The article is devoted to the research on legal and ecological regulations, the assessment of its effectiveness in the conditions of the emergence, existence and distribution of contemporary global ecological challenges for mankind. At the same time the author offers his own definition of contemporary global environmental challenges for mankind and defines the impact of these challenges on legal and ecological regulations. The author sets the criteria for the evaluation of the effictiveness of the legal regulations according to which he carried out his analysis, including the assessment of the ecological legislation and the adequacy of the results obtained for the selected purposes, the selection and the use of the measures that support the fullest and fastest achievement of the results. On the bases of the analysis carried out by the author, he defines the strategy and the tactics of the contemporary legal regulations in the field of ecology in Russia.As a result of the scientific analysis, the author concludes that the effectiveness of the legal regulations in the field of combating contemporary global challenges for humanity in the area of ecology depends on the adequacy of the chosen legal measures for the specific goal and eliminating ecological threats, which leads to the achievement of security in a given area. area, as well as the disappearance of the causes, conditions and factors of their appearance and spread.Of particular interest is the author’s suggestion to increase the efficiency of ecological regulations aimed at counteracting the contemporary global ecological threats for humanity, including the system of improvement of ecological legislation, practice of applying the law, increasing the level of ecological and legal culture of legal and ecological relations.
Artykuł poświęcony jest badaniom nad regulacjami ekologiczno-prawnymi, ocenie ich efektywności w warunkach pojawienia, realizacji i rozprzestrzenienia współczesnych globalnych wyzwań ekologicznych dla ludzkości. Jednocześnie autor proponuje własną definicję współczesnych globalnych wyzwań ekologicznych dla ludzkości oraz określa wpływ tych wyzwań na regulacje prawno-ekologiczne. Autor ustala kryteria oceny efektywności regulacji prawnych, zgodnie z którymi przeprowadzona została powyższa analiza, włącznie z oceną stanu ustawodawstwa ekologicznego, adekwatność uzyskanych wyników do wybranych celów, wybór i wykorzystanie środków, sprzyjających najpełniejszemu i najszybszemu osiągnięciu wyników. Na podstawie przeprowadzonej analizy autor określa strategię i taktykę współczesnych regulacji prawnych w dziedzinie ekologii w Rosji. W wyniku analizy naukowej, autor dochodzi do wniosku, że skuteczność regulacji prawnych w dziedzinie walki ze współczesnymi wyzwaniami globalnymi dla ludzkości z obszaru ekologii uzależniona jest od adekwatności dobranych środków prawnych do celu, polegających na wyeliminowaniu zagrożeń ekologicznych, co prowadzi do osiągnięcia stanu bezpieczeństwa w danym obszarze, a także zanikaniu przyczyn, warunków i czynników ich pojawienia się i rozprzestrzeniania się. Szczególne zainteresowanie wzbudza zaproponowana przez autora metoda zwiększenia wydajności regulacji ekologicznych ukierunkowanych na przeciwdziałanie współczesnym globalnym zagrożeniom ekologicznym dla ludzkości, włącznie z systemem środków doskonalenia ustawodawstwa ekologicznego, praktyki stosowania prawa, podwyższenia poziomu kultury ekologicznej i prawnej podmiotów stosunków prawno-ekologicznych.

The education of teachers at university is a task that is being undertaken at a time of social and cultural changes, external unrest and political transformation that are affecting education itself. However, maintaining a humanistic approach to education is important. Therefore Polish language teachers at schools need to be responsible for educating young people who are sensitive to the welfare of the others, do not use the language of hate, but are critical thinkers; while at the same time university teachers are responsible for educating teachers who are resistant to political pressure. The author of the article presents a selection of literary works that refer to exclusion on grounds of nationality that can be read with students at different levels of education. Such a strategy proves that Polish language teachers can use literature to uphold humanistic values.

Autor zastanawia się nad zagadnieniem redefinicji instytucjonalnej szkół wyższych funkcjonujących na międzynarodowym rynku edukacyjnym. Wyraża opinię, że transformacja instytucjonalna jest najważniejszym elementem budowania przewagi konkurencyjnej uczelni w coraz szybciej zmieniającym się otoczeniu. Problem transformacji instytucjonalnej rozpatrywany jest tu w dwóch kontekstach: z jednej strony -ja ko „dziejowa konieczność”, z którą kadry zarządzające uniwersytetów muszą się zmierzyć (pojawia się tu kontekst umiędzynarodowienia czy proces boloński jako konieczne, „ustawowe” aspekty transformacji). Z drugiej strony - jako proces zarządzania kreatywnego (świadomego, opierającego się na wiedzy i rozumieniu mechanizmów działania sił rynkowych kierowania rozwojem uniwersytetu), tak aby nie stał się on marmurowym skansenem. W tym kontekście transformacja instytucjonalna jest rodzajem mniej lub bardziej skutecznej strategii rynkowej, opartej w większym stopniu na metodzie prób i błędów niż na metodzie „złotego środka”. Autor odwołuje się do dwóch modeli uniwersytetu: modelu humboldtowskiego oraz amerykańskiej idei „uniwersytetu przedsiębiorczego”. Wyraża opinię, iż obecnie szkolnictwo wyższe znajduje się na etapie współistnienia obu tych modeli, w obliczu ścierania się racji i poglądów nobilitujących Humboldtowską ideę uniwersytetu, przy jednoczesnej dyskredytacji wizji „uniwersytetu przedsiębiorczego” i vice versa. Autor nie zamierza stawiać „kropki nad i”, tym bardziej że formułowanie autorytarnych tez z wyprzedzeniem większym niż dwuletnie może być postrzegane jako szarlataneria. Ponadto na horyzoncie pojawiła się już wizja uniwersytetu przyszłości, nazwanego ad hoc „uniwersytetem opartym na wiedzy”. Zamiarem autora było wskazanie na pewne mniej lub bardziej zaawansowane tendencje zachodzące w obszarze komercjalizującego się szkolnictwa wyższego: globalizację i regionalizację uniwersytetów, przy jednoczesnym odchodzeniu od modelu uniwersytetów narodowych, odśrodkowe przeobrażenia struktur szkół wyższych, relację uniwersytety-przedsiębiorstwa, presję konkurencji ze strony innych graczy rynkowych działających w sektorze edukacji.
The author ponders over institutional redefinition of universities operating on the international education market. In his opinion, institutional transformation is the key competitive advantage of a university in the ever faster changing environment. The problem of institutional transformation is considered in two contexts: on the one hand, as ‘historical necessity’ which the managements of universities must tackle (the context of internationalisation or the Bologna process appear here as necessary, ‘statutory’ aspects of transformation). On the other hand, institutional transformation is considered as a creative management process: conscious, based on knowledge and understanding of market-driven management to prevent universities from turning into brick-and-mortar backwater. In this context, institutional transformation appears as market strategy, less or more effective, based largely on trial and error rather than any ‘golden mean’. The author refers to two models: a Humboltian university and the American concept of entrepreneurial university. In his opinion, both models co-exist in contemporary higher education, and we are witnessing clashing arguments and views elevating the former while simultaneously discrediting the other. The author does not intend to propose a final resolution of this dispute, and any authoritative assertions made earlier than two years in advance may be perceived as charlatanry. Moreover, another vision of university has appeared on the horizon, labelled ad hoc as ‘knowledge-based university’. The author’s intent was to identify trends, more or less advanced, in increasingly commercialised higher education: globalisation and regionalisation of universities with parallel departure from the model of national universities; decentralist transformations of university structures; relations between universities and industry; competitive pressure from other players active in the education sector.

The world, as well as Poland, can pride itself on its numerous achievements in the aspect of development of science, culture and widely perceived civilization. We use many of these ‘achievements’ on a regular basis, mostly without even a single after-thought that they would not have been available to us if we had been born 2–3 generations earlier. At the same time, the contemporary human-beings seem to be unaware of the high prize that they need to pay for the progress of the civilization as — except for its undisputed benefits — it involves certain degree of inevitable dangers. We cannot pretend that they do not exist or that they do not concern us. We all have to face them to different extents. The dangers that are more or less real for the contemporary Poles can be categorized as ecological, climatic (including the floods or catastrophic hurricanes affecting our country, increasing pollution of the natural environment, lack of room for storing waste or burying the dead), social (including the unemployment — especially the long term one; increasing poverty of the society; on the other hand growing bipolarity of the material statuses, increasing secularization of the society that declares itself as the catholic, one which results in depreciation of many values, norms or ideals; eventually discrimination of every kind of difference), civilisational dangers connected with the progress of technology (diseases such as cancer or allergies, information about the armaments or epidemics in the neighbouring countries, increasing number of the transport accidents; preparations for the construction of the nuclear power plants or the fear of the terrorism present in the world); finally the individual dangers which can be described as deviations. The aim of the author was not only to categorize the present dangers, but to define their real and potential consequences both in the social and individual aspect.

Pod koniec lat 80. ХХ w. i na początku ХХІ w. w ukraińskiej rodzinie zaszły istotne zmiany wskutek transformacji ukraińskiego społeczeństwa oraz wyzwań globalizacyjnych. Zmienił się model życia rodzinnego, wzrosła liczba kobiet pracujących, zmienił się poziom zaangażowania rodziców w proces wychowania dzieci, zmieniła się też liczba rodziców samotnie wychowujących dzieci oraz wzrosła liczba związków niesformalizowanych i urodzeń pozamałżeńskich. Celem tego opracowania jest przedstawienie wpływu procesów transformacyjnych w społeczeństwie ukraińskim na strukturę i funkcjonowanie rodzin. W artykule podjęto próbę przeglądu stanu wiedzy o rodzinie jako instytucji społecznej oraz wskazuje się na problemy, z jakimi przychodzi się zmagać współczesnej ukraińskiej rodzinie. Są to: trudności materialne, brak wsparcia dla młodych rodzin, trudności w łączeniu obowiązków zawodowych i rodzinnych. Na podstawie danych statystycznych zostały przeanalizowane współczesne tendencje transformacji ukraińskiej rodziny oraz jej funkcje. Szczególna uwaga została zwrócona na funkcję wychowawczą rodziny.
At the end of the 1980s and at the beginning of the 21st century, significant changes took place in the Ukrainian family, as a result of the transformation of Ukrainian society and the globalization challenges. The model of family life has changed, the number of working women has increased, the level of parental involvement in the process of raising children has changed, the number of single parents has changed. The number of non-formalised relationships and extramarital births has also increased. The purpose of this work is to present the impact of transformation processes in the Ukrainian society on the structure and functioning of families. The article provides information about the family as a social institution, as well as the problems faced by the contemporary Ukrainian family. The most important of these problems are: material difficulties, lack of support for young families, difficulties in combining professional and family responsibilities. Based on statistical data, contemporary trends in the transformation of the Ukrainian family and its function have been analysed. Particular attention was paid to the educational function of the family.

The challenges facing contemporary family come from the fact that all events related to political, social, cultural and religious changes cumulate in this basic human community. The role of a family is particularly significant in those places where anti-religious regulations make it difficult for parents to educate their children in faith according to their will. The primary challenges of a contemporary family may be balanced applying the principle of a Christian organization Jeunesse Ouvriere Chretienne (JOC). This method first asks one to see (voir) various threats to a family which are related to cultural changes, progressive dechristianization and new trends which are against the Christian vision of family and marriage. Not only should the threats be seen but one should also collate and assess them (juger), i.e. point out how they harm a family and why one should radically object to them. On the third stage one should act (agir) and take concrete pro-family measures in order to prevent significant erosion of sacramental marriage which form the foundation of the Catholic family. The community of family life advocates is looking forward to concrete proposals connected with the Synod of Bishops on family which started in Rome in 2014. They should present the range of activities in defense of family and new formation perspectives.

Praca socjalna jest praktykowana na całym świecie, a jej głównym celem jest pomoc jednostkom i poprawa dobrobytu całego społeczeństwa. Ghana jest społeczeństwem wieloetnicznym z wieloma różnymi praktykami kulturowymi, które mogą wpływać na interwencje pracy socjalnej (wdrażanie przez praktyków i reakcje klientów). Głównym celem artykułu jest pokazanie, w jaki sposób rdzenne praktyki kulturowe w Ghanie kształtują sposób wspierania dzieci, osób starszych, niepełnosprawnych fizycznie i psychicznie oraz wykluczonych społecznie. Wiedza zawarta w artykule opiera się na dostępnej literaturze przedmiotu oraz własnych doświadczeniach autora. Rozszerzony system rodzinny, w którym rodzicielstwo, pokrewieństwo i tożsamość obejmuje rodzinę nuklearną, a także dziadków, ciotki, wujów, kuzynów i teściów, jest dominujący w Ghanie, zwłaszcza na obszarach wiejskich. Pozytywny aspekt tego systemu, jak pokazano w tym artykule, ukazuje zalety kolektywistycznego podejścia do pomocy społecznej. Jednakże niektóre aspekty lokalnych praktyk kulturowych ograniczają dostęp grup defaworyzowanych do potrzebnej pomocy. W tekście wskazano na potrzebę takiego przygotowania pracowników socjalnych, aby ich praktyka była dostosowana do lokalnych praktyk kulturowych oraz aby zapewnić większej liczbie osób dostęp do pomocy i zmniejszyć szansę odrzucenia interwencji socjalnych przez ludzi w lokalnych społecznościach. Artykuł wpisuje się w dyskusję dotyczącą indigenizacji pracy socjalnej.
Social work is practiced all over the world with the primary aim of helping individuals and improving the welfare of the general society. Ghana is a multi-ethnic society with a multitude of different cultural practices that may affect social work interventions (implementation by practitioners and clients’ response). The main goal of this paper is to show how indigenous cultural practices in Ghana shape the way of supporting children, older people, people living with physical disabilities and mental health disorders, and the socially excluded. This paper relies on available literature and the first-hand account of the author. The extended family system where parenting, kinship, and identity includes the nuclear family as well as grand-parents, aunts, uncles, cousins, and in-laws is prominent in Ghana, especially in rural areas. The positive aspect of this system as shown in this paper shows the merits in a collectivist approach to social welfare. However, some aspects of local cultural practices are shown to limit how vulnerable people have access to needed help. The article indicates the need to prepare social workers in such a way that their practice is adjusted to respond to local cultural practices in order to ensure more people have access to help and reduce the potential of rejection by people in local communities. It also contributes to the discussion on the merits of indigenization of social work.

The article presents the author’s insights into the Polish housing policy in the context of the country’s current housing needs and challenges. Special attention is given to the role of housing policy and citizens’ right to adequate and affordable housing, which are the main determinants of the national housing policy development. The author first defines the housing policy, the principles of its effectiveness, and describes its instruments. Next, she overviews the beginning and the achievements to date of Polish housing strategies and programmes, comparing them with the newest National Housing Programme (NHP). In the final section, the author assesses current housing needs in Poland and identifies how the NHP responds to the challenges of contemporary housing policy. The article draws on national and international statistics and the relevant literature on the subject.

Turystyka jako przedmiot polityki turystycznej jest adresatem interwencji publicznej na poziomie ponadnarodowym, krajowym, regionalnym i lokalnym. Dlatego kluczowym wyzwaniem jest taka koordynacja planów i działań, by maksymalizować korzyści przez alokację decyzji na poziomie najlepiej wyposażonym informacyjnie z punktu widzenia potrzeb tej decyzji. Celem artykułu było przedstawienie problematyki z zakresu polityki turystycznej oraz próba oceny jej funkcjonowania jako sektora wywierającego wpływ na gospodarkę kraju. Na treść pracy składają się następujące zagadnienia: polityka turystyczna i jej podstawowe założenia oraz fundusze europejskie wspierające rozwój turystyki w latach 2007–2013. Autorka w opracowaniu wykorzystała literaturę przedmiotu.
Tourism as the subject of tourism policy is the recipient of public intervention at transnational, national, regional and local. Therefore, challenge is the coordination of plans and activities to maximize benefits by allocation decisions at the level of the best equipped for general information, from the point of view of the requirements of this decision. Purpose of the article was to present the issues of tourism policy and attempt to assess its functioning as a sector which impact on the economy of the country. The body of work consists of the following issues: tourism policy and its basic assumptions, the European funds in support of the development of tourism in the years 2007–2013. The author in the analysis has included literature on the subject.

Jesteśmy świadkami zmian społeczno-gospodarczych będących wynikiem dynamicznego rozwoju technologii teleinformatycznych. Próbując określić istotę tych zmian stosuje się wiele terminów, takich jak: „społeczeństwo informatyczne”, „gospodarka cyfrowa”, „biznes elektroniczny” czy „gospodarka oparta na wiedzy”. Wszystkie one wskazują na ważny aspekt współczesnej rzeczywistości, która jest efektem wzrostu znaczenia informacji i wiedzy w procesach gospodarczych oraz życiu społecznym. Konsekwencją tego jest także potrzeba zastanowienia się nad efektami stosowania nowych technologii teleinformatycznych we współczesnej edukacji. Należy zauważyć, że wielu autorów podejmuje próby zdefiniowania i nakreślenia koniecznych kierunków zmian dla polskiej edukacji, jednak nie oddają one w pełni istoty problemu. Stąd zamysł wpisania się tym artykułem w dyskusję dotyczącą tego problemu.
We are witnessing the socio-economic changes that have been the result of the dynamic development of information and communication technologies. The term ‘information society’, ‘digital economy’, ‘electronic business’ or ‘knowledge economy’ is used to determine the essence of these changes. They all point to an important aspect of contemporary reality, which is the result of the increased importance of information and knowledge in economic processes and social life, and the consequence of which is the need to reflect on the implications of the use of ICT in modern education. There are attempts to define and outline the necessary directions of change for Polish education, but they do not fully reflect the essence of the problem, hence there is the idea of entering with this article into the discussion about this problem.

Opis:
Celem artykułu jest pokazanie roli znajomości zagadnień z zakresu psychologii rozwojowej w pracy nauczyciela, identyfikacja nowych ról nauczycieli oraz wskazanie znaczenia kształcenia dorosłych we współczesnej edukacji. Bazując na licznych źródłach udowodniono, że wyzwania związane ze współczesną edukacją są bardzo duże. W pierwszej części artykułu uzasadniono, że wiedza z zakresu psychologii rozwojowej ma duży wpływ na właściwe postępowanie nauczyciela i budowanie relacji z uczniami. W dalszej kolejności wykazano, że odpowiedzialność za edukację kolejnych pokoleń wymaga od nauczycieli występowania w nowych rolach. Szczególnie istotne są role związane ze wspieraniem aktywności edukacyjnej uczniów, aby ich osiągnięcia były większe niż nauczycieli, wychodzenie poza schematy i dotychczasowe sposoby działania oraz myślenia. Zaangażowanie uczniów, ich chęć do zdobywania wiedzy powinna być wynikiem odpowiedniego rozpoznania przez nauczycieli ich zdolności i zainteresowań oraz potrzeb i oczekiwań. W ostatniej części artykułu podkreślono, że istotnym wyzwaniem we współczesnej edukacji jest także kształcenie dorosłych. Szybko zmieniająca się wokół nas rzeczywistość oraz konieczność podnoszenia kwalifikacji i rozwoju umiejętności wymuszają dużą aktywność w tym obszarze. Na podstawie źródeł literaturowych udowodniono, że o sukcesie każdej współczesnej szkoły decydują przede wszystkim nauczyciele, którzy potrafią z pasją i zaangażowaniem przekazywać uczniom wiedzę, inspirując ich do odważnego i kreatywnego poszukiwania nowych rozwiązań.
An aim of the article is to show the role of knowledge of the issues in the area of developmental psychology in the work of teacher, to identify new roles of teachers as well as to indicate the importance of adult education in the contemporary education. Based on numerous sources, the author proved that the challenges related to the contemporary education are very big. In the first part of the article, she justified that the contemporary education in the area of developmental psychology has a great impact on the proper conduct of the teacher and building their relations with pupils/students. Further on, she showed that responsibility for education of next generations requires from teachers playing new roles. Particularly important are the roles connected with the support provided for pupils’ educational activity in order to make it their achievements could be greater than those of teachers, exceeding the schemes and the hitherto ways of acting and thinking. Pupils’ commitment, their desire to acquire knowledge should be a result of a proper recognition by teachers of their abilities as well as needs and expectations. In the last part of the article, the author emphasised that a crucial challenge in the contemporary education is also adult education. The quickly altering reality around us and the need to raise one’s qualifications and the level of skills force a great activity in this area. Based on the literature sources, the author proved that the success of every contemporary school is determined, first of all, by teachers who are able with passion and commitment convey knowledge to pupils inspiring them to seek in a courageous and creative way new solutions.

Polish Special Operations Forces (POLSOF) are one of five branches in the Polish Armed Forces. Thanks to their unique capabilities, selected personnel, and sophisticated equipment, they play a crucial role in the Polish national security system. However, the changes in international security environment, society, and technology meanthat POLSOF hasto face new challenges and to adapt to a new reality while keeping up their efficiency and being “a step ahead” with regard to new threats. In this paper, the author describes new contemporary challenges posed by the changing world and discusses what changes regarding POLSOF should be implemented to keep their effectiveness on top level.

The article presents selected issues related to the collective management of the Volksbühne initiated by René Pollesch together with six representatives of the theatre company. The crisis caused by the non-renewal of Frank Castorf’s managerial contract and the disclosure of the sexist practices of one of his successors, Klaus Dörr, provoked a broad debate around the preferred management style in this Berlin theatre. Drawing on numerous articles and conversations published in professional magazines (Theater heute, Theater der Zeit) and the opinion-forming all-German press, the author illuminates the heuristic, intuitive character of the new collective management at the Volksbühne against the background of the growing debate in Germany about the need to empower social groups excluded in terms of class, race or gender. The calls for dismantling the central position of the theatre manager (Intendant) and employing a post-heroic management model are confronted with the analysis of the Volksbühne case in terms of ‘politicised’ theatre. According to Jacques Rancière, the political nature of art manifests itself in establishing an open space in which voiceless groups or communities can articulate their political aspirations and attempt to redefine the order of the ‘distribution of the sensible.’ On the one hand, it is worth noting that the newest collective management of the Volksbühne seeks to go beyond the centralised pattern of leadership performed by Frank Castorf and his group of ‘old revolutionaries’ towards the emancipation of women and non-heteronormative groups. On the other hand, the problem of empowerment of Eastern Europeans regained its importance after the outbreak of the war in Ukraine. It means the restitution of a key challenge of Castorf’s theatre that was proclaimed after the reunification of Germany.
