A paper concerns the problems of information ordering in intelligent transport systems accordingly their role and meaning for various transport processes. There is given an attempt to rules of classification of information, their standardisation questions, reduction of redundancy and false specimens necessary for proper information management. All these questions are of great importance from the information accessibility, usefulness and reliability point of view. Also are discussed problems of the information selection, it's protection, and it's evaluation as a factors influencing possible improvement of the transport decisions making. Finally, some outline of standardisation rules are presented.

The paper focuses on information dimension in the structure of Information and Communication Technology architecture and searches for better models to describe the structure of blue force information, especially from Enterprise Architecture (EA) approach. Enterprise Architecture has been developed better to communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF, NAF) recognize the layer of information between business and technology. Nevertheless, in practice, the focus tends to turn more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) or Enterprise Resource Management (ERM) programs. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organization and in defining the possible paths of evolution in information management available for military. The outcome is a roadmap that describes the evolution of past and probable future for military information management and explains different drivers and constraints on roads. The roadmap is tested against experiences gained from several C4ISR, and ERM focused military transformations. The overall research approach is following the hypothetico-deductive model, and the roadmap part is applying the theory of evolution in sociotechnical systems. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help the analysing of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers.

Opis:
An example of knowledge transfer from academic research to industry was presented in the paper. IT Integration Platform called TechLink Bridge based on the three pillars of innovation was introduced. TechLink Bridge system as the result of cooperation of the Poznan University of Technology and Emtel System company was designed as the answer for the market demands. A spatial structure of the proposed main board in terms of external wire and wireless interfaces was shown. The software structure and its particular characteristics as the description of selected communication protocols were introduced. The influence of the development of critical information management to the functionality of the platform was described as the flexibility to manage the information flow was. The future development of TechLink Bridge was presented in the end.

The challenges imposed by the development of information and communication technology are also related to understanding the new information so-ciety. For that reason information ethics deals with the ethical implications of dissemination, use, development and safety of information. Public relations follow new information and communication trends, and they need to build fi rm ethical principles for the age of informa-tion. The author examines the ethical implications of the framing concept in public relations.

In this study the question of innovation and information management in supply chain is addressed. We assume that innovation and information management are interrelated in supply chains and that the relationship is crucial for their success on the market. Considerable attention was given to the issue of outsourcing which is now a commonplace in supply chain management. In particular, we examined how approaches to managing information and knowledge in the supply chain differ according to ICT outsourcing. The deduction is based on a data set of 426 companies located in Poland, representing a variety of industry sectors. Two stages of the research were realised. The rationale behind this was to identify enterprises that utilise a welldeveloped system of information and knowledge management to determine the scope of possible in-depth analyses. This helped to receive valuable responses. We find what information and knowledge management is mainly driven by. We show the similarities and differences in information and knowledge management between entities that use ICT outsourcing and those that do not. We discuss the research results and draw conclusions.

Information and Communications Technology (ICT) has made major advances in linking physical dimension through information to cognitive dimension as described by John Perry et al. (2004) in their model for Information Superiority. The information technology linkage between the physical and cognitive dimensions has created new ways of effect both for the red and blue force. The paper focuses on the information dimension and searches for better models to describe the structure of blue force information, especially from the Enterprise Architecture (EA) approach. Enterprise Architecture has been developed to better communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF) recognise the layer of information between business and technology, but in practice, the focus turns more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) and Enterprise Resource Management (ERM) programmes. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organisation and in defining the possible paths of evolution in information management available for the military. The outcome of this paper is a roadmap picturing the evolution of military information management. Enterprise Architects may use the roadmap in analysing and developing both C4ISR and ERM capabilities in military organisations. The primary research question for this paper is: What may cause so many failures in defining Enterprise Architecture at information management level and then in implementing C4ISR and ERM tools? The paper first defines six stages for management of unstructured information from various former studies and information architecture models (Cook, 1996). The basic stages of evolution of unstructured information are defined as print, file, page, social media content, semantic content, and intelligent content. These six stages and a generic military structure are processed through an evolutionary model derived from evolutionary theory for technical development described by Joel Mokyr (1998). The Mokyr model helps to recognise the paths of evolution, the forces that may influence the development and the ways that have been taken in achieving goals. The outcome is a roadmap that describes the evolution of past and possible future for military information management and explains different drivers and constraints on roads. The roadmap is aligned with other similar roadmap tools Enterprise Architects are using. The roadmap is further tested against experiences gained from several C4ISR and ERM focused military transformations. The overall research approach follows the hypothetico- deductive model (Brody, 1993) and the roadmap part applies the theory of evolution in sociotechnical systems (Bertalanffy, 1969). Military organisations have followed the general evolutionary path (print – file – page – social media content – semantic – intelligent content) in developing their management of unstructured information. The general path includes two definite leaps that require more effort: 1) from files to pages, and 2) from unstructured content to more structured content. There have also been more discrete shortcuts together with downgrades defined by cultural and doctrinal powers of the force. Meanwhile, it is possible to accelerate evolution by taking shortcuts. A consistent effort to change technology, processes, and people at the same time is needed when, for example, taking force from publish-pull pages to semantic information management. It might be easier to start with structured information and then, gradually, include unstructured information. Strong forces may also pull back already achieved development if the change has not been made to stick properly. Losing the thin trust for shared information management early in implementation may prevent individuals from sharing for a long time. Not providing the expected level of availability of the service for the knowledge base may lose the confidence of process owners. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help analysis of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers. The research in this paper only covers the approach of evolution. The systems and business strategy approached are studied in other papers. This article does not illustrate the integrated roadmap of business, information, and technology, which can be found in further papers by the writers. The research is based mainly on qualitative data in proving the roadmap. There is room for further assurance when the information sharing cultures of the military are enabling it.

The article includes a literature outline of the scientific field of management sciences concerning issues of security management an organization. The article focuses on identifying literature in this area and describing the process in terms of the essence of management in the organization. The authors who were pioneers of the subject were indicated and the author also pointed to the important roles of the approach to information security management in the process of building and organizational development of the enterprise. At the end of the article, the author discusses opinions of other authors in the selection of the optimal strategy for managing security in an enterprise and shows how it financially a effects the company and its intangible market value.
Artykuł zawiera zarys literatury naukowej z zakresu nauk o zarządzaniu dotyczący zagadnień zarządzania procesem bezpieczeństwa informacji w organizacji. Artykuł koncentruje się na identyfikacji literatury w tym obszarze i opisaniu tego procesu pod względem istoty zarządzania w organizacji. Wskazano autorów z całego świata, którzy są pionierami zarządzania procesem bezpieczeństwa jako unikalnego tematu rozwoju organizacji. Autor wskazał nowe trendy podejścia do zarządzania bezpieczeństwem informacji w procesie budowania i rozwoju modelu biznesu przedsiębiorstwa. Na końcu artykułu autor, opierając się na literaturze, dokonuje wyboru optymalnej strategii zarządzania bezpieczeństwem w przedsiębiorstwie. Autor pokazuje, w jaki sposób bezpieczeństwo zarządzania wpływa finansowo na organizację i jej wartość rynkową.

In the 20th century, the right to obtain information started to appear in legal regulations worldwide. The 1990’s brought development of the right to information in countries of Central and Eastern Europe. In many countries, including Poland, the right to information was written down in the constitution. At the same time, the expanding information resources, mainly from the Internet, make it more and more difficult to search information which would allow to prepare a basis for effective and accurate decisions in a complex way. What is more, development of trade and economic contacts forces constant activity of companies not only in the strictly business field but also in the access to information on competitors, outlets, technological novelties, and new studies. These situations create the necessity of implementing complex information management along with legal and ethical regulations. The transparently shaped structure of complex information management will allow to execute tasks in the atmosphere of a high level of public trust.

Companies are facing problems regarding reduction of their logistics costs. Good organization of transport processes can bring a lot of profits both economical and environmental. Companies participating in transport processes more often prefer to create temporary relations and form virtual cooperation networks than to keep traditional long-term contracts. The paper first defined problems of multimodal transport. The obstacles to development of virtual transport clusters are described. The main problems and requirements of the virtual cooperation in the area of transport processes are identified. The aim of the paper is to present the scope of information needed for the coordination of virtual transport clusters. Author describes approach to information management in virtual cluster based on agent technology.

Dostęp do informacji to ważny czynnik umożliwiający skuteczne administrowanie państwem. Administracja publiczna jest jednym z największych użytkowników technicznych i programowych środków teleinformatycznych. Systemy informatyczne mogą usprawnić przetwarzanie danych, których ilość związana z funkcjami realizowanymi przez administrację publiczną szybko rośnie. Wydaje się jednak, że możliwości współczesnych środków technicznych i programowych teleinformatyki nie są w pełni wykorzystane i nie zawsze ich stosowanie przekłada się na wzrost efektywności działania administracji publicznej. Wynika to z faktu, że sprawność działania publicznych instytucji administrujących zależy również od celów i standardów mających zastosowanie w tej sferze, struktury organizacyjnej, zasobów ludzkich, zasobów finansowych i uwarunkowań prawnych. W artykule podjęto próbę identyfikacji i scharakteryzowania podstawowych czynników wpływających na efekty procesu cyfryzacji usług administracji publicznej.
Access to information is one of the most important factors that allow to administer the state effectively. Public administration is one of the biggest user of technical and program means of teleinformatics. Information technology considerably facilitate entities and public institutions the processing of the continuously increasing amount of data concerning conducted activity. This process, in consequence, should streamline the functioning of administration, make it easier for clients, employees and partners to do their everyday tasks. It seems, however, that the speed of the processing of data does not lead directly to an increase in effectiveness of administration that also depends on objectives and standards applicable in this sphere, an organizational structure, human resources, financial resources and information resources. An attempt to characterise basic issues concerning information management in administration was made in the article.

The performance of collaborating information systems in the hydrosphere is based on the robustness and tolerance of the wireless communication task. It is strongly intertwined with the cooperation and coordination reliability under water for sharing resources and common purposes. Key technology and bottleneck is the physical layer communication in the underwater ''chameleon'' acoustic channel environment and the challenges of non trivial channel effects like the multipath propagation - which is rapidly varying over time and space. In this contribution we introduce the burst communication as one possible solution. These transmissions are supposed to be of a very short duration. The purpose is to occupy the acoustical channel in the underwater column only for a short time window, like in impulse and click communication (similar to the use by marine mammal, Khoisan and wugbe languages), e.g. to reduce the probability of transmission collisions and allows an efficient EMission CONtrol (EMCON).

Artykuł poświęcony jest problematyce zarządzania informacją geoprzestrzenną na poziomie globalnym i na poziomie regionów globu. Przedstawiono kolejno: inicjatywę ONZ w zakresie globalnego zarządzania informacją geoprzestrzenną (GGIM), koordynację działań międzynarodowych organizacji geoprzestrzennych, działania na rzecz infrastruktury GIS dla Azji i Pacyfiku, działania na rzecz infrastruktury danych geoprzestrzennych dla obu Ameryk, inne inicjatywy geoprzestrzenne o znaczeniu międzynarodowym, wieloletnie doświadczenia Stanów Zjednoczonych w zakresie budowy NSDI. Dokonany przegląd inicjatyw, działań i doświadczeń umożliwił sformułowanie wniosków interesujących z punktu widzenia Polski jako państwa, które buduje infrastrukturę informacji przestrzennej na poziomie kraju (IIP) oraz regionu europejskiego (INSPIRE), przyczyniając się również do zarządzania danymi geoprzestrzennymi na poziomie globalnym.
The paper is devoted to the problems of global and regional geospatial information management. The following issues are presented: the UN initiative on global geospatial information management (GGIM), coordination of activities of international geospatial organizations, development of GIS infrastructure for Asia and Pacific, development of geospatial information infrastructure for Americas, other geospatial initiatives of international importance, long standing experience of the United States in building NSDI. This review of initiatives, actions and experiences allows to formulate conclusions interesting from the point of view of Poland building national spatial information infrastructure (IIP) as a part of the European region infrastructure (INSPIRE), and in this way contributing also to global geospatial information management.

Autor artykułu opisuje nową ideę zintegrowanego zarządzania przedsięwzięciem budowlanym (Integrated Project Delivery) i porównuje ją z dotychczas stosowanymi w zarządzaniu przedsięwzięciem sposobami, takimi jak system tradycyjny Design-Bid-Build oraz system zaprojektuj i wybuduj - Design&Build. Pokazano również problemy związane z obiegiem informacji w trakcie prowadzenia przedsięwzięcia budowlanego i korzyści, jakie daje zastosowanie zintegrowanego zarządzania przedsięwzięciem budowlanym w połączeniu z technologią BIM (Building Information Modeling - modelowanie informacji o budynku). Opisano również popularny na świecie format wymiany danych między różnymi oprogramowaniami IFC (Industry Foundation Classes), który pozwala wymieniać informacje o wielu aspektach przedsięwzięcia budowlanego.
The article discusses the problems of today's construction project management. Despite the implementation of modern technologies and building materials, and the use of software to support engineering analysis and decision-making in construction, efficiency gradually decreases. The article describes a new concept of integrated construction project management (Integrated Project Delivery) and compares it with the previously used management methods, such as Design-Bid-Build and Design & Build. The article also shows the problems associated with the flow of information during the completionof a construction project and the benefits of integrated construction project management in conjunction with the BIM (Building Information Modelling) technology. The article also describes the world's most popular format for data exchange between different software: IFC (Industry Foundation Classes), which allows exchanging information on many aspects of a construction project.

Opis:
Innovation management is a knowledge-intensive process that requires dealing with different sources of data to identify relationships between the concepts, techniques, and tools that may led to innovations. Innovation analysts need to handle huge amounts of unstructured information: ideas gathered from internal staff and external partners, research papers and technical reports, patents and applications, etc. All these sources constitute valid inputs to assess the innovativeness of ideas, the feasibility of their implementation, and their potential value in the market. Innovation management discipline has widely used techniques and methods developed in the context of Information Science to support the identification of research trends, assess the outputs of innovation efforts and investments, and monitor the market and the activities made by competitors. The fruitful relationship between Information Science techniques and Innovation management needs to be regularly reviewed as new techniques and tools are designed and made available to the community. In the last years, significant progress has been achieved in areas like scientometrics, text visualization, and opinion mining. This paper provides an overview of these techniques and discusses how they can help professionals involved in innovation programs.
Zarządzanie innowacjami to oparty na wiedzy proces, w którym definiowany jest poziom zależności pomiędzy pomysłami, technikami i narzędziami mogącymi skutkować opracowaniem innowacji. Analityk innowacji musi zarządzać treściami niestrukturalnymi: pomysłami zgromadzonymi od pracowników jak i partnerów, wiedzą pochodzącą z publikacji naukowych i raportów technicznych, patentami i zgłoszeniami patentowymi itp. Wszystkie te źródła stanowią istotny wkład w proces oceny innowacyjności pomysłu, możliwości jego realizacji oraz konkurencyjności rynkowej. W zarządzaniu innowacjami powszechnie stosowane są techniki i metody informatyczne, które wspomagają proces identyfikacji trendów, oceny rezultatów, oszacowania niezbędnych nakładów finansowych czy monitorowania rynku. Oznacza to, że należy regularnie monitorować stan wiedzy i techniki w tym obszarze w celu zapewnienia jak najbardziej owocnej współpracy na styku nauk informatycznych i zarządzania innowacjami. W ostatnich latach znaczący postęp osiągnięto w takich dziedzinach jak naukometria, wizualizacja tekstu i badanie opinii. W artykule dokonano przeglądu tych technik i omówiono sposób, w jaki mogą one wspomóc specjalistów zaangażowanych w realizację innowacyjnych programów.

Maintenance involves a large amount of data management. Although many tools, strategies, and systems, have been developed to organize the maintenance information resources, SMEs have not found the same benefits as large companies due to their inherent characteristics and, above all, the maturity level of the maintenance department. Maturity models are useful tools for assessing the maturity of maintenance information practices; however, existing models are not suitable for any type of business context, as they required companies to have a clear organizational structure and definite informative infrastructure. Moreover, they do not assist in identifying and defining actions to reach the highest level. This paper proposes a model for assessing and improving maintenance management information practices. It allows a clear measure of the maturity of the maintenance information management practices in industrial contexts and provides improvement actions identifying the information and data needed to enhance maintenance management information practices.

Znaczenie tego pojęcia znajdziemy w tym materiale w odniesieniu do bezpieczeństwa narodowego w aspekcie walki z terroryzmem a wszelkie analizy prowadzone przez badaczy zjawiska terroryzmu wskazują niemożność całkowitego wyeliminowania tego zjawiska.
As we know, information and management of it is an important function on many levels of modern civilization. This is primarily about the broadly understood security of the modern state. Such information must have specific features that will enable it to be properly used. Ensuring information security nowadays, it is the basis for the free use of information in the security system. The meaning of this concept can be found in this material in relation to national security in the context of the fight against terrorism and all analyzes carried out by researchers, the phenomena of terrorism indicate the inability to completely eliminate this phenomenon.

Article dedicated to creating one of the key competitive advantages in today's economy, which is the ability to manage information. The author clarifies the concept of information, its place and importance in business practice. The characteristics of this resource, as well as the process of its circulation in the enterprise. Issues of obtaining and structuring of information resources in databases and data warehouses are the aspect of economic activity, which can not be ignored in the planning process. These are the decisive factor about the possibility of long term operating companies in the market. Decision making is supported at all levels by information management tools. In order to efficiently respond to changes in organizational structure, company structure should be similar with the modular structure of software. The right choice of supporting software used accumulation of knowledge resources in electronic form in the organization should be also kept in mind.

Opis:
The paper offers a look at Facebook social service from the point of view of information management in an information society. The article presents a description and comparison of two sets of focus group research. The study was carried out among students in an academic center in a small city (population of 120 thousand), and in an academic center in a big city (population exceeding 750 thousand). The research was aimed at exploring issues related to using Facebook, in particular including the issue of motives related to creating a profile on the service and using it in everyday life. The research has revealed three categories related to Facebook use: a need for security in the scope of access to information, a need to possess a tool facilitating management of information-communication processes, as well as respondent’s dislike for Facebook. In the final part, the paper presents conclusions, but also limitations of the described research.
