The article describes the analysis of the modern British party system in the age of changes and transformations. In particular, it analyzes the changes in the electorate as well as the legal-institutional conditions which, in consequence, led to a shift in the balance of power between the political parties on the parliamentary level that occurred after the 2010 general election. Forming a coalition in the Parliament and the Cabinet marked the beginning of an ideologically and politically difficult rule of two parties which both politicians and voters alike had to learn. I argue that the above circumstances led to a certain “crisis” not only in the way administration is handled but also in the society’s political participation. Simultaneously, it relates to what I view as a change in the British party system. The present article largely focuses on the transformations within the British party system that occurred in the early 21st century, on the genesis of the processes which affects the transformations in the above system, as well as on the causes and effects of these phenomena.

The purpose of this paper is to determine the level of support for the process of accession of the Republic of Macedonia in the European Union by political parties, but also to determine whether that support is only nominal, i.e. declarative, or is it realistic, concrete and active support realized through instruments and mechanisms available to the political parties in the country. Also, in this paper will be analyzed the attitudes of political parties in Macedonia, referring to the name dispute with Greece, fostering good neighborly relations with Bulgaria, Serbia and Albania, but also in respect of certain internal political issues.

The importance of the media for the party system formation in Poland in the transforma- tion is unarguable. This signifi cance resulted from the lack of developed party structures that could be involved in process of communication between party elites and electorate. Hence, media became the only possible instrument that might have been used in arousing electorate’s interest. The article addresses the dependency between the level of institutionalization present in the Spanish party system, electoral accountability and assigning responsibility. The primary research objective of this article is to determine the extent to which electoral volatility is present in Spain, both at the aggregate and individual level, which is a measure of the degree of institutionalization reached by a party system. Next, the dependency between electoral volatility and fluidity of elites at the electoral and parliamentary level is analysed. This allows for an answer to the question of whether there is a problem in Spain with assigning responsibility, having regard to the fact that the presence of extensive electoral volatility among both voters and political elites makes it difficult to speak of effective accountability.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?

Since the end of the last century Mexico has experienced a profound proces of political and electoral change which was reflected in its transition from a dominant party authoritarian regime to a competitive multiparty system. This paper has two parts and a concluding section. The first part focuses on major changes in a number of relevant dimensions of the Mexican party system, including electoral competitiveness, party fractionalisation, electoral volatility, nationalisation, and the aggregate distribution of partisan loyalties among the electorate (macropartisanship) over the last three decades. The analysis is based on aggregate electoral data at the national and the district level, as well as on data from surveys of public opinion. The paper shows important changes in the structure and behaviour of the Mexican electorate, such as increasing partisan de-alignment as well as growing competitiveness, fractionalisation, and nationalisation of the party system. The second part is a brief review of the factors driving the process of political and electoral change in Mexico.

The aim of this paper is in the context of the main specifics of the Slovak parliamentary elections in 2016 to highlight the party development in Slovakia and to predict its future direction. Parliamentary elections due to electoral instability and fluctuations determined the configuration of the parliamentary political scene. The proportion of new, nonsystem parties was increased and output was to create surprising ruling coalition which has dissolved the existing ideological and ethnic line. The ambition of the paper is tho highlight the political situation that followed the elections and significantly modified the distribution of political forces existed previously.

The aim of this paper is to describe and assess the political parallelism pertinent to the post-communist Lithuanian mass media; and to show potential risk (for democracy, civil society) of the absence of the political parallelism. Referring to the concepts, communicative democracy is defined as free, open and democratic communication organized around three equally legitimate public sphere actors – politicians, journalists and public opinion, and populism is understood as good, entertaining and effective communication with people, eroding basic functions of the political parties (institution- alization of ideological confl icts) and politicians (representation). The paper provides insights about the dangers to quality of democracy which the free mass media might present when it gets utterly away from political parallelism. Special attention is placed on the tendencies of media personnel to be active in the political life. Th e (universal) contemporary mass society phenomenon, coupled with the (post- communist regional) ill-structured of the post-communist political field and (local) specific traditions of the Lithuanian political culture and public sphere, gave birth to the peculiar absence of the mass- media and politics parallelism in the country. In the conditions of the relative absence of foreign ownership of the mass-media outlets in Lithuania, the local media barons are able to produce and impose their own public-agenda, which hampers development of the civic-minded public sphere and definition of the social and professional responsibilities of the journalism as a profession and as a so- cial category. The Lithuanian mass-media and government relations evolve along the lines of the zero-sum game: they seek to control each other, and at the same time try to avoid being controlled by the other, while any other pattern of inter-relations does not appear as viable and appropriate.

In reality of representative democracy, the economic situation of the state is one of the most important factors determining the stability and durability of a political system. In 2008 an intense economic crisis affected whole Europe. One of consequences of this situation were serious changes in composition and functioning of political systems and its subsystems in almost all countries belonging to the region. This phenomenon has also occurred in contemporary Spain. The main aim of this paper will be to show how the Spanish party system has changed after the outbreak of the economic crisis of 2008.

This paper concentrates on the Polish party system and the concept of cartel party. Its purpose is, on the one hand, to estimate the degree of dependency between the Polish parties and the state and, on the other hand, to analyse the development of the Polish parties in the light of the concept of cartel party. The author argues that the Polish party system is too unstable to recognize the emergence of a cartel. The author also maintains that the Polish parties have adjusted the structure of the state to suit their own needs. They have also accepted the fact that only the presently ruling parties can derive benefits from administration. Whereas the remaining parties, having secured their own financing from the state Budget (having secured their survival), can only wait to gain a chance of takeover. This article focuses on describing the establishment of the concept of cartel party and it also analyses this concept in the light of the following aspects: the political parties’ public financing system, the Polish electoral system (described along with the changes in the parliamentary electoral law introduced by political parties), and last but not least, the extent of political patronage.

Democratic consolidation is a complex problem area. In this article it is analyzed, first, from the perspective of the concept of support for democracy, originally conceptualized by David Easton and then elaborated by Hans-Dieter Klingemann and Russell Dalton. Second, since democratic institutions and procedures do not operate in a void, the social context of civil society, social engagement and political parties are analyzed. As far as possible, the empirical analyses are conducted according to a complex and ramified theoretical model based on these concepts. Eleven European countries are analyzed including seven established democracies, three of which are historically Catholic countries (Spain, Italy, Ireland). In light of the importance of the communist legacy, the data for Germany are presented separately for western and eastern lands. The data presented in this article are derived from the most recent, publicly accessible research containing comparable information on all 11 countries, with a few minor exceptions.

The party system and the parties within it were ones of the relevant elements of system transformation in Poland. We can identify several significant determinants of the process with regard to this area. The first of them is formal standards and their influence on the course of political competition. The second is the functions attributed to political parties in the political and party system. The third one is connected with the significance of social structure’s specificity and its influence on voting behaviors. The fourth determinant is the models of competition at the cabinet level. The paper presents these four determinants of development of political parties and the party system in Poland in the perspective of democratization processes.

The author analyses the dynamics of the Polish party system in the light of the outcomes of the parliamentary elections in the Third Republic of Poland (since 1989). He exposes especially the last element of that evolution – the 2015 parliamentary election. It resulted in the victory of Law and Justice (PiS) party. For the first time in the history of democratic Poland, the victor was able to create a government without having to negotiate with coalition partners. The success of PiS seems to be a result of the combination of several factors. It would be mistaken to portray an emerging situation as a simple rightist win. PiS to some extent represents a social attitude, typical for the socialist (social-democratic) parties, with some part of the program including a populist message, but with the combination of a conservative approach to several issues and nationalistic stand on a perception of patriotic mood. The important meaning has a support of PiS by the Catholic Church, especially at the grass-roots level. The victory of PiS and forming of the majority government have an important meaning for the functioning of the political parties’ system in Poland. For the first time since 1989, there were not balancing of power situation which the coalition governments have brought about. The political parties, creating the opposition in parliament, must offer a new strategy of behaviour in such circumstances, especially dealing with challenging the PiS policy to compromise a democratic system based on the 1997 Constitution, e.g. division of power, position of the Constitutional Tribunal and functioning of the judiciary.

The aim of the article is to identify cleavages that have been in Czech and Polish party system located since 1989. These cleavages are compared to determine the hierarchy and degree of their importance. It is also demonstrated the effort to determine the potential future development of the cleavages in these two countries. In this article as key for the formation of cleavages are considered elections to the lower houses of parliament. Elections to the upper houses of parliament and European elections are not relevant for the purpose of this work, because they are considered as second-order elections, thus they have no direct impact on the formation of cleavages.

The emergence of new party should be an answer for voters’ demand on new political initiatives. Since the beginning of the 21th century we have been faced with lack of representativeness of political parties. In addition, there is weak party identification among Polish electorate. The empirical research presented in this article proves that the portion of electorate expecting an emergence of new party is increased. However, the Polish voters don’t believe that potential new parties can reach the relevant position in party system. The results of Palikot Movement (currently: Your Move) in parliamentary election 2011 and the Congress of the New Right in this year’s European Parliament election shows that appropriate political program can bring about a success of new political formation.

During the quarter-century of democracy in Poland, most of the parliamentary par-ties had a post-communist or post-Solidarity origin. Only three formations without links to the two sides of the Round Table agreement – League of Polish Families (LPR), Self-Defence (Samoobrona) and Palikot’s Movement (Ruch Palikota, now: Your Move) – have achieved political relevance. The analysis of their road to parliament helps to cap-ture the specificity of the success of genuinely new parties in Poland. The factors that affect high electoral support for the aforementioned three parties were: advantageous configuration in Polish party system, strong leadership and articula-tion of new issues or neglected demands (exploitation of new community division and filling an ideological niche). The fate of LPR and Samoobrona confirms that the last factor seems to be crucial for the success of genuinely new party.

The victory of the National Front Party led by Ms. Marine le Pen within the European Parliamentary Election in France by May 2014 raised the question whether or not it signals the end of the French left-right bipolarized party system. This option remains uncertain. The far-right party of the 45-year-old daughter of National Front founder, Jean-Marie Le Pen, gained new voters, deepening the national audience of the extremist party geographically and in the different categories of the population. But the still remaining French “presidentialist” constitutional political regime continues to operate under a strong constraint in favor of bipolarization. Meanwhile, the possible presence of Ms. Le Pen as the two-qualified opponent for the second round of the presidential election is currently determining, and will continue to determine for the next two years, the political strategies of the 2017 future running candidates and parties.

The purpose of this paper is to present the parties operating at the European level in order to show their specificity and the system o f relations emerging among them. The paper consists of three parts. In the first one, a triad: the national parties - political groups in the EP - political parties at the European level (Europarties) are characterized. In the second one, the concept of the party system is presented. In the third one, this concept and its components (parties, interactions) are applied to discuss the adequacy of their use in the European context. While it is possible to speak o f European political parties, it is much more difficult to prove the existence of a European party system. Interactions among the Europarties take place only in the parliamentary arena, but there is no competition between the governing majority and the opposition. These relations lie more in building the consensus necessary for the EP to decide by majority vote. There is no European party system in the electoral arena, where national parties compete, nor in the governmental arena, as the European ‘government’ (Commission, European Council) is not appointed on the basis o f the political parties.
Celem niniejszego artykułu jest przedstawienie partii funkcjonujących na płaszczyźnie euro - pejskiej, ukazanie ich specyfiki oraz kształtującego się między nimi układ stosunków. Artykuł składa się z trzech części. W pierwszej scharakteryzowano triadę: partie krajowe - grupy polityczne w PE - partie polityczne na poziomie europejskim (europartie). W drugiej przybliżono pojęcie systemu partyjnego, w trzeciej odniesiono to pojęcie oraz składające się na niego elementy (partie, interakcje) do partii na szczeblu europejskim, przeprowadzając dyskusję nad adekwatnością ich stosowania w kontekście europejskim. O ile można mówić o istnieniu europejskich partii politycznych, zdecydowanie trudniej udowodnić istnienie europejskiego systemu partyjnego. Interakcje pomiędzy europartiami zachodzą jedynie na arenie parlamentarnej, przy czym nie mają one charakteru rywalizacji pomiędzy rządzącą większością i opozycją. Polegają raczej na budowaniu konsensusu potrzebnego parlamentowi do podjęcia decyzji większością głosów. Nie ma europejskiego systemu partyjnego na arenie wyborczej, gdzie mamy do czynienia z rywalizacją partii krajowych, jak również na arenie rządowej, jako że europejski „rząd” (Komisja, Rada Europejska) nie jest powoływany na zasadzie partyjnej.

Irlandzki system partyjny po 2011 roku: zmiana czy rewolucja? Irlandzki system partyjny był traktowany do niedawna jako bardzo stabilny. Dominowały w nim dwie rywalizujące ze sobą konserwatywne partie polityczne. które dopiero w latach 90. dopuściły możliwość tworzenia koalicyjnych rządów z innymi partiami. W roku 2011 doszło do historycznej zmiany – wybory parlamentarne po raz pierwszy od 1932 roku przegrała Fianna Fáil. która uzyskała najgorszy wynik w historii. Klasyczne parametry pomiaru dynamiki systemów partyjnych nie odzwierciedlały jednak w sposób odpowiedni tej transformacji. W artykule staramy się wykazać. że bez uwzględnienia istotnych zmian społeczno-kulturowych metoda analizy systemowej skoncentrowana na danych uzyskiwanych na bazie rezultatów wyborczych pozostaje niewystarczającym narzędziem opisu irlandzkiego systemu partyjnego. Dokonujemy rekonstrukcji najistotniejszych wydarzeń związanych z ewolucją tego systemu w latach 2011-2016 i staramy się odpowiedzieć na pytanie. jak relewantne partie polityczne zareagowały na zmianę wzorców rywalizacji.
Until recently the Irish party system has been considered as very stable. It was dominated by two rival conservative political parties. which only in the 1990s allowed the possibility of forming coalition governments with other parties. In 2011 there was a historical change – for the first time since 1932 Fianna Fáil lost the parliamentary elections with the worst result in history. However. the classical parameters of the dynamics of party systems did not adequately reflect this transformation. In the article. we argue that without taking into account significant socio-cultural changes. the method of system analysis. focused on data obtained on the basis of election results. remains an insufficient tool to describe the Irish party system. We reconstruct the most important events related to the evolution of this system between 2011 and 2016 and try to answer the question of how relevant political parties reacted to changing patterns of competition.

Artykuł traktuje o kategorii zmiany systemu partyjnego we współczesnej politologii. Celem pracy jest ustalenie istoty procesu zmian systemu partyjnego i jego roli w warunkach transformacji politycznej. Określono specyfikę zmian różnych rodzajów systemów partyjnych. Szczególną uwagę zwrócono na wpływ czynnika podziałów socjopolitycznych na proces kształtowania się systemu partyjnego. Starano się zbadać, w jakim przypadku ma się do czynienia ze zmianą systemu partyjnego a w jakim nie. Podkreślono, że system partyjny kładzie nacisk na partie jako główne elementy składowe, a ewolucja systemu partyjnego jest funkcją zmian, które zachodzą w samych partiach.
Article is devoted to the study of the concept of party system change in the contemporary political science. The aim of the paper is to determine the essence of the party system change and its role in the process of political transformation. The article deals with the specifics of changes in different party systems. A lot of attention is devoted to the influence the socio-political divisions have on the formation of a party system. The author presents the cases when the actual change in the party system has taken place and where it has not. It is stressed that parties are the main components of the party system, and the evolution of the party system is a function of the changes that occur in the parties.

The political situation in Catalonia during the last months is changing almost daily. Catalan nationalist movements consistently continue their efforts to create an independent state. As a result, every vote – an unofficial plebiscite, local elections or elections to the Catalan parliament – is treated like a referendum on the matter of independence. The Catalan actions that are ever more faster and further-reaching meet with a growing opposition of the central government, threatening the Catalan authorities with a number of sanctions in case of taking further, concrete steps to break away from Spain. Although, from the outside, the Catalan independence parties seem to be a monolith, the situation on the regional political scene is much more complex. During the past several months, the balance of power of political parties in Catalonia was completely changed. Ruling for almost thirty years, Convergencia i Unió divided and the results of the election of 27 September forced Prime Minister Artur Mas (of the centre-right CiU) and the leaders of the new pro-independence coalition Junts pel Si to seek an ally in the far-left Popular Unity Candidacy. Therefore, this is a time of difficult choices for Catalonia, not only in relation to the issue of independence, but also when it comes to alliances on the national political scene. In this article, I will try to analyze the curent political scene in Catalonia and its impact on the independence aspirations of the Autonomous Community. I will examine the current balance of power of political parties and the changes that have occurred in 2015. I will look at the programmes of the leading – in recent years as well as currently – Catalan political factions in terms of their outlook on the issue of independence. Finally, I will consider in what way the complex situation on the Catalan political scene may become a determinant of the effectiveness of the demands for independence made by the authorities of Catalonia.

Избирательное право в Российской Федерации неоднократно изменялось. Такие частые изменения “правил игры” не могли не сказаться на качестве ее партийной системы. Так, в 2005 году произошла наиболее значительная рефорама избирательного права: смешанная система выборов в Госдуму заменялась полностью пропорциональной системой. Эффектом изменения избирательной системы было значительное уменьшение количества политических партий в Российской Федерации, а также усиливание позиций партии власти в Государственной Думе. В 2012 году вновь вводилась смешанная избирательная система и были упрощены условия регистрации политических партий. В статье будет предпринята попытка проанализировать влияние изменений избирательного законодательства в 2005–2015 годов на состояние Российской партийной системы.
The right to vote, during the whole period of Russian Federation’s existence as a new state, has been a fairly ambiguous and controversial issue. Such frequent “game rule” changes made a relevant impact on the quality of its party system. Thereby, in 2005 the most important reform of electoral law took place, the mixed system of elections in Russian`s Duma (Parliament) was entirely changed to proportional vote system. Significant reduction of political parties in Russian Federation along with the substantial strengthening of the “ruling party” had a considerably negative effect on the changes in the voting system. However, in 2012 the mixed vote system was renewed and conditions for registration of political parties have been simplified. In this article the impact of changes in electoral law since 2005-2015 on the general conditions of the Russian party system today will be considered and analysed.

For a growing group of voters the UKIP party ceases to be a second choice, and it becomes a main party. But, contrary to popular belief, its electoral success is only partly due to its Eurosceptic program. Its growing support is rather the result of disappointment in policies of the main parties and a sense of alienation of a growing social group, failing to find its way in a liberal, multicultural society. Note, however, that the UK electoral system rewards parties that have geographically concentrated support, yet in case of UKIP it is distributed fairly evenly. For this reason, even a significant popular support will translate only in a small degree into the seats in the House of Commons. UKIP electoral successes has forced the major political parties to modify their policies, which manifested mainly in radicalization of their programs in the area of immigration and asylum policy, as well as their attitude towards the UK’s membership in the European Union.
