    W artykule omówione zostały prawne aspekty ochrony bezpieczeństwa zgromadzeń organizowanych cyklicznie ze szczególnym uwzględnieniem roli jaką w tym zakresie odgrywa zarządzenie zastępcze wojewody.  Autorka na tle aktów prawa międzynarodowego dokonuje analizy postanowień polskiego systemu normatywnego, które określają istotę i zakres prawa do wolności zgromadzeń oraz które wyznaczają jego granice. W opracowaniu prowadzone są również rozważania na temat sposobu rozumienia stanu zagrożenia bezpieczeństwa zgromadzeń jako przesłanki umożliwiającej reglamentację tego prawa. Autorka wskazuje na nowy dla polskiego systemu normatywnego typ zgromadzeń jakim są zgromadzenia organizowane cyklicznie, ich specjalny status oraz swoistą ochronę ich bezpieczeństwa. Rozważania w tym zakresie zostały uzupełnione o analizę wydanych przez wojewodę mazowieckiego zarządzeń zastępczych jak i analizę dotyczącego problemu orzecznictwa sadowego.
    The article discusses the legal aspects of the security of assemblies organized periodically, with particular emphasis on the role played by the provincial governor in this respect. The author, against the background of acts of international law, analyzes the provisions of the Polish normative system that determine the essence and scope of the right to freedom of assembly and which set its limits. The study also discusses how to understand the threat to the safety of assemblies as a premise for regulating this right. The author points to a new type of assembly for the Polish normative system, which are assemblies organized cyclically, their special status and a specific protection of their safety. The considerations in this regard have been supplemented with an analysis of substitute orders issued by the Mazowieckie voivod as well as an analysis of the problem of judicial decisions.

    W odniesieniu do ponad 50 rusztowań w całej Polsce wykonano między innymi takie badania jak inwentaryzacja rusztowań, pomiary geodezyjne, pomiary sił w stojakach i pomiary dynamicznego modułu sprężystości podłoża. Wyniki pomiarów pokazują, że w znacznej części rusztowań podłoże nie jest dobrze przygotowane, czego efektem może być nierównomierne osiadanie. Drugim stwierdzonym problemem są znaczne imperfekcje geometryczne, sięgające 20 cm. Zarówno nierównomierne osiadania rusztowania, jak i odchylenia od idealnej geometrii mają negatywny wpływ na wytężenie konstrukcji. W pracy analiza tych zjawisk z pokazaniem negatywnych skutków dla rusztowania została wykonana na 5 przykładowych rusztowaniach.
    In Poland the following research for over 50 scaffoldings were made: scaffoldings stocktaking, geodetic measurements, measurements of normal forces in stands and dynamic substrate elastic modulus. The research results show that substrates of many scaffoldings are not properly prepared and it causes uneven settlement of scaffoldings. The second identified problem is the big geometric imperfection which reach 20 cm. Both uneven settlement and imperfections have negative influence on construction effort. In the paper the analyses of these phenomena and their negative effects are shown for 5 exemplary scaffoldings.

    The main object of interest was a typical fuel assembly, which constitutes a core of the nuclear reactor. The aim of the paper is to describe the phenomena and calculate thermal-hydraulic characteristic parameters in the fuel assembly for a European Pressurized Reactor (EPR). To perform thermal-hydraulic calculations, the RELAP5 code was used. This code allows to simulate steady and transient states for reactor applications. It is also an appropriate calculation tool in the event of a loss-of-coolant accident in light water reactors. The fuel assembly model with nodalization in the RELAP5 (Reactor Excursion and Leak Analysis Program) code was presented. The calculations of two steady states for the fuel assembly were performed: the nominal steady-state conditions and the coolant flow rate decreased to 60% of the nominal EPR flow rate. The calculation for one transient state for a linearly decreasing flow rate of coolant was simulated until a new level was stabilized and SCRAM occurred. To check the correctness of the obtained results, the authors compared them against the reactor technical documentation available in the bibliography. The obtained results concerning steady states nearly match the design data. The hypothetical transient showed the importance of the need for correct cooling in the reactor during occurrences exceeding normal operation. The performed analysis indicated consequences of the coolant flow rate limitations during the reactor operation.

    W artykule przedstawiono specyficzne problemy bezpieczeństwa pracy i ergonomii występujące w procesach łączenia struktur statków powietrznych. Wielu pracowników w przemyśle lotniczym w Polsce uczestniczy w procesach łączenia materiałów za pomocą nitowania, klejenia lub zgrzewania. W artykule opisano typowe wypadki przy tych pracach i omówiono charakterystyczne zagrożenia i uciążliwości występujące przy wykorzystaniu różnych technologii łączenia stosowanych w przemyśle lotniczym. W artykule podano także przykłady wyposażenia pracy oraz działań prewencyjnych służących poprawie komfortu pracy podejmowanych w istniejących uwarunkowaniach prawnych i techniczno-organizacyjnych.
    The article presents particular problems of occupational safety and ergonomics in aircraft assembly. Many employees in the aircraft industry in Poland participate in processes of joining materials by riveting, gluing or welding. The article describes typical accidents that may happen during such works and discusses distinctive risks and strenuousness present during application of different technologies of aircraft assembly. The article also provides examples of work equipment and prevention measures for improvement of safety and comfort at work undertaken in the existing legal and technical-organizational conditions.

    The roof support, especially the ŁP yielding steel arch support, is transported and assembled in the face with the use of auxiliary machines. This activity in Polish underground mines causes numerous problems, which until present have not been solved. Currently, transport and assembly are carried out manually, while the roadheader and suspended rail are used only to a small extent. Therefore, the modular installation and transport assembly was developed jointly by FAMA Sp. z o. o. and AGH University of Science and Technology. The solution in question enables performing a number of functions (including transport and assembly of all kinds of support arches), which are not available in currently manufactured equipment. The proposed manipulator solves numerous problems occurring during the installation of the steel arch support in an underground mining excavation and significantly improves the process of drilling galleries. This innovative solution considerably differs from the existing ones, and its greatest advantage is versatility with regard to the cross-section and equipment of the roadway, as well as a wide range of functions. In addition, it can also be used for reloading works. The modular installation and transport assembly together with a platform, a temporary mechanized roof support and a mining machine, make up a mechanizes roadheader complex, which enables continuous mining, loading and installing the permanent support in underground workings.

    The study aimed at reducing the occupational health and safety problems faced by the manual component insertion operators. Subjective and objective assessments, and direct observations were made in the printed circuit assembly factory. Simple and low-cost ergonomic interventions were implemented, that is, repairing chairs, reducing high workloads, assigning operators to a maximum of 2 workstations, confining machines that emitted bad smell and much noise, and providing finger work aids. The results of the interventions were reductions in operators’ work discomforts, that is, chair discomfort (by 90%), high work stress, and discomfort due to frequent change of their workstations. Their health hazards were also eliminated, that is, inhalation of toxic fumes, exposure to too much noise, and pain due to pressing sharp components.

    Opis:
    The conflict of freedom of assembly between different groups occurs when two or more antagonistic assemblies are supposed to be held at the same place and time. Two model solutions of handling the conflict of assemblies are possible: the model of equal treatment of all assemblies and the model of the authoritatively resolving of the conflict by the means of restricting the freedom of assembly. Both these model solutions are acceptable on the grounds of the Constitution of Poland. Neither of them is fully adopted in the Polish legislation. Under the Polish legislation, some conflicts can be resolved in an authoritative manner based on varied criteria. The applied regulations seem to be incoherent and inconsistent in some cases and inadequate in one particular case.
    Z kolizją pomiędzy wolnością zgromadzeń różnych grup mamy do czynienia wtedy, gdy mają się odbyć dwa lub więcej antagonistyczne zgromadzenia w tym samym miejscu i czasie. Możliwe są dwa modele podejścia do tego zagadnienia: model równouprawnienia wszystkich zgromadzeń i model władczego rozstrzygania kolizji poprzez ograniczenie wolności zgromadzeń. Oba są dopuszczalne na gruncie Konstytucji RP. W polskim ustawodawstwie żaden z nich nie jest realizowany w pełni. W przypadku niektórych kolizji ustawodawca przewiduje możliwość ich władczego rozstrzygnięcia w oparciu o zróżnicowane kryteria. Zastosowane regulacje wydają się w niektórych wypadkach niespójne i niekonsekwentne, a w jednej sytuacji – nieproporcjonalne.

    Celem artykułu jest pokazanie demokratycznej wartości zgromadzeń spontanicznych oraz problematyki związanej z ich rozwiązywaniem. Do rozważań nad przedmiotową problematyką dołączona zostanie analiza kazusu spontanicznego protestu przed Sejmem w grudniu 2017 r. pod kątem legalności jego rozwiązania. Brak w polskim porządku prawnym regulacji prawnych w zakresie kontroli nad rozwiązaniem zgromadzenia spontanicznego skłania do refleksji de lege ferenda. W ostatniej części prezentowane są rozwiązania niemieckie, które skutecznie funkcjonują w Niemczech już od kilkudziesięciu lat.
    The aim of the paper is to present the democratic value of spontaneous assemblies and the problematic of their dismantling. It contains the legal analysis case of the spontaneous assembly dismantling legality at the parliament sit in December 2016. Lack of legal supervision over the spontaneous assembly dismantling in Polish law encourages de lege ferenda reflection. Due to that German legal solutions in this field were presented.

    An ergonomics improvement study was conducted on the visual inspection process of a printed circuit assembly (PCA) factory. The process was studied through subjective assessment and direct observation. Three problems were identified: operators’ eye problems, insufficient time for inspection and ineffective visual inspection. These problems caused a huge yearly rejection cost of US $298,240, poor quality, customer dissatisfaction and poor occupational health and safety. Ergonomics interventions were made to rectify the problems: reduced usage of a magnifying glass, the use of less glaring inspection templates, inspection of only electrically non-tested components and introduction of a visual inspection sequence. The interventions produced savings in rejection cost, reduced operators’ eye strain, headaches and watery eyes, lowered the defect percentage at customers’ sites and increased the factory’s productivity and customer satisfaction.

    Opis:
    Pomimo przepisów i wytycznych, określających zasady montażu, użytkowania i demontażu rusztowań, w wielu przypadkach jakość rzeczywistych konstrukcji rusztowań odbiega od wymogów. Ze względu na ich tymczasowość konstrukcje rusztowań są traktowane jako drugorzędne, do których nie przywiązuje się uwagi. W artykule przedstawiono zaobserwowane błędy w konstrukcjach rusztowań mające bezpośredni wpływ na bezpieczeństwo pracowników, jak również błędy mogące wpływać na ogólną stabilność rusztowań. Celem artykułu jest wskazanie elementów, na które należy zwrócić szczególną uwagę, przeprowadzając odbiory oraz kontrole rusztowań fasadowych stosowanych w przypadku obiektów kubaturowych.
    Despite the regulations and guidelines defining the rules of assembly, use and disassembly of scaffolds, in many cases the quality of the actual scaffolding structures differs from the requirements. Due to their temporary nature, scaffolding structures are treated as secondary. The article presents the observed errors in scaffolding structures that have a direct impact on the safety of employees, as well as errors that may affect the overall stability of the scaffolding. The aim of the article is to indicate the elements to which special attention should be paid when carrying out the inspection of facade scaffolding used in the case of cubature structures.

    Opis:
    Autorzy artykułu przedstawiają rezultaty dydaktycznych projektów europejskich, jakie prowadzone są na Wydziale Inżynierii Lądowej Politechniki Warszawskiej (WIL PW). Projekty te są związane z przygotowaniem materiałów dydaktycznych oraz szkoleń z zakresu poprawy bezpieczeństwa robót budowlanych i skierowane do menedżerów i inżynierów budownictwa, studentów budownictwa, pracowników produkcji bezpośredniej w budownictwie, ale także do młodzieży z techników budowlanych oraz pracowników małych i średnich przedsiębiorstw w otoczeniu budownictwa. Materiały dydaktyczne oraz szkolenia wykorzystują nowoczesne i coraz częściej pojawiające się w dydaktyce narzędzia rzeczywistości rozszerzonej oraz immersive design.
    The authors of the article present the results of didactic European projects that are carried out at the Faculty of Civil Engineering of the Warsaw University of Technology (WIL PW). These projects are related to the preparation of teaching materials and training in improving the safety of construction works and are addressed to managers and construction engineers, construction students, production workers direct in construction, but also to young people from construction technicians and employees of small and medium-sized enterprises in the construction environment. Teaching materials and training use modern augmented reality and immersive design tools that are increasingly appearing in didactics.

    Opis:
    Obowiązkiem państwa polskiego jest zapewnienie wolności obywatelom, także w zakresie wyznawania religii. Polacy – w większości deklarujący przynależność do Kościoła katolickiego – przejawiają zachowania religijne poprzez uczestnictwo w publicznych zgromadzeniach o charakterze religijnym (msze święte, procesje, uroczystości pogrzebowe, pielgrzymki). Organizowanie kultu publicznego należy do władzy kościelnej, a zatem to Kościół, jako organizator, odpowiada za bezpieczeństwo uczestników organizowanych przez niego spotkań. Celem zaprezentowanych badań jest wypracowanie zbioru podstawowych zasad dotyczących sprawnego zapewnienia bezpieczeństwa uczestnikom publicznych zgromadzeń o charakterze religijnym. Badanie ma rozwiązać problem w postaci pytania o treści: Jakie są elementarne zasady służące sprawnemu zapewnieniu bezpieczeństwa uczestnikom publicznych zgromadzeń religijnych? Wyniki prezentowanych badań wskazują, że dążąc do zapewnienia bezpieczeństwa uczestnikom publicznych zgromadzeń o charakterze religijnym, należy: wyznaczyć i przygotować podmiot lub organizację odpowiedzialne za zapewnienie bezpieczeństwa oraz ująć ich funkcjonowanie w ramy działania zorganizowanego.
    It is the duty of the Polish state to ensure freedom of citizens, also in the field of professing their religion. Poles - mostly those declaring their affiliation to the Catholic Church, display religious behavior through participation in public religious gatherings (masses, processions, funeral ceremonies, pilgrimages). Organizing public worship belongs to the ecclesiastical authority, and therefore the Church – as the organizer – is responsible for the safety of participants in the meetings organized by it. The aim of the presented research is to develop a set of basic rules for the efficient provision of safety to participants in public religious gatherings. The research aims to solve the problem in the form of a question with the following content: What are the basic principles for efficiently ensuring the safety of participants in public religious gatherings? The results of the presented research indicate that in order to ensure the safety of participants in public religious gatherings, it is necessary to: designate and prepare an entity or organization responsible for ensuring security and include their functioning within the framework of an organized action.
