Objectives: This article presents the eternal relevance of the decision-making process and its inseparable connection with the personality of the decision-maker. Broadly speaking, the subject of consideration is the decision-making process. The main goal of the authors is to review the decision-making process, some styles of decision making and offer information about some types of software for decision making and strategic planning. Methods: The scientific methodology used is a combination of a theoretical review of the issue, a critical scientific review and the presentation of new scientific advances in the world of practice in terms of decision-making through technical means and methods. Results: The conditions that the decisions must meet in order to be useful and accepted, some styles of decision-making processes and also the use of decision-making software are analysed in the article. Conclusions: The authors are aware that this is a repeatedly researched topic and it is in the last part that a novelty of an applied-practical nature is definitely found. Several software for decision making and strategic planning software, which is a category of software critical for organizational leaders who want to ensure more strategic decision-making and implement simpler and more effective reporting are presented in the last part of the article. This software provides a place to manage all strategic elements, in order to achieve high-level organizational structure and long-term goals.

The aim of the article is to discuss the specifics of human actions and decision-making processes from the psychopathological perspective. The concepts of action and decision making are reported in the context of human experience and the experiential structure of self-determination. The starting point is provided by considerations related to the notion of mental illness as described by Lennart Nordenfelt, as well as Antoni Kępiński’s concept of informational metabolism. The consequences of and changes to decision-making processes in mental disorders will be presented on the example of depressive experience. Decision-making process can be understood in terms of three-dimensional pre-reflexive experience that undergoes changes in depressive patients: space of possibility, sense of agency and time experience. The analysis will allow us to better understand the structure of experience attributable to people suffering from depression.

In the article it has been emphasized, without analyzing the problematic situation, that making decision is becoming an increasingly complex process. This is influenced by many factors, mainly the dynamism of changes taking place and the significant impact of the environment. Information is essential to take correct and effective decisions. It is not always certain (reliable). Uncertainty and risk accompany decision makers and the point is that the decisions are adequate to the ensuing situation and create realistic determinants for achieving objectives – the implementation of the planned tasks. Interdisciplinary knowledge and high competences of persons making resolutions of complex decision problems are indispensable.

The paper presents issues related to design and organization of warehouse processes. Draws attention to problems of modelling logistics facilities and processes occurring in them. Paper also points out the essence of correct operation of warehouses and associated with this risks for supply chain. Warehouse processes have been properly defined and divided into smaller components, like: phases of process, activities, sets of procedures, procedures or working movements. Paper presents various possible configurations of warehouse processes, which were named as warehouse strategies. Warehouse process strategy is a part of warehousing. It determines the sequence of warehouse operations. These operations are related to internal transport, cargo form transformation and cargo buffering. In paper it is noted that the warehouse strategy depends on the several technical and organizational factors and is associated with a certain probability. This probability can be estimated based on data analysis concerning logistics processes in the specified warehouse facility. As shown in case study, appropriate selection of warehouse strategies determines possibility of fulfilling customer order in time and costs that are acceptable for him.

What is the risk of decision-making processes, what causes it? Most typically, definitions of risk are ex post – they are looking at risk as a difference between expectations of results of actions taken and the actual performance. This is a considerable inconvenience, especially in cases when processes are of a long-term nature. Thus, is it possible to measure risk in the course of the decision-making processes? How can this be done and in what conditions can risk measures be extrapolated? An analysis of the definitions of risk shows that the one which is the most useful for solving the problem undertaken in the present study, is given by K. and T. Jajuga, “…the term of risk will refer to a decision, or, to be more precise, to an action taken as a result. One may therefore speak of taking risky decisions”. The authors make it clear that a risky decision is uncertainty as to “…the possibility for people to control the factors that determine the reality”. This suggestion, if accepted, enables one to construct a risk model as a random vector whose components are control variables of the decisionmaking processes taking place. In consequence, this makes it possible to estimate statistic measures of risk. Risk measures indicating the level of risk at moment t of decision-making processes represent a foundation of the problem announced by the title of the present study. Although they are merely a set of risk estimations, i.e. an assessment of its state, they nevertheless provide an opportunity to forecast risk levels within the period in which the processes occur, thus providing valuable information for decisions-makers.

One-criterion decision making under uncertainty (1-DM/U) is related to situations in which the decision maker (DM) evaluates the alternatives on the basis of one objective, but e.g. due to numerous uncertain future factors some parameters of the problem are not deterministic. Instead of entirely known paramaters, a set of possible scenarios is available. Multi-criteria decision making under certainty (M-DM/C) concerns cases where the DM assesses particular options in terms of many objectives. The parameters are known. Therefore, scenario planning is redundant. Both issues are investigated by many researchers and practitioners, since real economic decision problems are usually at least uncertain or multi-objective. In the paper, numerous analogies between 1-DM/U and M-DM/C are revealed. Some of them have existed for many decades, but others, so far, have not been developed. A careful examination of all the similarities enables an improvement of existing methods and a formulation of new algorithms for 1-DM/U and M-DM/C. The article presents six pairs of similar procedures and contains the description of three novel approaches created by analogy to existing ones.

A change in the opinion of a group, treated as a network of communicating agents, caused by the accumulation of new information is expected to depend on communication within the group, cooperation and, possibly, a kind of conformity mechanism. We have developed a mathematical model of the creation of a group decision, including this effect. This is based on a Bayesian description of inference and can be used for both conscious and inattentive acts. This model can be used to study the effect of whether a leader exists or not and other group inhomogeneities, as well as establishing the (statistical) significance and quality of a group decision. The proposed evolution equations explain in a straightfor-ward, analytical way some general properties of the general phenomenon of conformity (groupthink). To illustrate this theoretical idea in practice, we created an information technology (IT) tool to study the effect of conformity in a small group. As an example, we present results of an experiment performed using a network of students’ tablets, which could not only measure group pressure, but also conduct and control collaborative thinking in the group.

The dynamics of change in the contemporary world affect all areas including cross-border material flows. On the one hand, globalization has disseminated thought models and patterns of behavior based on decision patterns, thus bringing logistics to the "templates" of efficient logistics. On the other hand, has imposed and forced the need for continuous changes in the optimization of decision-making processes that are adequate to increasingly complex challenges. The main purpose of this article is to introduce the reader to decision making scenarios taken in military transport processes with particular emphasis to logistics and transport costs. This article is an attempt as well at evaluating decision scenarios in transport processes, determined mainly by the cost criterion. The whole of the considerations relates to the security of transports carried out for the purpose of military operations, that is to say, military security, understood as a safe and reliable implementation of a military operation, which must be preceded by the movement of troops into theater operations. The publication uses the experience of "lessons learned", resulting from the actions of Polish military contingents abroad. The conducted studies and analyzes show that it is possible to model transport taking into consideration the cost of specific cargo mass to areas of peacekeeping operations using services provided by carriers operating on the transport market. This kind of approach will lead in the future to changes in the logistics system without the need to spend a great deal on the purchase or hire of transport resources needed to carry out the transport function at the strategic level. As it was proved, logistics processes that take place in an international system require interpersonal cooperation and consequently appropriate relations and a high level of coordination, which change should be determined by the extent of responsibility.

Multiple Criteria Decision Making methods have become very popular in recent years and are frequently applied in many real-life situations. The increasing complexity of the decision problems analysed makes it less feasible to consider all the relevant aspects of the problems by a single decision maker. As a result, many real-life problems are discussed by a group of decision makers. The aim of the paper is to present a new approach for ranking of alternatives with fuzzy data for group decision making using the TOPSIS method. In the proposed approach, all individual decision information of decision makers is taken into account in determining the ranking of alternatives and selecting the best one. The key stage of this method is the transformation of the decision matrices provided by the decision makers into matrices of alternatives. A matrix corresponding to an alternative is composed of its assessments with respect to all criteria, performed by all the decision makers. A numerical example illustrates the proposed approach.

The article discusses the problem of computer aided decision making processes in inland waterway transport. Inland waterway transport is of minor importance in the Polish transport system. One of the reason for this is the difficulty in making decisions about transportation. This is due to the high variability of navigational conditions on Polish waterways, thus the low reliability of this mode of transport. This does not change the fact that the inland waterway transport of bulk goods, oversized and hazardous materials is the most efficient and least burdensome means of transport. For this reason, one should aim to increase the share of freight with the use of inland vessels. The paper indicates the possibility of supporting decision making processes in the organization of inland waterways transportation. For shippers or other persons organizing transport of goods, various issues can be important: the cost of transportation, delivery or handling method. Often, due to the lack of appropriate tools transportation is directed to the cars. Access to appropriate computer programs that calculate of the some parameters for the carriage or optimization criteria, may increase the use of inland waterway transport, and consequently a reduction in external and social costs, associated with carriage of cargo. The paper describes the possibilities.

In this paper the multicriteria optimisation problem in scheduling of discrete manufacturing systems is presented. The proposed method is an extension of work on integrated management system for variable and multiassortment production to order in small and medium-sized enterprises (SMEs) that is developed in the Institute of Automation Processes Engineering and Integrated Manufacturing Systems of Silesian University of Technology. Particular attention was paid to discuss the scheduling system operating conditions in an integrated environment - a system operating in real time. The proposed method indicates different decision-making stages to be taken in scheduling, from defining the problem, determining the structure of the production system, constraints and objective function, up to the generation and evaluation of solutions. The various approaches of decision maker participation in the process of finding the best solution are taken into account: a priori, posteriori and interactive.

Software development team collaboration requires various decisions regarding essential aspects of a project’s progress. General and particular decision-making models are considered, and their main aspects such as team types, problem solving categories, and decision-making ways are analyzed. The research concerns representative groups of IT specialists and their preferences in decision-making are investigated. Four possible cases were tested: hierarchical choice (by leader) team members’ choice (team consensus or voting) and external expert impact. It allows one to show some differences in the behaviors of both traditional and virtual teams.

The aim of this paper is to analyze the medical decision-making process in the admission of patients into a Liver Transplant Program in a hospital in Lisbon, Portugal. The relationships and main strategies established among the medical specializations involved in this process will be investigated. The theoretical basis was drawn from medical sociology, in particular, from the social constructivist approaches, which highlight the relation between medical power and knowledge in the construction of medical decision-making. I attempt to elucidate the processes of negotiation through which a medical decision is constructed. The research methodology included non-participant observation and semi-structured interviews with participants from the two medical specializations of interest: liver surgeons and hepatologists. The management of risk and uncertainty in relation to patients’ access to liver transplantation is discussed and the strategic alliances that are formed during medical decision-making in search of consensus are investigated. The research findings show that medical practices and knowledge do not converge linearly to produce a coherent network of actions with a view to decision-making. Instead, medical decision-making is constructed through complex processes of negotiation. The different natures and levels of uncertainty and indetermination that are inherent in the social world of medicine have a fundamental influence on medical decision-making.

This article describes the impact of a pilot’s situational awareness (SA) on the quality of decisions that are made by him or her. Situational awareness has been defined as a state and as a process. The article also refers to how the situational awareness and the decision-making process interact. The decision-making process and its components have been defined. Based on author’s own research as well as conclusions drawn from the subject’s literature, the importance of an acceptable SA level for the correct progress of a pilot’s decision-making process (and the likelihood of making a good decision) has been pointed out.
W artykule opisano wpływ świadomości sytuacyjnej pilota (SA) na jakość podejmowanych przez niego decyzji. Świadomość sytuacyjna została zdefiniowana jak stan i proces. Artykuł odnosi się również do tego, jak świadomość sytuacyjna oraz proces podejmowania decyzji oddziałują na siebie wzajemnie. Zdefiniowano proces podejmowania decyzji i jego komponenty. Przedstawiono również, na podstawie badań autora i wniosków wyprowadzonych z literatury tematu, znaczenie dopuszczalnego poziomu świadomości sytuacyjnej pilota dla poprawnego przebiegu procesu podejmowania decyzji i prawdopodobieństwa podjęcia poprawnej decyzji.

The paper is proposing a methodology for assessing the time-criticality in the scope of a crisis resulting from a cascade of disruptions of a set of Critical Infrastructures (CIs). The success of the management of the crisis depends on taking the good decisions and undertaking the corresponding actions at the good timing. Identifying time intervals for decisions and actions requires dynamic models capable to assess the crisis time evolution. While, measuring the “criticality” of different time-intervals requires the use of suitable metrics. Based on previous works for modelling cascade of CIs’ disruptions incorporating CIs dependency and vulnerability, the authors propose a methodology to assess the time-criticality and propose the appropriate metrics. The methodology is based on the idea of comparing the time-profile of a given cascade of disruptions between two configurations: unstressed and stressed CIs. The CIs become stressed under the action of a threat and combined with the dependency between CIs. The unstressed configuration represents a risk-noise. Two metrics are proposed in order to carry on the comparison between the time-profiles of the stressed and the unstressed CIs. The proposed metrics are: the time to attend 90% of the asymptotic occurrence probability and the time to attend the most probable occurrence rate, describing the cascade likelihood. An academic case is presented in order to demonstrate the applicability of the methodology and illustrate some interesting features.

When dealing with multi-criteria decision making problems, the concept of Pareto-optimality and Pareto-dominance may be inefficient (e.g. generally multiple solutions exist), especially when there is a large number of criteria. Our paper considers the fuzzy multi-criteria decision making problem based on Zadeh’s linguistic approach to P-optimality and P-dominance. The construction, analysis and application of a model of multi-criteria decision making using a fuzzy preference relation are considered. The paper is dedicated to the problem of modeling preferences in terms of fuzzy binary relations and provides an introduction to the important problem of forming fuzzy preference relations to analyze models of multi-attribute decision making. The key features of the multi-criteria evaluation, comparison, choice and ordering of alternatives in a fuzzy environment using fuzzy preference relations have been introduced.

An increase in the complexity of systems onboard ships in the last decade has seen a rise in the number of reported maritime cyber-attacks. To tackle this rising risk the International Maritime Organization published high-level requirements for cyber risk management in 2017. These requirements obligate organisations to establish procedures, like incident response plans, to manage cyber-incidents. However, there is currently no standardised framework for this implementation. This paper proposes a Cyber Emergency Response Procedure (CERP), that provides a framework for organisations to better facilitate their crew’s response to a cyber-incident that is considerate of their operational environment. Based on an operations flowchart, the CERP provides a step-by-step procedure that guides a crew’s decision-making process in the face of a cyber-incident. This high-level framework provides a blueprint for organisations to develop their own cyber-incident response procedures that are considerate of operational constraints, existing incident procedures and the complexity of modern maritime systems.

W pracy obszernie omówiono stosowanie logiki kwantowej do podejmowania decyzji na tle logiki klasycznej w szerokim zakresie teoretycznym i praktycznym. Wychodząc od samych początków teorii kwantowej, a więc od eksperymentu myślowego EPR, prac Heisenberga, Bohra, Borna, Schroedingera, von Neumanna, Paulli’ego i innych znakomitych teoretyków fizyki kwantowej lat 20 i 30 ubiegłego stulecia, aż do słynnego twierdzenia J. Bella (1964) i jego nierówności i kończąc eksperymentami A. Aspecta i A. Zeillingera, pokazano skomplikowaną drogę rozwoju logiki kwantowej w podejmowaniu decyzji w naukach kognitywnych, ekonomii i technice. Równolegle analizowano pojęcia logiki klasycznej i kwantowej w aspekcie filozoficznym, począwszy od I. Kanta i jego logiki formalnej, poprzez logikę Łukasiewicza – Tarskiego, kosmologię Jacyny – Onyszkiewicza, aż po filozofię buddyzmu oraz różnych, współczesnych nurtów myślenia „kwantowego”. Do podejmowania decyzji w konkretnych sytuacjach służą modele na bazie kwantowej teorii informacji, kwantowego prawdopodobieństwa a przede wszystkim kwantowej teorii gier. Na przykładach szczegółowych obliczeń prawdopodobieństw kwantowych i budowy strategii kwantowych na użytek gier zobrazowano proces postępowania, który zasadniczo różni się od modelu klasycznego.
In the work some problems of quantum decision making with comparing to the classical logic are presented. Based to Bell’s theorem (1964) and many works of famous physicians as Einstein, Bohr, Heisenberg, Born, Schroedinger, von Neumann and others which hold fast to the concept of new logic, the hard way of development of quantum logic in decision making is discussed. Simultaneously in the paper the I. Kant’s formal logic, Łukasiewicz-Tarski’s truth theory and logic across the Jacyna-Onyszkiewicz’s cosmological theory and Buddism’s philosophy are presented. To decision making in the concrete situations some models of quantum information theory, quantum probability and first of all quantum game are used. On the number of examples according to detailed computing of the quantum probability and construction of the quantum strategies in the games, the methods of calculating are showed. In all mentioned discussion shows that these methods are different from classical methods.

In this article, the author has attempted to analyse the problem of making purchase decisions concerning both everyday consumables, such as food, beverages, household chemicals, cosmetics, etc., and durable goods (real properties, cars, furniture, audio/video devices and household appliances) in the Polish households. They are often made independently by a single person representing the given household, and to a certain extent, they also constitute an outcome of the arrangements between the household members. Therefore, the main point of the study was to determine whether the consumption structure in the Polish households develops according to the traditional model as assumed by the neo-classical economics, or if a democratic model starts to prevail. Another issue studied was the influence of the most significant demographic characteristics, such as sex, age, education, social group or place of residence, on the manner in which the said decisions are made. It seems that the survey results analysed are sufficient grounds for claiming that the democratic model of the purchase decision making, with regard to both the everyday shopping and buying of durable goods, will gradually become more and more popular in the Polish households primarily due to predominance of this model in younger households.

In this article the issue of production scheduling in manufacturing systems characterized by discrete production flow is presented. A decision making stages taken in production scheduling of complex products as a part of the project N R03 0073 06/2009 - "Integrated, Centre for Research and Development are shown. Complex product is understood as product, which can be a composition of other products, it means that in its structure assembly operations are allowed. There are following decision-making stages in proposed method that should be performed while creating a schedule: order sequencing, scheduling strategy selection, subprocesses and operations sequencing, selecting of operation variants, schedule evaluation. The "order sequencing" stage is associated with organizing the processes according to established priorities. The "choice of scheduling strategy" stage determines the way of operations introduction into a schedule. The "subprocesses and operations sequencing " stage refers to the issue of sequencing parallel operations in the structure of the process. The "selecting variants of operation" stage shows how to select alternative variants for the operation. Scoring method for assessing schedules allows carrying out the assessment process using multiple criteria and experts.

We often fall into silence. After that, we make a decision through confusion, in most cases. In silence, cool mind runs parallel with warm heart. Traversing over these two, the phenomenon arises, chich can be interpreted as a fuzzy event, which can be called waver. In other words, two states of nature develop into conflict, and are covered by a fuzzy event. In confusion, we consider that the states of nature, which had been moving in conflict, not only undergo an inversion, but also a transformation takes place from warm heart into dry mind. It is therefore possible to derive a fuzzy function, resulting from the fuzzification of the transition matrix from silence to confusion, absorbing noise, and taking expectation to link the membership function with the multi-attribute utility function. This short note shows that we can calculate the expected utility by using both the probability of a fuzzy. event and the subjective importance of the two states of nature for the decision maker. Further, we can obtain an optimum action, based on the theory of maximum expected utility.

People often fall into a state of waver. A smoker knows ”in the head” that smoking harms his health, but fells a desire to smoke in order to compose himself ”at heart”. In case of an ”observation” (say: illness), a waver gradually sets on – whether to smoke or not. This process can be described as having two states of nature (”in the head” and ”at heart”), one of which is hidden, and only gradually comes to the surface, which leads to an apparent conflict. In this paper, we propose a model for this situation and the respective decision making and a way to solve the resulting problem, using the precepts of the fuzzy set theory.

Internationally, probabilistic safety analyses represent the state of the art in the licensing process for new industrial facilities, but increasingly also for evaluating the safety level of older industrial plants, e. g. as part of periodic safety reviews of nuclear power plants. Quantitative safety goals have not yet reached the same level of acceptance. However, this depends on the type of industry. Most of the countries consider those criteria as safety targets rather than as sharply defined boundary values. The Netherlands and the United Kingdom are exceptions, they require demonstration of compliance with legally binding safety goals in the licensing procedure.

Our research objective is to design a system to support legal decision making using the multi-agent blackboard architecture. Agents represent experts that may apply various knowledge-processing algorithms and knowledge sources. Experts cooperate with each other using the blackboard to store facts about a current case. Knowledge is represented as a set of rules. The inference process is based on bottom-up control (forward chaining). The goal of our system is to find rationales for arguments that support different decisions for a given case by using precedents and statutory knowledge. Our system also uses top- -down knowledge from statutes and precedents to interactively query the user for additional facts when such facts could affect the judgment. The rationales for various judgments are presented to the user, who may choose the most appropriate one. We present two example scenarios in Polish traffic law to illustrate the features of our system. Based on these results, we argue that the blackboard architecture provides an effective approach to modeling situations where a multitude of possibly conflicting factors must be taken into account in the decision making.

In the study, clinical decision making perceptions of students who had clinical practice experience were evaluated. The sample was 210 nursing students. Data were collected through the Clinical Decision Making in Nursing Scale. There were significant differences between total scale score and three subscale scores of nursing students. According to one-year follow-up results, it was found that pre-graduation clinical decision making perception scores of students were low. For all of the classes, there is a need to implement different education methods which will elevate students’ perceptions of making clinical decisions in accordance with their developmental properties and to evaluate their results.

Opis:
Development trends (Research Trends) in scientific research on the methods of Multiple Criteria Decision Making (MCDM) and Multiple Criteria Decision Analysis (MCDA) in agriculture are analyzed. Established bibliometric techniques are applied. MCDA/MCDM methods are being very intensively developed in recent years, as evidenced by the number of scientific papers published annually in renowned scientific journals indexed in the Web of Science (WoS) database. In the years 1979-2015 a total of 1,355 scientific articles were collected in the database. The number of articles published annually increased rapidly after 2005. Besides, the annual number of citations of the publications is increasing. Research on MCDA/MCDM is conducted in many research areas. In the years 1984-2015 the Web of Science database accumulated 27 scientific publications on MCDA/MCDM in agriculture area. Therefore, it can be concluded that the MCDA/MCDM issues are currently not sufficiently analyzed in relation to agriculture. In the future this subject will probably be further developed, an increasing number of scientists will conduct research on the MCDA/MCDM and the annual number of articles published in the field will increase.

Opis:
Crisp values are insufficient to model real-life situations and imprecise ideas are frequently represented in multicriteria decision aid analysis. In fact, it is difficult to treat the evaluation criteria precisely and to fix exact preferences rating. The triangular intuitionistic fuzzy numbers succeeded to treat this kind of ambiguity in a great deal of research than other forms of fuzzy representation functions. The field of sorting issues is an active research topic in the multiple criteria decision aid (MCDA). This study extended one of the sorting methods, FLOWSORT, for solving multiple criteria group decision-making problems. This extension described the preferences rating of alternatives as linguistic terms which can be easily expressed in triangular intuitionistic fuzzy numbers. To validate our extension, an illustrative example as well as an empirical comparison with other multi-criteria decision making methods is presented.

This paper presents some approach for the formulation of the decision-making model in supporting the assessment of supply chain efficiency. Were presented factors affecting the efficiency of the functioning of individual links of supply chain. Was pointed out the technical, economic, organizational and reliability aspects affecting the efficiency and reliability of functioning of the supply chain both in terms of supply and distribution. Having regard to a comprehensive approach to assessing efficiency of the functioning of supply chains were proposed indicators for assessing the quality of functioning. Were distinguished technical, economic and quality indicators for which also were presented a formal record.

Abstract:   Aim: This article starts from the observations of two cash management experts, who witness varying company views on the almost-vanished issue of structuring the internal decision-making on the organisation of it. The aim of this article is to put the current challenging developments in a digitalizing world into a conceptual perspective.   Research design: The article singles out motives for either centralization or decentralization of cash management, models to organize cash management functions, as well as developments in the field over the last some thirty years. Various theoretical views are studied briefly in order to find a way out of the signalled paradox.   Findings: It can be concluded that multiple practices may coexist both within and between firms, whereby a refined understanding in terms of financial economics, strategic direction and operational flexibility is called for.   Originality: The present study is unique in that it is among the first to signal the return of the centralisation versus decentralisation issue in cash management in a rapidly evolving digital era and multi-legislation world.   Implications: The developments offer a unique opportunity for firms, further reducing their costs, to overthink their cash management system, including its relation to the external world. The study calls for follow-up research in terms of case studies at organisations with varying contingencies and survey questionnaires among representative samples.     Keywords: cash management organisation, (de-) centralisation, decision-making   JEL: B27, G30, L23

Opis:
Tapping is an extensively employed manufacturing process by which a multi-teeth tool, known as a tap, cuts a mating thread when driven into a hole. When taps are new or slightly worn, the process is under control and the geometry of the resulting threads on the workpiece is correct. But as the tap wear increases, the thread geometry deviates progressively from the correct one and eventually the screw threads become unacceptable. The aim of this paper is to outline the development of a statistical process control strategy for decision making based on data coming from the current signal of the tap spindle for assessing thread quality. It could operate on line, and indicates when the tap wear is so critical that, if the process were continued, it would result in unacceptable screw threads. The system would be very cost-effective since the tapping process could be run without any operator intervention.

Development of design characteristics based dynamic decision support framework is presented in the current study, to facilitate the decision makers in the transformation of system in the industry 4.0 paradigm. The model development is designed for a robust decision-making approach to integrating human and machine knowledge to adopt smart technologies and system design. The system is based on prioritization of the industry 4.0 design principles and characteristics including flexibility, self-adaptability, self-reconfigurability, context awareness, decision autonomy, and real-time capabilities. It has been revealed from an industrial field study, the companies facing difficulty to transform the system, and systematics approach needed to overcome the challenge. A decision support process has been developed as an integrated approach to embedding human knowledge. The developed process has been validated using Technique for Order of Preference by Similarity to Ideal Solution, the results depict the operational flexibility, has been most crucial transformation characteristics prioritized using the Analytical Hierarchical Process. The developed process has the capability to help the system development and estimate the factors involved in the transformation.

Opis:
In article the short description of the most often used methods of classification at pattern recognition is given. The main attention is paid to the methods allowing development of a system for image recognition in a real time scale. The features formation method on the base of two-dimensional spatial spectrums of objects images is offered and application of similarity metrics in a decision-making rule for image classification is described. Experimental data of correct and erroneous recognition probabilities as well as image classification time depending on a number of features and on the identification threshold value are presented and analyzed.

The objective of the reverse task is to carry out the sensitivity analysis of the existing robot-based manufacturing systems. The matching of these two approaches helps decision makers to develop the main principles of IR selection in today’s multidimensional and fast-changing economic world.

This article presents the advantages of hybrid approach to the support decision making by analyzing three areas of business decision problems, solved by combination of well-known algorithms into the new hybrid constructions: cascade optimization hybrid, parallel classification hybrid and hybrid multicomponent attribute selection. Each of them solved a different problem: the cascade optimization hybrid allowed for finding an extreme of a composite objective function, the parallel classification hybrid was used to choose a proper class through voting, the multicomponent attribute selection robustly chose significant decision variables. A hybrid approach to the problem of supporting the decision making processes is more effective than using each of the component methods alone, even for the sophisticated ones. A combination of several methods with different characteristics and performance makes it possible to take advantages of their strong sides and simultaneously eliminate the weak ones, resulting in a better computational support of decision making.

A new methodology for project portfolio scheduling problem has been presented in this paper. This methodology delivers information about project portfolio schedule, which is important for project portfolio managers. The methodology consists of three steps: multiple-criteria mathematical model building, finding non-dominated solutions and choosing one solution from the Pareto set as the final solution. In the first step a multiple-criteria mathematical model for project portfolio scheduling problem is built. Three criteria are considered in the model: the penalty for projects delays minimization, the penalty for resources overusage minimization and NPV maximization. Disadvantage of proposed mathematical model is a big amount of variables, which is J×T×P. In cases when we will have larger projects or larger planning horizon the number of variables will be huge. That is why activities aggregation was proposed. It reduces a number of variables in given model. It also delivers a general information about project portfolio schedule, which is more important for project portfolio managers. In the second step a set of non-dominated solutions is identified by using an elitist evolutionary algorithm. As research shows using an external set with the best solutions in each generation increases an algorithm efficiency. In the third step the LBS procedure is used to identify the final solution. The LBS procedure proposes is a way of learning-oriented interactive search for the best compromise solution for the decision maker. This procedure makes the comparison of non-dominated solution in the decision phase relatively easy. So this step will not burden the decision maker too much. For the future work, the procedure presented in this paper will be applied to the problem described in the section two, and given results will be compared with the current situation in the company.

Security managers, such as police, soldier, firefighter, in many cases face special or emergency situations without any signs in advance. In these cases decision makers are under time pressure and they do not have enough time to make the traditional, analitical based decision making method. Despite the above well-known circumstances during education and trainings managers get information mostly about the theory of traditional decision making processes even if practical trainings obviously focuses on the quick responses as tactical elements. This article deals with firefighting managers, how they make their decisions mainly at tactical level and demonstrates their special decision making method to be able to understand it. An important element of the activities of security managers or emergency responders is that they cannot or only to a very limited extent can modify the terms of the task, improve them as desired. Despite the differences of environment, indications of the complexity of the situation, the possibility of the radical change in the given situation, uncertainty and ambiguity of the information available can be recognized and well identified. Author’s study reveals during intervention the most essential but limiting factor is time. This provides a framework impossible to burst and a forced drift, a pressurized channel for the decision-maker, entangled in which one can no longer break free. The above proves that in certain situations, the multi-criteria, analyzing, evaluating decision-making simply cannot be used or only in a limited manner. However, it can be seen that managers, directors or commanders are many times in situations that they simply cannot elude from their decisions; they should make them in a short time. The functional background of decisions made in a short time, their mechanism different from the conventional one was studied lately, and was given the name recognition-primed decision to this special decision procedure.

Perception, judgment, and reasoning are all processes that are sensitive to cues to animacy (i.e. the presence of signals that indicate an object behaves as if it has intentions and internal goals). The present study investigated the following question: Does animacy facilitate decision-making in a dynamic control system? To address this, the present study used a dynamic decision-making task and compared behavior in four different contexts (Abstract, Animate-Social, Inanimate-Social, Inanimate-Non-social). Participants were randomly allocated to one of these contexts, and in each version they were required to learn to manipulate variables in order to bring the dynamic system to a desirable state and maintain it at that level. The findings suggest that it is not animacy per se that facilitates decision-making behavior, but rather the presence of a context. However, animacy made an impact on the type of strategic behavior implemented when interacting with the dynamic system. We argue that context induces general beliefs about causal relationships in dynamic environments that generalize across animate as well as inanimate contexts.

The issue of quality is a very important aspect of the operation of transport companies. In relation to the area of their activity it primarily focuses on the quality of services provided, which can be verified e.g. on the basis of timeliness of deliveries or accepted complaints. This allows for examining the quality after providing the service in order to take future pro-quality actions. However, is it possible to affect the quality of services provided before their provision? The transport process itself is preceded with a range of actions taken within the framework of detailed planning and organization, which can significantly influence the quality of services. The decisions made at the management level are conditioned by many factors determining the course of future events, however, this is not always enough to make the process run uninterruptedly. Therefore, it is important to structure basic actions at the initial stage so as to allow the smooth conduct of the decision-making process for the specific task in order to subsequently focus on the detailed analysis of the actions planned. In the paper, the author attempts to characterize the fundamental factors affecting the decisions taken during the planning and organization of the transport process. The objective of the conducted research is to verify initial decisions and their significance for the improvement in the quality of transport services provided. There was conducted the algorithmization of actions and interpretation of their importance for the quality of decisions taken at the preparatory stage and during transport.

Zdolność do podejmowania optymalnych decyzji w warunkach kryzysowych jest szczególną umiejętnością, którą powinni posiadać funkcjonariusze i pracownicy służb, straży i agencji, realizujący zadania w konfrontacji z sytuacjami, stanowiącymi zagrożenie dla społeczeństwa. Rozwój cywilizacyjny społeczeństw, w tym także procesy globalizacji sprawiają, że sytuacji kryzysowych może pojawiać się coraz więcej. Zatem istotnym problemem jest odpowiednie przygotowanie określonych osób do podejmowania racjonalnych działań w sytuacjach kryzysu. Należy również podkreślić, że działanie w omawianych warunkach związane jest z presją czasu, zaskoczeniem czy ryzykiem, a to może przyczynić się do pojawiania się u ludzi negatywnych stanów emocjonalnych. Należy zatem pamiętać, że osoby odpowiedzialne za podejmowanie decyzji w takich warunkach muszą posiąść umiejętności zachowania odpowiedniego poziomu zaangażowania i motywacji w sytuacjach niebezpiecznych i wymagających maksymalnego wysiłku psychofizycznego oraz posiadać znaczną odporność psychiczną.

The process of adaptation to professional career remains an important issue, especially in the domain of professional consultancy. This article aims at the analysis of the relationships between the occupational themes, the ambiguity tolerance level in career decisions and the style of coping with career decision-making difficulties. The study covered 227 students. The participants were assigned occupational themes according to the results obtained from a Multifaceted Occupational Preferences Assessment questionnaire. They have been analysed for the diversity in terms of ambiguity tolerance in career decision-making (Career Decisions Ambiguity Tolerance questionnaire) and the styles of coping with difficulties in career decisions (Coping with Career Decisionmaking Difficulties questionnaire). It has been established that sex is not related to the aforesaid personality dispositions. Persons with the social occupational theme seek social support more often than persons categorised as other types; the artistic theme is most closely connected with the unproductive coping style, while persons categorised as enterprising exhibit the opposite tendency. Furthermore, a correlation between the ambiguity tolerance and the productive coping style in career decisions has been noted.

In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

This study proposes Rough Set Theory (RST) based Decision Making for evaluating the performance of the Delhi hotels. In this study, we use rough set theory to provide a set of the decision rule and important feature sets, which can help hotel management to improve the quality of the hotel to attract maximum tourists. This study shows that RST helps in identifying tourist, identifying their specialty and facilitating the development of hotels strategies. This research can helps hospitality management to understand traveller requirement and enhance the service best of the hotel industry.

The paper aims at recognizing the possibilities and perspectives of application of qualitativequantitative research methodology in the field of economics, with a special focus on production engineering management processes. The main goal of the research is to define the methods that would extend the research apparatus of economists and managers by tools that allow the inclusion of qualitative determinants into quantitative analysis. Such approach is justified by qualitative character of many determinants of economic occurrences. At the same time quantitative approach seems to be predominant in production engineering management, although methods of transposition of qualitative decision criteria can be found in literature. Nevertheless, international economics and management could profit from a mixed methodology, incorporating both types of determinants into joint decision-making models. The research methodology consists of literature review and own analysis of applicability of mixed qualitative-quantitative methods for managerial decision-making. The expected outcome of the research is to find which methods should be applied to include qualitativequantitative analysis into multicriteria decision-making models in the fields of economics, with a special regard to production engineering management.

Traditional project evaluation is based on discounted cash flow method (DCF) with Net Present Value (NPV) as the main measure. This approach sometimes leads to the abandonment of profitable projects, because the DCF method does not take into account the role of managerial flexibility. The Real Options Valuation (ROV) method takes into account future situations in the valuation, assuming that the project is properly managed. The Project Manager shall have the right to take action as appropriate. A widely used method for the valuation of real options is the binomial tree method (CRR), proposed by Cox, Ross and Rubinstein. It takes into account one state variable. In many real problems, however, many factors should be considered. This leads to a multi-criteria decision-making problem. This paper presents an extension of the CRR method for several state variables.

Metoda APEKS została opracowana w latach siedemdziesiątych XX wieku. Posiada ona szerokie zastosowanie w podejmowaniu decyzji. W artykule scharakteryzowano metodę APEKS, która jest metodą wielokryterialną i składa się z dziesięciu kroków. Przedstawiono zastosowanie tej metody na przykładzie wyboru samochodu. Analizowano problem wyboru samochodu osobowego, uwzględniając sześć kryteriów oceny: zużycie paliwa, moc, cena, roczne koszty eksploatacji, walory estetyczne oraz walory użytkowe. Postępując zgodnie z metodą APEKS, analizę zakończono wyborem najlepszego wariantu. Wykorzystano metodę wymuszonych decyzji, polegającą na indywidualnym, wzajemnym porównaniu wszystkich kryteriów. Służy do tego wariant APEKS, który posiada wszystkie najlepsze cechy wariantów do wyboru. Dowodzi to, że APEKS jest wariantem wyidealizowanym oraz fikcyjnym.
The APEKS method was developed in the 1970s. It has a wide range of applications for making a decision. The article describes the APEKS method, which is a multi-criteria method and consists of 10 steps. The application of this method was presented in the example of car selection. The problem of choosing a passenger car was analyzed taking into account 6 evaluation criteria: fuel consumption, power, price, annual operating costs, aesthetic values, and utility values. Following the APEKS method, the analysis was completed with the selection of the best variant, using the forced decision method, consisting of an individual comparison of all criteria with one another. The APEKS variant is used for this, which has all the best features of the variants to choose from. This indicates that APEKS is an idealized and fictional variant.

This article is aimed at associating particular types of application of law, as defined by legal theory, with the decision making model of the process of application of law. Although the model is built on the characteristics of the judicial type of decision making, it also includes important features of other types of decision making processes. The features pertain to, in particular, the subject and the mode of the process as well as decisions, types of control over decisions and decision making discretion. The decision making model is constructed in two versions: the basic version (that ends in making the decision on the consequences of the normative qualification of the facts) and the broad version (encompassing control and enforcement proceedings). Particular components of each version of the decision making model include both validation and reconstruction of the normative basis of the decision on the application of law. These components occur simultaneously and in sequence. Apart from these components, the versions also include establishing the facts, reasoning and the activities of operative interpretation. The versions are subsequently translated into argumentation expressed in the form of justification of the decision to apply law (also a component of the decision making model). Such argumentation is formulated in different styles and refers in different ways to the contents of the decision and to the rationalisation of the process.
Model procesu decyzyjnego w sądowym i administracyjnym typie stosowania prawa koncentruje się na wyróżnieniu fazy przygotowawczej. W jej ramach podejmuje się ustalenie stanu faktycznego i wykładnię operatywną (w szerokim ujęciu − walidacyjno-derywacyjnym) oraz fazy podejmowania decyzji stosowania prawa, włącznie z jej uzasadnieniem. Decyzja ta kwalifikuje stan faktyczny i ustala konsekwencje tej kwalifikacji. Uzasadnienie decyzji pełni funkcję komunikacyjną i argumentacyjną. Model całościowy procesu powinien też objąć potencjalną fazę kontrolną oraz fazę egzekucyjną, które co do zasady mogą być traktowane jako odrębne procesy decyzyjne, sprzężone przyczynowo-skutkowo z zasadniczym procesem kończącym się wydaniem decyzji stosowania prawa. Obok uniwersalnych składników tego modelu (takich jak: właściwości wykładni operatywnej; występowanie rozumowań i czynności, obejmujących ustalenia walidacyjne i rekonstrukcyjne oraz szczególne fazy obejmujące intuicję i redukcję decyzyjną), należy także dostrzec występowanie składników różniących poszczególne typy stosowania prawa. Do tych ostatnich należą m.in.: różnorodność relacji między poszczególnymi źródłami rekonstrukcji normy (przepisy prawne, decyzje stosowania prawa, otwarte kryteria pozaprawne); różnorodność relacji między poszczególnymi regułami wykładni (językowymi, systemowymi, celowościowymi, funkcjonalnymi, aksjologicznymi); różnorodność rodzajów, źródeł i zakresów luzów decyzyjnych stosowania prawa; obecność albo nieobecność celów politycznych i polityki stosowania prawa w procesach decyzyjnych, a także różnorodność stylów uzasadniania decyzji.

Według teorii markerów somatycznych, podejmując decyzje, decydent nieświadomie wie, która strategia jest dla niego korzystniejsza i dąży do jej wybrania. Złożony układ powiązań między różnymi obszarami mózgu określa sposób reagowania człowieka w warunkach niepewności i ryzyka.
Brain research has profoundly damaged the original image of a rational human being. The aim of the article is to try to find answers to the following questions: What role do neural structures play in the decision-making process? What impact does knowledge, experience, mood, different areas of the brain, neurotransmitters have on human choices? According to the affective concept of risk, emotions strongly influence the content of decisions taken and some choices cannot be made without them. According to the theory of somatic markers, when making decisions, the decision-maker unconsciously knows which strategy is more beneficial for him and strives to choose it. A complex system of connections between different areas of the brain determines the way a person reacts in conditions of uncertainty and risk.

W niniejszej pracy rozważa się zagadnienie błędów możliwych do wystąpienia podczas przetwarzania informacji w systemie podejmowania decyzji opartym na antropogenicznym modelu psychologii. Wyszczególnione zostały miejsca występowania błędów i ich typy, a następnie przeanalizowano możliwości zapobiegania błędom poprzez wprowadzenie sprzężenia zwrotnego do podległych modułów. Wykazano także, że dzięki możliwości auto-nauki system dąży do eliminacji wszelkich pomyłek.
The paper gives an account of research results concerning a project of creating a fully-autonomous robotic decision-making system able to interact with its environment, and based on a mathematical model of human cognitive-behavioural psychology with some elements of personality psychology included. The basic idea of this paper is focused on the concept of possible errors in an intelligent robot control system. The system is a composed result of constructing an Intelligent Decision-making System (IDS) based on several recently developed ideas concerning an interactive cognitive-behavioural organism (Artificial Intelligence and Soft Computing, 2010), a fundamental model of human psychology and an IDS system (MMAR, 2010; Applied Mathematics and Computer Science, 2011) for controlling autonomous robots. Principal notions of IDS (Data-processing system based on cognitive psychology, along with the locations of possible errors), conceptions of discovery (object) and (long-time) memory are introduced. Then the heart of IDS, a personality (emotional) system which consists of systems of emotions and needs (based on the Maslow's theory/pyramid and a fuzzy model of needs), is presented. Furthermore, the paper shows what kind of errors can appear and what are their locations in IDS. Methods of avoiding these errors are also indicated.

Trudna sytuacja rynkowa jest szczególnego rodzaju sytuacją kryzysową, w obliczu której organizacje „poddają się presji na wynik”, zapominając o jakości przywództwa. W konsekwencji do pełnienia funkcji menedżerskich są delegowani świetni eksperci, zapewniający krótkoterminową poprawę sytuacji, przejawiającą się w głównej mierze w poprawie wyników. Ich zadaniowe nastawienie nie ma nic wspólnego z umiejętnościami pociągnięcia ludzi za sobą, zarysowania przekonującej wizji przyszłości, a w konsekwencji tworzenia poczucia bezpieczeństwa u podwładnych. Podstawą do osiągnięcia takiego mistrzostwa jest praca nad sobą i dysponowanie zestawem pewnych predyspozycji. W konsekwencji zwrócono uwagę na wykorzystanie intuicji w podejmowaniu decyzji, jako element, który powoduje: skrócenie czasu podejmowania decyzji poprzez wykorzystywanie intuicji do głębokiego obejścia analizy i błyskawicznego dochodzenia do zadowalającego rozwiązania.
The difficult market situation is a specific type of crisis situation in the face of the organizations succumb to the pressure on the result, forgetting about the quality of leadership. As a consequence, great experts are delegated to perform managerial functions, providing short-term improvement of the situation manifested mainly in improving results. Short duration of improvement of the situation follows the weakness of the leadership which they represent. Their task attitude has nothing to do with the skills of pulling people behind them, scratch compelling vision for the future and consequently create a sense of security among subordinates. The basis to achieve such mastery is to work together and to have set certain predispositions. Consequently, attention was paid to the use of intuition in decision-making, as the element that causes: shortening of decision-making through the use of intuition to bypass deep analysis and to move rapidly reaching a satisfactory solution. Intuition used in this way is almost an immediate cognitive process through which decision makers recognize familiar patterns and have greater willingness to accept the risk associated with decision -making.

Opis:
Technology Transfer, especially from Academia to Industry has interested researchers, policy makers, and practitioners in recent years. With the acceptance of knowledge and an economic engine, the importance of new technologies derived from academic research has increased; therefore, the process of transferring them to the applicators has been researched extensively. Since the process involves decision making under conditions of uncertainty, an observation of the selection of the recipients from the point of view of the Academia under recent understanding of the decision-making processes is presented here. The nature of the decision and available information limit the possibility of a full rational process pushing towards a Bounded Rationality process, while the human aspect of decision making in the specific relevant environment introduces the availability heuristic into the process under certain conditions.
Zagadnienia transferu technologii z jednostek badawczych, zwłaszcza uczelni, do gospodarki stanowią w ostatnich latach przedmiot zainteresowania badaczy, decydentów i praktyków. Wraz ze wzrostem znaczenia wiedzy jako czynnika zmian gospodarczych wzrosło także znaczenie nowych rozwiązań technologicznych, stąd też zagadnienie ich transferu do przemysłu stało się przedmiotem szeroko prowadzonych analiz. Ze względu na fakt, że transfer wyników badań związany jest z podejmowaniem decyzji w warunkach niepewności konieczne jest odpowiednie zaplanowanie procesów decyzyjnych związanych z tym procesem. W artykule zaprezentowano przykłady decyzji odnośnie do wyboru potencjalnych odbiorców opracowanych rozwiązań. Charakter podejmowanych decyzji i dostępnych informacji w znacznym stopniu wpływają na racjonalność procesu decyzyjnego i decydują o jego ograniczeniach. Zjawisko to znane jest pod pojęciem ograniczonej racjonalności (ang. Bounded Rationality), według którego podejmowanie decyzji w niektórych obszarach wiąże się z wprowadzaniem uproszczonych metod wnioskowania określanych mianem heurystyki dostępności.

Podejmowanie decyzji w organizacjach międzynarodowych jest wieloetapowym, złożonym procesem. W artykule ograniczę się jednak tylko do jednego, najważniejszego etapu, tj. do głosowania nad określoną propozycją, którą można przyjąć lub odrzucić, bądź też do wyboru jednej z dwóch alternatywnych propozycji. Tę pozornie prostą, dychotomiczną decyzję można jednak podejmować za pomocą bardzo wielu metod głosowania, tj. różnych typów większości: zwykłej, bezwzględnej, kwalifikowanej, głosowania wymagającego quorum, głosowania ważonego, głosowania opuszczającego zgłoszenie weta itp. Metody te różnią się swoimi własnościami: jednakowym lub zróżnicowanym traktowaniem uczestników zgromadzenia decyzyjnego, sposobem respektowania praw mniejszości, jednakowym lub różnym traktowaniem obu możliwych decyzji, wrażliwością na zmiany decyzji poszczególnych uczestników, efektywnością i innymi. Własności te wyrażają postulaty: anonimowości, samodualności, suwerenności obywatelskiej, monotoniczności i mocnej monotoniczności, jednomyślności, nieograniczonej dziedziny itp. Niektóre z tych własności wzajemnie się wykluczają. Wybór określonej metody głosowania oznacza akceptację pewnych postulatówi rezygnację ze spełniania przez zastosowaną metodę innych postulatów.
Decision making in international organizations is a multistage and complex process. This paper is confi ned however only to one but the most�important stage, either the voting on a one proposal, which may be accepted or rejected, or the choice between two alternative proposals. This seemingly simple, dichotomous decision can be made by many different methods of voting, i.e. simple majority; absolute majority; qualifi ed majority; voting with quorum; weighted voting; voting with a possibility of veto etc. These methods differ in their properties: equal vs. unequal treatment of the participants of decision-making assembly; the manner of respecting of minority rights; equal vs. unequal treatment of possible decisions; sensitiveness to changes of decisions of particular participants; effectiveness and other. These properties express postulates: anonymity; semi-duality; citizen sovereignty; monotonicity and strong monotonicity; unanimity, unrestricted domain etc. Some of these properties exclude the other. The choice of the particular method of voting means an acceptation of some postulates and a resignation from the other postulates.

The article is devoted to the problem of decision support in a simulation environment prepared for the air traffic control service. The limitations resulting from the functionality of the airport have been presented. In addition, the “integration” problems resulting from the movement of aircraft on the apron have been presented. The article outlines optimization problems such as minimizing the total taxiing time, taking into account the waiting time for the start of the runway, minimizing the time elapsed from the first taxiing to the end of taxiing by the last aircraft or multi-faceted functions, including, for example, penalties for deviations from the schedule of take-off / landing operations, failure to keep the CFMU time slots, or for too long taxiing cycles. The article presents restrictions on taxiing of aircraft, integration with other airport operations, decision problems and applied algorithms, groups of restrictions on taxiing of aircraft, scheduled flight table, dependencies between individual operations, positioning of aircraft.

Cloud computing presents scientists and engineers with new challenges related to the architecture of information systems and their use. This paper addresses the problem of deployment of decision supporting system in computing cloud. The author of the document presented the application of this approach that lies on intelligent discovery of web services within geographic information systems. Many important aspects of nowadays’ IT systems have been considered like the domain of Web GIS, network of agents architecture, semantics and ontology, integration of external knowledge bases, deployment of applications into the cloud. It has been proven that based on them, it is possible to create a software that uses a natural language to submit queries to a system whose operating environment is a PaaS (Platform as a Service) class platform. Another aspect discussed in this article was the approach to build so-called virtual organizations in which data and knowledge exchange takes place via web services. As an example, integration with Google Geocoding API is shown, where the web API provides geographic location based on the location expressed in natural language, e.g. home address, tourist point.

Fiscal policy includes the government decisions on the size of taxes that affect the size of the government deficit. There are different types of government deficit. The aim of the analyses is to examine the relation between the type of deficit and the optimal level of tax rate. In this article we verify the hypothesis that the type of deficit considered affects the tax rate. For the hypothesis verification, we use the feedback rules that are the solution of the quadratic-linear problem.

Social distances are shortening in contemporary European Union by easier and cheaper travelling, increasing language skills and as a consequence, migration rates are growing. On the other hand, despite the spreading of virtual communities, participation and activity in these communities has become more and more common in our everyday life but civic publicity is still not a part of the discourse thus it cannot have any influence on migration related decisions. Moreover, virtual communities cannot give real integrity in every aspect. We researched migration outflows from Hungary with university communities to find out whether a personal connection or a stronger cohesion could result a shift in influential mechanism of information on human attitudes. Chain migration is motivated by many reasons and in our viewpoint gathering more information about possibilities and other circumstances of migration is not enough to extend the limits on emotional level. These fears would mean the limitation of migration potential and the possibility of further growth in the future.

An advanced milling machine multi-sensor measurement system as a condition monitoring tool was presented. It was assumed that the data collected from the 3-axis force and torque sensor can be used as a new approach and an alternative to the typical vibration signal based health monitoring and remaining useful life prediction (RUL), when integrated with machine learning techniques that are regarded as a powerful solution. Measurement system integration with the proposed signal processing method based on decision trees with different types and levels of wavelets for the cutter reliability decision-making process was presented together with proving their ability to trace the tool condition accurately. Prediction errors achieved with the use of different signal sources and data processing methods were presented and compared.

Noise Monitoring Networks (NMNs) have been implemented in many cities by town councils, allowing them to know, in real time, the environmental noise levels in the busiest streets by the continuous measurement of selected acoustic parameters throughout the year. NMNs are aimed at: 1) detecting areas of the city that breach guidelines for acoustic quality objectives; 2) obtaining noise data needed to develop and implement action plans; and 3) informing the public about the permissible acoustic pollution for different districts and times of day. The aim of this work was to analyse data from the NMN of the city of Huelva (Spain), in order to study the influence on the noise of re-asphalting the busiest streets. The street pavements improve LAeq, 24 h from 3 up to 8 dB(A), depending on the type of the route. These results could be used by council authorities in deciding when to undertake the re-asphalting of the streets of Huelva, and to select the type of asphalt that should be used.

The objective of this paper is to present and verify the decision-making model which makes it possible to streamline the occupational hazards that tend to occur in the work environment, according to the adopted decision-making criteria. In this way, it will be possible to reduce inconsistencies of decision-makers deciding to focus their preventive measures upon the most important hazards, in the situation when the same assessments for hazards are obtained using classical matrix techniques. Within this model, a grey approach was proposed, which makes it possible for experts to use linguistic variables in such assessments. The following three risk assessment parameters were used as the criteria: probability of occurrence of hazards, level of their consequences, and a possibility to avoid them. The model was verified in a furniture manufacturing company on the basis of 17 key hazards assessment, which had been carried out by: an executive officer, a direct supervision employee, a work health and safety officer, and an expert coming from outside the company. This paper remedies some shortcomings in using the grey theory in occupational risk management, and constitutes an original application of this concept in the work safety area.

The problem of improving the decision-making process in highly hierarchical organizations is the subject of reflection and discussion of many authors. The aim of the paper is to signal the need to introduce changes not only in the organizational structure of the Police of the Republic of Poland, maximizing the rationality of the decision-making process in the conditions of deep civilizational transformations, but also introducing modern methods of information management. The proposed directions of changes will increase the effectiveness of the functioning of the Police organizational units in the conditions of increasing turbulence of the state environment in the 21st century.

The aim of this study is to construct an unmanned ship swarms monitoring model to improve autonomous decision-making efficiency and safety performance of unmanned ship navigation. A framework is proposed to determine the relationship between on-board decision-making and shore side monitoring, the process of ship data detection, tracking, analysis and loss, and the application of decision-making algorithm, to discuss the different risk responses of specific unmanned ship types under various latent hazard environments, particularly in terms of precise conversion timing in switching over to remote control and full manual monitoring, to ensure safe navigation when the capability of automatic risk response inadequate. This frame-work makes it easier to train data and the adjustment for machine learning based on Bayesian risk prediction. It can be concluded that the automation level can be increased and the workload of shore-based seafarers can be reduced easily.

This paper analyzes the French and the Vietnamese versions of the TV game show “The Price is Right”, using data from 130 episodes. We focus on the bidding game, covering 434 rounds and 1,736 bids. We document that players deviate signifi cantly from what is predicted by the model of rational expectations, especially in the French population. Moreover, Vietnamese fourth bidders are found to win more frequently than their French counterparts in spite of using strategic bids less often. We attribute these results to cultural reasons. Contestants from the collectivistic, uncertainty-tolerant culture (i.e., Vietnam) are more reluctant to engage in strategic bidding than individuals from the individualistic, uncertainty-avoidant culture (i.e., France). However, Vietnamese contestants pay more attention to the estimates of the previous players and thus make a better use of the informational advantage inherent to the sequential nature of the game. Overall, our evidence suggests that culture is an important omitted variable in studies that examine cross-country differences in decision-making.

W artykule dokonano opisu metod pozyskiwania wiedzy w modelach Data Mining stosowanych do wspo-magania procesu podejmowania decyzji. Głównym założeniem jest próba wykorzystania do tego celu sys-temów klasy OLAP, jako systemów wielowymiarowych i wieloaspektowych drążeń informacji. Proces modelowania takich rozwiązań wymaga strukturalizacji i odniesienia do istniejącej bazy techniczno-technologicznej. Opracowanie prezentuje możliwości budowy modelu dla różnych klas organizacji oraz przedstawia możliwość adaptacji modelu data mining do analizy i zarządzania w procesie podejmowania decyzji. Przydatność modelu widziana może być szczególnie w aspekcie oceny możliwości wspomagania podejmowania decyzji związanych z planowaniem wykorzystania zasobów organizacji rozproszonych do przeciwdziałania skutkom zagrożeń. Nowoczesne koncepcje w zarządzaniu organizacją gospodarczą powinny eksponować platformę Internet, jako platformę ogólnie dostępną do komunikacji z otoczeniem.
The present paper describes methods of knowledge absorption in the Data Mining models in order to support decision making processes. The main assumption is an effort to employ the OLAP systems as multidimensional and multiaspect data in drill down systems. The process of modelling such solutions requires structuring and referring to the existing technical and technological base. The paper presents possible options of model construction for different organisations and describes possible adaptation of the data mining model to the analysis and management of the decision making process. The applicability of the model may be viewed with respect to the analysis of the potential support of decision making with regard to the planning of utilisation of disperse organisations’ resources in order to prevent the hazard effects. Modern concepts of economic organisation management should see the Internet as a widely accessible platform of communication with the environment.

The Analytical Hierarchy Process (AHP) is one of the multi-criteria methods with tools that are effective for decision-making in complementary or alternative medicine (CAM). This approach, in combination with other available methods, such as the Utrecht Method, allows medical professionals and patients themselves to take a balanced choice of special treatment and health control. This is particularly important for pregnant women who suffer from nausea and vomiting during pregnancy (NVP). The mechanisms of toxicosis occur, and the way of treatment have certain uncertainties. The decision-making process for therapeutic care must consider several factors, the determination of which is the result of collaboration between the patient and the healthcare provider. This paper presents the results of a decision-making study regarding the use of the ginger medicinal plant in helping a woman with NVP symptoms. The research was conducted using the original questionnaire according to the methodology proposed by the developers of the Utrecht Method. The chosen respondents were healthcare professionals with experience in treating NVP and pregnant women. The Analytical Hierarchy Process (AHP) capabilities in decisionmaking were shown in an example of analyzing the benefits, risks, and side effects of using ginger during pregnancy. The combination of two methodological approaches allowed to successfully connect the proven facts of using CAM therapy with the subjective assessment of all stakeholders. The study demonstrates that this approach successfully uses decision-making by structuring hierarchical decision elements and weighing the criteria involved in the decision-making issue. The article examines the practicality and effectiveness of using AHP when making decisions regarding the treatment and improvement of the condition of pregnant women with NVP, and summarizes the quantitative and qualitative indicators of the effectiveness of this method. The presented combination of two methodological approaches in decision-making allows for choosing an optimized medical strategy for supporting pregnant women through CAM therapy.

Relevant indicators and measurement methods should be assessed in order to contribute to optimize management of an enterprise. Business performance can be measured by various indicators and various business results could be assessed. Analyses of value chains should be focused on specification of so called bottle necks which mention those activities that disable to increase business margin. At the same time, these analyses show the inefficiency caused by oversized of some activities regarding to lower level of assurance or safety and lower performance of other business activities. Importance of multi criteria decision-making methods for evaluation of alternatives doesn´t lie in definite increasing of results objectivity although it should lead to that. Priority of this method lies mainly in simplification of manager´s decision making. It allows managers to arrange alternatives according to extensive file of criteria, it describes particular steps of solution and its logical sequence, this methodology also requires from managers to express their understanding of various criteria importance. All this process of solution is transparent, repeatable and there are evident starting assumptions and also how these assumptions, situations, criteria and incidents affect reached results.

Decision making under uncertainty (DMU) occurs when the decision maker (DM) has to choose an appropriate alternative on the basis of a set of decisions and a set of scenarios (with an unknown probability distribution). The author suggests two modifications of the maximin joy criterion (MJC) - one of the classical decision rules used in DMU by pessimists searching for an optimal pure strategy. The goal of the alterations for MJC is to accentuate more effectively the position of particular outcomes in comparison with other outcomes connected with a given scenario.

In multicriteria problem solving, much can be learned by observing the decision-making process. Some, if not many, of the theoretical constructs used in some academically-generated models are simply not necessary. Taking this into account, we generalize the Zionts-Wallenius Multiple Criteria Decision Making Algorithm. We generalize the approach so that it can solve general convex problems. We do this by drawing from other methods, and by incorporating what we have learned in our work. To deal with the class of convex problems we face, we broaden the concept of tradeoff, and use global tradeoffs. Theory is developed, and then a method incorporating the theory is presented. A small example is included. We discuss how our development enriches decision-making tools currently available. We discuss applications in finance and technology.

This article aims to analyze the relations between the difficulty of making career decisions and hope for success. Hope for success may be a factor that modifies the quality of decisions, espe-cially in difficult situations. As a source of motivation to act and overcome the obstacles encountered, hope for success influences human perception and behavior when making decisions and taking actions. The study was carried out on a group of 149 students in the final grade of high schools located in the Mazowieckie voivodeship, Poland. The participants were 17 to 21 years old (M = 18.64, SD = 0.69). To measure the variables, we used the Career Decision-Making Difficulties Questionnaire and the Hope for Success Questionnaire. The results indicate statistically significant differences in the severity of the difficulties in making career decisions in people with different levels of hope of success.

The complex system of decision-making in the Council of the European Union has many specific features which require explanation. This article presents a constructivist approach to this problem and focuses on the influence of socialisation. First, it explains why inquiry into the decision-making in the Council from the constructivist perspective is justified and then proposes the use of process-tracing, a method that allows to trace causal mechanisms linking the effects of socialisation and the characteristics of decision-making in the Council. Second, a typology of socialisation mechanisms and effects is presented. The third section is an attempt to use the inductive variety of process-tracing in order to explain certain qualities of decision-making in the Council. The final section outlines the theory-oriented approach to process-tracing, which could follow from the presented conceptualisation and explains the need to include the constitutive aspects of socialisation within the causal framework of process-tracing research.

W artykule zatytułowanym "Modelowanie procesów decyzyjnych w organizacji" przedstawiono problematykę wykorzystania dostępnych narzędzi komputerowych w modelowaniu procesów decyzyjnych w organizacji. Wskazano na sens przeprowadzania eksperymentów symulacyjnych oraz na technikę ich przeprowadzania. Poruszono problematykę generatorów liczb pseudolosowych oraz ich rolę w eksperymencie. Pokazano przykład eksperymentu symulacyjnego wykorzystanego do analizy procesu dowodzenia przy użyciu środowiska iGrafx.
In his article “Modelling Decision-Making Processes in Organisation”, the author presents the use of the iGrafx computer system to simulate the planning stage during the decision-making processes of the military command and control. This paper will raise the issue of constructing mathematical models and performing simulation experiments. An important function of a pseudo-random numbers generator will be shown. Next, the author describes the principle of working with the iGrafx computer software. Finally, a model is constructed and a simulation experiment is carried out.

Opis:
Z problemem podejmowania decyzji można spotkać się w wielu dziedzinach ludzkiej aktywności. Podjęcie optymalnej lub suboptymalnej decyzji leży u podstaw wszelkiej działalności zarówno naukowej jak i przemysłowej. Niestety algorytmy pozwalające na automatyzację procesu podejmowania decyzji opracowane są wyłącznie dla niewielkiej grupy problemów charakteryzujących się względna prostotą. Dla zagadnień bardziej złożonych ogólny algorytm podejmowania decyzji nie istnieje. Z tego powodu automatyzacja i komputeryzacja procesu podejmowania decyzji napotyka znaczące trudności. Należy jednak zauważyć, że eksperci z dziedziny problemu są w stanie podjąć decyzję nawet w przypadkach systemów złożonych. Podejmowane decyzje mimo, że wielokrotnie nieoptymalne, pozwalają na rozwiązywanie rzeczywistych problemów z wystarczającą efektywnością. Niestety decyzje podejmowane przez ekspertów posiadają pewne ograniczenia właściwe ludzkiemu rozumowaniu i percepcji ludzkich zmysłów. Dodatkowo jakość podejmowanych decyzji zależy od doświadczenia, wiedzy i dyspozycji eksperta. W celu uniezależnienia procesu podejmowania decyzji od zmiennych czynników ludzkich przydatnym byłoby stworzenie komputerowego systemu wspomagającego analizowany proces. Pierwszym i podstawowy krokiem do stworzenia takiego systemu jest przyjęcie modelu procesu podejmowania decyzji. W opracowaniu zaprezentowano model rozmyty rozważanego procesu. Dzięki zastosowaniu modelu tej klasy możliwe stało się uwzględnienie przybliżonego charakteru rozumowania przeprowadzanego w trakcie procesu. Zastosowanie stworzonego modelu umożliwiło opracowanie oprogramowania wspomagającego proces podejmowania decyzji.
The decision making process is one of the most important and complicated human activity. The process could be met during the analysis of different domains. Unfortunately, the algorithms of decision making are defined only for some kinds of the problems. In more complex and complicated cases the optimal and universal algorithm of decision making doesn't exists. All that reasons limits the possibility of decision making process computerisation. From the other hand the experts of the problem domain makes optimal or suboptimal decision. The quality of the decisions is high enough to drive sometimes very complicated systems with acceptable efficiency. So, it is possible to solve the problem of decision making using the human mind. But the human mind is limited for the number of input data point of view. Additionally the quality of decision depends on the experts' experience, knowledge and mood. Therefore the computerised system to support the decision making process is very wanted. The first step of the computerisation is the considered problem model creation. In the paper the fuzzy model of decision making process is presented. It enables to model the approximate character of the process. Implementation of the model makes the computerisation of the considered issue possible.

The article presents the process of building a logistic regression model, which aims to support the decision-making process in medicine. Currently, there is no precise diagnosis for ulcerative colitis (UC) and Crohn's disease (CD). Specialist physicians must exclude many other diseases occurring in the colon. The first goal of this study is a retrospective analysis of medical data of patients hospitalized in the Department of Gastroenterology and Internal Diseases and finding the symptoms differentiating the two analyzed diseases. The second goal is to build a system that clearly points to UC or CD, which shortens the time of diagnosis and facilitates the treatment of patients. The work focuses on building a model that can be the basis for the construction of classifiers, which are one of the basic elements in the medical recommendation system. The developed logistic regression model will define the probability of the disease and will indicate the statistically significant changes that affect the onset of the disease. The value of probability will be one of the main reasons for the decision.

This paper presents decision-making risk estimation based on planimetric large-scale map data, which are data sets or databases which are useful for creating planimetric maps on scales of 1:5,000 or larger. The studies were conducted on four data sets of large-scale map data. Errors of map data were used for a risk assessment of decision-making about the localization of objects, e.g. for land-use planning in realization of investments. An analysis was performed for a large statistical sample set of shift vectors of control points, which were identified with the position errors of these points (errors of map data). In this paper, empirical cumulative distribution function models for decision-making risk assessment were established. The established models of the empirical cumulative distribution functions of shift vectors of control points involve polynomial equations. An evaluation of the compatibility degree of the polynomial with empirical data was stated by the convergence coefficient and by the indicator of the mean relative compatibility of model. The application of an empirical cumulative distribution function allows an estimation of the probability of the occurrence of position errors of points in a database. The estimated decision-making risk assessment is represented by the probability of the errors of points stored in the database.

In the digital society, states’ information security has become one of the key elements of ensuring the competitiveness and sustainable development of the state, guaranteeing its integrity and security in general. An important component of state security is the internal security of the state, which must ensure the personal and public safety of its citizens. Modern Ukraine is building a new system of criminal justice, which requires a new information system for risk assessment and support for optimal decision-making. Today, applied research and the development of information and analytical software for the internal security of the state have acquired a special meaning. In the paper, there is built a set of models for providing operational information for decision-making in criminal justice. This is a cluster model for creating criminal profiles of convicts, and a scoring model for identifying individual characteristics of criminals that have the greatest impact on their propensity to reoffend. The obtained models can provide reliable support for decision-making in the field of criminal justice and become part of the information support system for the internal security of Ukraine in general.

The article aims at surveying the economic literature related to collective decision making. In order to do so it proposes a coherent framework allowing for a structured analysis of the factors influencing the works of a committee. These factors are divided into external ( shaped outside of the committee e.g. by law) and internal ones (related to the composition of the committee and interactions between its members). The survey of the general economic literature related to collective decision making presented within the proposed framework yields interesting suggestions for further research, including the consequences for the shape of monetary policy committees

Introduction/background: This paper offers an idiosyncratic relational framework built on the organizational silence theory and the organizational support theory. It exploits the distinct advantages that using decision trees in classification and prediction applications offer to form a unique predictive model. Aim of the paper: This paper argues that a relational framework built on the organizational silence theory and the organizational support theory can give important clues about how employees make certain decisions in the workplace as well as about factors that have an impact on their decision-making processes. Materials and methods: The research applies decision trees learning – a data mining technique – to unfold the hidden patterns and unprecedented relationships between the two constructs that until now had not been revealed. Results and conclusions: The suggested model, which consists of rules, exhibits the effects of perceived organizational support and employee silence behavior on employee decisions with an approximately 79% correct classification rate, showing the success of the model as well as its appropriate relational framework. The presented findings indicate that a relational framework built on the organizational silence theory and the organizational support theory has a lot to offer in terms of building effective HR strategies and policies. The study also extends the understanding of the antecedents of silence behavior in different social contexts.

Insufficient participation of young people is a major problem occurring in the field of administrative law. This article is devoted to the analysis of national and international legal regulations in the field of youth participation in public life.The basic assumption of the analysis is that the youth has great potential, which is not used. Given the right opportunities and tools, young people are able to diversify and raise public discussion on the functioning of the city and the region. But the activity of young people in local and regional life depends on the commitment of local authorities to provide appropriate instruments to enable them to take action. If young people have the right tools and enjoy the appropriate conditions for getting involved, they are able to realize a number of innovative projects noticeable even abroad. At a time when young people have a sense of real possibility to change their immediate environment, they are getting even more involved in the public life of their region.

Suppose there are a number of decision variables linearly related to a set of outcome variables. There are at least as many outcome variables as the number of decision variables since all decisions are outcomes by themselves. The quality of outcome is evaluated by a utility function. Given desired values for all outcome variables, decision making reduces to “solving” the system of linear equations with respect to the decision variables; the solution being defined as decision variable values such that maximize the utility function. This paper proposes a family of additively separable utility functions which can be defined by setting four intuitive parameters for each outcome variable: the desired value of the outcome, the lower and the upper limits of its admissible interval, and its importance weight. The utility function takes a nonnegative value within the admissible domain and negative outside; permits gradient methods for maximization; is designed to have a small dynamic range for numerical computation. Small examples are presented to illustrate the proposed method.

Besides other aspects, one of the fundamental conditions of the modern political system is active and powerful civil society. Representatives of civil society and their increasing influence provide the background for increasing political participation and civic activism with the aim to make decision-making processes more effectual and having an impact on public policy actors. In that context, the objective of the article is to pay particular attention to one of the forms of participation, specifically using a comparative method to theoretically analyse the perspectives and limits of e-participation. The paper presumes the inevitable role of e-participation in the current modernisation of public administration processes which could overcome obstacles related to the participatory gap in post-communist countries.
