Low frequency sea surface sound backscattering from ̴100 Hz to a few kHz observed from the 1960s [A,B,C] to the 1990s [D,E] is substantially higher than explained by rough sea surface scattering theory. Alternative theories for explaining this difference range from scattering by bubble plumes/clouds formed by breaking waves to stochastic scattering from fluctuating bubble layers. Disparities remain between measurements and predictions [F] as a function of sound incidence angle, wind speed, and whitecap coverage. A first order, two dimensional approach for bubble plume scattering [G] that includes the rough sea surface shows that bubble plume shadowing dominates the backscattered signal strength at shallow grazing angles. To demonstrate the effect, scale model experiments were performed at the Technical University of Denmark [H]. The scattered signal strength fluctuations observed at shallow angles are characteristic of the predicted ocean environment. Shadowing has a first order impact on the scattering strength observed from bubble plumes and clouds.

Opis:
We propose a skeletonization algorithm that is based on an iterative points contraction. We make an observation that the local center that is obtained via optimizing the sum of the distance to k nearest neighbors possesses good properties of robustness to noise and incomplete data. Based on such an observation, we devise a skeletonization algorithm that mainly consists of two stages: points contraction and skeleton nodes connection. Extensive experiments show that our method can work on raw scans of real-world objects and exhibits better robustness than the previous results in terms of extracting topology-preserving curve skeletons.

Opis:
Two methods of neighbor search for the SPH algorithm are presented, based on a constant number of neighbors and a constant cut-off radius. First, feasible methods of comparison were analyzed. Then, the two selected methods were compared visually and computationally. Considering the use of the SPH algorithm for simulating incompressible fluids, the obtained results suggest that the method with a constant cut-off radius is better than that with a constant number of neighbors. The simulation results of both methods are practically indistinguishable, while the computational costs favor one of them.

This paper addresses the problem of classification of user sessions in an online store into two classes: buying sessions (during which a purchase confirmation occurs) and browsing sessions. As interactions connected with a purchase confirmation are typically completed at the end of user sessions, some information describing active sessions may be observed and used to assess the probability of making a purchase. The authors formulate the problem of predicting buying sessions in a Web store as a supervised classification problem where there are two target classes, connected with the fact of finalizing a purchase transaction in session or not, and a feature vector containing some variables describing user sessions. The presented approach uses the k-Nearest Neighbors (k-NN) classification. Based on historical data obtained from online bookstore log files a k-NN classifier was built and its efficiency was verified for different neighborhood sizes. A 11-NN classifier was the most effective both in terms of buying session predictions and overall predictions, achieving sensitivity of 87.5% and accuracy of 99.85%.

Metoda najbliższych sąsiadów jest jedną z metod prognozowania szeregów czasowych. W metodzie tej, prognozę (N+1)-go elementu ˆN+1 x szacuje się jako średnią ważoną obserwacji xi+1, gdzie wektory d i x są k najbliższymi sąsiadami wektora d N x w zrekonstruowanej d-wymiarowej przestrzeni stanów. Istotnym problemem podczas stosowania tej metody jest wyznaczenie prawidłowej liczby najbliższych sąsiadów, która powinna być brana pod uwagę przy wyznaczaniu prognoz. Głównym celem artykułu jest zbadanie wpływu liczby najbliższych sąsiadów na dokładność prognoz ekonomicznych szeregów czasowych. Badania zostały przeprowadzone w oparciu o wybrane finansowe szeregi czasowe.
One of time series forecasting method is the nearest neighbors method. In this method, the forecast for (N+1)-th element ˆN +1 x is estimated as a weighted average of observations i+1 x , where the vectors d i x are k nearest neighbors of vector d N x in the reconstructed d-dimensional state space. An important problem when using nearest neighbors method is to determine the correct number of nearest neighbors, that should be taken into account in the determination of forecasts. The aim of the article will be to research the effect of the number of nearest neighbors on the accuracy of economic time series forecasts. The test will be conducted on the basis of selected financial time series.

In this paper, the algorithm, realizing the author’s prototype selection method, called PM-M (Partial Memory - Minimization) is described in details. Computational experiments that have been carried out with the raw PM-M model and with its majority ensembles indicate that even for the system, for which the average size of the selected prototype sets constitutes only about five percent of the size of the original training datasets, the obtained results of classification are still in a good statistical agreement with the 1-Nearest Neighbor (IB1) model which has been trained on the original (i.e. unpruned) data. It has also been shown that the system under study is competitive in terms of generalization ability with respect to other well established prototype selection systems, such as, for example, CHC, SSMA and GGA. Moreover, the proposed algorithm has shown approximately one to three orders of magnitude decrement of time requirements with respect to the necessary time, needed to complete the calculations, relative to the reference prototype classifiers, taken for comparison. It has also been demonstrated that the PM-M system can be directly applied to analysis of very large data unlike most other prototype methods, which have to rely on the stratification approach.

This paper deals with to the history of relations between the Bija with their neighbors. Bija were subjects of Ancient Egypt and Meroe. They are integrated into these societies without any problems and have been a vassal tribe of them. Beja were restless neighbors of the Roman Empire. They raided Upper Egypt during the III-V centuries AC. Attempts to establish a relationship with them like with the Berbers were unsuccessful. Particularly violent conflicts were a Bija with Christian states – Byzantium Empire, Nubia and Aksum. Some time Bija paid tribute to the Nubians and Axumites. Christianity did not get spread among them, Islam was adopted syncretic form after several centuries of contact with the Arabs. Islamization has been made possible thanks to the settlement of Arabs in the land Bija and participation in the Intercontinental trade. For all their neighbors were threatening nomadic Bija, which made raids to capture people in captivity and selling them into slavery. Bija attacked the Egyptian dominions of the Arab Caliphate, despite the fact that they were formally paid tribute to Arabs.

Ethiopia shares its frontiers with 5 countries: Sudan, Eritrea, Kenya, Somalia, and Djibouti. It has border disputes with all above mentioned countries. However, the nature and the extent of the problem vary; based on the specific relations with individual country. This article focuses on the major Ethiopian wars of border with Somalia and Eritrea. The politics of post-independence Somalia during the early 1960s was dominated by public opinion to unify all areas populated by ethnic Somalis into one country, to realize the concept of "Greater Somalia". Somalia has border dispute with Ethiopia especially Ogaden, in the South East of the country. Somalia started the border war with Ethiopia in February 1964. The conflict was ended by fast and successful intervention of the Organization of African Unity. The second war of Ogaden erupted in July 1977. Somalia decided to invade Ogaden, when internal political problems in Ethiopia were intensified, after emperor Haile Selasse was over thrown by the military. The Superpowers were also involved in the war; The Soviet Union and its allies supported Ethiopia and the United States, the Somali side. During the second war of Ogaden, about 8,000 Somali soldiers have been killed. In the aftermath of the war more than 400 000 civilians have been displaced. Ethiopia won both, the first and the second war of Ogaden. The war between Ethiopia and Eritrea over the border dispute started in May 1998 and ended in December 2000. Tens of thousands of people have lost their life in the conflict. Different sources have provided different numbers of victims of war on both sides. Approximately from 70 000 to 100 000 from the Ethiopian side and 30 000 Eritreans have lost their life. The Organization of African Unity (OAU), and the United Nations, the United States of America and other countries have actively involved in the peace process to stop the war. After two years of war, both parties agreed to form an independent boundary commission whose decision would be final and binding. In accordance with the treaty of Algiers, Eritrea accepted the April 2002 decision by an international Boundary Commission delimiting its borders with Ethiopia; but Ethiopia rejected it. The Security Council on 31 June 2000, by its resolution 1312 established the United Nations Mission in Ethiopia and Eritrea (UNMEE), to verify the cessation of hostilities Agreement and assist in planning peace keeping. The Security Council of the UN unanimously adopted resolution 1827, on 30 July 2008, which terminated the mandate of the United Nations mission in Eritrea and Ethiopia. This decision came after Eritrea imposed restrictions on UNMEE, which could not carry out its mandate tasks. So far, there is no solution for the disputed areas, which means a war can be erupted again at any time.

Opis:
In this paper energy bands and Berry curvature of graphene was studied. Desired Hamiltonian regarding the next-nearest neighbors was obtained by tight-binding model. By using the second quantization approach, the transformation matrix is calculated and the Hamiltonian of system is diagonalized. With this Hamiltonian, the band structure and wave function can be calculated. By using calculated wave function the Berry connection and Berry curvature of our system are calculated. Our results are exactly consistent with previous methods and also the Berry curvature throughout the Brillouin zone get zero.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

Aggregated classification trees have gained recognition due to improved stability, and frequently reduced bias. However, the adaptation of this approach to the k nearest neighbors method (kNN), faces some difficulties: the relatively high stability of these classifiers, and an increase of misclassifications when the variables without discrimination power are present in the training set. In this paper we propose aggregated kNN classifier with feature selection. Its classification accuracy has been verified on the real data with added irrelevant variables.

Classification theory analytical paradigm investigates continuous data only. When we deal with a mix of continuous and nominal attributes in data records, difficulties emerge. Usually, the analytical paradigm treats nominal attributes as continuous ones via numerical coding of nominal values (often a bit ad hoc). We propose a way of keeping nominal values within analytical paradigm with no pretending that nominal values are continuous. The core idea is that the information hidden in nominal values influences on metric (or on similarity function) between records of continuous and nominal data. Adaptation finds relevant parameters which influence metric between data records. Our approach works well for classifier induction algorithms where metric or similarity is generic, for instance k nearest neighbor algorithm or proposed here support of decision tree induction by similarity function between data. The k-nn algorithm working with continuous and nominal data behaves considerably better, when nominal values are processed by our approach. Algorithms of analytical paradigm using linear and probability machinery, like discriminant adaptive nearest-neighbor or Fisher’s linear discriminant analysis, cause some difficulties. We propose some possible ways to overcome these obstacles for adaptive nearest neighbor algorithm.
