Opis:
Public participation is a critical aspect in the planning, also spatial planning. Its role is changing dramatically as it is present not only in social development but also tackles issues connected with cultural, educational. The most important element in participation is the will to do it – to engage in the process of planning the of life, of new urban communities, and how it is taking place in the planning process at different levels/ scales. There is a need to strengthen the public participation in the Egyptian context. Consequently, there are many cases in public participation related to the different levels (metropolitan, city, action area), connected to urban issues, besides, the sectoral issues related to economic development and societal needs. Thus, there is still a gap between existing national policies and their implementation at local level. The important question is how to achieve the local needs with strategies prepared on upper-level agencies. The main problem, in addition to the environmental issues is the regional disparities, poverty illustrated by low human development index. The research aim is to determine general framework and rules of citizen participation in Egypt by illustrating many cases from Egyptian context, and to examine the process and assess their effectiveness and the paper will end with the policy changes.

From the point of view of social policy, the need of security is considered as the indispensable part of functioning and development of every society. Citizens’ participation avers that the inhabitants will have the possibility of taking part in making decisions about their own surrounding, which results in development of the sense of security. The actions taken in the social space initiate the existence of the selfaware civil society. This article’s main aim is to discuss the possibilities of assuring the social security through civil commitment and their active participation in the public life. The formal instruments that occur in the system of Polish law (i.e. a participation in the open debate, a participation in the elections, a legislative initiative) have been analyzed. Those instruments enable to the residents the participation and codecision making and, what follows, they contribute towards forming broadly defined security.

The author briefly discusses performative aspects of demonstration which, in his opinion, is a kind of narration, co-created by the demonstrators as their story about themselves. By providing the example of the March of Independence – a mass demonstration in Warsaw, organised annually on the 11th of November by the Polish nationalists, the author tries to answer the questions: what, to whom and how the street demonstration tells its narrative' and what kind of community the demonstration creates.

Increasing real public participation in governance and decision making is one of the greatest challenges of modern democracies as well as of these countries seeking to elevate their level of decision making and effective participation of public and citizenship in these processes. The widely dissemination and usage of communication technologies as well a greater pressure from the public for a greater accountability towards their governors, changes the shape and tools of governance, by changing initially the philosophy of and mindset of decision makers and policy maker as well. At the same time, this calls for a revolutionary way of powers distribution in governance processes by bringing more power in the hands of public, starting by an increased transparency and aiming a real and functional participation. The case of Albania, certify how policy makers good will and successful application of best practices, can accelerate democratic processes and increase resources for a better decision making and decision application as well. The paper makes a historic and political reconstruction of the OGP process and practices by projecting the effects and potential outcomes of this governance philosophy in the Albanian social tissue and set up, taking in consideration of the political system and the governance philosophy in Albania 2011-2012.

Opis:
Rzecz będzie przedstawiona na przykładzie dwu podstawowych instrumentów zarządzania krajobrazem kulturowym – miejscowego planu zagospodarowania przestrzennego i parku kulturowego – porównanych do form ochrony przyrody.
The subject is presented as two examples of legal instruments of protection of cultural landscape in Poland, which are: establishing the protection zones within the master plan and legal status: “The Cultural Park”. Both of the mentioned tools, belong to the competence of the local government. It means, that decisions are made by the local council by voting. At the end of the year 2005, only 15 % of Polish local government have prepared master plans for their territories (as it is nonobligatory). According to the Malopolska Regional Plan, 242 areas fulfilled the criteria to be nominated as “The Cultural Park”. Nevertheless, up to the end of 2007, none have been established. It means that the majority of Polish local governments are not interested in physical planning as such, and are far from protecting cultural sites within their boundaries. Therefore the degradation of cultural landscape occurs. As the cultural landscape is a domain of local government, therefore is inadequate. On the other hand, carrying for the natural landscape is the duty of national government and it is realized mainly by governmental laws and regulations, therefore it is much more effective. Till now we have 1320 natural reserves, 120 landscape parks and 23 national parks – under the national government jurisdiction. The protection of cultural landscape in Poland is still to difficult for local governments or/and for local communities, and must be supported by appropriate laws and regulations preferably at the national level.

Opis:
The necessity to include citizens in the decision making process of society is pointed out in the discussion on the quality of management in the public sphere. An argument is raised here that making certain decisions with the use of only administrative mechanisms in consequences is not always adequate to the real needs and expectations of the society. Only by establishing social dialogue, the competent authority has the ability to recognise social preferences and respond appropriately by taking proper actions. The simplest form of participation, necessary and at the same time engaging citizens in the slightest is to inform. People, in order to engage in social activities must therefore have an access to information which will be understandable for them, in some way proven and properly interpreted, which will make it possible for example to foresee the consequences of their actions, give grounds or motives to engage in the details of the case, or express an opinion on the subject.

The style and level of the public debate concerning generally spatial management, including heritage preservation in Poland, is least to say unsatisfactory as the phrase 'public quarrel' would be closer to the mark. The countless conflicts not only render well-balanced project management difficult, if not altogether impossible but also contribute to numerous losses. Contradictions in this area cannot be avoided but there exist conflict prevention methods that can be mastered. It is great challenge, because progress in this area requires changes on customs and mentality of both public authority and society. Public participation in architecture is just a method of conflict prevention. The article presents a concept of participation suitable for current socio-cultural situation in Poland.

Opis:
This report is a comprehensive study of Norwegian and Polish spatial planning systems. It focuses on land-use part of planning and shows basic similarities and differences between those two planning policies. The aim of this report was to study and analyze the planning systems in both countries. During the preparation of this report, authors posed the following questions: – What kind of relations are there between all the planning levels stated in the legislation procedure as well as in practice? – Which planning documents concern land-use management? – What are the main trends of spatial management in urban areas? – How in practice does public participation in spatial planning process look? During the research authors attempted to answer those questions by using different methods. Firstly, professional documentation has been investigated. The main data sources were planning legislation and documents (including maps), as well as professional literature. Secondly, informal interviews were conducted. Fifteen interviews with planning researchers and with local and regional planners were carried out in Norway. Interviews were informal, however, they were based on previously prepared key-words list. Besides the analysis of the planning system in both countries, the report also includes two case-studies. In this report Oslo and Kraków were taken into consideration. In the report an emphasis was put also on environmental issues in spatial policy, public participation and privatization process of planning.

Opis:
Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation.

Opis:
Authentic interpretation of laws is an interpretation of legal provisions that, due to their lack of clarity or misinterpretation in their application, is provided by the parliament. Unlike the legislative procedure, which is conducted, as a rule, in two (exceptionally three) readings, a proposal for giving an authentic interpretation is discussed in one reading. Starting from the understandings of some authors that the act of authentic interpretation of laws is contrary to the principle of democratic pluralism, and that it lacks the necessary level of democratic control and citizen participation, the author examines whether the Croatian parliamentary law enables public participation in the procedure for authentic interpretation of laws and, if so, what legal instruments can be used to implement it in parliamentary practice. To this end, the paper analyzes several relevant constitutional, legal, and procedural provisions of the Croatian parliamentary law, with reference to a parliamentary practice. Given the fact that the procedure for authentic interpretation in the Republic of Croatia, the Republic of Northern Macedonia, the Republic of Slovenia and the Republic of Serbia is regulated in a similar way by the rules of procedure of their respective parliaments, the relevant regulations of the latter three countries on the possibility of public participation in this procedure are analyzed as well. It was concluded that Croatian parliamentary law enables public participation in the procedure for authentic interpretation, through the instruments of petition, information and involvement in working groups and working bodies, and the same instruments, with certain specifics, are recognized in the parliamentary law of the latter three countries.
