Opis:
Geneza wyłączenia lasów ochronnych w Nadleśnictwie Pisz, związana jest z postulowaną przez środowiska naukowe potrzebą obserwacji naturalnych procesów restytucji, na obszarach zniszczonych huraganem w dniu 4 lipca 2002 r. Podstawą prawną powołania lasów ochronnych jest decyzja Ministra Środowiska DL.lp.-0233-JJ-17/03 z dnia 10 czerwca 2003 r. Obszar uznany za lasy ochronne zajmuje powierzchnię około 450 ha i będzie przedmiotem badań naukowych oraz obiektem edukacji przyrodniczo-leśnej społeczeństwa. Zmienność przestrzenna uszkodzeń pohuraganowych i wielkość obszaru wyłączonych lasów ochronnych, sugerują wykorzystanie map obrazowych, tworzonych ze zdjęć lotniczych i obrazów satelitarnych jako źródła informacji monitoringowych o zniszczonych lasach, oraz specyficznego materiału edukacyjnego.
The purpose of establishing of the new protective forests in the Forest District Pisz is the preservation for research and education needs, of selected areas of the forests, damaged by heavy storm occurred 4th Aug. 2000 in the N-E part of Poland. As a source of the spatial information for monitoring the spontaneous regeneration of the damaged forest and for the forest education of the society, image maps, prepared from different kinds of remotely sensed images has been proposed.

The Remote Sensing Centre has been set up within the Institute of Geodesy and Cartography shortly after launching the first environmental satellite. The main task of the Centre was to use satellite images in research of environment. The Landsat images have been used by the Centre to elaborate the first maps of land use in Poland. Satellite images have also been used to assess the forest damage in Sudety Mountains, elaboration of the satellite maps, assess of the air pollution in the country and elaboration of the soil data bases for Poland. Satellite images acquired in microwaves have been used to map a flood extent in Odra River Valley and to estimate damage caused by the flood. The most diverse application satellite images found in agriculture. They were used for assessment of the stage of crop development, crop yield and production of the cereals in Poland. Several other scientific institutes have also used satellite images in their investigation. One of them was the Institute of Oceanology. It has used satellite images for the Baltic ecosystem monitoring.

Perception of space is an especially important part of research on urban fabric. The perception of a city is strongly correlated not only with a specific time and place but, first and foremost, with surveyed populations who, apart from having varying demographic features, frequently represent disparate community and cultural profiles. The objective of this study was to assess how the urban space of Szczecin (Poland) is perceived by its inhabitants and to ascertain the relations between various image elements. The example of Szczecin appears to be interesting, in as much as it is a peripheral city of a cross-border region with a historically and culturally diverse local community. The presented research used a method of analysing mental (image) maps based on the methodology proposed by Kevin Lynch (1960) and modified by the authors to incorporate in-depth interviews. Individual respondents' views were used to create a synthetic image of the city.

Dostępność dużej ilości danych skłania do przekazania za pomocą mapy możliwie bogatej informacji, co często skutkuje przeładowaniem opracowań kartograficznych. Tę sytuację dobrze ilustruje przykład planów miast, które należą do najbardziej złożonych prezentacji kartograficznych. Przedstawiają one bowiem obszary o największej koncentracji różnego rodzaju obiektów i form działalności człowieka. Wobec faktu, że plany miast należą do najczęściej wykorzystywanych opracowań kartograficznych problem efektywności przekazu informacji za ich pośrednictwem nabiera szczególnego znaczenia. Chociaż złożoność od wielu lat jest przedmiotem zainteresowania kartografów, jednak żadna z dotychczas stosowanych w kartografii miar złożoności nie pozwala na jej automatyczne określanie w przypadku tak graficznie skomplikowanych opracowań jak plany miast. Konieczne było więc zaproponowanie nowej metody, pozwalającej na wyznaczanie złożoności graficznej tych opracowań. W tym celu zastosowane zostały techniki cyfrowego przetwarzania obrazów. Zaproponowana metoda zapewnia porównywalność map obciążonych różnymi elementami (sygnaturami punktowymi, liniowymi, napisami etc.). Na podstawie analizy wybranych materiałów kartograficznych można stwierdzić, iż metoda ta pozwala na ilościową ocenę obciążenia graficznego planów miast przy pomocy sformalizowanego wskaźnika.
During the centuries the main problem on mapping was to obtain the sufficient and reliable source data; presently, an appropriate selection of the desired information from the deluge of available data is a problem. An availability of large amount of data induces to transfer the possibly rich information by means of map. It often results in overloading the cartographic documents, that is why they become less communicative and difficult to read. This situation is well illustrated by the example of city maps which are the most commonly used and thus the most frequently published cartographic products. Many user groups with different needs as well as preparation to read maps use these high volume publications. Therefore, the maps communication effectiveness problem is of particular importance. The city maps are the most complex cartographic presentations, because the presented areas are the places with the greatest concentration of different kinds of objects and forms of human activity arising from the civilization development. Conveying these specific features on the city maps leads to the problem of selecting the most relevant elements of content in terms of user’s needs, since presenting all objects and their characteristics is impossible if the city map readability is to be kept. Although complexity has been the cartographers’ object of interest for many years, because it exerts an impact on readability and effectiveness of cartographic documents, none of the measures used so far may be applied for automatic determination of complexity of such graphically complicated objects as city maps. Therefore a novel approach was needed for these applications. For that purpose digital image processing techniques have been proposed and successfully applied by the authors. The analysis of the spatial distribution of the objects’ edges on the map surface, calculated using continuous wavelet transform, is the basis of the proposed measure. The method allows for comparison of complexity of city maps loaded by different type of graphical elements (point signatures, lines, text, etc.). Extended analyses of selected cartographic materials proved the usability of the method for quantitative estimation of city map complexity via formal index.

In the last few years there has been a dramatic increase in the amount of visual data to be searched and retrieved. Typically, images are described by their textual content (TBIR) or by their visual features (CBIR). However, these approaches still present many problems. The hybrid approach was recently introduced, combining both characteristics to improve the benefits of using text and visual content separately. In this work we examine the use of the Self Organizing Maps for content-based image indexing and retrieval. We propose a scoring function which eliminates irrelevant images from the results and we also introduce a SOM variant (ParBSOM) that reduces training and retrieval times. The application of these techniques to the hybrid approach improved computational results.

In this paper, a modification of the graph-based depth estimation is presented. The purpose of proposed modification is to increase the quality of estimated depth maps, reduce the time of the estimation, and increase the temporal consistency of depth maps. The modification is based on the image segmentation using superpixels, therefore in the first step of the proposed modification a segmentation of previous frames is used in the currently processed frame in order to reduce the overall time of the depth estimation. In the next step, a depth map from the previous frame is used in the depth map optimization as the initial values of a depth map estimated for the current frame. It results in the better representation of silhouettes of objects in depth maps and in the reduced computational complexity of the depth estimation process. In order to evaluate the performance of the proposed modification the authors performed the experiment for a set of multiview test sequences that varied in their content and an arrangement of cameras. The results of the experiments confirmed the increase of the depth maps quality - the quality of depth maps calculated with the proposed modification is higher than for the unmodified depth estimation method, apart from the number of the performed optimization cycles. Therefore, use of the proposed modification allows to estimate a depth of the better quality with almost 40% reduction of the estimation time. Moreover, the temporal consistency, measured through the reduction of the bitrate of encoded virtual views, was also considerably increased.

Enlightened Travelers and Their Mental MapsThe issue of mental mapping of Eastern Europe (Wolff), posed during the Enlightenment, and the similar problem of the image of the Balkans (Todorova), are both multifaceted. This paper deals with three aspects of these processes and seeks to analyse them through the prism of the Orientalism-Occidentalism opposition.The article opens with a very general description of the Oriental mental maps on the part of 19th-century Bulgarian revolutionaries and modernisers. Most characteristic in this respect are the diaries of those convicted to exile in the Diarbekir fortress. I then turn my attention to texts by influential foreigners who arrived in Bulgaria immediately after 1878, including especially the publications by the Czech historian and Slavonic scholar Constantine Jireček and some of the reactions they provoked.The article reveals common elements in both the foreign perspective on the inhabitants of the Orient/the Balkans/Bulgaria and the Bulgarian perspective on the Occident/Western Europe. A hypothesis is proposed that what the analysed texts portray is not a general clash between traditionalism (patriarchal culture) and modernity but rather a very particular conflict over which group should perform the role of the “civiliser” of Bulgarian society. Both sides of the conflict made instrumental use of existing discourses, be it modernist or patriarchal, Orientalist or Occidentalist.Oświeceni podróżnicy i ich mapy mentalneProblem mentalnego kartografowania Europy Wschodniej (L. Wolff), jak też Bałkanów (M. Todorowa), od czasów oświecenia jest wieloaspektowy. Artykuł charakteryzuje trzy spośród tych aspektów i poszukuje związków pomiędzy nimi, poprzez analizę opozycji orientalizm – okcydentalizm.Na początku prezentuję najogólniej mapy mentalne bułgarskich rewolucjonistów i przedstawicieli nowoczesności z XIX wieku na Bałkanach (Orient). Najbardziej charakterystyczne pod tym względem są dzienniki skazańców z twierdzy tureckiej w Diar-Bekir. Następnie moja uwaga skupia się na tekstach wpływowych cudzoziemców, którzy znaleźli się w Bułgarii bezpośrednio po 1878 roku, a wśród nich w centrum mojego zainteresowania znajdują się niektóre publikacje Czecha Konstantina Irečka i reakcje na nie.Artykuł jest próbą zarysu punktu widzenia cudzoziemca w stosunku do przedstawicieli Orientu /Bałkanów/Bułgarii i bułgarskiego dystansu w odniesieniu do Okcydentu /Zachodu/ Europy. Materiał analizowany skłania ku hipotezie, że nie o zderzenie między tradycjonalizmem (patriarchalną kulturą) i nowoczesnością idzie, ale o konkretną walkę o odegranie roli "cywilizatora" bułgarskiego społeczeństwa. W tej walce oponenci wykorzystują instrumentalnie dostępne dyskursy, modernistyczne, czy też patriarchalne, orientalne, czy okcydentalne. Просветени пътешественици и техните ментални картиПроблемът за менталното картографиране на Източна Европа (Л. Улф) от Просвещението, както и сродния му проблем за отношението към Балканите (М. Тодорова) имат многобройни аспекти. Статията очертава три от тях и търси връзките им, видени през опозицията ориентализъм – оксидентализъм. В началото са представени най-общо менталните карти на българите революционери и модернизатори от ХІХ в. на Ориента. Те са особено характерни за мемоарите на заточениците в Диарбекир. След това вниманието се насочва към текстовете на влиятелни чужденци, попаднали в България непосредствено след 1878 г., на първо място някои публикации на чеха Константин Иречек и някои реакции към тях. Разкрити са общите елементи в ориенталистката гледна точка на чужденеца и оксиденталистките възражения на българина. Изказва се хипотезата, че в случая не се наблюдава сблъсък между традиционно (патриархално) и модерно, а конкурентна борба за ролята на "цивилизатора" на българското общество. В тази борба опонентите използват инструментално наличните дискурси, били те модернистки или патриархални, ориенталистки или оксиденталистки.

Application of polyhedrons as image surface in cartographic projections has a tradition of more than 200 years. The first maps relying on polyhedrons appeared in the 19th century. One of the first maps which based on an original polyhedral projection using a regular octahedron was constructed by the Californian architect Bernard Cahill in 1909. Other well known polyhedral projections and maps included Buckminster Fuller’s projection and map into icosahedron from 1954 and S. Waterman’s projection into truncated octahedron from 1996, which resulted in the “butterfly” map. Polyhedrons as image surface have the advantage of allowing a continuous image of continents of the Earth with low projection distortion. Such maps can be used for many purposes, such as presentation of tectonic plates or geographic discoveries. The article presents most well known polyhedral maps, describes cartographic projections applied in their preparation, as well as contemporary examples of polyhedral maps. The method of preparation of a polyhedral map and a virtual polyhedral globe is also presented.

Opis:
Landscape is an object of perception, while its image is the sum of ideas on this object. Both terms used in the title of the paper have fairly strong impact on each other. In order to manage the city’s image well, it is necessary to take care of the landscape in all its areas especially in the “forgotten” and degraded ones. The aim of the author was to identify elements of landscape exposure along railway lines – areas with low aesthetic value in many cities around the world. The research area includes railway lines, in Cracow and Wrocław. The method adopted for the implementation of the study is the analysis of mental maps made in 2018 during field workshops. The paper is ended by conclusions on the landscape impact on the image of the city.

The article discusses the problem of cartographic presentation of immaterial elements of city space. On the example of old city maps of Warsaw from the period between 1641 and the end of the 19th century, the image of objects and places in Warsaw is linked to the image of activities happening in them, or in connection with them. The author presents results of the analysis of the methods of presentation of immaterial elements, distinguishing three most numerous groups of them: nomenclature, functions and significance of objects, and property and administrative issues. The conclusions base on the analysis of 61 general city maps of Warsaw covering the whole city, elaborated in the periods 1641-1800, 1801-1900, and, supplementary, 1901-1939.
