Opis:
The article shows the results of research conducted by the author. The research was based on data collected from 1997 to 2001 and during the election campaign in 2001. The goal of the research was to werify following hypothesis: H1: An election campaign can influence the natural support of a political party. H2: There is a connection between a marketing cohesion of a political offer and a result of election campaign. H3: Influence of cohesion of political offer on a campaign results is determinated by a credibility of the offer. Analysis conducted in the article support the accuracy of hypothesis H1 and H3 and conditional accuracy of the hypothesy H2 such a result is very important to a political marketing. It shows that a political marketing should be based on a long-term strategy which includes election campaign period as well as a period between elections. Whats more that means that the marketing strategy tools shouldn't be reduced only to a narrow-meaning communication or advertising

Opis:
A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

Before the parliamentary election in 2006 we focused on the tendency of the Czech soci- ety and especially media to exclude one of the parliamentary parties – the Communist Party – from the government and to actively construct its status as specific. We designate this tendency as anti-com- munism, a word commonly used in the Czech political communication. According to our outcomes, anti-communism was a remarkable trend at the pages of at least three Czech dailies: Mladá Fronta DNES, Lidové noviny and Hospodářské noviny. The anti-communism as performed in their content was not only a media representation of an all-society phenomenon. It was actively constructed and supported by the journalists, editors and publicists of these dailies. Especially the two fi rst mentioned newspapers can be perceived as actively anti-communist media both in the sense of their own involve- ment (the agenda setting, the content of editorials, etc.) and the manifest support of anti-communist voices (even PR information at the news pages). Právo, the fourth analyzed newspaper, can be by contrast characterized as anti-anticommunist or at least anti-antileftist trying to construct a more positive image of the Communist Party and challenging the anti-communist tendencies

The author analyzes the parliamentary campaign in Poland in 2011 and investigates politicians’ opinions about Germany and German people. He poses a question of the contexts in which this theme emerged. He attempts to define whether the candidates were referring more frequently to past events and history or to plans for the future. The research conducted by the author revealed that in comparison to the previous campaigns year 2011 brought a noticeable change in political agenda. Similarly to the earlier pre-election seasons’ discussions about Germany there was hints about the past and historical issues however there was a relatively substantial amount of narrative dedicated to present problems in Polish-German relations especially in the context of the economy

Opis:
This part of our report describes the reasons of unequal women’s representation in Polish parliament and changes that have been introduced by new Electoral Code. According to our researches, voters of right-wing parties are against the introducing of gender quotas, whereas electorate of centre and left-wing parties believes more frequently in effectiveness of legal regulations that guarantees equal women’s representation in parliament. After the passing of the Electoral Code that implemented 35% gender quotas, the number of women in Polish parliament have not increased significantly. It seems that changes of public awareness, fighting with stereotypes and patriarchal social system are better methods of improvement of women’s participation in parliament than new regulations in Polish electoral system.

ARTICLE UNDERTAKES AN analysis of the relationship between electoral behavior of individuals and preferred by them socio-political order in the country. The results of studies carried out by the author in recent years indicate that the specified levels of intensity at the disposal of psychological units significantly differentiate, the one hand, political active and passive, on the other – the voters with different political preferences. Thus, the presented study included relevant aspect of the needs of citizens and possibilities for satisfying them by the various socio-political orders in the country. Indirectly, the analysis answers the question whether and in what direction the needs of individuals determine desire a specific socio-political order.

The logic of contemporary democracy from the viewpoint of professional politician’s interest is the logic of electoral battle. Therefore, a competitive struggle for the people’s vote is an essence of this political system. Political parties always play for high stakes in electoral rivalry. Pre-election TV debates are not merely a means of providing information. Their primary objective is the implementation of carefully formulated marketing strategy. The process of making politics personalized and entertaining undoubtedly contributes to the surge in their popularity. They become not only a means of conveying the information included in election manifestos or outlining the profiles of candidates. They create a kind of show, based on specific rules and a top-down program, designed to reach out to voters effectively. Public opinion polls clearly show that the evaluation of the effectiveness of such programs is strongly correlated with the declared policy preferences. This article presents an image of pre-election debates with the use of the 2011 parliamentary campaign. The main aim of the discussion is to answer the question of whether pre-election television debates are an effective way of reaching out to voters. The second aspect of the analysis is the context of ”the debate over the debate”, which gives a specific character to the events described.

By focusing on this little known parliamentary publication of 1697 this article attempts to make an addition to the early history of the Polish press as well as unveil an interesting source to the history of Poland during the interregnum after the death of King Jan III Sobieski. The article examines the news coverage of the Dyáriusz Seimu Electionis (unearthed by Konrad Zawadzki) by confronting it with the information in other contemporary sources such as diaries, memoirs and broadsheets. The editors of the Dyáriusz arrange its contents under two separate headings, Home and Abroad. While the former category Home goes beyond the coverage of parliamentary stories, the Abroad section follows current events in Europe

Although the importance of news sources is widely acknowledged in journalism and political communication, few studies have examined source use in election news reporting in Bulgaria. Based on a content analysis of the two national dailies with the highest circulation, the present study demonstrates that domestic politicians vastly outnumber other types of sources. In addition, election news articles rarely incorporate more than one news source, thus limiting the diversity of opinions in the press. Such coverage may potentially lead to a narrowing of the range of discussion about political issues and give national political elites the power to define the issues for the public.

The present article aims to describe socio-political context which has proceeded before parliamentary election 2011 in Poland. It draws attention to the perception of parties and candidates and political preferences those voters who are interested in election. There are many voices the polish politicians activity in campaign takes places in divided country. One of the social expectations is connected with exploration of plane crash in Smoleńsk on April 10th 2010. Public opinion is focused on critic of government and leader`s party (PO) Donald Tusk who is treated as a persona personally responsible for death oh 96 persons in a plane crash. On the other hand we can see strong activity and leadership of monk Tadeusz Rydzyk, tried to put impact on voters (PiS). Rydzyk tries to use catholic radio called „Radio Maryja” to political agitation. The activity of Catholic Church in political campaign was one of the theme discussed by many experts and commentators. Although competition between parties was concentrated on two candidates (Tusk, Kaczyński) new party – „Palikot`s Movement” (Ruch Palikota) was opened. It focused on criticism of Catholic Church, Catholic values and tried to appeal to voters interested in modernity in many levels of socio-political life. The success of Janusz Palikot`s party was possible thanks to personality and charisma of the leader (well known as an author of many spectacular events in politics) and his project of „Modern Country”. The other element of the context of parliamentary election 2011 was mobility of Polish electorate, permanently reduced. Because of the voters absence diagnosis of civil society in Poland seems to be worse than in the other countries in Europe. This proves that situation before parliamentary election 2011 in Poland was specific. The main research materials were: newspaper articles, interviews in magazines, TV advertisements, sociological surveys, websites. It has used problems from range of different sciences: sociology, media and political marketing.

Artykuł koncentruje się na problematyce wolności wyborów parlamentarnych na gruncie Konstytucji Rzeczypospolitej Polskiej z 2 kwietnia 1997 r. Na wstępie wyjaśniono pojęcie wolności wyborów w płaszczyźnie prawnej i politycznej. Ustalono, że analizowana zasada nie została wprost określona pośród konstytucyjnych zasad prawa wyborczego. Na podstawie przytoczonej argumentacji wyjaśniono, że nie jest to równoznaczne z jej eliminacją z systemu wyborczego. Przeciwnie, nawet bez wyraźnego wyodrębnienia normatywnego wolność wyborów jest pojęciem zastanym, trwale wpisanym do polskiego systemu wyborczego. Jej funkcjonowanie znajduje wyraz w ustanowionych przez ustrojodawcę, licznych regułach gwarancyjnych.
In the article there is presented the issue of the freedom of the parliamentary election in the Polish Constitution from 2nd April 1997. In the beginning there was explained the comprehending of freedom of parliamentary election in the legal and political plain. There was established that analysed principle wasn’t directly determined amongst constitutional rules of voting rights. On the basis of quoted argumentation there was explained that it isn’t tantamount to its elimination from the electoral system. Even without distinct distinguishing this principle is a found notion, permanently written down to the Polish electoral system. Its functioning is finding expression in numerous guarantee rules.

This part of the report describes two problems, which were included in both questionnaires from 2010 and 2011. First issue asks about the time, when the voter made his decision for which political option he would vote for. Second problem concerns about factors, which determines for which candidate, he would choose. In 2010 we research this problem in reference to Local election. This time our questions refers to candidates in elections to Sejm and Senate. We wanted to verify the trends we observed in Local and Presidential elections in Parliamentary election. Obtained data in great part confirms conclusions from previous researches. Once again it turned out that majority voters was sure of their political preferences long before the voting, so they weren’t susceptible to electioneering. Another observation, which was confirm by the researches made in the end of 2011, relates to limited effectiveness of electioneering on voter. Our researches don’t show any greater differences in factors, by which voter made his decision for which candidate he vote for in Parliamentary election.

Problem finansowania partii politycznych jest omawiany od wielu lat w związku z ogromną groźbą korupcji, która jest wynikiem stykania się sfer polityki i biznesu. Artykuł jest poświęcony analizie finansowania parlamentarnych kampanii wyborczych w Polsce, w aspekcie prawnych i politycznych podstaw. Praktyka III RP wskazuje na fakt, że w wielu przypadkach zawiłość obowiązujących regulacji prawnych utrudnia prawidłowe wypełnianie obowiązków określonych przez ustawodawcę.
The issue of financing political parties has been discussed for many years as there is a big threat of corruption resulting from the contact of politics and economy. The article is devoted to analysis of financing election campaigns for the Sejm (upper chamber of the Parliament) and Senate of the Republic of Poland stemming from the legal and political background. The Polish practice shows that is many cases complexity of regulations prevents proper fulfillment of responsibilities.

Nowe technologie informacyjne, zwłaszcza internet, zmieniają sposoby komunikacji polityków i wyborców. Szczególnym okresem jest czas kampanii wyborczej. Kandydaci staraj ą się wszelkimi możliwymi kanałami dotrzeć ze swoją ofertą do jak najszerszej grupy osób – potencjalnych wyborców. Internet daje politykom wiele narzędzi do komunikacji z wyborcą. Jako medium interaktywne pozwala na nawiązywanie dialogu w czasie rzeczywistym, co przypomina realne spotkania face to face. Jednym ze sposobów kontaktu polityk-wyborca jest wykorzystanie portali społecznościowych. Autor artykułu sprawdził, jak kandydaci z województwa świętokrzyskiego, startujący w wyborach 2011 r. do Sejmu i Senatu, komunikowali się z wyborcami za pomocą portalu społecznościowego Facebook. Wykorzystując specjalnie utworzony w serwisie profil, badał możliwość nawiązania kontaktu z politykami. Sprawdzał jakość komunikatów tworzonych przez kandydatów z poszczególnych ugrupowań politycznych. Autor monitorował formy ich komunikacji ze znajomymi z Facebooka w krótkim okresie przed dniem głosowania.
New information technologies, especially the Internet, have changed the way politicians and voters communicate. A distinct moment is during the election campaign. Candidates try to reach the broadest group of potential voters with their offer through every possible media channel. The Internet gives politicians many tools to communicate with these voters. As an interactive medium, it allows engaging in dialogue in real-time, which resembles a face to face meeting. One of the possibilities of politician-voter communication is through social network sites. The author of the article investigated how candidates from the the Świętokrzyski region, running in the 2011 elections to the Sejm and Senate communicated with voters through Facebook. Using a designated profile, he examined the possibility of contacting politicians. The quality of the messages created by candidates from certain political parties was also analyzed. The author monitored their form of communicating with Facebook friends during a short period before election day.
