoconservative thought. Neoconservative roots reach back to the Democratic Party, yet the implementation of their most important assumptions, in particular in the field of international policy, is strictly related to their changeover to the Republican side. The objective of this paper is therefore to indicate the transi- tion that took place in the US political stage, mainly in the period of the Ronald Reagan adminis- tration, and to determine the modern position of neoconservatism, in particular in the context of the weakened Republican position following the election success of Barack Obama.
