Russia’s armed conflict with Ukraine, ongoing since 2014, has created conditions for Russia to revise the balance of power in Eastern Europe, and even the international order established after the Cold War. The aim of this article is firstly to show Ukraine, in a highly synthetic way, as a state at a crossroads but simultaneously a key state in terms of Russia’s interests in the post-Soviet area, then the motives for Russia’s redrawing the post-Cold War international order, taking into account the location and role of Ukraine. The article merely indicates the problem of research, and does not claim the right to comprehensively cover the issue in question.

The objective of the present paper is to define the determinants and instruments associated with the information (hybrid) war between Russia and Ukraine. The paper focuses on measures taken by Russia, between 2013 and 2015, in relation to Ukraine. The paper does not aspire to discuss the issue comprehensively, but constitutes an attempt at outlining the problem, indicating determinants and characteristics of the information war (information war as an element of hybrid warfare). The consolidated Russian information space is subordinated to the interests of authorities and draws heavily from the tools characteristic for propaganda, frequently relying upon the Soviet model. In addition, this is done with the view of re-establishing the “Russian World” (Русский мир), which would be wholly subject to Russia’s political interests. Moreover, Russian propaganda goes hand in hand with military actions – a conventional conflict in South-Eastern Ukraine.

Russia and Brazil are countries with great economic potential and fast development in their participation in the international trading system. This article aims to present a comparative analysis of the recent development of trade in these countries, in addition to current trade policy mechanisms adopted. It is observed that the two countries have different characteristics in the two levels of analysis, but present significant points of potential convergence for the formation of future strategic alliances

The paper analyses the ongoing Russo-Ukrainian confl ict from the point of view of the struggle for remembrance and identity between two post-Soviet states. Will the war of the brotherly nations wreck Russia’s long-term policy towards Ukraine? Will the confl ict ruin Russia’s plans of post-Soviet space reintegration whose pivot is set on Ukraine? Will the war stimulate Ukraine to deal with the issue of its identity, post-Soviet legacy and collective memory? Ukrainian crisis is also a challenge for the transformation of Ukraine’s political system. The relations between Ukraine and Russia are extremely complex as they are built on a shared history, religion, language and culture and they should not be gauged with Western standards. Evaluating the current situation from a broader perspective, the fact that Ukraine plays a signifi cant role in Russia’s foreign policy needs to be emphasised. Ukraine is considered as the key post-Soviet state, a significant ‘near abroad’ country whose position, potential and geopolitical location are vital for the balance of power in both Eastern Europe and Europe in general.

The subject of our interest is to analyze the significance of Russia-Egypt relations undervVladimir Putin. The main purpose of our studies is to present the most important conditions and dependencies that characterize political, economic and military relations between the two countries. In the beginning, we would like to discuss the history of relations between the abovementioned states, dating back to the times of the USSR. The key issue is the description of diplomatic relations between the two countries under the rule of Gamal Abdel Nasser in Egypt and Anwar Sadat, after which for many years there had been a freeze in mutual relations up to the turn of the 21st century. In the next part of the discussion we present the most important goals and assumptions of political relations between Moscow and Cairo, implemented from the beginning of Putin’s rule in 2000 and by subsequent ruling elites in Egypt. We are mainly talking about Egypt gradually turning away from the United States, Russia’s slow return to the Middle East, the conflicts in Libya, Syria and tensions between the rulers of Egypt and Qatar, which harbors followers of the Muslim Brotherhood persecuted by Cairo. In addition, we examine the importance of economic issues in bilateral relations, focusing on the growing cooperation in the field of energy. We also describe the significance of military aspect and the related maritime doctrine of the Russian Federation, in which Egypt was mentioned as one of the most important partners of Russia in the Middle East. In the summary, we present possible forecasts for the future in mutual relations, at the same time trying to answer the question of how real is the significant weakening of the Egyptian-American relations and Egypt’s turn to Russia in the future.

U.S. foreign policy towards Russia is of the utmost importance for the national security of the countries on the NATO eastern flank. Grand strategies are among the analytical concepts for classification and analysis of U.S. actions in the international arena. This paper uses grand strategy classification framework to classify and analyse U.S. strategy towards Russia from 2001 to 2017. 36 speeches about Russia by U.S. Presidents George Bush and Barack Obama and Vice President Joe Biden from 2001 to 2017 were used in content analysis. U.S. grand strategy classification framework was used as the tool for coding and classifying different foreign policy elements within these speeches to identify different approaches towards Russia. The content analysis allowed to identify nine stages in U.S. policy towards Russia from 2001 to 2017. The most significant shift during this period was in 2014 when after Russia’s aggression in Ukraine U.S. strategy towards Russia shifted from liberal internationalism towards primacy. Ideas of liberal internationalist and increasingly primacist grand strategies do influence U.S. foreign policy towards Russia. The grand strategy classification framework offers a valuable tool for analyzing, classifying and identifying different foreign policy stages in U.S foreign policy towards Russia.

This article focuses on the determinants of inward foreign direct investment (FDI) in Russia. The article briefly describes the historical context of foreign investment policymaking in Russia since the beginning of the economic transition to an open market economy after the dissolution of the Soviet Union. When compared to other developing countries, Russia's FDI stocks continue to lag despite a set of proactive measures undertaken by the national government. Following the literature review, the most commonly cited determinants explaining inward FDI in Russia include market size, labour productivity, trade and investment barriers, domestic exchange rate, rule of law and institutional framework.

Against the background of strong and long-standing energy interdependence between the European Union and Russia, the two partners agreed in 2000 to launch the Energy Dialogue, which was intended to intensify their cooperation and to eliminate related problems. The political and economic dimensions of the EU–Russia Energy Dialogue are presented and studied in this article. The aim is to analyse the scale of their impact on the basis of some important projects within this dialogue, taking into account the overall context. The results of conducted analysis demonstrate that while this comprehensive instrument for jointly creating the future of the two co-dependent partners should bring apparent improvements, its functionality is hindered by various economic and political factors. The latter, in particular, have had a significant impact, putting the Energy Dialogue on hold, not lastly with the outbreak of the Ukrainian crisis and growing bilateral and multilateral political tensions. Today, 20 years after the commissioning of this seemingly so fruitful platform of the Energy Dialogue, we are looking at a very disappointing intermediate assessment. Various problems of the Energy Dialogue hinder not only cooperation development based on trust, legal norms and understanding, but also existing and partly active projects, such as the Roadmap EU–Russia Energy Cooperation until 2050 and Nord Stream 2, which are being pushed into the uncertain future. However, in view of existing and possible further projects in the energy sector, it is necessary to create the functional dialogue format.
W kontekście silnej i długotrwałej współzależności energetycznej między Unią Europejską a Rosją, obaj partnerzy uzgodnili w 2000 r. rozpoczęcie Dialogu Energetycznego, który miał na celu zacieśnienie współpracy, a jednocześnie wyeliminowanie powiązanych problemów. W niniejszym artykule przedstawiono i przeanalizowano wymiar polityczny i gospodarczy dialogu energetycznego UE–Rosja. Celem badania jest analiza skali ich wpływu na podstawie niektórych ważnych projektów, biorąc też pod uwagę ogólny kontekst omawianego dialogu. Przeprowadzona analiza wskazuje, że chociaż ten kompleksowy instrument wspólnego kształtowania przyszłości dwóch współzależnych partnerów powinien był przynieść wyraźną poprawę, jego funkcjonowanie jest utrudnione przez różne czynniki gospodarcze i polityczne. W szczególności te ostatnie miały znaczący wpływ, wstrzymując dialog energetyczny, a mianowicie, wybuch kryzysu na Ukrainie oraz rosnące dwustronne i wielostronne napięcia polityczne. Tak więc dzisiaj, 20 lat po uruchomieniu tej pozornie tak owocnej platformy dialogu energetycznego, widzimy bardzo rozczarowujące wyniki oceny pośredniej. Istniejące problemy dialogu energetycznego nie tylko przeszkadzają dalszemu rozwojowi współpracy opartej na zaufaniu, normach prawa i zrozumieniu, ale także istniejącym i już częściowo zrealizowanym projektom, takim jak Mapa drogowa współpracy energetycznej UE–Rosja do 2050 r. oraz Nord Stream 2, które są odkładane w niepewną przyszłość. Jednakże w świetle istniejących i ewentualnych dalszych projektów w sektorze energetycznym konieczne jest znalezienie i wykreowanie funkcjonalnego formatu dialogu.

Economic relations between Russia and China have been growing over the years. Of particular importance in Russia-China economic relations is the gas and oil trade. Russia has the world’s largest natural resources, while China is the world’s largest energy consumer. In 2014, an agreement was reached to build a new gas pipeline and increase gas exports to China. If the planned volume of gas can be exported to China on a stable basis, Russia will be able to supplement some of the economic sanctions imposed by the West. However, there is much uncertainty as to whether China can be a stable export destination for Russia. There is a significant gap in the trade scale between Russia and China and asymmetrical dependence in the relationship between them. In addition, international pipeline projects have substantial financial and time costs, and the two countries; intentions sometimes differ. The purpose of this research is to clarify the current state of trade interdependence between Russia and China and to study whether China can be a stable economic partner for Russia. This paper consists of three main parts, with an introduction and conclusions. The first part explains an overview of trade and asymmetric interdependence between Russia and China. It then analyses the anticipated benefits and vulnerabilities of increased Russian gas exports to China. The third section investigates the uncertainties of China as a gas importer in terms of China’s dependence on Russia.

The strategic assumptions of German Ostpolitik have been undermined by the aggressive activities of Russia during the Ukraine crisis. The tight economic relations between Germany and Russia have not brought about domestic transformations in the political system in Russia, and have not reduced its interest in regaining its imperial position in Eastern Europe, i.e. in the area of the former Soviet Union. Germany’s support for both the reform program in Ukraine and deepening its relations with the EU has shown that it is ready to critically evaluate its strategy toward Eastern Europe and review its ‘Russia first’ approach.
Agresywne zachowania Rosji w trakcie konfliktu na Ukrainie w 2014 r. podważyły strategiczne założenia polityki Niemiec. Powiązania gospodarcze nie doprowadziły do przemian wewnętrznych w Rosji oraz nie ograniczyły jej nastawienia na rewindykowanie wpływów imperialnych. Gotowość Niemiec do poparcia Ukrainy w reformach wewnętrznych i jej zbliżenia do UE oznaczała, że są one skłonne bardziej zniuansować założenia swojej strategii wobec Europy Wschodniej i tym samym ograniczyć priorytet Russia first.

The article discusses the important changes in the Russian foreign policy doctrines that occurred in the beginnings of the 1990s, after the collapse of the Soviet Union. The Author argues that the officially claimed devotion to peacemaking and peacekeeping are in fact manifestations of the Russian imperial outreach. The model of international relations promoted by Moscow in fact resembles the American 19th century Monroe Doctrine. Thus, the foreign policy doctrine and the potential national conflicts in the post-Soviet territory may become triggers for Russian actions aiming at restoring the Russian Empire.

In its 2014 military doctrine, Russia defines the world as an unstable environment that is not able to provide sufficient security to Russia. In these terms, Russia looks to its large military force that would be able to protect the Russian vital sphere of interests, which supposedly also includes Estonia, Latvia and Lithuania. Thus, Russia strives to re-establish the control in its vital sphere of interests and the 2014 doctrine reveals the intent of it. However, the steady development of military capabilities, strong political will to defend the sovereignty along with the principle of collective defence has made the Baltic States strong enough to withstand security challenges caused by its Eastern neighbour, The Russian Federation. As a result, although the confrontation of interests in the Baltic region remains persistent, the probability of Russian direct military aggression against the Baltic States will stay low up to 2020.

The aim of this article is to determine the modern role of Russia in the investment space of the Baltic states and to assess the current stage of integration of Russian and the Baltic states’ economies. The basis of the work is the analysis of the dynamics and structure of Russian investment in Estonia, Latvia and Lithuania. This article shows the decreasing role of Russia in the Baltic states’ investment, but Russia is still an important economic partner for these states. Absolute amounts of investment are growing, while the share of Russia in different countries varies in different ways and, depending on the implementation of any project. Structure of Russian investments is different in all countries.
