The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

This article assesses the situation of forced migrants from Ukraine in European countries. I use data from the Statistical Bureaux and sociological institutions of Ukraine and recipient countries and from international organisations. Semi-structured interviews with experts were conducted in order to expand the information base of the research and obtain more substantiated analytical results and the trends of forced migration from Ukraine since 24 February 2022 were investigated. An attempt was made to explain the difference between the data from various sources regarding the migration of Ukrainians caused by the Russian war against Ukraine. The hierarchy of problems of forced migrants from Ukraine is determined on the base of in-depth interviews of experts. An attempt was made to estimate the impact of the forced migration of Ukrainians on local markets of goods and services. The recommendations for minimising the irreversible migration losses of the population of Ukraine are developed.

Russia’s armed conflict with Ukraine, ongoing since 2014, has created conditions for Russia to revise the balance of power in Eastern Europe, and even the international order established after the Cold War. The aim of this article is firstly to show Ukraine, in a highly synthetic way, as a state at a crossroads but simultaneously a key state in terms of Russia’s interests in the post-Soviet area, then the motives for Russia’s redrawing the post-Cold War international order, taking into account the location and role of Ukraine. War in Ukraine and the Russian annexation of Crimea are the events that changed the US policy towards Russia. The events in Ukraine forced the United States to take a closer look at Eastern and Central Europe. The United States’ policy during the Ukrainian crisis has been limited to sanctions and strong statements so far because in Ukraine there is an asymmetry of interests. Ukraine is much more important to Russia than to the United States. The United States may be willing to support the democratic and western aspiration of Ukrainians but will not risk a major conflict with Russia over it. However the crisis in Ukraine is not only about Ukraine or Russia. It is also about US credibility around the world. Both friends and foes are watching closely the American reaction to the situation. That is why the United States has increased its military presence in those NATO countries that share borders with Russia.

International public opinion, especially European one, is focused on the issue of migrants reaching Europe from the Near East. Due to the scale of migration, southern neighborhood draws attention of decision-makers and the public of individual EU member states. For some countries, the number of migrants has become a problem of social nature (e.g. approximately a million migrants reaching Germany in 2015). However, the fact that a war rages on in Donbas, right beyond the EU’s eastern border, cannot be disregarded as the conflict fosters further migration problems (internal and international migration). Russo-Ukrainian conflict in Donbas has changed the perception of Ukraine’s internal situation. The conflict pertains not only to the issue of hard security (e.g. military capabilities), but touches upon soft security as well i.e. in this case, the issue of migration (both international, and one associated with Internally Displaced Persons, IDPs). It is noteworthy that events of the Euromaidan revolution resulted in one of the more violent transformations, not only in the post-Soviet space, but also continental Europe. In addition, Russia’s destabilization of eastern Ukraine and annexation of Crimea undeniably constitute the greatest European security crisis since the Balkan war of 1990s. Undeniably, when faced with economic, military and social problems (e.g. IDPs), Ukraine will not be able to manage the situation on its own without external financial aid.

The aim of the article is to analyse and evaluate Poland’s attitude towards Ukraine’s aspirations to NATO membership. The main research problem is the question whether the authorities of sovereign Poland unambiguously supported the idea of Ukraine’s membership in NATO and whether they took measurable actions to implement it. The Polish authorities, regardless of political provenance, have invariably been in favour of NATO’s ‘open door’ policy since the end of the Cold War. They have supported the idea of including the post-Soviet republics, including Ukraine, in the Alliance. Ukraine’s entry into NATO is in Poland’s strategic interest, as it would almost cease to play the role of the Alliance’s flank state, which would significantly increase its security. The Polish authorities failed to convince NATO allies, mainly Western European countries, to include Ukraine in NATO, which was due to Russia’s strong opposition. However, new circumstances appeared with the Russian aggression against Ukraine in 2022. During the research, the method of content analysis of text sources was used.

The article aims to answer the question of why social market economy in Ukraine, as well as in number of post-Soviet states, has not met the expectations. It uses social dialogue as a telling example. In 1990s Ukrainian society became subjected to a multidimensional process of forming labour relations. On the one hand, the process was typical for an immature stage of capitalism, and thus could hardly be expected to lead to the emergence of a social market economy, and on the other it reproduced the worst traditions of socialist labour relations, replacing state paternalism with patronclient relationships. Establishing institutional market infrastructure was supported by social partners' organisations and legitimized by the law. A system of market relations has been created but proved incapable of performing functions essential for sustaining standards and values of economic democracy. 'Social partnership' as an ideology of labour relations was substituted by a new form - 'social dialogue'. Social dialogue has been distorted to a simulation of contemporary labour relations. Formalization of social dialogue has become a way for pro-oligarch, social partners' organisations to gradually monopolize the market, with passive acceptance from dependent, poorly organized and unprotected employees.

The paper analyses the ongoing Russo-Ukrainian confl ict from the point of view of the struggle for remembrance and identity between two post-Soviet states. Will the war of the brotherly nations wreck Russia’s long-term policy towards Ukraine? Will the confl ict ruin Russia’s plans of post-Soviet space reintegration whose pivot is set on Ukraine? Will the war stimulate Ukraine to deal with the issue of its identity, post-Soviet legacy and collective memory? Ukrainian crisis is also a challenge for the transformation of Ukraine’s political system. The relations between Ukraine and Russia are extremely complex as they are built on a shared history, religion, language and culture and they should not be gauged with Western standards. Evaluating the current situation from a broader perspective, the fact that Ukraine plays a signifi cant role in Russia’s foreign policy needs to be emphasised. Ukraine is considered as the key post-Soviet state, a significant ‘near abroad’ country whose position, potential and geopolitical location are vital for the balance of power in both Eastern Europe and Europe in general.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

During the independence period, the Ukrainian government has published two energy security strategies. The first strategy was adopted in 2006 and the second one in 2016. Both documents provided a similar definition of energy security. The aims of the first strategy, covering the period 2006–2030, were the restructuring of the fuel and energy complex using new technologies, increase of energy efficiency and ensuring market prices of energy generation and sale. The second strategy was much more extensive and envisaged the implementation of changes in three stages until 2035. The changes proposed in the document are reasonable from the point of view of Ukraine’s energy security. The strategy does not take an explicit position on decarbonisation, although it provides for the modernisation of power plants and closure of unprofitable mines. Some of the goals of the Ukrainian energy sector were only roughly outlined and therefore need elaboration and clear indication of how they would be achieved. The aim of this article is to analyse the reforms and measures provided for in Ukraine’s strategies designed to ensure the country’s energy security. The research hypothesis is as follows: The reforms envisaged in the strategies can effectively contribute to ensuring the state’s energy security. To test this hypothesis, the author formulated the following research questions: 1. How did the two energy strategies define security?; 2. Which elements of energy policy were considered to be the most important in the first strategy document?; 3. What energy security components are listed in the second strategy document?; 4. Were the measures specified in the first and second strategies capable of ensuring the energy security of Ukraine? The applied research methods were the following: literature research, comparison method and content analysis.

This article proposed a structure of geography of religion : confessional geography, sacred geography, geography of pilgrimage. This structure considers three elements: 1 ) the spatial situation of religious life in Ukraine and defined regional denominational  structure ; 2 ) the geography of the sacred center The meaning of religious centers in religious life are divided into levels : national, regional, local ; and 3 ) the geography of pilgrimage – for different denominations within Ukraine, abroad from Ukraine, from abroad into the country. The general trends in the geography of religion, created in the early 21st century: 1 ) revitalization of the Moscow Patriarchate with the active support of the Russian Orthodox Church and the public authorities. This is evident in the increasing number of religious communities and the active construction of churches; 2 ) increases the number of Protestants and charismatic churches of believers; 3 ) the strengthened position of Greek Catholics; 4 ) a “return ” of some Ukrainians to ancient religious roots, promoting actually paganism (Native Ukrainian National Faith), rituals of which are reconstructed.

The crisis in Ukraine is one of the greatest challenges for international community, especially for Euro-Atlantic area ((EAA) USA and the EU).The political tension, caused by the annexation of the part of Ukraine, the Crimea, has inclined the experts to talk about the beginning of the new Cold War between Russia and the West. Evidently this crisis has an international character, complexity, and different levels. At least, there are “the West vs Russia”, “Ukraine vs Russia”, and “Ukraine vs Ukraine” levels. Naturally complexity determined different propositions of the conflict solution among scientists and decision makers. The article explores the conflict using the international relation theories as hallmarks of approaches to the crisis and SWOT-analysis and comparative method as tools of analysis. The liberal, realist, and constructivist approaches to the crisis are distinguished. Every approach has special propositions for the solution of the crisis. These propositions based on the set of beliefs which are involved by the approach. The liberal way of resolving foresees economical assistant to Ukraine, cooperation with Russia and Ukrainian neutrality. The realist approach admits Russian right to renew spheres of influence and sees Ukraine as a buffer state in a future. The constructivists approach to the crisis considers EU membership of Ukraine as a recipe of the solution.

As a result of geopolitical changes which occurred on the verge of the 1980s and 1990s, the map of East-Central Europe underwent signifiant modifiations. The enlargement of the EU encompassing Central European states (especially Poland) contributed to the change of the EU’s attitude towards the post-Soviet space. Up to the time of the enlargement, due to the dominance of the “Russia fist” policy, the EU did not recognize the need for tightening relations with post-Soviet states. After 2004, a gradual change in the EU’s attitude towards its eastern neighborhood can be observed. The present paper aims to describe the EU’s eastern policy in the period of crises: on the one hand, those plaguing the EU, and on the other, the so-called Ukrainian crisis. The crisis, a de facto, armed conflct between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In 2017, it is 8 years since the Eastern Partnership was implemented. The project, its achievements, objectives and opportunities need to be revisited. In other words, works on the Eastern Partnership 2.0 ought to be commenced. A change of both the approach and narration as far as the EaP project is concerned, is required. New areas and filds the EaP will offer opportunities for EaP-EU relations to be tightened ought to be discovered. The armed conflct in Ukraine, resulting in the instability of eastern neighborhood, constitutes a security challenge for the whole area of Eastern Europe.

The prospects of market of biodiesel fuel development in Ukraine are examined. Besides the main task of agrarian sector of economy agriculture of Ukraine should execute another responsible task - to produce biodiesel instead of mineral fuel on the basis of photosynthesis. This way is recommended by modern science.

Opis:
Europe/the European Union, with its obvious trump cards, should be an active and efficient player on the international arena. Such are the expectations of the United States, formulated especially by the administration of Barack Obama. However, from the American perspective, the EU has not proved successful as an important international actor, engaged in resolving global problems and prepared to assume greater responsibility for the course of events in the world. This inertia of the EU resulted in the marginalisation of Europe in American politics, as manifested by the latter’s pivot to the Pacific Rim. It was only after the developments in the Ukraine, which resulted from Russia’s imperial tendencies, that a greater activity and coherence in American and European politics was triggered, having a positive influence also on transatlantic relations.

The article is to show the weaknesses of the Ukrainian security sector which, according to the thesis of the paper, result from the lack of decommunization after regaining independence by Ukraine, and from Yanukovych’s policy towards Ukrainian intelligence agencies. Those two factors made infiltration of Ukrainian secret service by the Russians much easier. The article draws on sources such as online and newspaper articles. The aspects explored here are mostly connected with the current military conflict between Russia and Ukraine. By identifying the patterns which governed recent events in Ukraine, it was logical to conclude that Ukrainian secret service is not free from Russian agents, and unless it is reformed, the state will become a victim of its neighbour.

Since the dissolution of the USSR, students from Ukraine, Belarus and Moldova have been able to study at Polish universities on the basis of bilateral agreements between the Polish government and the governments of the respective countries. The purpose of this article is to analyse the legal basis enabling the citizens of these three countries to obtain education in Poland, analyse the numbers of such students and the principles and procedures they followed to begin studies at Polish universities in 1993–2014. The research hypothesis is as follows: the range of scholarships offered has contributed to an increase in the number of students from Belarus, Ukraine and Moldova at Polish universities. The following research methods were used in this study: analysis of source materials, comparative analysis and statistical data analysis. Analysis of data for the relevant period demonstrated a systematic year-to-year increase in the number of citizens of these three countries arriving to study in Poland. The largest group of students arrived from Ukraine and the smallest – from Moldova. In 1997, the largest share of students of Polish descent was among the students from Belarus, and in 2013 – among the students from Ukraine. The number of government scholarships for Belarusian, Ukrainian and Moldavian students increased, particularly after the launch of the Eastern Partnership. Initially, the greatest number of scholarships were awarded to students from Ukraine, and as of the academic year 2006/2007 – to students from Belarus. Moldavian students received the fewest scholarships. Initially, students from Belarus, Ukraine and Moldova did not undertake paid-for studies. This situation changed after Poland’s inclusion in the EU structures. Starting from the academic year 2006/2007, the number of students undertaking paid-for studies increased systematically, particularly in the case of Ukrainian students. In the case of Belarus and Moldova, the number of scholarship holders and those studying free of charge was higher than the number of students paying for their education. However, the situation was different in the case of Ukrainian students. In 2000/2001, relatively few students undertook paid-for education. In the academic year 2013/2014, the situation reversed. Scholarship holders from Ukraine accounted for a small percentage of students, as did those studying free of charge. Students paying their tuition fees were a predominant group – 76.35% of the total number of university students from Ukraine. Availability of scholarships had a significant impact on the arrivals of Belarusian and Moldovian citizens, but did not contribute to an increase in the number of Ukrainian students.

Na obraz Ukrainy obecny w twórczości Mariana Maciejewskiego złożyły się doświadczenia badawcze, trwające od początku drogi naukowej, a także działalność prowadzona w ramach neokatechumenatu. Praca naukowa od początku związana była z intensywną refleksją nad literaturą polskiego romantyzmu, którego kolebką była m.in. Ukraina. Badania nad twórczością Karola Brzozowskiego, potem Antoniego Malczewskiego i Juliusza Słowackiego spowodowały, że ukraińskie pejzaże zyskały głębokie uzasadnienie historycznoliterackie i strukturalne, by w kolejnych pracach stać się przedmiotem odczytań hermeneutycznych i kerygmatycznych. Ukraina towarzyszyła Uczonemu w poszukiwaniu drogi naukowej i dydaktycznej, których celem było doprowadzenie do kresu czynności interpretacyjnych, w rezultacie – wychylenie poza tekst, odszukanie w nim egzystencjalnej prawdy o człowieku. Badanie poetyckich krajobrazów doprowadziło do uchwycenia w nich znamion „słonecznego Jeruzalem”, a tym samym do pełnej integracji Maciejewskiego podmiotu badań literackich z człowiekiem będącym w pełnej jedności z Bogiem.
The image of Ukraine that is present in Marian Maciejewski's works consists of his research experiences gathered in the course of his academic career, as well as of his work in the Neocatechumenate. His academic work from the beginning was connected with intensive reflection on the literature of Polish Romanticism, whose cradle was, among others, Ukraine. His studies of works by Karol Brzozowski, and then by Antoni Malczewski and Juliusz Słowacki made Ukrainian landscapes gain profound historico-literary and structural justification; and in further works they became the subject of hermeneutic and kerygmatic interpretations. Ukraine accompanied the scholar when he was searching for his academic and didactic way, whose aim was to conduct interpretative actions till the end, and ultimately − going beyond the text, finding the existential truth about the man in it. Studying poetic landscapes lead to grasping features of the “sunny Jerusalem” in them, and so to a complete integration of Maciejewski's subject of literary research with the man being in full unity with God.

This article analyzes the legal preconditions for the harmonization of Ukrainian legislation in the field of competition law with the law of the European Union. Due to its evolution, it is noticeable that competition law has been, and remains, a priority in the harmonization process of Ukrainian legislation. This paper provides a detailed analysis of competition related provisions of the Association Agreement. The latter contains norms on the obligatory approximation of substantial competition law provisions and sets out the necessity to transform their enforcement system. Special attention is paid to the analysis of state aid which currently remains unregulated in Ukraine
Cet article analyse les conditions juridiques préalables rélatives à l’harmonisation de la législation ukrainienne dans le domaine du droit de la concurrence avec le droit de l’Union européenne. En raison de son évolution, il est à noter que le droit de la concurrence a été, et demeure, une priorité dans le processus d’harmonisation de la législation ukrainienne. Cet article fournit une analyse détaillée des dispositions relatives à la concurrence de l’Accord d’association. Ce dernier contient des normes concernant le rapprochement obligatoire des dispositions substa ntielles de droit de la concurrence et énonce la nécessité de transformer leur système d’application. Une attention particulière est accordée à l’analyse des aides d’État, actuellement pas réglementées en Ukraine.

The problem of thorough and ultimate decommunisation in Ukraine got suddenly valid during Euromaidan on the turn of 2013/2014 and after its termination. It became a component of post–revolutionary reforms in the field of policy of memory. A year after Euromaidan Ukraine’s parliament adopted four “decommunisation laws” on 9 April 2015. One of them concerns the condemnation of the Communist regime and prohibition the propaganda of his symbols. The author analysed contents of the law and focused on the results of decommunisation, which included the cleansing the public space from Soviet–era legacy. Full implementation of the law was planned for the year. During this time the goal was almost fully implemented regarding the renaming of many locations and districts. The communist names of thousands streets, squares, urban districts were changed, although this process was delayed. The process of renaming of many institutions, industrial plants and press titles was very slow.

The media, policymakers, and political analysts have used several competing narratives to explain the armed conflict in Eastern Ukraine. This paper examines three competing narratives of the armed conflict. The first narrative focuses on domestic causes of the conflict; the second narrative examines the role of Russia in the insurgency; and the third narrative describes the conflict as a result of Western policies and interference.

The article focuses on the energy security of Ukraine as one of the most important priorities of the state. It is proved that the coverage of current volumes of gas imports by the capacity of Ukraine’s own production will allow the state not to depend on the external market conditions and to protect it from Russian Federation’s profiteering. It is stated that it is impossible to achieve energy independence unless a detailed plan has been developed. Such plans are outlined in the Energy Strategy of Ukraine 2030 and 2035. The authors analyze the first steps Ukraine has taken to separate from the energy system shared with Russia and to join European networks.

W opracowaniu przedstawiono geograficzne uwarunkowania określające ogromny potencjał Ukrainy, który z uwagi na zaszłości historyczne jak i obecną sytuację polityczną, nie może zostać wykorzystany dla dobra państwa i narodu. Powoduje to, że dysponując najlepszymi warunkami dla rozwoju rolnictwa oraz ogromnym potencjałem przemysłowym, Ukraina pozostaje jednym z najbiedniejszych państw naszej części świata. Największą przeszkodą uniemożliwiającą nie tylko rozwój, ale samo przetrwanie państwa, nie są separatystyczne ugrupowania wspierane przez Moskwę, prowadzące operacje przeciwko armii ukraińskiej na wschodzie kraju, ale patologiczny system rządzenia, który umożliwia skrajnie niesprawiedliwy i nieefektywny rozkład dochodów w społeczeństwie oraz wyprowadzanie bogactwa z kraju przez uprzywilejowaną mniejszość.
Ukraine is today a country whose future seems to be very difficult to predict because of the conflicting interests of the superpowers that intersect on its territory, the separatist tendencies emerging in its various parts, the very difficult economic situation, and the exodus of the population, growing year by year. The study presents the geographical conditions determining the huge potential of Ukraine, which due to historical circumstances and the current political situation, can not be utilized for the good of the state and the people. As a result, having the best conditions for agricultural development and huge industrial potential, Ukraine remains one of the poorest countries in our part of the world. The greatest obstacle preventing not only development, but the very survival of the state, are not separatist groups supported by Moscow, conducting operations against the Ukrainian army in the east of the country, but the pathological system of government that allows an extremely unjust and inefficient distribution of income among the population, and the extraction of wealth abroad by the privileged minority

The objective of this article is to show the characteristics of volunteering in Ukraine after the Euromaidan. The article presents its specifics and the socio-political conditions which allowed to define voluntary work in Ukrainian legislature. It also discusses the main forms of social engagement in volunteering, inaugurated at the onset of the anti-terrorist operation in the eastern part of the country. The level of public trust towards voluntary organisations has also been examined in the article. Voluntary work has also been analysed from the perspective of social research conducted in Ukraine since 2014. In the conclusions of this text it is claimed that development of social self-organisation is one of the results of Euromaidan. Voluntary work after Euromaidan has become a form of self-organisation and self-mobilisation of the society, preventing a collapse of the Ukrainian state as a result of the political crisis and armed conflict in Donbass.

Hybrid war: real casualties in UkraineThe Russo-Ukrainian war that broke out in 2014 in the wake of Russia’s annexation of Crimea continues to be all too rarely noticed in the West. Observers comment widely on the novel ‘hybrid’ character of warfare as developed and trialed by the Kremlin worldwide during the recent years, but pay scant attention to the Russian ‘training ground’ in eastern Ukraine. The article probes into the realities of the ongoing RussoUkrainian war, alongside the ideological underpinnings of the Kremlin’s intervention and Ukraine’s response to this attack. It appears that the Russian government adopted ethnolinguistic nationalism, typical of Central Europe, namely, that all Russian-speakers constitute the Russian nation, especially if their communities compactly inhabit areas directly bordering on the Russian Federation. Wojna hybrydowa: Prawdziwe ofiary wojny rosyjsko-ukraińskiejWojna rosyjsko-ukraińska, która wybuchła w 2014 r. w następstwie aneksji Krymu przez Rosję, jest nadal zbyt rzadko zauważana na Zachodzie. Obserwatorzy szeroko komentują „hybrydowy” charakter działań wojennych, wypracowywanych i wypróbowywanych przez Kreml po całym świecie w ciągu ostatnich lat, lecz nie zwracają uwagi na rosyjski „poligon doświadczalny” we wschodniej Ukrainie. Artykuł analizuje realia toczącej się tam wojny rosyjsko-ukraińskiej, jak i ideologiczne założenia interwencji militarnej Kremla oraz reakcję Ukrainy na tenże atak ze strony Rosji. Wydaje się, że rosyjski rząd przyjął jako uzasadnienie etnolingwistyczny nacjonalizm (typowy dla Europy Środkowej), a mianowicie, że wszystkie osoby rosyjskojęzyczne to członkowie narodu rosyjskiego, zwłaszcza jeśli ich społeczności zamieszkują tereny bezpośrednio graniczące z obszarem Federacji Rosyjskiej.

Tematyka artykułu oscyluje wokół zagadnień związanych z zasadami ponoszenia odpowiedzialności konstytucyjnej przez prezydenta Ukrainy. Na gruncie prawa ukraińskiego zakres odpowiedzialności wyznacza prawno-ustrojową pozycję prezydenta Ukrainy, który na podstawie przepisów Konstytucji z 26 czerwca 1996 r. może być złożony z urzędu w trybie procedury impeachmentu. W artykule przeprowadzono analizę stanowisk doktryny prawniczej dotyczących zakresu pojęciowego „odpowiedzialności konstytucyjnej prezydenta Ukrainy” oraz dokonano próby zdefiniowania odpowiedzialności konstytucyjnej prezydenta Ukrainy w świetle postanowień Konstytucji Ukrainy oraz wykładni legalnej dokonanej przez Sąd Konstytucyjny Ukrainy. W artykule przedstawiono również poszczególne etapy procedury mającej na celu złożenie głowy państwa z urzędu, wskazano organy uprawnione do wszczęcia i przeprowadzenia postępowania oraz podjęcia decyzji o odsunięciu z zajmowanego stanowiska prezydenta. Podjęto także próbę analizy skutków prawnych niekonstytucyjnego zwolnienia urzędu głowy państwa przez Wiktora Janukowycza. W wyniku przeprowadzonej analizy aktów prawnych skonstruowano wnioski de lege ferenda odnoszące się do kręgu podmiotów uprawnionych do inicjowania i przeprowadzania procedury impeachmentu.
This article presents issues pertaining to the constitutional responsibility acknowledged by the president of Ukraine. Under the Ukrainian law, the scope of responsibilities taken over by the president of Ukraine translates into his legal and system-related position. According to the Constitution of 26 June 1996, the duties and responsibilities may be attributed ex officio, under the procedure of impeachment. The aim of this article is also to present differences between the representatives of legal doctrines in terms of acknowledging the constitutional responsibility by the president of Ukraine. The article also specifies each stage of the procedure aimed at dismissing the president, provides a list of bodies authorised to commence and conduct the proceedings and making the final decision on the dismissal. Furthermore, the article also provides analysis of legal effects being exerted when the head of state was unconstitutionally dismissed by Viktor Yanukovych. The result of the analysis of legal acts was the formulation of de lege ferenda conclusions referring to/concerning the spectrum of entities authorized to initiate and conducting the impeachment procedure.

Opis:
The challenges of the implementation of the provisions of the EU Regional policy in Ukraine are determined in this article. The paper seeks to answer how Ukraine perceives the neighboring quasi-state of Transnistria in the context of its national security and how the 2014 Ukrainian-Russian conflict has influenced that perception. It finds that previously Transnistria – a pro-Russian region with Russian troops and security service – was assessed by Ukraine as a low-risk threat, but that because of the conflict, the quasi-state has been identified by Ukraine as a direct threat to its security and territorial integrity.

The article focuses on the hybrid conflict on the territory of Ukraine since 2013; its aim is to depict characteristic features of the hybrid war. The background of this article is the politics of Russia towards Ukraine since 1991, when this country gained its independence. In the opinion of Russians, Ukraine is a geopolitical misunderstanding, which openly violates the concept of “Russkiy Mir” (the Russian world). This means that Russia constantly aims at maintaining its sphere of influence in terms of the economy and politics in this region, as well as control over the military potential. Russia’s concerns mainly come from Ukraine’s desire to participate in some organisations, such as the EU or NATO. A real breakthrough was the Maidan Revolution and the annexation of Crimea, which resulted in the hybrid war in Ukraine.

The article focuses on economic cooperation between Poland and Ukraine. The author analyzes documents and legal regulations governing this cooperation. The paper compares statistical data on trade between the two countries and bilateral investment in industry, financial services and the energy sector. The main purpose of the paper is to show that bilateral economic relations are stable and testify to the existence of a strategic partnership between Poland and Ukraine. The analysis of bilateral agreements reveals that the existing legal framework is sufficiently developed to encourage further investment and economic cooperation between Poland and Ukraine. Moreover, many Polish investment projects in Ukraine and Ukrainian projects in Poland confirm that there is a high level of mutual interest. Another conclusion is that the limited capacity of the Polish-Ukrainian border poses a major obstacle to the development of bilateral cooperation. To remedy this problem, it is necessary to make better use of all available legal instruments and introduce joint customs and border clearance at all border crossings between the two countries, Kuspys says.

At the beginning of the XXI century Ukrainian art observed activization of the artist’s interest for the political life of the country. The starting point was 2004, marked by protests against unfair elections in the country, the birth of the first “Maidan” and “Orange revolution”. In a number of artistic actions organized by art groups we can see the reflection of the revolution events and, later, the frustrations of its ideals. The most striking manifestation of political issues in contemporary art in Ukraine was the great creativity following the second “Maidan” (2013). In this spontaneous Performance everyone plays a role: the participants are the protesters, official persons, fighters of “Berkut” and interior force troops, journalists and others. Protesters’ tents, barricades, a statue of Lenin and “Maidan” itself (or Independence Square) as a place of free will and creativity became the Symbols of the “Maidan” and its own art objects.

Objectives: Analysis of geopolitical changes in the world resulting from Russia's aggression in Ukraine in 2022. Methods: The research methods include the analysis of reports and documentation and the current political and military situation. Results: The article answers four research questions: 1) To what extent does Ukraine represent a pivotal point in a limited Cold War with Russia countering the expansion of democracy? 2) What is the future of Ukraine and what issues remained to be resolved? 3) What are the differences between the Cold War of 1947-91 and today's limited Cold War? 4) Why did the West not want to believe that Russia would attack Ukraine? Three reasons are articulated: the West was blinded by the vision of "pursuing peace through trade" (especially in the field of energy). Conclusions: Ukraine's valiant struggle to save its democracy from Vladimir Putin's brutal invasion is the pivotal point of our time. As countries and companies seek to return to or maintain relations with Russia despite the brutal war that has disrupted the world order, it remains to be seen how long democratic nations will be able to maintain their unity. . On one side are the democratic nations of the West, the Pacific and NATO, and on the other are autocratic Russia, China and their allies. This is a renewed but limited Cold War that will dominate nations for decades to come.

On 24 February 2022 Russian forces attacked Ukraine. This attack started a war that had been going on for a year. However, before the attack the authorities in Moscow had for many years been pursuing the policy of weakening American influences. It turned out to be effective in the Middle East; Russia consolidated its alliance with Iran and supported Syrian authorities. Simultaneously, unsuccessful policy of the USA lead to weakening Washington alliances, even with such pro-American countries as Jordan. The article presents the relationship of the Hashemite monarchy with the USA and the relationship crisis. The attack of Russia on Ukraine spoiled the so far effective policy of Russia, made it weaker on the international stage, and enabled the USA to revive former alliances.

The dominant view towards the Middle East is that the region is stuck in the past and plagued by conflict. Therefore, it was anticipated that Middle Eastern states would take a side in the Russian invasion of Ukraine. Despite expressing sympathy for Ukrainians due to their own experiences of humiliation caused by several wars, the Middle Eastern people and states remained cautious and chose to avoid getting involved in the conflict. It seems that the view of the Middle Eastern middle class had an influence on state decision-making regarding involvement in the war in Ukraine. Considering the rise of an educated middle class in the region, it can be hypothesized that the middle class’s priority is political-economic instability rather than engaging in further wars. The objective of this research is to comprehensively understand the Middle Eastern middle class’s viewpoint on war.

The article deals with an instrumental use of the national legislation by the local authorities in Kharkiv, the second-largest city in Ukraine and shows how the shortcomings in the national legislation on the politics of memory can be used by the local political elites of “borderland city” in an attempt to raise the rating and/or to mobilize the electorate before the elections. Consequently, several interviews with local experts and activists were conducted in 2019, and qualitative data analysis was made for the transcribed texts as well as a short review of other papers on the subject. Also, the article shows how the local court can accelerate the process of depriving a historical building of the status of an architectural monument using decommunization laws. The study confirms the existence of serious polarization in Ukrainian society and the superficial nature of decommunization (started in 2015), which stimulates the deepening of such polarization.

The collection of papers in this section aims to overcome the territorial bias that shapes democratic thinking and underpins diaspora scholarship (particularly diaspora engagement with democratic processes and its potential and contribution to democratic change) and to propose a deterritorial vision of both these elements. Having the Ukrainian case study at its centre, this section asks how the modern perspective of dispersal offers a useful way to conceptualise diaspora, while examining how the modern diaspora activity enables diasporas to influence the processes of democratisation and high skilled migrants to impact democratic processes in their homeland. In this section we seek to probe how various actors and groups, located across territorial space, can affect political systems and, more specifically, influence democratic processes. In that sense, this section is driven by a post-territorial vision of politics and democratisation processes that privilege networks of affiliation and organising, rather than geographically-bound political movements. It focuses on the nexus between one form of displacement, diaspora, and a particular political system, democracy, to provide insights into how the former might impact democratic processes. Specifically, this section explores that nexus principally in relation to the role of the multifaceted Ukrainian diaspora and their efforts to get involved in the democratic processes and democracy building in contemporary Ukraine.
