Opis:
The operation of an autonomous movable objects, such as a sea transport vessels, implies the presence of a source of potential energy on board the vessel and the possibility of converting this energy into the work required for the autonomous movable object (vessel). Being an autonomous object, a transport vessel should be provided with energy for it moving, energy for heat exchange processes on board and electricity for powering electrical equipment, automation and navigation systems, and household needs on board. An analysis of the component of the engine room equipment made it possible to designate (combine) the generating equipment of mechanical energy flow, equipment which are generating the heat energy flow and equipment which are generating the electric energy flow. Based on the results of the research the relationships between the energy flows are identified connections and ways to ensure stabilization of energy generation on board the cargo vessel is outlined. Using the results of the research the relationships between the energy flows will reduce the likelihood of accidents on board a cargo vessel due to a stop in the generation of one of the energy flows and thereby ensure increased safety of man at sea. Taking into account the peculiarities of the distribution of energy flows in ship power plants can be an effective tool not only to improve the economic performance of it, but also to increase the safety of navigation and navigation in general, due to the reliable provision of uninterrupted and efficient operation of ship power plants.

Współczesne urządzenia nawigacyjne i sterownicze pozwalają na odejście od loksodromicznego modelu w nawigacji morskiej na rzecz tras optymalnych w czasie i zapewniających wymagany poziom bezpieczeństwa. W artykule przedstawiono pojęcia opisujące założenia nawigacji nominatywnej w relacji do sytuacji nawigacyjnej na płaszczyźnie. Zdefiniowane pojęcia i ich oceny ilościowe mogą stanowić podstawę do ogólniejszych rozważań na temat nawigacji, pozwolą też na stworzenie założeń prowadzenia jednostki po dowolnej trasie, a tym samym na bieżącą optymalizację w aspekcie bezpieczeństwa ruchu itp.
Modern navigation equipment and controls allow you to move away from the rhumb line model for marine navigation routes in optimal time and provide the required level of safety. This paper presents the concept of describing the assumptions for nominative navigation in relation to navigational situation on plane. The concepts defined and their quantitative assessment may give rise to more general considerations concerning navigation. They can also be used to work out assumptions related to driving on any road, and thus to currently optimize it in terms of traffic safety, etc.

The use of the Automatic Identification System (AIS) devices for ensuring the safety of navigation and the errors occurring when using AIS equipment have been the focus of a number of research studies. The users of AIS equipment installed onboard sea-going vessels are required to familiar with the proper use of the devices and potential errors that may occur. A significant problem revealed in this study is the lack of understanding of potential error sources and the necessity to eliminate such errors prior to transmission of the AIS data message reading of the errors and failure to update the data processed by the AIS system. This results in a hypothesis on the insufficient training of seafarers and their familiarisation with the AIS devices and errors. This research is aimed at increasing the safety of navigation in the Adriatic Sea, as well as other seas, i.e. better accident prevention and protection of human life and material property at sea. The results produced by the research are used as an input for creating a model for enhancing the safety of navigation when using the AIS, through additional training of the seafarers.

This study examined the content analysis of the articles published in International Journal on Marine Navigation and Safety of Sea Transportation (TransNav). A content analysis was conducted for a 6‐year period from 2007 to 2012. The journal published 6 volumes, 24 issues and 401 articles since 2007. The articles were submitted by 637 authors from 49 different countries. A total of 401 research papers were analyzed in the sense of the author’s score, country and institution ranks of articles published in the TransNav Journal. In this study, no attempt was made to distinguish between departments, research centers, and agencies within an institution. The analyses were found that the authors from Poland made the most contribution to the journal. This shows that the journal should be more attractive for authors from other countries to enhance sending their scientific studies. This study also found that the journal mostly attends safety and security in sea transportation. Algorithms and methods are also widely included in the journal as a topic chapter.

The paper presents joint operation of AIS-AtoN and radar. There was brought forward a fact of divergence of the information visualized in radar in cases when AIS receivers are produced by different manufacturers. It happens that the AtoN AIS information is not displayed by radar screen. It is also essential that not every ship is provided with AIS equipment; therefore the users cannot always fully take advantage of AtoN AIS in respect of functionality.

The first PBN approach procedures in Slovakia became operationally effective at Bratislava and Košice airports as of 5 February 2015. The article presents the results of EGNOS Safety-of-Life Service preliminary examination in eastern Slovakia, just before official introduction of these procedures. The practical examination includes static test and test flight made with Cessna plane taking off at the airport in Bidovce — LZBD (just 16 km from international airport in Košice) and passing a route along eastern border of Slovakia. In this region the performance of EGNOS could be unsatisfactory due to lack of RIMS stations to the east from there. The experiment was performed on October 13, 2014 in cooperation of the Air Force Academy in Deblin, the Department of Aviation of Technical University in Košice and University of Warmia and Mazury in Olsztyn.
Pierwsze procedury podejścia do lądowania typu PBN (Performance-Based Navigation) na Słowacji zostały wdrożone na lotniskach w Bratysławie i Koszycach 5 lutego 2015 r. W artykule przedstawiono wyniki wstępnych analiz serwisu Safety-of-Life systemu EGNOS we wschodniej Słowacji, tuż przed oficjalnym wprowadzeniem tych procedur. Badania praktyczne obejmują test statyczny oraz lot testowy wykonany samolotem Cessna z lotniska Bidovce-LZBD (oddalonego zaledwie 16 km od międzynarodowego lotniska w Koszycach) po trasie wzdłuż wschodniej granicy Słowacji. W tym regionie jakość systemu EGNOS może być niezadowalająca z powodu braku stacji monitorujących RIMS na wschód od tego miejsca. Eksperyment przeprowadzono 13 października 2014 r. we współpracy Wyższej Szkoły Oficerskiej Sił Powietrznych w Dęblinie, Wydziału Lotnictwa Politechniki w Koszycach oraz Uniwersytetu Warmińsko-Mazurskiego w Olsztynie.

Over the last few decades, the International Maritime Organization (IMO) has very heavily utilized the Safety of Life at Sea (SOLAS), 1974 Convention as the main legal instrument (and implementation tool) concerning safety at sea for merchant vessels engaged in international trade. During this more than a century of existence and continuous improvement of the Convention, wide-ranging safety risks have been addressed via SOLAS and certain relevant “supporting” Codes, covering for example the issues of design, construction and equipment of ships, as well as paving the way for the introduction of a structured framework of operational procedures that ensures a high level of professional performance for the crew onboard those seagoing vessels (the International Management Code for the Safe Operation of Ships and for Pollution Prevention-ISM Code) and even including human factors topics. Until this point in time, the IMO has developed the SOLAS Convention with fourteen (14) chapters that are covering all the main risks associated with shipping operations and are working in parallel with other related Conventions and Codes to enhance the level of safety at sea, under a holistic approach that is working under the principle of interrelation. This paper aims to briefly discuss SOLAS’ history of development and highlight just a few of those important risks that this Convention is addressing, with certain emphasis on the topic of “safety of navigation”. Apart from helping to understand the way this Convention and other IMO’s legal instruments are interrelated, it will also provide a few educated guesses about the “upcoming” challenges that in the near future should also be included into the scope of the SOLAS, with the topic of Maritime Autonomous Surface Ships (MAAS) clearly standing out.

Various methods of trajectory determination are used for finding solutions to collision situations involving ships. This applies to avoiding collisions with other ships or stationary objects. In addition to the methods generally used, new or modified versions of methods derived from other modes of transport are proposed. One of the algorithms for route determination serving to avoid obstructions is the method of artificial potential fields, used for determining routes of mobile robots. The method is used in maritime transport, for instance for detecting anomalies in ship movement. The article presents the method of potential fields used for solving the problem of route selection avoiding navigational dangers and obstacles. This article presents an algorithm of route determination based on the said method, its implementation in the MATLAB program and examples of application for the ship’s safe trajectory determination in some navigational situations.

One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

The aim of this study is to construct an unmanned ship swarms monitoring model to improve autonomous decision-making efficiency and safety performance of unmanned ship navigation. A framework is proposed to determine the relationship between on-board decision-making and shore side monitoring, the process of ship data detection, tracking, analysis and loss, and the application of decision-making algorithm, to discuss the different risk responses of specific unmanned ship types under various latent hazard environments, particularly in terms of precise conversion timing in switching over to remote control and full manual monitoring, to ensure safe navigation when the capability of automatic risk response inadequate. This frame-work makes it easier to train data and the adjustment for machine learning based on Bayesian risk prediction. It can be concluded that the automation level can be increased and the workload of shore-based seafarers can be reduced easily.

In process of navigation stage where vessel is near the coast, it has the highest risk factor of the sea voyage. This factor is also affected by hydro-meteorological conditions - especially poor visibility. This phenomenon might lead to reducing traffic and, in extreme cases, even to closing traffic in given area by VTMS operators. This leads to potential economic loss. The role of sea pilot and captain has a specific character. It is often their decision whether enter or leave the port or to pass the most difficult area in bad weather. The article presents Pilot Navigation System (PNS) - system that will support a user in navigation in confined areas. References
Proces nawigacji na akwenie ograniczonym charakteryzuje się wyższym ryzykiem w porównaniu z akwenem otwartym. Na bezpieczeństwo nawigacji wpływ mają także warunki hydrometeorologiczne - głównie ograniczona widzialność. W konsekwencji prowadzi to do ograniczania ruchu statków przez lądowe ośrodki koordynacji - VTS, co wprowadza straty ekonomiczne. Specyficzną rolę pełnią tu kapitan i pilot kierujący statkiem - i od ich decyzji często zależy czy statek zostanie wprowadzony do portu, czy nie. Artykuł przedstawia narzędzie wspomagające pracę kapitana i pilota morskiego. W artykule zostanie przedstawiona zastosowana metoda badań rzeczywistych pilotowych systemów nawigacyjnych (PNS) oraz parametry prototypu PNS zbudowanego w ramach optymalizacji.

The Electronic Chart Display and Information System (ECDIS) became the central navigational tool on modern ships. The system comprises numerous navigational and other components, each of them with its limitations and reliability. Due to ECDIS's revolutionary features, navigators are tempted to place excessive reliance on the system. Such reliance on it as a sole navigational aid is undoubtedly a problematic issue. The proposed paper is a segment of a systematically carried out research among ECDIS stakeholders. ECDIS EHO (Experience, Handling, and Opinion) research aims through research activities based on a user-centred approach to develop and improve the educational framework. The overreliance on the ECDIS system motivated the proposed research, which focused on system users' opinions and practice regarding confirmation of the accuracy of information displayed on ECDIS, particularly concerning positional sensors. Analysis of answers collected by the ECDIS EHO questionnaire represents a backbone of the research supported by previous achievements. The answers have been categorized and discussed, revealing certain worrying aspects referring to the system's positional error experienced by users. Furthermore, preferred methods of cross-checking ECDIS information have been identified and have differed among respondents based on their rank on board. Additionally, answers indicate certain doubts between users’ interpretation of the best confirmation method and the actual selection of the used method. The importance of cross-checking navigational data in avoiding overreliance and maintaining situational awareness has been presented in the conclusion chapter and the proposal for further work.

Opis:
Information about the condition of ice cover on surface of the water, which are the content of map, are important for carrying out safe navigation and efficient economic activity in the polar regions. Methods of mapping can be fully automated on the basis of developed through years of experience algorithms or additionally supported by experienced professionals. The content of some of those now commonly encountered maps is compiled on the basis of mixed methods. In this work geographic positions of ice maps content are analyzed taking into consideration their usefulness for planning ship’s voyage in ice. The results of this work allow using the contents of studied maps for determining the ship’s route in ice and voyage planning of the ship in ice according to her hull strengthening. The ice maps often have boundary lines for different values of reference. The maximum width of the strips of each boundary line within the Marginal Ice Zone is 100 km. The mean square error of position of the analyzed maps is +/- 2.0 km. Average locations of boundaries are consistent except for GRIB type maps of the OSI SAF and NIS, which seem to indicate much lower value of ice floe concentration. The NIC MIZ maps and S-411 standard maps are consistent for the 13% and 81% concentration. The 40% limits on MASIE maps and 46% limits of concentration on S-411 standard maps are also consistent. The course of ice edge issued by the NIS for the GMDSS METAREA, 19 region visualizes well the boundaries of the area where the ship might encounter any form of ice. Information of the GMDSS METAREA 20 region issued by the AARI represents the average of the limits 1 to 46% of all sources of information, and on average the 13% limit of ice concentration. The one-year old ice limit with thickness of 0.10 to 0.30 meters on the AARI map is consistent with course and average location of boundaries of 81% ice concentration on the NIC MIZ map and S-411 standard map. The multi-year old ice limit of thickness from 0.30 to 2.00 meters on the AARI map is coincident with the 79% limit of concentration displayed on the NIS map.

When a transport vehicle is put into service on a new route, all safety aspects of its movement should be comprehensively examined. In maritime transport, such situations arise especially when new sea ports are built, intended to handle selected types of vessels with specific characteristics. The construction of the LNG terminal in Świnoujście made it necessary to carry out an extensive analysis of the safety of LNG tanker passage. This was related to the shipping route from the Danish Straits to the berth. This article compares the routes planned at the design stage with the actual track of the tanker Al Nuaman during its first voyage. The tanker speeds on key route sections have been examined, i.e. in the approach channel from Cape Arkona to Świnoujście.

“Safe voyage from berth to berth”: This is the goal of all e-Navigation strains driven by new technologies, new infrastructures, and new organizational structures on bridge, on shore, as well as in the cloud. To facilitate these efforts suitable engineering and safety/risk assessment methods are required. Understanding maritime transportation as a sociotechnical system allows the usage of system-engineering methods. Simulation-based test beds for verification and validation (V +V) of e-Navigation technologies are important methods to obtain functional safety and reliability. The modeling and simulation toolset HAGGIS is a cosimulation system for the evaluation of e-Navigation concepts and systems. It provides a maritime traffic simulator and a physical world (n-body) simulator and services for finding rare events of failures. HAGGIS is accompanied by the physical test bed LABSKAUS, which implements a reference port and waterways. This paper describes an integrated and seamless approach for developing new e-Navigation technologies starting with virtual simulation-based safety assessment and ending in physical real-world demonstrations. It gives an overview of the actual test bed and introduces requirements, concepts and elements of HAGGIS and LABSKAUS, which are joined in the e-Maritime Integrated Reference Platform (eMIR) test bed.

The paper introduces some aspects of maximum size ocean going ship’s safety during the sailing on Central American rivers. Based on solution of above problems, presented necessary hydrographical information concerning River Orinoco, Mississippi, Rio Magdalena and the most biggest of the World – Amazon River. Solutions of several river’s navigational and manoeuvres problems suggested by Traffic Engineering have also been presented. Independently, there are suggestions concerning improvements of the sea transport safety in the river’s estuary.

The first ever attempt at fully autonomous dock-to-dock operation has been tested and demonstrated successfully at the end of 2018. The revolutionary shift is feared to have a negative impact on the safety of navigation and the getting of real-time situation awareness. Especially, the centralized context onboard could be changed to a distributed context. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In the context of autonomous ships, decision-making processes will play an important role under such ocean autonomy, therefore the same technologies should consist of adequate system intelligence. At the same time, situation awareness is the key element of the decision-making processes. Although there is substantial research on situation awareness measurement techniques, they are not suitable to directly execute quantitative processing for the situation awareness of autonomous ships navigation. Hence, a novel quantitative model of situation awareness is firstly proposed based on the system safety control structure of remotely controlled vessel. The data source is greatly limited, but the main result still indicates that the probability of operator lose adequate situation awareness of the autonomous ship is significantly higher than the conventional ship. Finally, the paper provides a probabilistic theory and model for high-level abstractions of situation awareness to guide future evaluation of the navigation safety of autonomous ships.

The research on the ice cover of waterways, rivers, lakes, seas and oceans by satellite remote sensing methods began at the end of the twentieth century. There was a lot of data sources in diverse file formats. It has not yet carried out a comparative assessment of their usefulness. A synthetic indicator of the quality of data sources binding maps resolution, file publication, time delay and the functionality for the user was developed in the research process. It reflects well a usefulness of maps and allows to compare them. Qualitative differences of map content have relatively little impact on the overall assessment of the data sources. Resolution of map is generally acceptable. Actuality has the greatest impact on the map content quality for the current vessel’s voyage planning in ice. The highest quality of all studied sources have the regional maps in GIF format issued by the NWS / NOAA, general maps of the Arctic Ocean in NetCDF format issued by the OSI SAF and the general maps of the Arctic Ocean in GRIB-2 format issued by the NCEP / NOAA. Among them are maps containing information on the quality of presented parameter. The leader among the map containing all three of the basic characteristics of ice cover (ice concentration, ice thickness and ice floe size) are vector maps in GML format. They are the new standard of electronic vector maps for the navigation of ships in ice. Publishing of ice cover maps in the standard electronic map format S-411 for navigation of vessels in ice adopted by the International Hydrographic Organization is advisable in case is planned to launch commercial navigation on the lagoons, rivers and canals. The wide availability of and exchange of information on the state of ice cover on rivers, lakes, estuaries and bays, which are used exclusively for water sports, ice sports and ice fishing is possible using handheld mobile phones, smartphones and tablets.

This article presents the optimized parameters of the Świnoujście seaport entrance and three-kilometer fairway linking Świnoujście and Szczecin, extended to allow the safe entry of 300-meter bulk carriers drawing up to 13.5 meters. The parameters were determined by a simulation-based optimization method, where the objective function and its constraint were, respectively, the reconstruction costs of that waterway section and the vessels’ navigation safety. The study made use of real-time simulation in coordination with the vessel’s human operator.

However, an equally important task is to determine or agree on interpretation of incoming data and assessment of a current and predicted navigational situation and, in further step, intentions of the participants in the transport process. Thanks to the standardization of information format, automatic information exchange gets increasingly wider. Another step ahead is automatic interpretation of information and automation of negotiation processes - intelligent communication. Rapid development of IT and ICT technologies creates such opportunities. This article presents the results of research on a system of automatic communication and co-operation in maritime transport.

This paper presents the consequences resulting from the guidelines on the display of navigation-related information elaborated by the IMO, related to ECDIS, as part of S-Mode proposal in the implementation process of e-Navigation concept. The idea to develop standard icons to control the chart display functions in ECDIS is discussed. The use of these icons will ensure that navigation information presented on ECDIS screen will be displayed in a harmonized manner on the ships’ navigational bridge. Today many function-related icons vary across different electronic chart systems and between producers. The paper provides information on icons, symbols and abbreviations that required standardization. It was necessary to develop standard icons whose consistency will allow easy and intuitive use of user interfaces of different navigation systems.

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

In the paper the hazard estimation model of assessment of risk on ship routes in terms of supporting the decision depending on the traffic stream parameters has been proposed. It has been obtained by applying of semi-Markov model of safety and partial models based on consecutive "k out of n: G" systems. Furthermore, the considerations on the aspects of the selection methodology for assessment of risk to a ship route have been presented.
W pracy przedstawiono model określania ryzyka tras morskich w kategoriach wspomagania decyzji w zależności od parametrów natężenia ruchu. Zostało to uzyskane przez zastosowanie semi-Markowskiego modelu bezpieczeństwa i częściowych modeli opartych na systemach progowych typu kolejnych "k z n" zdatnych. Ponadto, zaprezentowano rozważania dotyczące aspektów wyboru metodologii do oceny ryzyka trasy statku.

The presented method for defining the conditions of safe operation of marine ferries in ferry terminals allows verification of shipowner ferry designs. In the first stage of this method, simulations are used to determine the allowable wind speed. The second stage comprises simulations of ferry berthing aimed at defining safe manoeuvring areas, the energy of berthing impact and propeller stream speeds at allowable wind speeds. The method was used in the design of a 228 m long hybrid ferry.

Automatically recognizing and tracking dynamic targets on the sea is an important task for intelligent navigation, which is the prerequisite and foundation of the realization of autonomous ships. Nowadays, the radar is a typical perception system which is used to detect targets, but the radar echo cannot depict the target’s shape and appearance, which affects the decision-making ability of the ship collision avoidance. Therefore, visual perception system based on camera video is very useful for further supporting the autonomous ship navigational system. However, ship’s recognition and tracking has been a challenge task in the navigational application field due to the long distance detection and the ship itself motion. An effective and stable approach is required to resolve this problem. In this paper, a novel ship recognition and tracking system is proposed by using the deep learning framework. In this framework, the deep residual network and cross-layer jump connection policy are employed to extract the advanced ship features which help enhance the classification accuracy, thus improves the performance of the object recognition. Experimentally, the superiority of the proposed ship recognition and tracking system was confirmed by comparing it with state of-the-art algorithms on a large number of ship video datasets.

W artykule pokazano znaczenie poprawnej pracy nastawnej śruby napędowej dla bezpieczeństwa żeglugi statku. Dokonano identyfikacji funkcjonowania pneumatycznego układu sterowania śrubą nastawną. Przedstawiono wyniki pomiarów zmian wartości rzeczywistych nastaw skoku śruby napędowej w funkcji wartości ciśnienia powietrza sterującego. Zarejestrowane rozbieżności przypisano eksploatacyjnej degradacji stanu technicznego układu sterowania nastawą skoku śruby. Skonfrontowano je z zależnościami projektowymi i czasem eksploatacji. Pokazano możliwe konsekwencje użytkowania śruby nastawnej z tego typu niesprawnością dla poprawności pracy układu ruchowego statku.
This study shows the importance of correct operation of controllable pitch propeller for the safety of navigation. Operation of pneumatic control of controllable pitch propeller in a ship’s power transmission system was identified. The results of the change of the actual setting value measurements of the pitch screw propeller in the function of the value of the control air pressure have been presented. Recorded differences were assigned to operational degradation of the technical state of the pitch propeller control system. They were further confronted with the relationships between the design and time of operation. Possible consequences of operating a controllable pitch propeller with such a defect, and its impact on the correct operation of a ship’s power transmission system have been outlined. Operational requirements were presented.

Opis:
The article describes the method of the determination of optimal parameters of the approach channels leading to the outer port in Świnoujście assuring safe navigation of LNG tankers of Q-flex type. The method used was specially developed for optimized design of waterway systems. Conditions of safe vessel operations within the system were defined.
W artykule wyznaczono optymalne parametry systemu podejściowych dróg wodnych do portu zewnętrznego w Świnoujściu zapewniających bezpieczną nawigację gazowców LNG typu Q-flex. Zastosowano specjalnie opracowaną metodę optymalnego projektowania systemów dróg wodnych. Określono warunki bezpiecznej eksploatacji systemu.

In this paper author presents the methods that can be used for estimating the safety of shipping (navigational risk) in the restricted sea areas of the Gulf of Gdańsk by means of a three- -dimensional model of ship’s domain specified for the PS Class container vessels ‘Emma Maersk’. The essence of the method suggested in the thesis is the systematic approach to a sea vessel operation in the aspect of estimating its safety while approaching DCT terminal in Gdańsk Port Północny in divergent exterior conditions.

Oceny bezpieczeństwa dokonano przy działaniu różnych zakłóceń zewnętrznych pochodzących od prądu, wiatru i fali, bazując na ogólnie przyjętych metodach praktycznych, w tym zaleceniach Polskiej Administracji Morskiej oraz doświadczeniu morskim autora.
The paper presents the analysis of safety of shipping (safety of navigation) in the Bay of Gdańsk while approaching DCT terminal in Gdańsk Port Północny on PS Class containers, „Emma Maersk” type. To estimate the safety of navigation in divergent external conditions the practical methods and guidelines published by the Polish Maritime Administration are used.

The article presents the analysis of the threats to ships of the Polish Navy resulting from the implementation systems of active neutralization for missiles of MANPADS (e.g. Grom, Igla, Mistral) to the armed forces of the Russian Federation. The paper describes the most popular sea anti-aircraft missile sets based on MANPADS missiles and the capabilities of Russian multi-sensor systems for protection of Vitebsk class helicopters and aircraft (President-S). The article contains conclusions from the analysis of the capabilities of weapon systems and active disruption systems in the confrontation of a present ship with a modern combat helicopter and proposals for solving this problem by means of the diversification of missile of anti-aircraft systems.
W artykule przedstawiono najpopularniejsze okrętowe zestawy przeciwlotnicze na bazie pocisków typu MANPADS w konfrontacji z możliwościami rosyjskich wielosensorowych systemów ochrony śmigłowców i samolotów klasy Vitebsk (President-S). Dokonano analizy zagrożeń okrętów MW RP wynikających z wdrożenia do sił zbrojnych Federacji Rosyjskiej systemów aktywnego neutralizowania samonaprowadzających się na podczerwień pocisków klasy ziemia–powietrze bliskiego zasięgu (Stinger, Grom, Igła, Mistral). W artykule zawarto wnioski z analizy możliwości stosowania systemów broni i systemów zakłóceń aktywnych w starciu współczesnego okrętu z nowoczesnym śmigłowcem bojowym oraz propozycje rozwiązania tego problemu za pomocą dywersyfikacji rakietowych systemów OPL.
