Opracowanie przedstawia informacje z okresu 15 lat dotyczące dzieci, które na mocy decyzji sądowych o ingerencji we władze rodzicielską z powodu zagrożenia dobra dziecka zostały umieszczone w rodzinach zastępczych, placówkach opiekuńczych i rodzinach adopcyjnych. Niepokojącemu zjawisku wysokiej liczby będących pod nadzorem sądów małoletnich, których rodzice nie radzą sobie z wykonywaniem zadań opiekuńczo-wychowawczych, towarzyszy rosnąca liczba decyzji o pozbawieniu władzy rodzicielskiej. Na tle tendencji obserwowanych w ostatnich kilkunastu latach przedstawiono zmiany w systemie pieczy zastępczej od wprowadzenia ustawy w 2012 r. będące odzwierciedleniem założeń dotyczących ograniczenia liczby dzieci w instytucjach opiekuńczych i rozbudowywania różnorodnych form pieczy rodzinnej.
The study presents information from a fifteen-year period on children who have been placed in foster care, institutional care and adoptive families by court decisions regarding interference in parental authority taken when the child’s wellbeing was at risk. The alarming phenomenon of the high number of minors under the supervision of courts whose parents have failed to attend to the tasks of childcare and education is accompanied by an increasing number of decisions to deprive parents of their parental authority. Against the background of trends observed in recent years, the article presents changes in the system of alternative care implemented since the introduction of the Act in 2012, reflecting the assumptions about limiting the number of children in institutional care and developing various forms of family foster care.

Polish culture is strongly linked to both nuclear family and family networks, which are believed to safeguard stability and sense of security for individuals and communities. The migrations of young Polish men and women, which often scope to entire families, significantly alter the fundamentals of the above guarantees. The migration of Polish youth changes social expectations, possibilities of a family existing in an unchanged form, as well as provisions of care to those who need it, primarily children and elderly members of the kinship structure. For families affected by temporary migrations and experiencing increasingly settlement-oriented mobility, being “on the move” becomes “a way of life,” in which periods of “togetherness” are intertwined with much longer phases of separation. The practices and strategies employed by migrants in the hopes of overcoming the aforementioned challenges require thorough analysis. Therefore, a main goal of our article is to focus on multi-dimensional consequences of migration that pertain to the changes of ties and relationships in families, as well as the organization of child and elderly care.

The article presents the role of care in pedagogy and in the education of educators. The care is understood as the activity where a carer replaces a person (who, for some reason, cannot do it themselves) in their actions and life functions which enable them to live, let them stay healthy and contribute to their development. The considerations undertaken in the text lead to the conclusion about the continuous expansion of pedagogy tasks related to the issues connected with care. This expansion of the tasks is primarily due to the growing number of people who, for various reasons, require care. It also results from rapidly changing living conditions in the postmodernist world and the increasing risk of the occurrence of various forms of inadaptability. The article emphasises the interdisciplinary character of care pedagogy, showing its relationship with other subdisciplines of pedagogy as well as with human and social sciences.
Artykuł przedstawia miejsce, jakie w pedagogice a także kształceniu pedagogów, zajmuje opieka, rozumiana jako działalność, w której opiekun zastępuje osobę (która z jakiegoś powodu sama uczynić tego nie może) w tych jej działaniach i funkcjach życiowych, które umożliwiają jej życie, pozwalają zachować zdrowie i przyczyniają się do rozwoju. Rozważania podjęte w tekście, prowadzą do wniosku o nieustannym rozszerzaniu się zadań pedagogiki, odnoszących się do zagadnień związanych z opieką. To rozszerzanie się zadań wynika przede wszystkim ze wzrastającej liczby osób, które z różnych powodów wymagają opieki, jak również będącego skutkiem zmieniających się w szybkim tempie warunków życia w postmodernistycznym świecie, zwiększenia zagrożenia występowaniem różnych form nieprzystosowania. Artykuł podkreśla interdyscyplinarny charakter pedagogiki opiekuńczej, ukazując jej związki z innymi subdyscyplinami pedagogiki, jak również z innymi naukami: społecznymi, humanistycznymi i społecznymi.

The purpose of this paper is not to provide an overall picture of care ethics, but, rather, to reflect upon the concept of care, which has gained significance in particular scientific contexts. Undoubtedly, the importance of the subject of care represents a challenge on the level of fundamental philosophical positions and a diversified look into the occurring forms of the psychological and social suffering, dependency, and vulnerability. I will shed light on tenets that are considered central to the care ethics and that have led to the setting up of the relationship between care and democracy. By introducing the basic aspects of Carol Gilligan’s and Joan Tronto’s theories, I will emphasize their vocation to be politically relevant. A discussion on the relationship between care and justice on the one hand, and needs and rights on the other, will follow. Can hearing voices of care make democracy more just? How can care ethics provide a concrete support for democracy? On the political level, care ethics builds on the assumptions of the necessary relatedness and equality between individuals who are decisive in the light of the welfare state perspective. Upon closer examination, one may see that the setting up of these relationships is not new to the liberal perspective. Liberalism is historically rooted in the fundamental interconnection between freedom and equality. Virtues such as care and meekness can be formulated in the language of politics, but they still remain unpolitical. On the one hand, engaging in a critical reflection upon such virtues might be an indispensable measuring instrument for distinguishing a good democracy from a bad one. On the other hand, care ethics does not prove to be a real alternative to the ethics of justice. In this regard, care ethics seems to show its feet of clay.

The article is an attempt at diagnosing training needs of the employees of units operating in health care sector in the Podkarpacie Province. In times of permanent changes affecting each sphere of economy, providers of health care services cannot afford to remain outside this trend. Improving qualifications, adaptability of the offer, influencing its quality, and above all, the awareness of the necessity of these changes, have become an element which is fully integrated also with this sphere of public sector operations. Taking into account the above, the article verifies not only training needs articulated by employees of Health Care Centers (HCC) operating in the Podkarpacie Province, but also the way they are perceived by the managers of these centers, the ability to define training needs and their compatibility with characteristic features of analyzed HCCs. Therefore special emphasis has been placed on demonstrating the variety of diagnosed training needs with reference to such criteria as the size of analyzed centers, the market serviced by them, and their location. These determinants allowed us to conduct a complex analysis of conditions and structure of voiced need for subject training, and as a consequence, contributed to diagnosing the expectations of the health care sector concerning initiatives improving the quality of public services in the health care services area.

Both expenditure on healthcare and the functioning of the entire healthcare system in Poland stir up considerable controversy and are often discussed in the media. Hospital debts, the low quality of services, and the low availability of specialist medical services form the basis for the discussion of the effectiveness of the healthcare system. Statistical data are also bleak. Total health expenditure in Poland in 2019 amounted to 6.3% of GDP (estimated expenditure), whereas the average for health expenditure in the OECD countries was 8.8%. Therefore, Poland is below the average, and is placed last but four in the ranking (stat.oecd.org). The aim of this article is the presentation of public expenditure on healthcare in Poland from 2010 to 2020. In order to achieve this, the following research methods were used: a critical analysis of the literature, an analysis of statistical data, and - to make the research more transparent and the research results clearer - a tabular method was used. Also, widely accepted measurements were used, such as absolute values in domestic and international currencies, values per capita, and values in relation to the Gross Domestic Product (GDP).oduct (GDP).

Opis:
The Study on the Role of Men in Gender Equality (2011–2012) shows a remarkable change in men’s partici- pation in care for children and domestic work in certain parts of Europe. Especially in Northern countries of Europe, men became more involved in care-giving roles between 2005 and 2010 while in the same period of time, decreases in the men’s share were reported, especially from some Southern and Post-socialist countries with low share rates. On the other hand, there has been a growing under-representation of men in professional care work. Data indicate that in the past decade this already heavily feminised sector has experienced a further decline in the participation of men. Based on intersectional analysis, the paper discusses the most relevant factors associated with men’s larger involvement in care for children and professional care. The variation of men’s share runs both between and within countries, with socio-economic position as one important variable.

This article presents a study conducted amongst young adults between the ages of 19–35 (N = 67). The aim was to determine the relationship between the about information about foster care families and the attitude of young adults towards them. For this purpose, one group (n = 35) was provided with information preceding the negative behavior of juveniles, and the other group received positive information about development opportunities (n = 32). Statistics indicate there is no relationship between the given information and the attitude of the respondents. The relationship between the attitude and general knowledge of young adults regarding foster parenthood was analyzed. In this case, the result also proved to be statistically insignificant. However, the results seem to indicate that there may be a relationship between the knowledge, attitude and age of the respondents. In addition, women had a more positive attitude towards foster care, and a wider knowledge about foster families compared to men. The data also indicate a fairly high level of knowledge of young adults about the foster care system in Poland. Respondents also have a positive attitude towards helping children and foster care families. The article discusses possible practical implications for further research and prevention.

Italy is one of the most important destination countries for Romanians. At the same time, the Italian care sector relies mainly on migrant labour, most of whom are Romanian women. Historically, Italy is considered one of the landmark countries for the southern or Mediterranean welfare state, characterised by its fragmented labour market, underdeveloped social protection system, informal economy and unpaid care work, usually done by the women in the family. Italy has one of the highest rates in Europe of both the elderly population and life expectancy at birth. In the last 20 years, the care work was gradually redistributed to migrant care workers, most of them women from former socialist countries, who often live in the household where they work. Migration from Eastern Europe, particularly Romania, has been facilitated, on the one hand, by rising unemployment and low-paid job opportunities in migrants’ countries of origin in the context of the deindustrialisation of state industry and, on the other, by the Italian elderly public-support system which is based on cash benefits granted to the family which can be redistributed to employ migrant care workers. In this paper we analyse three specific types of care work migration from Romania to Italy and the main challenges which they face, taking into account the specifics of the work and the type of migration chosen. The methodology is qualitative, based on 20 semi-structured online interviews with Romanian care workers and two interviews with stakeholders.

In recent years, there has been a maximum increase in admissions to the intensive care unit, culminating in an exponential increase in admissions during the COVID 19 pandemic. Many patients who survived and were discharged from the intensive care unit have cognitive, physical, and psychological disorders that are reflected in the term post-intensive care syndrome. Patients and their families show symptoms of anxiety, depression, post-traumatic stress, and sleep problems. The result is that they negatively affect their quality of life. Numerous risk factors contribute to the development of this syndrome, mainly the sedation, the duration of mechanical ventilation, and the length of stay in the intensive care unit. For this reason, it is necessary to take measures to prevent this syndrome including ABCDEFGH care plan, physical rehabilitation, nutritional support, and intensive care unit diaries. Care must also be given to the creation of Post Intensive care unit clinics where they have a diagnostic, therapeutic, counseling, and rehabilitation role that will act as assistants in the care of patients after discharge from the intensive care unit. Also, special care should be taken with patients who have recovered from COVID 19 whose needs are increasing and need immediate treatment. This review aims to analyze post-intensive care syndrome, prevention measures, and the impact of COVID 19. In conclusion, it is necessary to take measures to treat post-intensive care unit syndrome with early diagnosis and treatment, to reduce the adverse effects on both patients and their families.
