This paper focuses on monetary policy transparency. Central banks’ practice in the field of communication, especially while signalling their intentions, is not reflected in most known transparency measures. The following paper presents a comparison of the best-known transparency indices and offers an extension to them that focuses on the forward-lookingness of the central bank. A more elaborate approach to signalling intentions is not covered by transparency measures developed in the pre-crisis period. Thus the purpose of this paper is methodological: developing extended transparency measures. Additionally, the application of these extensions is presented. The empirical part of the research covers the Czech Republic and Poland.

English suffixes have been the object of sustained inquiry across most phonological schools and paradigms, e.g. Chomsky‒Halle’s SPE, Lexical Phonology, Distributed Phonology (see, e.g. Booij 2005; Scheer 2011; Chornogor 2007; Rakić 2007; Carr 1993, for overviews and a sample discussion). In the current article I assume a ‘panchronic’ view (cf. Pociechina 2009) of selected issues implicated in English Latinate prefixation ({con-} and {ex-}) and I propose interpreting the apparent contrarieties in their productivity and phonological behavior as a canonical case of segmentability (cf. Bynon [1977] 1996; Nagano 2007).

Opis:
Sweden’s Freedom of the Press Act of 1766 (Tryckfrihetsförordningen), the world’s very first legislation supporting freedom of the press and freedom of information, is part of the country’s constitution and grants today the widest possible public access to official documents. It forms the basis of the traditional Swedish right known as The Principle of Public Access to Official Documents (offentlighetsprincipen) and plays a crucial role not only in providing the right to access public documents, but is also indispensable in order to uphold public accountability of government and state officials. Exercising the widest possible transparency contributes to the proper functioning of the liberal democratic system, while curtailing corruption and abuse. Developing transparency and shaping an open society promotes greater participation of citizens in the society, encourages confidence in the state – an essential element in building an effective state that is to serve its owners, the citizens – as well as benefits the functioning of the rule of law and increases the quality of democracy.

The aim of the article is to present the impact of unprecedented fiscal measures taken in the context of the COVID-19 pandemic on fiscal transparency and to identify the role and importance of fiscal transparency in the process of recovering from the crisis. The conducted analysis proved that in the vast majority of countries around the world, the condition of public finances, measured by the deficit and public debt, has declined significantly as a result of measures taken to reduce the effects of the COVID-19 pandemic. These activities and strategies contribute to the lack of fiscal transparency. Meanwhile, fiscal transparency is an ally in recovering from the crisis. Strong fiscal frameworks (including numerical rules which promote fiscal pru- dence), backed by clear communication of policy priorities and fiscal transparency can meaningfully contribute to strengthening the credibility of public finances and reduce borrowing costs. These conclusions may be particularly important for emerging mar- ket economies and low-income developing countries, which find it more difficult and more expensive to obtain return sources of financing public investments.

Although the majority of mechanisms and instruments which aim to support media ethics and journalistic professionalization in Poland were introduced at an early stage of political and social transformation in the 1990s, media accountability is still in the making. The moderate level of journalistic professionalization might be explained by the weakness of existing self regulatory mechanisms (codes of journalistic conduct, The Council of Media Ethics), divisions within journalistic communities (left wing-oriented vs. right-wing politically oriented) and the growing economic pressure. Bearing in mind that decision-making processes, supportive management as well as organizational structures and cultures might have an impact on journalistic behaviour and the understanding of roles and journalistic quality, this paper will go a long way in explaining the state of media accountability and transparency from the perspective of newsrooms. Referencing to the outcomes of empirical international research project “Media Accountability and Transparency in Europe (MediaAcT)” (2010–2013) the study will provide evidence similarities and differences in the perception of tools and existing practices by journalists from different types of media and job positions.

We discuss a Λ-like model of atomic levels involving two autoionizing (AI) states of the same energy. The system is irradiated by two external electromagnetic fields (strong – driving and weak – probing). For such a system containing degenerate AI levels we derive the analytical formula describing the medium susceptibility. We show that the presence of the second AI level leads to the additional electromagnetically induced transparency (EIT) window appearance. We show that the characteristics of this window can be manipulated by changes of the parameters describing the interactions of AI levels with other ones. This is a new mechanism which leads to additional transparency windows in EIT model, that differs from the mechanism where a bigger number of Zeeman sublevels is taken into account.

Increasing real public participation in governance and decision making is one of the greatest challenges of modern democracies as well as of these countries seeking to elevate their level of decision making and effective participation of public and citizenship in these processes. The widely dissemination and usage of communication technologies as well a greater pressure from the public for a greater accountability towards their governors, changes the shape and tools of governance, by changing initially the philosophy of and mindset of decision makers and policy maker as well. At the same time, this calls for a revolutionary way of powers distribution in governance processes by bringing more power in the hands of public, starting by an increased transparency and aiming a real and functional participation. The case of Albania, certify how policy makers good will and successful application of best practices, can accelerate democratic processes and increase resources for a better decision making and decision application as well. The paper makes a historic and political reconstruction of the OGP process and practices by projecting the effects and potential outcomes of this governance philosophy in the Albanian social tissue and set up, taking in consideration of the political system and the governance philosophy in Albania 2011-2012.

Algorithms in information technology influence changes in contemporary organizations. They monitor business processes, support decision-making, and help to increase efficiency. The literature has described extensively the applications of algorithmic technology in new models of organizations but few studies have addressed the relationship between algorithms and organizational culture. This paper fills that niche by concentrating on black boxing to address the technological transparency in the algorithmic workplace. This paper uses the case study of the Amazon POZ 1 warehouse near Poznań, Poland. The findings show that algorithmic culture has a profound effect on how employees interact, how they see themselves at work, and how they perform their job responsibilities. As we show, algorithmic transparency influences not only employees’ worklife but also the general positionality of the workforce in the wider political economy. We conclude by arguing in favor of greater algorithmic regulation.

Opis:
Transparency mediates between a body and light, and the surrounding multidirectional reality, and then their observer, that is, at the meeting point of various physicalities. Transparency suggests an existence of a hidden depth which adds a mysterious and magical dimension. Transparency exists mainly at the surface level (signifiant), within arm’s reach, thus it is controllable. Unlike the depth of the message (signifié), which, when obscured, creates an inaccessible, hidden impression. Transparency in the digital environment becomes a medium with the laws of technology applied to it – as an activity and a tool for effective communication and use. Transparency is therefore considered as an operational category – accompanying the process of generating and using a message – and an instrument – supporting software. Both types of transparency mutually condition each other at different levels of the digital world – operating systems, applications, websites, search engines and web browsers, etc. The last version of Windows offers various forms of GUI transparency at the hardware level in terms of operating, and at the software level in terms of functionality and aesthetics, where aesthetics is connected with the literal visualisation effect and the mental building of structures. Transparencies conduct, at various levels of their saturation, a kind of multi-level game: between their form and the content hidden behind it, visible and invisible, an illusion and a disillusion, materialisation and dematerialisation, self-reality and reality existing beyond it, finally between itself and recipients, forcing them to specific perceptions, reactions, behaviours, and valuations.

The article discusses an essay collection by Marek Bieńczyk, Przeźroczystość [Transparency]. The concept, placed in various context, shows various aspects and is seen in various shades. The author does not put forward a statement, but rather proposes a work to be done: to determine the modality of transparency. The concept initially seems to be mainly epistemological: the cognizant subject would like to make the world transparent, to discover all possible mysteries. Before that, however, the subject must know itself, and here the dream of transparency also plays the key role. Lack of epistemological transparency is the main cause of melancholy and its reverse — hysteria. The concept turns out to be important in the domain of love — the loer thinks that (s)he knows the desired person more better anybody else, that (s)he has entirely penetrated the subjectivity of the Other. Ultimately, however, the dream of transparency goes down to a slow demise of the subject: as self-discovery progresses, there is less and less of the discoverer. In conclusion of this work, the border of modality of the concept turns out to be horrifyingly obvious. The desire for transparency consequently searches not for knowledge, but for an escape whose name is death.

The article presents the effects of an attempt to ascertain to what extent the Interinstitutional Agreement on a mandatory transparency register affects the phenomenon of lobbying in the European Union (EU). In order to examine the issue, the concept and essence of lobbying in the EU were introduced. Legal regulations concerning EU lobbying were also identified. A further portion of the article analyses the Interinstitutional Agreement of 20 May 2021 between the European Parliament, the Council of the European Union, and the European Commission on a mandatory transparency register (IAMTR) in relation to the previously binding Agreement between the Parliament and the European Commission on the transparency register for organisations and self-employed individuals in EU Policy-making and Policy implementation (ATR). The article uses the formal-dogmatic method. As a result of the analysis, it was concluded that the Interinstitutional Agreement on a mandatory transparency register contains numerous exclusions, both subjective and objective, to registration in the Transparency Register. One positive aspect is the application of the IAMTR to the EU Council also.

The present study investigated the relationship between transparency and efficiency of capital markets and corporate governance has been conducted to determine the role of regulators. For access to this aims are selected 384 person of food and petrol affiliate. For gathering data is used of questionnaire. This research is based on the objective and the method of data collection is descriptive. Pearson correlation, regression equation and path analysis were used to determine the relationship between variables. The results of this study are indicated both of transparency and corporate governance have impact on efficiency of the capital market in Tehran Stock Exchange. The main finding of this study was that transparency and corporate governance can have a significant impact on the efficiency of capital markets. So if we want to have market efficiency we should prepare methods and strategy to increase transparency and corporate governance.

World experience shows that public participation in the budget process and openness in the public sector are the necessary conditions for a proper economic strategy of the State. Financial openness contributes to the efficient collection and distribution of public resources. It expands the responsibility of governments, strengthens the trust of citizens and prevents opportunities for corruption. Researchers around the world (Alt, Lassen, Skilling, Bernick, Gandía, Yannacopoulos, Darbyshire, Slukhai and others) and international organisations such as the International Monetary Fund, OECD, the World Bank, the International Budget Partnership (IBP), the Global Initiative for Financial Transparency and the Open Government Partnership have shown growing interest in financial openness issues in recent years. This paper attempts to develop and test a methodology for the operational analysis of online information openness and transparency of the budget process at the local level. The developed methodology used two criteria: (1) the level of transparency of the local budget and (2) an assessment of authority's efforts in ensuring transparency of local budgets. It is based on expert assessments of the informational significance of particular elements of websites of local authorities in issues of local finance and budget. We interpret the resulting assessment of the information content of the site with the local budget and finances data as the online openness and transparency of local budgets Online Local Budget Index of Transparency (OLBIT).

Th is study examines the questions of ethics and transparency in Russian journalism. Th e paper explains instances of non-transparent behavior among Russian journalists in light of economic hardship that Russian journalists in the province face in their everyday life. Specifi cally, this study attempts to explicate the connection between transparency, journalism ethics, and economic and social conditions in which regional journalists function in Russia. Th is paper argues that morality may depend on economic conditions of an individual and poor economic conditions tend to diminish human dignity. In turn, diminished human dignity more readily puts in jeopardy professional ethical principles and contributes to non-transparent media practices. Poor economic conditions have implications for regional journalism practice in Russia, where they create a vicious circle which Russian journalists fail to break.

Purpose – The purpose of the article is to assess the transparency of information contained in the state budget from the point of view of usefulness for the citizen and to recommend actions to increase the transparency of information in this regard. Methods – Descriptive analysis and deductive and inductive reasoning were used. Research description – The essence of fiscal transparency in the context of social responsibility of the government was discussed. The scope of information included in: the multi-year financial state finance, the budget act, the report on the implementation of the state budget, the analysis of the implementation of the state budget was analyzed. The assessment of information in the above-mentioned scope was carried out from the point of view of usefulness for the citizen and the flow of information between the government and citizens about public funds collected and allocated by the state budget. Finally, recommendations were made for actions to be taken to increase the transparency of information contained in the state budget. Results – The transparency of the information contained in the state budget (at the stage of its planning, adoption, implementation, reporting and controlling budget implementation) is very limited from the point of view of its usefulness for the citizen. It is necessary to take specific actions to increase the transparency of information contained in the state budget from the point of view of its usefulness for the citizen. Originality / value – the literature on the subject lacks publications devoted to the issue of transparency of the state budget in our country. The article addresses this research problem by assessing the content of information published by the government in the state budget as the basic public fund from the point of view of the usefulness of this information for the citizen.
