Opis:
We consider education as a number of multistage creative processes and analyse one of them – teaching knowledge (Process P1) in detail. We describe the idea of a virtual production line (VPL) in the sense introduced by Walukiewicz in 2006 as an extension of Henry Ford’s classical production line (CPL). Teachers connected by the Internet provide education to students on a VPL – a kind of virtual belt – teaching a given set of subjects (tasks), offering knowledge by a prescribed methodology, etc. In contrast to a CPL, teachers on a VPL will use their brain power mostly and divide the teaching process into a number of tasks in what is called “self-organization of a VPL”. Thus, a VPL shall be defined as a division of labor into tasks, while a CPL will just remain a partition of labor into a fixed number of jobs (tasks). Next, we introduce the value of human capital represented by a given student as a measure of P1 efficiency and compare it with the indicators used so far. In Poland, the problem is that different skills of students are not measured within one, integrated system. We propose a solution to this problem and furnish relevant field study results.

Opis:
The main purpose of this paper is to analyse the interdependence between labour productivity and the occupational structure of human capital in a spatial cross-section. Research indicates (see Fischer 2009) the possibility to assess the impact of the quality of human capital (measured by means of the level of education) on labour productivity in a spatial cross-section. This study attempts to thoroughly analyse the issue, assuming that apart from the level of education, the course of education (occupation) can also be a significant factor determining labour productivity in a spatial cross-section. The data used in this paper concerning labour force structure in major occupational groups in a regional cross-section comes from a Labour Force Survey. The data source specificity enables the assessment of labour force occupational specialisation at the regional level and the estimation of this specialisation at the subregional or county level. An in-depth analysis of the occupational structure of the labour market in a spatial cross-section is an important theoretical and practical area of study necessary for the development of effective labour market policies and the education system.

Research background: The role of human capital in modern economy development is as important as that of material growth factors. According to the three-sector model theory, economic growth is associated with the process of labour force leaving the primary sector. The research issue addressed in this paper was the human capital level estimation in European NUTS 2 regions and the relationship between the human capital level and sectoral structure of the economy. Purpose of the article: The article aimed to verify the hypotheses of absolute and conditional human capital convergence in European NUTS 2 regions. The analysis covered the 2005-2020 period for European NUTS 2 regions and two subgroups: the CEE regions and the Western European regions. Methods: A composite indicator approach was adopted to measure human capital levels in NUTS 2 regions. In order to verify the absolute and conditional b-convergence hypotheses, dynamic panel data models were estimated. The Blundell and Bond system-GMM estimator with parameter standard errors robust to heteroscedasticity was used. Findings & value added: The study positively verified the hypotheses of absolute and conditional convergence in each group of regions. Percentages of employees in sectors proved to be the steady-state determinants. The time needed to reduce differences occurring in human capital levels by half (a half-life) was about 11 times greater for the CEE regions than for the Western European ones. The value added of the article lies in proving the relationship between the sectoral structure of employees and the pace of human capital convergence in European NUTS 2 regions.

Controlling-based management is generally regarded as a way of increasing the operational efficiency of economic entities. Considering controlling based on the management level criterion makes it easier to control an organisation’s revenues and costs, whose greatest source are labour costs. This paper proposes a dynamic economic model with health, human capital and wealth accumulation with elastic labor supply. The economic system consists of one industrial, one health, and one education sector. Our model is a synthesis of four main models in economic theory: Solow’s one-sector neoclassical growth mode, the Uzawa-Lucas two sector model, Arrow’s learning by doing model, and Grossman’s growth model with health. The model also includes Zhang’s idea about creative leisure or learning by consuming. Demand and supply of health service and education are determined by market mechanism. The model describes dynamic interdependence among wealth, health, human capital, economic structure, and time distribution among work, health caring, and education under perfect competition. We simulate the model and examine effects of changes in the propensity to consume health caring, the efficiency of producing health caring, the propensity to receive education, and the propensity to save.

On the basis of systematization and development of scientific ideas, it is suggested to understand the competitiveness of human capital as such a demanded quality, developed and accumulated by education, upbringing, improvement, educational and professional development, the advantages of which provide for the owners of human capital to expand opportunities for labor selection in the labor market, getting more income and other social and economic benefits. Based on the analysis of the existing methodology, an author's approach to assessing the competitiveness of human capital at various economic levels is developed, which is based on a comparative evaluation of the multitude of characteristics of such capital, the construction of matrices with a gradation of such an estimate. Its use makes it possible to determine to what extent, in what directions of development of human capital there is a lag from other competing entities, which leads to the loss of possible benefits from its use in the economy. The main results of approbation of such an assessment in Ukraine are revealed, which show negative trends, a crisis of social responsibility, the need for innovative changes in the development of human capital in order to increase its competitiveness.

Opis:
Global capitalism is both an outcome and a stimulant of spreading not only the same market economy standards and lifestyles but moral relativism as well. Its origin goes back to Anglo-Saxon liberalism that limits the individuals to maximize their personal benefits that are measured according to the market values. The perception of human nature adopted in this ideology determines solutions as for how to achieve individual and communitarian goals and meet criteria of their validation. As a result, the development of human capital understood as the knowledge necessary to act, is focused on its subjective functions. Thus, human capital plays a more important role in the multiplication of individual benefit than in the improvement of the value of human life. Such developed human capital results in growing disparities in the knowledge assets enabling the harmonization of personal benefit with the responsibility for the valuable life of present and future generations. These disparities lead to an increase in risk of global threats to humanity. The reaction to these threats cannot be based on the development of globalization. The concept that respects the multi-faceted nature of a human being seems to be an appropriate alternative. Due to these efforts, new economics might be developed that may provide applicable educational and institutional tools for long-term sustained economic development and improve the quality of life of an individual.

In modern economic theories, human qualities are treated as autonomous production factors, which are called “human capital”. However, these theories provide no description of the relationship between human capital and the man who is its “bearer”, nor an explanation of the formation process of that capital. In the thesis, the author tries to justify it as follows: human qualities, including knowledge and skills, are an integral part of a human being, that is, they are involved in every human act. It is, therefore, wrong to analyse their economic significance in isolation from the whole structure of human activity. Through his or her action, man discovers the potential in things and relationships in the form of the possibility of using them for a particular purpose. Capital is thus realized by the human potential of things that form a system for transforming the world. In the first part of the article, a general description of human capital will be provided. In the second part, it will be criticized, while in the third part, there will be an attempt to show the proper relationship between man and capital from the perspective of personalism.

Opis:
The purpose of the work is to identify the ways and scope of territorialization processes of human capital as well as to analyze its perception and values in economic processes. Theoretical research begins with the identification of human resources as a production factor that is reevaluated and reinterpreted towards the concept of human capital. Human capital is not initially associated with the place and space, especially in the initial period of globalization of the late twentieth century. However, also under the global trends it is getting territorialised, which is raising the role of territory in economic processes both in the local, as well as in global scale. At the same time, the nature of innovative processes also changes, from a linear model to open innovation systems. These systems are also determined by the properties of the territory. Thus, two important features of human capital are revealed through evolution, subject to embeddedness and concentration processes. Human capital is an important element of territorial capital that determines the existence and attractiveness of innovative entrepreneurial milieu. The role of the spatial proximity of the institutional environment is invaluable in his investment process.

The article includes the content of sample experiments whose results may be useful in the management of human capital creativity. It presents selected experiment concepts concerning ideational fluency, flexibility and originality and their subordination to basic patterns: simple real experimental patterns, simple basic pre-experimental patterns, simple basic quasi-experimental patterns. In addition, it includes the account of the experiment on attitude shaping. Methodical, ethical and economic limits of experiment application were determined, based on the analysis of reference books related to the method of the experiment and creativity management. The way to understand the constraints is included below in the glossary of key phrases. The subject of the study was chosen on the basis of the existent research gap. As results from analyses based on the study of foreign reference books conducted by J. Samul [2015], the experiment is still a rarely used research method in the area of human capital management. It can, therefore, be concluded that the same also (and perhaps even more so) applies to experiments concerning the management of employee creativity.

In the recent years, the world economy has undergone an enormous transformation. It can be noted that it is not only based on industry, but also on knowledge. Achieving a competitive advantage by regions is further focused on investing in fixed assets, but, what is also important, in human capital. At present, a factor that is increasingly important in achieving competitiveness is the ability to use intangible resources. Expenditures on education and research, investing in people, their knowledge and skills are an essential precondition of raising competitiveness. In the case of a highly qualified staff, it allows the efficient introduction of new technologies and the creation of new directions for its development. The competitiveness of the regions is influenced, inter alia, by human talents, knowledge, entrepreneurship, initiative and own resources to improve living conditions. Human capital is thus a key determinant of the competitiveness of regions in Poland. Therefore, the priority of this article is to analyze the impact of selected components of human capital on the competitiveness of regions in Poland in the years 2007-2014. The article is both theoretical and empirical. The first part reviews the literature closely related to the topic of the work. The second part includes a statistical analysis and a construction of a panel model estimated by the method of least squares. GRETL program was used for calculations.

These have been analysed in the light of the development of IT and telecommunication technologies in 4.0 Enterprises, as well as in the perspective of the increasing presence of young generation representatives employees of these enterprises. Effective human capital management of modern organisations is the big challenge for practitioners, and this is increasingly becoming a subject of discussion for management theorists, as it is recognised by them as an important factor for competing in a highly turbulent environment. As a complex, complicated and difficult problem for decision-makers on the strategic and operational levels, it is also considered by researchers as an interesting perspective for empirical investigations. The purpose of this paper is, hence, to identify the opportunities and threats related to human capital management of modern enterprises, and their synthetic analysis – as conducted from the perspective of the characteristics of employees representing the new generations in the work environments of numerous modern enterprises.

Opis:
Research background: The subject of the study is the disproportionate development of rural and urban areas in terms of human capital in the context of the convergence process. Purpose of the article: The main goal of the study is to assess the rural-urban disparities on the educational attainment of the population (adopted as a human capital proxy), based on the example of Poland. Methods: The Bray-Curtis measure of structures diversity, the Kruskal-Wallis test and regression analysis were applied to investigate the scale and dynamic of the rural-urban educational divide in Poland in the period 1988-2018. Findings & Value added: The paper emphasizes the aspect of rural-urban differences in the Polish economy and their dynamic nature. Studies have revealed that in 1988-2018, in Poland, the disparity in educational attainment between rural and urban populations was gradually reduced. This process, however, was not accompanied by the reduction of internal educational disparities in the rural space. The study results are helpful in verifying the effectiveness of public funds, allocated in recent years in order to accelerate the multi-functional development of rural areas in Poland and other CEE countries.

The article reviews theoretical findings that suggest a negative impact of income dispersions on human capital, and subsequently, it presents estimations of a dynamic model of human capital accumulation. The results of the study reveal a negative and statistically significant relationship between income inequality and human capital inflow measured as student skills test scores.
