    The policies relating to the management of migration - control of external borders, asylum and immigration have been, as is well known, sovereign prerogatives for excellence. The long-standing refuse of the EU Member States to provide them to a supranational government is a clear evidence of that. Determined to retain the exclusive control over the migrants, States have continued, to handle the situation. This paper aims to reconstruct the foundations of the external dimension of EU migration policy, in order to highlight its complexity, resulting from the global scope of the problem and by its sensitive nature. If the global reach of migration invites the adoption of a coherent strategy that, gives substantial and structural interdependence between internal and external dimensions, allows to strengthen the Union’s credibility on the international stage, the sensitive nature of migration policy confirms ‘the opportunity to implement flexible solutions suitable to shape the criterion of added value. Defining the conditions of consistency and flexibility to which the Union’s external action can bring the management of migration - a management which will pursue all objectives of the EU’s migration policy in accordance with the its principles, such as solidarity and the protection of fundamental rights - is the focus of this paper.

    The present migration and refugee crises in Europe required not only operational and legal EU responses but also budgetary ones. Additionally, the EU has resorted to use funds allocated to external action for migration purposes much more extensively than ever. This has turned the authors’ attention to the external dimension of the EU migration and asylum budget. In a spirit of emergency accompanied with the urgent search for flexibility the following budgetary measures on the external side were proposed: two trust funds: the EU Emergency Trust Fund for Africa and Regional Trust Fund in Response to the Syrian Crisis along with the EU Facility for Refugees in Turkey. These actions had serious budgetary consequences since they resulted in establishment of new financial solutions and hence caused budget reorganisation, refocus and reprioritisation. The new external developments have not only introduced cash pooling but also diminished the role of the European Parliament at the expense of the European Commission’s one. Such an approach may have far-reaching consequences for the EU as it conveys new fl exibility, limits the role of the long-term programming and redefi nes the relationship between the EU and third countries.

    Opis:
    In this article, the author attempts to define the term green diplomacy. In the research paper several issues are being discussed, mainly ecological problems in Kazakhstan, their transboundary nature as well as the internal and external dimensions of realising the ecological policy. The main goal of this article is presenting the importance of green diplomacy in foreign policy of Kazakhstan. In the article two hypotheses are being adopted. Firstly, green diplomacy is used by Kazakh authorities instrumentally in order to build the country’s positive image on the international scene. Secondly, green diplomacy is also an important factor in the process of strengthening ecological security of Kazakhstan.
    W artykule podjęto próbę zdefiniowania pojęcia „zielona dyplomacja”. Omówione zostały problemy ekologiczne Kazachstanu, ich transgraniczny charakter oraz wewnętrzny i zewnętrzny wymiar realizowanej polityki ekologicznej. Celem artykułu jest ukazanie znaczenia zielonej dyplomacji z polityce zagranicznej Kazachstanu. W artykule przyjęto dwie hipotezy. Po pierwsze, dla Kazachstanu zielona dyplomacja ma instrumentalne znaczenie i jest wykorzystywana jako narzędzie budowy pozytywnego wizerunku państwa na arenie międzynarodowej. Po drugie, zielona dyplomacja wpływa również stymulująco na bezpieczeństwo ekologiczne Kazachstanu.

    The article presents selected issues related to shaping the external dimension of the European Union’s energy policy and the main directions and practice of Germany’s energy policy. The beginnings, directions and instruments of the external dimension of EU energy policy are discussed, including problems limiting the effectiveness of external coordination of energy cooperation of the European Union Member States. In addition, the study presents Germany’s position towards the external dimension of EU energy policy as well as the goals, shape and main instruments of Germany’s energy relations with producers, consumers and transit countries of energy resources.

    This article addresses the foreign policy strategies of the European Union (EU) after the 2015 refugee crisis. It investigates to what extent the EU migration policy is part of the European foreign policy. The paper outlines that the migration policy was not prepared for collective action failure at the domestic level, and, in order to overcome it, it is transferred to the external dimension of the EU. It argues that migration, previously considered being part of the state's domestic affairs, transformed from an issue of domestic policy to the foreign one. Thus, the authors study the interconnection between migration and security as a key element for understanding this "foreignization" process. The development of close cooperation with third countries in the field of migration regulation has become one of the priorities of the overall migration policy of the European Union. However, the EU has not gained much success, and the migration crisis even more clearly indicated the need to develop an external dimension to the management of migration processes, but in a more pragmatic approach that would ensure the EU's security interests. The basis for the external dimension of EU migration policy is relations with third countries and linking development assistance with security and border protection issues. The paper analyses EU parliamentary debates before and after the 2015 refugee crisis; by doing so, the interconnection between migration and security is assessed, leading to a further understanding of the EU migration "foreignization process".
    Artykuł poświęcony jest strategiom polityki zagranicznej Unii Europejskiej (UE) po kryzysie uchodźczym 2015 r., a jego celem jest zbadanie, do jakiego stopnia polityka migracyjna UE jest częścią europejskiej polityki zagranicznej. Wskazano, że polityka migracyjna w wymiarze wewnętrznym nie została przygotowana na nieskuteczność wspólnego działania. Aby tę nieskuteczność przełamać, zdecydowano o przeniesieniu polityki migracyjnej do wymiaru zewnętrznego UE. Tym samym postuluje się, aby migracje, które wcześniej uznawano za domenę polityki wewnętrznej państw członkowskich, z problemu polityki wewnętrznej stały się problemem polityki zagranicznej. W związku z tym autorzy badają wzajemne powiązania między migracjami a bezpieczeństwem jako kluczowym elementem zrozumienia tego procesu "zagranicznienia". Rozwój bliskiej współpracy z państwami trzecimi w obszarze regulacji dotyczącej migracji stał się jednym z priorytetów w całej polityce migracyjnej Unii Europejskiej, jednak nie odnotowała ona na tym polu większych sukcesów. Zarazem kryzys migracyjny jeszcze wyraźniej wskazał na konieczność rozwoju wymiaru zewnętrznego zarządzania procesem migracji, lecz tym razem zastosowano bardziej pragmatyczne podejście gwarantujące zabezpieczenie interesów UE w zakresie bezpieczeństwa. Podstawą zewnętrznego wymiaru europejskiej polityki migracyjnej są stosunki z państwami trzecimi i powiązanie pomocy rozwojowej z kwestiami bezpieczeństwa i ochrony granic. W artykule analizowane są debaty w Parlamencie Europejskim, które toczyły się przed i po kryzysie uchodźczym 2015 r., co służy ocenie powiązania kwestii migracyjnych i bezpieczeństwa, tym samym pogłębiając rozumienie procesu "zagranicznienia" europejskiej polityki migracyjnej.

    The purpose of the research is to analyze the ways how values in the contemporary Ukrainian society are constructed under the external influence as well as the informational and conceptual aggression. Methods: formalization, generalization, classification, systematization extrapolation. Results. The axiological aspects of the information component of the "hybrid" war in Eastern Ukraine have been analysed in the terms the scientific paradigm of social philosophy. The construction of the value orientations in Ukrainian society during its lifetime as well as the factors of external informational influence during last decades were presented in the paper. The concept of the "European values" was explored, served along with thea historical comparative analysis of the statutory documents that the values were specified. The main components of the European civilizational model were defined along with the problems of its academic and practical enactment in the context of the “hybrid” war in Eastern Ukraine. The need of the Eastern value factors to be considered as an element of the conceptual aggression against Ukraine is emphasized as a prerequisite of the effective information defence strategy.

    Sens klasycznej maksymy Homo mensura rerum uległ w erze przemysłowej wypaczeniu pod wpływem wiary w potrzebę i możliwość pełnej emancypacji ludzi ze świata przyrody. Próba sprowadzenia człowieka do roli ostatniego reliktu biosfery w technosferze zakończyła się głębokim kryzysem natury i kultury – w tym kultury zamieszkiwania. W epoce postindustrialnej, prawem kontrastu, nowa hierarchia wartości wymaga kształtowania środowiska zbudowanego zgodnie z zasadami ekologii, a czasem „ekokracji”, tj. świadomego przyznawania prymatu ochronie cennych biotopów. Liczne ludzkie potrzeby mogą być jednak w pełni zaspokajane bez popadania w konflikt z ekocentrycznym paradygmatem. Należy do nich przyjazna kolorystyka środowiska mieszkaniowego – niezbywalny element zintegrowanego ładu społecznego, ekologicznego i przestrzennego, stanowiącego fundament zrównoważonego rozwoju. Niestety, praktykę w tej dziedzinie nieodmiennie charakteryzuje ignorowanie zagadnień fizjologicznego i psychologicznego oddziaływania barwy oraz jej symboliki, związków z tradycją miejsca i percepcją formy architektonicznej. Celem opracowania jest wskazanie złożonych przyczyn narastania tego problemu i szans zaspokojenia zmieniających się potrzeb „pokolenia AC” (after computer) w dziedzinie kolorystyki przestrzeni zbudowanej.
    The sense of the classical adage Homo mensura rerum became distorted in the industrial era, under the influence of the faith in the need and possibility of full emancipation of the people representing the world of nature. The attempt to bring man down to the role of the last relic of biosphere in the technosphere had led to a deep crisis in both nature and culture – including the culture of dwelling. By contrast, in the post-industrial era, the new hierarchy of values imposes on one the need to shape the environment which is constructed in accordance with the principles of ecology, and sometimes of “ecocracy”, i.e. conscious granting of priority to the protection of valuable biotops. Yet, numerous human needs can be fully satisfied without running the risk of coming into conflict with the ecocentric paradigm. Among these needs, one finds, for instance, a friendly color scheme of the housing environment – as an indispensable element of an integrated social, ecological and spatial order which constitutes the foundation of a balanced development. Unfortunately, the everyday practice in this sphere is invariably characterized by a tendency to ignore the issues associated with the physiological and psychological impact of colour and its symbolism, its links with the tradition of the place and the perception of architectural form. The goal of the present article is to point out to the reasons why the above problem is becoming more and more acute and answer the question whether there are any chances of satisfying the changing needs of the “AC generation” (after computer) in the sphere of the colors of the built up space.

    The European Neighborhood Policy (ENP) was launched in 2004 with the aim of building new political and economic relations between the EU and its Southern and Eastern neighboring states through support for introduction of reforms and systemic changes in the partner states. In the South, the initiative covered ten countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and Tunisia. It was associated with better political and economic relations with the EU, which should result in a wider access to the European market for Mediterranean goods and a larger foreign direct investment in$ow to the partner countries' markets. The aim of the paper is to analyze the effects of ENP on the Southern Mediterranean neighbors in the context of economic liberalization and pro-democratic changes. The paper analyses two problems: economic development and trade liberalization offered by ENP through deeper integration with the EU and marketoriented regulations. The second problem analyzed in the paper concerns the process of democratic changes that the EU committed to promote. Due to the highly controversial nature of democratization for the Mediterranean states, it was replaced by the idea of good governance. For this purpose, general trends within the Mediterranean societies in their approach to that notion of governance are presented.

    The notion of “culture” is presented and analysed at the supranational, national, and organisational levels. Reference has been made to the concept of “safety culture”. The various dimensions of safety culture have been discussed, and the very notion of safety culture has been scrutinised from a subjective perspective, as well as in the implemented areas of operations, in particular in the energy industry of EU countries. Safety culture has been analysed with reference to safety as a value in its own right. It has been emphasised that the analysis of the social structuring in management may be important in the analysis of organisational aspects. It refers to authority and communication between people who make up the entire social community. The importance of safety culture has been described at various organisational levels, particularly for high-reliability organisations. The meaning of the isomorphic phenomenon has been analysed. The spread of safety culture has been analysed in the context of two pillars of this culture: personal safety (the mental and spiritual pillar), and social safety (the organisational and legal pillar). Within these pillars, emphasis has been placed on the importance of congruence of personal values of employees and organisational values. Attention has been paid to the meaning of social and civic values. Within the cultural context, emphasis has been put on the meaning of the internal and external alignment of an organisation, as in the creation of the safety culture, social and organisational aspects operate together.
    Zbadano pojęcie „kultury”, rozpatrując je na poziomie ponadnarodowym, krajowym oraz organizacji. Odniesiono się do pojęcia „kultury bezpieczeństwa”. Omówiono wymiary kultury bezpieczeństwa. Omówiono kulturę bezpieczeństwa w ujęciu przedmiotowym i realizowanych obszarów działalności, w szczególności w energetyce krajów Unii Europejskiej. Kulturę bezpieczeństwa omówiono, odnosząc się do bezpieczeństwa jako wartości. Podkreślono, że w analizie aspektów organizatorskich istotna może być analiza struktury społecznej w zarządzaniu. Dotyczy ona władzy i komunikacji pomiędzy ludźmi tworzącymi całość społeczną. Opisano znaczenie kultury bezpieczeństwa na różnych poziomach organizacyjnych, w szczególności dla organizacji niezawodnych. Przeanalizowano znaczenie zjawiska izomorfizmu. Dyfuzję kultury bezpieczeństwa rozważono w kontekście dwóch filarów tej kultury: bezpieczeństwa indywidualnego (filar mentalno-duchowy) i bezpieczeństwa społecznego (filar organizacyjno-prawny). W ramach tych filarów podkreślono znaczenie kongruencji wartości osobistych pracowników i wartości organizacyjnych. Zwrócono uwagę na znaczenia wartości społecznych i obywatelskich W kontekście kulturowym uwypuklono znaczenie wewnętrznego i zewnętrznego dopasowanie organizacji. W tworzeniu kultury bezpieczeństwa występuje współdziałanie aspektów społecznych i organizacyjnych.

    Celem artykułu jest analiza problemu funkcjonowania instytucji zapewniających ochronę zewnętrznych granic Unii Europejskiej pod kątem zagwarantowania bezpieczeństwa jej państwom w kontekście współczesnych wyzwań. Do chwili, kiedy zaistniał kryzys migracyjny istniało bowiem przekonanie, że Unia Europejska stworzyła instytucjonalne warunki dla skutecznego zapewnienia bezpieczeństwa swoich granic. UE to przestrzeń, w obrębie której realizowana jest swoboda przemieszczania się obywateli, wyrażona poprzez swobodę podróżowania, podejmowania pracy, studiowania czy zamieszkiwania w wybranym kraju Unii. Realizacja tej swobody nastąpiła w wyniku zniesienia kontroli na wewnętrznych granicach UE. Jednak dla państw Unii Europejskiej ceną tej wolności jest zapewnienie bezpieczeństwa narodowego, co czyni szczególnym ochronę granic zewnętrznych. Unia Europejska, dzięki włączeniu Układu z Schengen i Konwencji Wykonawczej do prawa UE, stworzyła instytucje dla ochrony granic zewnętrznych (Europejska Agencja Straży Granicznej i Przybrzeżnej, Europejska Sieć Patroli, Zespoły Szybkiej Interwencji na Granicy, Europejski System Nadzoru Granicznego) pod kątem zapewnienia bezpieczeństwa państwom członkowskim oraz ich obywatelom. Obecny kryzys migracyjny stanowi poważną weryfikację dla oceny skuteczności działania tych instytucji i w tym względzie wskazuje, jak istotne znaczenie dla bezpieczeństwa państw Unii i ich obywateli, ma odpowiednia ochrona granic zewnętrznych.
    The European Union is a space within which the freedom of movement of citizens is exercised and expressed through the freedom of travel, work, studying, or living in a chosen country of the Union. The exercise of this freedom occurred as a result of the abolition of controls at the internal borders of the Union. The European Union, thanks to the inclusion of the Schengen Agreement and the Executive Convention into the EU law, has created institutions and measures for the protection of external borders (European Border and Coast Guard Agency, European Patrols Network, Rapid Border Intervention Teams, European Border Surveillance System) in terms of ensuring security for Member States and their citizens. The current migration crisis is a major verification for the evaluation of the effectiveness of these institutions and in this respect indicates the importance of adequate protection of external borders for the security of the Union’s states and their citizens. The aim of the article is to analyze the problem of the functioning of institutions and other measures ensuring protection of the European Union’s external borders in terms of guaranteeing the security of its states in the context of contemporary challenges. Until the emergence of the migration crisis, there was a conviction that the European Union had created institutional and operational conditions for effective ensuring of security of its borders.
