    Opis:
    Information society is characterized by self-organization and distributed information processing abilities. At the same time there is an increase in demand for participation in local decision processes. To meet these new expectations the authors present new, alternative framework for management of cities, in which local authorities are moderators, consultants and managers, whereas all stakeholders participate in decision making within purposely created networks and groups. In the article authors also indicate selected city infrastructure elements, which ownership and management could be transferred into “city cloud”.

    Głównym celem artykułu stało się poznanie zakresu wykorzystania koncepcji smart city na użytek zarządzania w miastach w odniesieniu do realiów polskich. Zamiarem wykonawców projektu było kreatywne spojrzenie na mało dotychczas rozpoznany problem zarządzania w mieście zgodny z koncepcją smart city. Podkreślenia wymaga fakt, iż celem nie było udokumentowanie przykładów funkcjonowania miast inteligentnych, ale przede wszystkim próba zidentyfikowania działań władz lokalnych, które mogłyby zostać uznane za działania w ramach koncepcji smart city, mających na celu obniżenie kosztów funkcjonowania miasta, oszczędność zasobów, poprawę jakości życia, uczynienie miasta bardziej wygodnym dla mieszkańców, w szczególności poprzez nowoczesne rozwiązania technologiczne.  
    The main aim of this paper was aimed at determining the degree to which the smart city concept is used for the purpose of managing cities in Poland. The research team intendezzzzd to approach this relatively new concept in a creative way. It needs to be emphasised that the research project did not aim at documenting examples and/or case studies of smart cities, but rather at identifying the actions of local authorities which could be considered consistent with the smart city concept and aiming at: reducing the costs of the city’s functioning, economising of resources, improving the quality of life and making the city more comfortable for its citizens in particular through applying modern technologies.

    Intelligent transport systems (ITS) are undoubtedly an opportunity for the sustainable development of smart cities today. ITS is based on advanced transport technologies that help minimise the emission of harmful substances to the environment. Smart mobility and ITS are related to the use of ICT. The implementation of technologically advanced ITS is associated with several benefits, barriers and difficulties. However, transport, ITS and smart mobility (as a component of a smart city) are indicated as the most desirable option for sustainable urban transport systems. The article aims to identify barriers related to the implementation of ITS in cities from the point of view of people responsible for the organisation of urban transport representing the local government of selected voivodship cities in Poland. The goal formulated in this way allowed to identify the following research question: what are the problems and barriers of implementing ITS in the city from the local government’s perspective? To achieve the paper’s aim, the author based their analysis on a qualitative technique of collecting empirical data. Ten individual in-depth interviews were conducted with representatives of local governments (vice-mayors and members of urban transport organisers) in voivodship cities, which represented six Polish macro-regions. Research results and findings indicate the main categories and subcategories of barriers related to the ITS implementation. The identified barriers are grouped into the following categories: economic, social, organisational, technological and legal. The contribution is twofold: first, in the presentation of the theoretical and practical barriers to ITS in juxtaposition; and second, in identifying the intelligent transportation impact, which affects the provision of being a smarter city. The findings can positively influence as important factors for local governments to focus on intelligent transport.

    Przedmiotem rozważań podjętych w  artykule są przesłanki i  uwarunkowania wdrażania inteligentnych systemów transportowych (ITS) w miastach. W pracy zaprezentowano założenia i cele ITS oraz wskazano na korzyści, jakie można osiągnąć poprzez implementację rozwiązań z zakresu telematyki w miejskich systemach transportowych. Ponadto wskazano na problemy współczesnych miast, których alternatywnym rozwiązaniem może być implementacja ITS. Podjęto także próbę identyfikacji potencjalnych obszarów, w których zasadne jest wdrażanie rozwiązań telematycznych zintegrowanych w ramach ITS oraz zaprezentowano ich konkretne przykłady.
    The article brings up a question about application of logistics concept to flow management of people and goods within the urban area. The question appears as a city can be considered in the context of logistics systems, in which system approach and process orientation can be applied. In the article the author indicates determinants of implementation of intelligent transport system in the city. There are also presented aims and assumptions of ITS as well as benefits. Moreover, an attempt have been made to identify potential fields of urban transport system where telematics solutions can bring measurable benefits in terms of economics, environment or safety.

    Pierwsza część artykułu poświęcona została przybliżeniu koncepcji inteligentnych miast. Opisano ważniejsze elementy, które wchodzą w skład tejże idei, bez których nowoczesne miasto nie może zostać w pełni nazwane inteligentnym. W kolejnej części referatu poświęcono uwagę konkretnej składowej koncepcji smart city, a dokładnie inteligentnej mobilności, bez której ruch w miastach, które wciąż rosną, nie mógłby przebiegać w pełni sprawnie i bezpiecznie. Szczegółowo opisano ideę Inteligentnych Systemów Transportowych jako narzędzi, dzięki którym zarządzanie transportem w mieście staje się o wiele bardziej efektywne. Starannie ukazano wszystkie elementy ITS, które wpływają na poprawę płynności ruchu, a co za tym idzie, pozytywnie oddziałują na bezpieczeństwo na drogach. Zwrócono również uwagę na zalety, jakie niesie ze sobą wdrożenie w miastach Inteligentnych Systemów Transportowych.
    The first part of the article refers to the concept of smart cities. Important elements that are part of that idea and without which the modern city can not be fully named "intelligent" were described. The next part of the paper is reference to a particular component of the smart city concept - intelligent mobility - without which the traffic in the cities, which are still growing, could not run completely smoothly and safely. It describes in detail the concept of Intelligent Transport Systems, as a tool by which transport management in the city becomes much more efficient. All of the elements of ITS, which improve traffic flow and affects road safety favourably were descibed. Attention was also drawn to the advantages posed by the implementation of Intelligent Transport Systems in the cities.

    An Intelligent Transportation System is a modern solution which aims to improve the functioning of transport by, among other things: reducing congestion, shortening travel time, or improving road safety. This solution is used in many cities around the world, bringing economic effects and improving the comfort of life of the inhabitants. In Poland, as a result of the European Union’s promotion of the de- velopment of intelligent transport systems through their co-financing, many cities have introduced such solutions. In the article, against the background of theoretical considerations, the impact of intelligent transport systems on road safety in the years 2014–2018 was analysed on the example of selected cities.

Celem opracowania jest przede wszystkim zwrócenie uwagi na rzeczywistą funkcjonalność ITS oraz naturalną potrzebę ich implementacji w miejscach, w których występuje ruch pojazdów transportu drogowego.
    In this paper, the authors present the Intelligent Transport Systems as an innovative solution very often facilitates and enhances quality of life of the average person. The origin of the authors determines also need to be addressed in the paper issue of the implementation of ITS in the Lodz region. The aim of the study is primarily to draw attention to the actual functionality of ITS and the natural need for their implementa tion in places where there is movement of road transport vehicles.

    When I was a young father, my children believed that my sayings were a true wisdom worthy repetition; today things have changed - it was my turn is to repeat wisdom of my children, believing that they usually are right. A few months ago, my son, Daviken, said that those who were writing frequently cannot easily survive without writing. Daviken was right. I loved to write, especially when something I wrote and which was contrary to what people believe was correct. I believe I inherited the dislike to generally accepted truth from my father, who was described by a Polish weekly that he was “the man who always goes against the general flow”. My father thought that this was an excellent statement of his character. He loved saying: “I am indeed a man who will think and act against prevailing flow, because only shit floats always with main current, and people who try to float in the main flow are those who repeat, without understanding, everything what they had heard”.

W artykule zostanie przedstawionych, wyróżnionych przez autorkę sześć etapów rozwoju miast typu smart popartych przykładami głównie z terenu Europy, oraz ich ilustracjami.
    Smart cities are the result of the development of innovative techniques and the entire advanced technology research sector. Numerous global companies are interested in selling their products, which are addressed and adapted to urban solutions. By observing the development of smart cities, you can distinguish the various stages of introducing technologically advanced products to the everyday life of the city, and over time also the creation of different sizes of urban assumptions and even cities. The introduction of these products is also related to ongoing research in urban communities and their adaptation to take more and newer fix. The paper will be presented, distinguished by the author of six stages in the development of smart cities supported by examples mainly from Europe, and their illustrations.

    Purpose: Smart City is currently the most crucial ideology of urban development. To develop cities and their inhabitants, a constant dialogue between city authorities and residents is necessary. For the discussion to be possible, methods should be developed, enabling residents to talk with the city authorities. The aim of the article is to review the practices of participation of local authorities and city dwellers. Design/methodology/approach: The article is based on an analysis of research results published in national and world publications. Findings: Methods of participation between city authorities and residents are essential methods of communication between city authorities and residents. By communicating, residents with city authorities can work out new directions for city development. In the concept of smart city, it is crucial and essential that residents decide about the fate of their places of residence. Originality/value: The work is theoretical. However, it is an excellent introduction to further scientific research towards the recognition of methods of participation and their application in Polish reality.

    Celem niniejszego artykułu jest weryfikacja różnic i podobieństw konceptów wprowadzenia idei smart city w dwóch miastach Zagłębia Ruhry: Duisburga i Bochum, oraz tego, czy miasta dalej wprowadzają dwie pierwsze generacje smart city. Pierwsze dwie generacje smart city dotyczą głównie wdrażania nowoczesnych technologii teleinformatycznych, bez zaangażowania mieszkańców. W artykule przeprowadzono analizę porównawczą ogólnie dostępnych dokumentów miejskich z tematyki smart w języku niemieckim, a także dokonano przeglądu literatury w językach: angielskim, niemieckim oraz polskim. W wyniku badań udało się ustalić, że koncepcja wdrażana w Duisburgu skupia się przede wszystkim na aspektach technologicznych, zaś koncepcja implementowana w Bochum - na aspektach społecznych. W obu miastach wykazano niekorzystne rozdrobnienie aplikacyjne, które multiplikuje dostępne formy komunikacji między miastem a jego mieszkańcami. Należy ograniczyć wykorzystywane aplikacje i portale, aby wymiana informacji przebiegała możliwie bezproblemowo.
    The aim of this article is to verify the differences and similarities in the concepts of introducing the smart city concept in two cities in the Ruhr region: Duisburg and Bochum, and whether the cities are still introducing the first two generations of smart cities. The first two generations of smart city mainly concern on the implementation of modern ICT technologies, without the involvement of residents. It uses a comparative analysis of publicly available city documents on smart city in German, as well as a literature review in English, German and Polish. As a result of the research, it was possible to establish that the concept of the city of Duisburg focuses primarily on technological aspects, and the concept of the city of Bochum on social aspects. There are also many applications and web portals that are used for communication between cities and residents. This is due to the large number of available applications and portals that should belimited.

    Dynamiczny rozwój aglomeracji miejskich stworzył potrzebę dostosowania wykorzystywanych systemów informatycznych do zwiększonego natężenia ruchu pasażerskiego. Coraz powszechniejsze zjawisko kongestii przyczyniło się do intensyfikacji działań na rzecz poprawy efektywności sterowania przepływami w aglomeracjach. Do tego celu zaczęto wykorzystywać coraz bardziej nowoczesne rozwiązania służące poprawie funkcjonowania komunikacji miejskiej. Celem artykułu jest ocena i przegląd aktualnych rozwiązań, które mogą zostać z powodzeniem zaimplementowane w systemach komunikacyjnych miast w Polsce. Publikacja ma na celu także określenie perspektyw rozwoju Inteligentnych Systemów Transportowych (ITS) w przyszłości, a także efektów wynikających z ich dalszego wykorzystywania.
    The dynamic development of urban areas has created the need to adapt computer systems used to increased passenger traffic. Increasingly common phenomenon of congestion, contributed to intensify efforts to improve the efficiency of the control flows in agglomerations. For this purpose cities begin to use more and more modern-solving software to improve the functioning of public transport. The aim of the article is to assess and review of current solutions that can be successfully implemented in communication systems, cities in Poland. The publication is also intended to determine the prospects for the development of intelligent transport systems in the future as well as the effects resulting from their continued use.

    Każde kolejne pokolenie żyje w coraz szybszym tempie, dlatego również miasta podlegają coraz szybszym procesom transformacji. Stoją one przed coraz trudniejszymi wyzwaniami zarówno ze względu na ilość, jak i tempo zachodzenia w nich procesów transformacji (takich jak m.in. wysoki wskaźnik emigracji, utrata konkurencyjności, degradacja przestrzeni miejskiej i środowiska). Bez wprowadzenia zintegrowanych programów przeciwdziałających degradacji miast, poprawa jakości życia mieszkańców oraz przestrzeni miejskiej zdają się być niemożliwe. Podejmuje się wiele prób mających na celu znalezienie „remedium” dla współczesnych miast. Na popularności zyskuje idea Smart City, wprowadzana w coraz większej ilości ośrodków w Europie. Smart city to miasto inteligentne, czyli takie, które wykorzystuje postęp technologiczny „w służbie” mieszkańcom. Jednym z najważniejszych aspektów smart cities jest synergia wielu elementów składających się na obraz miasta: uwarunkowań społecznych, kulturowych i administracyjnych, gospodarki, warunków mieszkaniowych, inteligentnych technologii oraz inteligentnego transportu. Powiązanie ze sobą wszystkich tych czynników umożliwia efektywny, trwały i zrównoważony rozwój danego ośrodka. Dzięki „inteligentnemu” zarządzaniu przestrzeniami publicznymi, infrastrukturą i transportem oraz świadomemu społeczeństwu Smart City umożliwia wzrost konkurencyjności miejscowości w poszanowaniu standardu życia jego mieszkańców oraz środowiska naturalnego. Artykuł stawia pytanie o metody wdrażania idei smart city, jako najbardziej efektywnego procesu transformacji współczesnych miast na przykładzie trzech miast: Wiednia, Zurychu i Krakowa.
    Every single generation tends to live in more and more hectic pace. This is why cities are also going through transformation processes more rapidly. There are many challenges ahead of the cities, not only due to the number, but also because of the pace of transformation processes, such as: high rate of emigration, loss of the competitiveness of cities, degradation of urban space and environment. Undoubtedly, without any integrated programs undertaken to alleviate symptoms of the degradation of cities, neither the improvement of inhabitants’ life quality nor the valuable urban space quality may be provided. There are numerous attempts to find the ‚remedy’ for contemporary cities. While being applied in a significant number of cities in Europe, the idea of smart city seems to be in the spotlight nowadays. This tendency brings up the question of what the term ‚smart city’ stands for. A ‚smart city’ would be compared to an intelligent city -the city which uses technological progress to serve its inhabitants. The most vital aspect of smart city is synergy of six basic factors adding up to the global image of a city: social, administrative and cultural conditioning; economy, living conditions, intelligent technologies and intelligent mobility. The combination of all mentioned above elements enables effective and continued growth of a particular city. Thanks to both intelligent governance of public space, infrastructure and transportation; and high awareness of the society the smart city idea ensures not only competitive but also sustainable growth of a city. The article poses a question of what means should be utilized to implement changes to effectively make a city smart. The article presents the analysis of three cities: Vienna, Zurich and Cracow.

    During the previous EU financial perspective (2007 - 2013), we observed an intensification of the development of transport management systems using ITS services in Polish cities. One of the biggest territorially and functionally system is Tri-city TRISTAR system, the implementation of which was completed in 2015. The concept of the TRISTAR system and its architecture was developed in the years 2002-2007. Currently, we can observe the intensification of the development of C-ITS services, allowing for the exchange of information between the vehicle and the infrastructure or other vehicles. The existing transport management systems were not prepared, e.g. to communicate with vehicles, and use of Floating Car Data. For this reason, it is necessary to verify the architecture of the systems and indicate the directions of development, allowing them to adapt to the current state of technology and new ITS services. The article presents directions for the development of the TRISTAR system in functional, physical and logical terms. Directions of activities will be indicated to allow the system to be adapted to provide C-ITS services.

Celem artykułu jest ukazanie szans rozwoju miast przynależnych do nowo utworzonej Metropolii oraz pokazanie przykładów wykorzystania wspólnego potencjału społeczno-kulturowego, służącego kreowaniu nowej marki – Metropolia „Silesia”. Wykorzystane metody badawcze odwołują się do nurtu badań jakościowych w socjologii miasta, do których zalicza się obserwacja, opis, analiza treści. Każde z miast w zależności od swojego charakteru wybiera różne drogi rozwoju, stawiając na ten potencjał, który stanowi największą wartość i bogactwo danego regionu. W przypadku miast należących do Metropolii „Silesia” taki potencjał stanowi niewątpliwie dziedzictwo kulturowe regionu. W artykule został zatem przedstawiony przebieg procesów metropolizacyjnych zachodzących na obszarze konurbacji górnośląskiej.
    Urban aspirations for the development of metropolitan functions today mean primarily the pursuit of intelligent development of those specialties and functions that are competitive and make the city more attractive to investors and other users of its space. The aim of the article is to present the opportunities for the development of cities belonging to the newly created Metropolis and to show examples of using the common socio-cultural potential to create a new brand – the Metropolis "Silesia". The applied research methods refer to the current of qualitative research in the sociology of the city, which includes observation, description and content analysis. Each of the cities, depending on their nature, chooses different paths of development, placing on the potential that represents the region's greatest value and wealth. In the case of cities belonging to the Metropolis "Silesia" this potential undoubtedly constitutes the cultural heritage of the region. Thus, the article presents the course of metropolising processes taking place in the area of the Upper Silesian conurbation.

    Proces integracji europejskiej zainicjował liczne innowacje polityczne, które zasługują na bliższą analizę. Jedną z nich jest z pewnością kwestia emancypacji wspólnot terytorialnych. Można postawić tezę, iż wyłaniają się one współcze-śnie jako istotne podmioty uczestniczące w polityce europejskiej. Stały się one – w istocie – ważnymi partnerami państw członkowskich i współtworzą Unię Europejską w jej obecnym kształcie, a także aktywnie współuczestniczą w kształtowaniu jej przyszłości. Inteligentne podejście do procesu integracji europejskiej obejmuje w tym przypadku: efektywne wykorzystanie przez regiony możliwości, jakie dawało prawo wspólnotowe; sprawne zagospodarowanie poparcia, jakie czyn-nikowi regionalnemu (i lokalnemu) oferowały najważniejsze instytucje wspól-notowe (zwłaszcza Komisja Europejska oraz Parlament Europejski); umiejętne budowanie własnej pozycji poprzez nawiązywanie relacji z innymi wspólnotami terytorialnymi oraz budowanie sieci współpracy w celu rozwiązywania proble-mów ponad granicami państw. Artykuł prezentuje różne aspekty uczestniczenia wspólnot terytorialnych w polityce europejskiej oraz wskazuje, jak wielką szansę stanowiło dla nich włączenie się w mechanizmy wykreowane w ramach procesu integracji. W tekście wskazano również na wysoką efektywność działań podejmowanych przez wspólnoty terytorialne, co stanowi zasadnicze źródło sukcesu czynnika regionalnego (i lokalnego) w procesie integracji europejskiej.
    The process of European integration has initiated a number of policy innova-tions that deserve closer analysis. One of these issues is undoubtedly the emancipation of territorial communities. It can be concluded that they are emerging today as important players in the European politics. In fact, they became important partners of the Member States and they co-create the European Union in its present form. An intelligent approach to the process of European integration concludes in this case as follows: the effective use of the opportunities created for the territorial communities by the EU law; efficient management of the support received from the EU institutions (especially from the European Commission as well as from the European Parliament); establishing relationships with other territorial communities, particularly smart networks in order to solve problems across national borders. The article presents various aspects of territorial communities’ participation in the European politics, and shows what a great opportunity for them was the inclusion into mechanisms within the framework of the integration process. The article also points to the high efficiency of the actions taken by the territorial communities, which is a major source of their success in the process of European integration.

The concept of smart cities today applies to almost every area of life and functioning of these structures.

    Niniejszy artykuł przedstawia wyniki badań nad zmianami społeczno-ekonomicznymi w polskich miastach w kontekście wyzwań związanych ze zmianami technologicznymi. Metody klasycznej analizy ekonometrycznej połączono w artykule z zastosowaniem sieci neuronalnej dla zidentyfikowania prawidłowości rozwojowych w siedmiu dużych polskich miastach: Warszawie, Krakowie, Poznaniu, Wrocławiu, Gdańsku, Łodzi i Kielcach. Wykonane badania dostarczają mieszanych przesłanek na temat tendencji na przyszłość, zwłaszcza w zakresie demografii. Pewne są jednak dwa zjawiska: wzrost skłonności do zakładania nowych przedsiębiorstw oraz spadek udziału wydatków inwestycyjnych w budżetach miejskich. Symulacja za pomocą sieci neuronalnej wskazuje na możliwość szybkiej eksplozji demograficznej badanych miast, mimo obecnej stagnacji, oraz możliwość dalszego, znacznego wzmocnienia zachowań przedsiębiorczych. W konkluzji artykułu omawiany jest zarys rozwiązania finansowego wykorzystującego zaobserwowane tendencje. Rozwiązanie to łączy elementy funduszu inwestycyjnego z crowdfundingiem (finansowanie społecznościowe).
    This article studies socio-economic changes in Polish cities in the context of technological change and the resulting challenges. Classical econometric analysis has been combined with a neural network, in order to define development patterns in seven big Polish cities: Warsaw, Cracow, Poznań, Wrocław, Gdańsk, Łodź and Kielce. The study provides mixed indications concerning future tendencies, specifically as regards demographics. Still, two phenomena are certain: a growing tendency to start new businesses, and a decrease in the relative importance of investment outlays in municipal budgets. A simulation with a neural network indicates the possibility of a demographic explosion, despite the present stagnation, as well as a further, strong increase in the incidence of entrepreneurial behaviour. In the conclusion, this article outlines a financial solution that the observed tendencies, and combines crowdfunding with an investment fund.

    Celem artykułu jest przedstawienie głównych problemów transportu miejskiego, z którymi borykają się mieszkańcy współczesnych metropolii. Rosnące niezadowolenie społeczeństwa, niska przepustowość miejskich układów drogowych oraz zwiększający się poziom zanieczyszczenia powietrza - to tylko wybrane niedogodności ograniczające rozwój obszarów zurbanizowanych. Naprzeciw tym problemom wychodzi idea Smart City, dążąca do usprawnienia i rozwoju branży TSL. W referacie przedstawiono innowacyjne technologie, poprawiające jakość życia ludności oraz ułatwiające kreowanie przestrzeni miejskiej.
    The aim of the article is to present the main problems related to urban transport faced by the in habitants of modern metropolitan areas. Increasing dissatisfaction of the society, low capacity of urban road systems and increasing level of air pollution - these are just some of the disadvantages that limit the development of urbanized areas. Here comes the idea of Smart City, striving to improve and develop the TFL sector. This paper presents innovative technologies that can improve the quality of life of people and facilitate the creation of urban space.

    In a smart city environment, Intelligent Transportation System (ITS) enables the vehicle to generate and communicate messages for safety applications. There exists a challenge where the integrity of the message needs to be verified before passing it on to other vehicles. There should be a provision to motivate the honest vehicles who are reporting the true event messages. To achieve this, traffic regulations and event detections can be linked with blockchain technology. Any vehicle violating traffic rules will be issued with a penalty by executing the smart contract. In case any accident occurs, the vehicle nearby to the spot can immediately send the event message to Unmanned Aerial Vehicle (UAV). It will check for its credibility and proceed with rewards. The authenticity of the vehicle inside the smart city area is verified by registering itself with UAVs deployed near the city entrance. This is enabled to reduce the participation of unauthorized vehicles inside the city zone. The Secure Hash Algorithm (SHA256) and Elliptic Curve Digital Signature Algorithm (ECDSA-192) are used for communication. The result of computation time for certificate generation and vehicles involvement rate is presented.

    This article contains results of studies on the applicability of data from Intelligent Transportation Systems (ITS) for the purposes of geographical studies regarding the spatial mobility of inhabitants within a big city. The article focuses on the option of applying two types of sub-systems – induction loops and automatic number-plate recognition (ANPR) – and includes examples of analyses based on the resulting data, which can serve as a basis for mobility studies. The area on the example of which the capabilities of application of ITS data have been presented is Lodz – a large city in central Poland. The conducted research shows that ITS systems offer an enormous potential in providing data for spatial mobility studies. In order to fully exploit its worth, however, it is imperative to expand the research procedure by including, for instance, the results of qualitative research. Also, the interpretation of results obtained on the basis of ITS data ought to be performed with an awareness of numerous significant preliminary and simplifying assumptions.
