Opis:
Weight elicitation is an important part of multi-criteria decision analysis. In real-life decisionmaking problems precise information is seldom available, and providing weights is often cognitively demanding as well as very time- and effort-consuming. The judgment of decision-makers (DMs) depends on their knowledge, skills, experience, personality, and available information. One of the weights determination approaches is ranking the criteria and converting the resulting ranking into numerical values. The best known and most widely used are rank sum, rank reciprocal and centroid weights techniques. The goal of this paper is to extend rank ordering criteria weighting methods for imprecise data, especially fuzzy data. Since human judgments, including preferences, are often vague and cannot be expressed by exact numerical values, the application of fuzzy concepts in elicitation weights is deemed relevant. The methods built on the ideas of rank order techniques take into account imprecise information about rank. The fuzzy rank sum, fuzzy rank reciprocal, and fuzzy centroid weights techniques are proposed. The weights obtained for each criterion are triangular fuzzy numbers. The proposed fuzzy rank ordering criteria weighting methods can be easily implemented into decision support systems. Numerical examples are provided to illustrate the practicality and validity of the proposed methods.

The paper is concerned with multi-criteria decision-making under uncertainty with scenario planning. This topic has been explored by many researchers since almost all real-world decision problems contain multiple conflicting criteria and a deterministic evaluation of criteria is often impossible. We propose a procedure for uncertain multi-objective optimization which can be applied when seeking a pure strategy. A pure strategy, as opposed to a mixed strategy, allows the decision-maker to select and perform only one accessible alternative. The new approach takes into account the decision-maker’s preference structure (importance of particular goals) and nature (pessimistic, moderate or optimistic attitude towards a given problem). It is designed for one-shot decisions made under uncertainty with unknown probabilities (frequencies), see decision-making under complete uncertainty or decision-making under strategic uncertainty. The novel approach can be used in the case of totally independent payoff matrices for particular targets.

We propose a methodology to support decisions on how to construct rankings of objects which account for decision makers' preferences. As it is not always so that objects to be ranked are known upfront, the methodology is focused on constructing ranking algorithms rather than rankings themselves. The methodology builds on Multiple Criteria Decision Making paradigms. To operationalize it we provide a consistent interactive framework which allows the decision maker to express his preferences with respect to objects directly, with respect to the criteria selection process (multiple criteria model building), and with respect to attributes resulting from the selected criteria. The methodology is illustrated by a numerical example of municipality rankings.

The amendment to the Public Procurement Law (PPL) [7], which came into effect on 19 October 2014, introduced new principles of tender evaluation. The price may no longer be the sole criterion, unless the conditions listed in the PPL occur. The purpose of the article is to analyze the tender evaluation process in the public procurement of works in the situation where contracting authorities are obliged to apply also other criteria apart from price. Undoubtedly, it will result in a reduced number of procedures where price is the only criterion. The paper presents the results of the research illustrating the scale of this phenomenon and the way of using the new regulations by contracting authorities. The paper contains a brief description of legal bases, new principles of applying tender evaluation criteria and the present practice in this area. The article presents the results of the analysis of notices of contracts on works, published in the Public Procurement Bulletin (PPB) [2] after the amendment to the PPL. The analysis focused on the type, number and frequency of applying the criteria and on their weightings in contracts on works concerning different types of building structures. The conducted research shows that the type of the subject matter of the contract does not influence the choice of criteria. The main criteria, apart from price, include guarantee (period and conditions) and time limit for completion. The number of procedures in which price is the only criterion has decreased significantly. The research reveals that in the tender evaluation process regarding contracts on works contracting authorities take practically no account of life cycle costs and do not apply the so-called environmental criteria.

Building investment projects, both during the construction work and afterwards, have a certain impact on the natural environment when a raised structure is used. Depending on the character, size and location of a planned structure, such influences will vary. At the stage of planning a new development, investors are obliged to execute several procedures connected with the preservation of nature, for example they prepare several variants of the planned investment and evaluate which one will have the weakest effect on the environment. Assessment of variants is based on a series of criteria, and the final outcome is not always unambiguous. Hence, when trying to establish the importance of each criterion, it is advisable to apply efficient decision support methods. One option is to use multi-criteria analytical methods. However, for such methods to be applicable, an investor must prepare a wealth of information. The first stage preceding the actual analysis of variants is to define the assessment criteria and assign to them appropriate weights (importance). This stage requires the participation of experts, who – through questionnaires and interviews – express their opinions on the criteria that must be included and on their importance. This article contains a model procedure implemented for the sake of determination of the importance of parameters, which includes the methodology used for assessment and ranking of parameters. The approach presented in this paper demonstrates the usefulness of multi-criteria analytical methods when making an evaluation pertaining to the impact of a building investment on the environment.

The paper addresses the issue of multiple criteria rankings of infrastructural projects (buildings, roads, etc.). Although the amount of literature devoted to this subject is considerable, all methods proposed produce subjective rankings, dependent on a direct or indirect definition of weighting coefficients applicable to subsequent evaluation criteria. Infrastructural projects are usually selected and approved collegially, however, by a group of decision makers with preferences that may potentially differ significantly. Therefore, an objectified ranking, independent from subjectively defined weighting coefficients, is needed for infrastructural projects. Such a ranking is proposed, analyzed and applied by the authors of this paper. This ranking depends originally only on the multiple objective evaluation data, i.e. the values of evaluation criteria related to decision scenarios or alternatives. Such an approach does not render a fully objective ranking, since one of this kind does not exist at all. Even the choice of the ranking method is a subjective decision, but it is objectified to the extent possible. The paper presents several examples of multiple criteria evaluation of infrastructural projects, derived from literature, and compares subjective rankings published in literature with objectified rankings that are independent of weighting coefficients.

The study deals with operation quality assessment of operating complex systems especially transport ones. It has been established that assessment of their operation quality depends on fulfilment level of specified criteria. Thus, determination of a set of criteria in terms of their quantity and significance is of great importance. Since the considerations refer to socio-technical systems of the type: human machine and environment , and especially municipal transport systems, these criteria account for human actions, machine operation (transport means) and the impact of factors coming from the environment. The basis of their operation quality is provided by a set of significant, variable in time, measurable and independent features whose values, in a given time period, determine the fulfilment degree of the specified criteria. .On the basis of fulfilment degree of the distinguished criteria, an assessment of operation quality and classification of the considered transport systems are made. In this study, one way of choosing the criteria has been proposed. This method is based on square matrixes and questionnaire survey, which are usedfor establishing their influence on the transport system operation quality, for selected transport means, used in urban complexes.

The supervision of OHS conditions (working conditions and the realization of work tasks) is one of the basic obligations of the employer. The number and variety of describing elements (and thus being subject to assessment) means that synthetic measures (measures that are one-dimensional images of complex phenomena) are more and more frequently applied to solve problems of that type. Although the methods of multivariate statistics used for this purpose differ in the way they treat assessment criteria (defining mutual dependency thresholds, unifying the field of compared criteria), the final effect of their application always offers the option to replace the entire set of features describing a given object with one variable (aggregate). The article presents a potential applicability of one of the so-called discrete multi-criteria decision-making methods (Simple Additive Weighting), which allows to determine a linear combination of normalized elements of the decision matrix and the elements of weight vector. As part of the article, the working conditions at 5 workstations were assessed (a miner’s workstation in 5 underground mine workings being excavated), taking into account 8 assessment criteria (6 were cost criteria and 2 – criteria of qualitative character). In effect of the application of the Simple Additive Weighting method, we could determine the ranking vector R, which allowed to order the examined objects and to carry out a comprehensive assessment of OSH conditions occurring in them.

Criteria weight inference is a crucial step for most of multi-criteria methods. However, criteria weights are often determined directly by the decision-maker (DM) which makes the results unreliable. Therefore, to overcome the imprecise weighting, we suggest the use of the preference programming technique. Instead of obtaining criteria weights directly from the DM, we infer them in a more objective manner to avoid the subjectivity and the unreliability of the results. Our aim is to elicit the ARAS-H criteria weights at each level of the hierarchy tree via mathematical programming, taking into account the DM’s preferences. To put it differently, starting from preference information provided by the DM, we proceed to model our constraints. The ARAS-H method is an extension of the classical ARAS method for the case of hierarchically structured criteria. We adopt a bottom-up approach in order to elicit ARAS-H criteria weights, that is, we start by determining the elementary criteria weights (i.e. the criteria at the lowest level of the hierarchy tree). The solution of the linear programs is obtained using LINGO software. The main contribution of our criteria weight elicitation procedure is in overcoming imprecise weighting without excluding the DM from the decision making process.

The paper presents the evaluating criteria for DP vessels. A few persons tried to give a simple tool for comparing the station keeping capability between different ships. It was started in the seventies when most vessels claiming to have a DP system would be carried away by the current only (the limit was 1.5 up to 2 knots). Mainly DNV and ABS, next IMO prepared the calculating methods for DP system evaluation during the design process to receive the DP class 1, 2 or 3. The regulations may help but it’s still only rough estimate. One of them is the most popular. It is the capability plot presenting at preliminary the polar diagram with number envelops, showing the vessel’s capability to keep position or heading with a certain combination of thrusters in operation. The number, type, total power (or thrust) and location of thrusters are vital for estimating the DP capability from the propulsion system. The other equipment is only accessories assisting the DP system. At the end the sea trial may check and confirm the DP class of the vessel. The real capability for station keeping will be verified during normal operation, essentially during emergency situations like electric network faults, propulsion system failure up to damages and fire. It is needed some indexes or parameters during the design process to avoid serious faults. The paper is a probe of becoming familiar with chosen criteria.

On 10th October 2020, the German Federal Ministry for the Environment had responded to an inquiry concerning causality, as follows: The nine criteria of Hill [1] are a “central pillar for the determination of causality in epidemiology.” The reason of the inquiry was the dramatic press release: “Air pollution is responsible for more than 400,000 premature deaths/year in Europe.” Among others, the “central pillar” agrees e. g. with reference [2]. Applying to expert discussions, a colleague had commented on this matter: “All our environmental epidemiologists refer to the Bradford Hill criteria”. Is this also the case in publications?Whilst reading through numerous epidemiological publications on sport & health respectively environment & health, the author had never come across these criteria – the reason for this letter to the editor.In 1965, HILL had given detailed considerations to the conditions that would have to be fulfilled in the case of epidemiological associations found before they could be used as a reason to “cry causation”.Extensive annually published reports of the EEA (European Environment Agency) deal with air pollution and human health. In 2019 as key message ([3] p. 63): “Air pollution is the single largest environmental health risk in Europe, with around 400 000 premature deaths attributed to air pollution¼ in 2018” ([3] p. 63) and again in 2020: “Air pollution is a major cause of premature death ¼, responsible for around 400 000 premature deaths per year” ([4] p. 10).The corresponding EEA studies are based on epidemiological surveys, collected in the categories urban – suburban – rural ([4] p. 11). The results, often calculated using the DPSEEAModel ([5] to Healthcare Waste Management), are correctly described from a statistical point of view as: “Deaths attributed to” ([2] p. 63), “associated with” ([1] p. 10), “relationship (between exposure to ambient pollutant concentrations and health outcome” [1] p. 106), “Estimates are produced” or: “the impacts attributable to exposure” ([4] p. 106). But then there is a mind jump to causality by complaining: “Air pollution is a major cause of premature death” ([4] p.10) and implicite with “air pollution is currently the most important environmental risk to human health” ([4] p.9): A typical case of “cry causation”, but without prior examination of the Bradford-Hill-criteria. These are neither mentioned in the text nor in the reference list, nor are alternative criteria (e.g. [6]). However, the published conclusions claiming causality led to serious environmental policy consequences. Yet the question of causality should be decisive for avoiding a so-called stork statistic.Therefore: Let’s discuss the Bradford-Hill-criteria! I am interested to find environmental epidemiological studies in which all of the 9 criteria have been thoroughly discussed rather than having to endure serious environmental policy consequences triggered as “cry causation”. An orienting PubMed analysis did not reveal any reference to environmental epidemiology among 79 hits, but in other research fields associations were often evaluated using all 9 Bradford-Hill-criteria, in two cases even resulting in the rejection of a hypothesis.Therefore, if anyone knows of an environmental health epidemiological study in which the 9 Bradford-Hill criteria were discussed individually prior to “cry causation”: Please provide the author with the bibliographical details: ulmer@uni-mainz.de.The Editor in Chief has agreed to publish a corresponding list of entries in issue 3/2021.

In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

The main objective of the presented research is to verify the influence of demographic factors on retail customers’ bank selection criteria in Poland. We compiled descriptive and inferential statistics and did factor analysis using Principal Component Analysis. Our dataset is based on a sample of 515 questionnaires that were gathered in the first quarter of 2022. The results proved that there are significant differences among various groups of respondents and their bank selection criteria. The highest number of differences appear in the case of demographic factors of age, and then income and gender. In general, the most important factors are the cost of service and mobile and online banking. The study has direct implications for all types of banks that operate in developing markets, especially in East-Central Europe, as having this knowledge can help to appropriately target customers using bank selection criteria that are valued by different groups of customers.

In most of multicriteria aggregation methods, we need to elicit parameters that are generally determined directly by the decision-maker (DM). Direct assigning of parameters and criteria weights presents a crucial and difficult step in the decision-making process. However, this kind of information is too subjective and may affects the reliability of the results. To overcome this issue, we suggest a weighting method based on mathematical programming to incorporate the DM’s preferences indirectly within the ARAS method.

The project portfolio scheduling problem as a multiple criteria decision making problem and a three step procedure to solve this problem have been presnted. In the first step, the problem was described by a multiple criteria mathematical model. Three criteria have been considered: minimization of the sum of penalties for projects delays, minimization of resource overuse and NPV maximization. In the second step, non-dominated solutions were identified by using an elitist evolutionary algorithm for multiple optimization. In the third step, an interactive procedure has been applied to choose the final solution. An example of a portfolio of IT projects was used for computations.

This paper deals with some computational study of multi-criteria optimization in fuel distribution problem. We consider vehicle routing problem, e.g. routing of a fleet of tank trucks, for one of the famous polish petroleum companies. For the purpose of solving this problem, we developed the random search algorithm, which explores the broad range of feasible sets of routes and searches for non-dominated multi-criteria solutions. The problem is examined on real data, which contains distances between 50 petrol stations and one central warehouse (refinery). Obtained results indicate, that it is possible to obtain single solution and satisfy both optimization criteria. Based on the analysis of the collected data, we formulate a number of proposals useful in future for construction of algorithms for multi-criteria fuel distribution optimization.

The following article includes the analysis of mechanical and thermal load criteria of combustion engine. Those criteria have been divided into tribological, technical in detail and technical in general. The above criteria have been related to piston-con-rod system, in which, two tribological centres were specified. One centre included, piston-piston rings and cylinder, in which, piston rings serve as labyrinth seal and the cylinder constitutes piston guides. Crank bearings and main bearings of engine crankshaft constitute the second centre. From the point of tribological view, piston-piston rings and cylinder constitute slide and thrust bearing lubricated hydrodynamically, while crankshaft bearings a-c-t as slide and journal bearings also lubricated hydrodynamically. In the description of thermal load of the above-mentioned tribological centres, special attention was paid to criteria that ensure their motion reliability and durability of engine operation. Whereas in the description of mechanical load of elements constituting investigated centres, some criteria were determined resulting from their functionality and fatigue strength of the material they were made of. Criteria of thermal loads were based on mean density flux of heat conducted through the walls of engine elements, paying attention to their low precision of evaluation. It has been emphasized that synthetic criteria indicators are the most precise. They are determined on the basis of engine load measurements during its operation. Those criteria allow us to describe the operating process of con-rod-piston diesel engines and at the same time it is possible to expose their technical condition which is of essential practical meaning. The wear process of tribological centres that takes place during operating in piston-con-rod system, affects the course of engine working process and its techno-economic indicators.

Scheduling of multiobjective problems has gained the interest of the researchers. Past many decades, various classical techniques have been developed to address the multiobjective problems, but evolutionary optimizations such as genetic algorithm, particle swarm, tabu search method and many more are being successfully used. Researchers have reported that hybrid of these algorithms has increased the efficiency and effectiveness of the solution. Genetic algorithms in conjunction with Pareto optimization are used to find the best solution for bi-criteria objectives. Numbers of applications involve many objective functions, and application of the Pareto front method may have a large number of potential solutions. Selecting a feasible solution from such a large set is difficult to arrive the right solution for the decision maker. In this paper Pareto front ranking method is proposed to select the best parents for producing offspring’s necessary to generate the new populations sets in genetic algorithms. The bi-criteria objectives minimizing the machine idleness and penalty cost for scheduling process is solved using genetic algorithm based Pareto front ranking method. The algorithm is coded in Matlab, and simulations were carried out for the crossover probability of 0.6, 0.7, 0.8, and 0.9. The results obtained from the simulations are encouraging and consistent for a crossover probability of 0.6.

The ship operability can be understood and analysed in different manners, and its quality is described using different indexes by different authors. Practically, there is no general and widely accepted description of total ship operability in the literature, nor in the rules of classification societies, which would include both seakeeping and manoeuvrability characteristics of a ship, and simultaneously take into account all ship subsystems and, what is most important, comfort and safety of people on board. The aim of this paper is to propose a general definition of total ship operability and name, adjust, describe and justify criteria which should be considered in the ship operability analysis, as well as to provide a relevant algorithm paving the road for further investigation on total ship operability determination.
