The by-product of the current global economic processes is increasing competitive pressure. In conditions of world economy globalization, the Czech Republic was particularly successful in the 1990s, mainly due to the strategy of “low cost economy”. Low costs were the primary source of competitive advantage. Increasing pressure of large countries with cheap labour force does not allow the Czech Republic make its labour costs lower and use this as a source of economic growth and international competitiveness. Therefore the Czech Republic was forced to direct its further economic development towards the knowledge-based economy. Due to this new priority, in the economic policy the innovative abilities of the companies, increasing quality of human resources, as well as research and development of the new technologies became the most important tasks. For the most of companies these trends were tantamount with the necessity of basic changes in production process organization, management, human resources development, etc. Both inner and outer entrepreneurial environments were thus considerably changed and innovative companies become the carriers of comparative advantages in the regional development. The objective of the article is to assess the current position of the Czech Republic in international perspective as far as the innovative efficiency is concerned. The authors also will try to point the strong and weak sides of the innovation system in the Czech Republic. The second part of the paper analyses the innovative potential of particular Czech regions.

This report looks at the Czech media debate on the European Constitution in the period between French and Dutch “no” to the Treaty Establishing a Constitution for Europe (TCE) and po- litical agreement on the Reform Treaty (June 2005 to June 2007). Based on quantitative and qualitative analyses of the six Czech printed media, the present study confirms that the debate on the European constitution was largely national with overwhelming dominance of Czech actors. The study also indi- cates strong politisation and personalisation of the Czech media debate. The results identify two dom- inant groups of actors and topics in mutual opposition. The first is represented by President Klaus and ODS politicians who oppose the European constitution project. The other group is formed by CSSD politicians and the Chair Jiri Paroubek who support the continutation of the common European Con- stitution project.

W artykule zaprezentowano perspektywę Ukraińców mieszkających w Republice Czeskiej dotyczącą wybranych aspektów życia. Celem podjętych badań było ustalenie, jak Ukraińcy postrzegają życie w Republice Czeskiej, czeską kulturę i edukację, oraz co dostrzegają jako różnice i podobieństwa w obu kulturach i sposobach edukacji. Zwrócono uwagę, że badanie dotyczy subiektywnych doświadczeń, postaw i opinii indywidualnych respondentów. Dlatego, nie reprezentuje ono całej ukraińskiej mniejszości narodowej żyjącej w Republice Czeskiej. Grupa badana składała się z dwóch grup respondentów o następującym składzie: pierwsza zawierała 8 respondentów Ukraińców na stałe mieszkających w Czechach ponad 10 lat, w drugiej grupie – wywiad przeprowadzono wśród 7 ukraińskich studentów, uczących się w Czechach, oraz wśród ich rodziców. W badaniu zastosowano podejście jakościowe, a dokładnie metodę półustrukturyzowanego wywiadu z respondentami. Analizę uzyskanych danych przeprowadzono za pomocą otwartego, a potem osiowego i selektywnego kodowania.
In the paper, the perspective is presented of Ukrainians living in the Czech Republic on the selected aspects of local life. The research goal is to find out how the Ukrainians perceive life in the Czech Republic, Czech culture and education and what they see as differences and similarities of both cultures and ways of education. It is pointed out that the research includes the subjective experience, attitudes and opinions of individual respondents. Therefore, it does not represent the entire Ukrainian national minority living in the Czech Republic. The research sample consisted of two groups of respondents who had the following composition: the first group included eight respondents who were Ukrainians with permanent residence in the Czech Republic, living in the Czech Republic for more than ten years; in the second group, seven Ukrainian learners were interviewed, who were educated in schools in the Czech Republic, and their parents. In the research, a qualitative design was chosen, namely the method of semi-structured interview with respondents. The analysis of the obtained data was performed by open and then axial and selective coding.

The survey, undertaken in the Czech Republic, is based on a sample of 329 students from high schools and 329 students from the University of South Bohemia in České Budějovice [658].

Background: The WHO European Region has the highest alcohol consumption of all six WHO regions. The research presented here is conducted in the Czech Republic, which has the highest average per capita alcohol consumption in Europe. The problem of alcoholism among children and adults is still not sufficiently perceived by Czech society as a risk and threat to the population's future health. Objective: The research aimed to confirm a relationship between the onset of alcohol consumption at a young age and the amount/frequency of current alcohol consumption. Method: Data analysis was conducted on a representative sample of children aged 6-17 (n= 2948; man:1492; 50,61 %; woman: 1456; 49,39%). Only 36.87% of children in our sample do not drink alcohol at all. 6.28% of children tasted alcohol for the first time before the age of 6. 19.30% tasted alcohol between the ages of 6 and 10, and 38.16% between the ages of 11 and 14. Results: The research confirms the association between early initiation of alcohol consumption and increased risk of binge drinking at older ages. Children who drink alcohol daily start very early. Children who consume alcohol only infrequently start drinking after age 15. Conclusion: The text intends to draw attention to the fact that despite existing prevention programs and interventions, alcohol consumption among children and adolescents is still a severe and contemporary problem related to the high tolerance of society towards alcohol consumption. The degree of denormalization of underage drinking in the Czech Republic is still low. However, even if we accept the thesis of gradual demoralization of drinking, which is based on the assumption of declining alcohol consumption, it appears that early initiation of drinking is thus becoming an increasingly important indicator of wider risk behavior and needs increased attention.

This article briefly describes the skinhead subculture, its history, components, characteristics, values, attitudes and norms. It also presents the various currents of the subculture, with an emphasis on the current apolitical trend within this subculture. The article discusses not only the skinhead subculture in England (its roots, development, etc.), but also the situation in the Czech Republic. The skinhead scene in the Czech Republic is characterised by disunity, caused by political orientation and the engagements of its various supporters, who identify either with: (a) the extreme right (National Socialism), (b) the traditional current (patriotism and the classic themes of the original skinhead subculture), or (c) the extreme left (Trotskyism, communism, and anarchist or ‘autonomist’ currents). It is difficult to establish how many skinheads there are in the Czech Republic today, but one estimate puts the figure at five thousand people when adding all currents together.

For more than 80 years the Czechs and the Slovaks have been functioning within one political, economic and social system. Various political and economic circumstances resulted in the division of Czechoslovakia to the Czech Republic and Slovakia. Ever since the political systems of both countries became different. These various political systems inspired me to examine the people’s participation in the political life of those countries. The aim of this paper is to analyse and compare the most common form of direct democracy – a referendum – in both the Czech and Slovak political systems. It will be compared on two levels. The first one will deal with general constitutional background of a referendum and its procedures, as well as with a comparison of regulations in the respective countries. The second one will concern the practice of referendum in the analysed countries.

Since the 1990s organized groups have begun to appear in the Czech Republic called „football hooligans”. These groups have drawn the attention of the media, security forces, officials of the Czech Republic Football Association, and the broader public. This text focuses on selected topics associated with the phenomenon of football hooliganism. After a brief history of football hooliganism abroad, especially in England, it will describe the current status of this phenomenon in the Czech Republic. An important part of the text will be devoted to classifying spectators surveyed at football matches into three groups: the broader football audience, fans, and hooligans. Each of these groups will be given a basic description based on previous research carried out at football stadiums. Another goal of the text will be to present the sociological discussion about this phenomenon in the Czech setting, identify the main research avenues, and present some of the sociological studies done in the Czech Republic in recent years. Another important part of the text will be a conceptualization of individual terms, and a brief history of the phenomenon in the Czech Republic, and in the Czechoslovak Republic prior to 1989. Subsequent passages will present the legislative measures and specific laws that have been adopted to address the phenomenon of football hooliganism.

The covid-19 pandemic has since March 2020 led to declarations of several states of emergency, to shutting down of schools, restrictions on gatherings as well as many business activities, with the aim to stopping the spread and transfer of the virus. Apart from the program of compensation bonuses, program Antivirus, postponing of the electronic sales record and so on, the state has reacted to the situation through tax legislation.The presented paper defines some steps as a result of the pandemic that are connected to tax law, these being specifically real estate tax, road tax, value added tax and excise tax.

The article aims to summarize the situation in the church justice system in two aspects. From the distance of several years, it briefly evaluates the application of the norms of the 2015 reform of the matrimonial procedural law of the Catholic Church (the dramatic increase in the number of cases after the reform, the stabilization of the situation after the first years, the low use of the possibility of abbreviated proceedings, etc.). It assesses the impact of the imposed limitations (and people’s worries) in the Czech society during the COVID-19 epidemic on the activity of church tribunals and the search for alternative ways of processing cases (using the example of the Interdiocesan Tribunal in Olomouc).

All currently known theropod specimens from the Czech Republic have been attributed to the crown clade Aves. However, an archosaur tooth in the Institute of Geological Sciences (Faculty of Science, Masaryk University), labelled as Teleosaurus, belongs to a non-avian theropod. The tooth comes from the Upper Jurassic (Oxfordian) carbonate rocks of Švédské šance (Brno-Slatina) and represents the first terrestrial vertebrate known from the Jurassic of the Czech Republic. The tooth is described here in detail and compared to anatomical descriptions of taxa, and comprehensive sets of quantitative and qualitative data. On the basis of the comparisons, it is concluded that the Moravian theropod was likely a basal representative of the clade Tetanurae, whose members were abundant in Europe during the Middle to Late Jurassic.

Opis:
Pyrenophora tritici-repentis, causal agent of tan spot, is one of the most important wheat leaf spot pathogens worldwide. The race stmcture of P. tritici-repentis isolates obtained from wheat (except one from noncereal grass species) in the Czech Republic was studied. The 86 monosporic isolates of P. tritici-repentis originated from different parts of the Czech Republic were grouped into five known races based on necrosis/chlorosis induction on standard differentials (Katepwa, Glenlea, 6B365, Salamouni). The isolates recovered from wheat were races 1, 2 and 4. Race 1 was the most frequent (50%), races 2 and 4 were found rarely (3% and 5% respectively). The isolate of P tritici-repentis recovered from noncereal grass species was determined as race 4 which seems to be typical for noncereal hosts. The reaction of 30 isolates (42%) was difficult to be compared to reactions of so far identified P. tritici-repentis races. They have to be tested again on additional wheat genotypes.
Badano strukturę populacji P. tritici-repentis pod kątem występowania ras patogena. W analizie uwzględniono 86 jednozarodnikowych izolatów pochodzących z różnych regionów Czech a uzyskanych z pszenicy (85) i traw (1). Bazując na reakcji genotypów zestawu testowego (Katepwa, Glenlea, 6B365, Salamouni) stwierdzono występowanie trzech ras: 1, 2, i 4. Liczebnie dominującą była rasa 1, którą reprezentowało 50% izolatów. Rasa 2 i 4 stanowiła jedynie 3% i 5% populacji. Największą grupę (42%) stanowiły izolaty dla których reakcja roślin zestawu testowego uniemożliwiała jednoznaczną identyfikację jednej z 5 określonych ras patogena. Konieczne są dalsze badania z uwzględnieniem dodatkowych genotypów umożliwiających bardziej precyzyjną charakterystykę populacji P. tritici-repentis.

Opis:
The aim of this paper is to review the situation in communist and post-revolutionary Czechoslovakia in the area of palliative care. It will familiarize readers with the enormous efforts of two big personalities in the history of Czech health care: Marie Opatrná and Marie Svatošová, who tried to change the old and inconvenient Soviet health care system and make the care of terminal and dying people more human. At the end, it will present some challenges which the current Czech hospice care is confronted with.

Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

Opis:
Generally, pesticides are the products containing at least one chemical substance which should protect plant or plant products against pests/diseases. Among them, the most important ones are herbicides, followed by insecticides and fungicides. As a result of intensive agriculture techniques, large amounts of pesticides are applied on agricultural soil. They remain and degrade in soil, but they can enter water bodies and negatively affect water quality and the aquatic ecosystem. The article deals with the level of pesticide load in soil, bottom sediment and surface water in chosen agriculture catchments in the Czech Republic. Results revealed that the main general problem is glyphosate and its metabolite AMPA, although their application has been constrained for several years. Furthermore, the difference in contents of chosen parent pesticide substances and their metabolites in soils and waters were pointed out.

The article examines the changes that took place in the Czech party system from the moment of the political transformation of 1989/1990 to the last parliamentary elections in 2017. It is based on a survey of data on the results of the elections to the Czech National Council and the Chamber of Deputies. The interpretation of the data allows answering several research questions: is the Czech party system stable, and if so, is it possible to determine it model? Are the inevitable model changes sudden or evolutionary as a consequence of an observable trend? Is it possible to distinguish and define the stages of functioning of the Czech party system? To what extent does the party system of the Czech Republic have roots in the party system of Czechoslovakia and did the disintegration of the federal republic significantly affect its change?
