    Low-income households in the Polish public housing stock sometimes encounter the risk of housing exclusion, yet this experience is relatively more frequent among the tenants of council flats. The aim of this paper is to present the results of research on housing standards in the public housing stock in Poland. Pursuant to Polish law, social housing is part of public housing assistance (Przymeński 2016), addressed to very-low- and low-income households which are not capable of satisfying their housing needs on their own. The paper uses desk research, statistical data analysis and questionnaire interviews with dwellers of council flats in Poland. Furthermore, the achievements of international housing policy are taken into account. The results show that the standard in the public stock, especially in council flats, in Poland is poor and hinders low-income households in addressing their housing needs. Small areas of dwellings, overcrowding, low quality of building materials are all identified as significant determinants increasing the risk of housing exclusion in council flats.

    Research background: The processes of economic convergence observed in many developing countries are characterized by reduction of economic differences on the cross-country level, which are accompanied by growing internal economic inequalities. This may stem from the fact that in the catching-up countries a more dynamic growth pattern is observed in the economically strongest regions, which is initially reflected in spatial polarization and increasing regional inequalities. However, just as the countries reach higher levels of development, the diffusion of growth-inducing impulses to less-developed areas should lead to the spatial equalizing of the development levels and reducing regional inequalities. Purpose of the article: The aim of the paper is to determine the relationship be-tween the level of economic growth and observed economic inequalities in Central and Eastern European (CEE) countries. The theoretical framework adopted to describe and explain those relations is the so-called Williamson's hypothesis in which the relationship between the scale of regional inequalities and economic growth is illustrated by a curve shaped like an inverted U. Methods: The research procedure was intended to verify William-son?s hypothesis by estimating parabolic econometric models. Indicators of economic growth along with measure of regional inequalities (Williamson's coefficient of variation) were used in the regression modeling. The research period spanned the years 1995-2014. Findings & Value added: In the light of the study of CEE countries, it was possible to observe both convergence symptoms as well as divergence tendencies. It can be thus stated that the analyzed CEE countries followed a similar path to the one observed earlier by Williamson in other developing countries. However, the analyses conducted by the authors at the national and regional levels of CEE countries were equivocal and did not fully support the theoretical assumptions of Williamson?s hypothesis.

    The aim of the paper was to estimate the formal level of demand for municipal flats in Poznań, Poland. The volume and structure of the demand were determined in the context of local regulations and criteria of granting housing aid to destitute households. The subject of the study was a population of households who applied for allocation of municipal flat from Poznań city housing stock in the years 2012–2016. The results of the quantitative analysis showed significant discrepancies between real demand for public rental housing and the potential of the city to meet these needs.
    W artykule przedstawiono wyniki badań własnych z zakresu oceny stopnia formalnego zapotrzebowania na mieszkania komunalne w Poznaniu. Wielkość i strukturę tego zapotrzebowania określono w kontekście lokalnych zasad i kryteriów udzielania pomocy mieszkaniowej ze strony miasta gospodarstwom domowym posiadającym złe warunki materialne i mieszkaniowe. Przedmiot badań stanowiła populacja gospodarstw domowych, które złożyły wnioski o przydział lokalu komunalnego z zasobu mieszkaniowego miasta Poznania w latach 2012–2016. Wyniki przeprowadzonych analiz ilościowych ukazały istotne rozbieżności między rzeczywistym zapotrzebowaniem na mieszkania komunalne w Poznaniu a faktycznym poziomem ich zaspokojenia.

    Pojęcie zrównoważonego rozwoju w ostatnich latach uległo znacznemu rozszerzeniu. Początkowo odnoszony do środowiska naturalnego, obejmuje coraz więcej płaszczyzn, w tym ekonomiczną i społeczną. Celem artykułu jest ukazanie roli społecznego budownictwa mieszkaniowego w zrównoważonym rozwoju. Tematyka mieszkalnictwa dla niezamożnych grup ludności w tym kontekście poruszana w Polsce była przez nielicznych autorów (m.in. Zaniewska, Thiel, raporty IRM), dlatego też stanowi obszar do podjęcia nowych badań. Na podstawie analizy literatury i danych statystycznych autorki ukazują znaczenie SBM w zrównoważonym rozwoju. Odnosi się ono między innymi do zapewniania równego dostępu do mieszkań, przeciwdziałania wykluczeniu społecznemu oraz zmniejszenia nadmiernego wykorzystania zasobów energetycznych poprzez termomodernizację i remonty budynków mieszkaniowych. Część informacji, wykorzystanych przy opracowaniu niniejszego artykułu pochodzi z badań prowadzonych w ramach projektu pt. „Społeczne budownictwo mieszkaniowe i jego rola w zaspokajaniu potrzeb mieszkaniowych niezamożnych gospodarstw domowych w Polsce” finansowanego ze środków Narodowego Centrum Nauki (2014/13/N/HS4/02100).
    The term sustainable development has been recently substantially expanded. It originally referred to natural environment, yet currently it covers more and more areas, including economic and social layers. The aim of this paper is to discuss the role of social housing in sustainable development. The issue of affordable housing within this context has been rarely addressed (e.g. Zaniewska, Thiel, IRM reports) and is thus an interesting field of research. Based on the available literature and statistical data, the authors show the importance of social housing for sustainable development. It is crucial to provide equal access to housing, counteract social exclusion and curb energy consumption by improving thermal efficiency and renovating residential buildings. Some information contained in this paper was obtained while conducting the research project ‘Social housing and its role in satisfying the housing needs of indigent households in Poland’ financed by the National Science Centre (2014/13/N/HS4/02100).

    Purpose: Identification of the connections between tenant participation in social housing and the theory of social capital and social sustainability. Design/methodology/approach: Critical analysis of Polish and foreign literature on tenant participation, social capital and social sustainability. The authors adapted various concepts of social capital as the theoretical basis. Findings: In the literature on the subject, two meanings of the term social sustainability may be distinguished – the so-called soft application of the term and a more “severe” one, which covers the issues of changing the balance of power and profound social changes. The authors have attempted to delineate the third perspective, putting forward a thesis that the most useful for research on social housing is Coleman’s concept of social capital, where social capital is related to the capital of an individual. In studies on the housing environment in the social housing stock, it is necessary to identify the social capital of residents in the context of the environment, i.e. housing estates, by examining the level of participation of tenants in the decision-making process. Originality and value: The concepts of tenant participation, social capital and social sustainability are frequent subjects of research. However, these terms are rarely combined, which determines the originality of the proposed approach. The study is of practical importance in relation to social housing, since increasing the social capital of tenants through their participation in the decision-making process is one of the steps towards overcoming the impasse in the field of social sustainability.

    Lignite is a raw material considered a strategic fuel in the Polish energy sector. One of the prognostic lignite deposits is located in the south-western Wielkopolska (Krobia, Miejska Górka and Poniec communes). However, the perspective of exploitation causes concern to the local community. In this context, the paper aimed to identify the attitudes towards lignite mining in this area. In the research procedure aimed at statistical verification of factors differentiating these attitudes, a survey was conducted. The results of the study showed that the inhabitants of the analysed communes had indecisive attitudes, yet with a very clear tendency towards negative assessments of the subject issue. Farmers and rural residents were the most sceptical, while entrepreneurs, town dwellers and young people had the most conciliatory attitudes. Moreover, it has been proved that professional status, place of residence (town-village) and age can be considered as factors affecting these attitudes.
    Węgiel brunatny jest surowcem, który w polskiej energetyce od lat pełnił rolę strategicznego paliwa. Jedno z prognostycznych złóż węgla brunatnego położone jest w południowo- -zachodniej Wielkopolsce (gminy Krobia, Miejska Górka oraz Poniec). Jednak plany eksploatacji wywołują duże obawy społeczności lokalnej. W tym kontekście celem pracy była diagnoza postaw społeczności lokalnej wobec planów eksploatacji węgla brunatnego na tym terenie. W postępowaniu badawczym zmierzającym do statystycznej weryfikacji czynników różnicujących te postawy, wykorzystano dane zgromadzone w wyniku sondażu diagnostycznego. Wyniki badania wskazują, że mieszkańców badanych gmin cechowały niezdecydowane postawy, jednak z bardzo wyraźnymi tendencjami do negatywnych ocen analizowanego zagadnienia. Najbardziej sceptycznie do planów eksploatacji węgla brunatnego nastawieni byli rolnicy oraz mieszkańcy wsi, a do grup respondentów o postawach najbardziej przychylnych zaliczono przedsiębiorców, mieszkańców miast oraz ludzi młodych. Dowiedziono ponadto, że status zawodowy, miejsce zamieszkania (miasto-wieś) oraz wiek można uznać za czynniki kształtujące postawy społeczności lokalnej wobec planów eksploatacji węgla brunatnego na badanym terenie.

    The purpose of the paper is to identify the axiological “image” of housing, perceived by students, taken as a specific group of respondents, offering an opportunity to visualise the cultural changes taking place in modern society. A CAWI survey was used with a non-random sample of 407 university students nationwide. The article is based on Gutman’s means-end chain method and Schwartz’s basic values theory. The respondents are as traditional as their parents and grandparents, with tradition, conformity and security dominating in the area of housing, with very low trust in other people. Respondents’ strong pro-ownership attitudes predominated in the group of values that constitute self-enhancement, such as power, achievement and hedonism. Any shared space is accepted by only 11% of respondents.
