    Opis:
    Purpose: Investigation of the gold atoms behaviour on the surface of silicon by molecular dynamics simulation method. The studies were performed for the case of one, two and four atoms, as well as incomplete and complete filling of gold atoms on the silicon surface. Design/methodology/approach: Investigations were performed by the method of molecular dynamics simulation using the Large-scale Atomic/Molecular Massively Parallel Simulator (LAMMPS). MEAM potential of interatomic interaction was used for modelling. Molecular dynamic simulations were carried out in isothermal-isobaric ensemble (NpT) with a timestep 1.0 fs. Findings: As a result of studies, the preferred interaction between gold atoms and the formation of clusters at temperatures up to 800 K was revealed. Analysis of the temperature dependences of the number of large jumps of atoms made it possible to calculate the activation energy of a single jump. It was found that activation energy of single atomic displacement decreases with increasing number of gold atoms. Research limitations/implications: Only a limited number of sets of atoms were used in the study. It is possible that for another combination of atoms and a larger substrate surface, the formation of gold nanoislands on the silicon surface can be observed, which requires further research. Practical implications: The research results can be used to select the modes of gold sputtering to create gold nanoislands or nanopillars on the silicon surface. Originality/value: Computer modelling of the behaviour of gold atoms on the surface of silicon with the possibility of their self-organization and cluster formation was performed for the first time.

    Cel badawczy: Celem badawczym artykułu jest przedstawienie teorii autorytetu Alexandre’a Kojève’a poprzez prezentację jego założeń filozoficznych i politycznych. Problem i metody badawcze: Głównym problemem analizowanym w niniejszym artykule jest omówienie implikacji politycznych płynących z zastosowania metody fenomenologicznej w odniesieniu do pojęcia autorytetu. Filozofia Kojève’a stanowi próbę krytycznego namysłu, której efektem jest fenomenologiczne oddzielenie autorytetu od siły i przemocy, co prowadzi do interesujących konkluzji wskazujących na to, że stabilna władza polityczna nie może być oparta na przemocy, lecz na pokojowych rządach prawa. Proces wywodu: Artykuł rekonstruuje kolejne fazy teorii autorytetu Kojève’a, prezentując znaczenie samego filozofa w kulturze, następnie omawia jego definicję autorytetu i wynikające stąd wnioski polityczne. Została zrekonstruowana wizja uniwersalnego i homogenicznego państwa opartego na supremacji władzy sądowniczej. Finalnie tekst wieńczy część krytyczna – omówienie propozycji Kojève’a. Wyniki analizy naukowej: Z jednej strony zostają przedstawione słabe strony refleksji filozoficznej bohatera tekstu, które ufundowane są na intuicyjnej i subiektywnej spekulacji w kwestii autorytetu. Z drugiej strony przemyślenia Kojève’a zawierają wiele przenikliwych refleksji na temat współczesnych teorii demokratycznych. Jego analizy mogą zostać potraktowane jako jedna z perspektyw tłumaczących dzisiejsze problemy integracji europejskiej. Wnioski, innowacje i rekomendacje: Artykuł pokazuje, w jaki sposób filozoficzne myślenie teoretyczne potrafi wskazać na istotne problemy w procesie integracji europejskiej.
    Research Objective: The research aim of the article is to present the theory of the authority of Alexandre Kojève, discussing his philosophical assumptions and political implications. The Research Problem and Method: he main problem analyzed in this article is to discuss the political implications of applying the phenomenological method to the concept of authority. Kojève’s philosophy is an attempt at critical reflection that results in a phenomenological separation of authority from force and violence, leading to interesting conclusions that stable political power cannot be based on violence, but must be based on the peaceful rule of law. The Process of Argumentation: The article reconstructs the successive phases of Kojève’s theory of authority, presenting the importance of the philosopher himself in culture, then discussing his definition of authority and the resulting political conclusions. Then the vision of a universal and homogeneous state based on the supremacy of the judiciary was reconstructed. Finally, the text ends with a critical sumarry of Kojève’s proposal. Research Results: On the one hand, there are presented the weaknesses of the philosophical reflection of the text’s protagonist, which are founded on intuitive and subjective speculation on the issue of authority. On the other hand, Kojève’s reflection contains many significant reflections on contemporary democratic theories and their imperfections. His analyzes can be treated as one of the perspectives explaining today’s problems of European integration. Conclusions, Innovations, and Recommendations: The article in conclusions shows how philosophical theoretical thinking is able to identify significant problems of European integration.

    Celem artykułu jest prezentacja i krytyczne omówienie poglłdów generała Carla von Clausewitza, na temat polskiej niepodległości oraz samych Polaków. W tym celu została wykorzystana dostępna literatura żródłowa w postaci jego głównej pracy, którą jest traktat O wojnie oraz szeregu nieznanych szerzej pism wojskowych, politycznych i historycznych. Wykorzystane zostały również wybrane fragmenty korespondencji oraz opinie uznanych autorów z literatury przedmiotu. Konkluzją jest stwierdzenie, że negatywna opinia Clausewitza na temat polskiej niepodległości wynika z konkretno-historycznej analizy podyktowanej wiernością autora pruskiej racji stanu.
    The aim of the article was to present and maintain critical dicussion of General Carl von Clausewitz’s views on Polish independence and Poles themselves. For this purpose, available source literature has been used in the form of his main work On War and a number of not well known military, political and historical writings. We also used are selected fragments of correspondence and opinions of recognized authors in the literature of the subject. The conclusion is that Clausewitz’s negative opinion on Polish independence stems from a concrete historical analysis dictated by the fidelity of the author of Prussian raison d’etat.

    Ustawa z dnia 6 września 2001 r. o dostępie do informacji publicznej, przewidując odmowę udostępnienia informacji publicznej z uwagi na tajemnicę przedsiębiorcy, nie reguluje jego statusu w postępowaniu z wniosku o udzielenie tej informacji. Wykluczono udział przedsiębiorcy jako strony tego postępowania. Brak jest wymogu zawiadomienia przedsiębiorcy o objęciu jego danych wnioskiem o dostęp do informacji publicznych i odebrania jego stanowiska co do zastrzeżenia ich tajemnicą przedsiębiorcy. Ma to negatywne przełożenie na ochronę tajemnicy przedsiębiorcy, mając na względzie stające przed podmiotami zobowiązanymi do udzielenia informacji publicznej trudności w ocenie istnienia przesłanek objęcia tą tajemnicą niewytworzonych przez nie danych pochodzących od przedsiębiorcy. Błędne ustalenia w tym zakresie prowadzą do nieodwracalnych skutków polegających na ujawnieniu informacji przedsiębiorcy. Istniejący stan rzeczy pozbawia przedsiębiorcę realnej kontroli nad zachowaniem jego poufnych danych. Potwierdza to znaczenie kwestii statusu przedsiębiorcy w postępowaniu o udzielenie informacji publicznej dla zapewnienia w nim ochrony tajemnicy przedsiębiorcy. Zasadne jest rozważenie zmian legislacyjnych w celu uwzględnienia udziału przedsiębiorcy w postępowaniu o udzielenie informacji publicznej i ustalenie jego możliwego kształtu. Punktem odniesienia dla takich zmian mogą być rozwiązania przyjęte w prawie niemieckim.
    The Act on Access to Public Information of September 6, 2001, which provides for the refusal of access to public information on the grounds of the entrepreneur’s secret, does not regulate the entrepreneur’s status in the proceedings on a request for such information. An entrepreneur’s participation in these proceedings as a party is excluded. There is no obligation to inform an entrepreneur that his data are the subject of the request for access to public information and there is no obligation to obtain his position on whether these data are the subject of the entrepreneur’s secret. It is detrimental to the protection of the entrepreneur’s secret, having regard to the difficulties faced by entities obliged to provide public information in assessing the existence of premises to cover by the entrepreneur’s secret confidential data which were not created by them. Incorrect determinations in this regard lead to irreversible consequences consisting in the disclosure of an entrepreneur’s information. An entrepreneur is deprived of any real control over the protection of his confidential data in the current situation. This confirms the importance of the issue of an entrepreneur’s status in the procedure for access to public information in order to ensure the protection of the entrepreneur’s secret contained therein. It is reasonable to consider legislative amendments to take into account the participation of an entrepreneur in the procedure for access to public information with the determination of its possible form. The solutions adopted in German law could be a point of reference for such amendments.
