In the paper the energy sector as a critical infrastructure is presented and basic terminology concerned with the energy critical infrastructure is given. The interactions and connections between critical infrastructures are described and the effects of power disruptions to other critical infrastructures are highlighted. Next, presented terminology and taxonomy refer to climate change and resilience to climate change of electric cable critical infrastructure. Finally, taxonomy of electric cable critical infrastructure network in Baltic Sea Region is given, especially in terms of climate change and resilience to climate change. Basic notions related to extreme weather events and climate change having impact on energy generation, transmission and distribution are introduced.

The general model of critical accident consequences was applied to chemical spill consequences generated by dynamic ship critical infrastructure network operating at the Baltic Sea waters. The approach to the prediction of critical infrastructure accident consequences is proposed. Moreover, the cost analysis of losses associated with the consequences of chemical spill, without and with considering the climate-weather impact, is proposed.

Sudden weather events seem to fit in the Polish climate for good. Recent meteorological phenomena in the form of storms, tempests and precipitation are the best proofs for this. This is primarily due to the climatic changes that make the weather last, even in other parts of the world. In this article the author characterizes extreme weather phenomena on the territory of Poland in the context of climate change.

Opis:
There are many reasons that the losses caused by extreme weather events are escalating year by year in Hungary. They include Hungary’s geographical characteristics, climate change, river regulation and the expansion of cultivated land. Changes in land use have hugely damaged natural capital, primarily decreasing the area of wetland. Wetlands are multiple-value resources and just one of their functions in the ecosystem is flood regulation. This type of habitat is able to store excess water which can be used in times of drought. At the same time, appropriate land-use (such as increasing the area of wetlands) can help address extreme weather events and increase the amount of natural capital. During the research this paper describes, the social impacts of different kinds of land-use were examined using cost-benefit analysis, contingent valuation and the benefit transfer method. These methods are able to assist with environmentally sustainable decision making as they can be used to show the social preferences for different types of habitats.
Istnieje wiele przyczyn, z powodu których straty powodowane przez ekstremalne warunki pogodowe są na Węgrzech z roku na rok coraz większe. Zaliczyć do nich można uwarunkowania geograficzne Węgier, zmiany klimatyczne, regulacje rzek oraz przekształcanie gruntów na cele uprawne. Zmiany wykorzystania gruntów w ogromnym stopniu przyczyniają się do ubytków w kapitale naturalnym, przede wszystkim zmniejszając powierzchnie terenów podmokłych. Tymczasem są one wielowartościowym zasobem, a jedną z ich funkcji w ekosystemie stanowi regulacja wylewów rzek. Ten rodzaj siedlisk jest w stanie gromadzić nadmiar wody, który z kolei można wykorzystać w trakcie suszy. Jednocześnie odpowiednie gospodarowanie gruntami (np. poprzez zwiększanie powierzchni terenów podmokłych) można stosować w odpowiedzi na ekstremalne warunki pogodowe oraz w celu poprawy kapitału naturalnego. Artykuł przedstawia wyniki badań, ukierunkowanych na określenie społecznego oddziaływania różnych sposobów gospodarowania gruntami za pomocą takich metod badawczych, jak analiza kosztów i korzyści, wycena warunkowa oraz transfer korzyści. Metody te mogą być z powodzeniem stosowane podczas procesów decyzyjnych zrównoważonych środowiskowo, ponieważ są w stanie ukazać społeczne preferencje co do różnych rodzajów siedlisk.

Opis:
The number of mining operations is increasing in the Canadian North, where extreme weather conditions govern. Currently, many mine development projects are also in progress in this region. These mines’ working atmosphere and employment circumstances are highly different from regular mines. One of the main differences is the special safety issues of the Canadian North. The primary sources of these special issues are: the difficulty of finding skilled employees; high employee turnover rate; insufficient training and certification requirements; delicate employment circumstances affecting the psychological well-being of employees; permafrost; mine inspection challenges; inventory and logistic hardship; and the legislative and regulative necessities corresponding to the particular working environment. This paper aims to set forth specific safety cases in the mines located in the Canadian North. Then, it argues the characteristics of safety organizations and management required to deal with these cases. Furthermore, how the current frameworks can be improved is discussed. Safety issues stemming from cold weather conditions and location remoteness of mines add further challenges to the viability and implementation of projects. The paper underlines that mining operations need certain safety organizations, management approaches, and specific regulations for the mines operated in remote areas and under severe weather conditions.

The climate-weather change process for the critical infrastructure operating area is considered and its states are defined. Further, the semi-Markov process is used to create a general probabilistic model of the climate-weather change process for the critical infrastructure operating area. To construct this model the vector of probabilities of the climate-weather change process staying at the initials climate-weather states, the matrix of probabilities of the climate-weather change process transitions between the climate-weather states, the matrix of conditional distribution functions and the matrix of conditional density functions of the climate-weather change process conditional sojourn times at the climate-weather states are defined. Preliminary applications of the proposed model to the climate-weather change process for the port oil transportation system operation area are presented.

It is widely known and accepted that the global climate is changing with unprecedented speed. Climate models project increasing temperatures and changes in precipitation regimes which will alter the frequency, magnitude, and geographic distribution of climate-related hazards including flood, drought and heat waves. In the mining industry, climate change impacts are an area of research around the world, mostly in relation to the mining industry in Australia and Canada, where mining policies and mitigation actions based on the results of this research were adopted and applied. In Poland, there is still a lack of research on how climate change, and especially extreme weather events, impacts mining activity. This impact may be of particular importance in Poland, where the mining industry is in the process of intensive transition. The paper presents an overview of hazardous events in mining in Poland that were related to extreme weather phenomena. The needs and recommended actions in the scope of mitigating the impact of future climate change on mining in all stages of its functioning were also indicated. The presented analyses and conclusions are the results of the first activities in the TEXMIN project: The impact of extreme weather events on mining activities, identifying the most important factors resulting from climate change impact on mining.
