Opis:
The paper is an overview of the Baltic Sea and its basin characteristic. The geographical location and climate and weather of the Baltic Sea region according to its zones and seasons were described. Moreover, the abiotic parameters of water such as salinity, oxygen concertation and temperature distribution in the water column were explained. Some of these characteristic parameters has influence on the critical infrastructure networks existed in the Baltic Sea region as well as the critical infrastructure objects activity has significant impact on these parameters changes and consequently the environmentally quality of the region. Finally, the Baltic Sea as the sensitive area is presented.

Opis:
The main aim of the paper is to define the operation and climate change influence on the safety of a critical infrastructure considered as a complex system in its operating environment. As the result, a general safety analytical model of a complex technical system under the influence of the operation process related to climateweather change process is proposed. Further, the conditional safety functions at the operation process related to climate-weather change process, the unconditional safety function and the risk function of the complex system at changing in time operation and climate-weather conditions are defined. Moreover, the mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensities of ageing of the critical infrastructure and its components and the coefficients of the operation and climate-weather impact on the critical infrastructure and its components intensities of ageing are proposed as the other significant safety indices for any critical infrastructure.

First of all, the BPSCIN and its safety parameters are introduced. Next, the basic information and necessary data to describe the interactions in considered critical infrastructure network are given. The paper is concerned with an application of the climate-weather change process for a critical infrastructure operating area model to identification and prediction of this process for maritime ferry operating area. For the considered ferry operating area, there are distinguished four different climate-weather change processes and their states. Further, there are identified the unknown parameters of those processes, i.e. the probabilities of the climate-weather change processes staying at the initial climate-weather states, the probabilities of the climateweather change transitions between the climate-weather states and the mean values of the climate-weather change processes' conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the climate-weather change processes at the distinguished operating area.

Forests are one the main natural factors that regulate and determine climate, weather patterns and amount of CO2 of an area. With rapid industrialization and rapid urbanization there is a significant increase in deforestation and as a consequence rise in global mean surface temperatures. Rapid and unchecked cut down of forest cover has resulted in some of the worst disasters during the last decades. This paper focuses on studying the role of deforestation, its influence on climate change phenomena and its consequences in Pakistan.

The paper presents a method of the GBNCIN operation and safety, with considering the climate-weather change process, safety optimization. Basic characteristics of the critical infrastructure operation process related to climateweather change process are shown. Then, the GBNCIN operation cost related to climate-weather change is introduced. The paper is concerned with an application of the model of critical infrastructure operation process including operating environment threats and extreme weather hazards to identification and prediction of this process for the maritime ferry. There are investigated four processes for the considered maritime ferry operating area. Further, using identified parameters of the operation process including operating environment threats and the climate-weather change processes for the maritime ferry operating area, there are determined the unknown parameters of these processes. Namely, the probabilities of the ferry processes staying at the initial states, the probabilities of the ferry processes transitions between the states and the mean values of the ferry processes conditional sojourn times at particular states. Finally, there are predicted the main characteristics of the maritime ferry operation process including operating environment threats and extreme weather hazards at the distinguished operating areas.

There are presented the methods of prediction of the climate-weather change process. These are the methods and procedures for estimating the unknown basic parameters of the climate-weather change process semi-Markov model and identifying the distributions of the climate-weather change process conditional sojourn times at the climate-weather states. There are given the formulae estimating the probabilities of the climate-weather change process staying at the particular climate-weather states at the initial moment, the probabilities of the climate-weather change transitions between the climate-weather states and the parameters of the distributions suitable and typical for the description of the climate-weather change process conditional sojourn times at the particular climate-weather states. The proposed statistical methods applications for the unknown parameters identification of the climate-weather change process model determining the climate-weather change process parameters for the initial point of the port oil piping transportation system are presented.

Opis:
Weather-related hazards are already among the factors most frequently causing disturbances for railways. Flooding and storm are considered major threats to the system. Climate change might in the long run produce new kinds of hazards and threats to the railway system, but the climate change will principally involve a strengthening of the already known threats, in terms of increased frequency as well as increased intensity. Based on examples of natural hazards’ impact on railways, possible approaches of vulnerability assessment are described which could also address potential consequences of climate change. In order to reduce the effects of weather hazards technical countermeasures are necessary, but also an appropriate risk management as, e.g., required for flooding in the European Union.

The general model of a critical infrastructure changing its safety structure, its components safety parameters and its operation cost during the variable operation process and linear programming are applied to optimize the critical infrastructure operation process in order to get the critical infrastructure operation cost optimal value. The optimization problem allowing to find the optimal values of the transient probabilities of the critical infrastructure operation process at the particular operation states that minimize the critical infrastructure operation cost mean value in the safety states subset not worse than a critical safety state is presented. The optimization of operation cost of the critical infrastructure is proposed with considering climate-weather change process influence on the system safety.

The negative impact of global and regional climate changes upon the crop yields leads to the violation of the crop production stability. The development of reliable methods for assessment of the climatic factors by the reaction of the crops to them in order to minimize the impact of climatic stresses upon the sustainability of food systems is an urgent scientific task. This problem was studied on the example of growing corn. A mathematical analysis of the main meteorological indicators for 16 years of research has been performed on the basis of which the frequency and direction of the occurrence of atypical and extreme weather conditions in various periods of the corn vegetation season were established by the coefficient of significance of deviations of the weather elements from the average long-term norm. It has been proved that the probability of occurrence of such weather conditions in the period from April to September is 38–81% in terms of the average temperature of the month, and 31–69% in terms of precipitation. By using the information base of the corn yields in a stationary field experiment with the gradations of factors: A (the fertilizer option) – A1-A12, B (the crop care method) – B1-B3, C (the hybrid) – C1-C7, the most critical month of the corn ontogeny was established when the weather has a decisive influence upon the formation of the crop. With the help of the correlation-regression analysis it was proved that the corn yield most significantly depends on the average monthly temperature in June, and for the hybrids with FАО 200–299 – on the amount of precipitation in the month of May. The obtained mathematical models make it possible to predict the yield of corn at a high level of reliability depending on the indicators of the main climate-forming factors in June, that is, even before the flowering of the plants (before the stage of ВВСН 61).

Opis:
Weather-related hazards are among the most frequent causes for disturbances of critical infrastructures. Flooding, tsunamis and sea level rise are examples of major threats to all types of nuclear facilities located at the seaside or at rivers. We report about exemplary investigations concerning weather-related hazards for the North Sea and the Baltic Sea. Climate change is expected to increase the already known threats but, in the long term, may also lead to new kinds of hazards. A possible future climate evolution, e.g. from warm (interglacial) to cold (glacial) periods, is not only a topic for seaside industrial facilities but also of concern in the long term safety assessment of deep geological nuclear waste repositories, in particular for high level waste, on the Baltic sea.

In recent years, the world, including Europe, has seen a much higher incidence of extreme weather phenomena. The ongoing climatic changes have a direct impact on the condition of surface waters. Groundwater is less affected by anthropogenic pollution than surface water, since groundwater can be used in distribution systems for municipal purposes, for food purposes, sold in unit packages, and for medicinal purposes (in drinking and bathing treatments). In Poland, a country with poor water resources, the problem of water scarcity due to climate change may even increase. One solution to this problem may be the increased use of Polish groundwater resources. Hydrogeological conditions favorable to the construction of drill wells, detailed identification of available groundwater resources throughout the country and the low degree of their usage (25% on average) make it possible to increase the intake of groundwater to cover this water deficit, especially in periods of drought.

In the paper, there are presented the methods for identification of the critical infrastructure operation process on the basis of statistical data coming from this process realizations related to the critical infrastructure operating environment threats. These are the methods and procedures for estimating the unknown basic parameters of the critical infrastructure operation process semi-Markov model and identifying the distributions of the critical infrastructure operation process conditional critical infrastructure operation process sojourn times at the particular operation states. There are given the formulae estimating the probabilities of the critical infrastructure operation process straying at the particular operation states at the initial moment, the probabilities of the critical infrastructure operation process transitions between the operation states. Moreover, there are given formulae for the estimator of unknown parameters of the distributions suitable and typical for the description of the critical infrastructure operation process conditional sojourn times at the operation states. Namely, the parameters of the uniform distribution, the triangular distribution, the double trapezium distribution, the quasi-trapezium distribution, the exponential distribution, the Weibull’s distribution and the chimney distribution are estimated using the statistical methods such as the method of moments and the maximum likelihood method. The chi-square goodness-of-fit test is described and proposed to be applied to verifying the hypotheses about these distributions choice validity. The procedure of statistical data sets uniformity analysis based on Kolmogorov-Smirnov test is proposed to be applied to the empirical conditional sojourn times at the operation states coming from different realizations of the same critical infrastructure operation process.

The Joint Research Project METEOMET - "Metrology for Meteorology" realized in the frame of the European Metrology Research Programme (EMRP) is described in the paper. The project is focused on the traceability of measurements involved in the climate changes: surface and upper air measurements of temperature, pressure, humidity, wind speed and direction, solar irradiance and reciprocal influences between measurands. It includes development and testing of novel instruments as well as improved calibration procedures and facilities for ground based observations, including in-situ practical calibrations and best practice dissemination. The project consortium is based on 18 National Metrology Institutes (NMIs), three un-funded partners and several collaborators, such as universities, research centers, meteorological organization and institutions, from Europe and other non-European countries. Istituto Nazionale di Ricerca Metrologica (INRiM) in Italy is the project coordinator. Three Polish organizations participate in the project: the Central Office of Measure (MG-GUM), the Institute of Low Temperature and Structure Research (INTiBS) and the Wrocław University (UWr).

Objectives The aim of this study was to evaluate the relationship between high air temperatures and occupational injuries (OIs) occurred during the summer seasons 2000–2013 in agricultural workers from the Autonomous Province of Trento (APT), North-Eastern Italy. Material and Methods Data about OIs for the APT from 2000 to 2013 occurring during the warm season (N = 7325) was provided by the National Institute of Insurance for Occupational Illness and Injury. Daily average and daily maximum temperatures values for the specific geographical site of events were retrieved. Daily temperatures were then assessed in 3 time lags: for the day of the event (lag 0), and for the previous 24 h (lag 1) and 48 h (lag 2). Daily temperatures were then categorized in 3 exposure groups (< 75th, 75–95th and > 95th percentiles). The risk of OIs was assessed as odds ratio (OR) calculated through a Poisson regression model controlled for age, sex, ethnicity and time period, and assuming OI rates for days on which temperature was comprised in < 75th percentile exposure groups as the referent ones. Results Estimated incidence of OIs during the study period was 3.4±2.3 events/day. The peak of work-related accidents occurred on days characterized by severe thermal conditions, and in particular during heat waves (incidence rate ratio = 1.09, 95% confidence interval (CI): 1.02–1.17, p = 0.0165). Days having temperatures higher than 95th percentile, assessed as daily average, both on current days (OR = 1.119, 95% CI: 1.008–1.242) and in lag 1 (OR = 1.125, 95% CI: 1.013–1.249), as well as daily maximum temperatures, were at the highest risk of work-related injuries (OR = 1.144, 95% CI: 1.029–1.272). Conclusions In conclusion, presented findings recommend policymakers to develop appropriate warning/alert systems for agricultural workers regarding high environmental temperatures. This study aims to evaluate changes in the frequency and severity of historical droughts (1980–2018) and then model future droughts occurrences (2019–2099) in the Lepelle River Basin (LRB), using Intergovernmental Panel on Climate Change (IPPC) General Circulation Model (GCM) simulations for two representative concentration pathways (RCP8.5 and RCP4.5). Firstly, the present-day and future hydrology of the LRB are modelled using the weather evaluation and planning (WEAP) model. Mann–Kendall tests are conducted to identify climate trends in the LRB. The reconnaissance drought index (RDI) and the streamflow drought index (SDI) are employed to explore hydro-meteorological droughts in the Lepelle River Basin, South Africa. The RDI and SDI are plotted over time to assess drought magnitude and duration. The simulated temporal evolution of RDI and SDI show a significant decrease in wetting periods and a concomitant increasing trend in the dry periods for both the lower and middle sections of the LRB under RCP4.5 as the 22nd century is approached. Lastly, the Spearman and Pearson correlation matrix is used to determine the degrees of association between the RDI and SDI drought indices. A strong positive correlation of 0.836 is computed for the middle and lower sections of the LRB under the RCP8.5 forcing. Further findings indicate that severe to extreme drought above –2.0 magnitude are expected to hit the all three sections of the LRB between 2080 and 2090 under RCP8.5. In the short term, it is suggested that policy actions for drought be implemented to mitigate possible impacts on human and hydro-ecological systems in the LRB.

W artykule dokonano analizy statystycznej serii pomiarowej dobowych opadów atmosferycznych z lat 1980–2015, zarejestrowanych na stacji IMGW PIB w Uniejowie. Dla tej lokalizacji opracowano charakterystykę warunków opadowych w ujęciu wieloletnim, rocznym, sezonowym oraz miesięcznym. Opady atmosferyczne stanowią jeden z najbardziej zmiennych elementów pogody, nie tylko pod względem ilości (wysokości), ale również terminów ich występowania i czasu trwania, co wykazały przeprowadzone badania. Jednak głównym celem autorów było zwrócenie uwagi na zasadność prowadzenia systematycznych pomiarów meteorologicznych na terenie Uniejowa. Posiadanie wiedzy o sezonowej i wieloletniej cykliczności w występowaniu warunków pogodowych, jak również o możliwości pojawiania się znacznych odchyleń od wartości przeciętnych, wydaje się szczególnie wskazane w mieście, którego rozwój gospodarczy jest obecnie silnie uzależniony od napływu turystów ukierunkowanych na rekreację i rozrywkę na terenach otwartych. Ponadto jedynie dobre rozpoznanie specyficznych cech klimatu lokalnego uzdrowiska daje podstawy do jego ochrony przed skutkami narastającej w rejonie Uniejowa antropopresji.
The article presents statistical analysis of precipitation data for the period 1980–2015 collected at the Uniejów station belonging to the Institute of Meteorology and Water Management of the National Research Institute. The analysis identified rainfall characteristics in the long term and in annual, seasonal and monthly perspective. The conducted research has shown that precipitation is one of the most variable elements of local climate, not only in terms of quantity, but also periods of their occurrence and duration. Having up-to-date knowledge of seasonal and long-term cyclicality of precipitation, as well as the possibility of significant deviations from average values, seems to be particularly important for a city whose current economic development is mainly dependent on the inflow of tourists seeking recreation and open-air entertainment. Furthermore, only a proper identification of the specific characteristics of the local climate of Uniejów provides the necessary basis for its protection against the effects of anthropogenic impact on the environment in this region.

To przede wszystkim następstwo zmian klimatycznych, które sprawiają, że pogoda stała się bardziej nieprzewidywalna, zarówno w Europie, jak i w innych zakątkach świata. W niniejszym artykule autor charakteryzuje ekstremalne zjawiska pogodowe na terytorium Polski w kontekście zmian klimatycznych.
Sudden weather events seem to fit in the Polish climate for good. Recent meteorological phenomena in the form of storms, tempests and precipitation are the best proofs for this. This is primarily due to the climatic changes that make the weather last, even in other parts of the world. In this article the author characterizes extreme weather phenomena on the territory of Poland in the context of climate change.

W pracy zaprezentowano wpływ potencjalnych zmian klimatu na odpływ w zlewni Kaczawy w perspektywie lat 2030 i 2050 dla półrocza letniego. Odpływ dla badanych okresów obliczono z wykorzystaniem modelu opad-odpływ NAM. Dane meteorologiczne wymagane przez model NAM zostały wygenerowane za pomocą modelu SWGEN, którego kalibrację przeprowadzono na podstawie dobowych danych z lat 1981-2000, obejmujących obserwacje maksymalnej, minimalnej, średniej temperatury powietrza, wartości opadu atmosferycznego i usłonecznienia. Wartości promieniowania całkowitego oszacowano za pomocą wzoru Blacka. Brakujące charakterystyki zbiorcze zostały interpolowane na podstawie istniejących danych. Symulacje przeprowadzono dla aktualnych warunków klimatycznych oraz trzech wybranych scenariuszy: GISS, CCCM oraz GFDL. Wartości parowania potencjalnego oszacowano, wykorzystując zmodyfikowany wzór Turca. Zmiany odpływu zobrazowano rozkładami prawdopodobieństwa i charakterystykami opisowymi. Symulacje umożliwiły określenie potencjalnych zmian średniego dobowego odpływu Kaczawy na wodowskazie Piątnica. Na podstawie przeprowadzonych symulacji stwierdzono wzrost prawdopodobieństwa wstąpienia przepływów ekstremalnych.
The paper presents an effect of potential climate changes on water runoff from the Kaczawa River catchment in summer halves of the years 2030 and 2050. The runoffs for the studied periods were calculated using the rainfall-runoff model NAM. Meteorological data required by the NAM model were generated by the model SWGEN calibrated on daily data from the years 1981-2000. Data included observations of the maximum, minimum and average air temperature, precipitation and sunshine. The values of global radiation were estimated using the Black's formula. Missing characteristics were interpolated from the existing data. Simulations were performed for current climatic conditions and for the three selected scenarios: GISS, CCCM and GFDL. The values of potential evaporation were estimated using the modified Turc's formula. Changes in the outflow were illustrated by probability distribution functions and descriptive characteristics. Simulations enabled identification of potential changes in mean daily discharge at the gauge Piątnica. Based on simulations, an increase in the probability of extreme runoffs is expected.

W pracy określono zróżnicowanie warunków termicznych i biotermicznych w Kielcach oraz w obszarze pozamiejskim w warunkach pogody gorącej (dni z tmaks. > 25,0°C) i upalnej (dni z tmaks. > 30,0°C), ze szczególnym uwzględnieniem terenów rekreacyjnych miasta. W tym celu porównywano cogodzinne wartości temperatury powietrza i wskaźnika WBGT (Wet Bulb Globe Temperature) w wybranych punktach, różniących się użytkowaniem terenu. Stwierdzono, że na terenach rekreacyjnych Kielc jest zwykle chłodniej niż w obrębie zabudowy miejskiej (średnio do 1,4°C pomiędzy centrum a otoczeniem Zalewu Kieleckiego). Wyjątek stanowią kieleckie kamieniołomy, cieplejsze w ciągu dnia niż obszary zabud owane. Ich zwiedzanie w okresach pogody upalnej może skutkować wystąpieniem niebezpiecznego dla zdrowia stresu termicznego. Różnice pomiędzy wartościami wskaźnika WBGT w obrębie zabudowy i w terenach rekreacyjnych Kielc są znacznie mniejsze niż w przypadku temperatury powietrza. Wynika to z większej wilgotności powietrza w terenach ziel onych i w otoczeniu zbiorników wodnych, powodującej występowanie zjawiska parności. Stąd w dniach gorących i upalnych również na terenach rekreacyjnych Kielc należy ograniczyć aktywność fizyczną.
The variability of thermal and biothermal conditions was determined in the city of Kielce and in its outskirts during hot (Tmax > 25.0°C) and very hot (Tmax > 25.0°C) days. Special attention was paid to the thermal and biothermal conditions in the recreation areas of Kielce. Hourly air temperature and WBGT index (Wet Bulb Globe Temperature) values in several locations were utilized to do so. The measurement points were located in areas with different land use. It was found that air temperature is lower in recreation areas as compared with built-up areas. The surroundings of the Kielce Reservoir are the coolest place – they are 1.4°C colder than the downtown. A significant exception are former quarries, many currently being nature reserves. Their bottoms are generally warmer than the downtown and trips to those quarries can cause hazardous heat stress during hot weather. The variability of WBGT turned out to be less pronounced than that of the air temperature. It resulted from higher humidity and more frequent sultry weather conditions in the recreation areas as compared with the downtown. Therefore, physical activity should be limited also in the recreation areas of the city of Kielce during hot weather.

Opis:
Based on the evaluation of selected varieties of Chenopodium quinoa, their requirements were identifi ed; it was shown which varieties demonstrated the best effects in what conditions. It was found that the best varieties for Europe’s conditions were E-DK-4-PQCIP and RU-5-PQCIP. E-DK-4-PQCIP variety showed the best effects under the conditions of cluster II which included e.g. Bydgoszcz (Poland) and cluster IV which included Southern European countries (Greece and Italy), while the best effects found in RU-5-PQCIP variety were identifi ed in cluster I which included Sweden. E-DK-4-PQCIP variety in cluster II showed a very high yield of green matter and a mean seed yield, and in cluster IV – a very high seed yield and a high yield of green matter
Na podstawie oceny wybranych odmian komosy ryżowej stwierdzono jakie są ich wymagania, czyli które odmiany wykazały najlepsze efekty w określonych warunkach. Stwierdzono, że najlepsze odmiany dla warunków Europy to E-DK-4-PQCIP i RU-5-PQCIP. Odmiana E-DK- 4-PQCIP wykazała najlepsze efekty w warunkach skupienia II w którym była między innymi Bydgoszcz (Polska) oraz IV skupienia w którym były kraje Europy Południowej (Grecja i Włochy). Natomiast najlepsze efekty odmiany RU-5-PQCIP stwierdzono w skupieniu I w którym z Europy znalazła się Szwecja. Odmiana E-DK-4-PQCIP w skupieniu II charakteryzowała się bardzo dużym plonem zielonej masy i średnim plonem nasion, a w skupieniu IV bardzo dużym plonem nasion i dużym plonem zielonej masy. Jednocześnie stwierdzono, że wysokie wartości usłonecznienia i umiarkowane opady stymulują plonowanie Chenopodium quinoa. Nadmiar opadów wpływa niekorzystnie.
