The turn of the twenty-fi rst century is the time of a global revolution consisting in an avalanche of modern technologies. The achievements of science and technology are used in every fi eld of human existence. The basis of functioning of modern society is the use of cyberspace. Access to mobile phones, computers and the global ICT network is a determinant of societal development. The idea of universal automation and computerisation is a fact. The possibility of using high-speed ICT connections is not only the domain of scientifi c institutions, military agents and large business entities. A global computer network connects individuals. The intensive development of modern technologies, the Internet and telecommunication networks has enabled the emergence of a new approach in communication between citizens and the state (with central and local government offi ces). It has also enabled the introduction of new solutions, models and services at this level, resulting directly from specifi c social needs and expectations. According to the assumptions of the idea of e-government, the basic premise for creating e-government is to improve contact with the authorities at all levels, and to speed up procedures for dealing with offi cial matters. Investing in modern administration may bring tangible benefi ts to citizens and entrepreneurs as well as to the administration itself.

Since disintegration of former Yugoslavia, Slovenia applied series of reforms in all spheres of life, including public administration. The main reform was contracted on introduction of modern trends in public administration. The article discusses main reforms of Slovenian public administration and their efficiency to change the bureaucratic system into an effective modern one. However, the article aims to understand modern Slovenian public administration within the elitist approach, which seems to explain certain malfunctions of Slovenian public administration after these reforms.

The aim of this article is to examine the possibility of implementing the rules of prosumption in the public administration sector in Poland. The level of development of the Polish e-Government system is far from satisfactory, taking into consideration comparatively narrow (regarding both type and range) set of public services provided on-line. A comprehensive method of public administration sector evaluation has not been worked out yet on the level of communes, though it is very useful because of the greatest innovative potential which has not been used so far. An assessment of a relatively deteriorating indicator of innovation in the public administration sector in Poland is impossible without going to the local level and analysing the situation in certain voivodeships, especially in the communes which are the main units of the local government. Prosumption is the main idea of a new economic school called wikinomics, it means blurring the difference between the producer or a service provider and the customer by including the latter to the processes of production of goods or supplying services. According to the article, prosumption in the public administration sector can be used in two ways. Firstly, it should be known to what extent internet sites of commune offices can be transformed into social innovative platforms which could show natural creativity of customers. Secondly, it is important to determine whether the main principles of prosumption, such as getting rid of control, peering and sharing the results, can be used in practical work of commune offices. This article is focused on the research of web pages issued by the local authorities. The possibility to use web pages as platforms to provide public service on-line is evaluated. Besides, the correspondence analysis was introduced, which helped to identify the innovative potential in the public administration sector and evaluate it paying special attention to the processes of prosumption. A rational expectations hypothesis allowed to explain the process of the appearance of systematic errors in interaction between a citizen and an official. It appeared that systematic errors result in perception gaps. Prosumption is the most successful mechanism for reduction of perception gaps.

In my thesis, the topic of which is Communication in State and Public Administration, I would like to pay attention to problems that arise to civil servants in everyday verbal contact in the offices of civil service as well as to other people. Many misunderstandings or conflicts can be reached here. Communication is a means of mutual influence of persons. It is thus a real proprietor of the social process. It enables social interaction which makes a social being from human being. Pressumption of communication is a certain commonly recognized set of meanings within particular group or society. Communication in society has a lot of various forms and aspects. On the basis of analyzing particular communication processes, a theory of social communication has been gradually created as a common base of those scientific disciplines that deal with examining the interaction of information in society. All of us are involved in the process of communication in society. A human being must communicate. Their personal development, involvement in the process of work, emotional and esthetical sphere inevitably require contacts as well as information exchange with other people. To explain the status of civil servants in the mentioned context it is therefore necessary to introduce a legal framework of their position.

The contribution is focused on one of the most fundamental ethical values and principles applied in public administration environment – responsibility and personal accountability of public officials and administrators, who have to be liable and answerable for their deeds and actions towards certain community, regional or local, and towards general public as well. The introductory part deals with the explanation of two concepts in question, responsibility and accountability regarding the processes of making, guarding and managing agreements, decisions and expectations in any relations, covering the area of public administration from the ethical point of view. The theoretical contemplation takes into consideration teleological and deontological conceptions, followed by practical summary of the public administration accountability mechanism. Finally, the basic ethical aspects and accountability levels are dealt with, keeping in mind that inner and outer influences on administrators’ and public officials’ accountability are connected with their behavior and decision-making.

Albanian efforts to fulfill European standards and norm in its Public Administration and service delivery, are becoming a research argument for academics and practitioners as well. Even if significant efforts have been made in this direction there is still a gap in analyzing the link between the communication process which creates and delivers the public service, effect of the used tools in service provision and delivery, the performance evaluation of this sector and the future of the sector itself affected by the intersection of these factors. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro huge progresses which have affected the systems, the relations between pairs which not necessarily are being expressed in standards. There is no sustainable change or improvement, if they aren’t built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those progresses. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. Tools by which strategies have been applied, seems to affect the process as well as affect pairs perception of fairness, justice and low conformity. This oblige us investigate about effects and impacts they have had during the service proceedings. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s its influence in trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which is a strong indicator of the evolution of public administrations in Albania, showing how the way public services are being delivered and how much the public itself is actually ruling through a careful reading of the communications hold between them and public administrations.

Decentralisation of public administration in Poland has been discussed many times, especially in the period when the guidelines of the political reform of the state were being worked out. The introduction of decentralisation into the Polish legal order in the 1990s constituted an enormous breakthrough. It was important not only for the functioning of the state, but also had a political character that meant departure from the former system. The administrative apparatus is one of the elements of a democratic state of law; it is a component that ensures a proper activity of the state. Public administration is a group of organs working in the state. It can also be understood as fulfilling administrative functions by non-state subjects, i.e. the fulfilment of public tasks on the part of self-governmental units or non-public subjects in particular cases. The fact that intervention of a higher organ is limited makes it possible that lower organs can be independent. This independence is obviously limited within the framework of the binding legal system, and is at the same time a border of decentralisation. This is the foundation of a proper functioning of administration in a democratic legal state. It consists first of all on the departure from a hierarchic subordination between the organs of the authorities and administration and is based on the instruments of control. Decentralisation is a process that occurs within administrative structure, but it is also the system of administrative organisation itself. As opposed to centralisation, which holds power on a higher level, decentralisation ensures making decisions on lower levels. The public tasks are performed by decentralised subjects on their own behalf and their own liability.

Germany has notable land management and planning traditions. As part of their formal responsibilities, local governments have powers to regulate and structure their areas and landscapes through land-use planning. They use it to prepare and guide land-uses for development purposes in Municipalities. This study presents the Bavarian experience of land-use planning in relation to public administration. The study emanated from a research conducted at Technische Universität München and funded by the GERMAN ACADEMIC EXCHANGE SERVICE. It uses data from semi-structured interviews with land management experts, Mayors and public administrators at different levels of public administration. The authors used these interviews to discern the scope, nature and role of public administration of land-uses at either the local or regional scale. It led to four findings. The two major ones being that: first, based on good governance principles, there are contradictions in the administration of land-use planning in Germany. Second, there are no harmonised criteria for assessing the efficiency and effectiveness of land-use planning administration. By way of recommendation, it suggests an Efficiency Assessment Criteria and Method of land-use planning through public administration, among others suggestions.

W artykule definiowano pojęcie innowacji w organizacjach publicznych oraz dokonano klasyfikacji innowacji ze względu na różne kryteria. Omówiono przeszkody w podnoszeniu innowacyjności jednostek administracji publicznej, by ostatecznie przestawić propozycje działań usprawniających. Z przeprowadzonych analiz wynika, że wskazane jest nastawienie na myślenie projektowe i współtworzenie, tj. aktywny udział obywateli w życiu publicznym, kształtowanie postaw i zachowań proinnowacyjnych wśród kadry urzędów, a także działania związane z technologią, takie jak podnoszenie dostępności i jakości e-usług publicznych, poprawa cyfrowej efektywności urzędów, integracja danych, a przede wszystkim zwiększenie dostępności i wykorzystania informacji sektora publicznego, czyli zapewnienie szerokiego dostępu do danych.
The article defines the concept of innovation in public organizations and classifies innovation due to different criteria. The author presents the obstacles in raising the innovation of public administration and finally makes the proposals for improvement actions. Analyses show that it is advisable to focus on design thinking and co-creation, it means active participation of citizens in public life, shaping the attitudes and proinnovation behavior among staff offices, as well as activities related to technology, such as improving the accessibility and quality of public e-services, improving the efficiency of digital office, data integration, and first of all to increase the availability and usage of public sector information, which is to ensure wide access to data.

Why do some public administrations perform better than others? This is an important question because the performance of public administration is an important factor of a country’s competitiveness and economic outcomes. Our outcome index for public administration captures ‘good governance’, which includes the six components of the World Bank index, representing responsiveness, effectiveness, and legitimacy of governments. Northern Europe scores especially well on good governance, followed by Oceania, Western Europe, Northern America, and Eastern Asia. Central, Eastern, and Southern Europe obtained the lowest scores in the public administration outcome index. Professionalism (as a dimension of the quality of public administration), freedom of the press, the degree of decentralization, and intensity of ICT expenditure were significantly positively correlated with good governance. Spending on tax administration, on the other hand, was significantly negatively correlated with good governance.
Dlaczego niektóre administracje działają lepiej niż inne? To ważne pytanie, bo działanie administracji publicznej jest istotnym czynnikiem konkurencyjności i wyników gospodarczych kraju. Nasz indeks wyników administracji publicznej pozwala uchwycić koncepcję good governance, na którą składa się sześć wskaźników opracowanych przez Bank Światowy, a wśród nich: reaktywność, efektywność i legitymizacja rządu. Najlepiej w zakresie good governance wypada Europa Północna, za nią plasuje się Oceania, Europa Zachodnia, Ameryka Północna i Azja Wschodnia. Europa Środkowa, Wschodnia i Południowa wypadają najgorzej w dziedzinie osiąganych przez administrację publiczną wyników, które obejmuje nasz indeks. Profesjonalizm (jeden z wymiarów jakości administracji publicznej), wolność prasy, stopień centralizacji i poziom wydatków na technologie informacyjne i komunikacyjne są istotnie pozytywnie skorelowane z good governance. Z kolei wydatki na administrację podatkową są istotnie negatywnie skorelowane z good governance.

The article discusses the factors affecting the threat of corruption in public administration in terms of the development and evolution of its structure during the political changes in Poland. The purpose of the publication is to draw attention to the activities aimed at safeguarding the mechanisms of administrative decision-making process from corrupt proposals targeting officials, and to present the possible elements essential for carrying out effective measures to prevent such behavior. Attention is also given to the necessity of taking into account the risks of corruption in setting priorities for the operation of public administration bodies.
Artykuł przedstawia czynniki wpływające na zagrożenie korupcją w administracji publicznej pod kątem rozwoju i ewolucji jej struktury w trakcie zmian ustrojowych w Polsce. W publikacji autor zwraca uwagę na działania, których celem jest zabezpieczeniu mechanizmów podejmowania decyzji administracyjnych przed propozycjami korupcyjnymi kierowanymi do urzędnika, oraz przedstawia możliwe elementy, niezbędne do prowadzenia skutecznych działań zapobiegającym takim zachowaniom. Zwrócono również uwagę na konieczność wzięcia pod uwagę zagrożenia korupcją podczas ustalania priorytetów działania administracji publicznej.
m Beitrag wurden Faktoren genannt, die die Korruptionsgefahr in der öffentlichen Verwaltung im Hinblick auf die Entwicklung und den Wandel ihrer Struktur während der politischen Veränderungen in Polen beeinflussen. In der Veröffentlichung wird auf Maßnahmen zum Schutz der Mechanismen der administrativen Entscheidungsfindung vor korrupten Vorschlägen, die sich an einen Beamten richten, hingewiesen und es wurden auch solche Elemente besprochen, die für die Durchführung wirksamer Maßnahmen zur Verhinderung eines solchen Verhaltens erforderlich sind. Es wurde auch darauf hingewiesen, dass die Korruptionsgefahr bei der Festlegung von Prioritäten für Maßnahmen der öffentlichen Verwaltung berücksichtigt werden muss.
В статье представлены факторы, влияющие на опасность коррупции в государственной администрации с точки зрения развития и эволюции ее структуры во время политических изменений в Польше. В статье автор обращает внимание на действия, направленные на защиту механизмов процесса принятия административных решений от коррупционных предложений, которые поступают в адрес должностного лица, и представляет возможные элементы, необходимые для осуществления эффективных действий по борьбе с таким поведением. Также обращается внимание на необходимость принятия во внимание опасности коррупции при определении приоритетов в деятельности органов государственной администрации.

New Public Management buduje nowoczesną relację państwo – obywatel w zakresie polityki społecznej, funkcjonowania administracji publicznej, organów sądowniczych oraz aktywizacji obywateli w ramach uczestnictwa w budżetach partycypacyjnych (obywatelskich).
Along with the economic growth the needs of society, demands and expectations towards public administration, as well as its rules and activities, are changing. The author defines the concept of public administration, public management (Public Administration Management) as a social innovation and a sub-discipline of management sciences, regulating processes in public and civil organizations sectors, which fill the market gap. New Public Management is building a modern state-citizen relationship in the area of social policy, functioning of public administration, judiciary authorities and active citizenship within the programme of participatory (civil) budgets.

Funkcjonowanie administracji publicznej powinno służyć podnoszeniu dobrobytu społeczeństwa poprzez efektywnie działające struktury, ale także dążeniu do stworzenia korzystnego klimatu inwestycyjnego. Szczególne znaczenie w tym zakresie ma obniżanie kosztów transakcyjnych i znoszenie barier instytucjonalnych utrudniających prowadzenie działalności gospodarczej. Biorąc pod uwagę rolę administracji publicznej we wzroście konkurencyjności gospodarki należałoby podjąć próbę budowy nowoczesnego i efektywnego aparatu administracji. Wymaga to jednak zmiany optyki widzenia problemu i przesunięcia punktu ciężkości z biurokracji w kierunku dobra publicznego zarówno obywateli, jak i podmiotów gospodarczych. Celem artykułu jest przedstawienie roli administracji publicznej w rozwoju społeczno-gospodarczym i wykazanie, iż konkurencyjna gospodarka wymaga efektywnie funkcjonującej administracji publicznej. W tekście przedstawiono także specyfikę funkcjonowania sektora publicznego, wskazując przy tym na kluczowe cechy dóbr i usług publicznych. Postawiono tezę, iż administracja publiczna, będąc częścią sektora publicznego, ma jednocześnie klasyczne właściwości przypisywane dobrom publicznym i tym samym może być uznana za dobro publiczne. Co więcej, administracja publiczna może być rozpatrywana niejako w podwójnej roli, jako instytucja sama w sobie jest bowiem dobrem publicznym, ale także jako instytucja, która świadczy dobra i usługi publiczne. Niniejszy artykuł stanowi teoretyczne rozważania nad administracją publiczną rozpatrywaną w kontekście dobra publicznego.
The functioning of public administration should serve to enhance the well-being of society through efficient structures, but also to create a favorable investment climate. Particular im-portance in this regard is to reduce transaction costs and remove the institutional barriers to do-ing business. Considering the role of public administration in increasing the competitiveness of the economy, one should attempt to build a modern and effective administration apparatus. However, this requires changing the perception of the problem and shifting the focus from bu-reaucracy to the direction of the public good of both the citizen and the business. The purpose of the article is to present the role of public administration in socio-economic development and to demonstrate that a competitive economy requires an effectively functioning public administration. The text also presents the specificity of the functioning of the public sector, indicating at the same time the key features of public goods and services. The thesis has been made that public administration, being part of the public sector, has at the same time classic properties attributed to public goods and thus can be considered a public good. What is more, public administration can be considered in a dual role, as an institution is in itself a public good, but also as an institution that provides public goods and services. This article is a theoretical consideration of public administration considered in the context of public good.

Dostęp do informacji to ważny czynnik umożliwiający skuteczne administrowanie państwem. Administracja publiczna jest jednym z największych użytkowników technicznych i programowych środków teleinformatycznych. Systemy informatyczne mogą usprawnić przetwarzanie danych, których ilość związana z funkcjami realizowanymi przez administrację publiczną szybko rośnie. Wydaje się jednak, że możliwości współczesnych środków technicznych i programowych teleinformatyki nie są w pełni wykorzystane i nie zawsze ich stosowanie przekłada się na wzrost efektywności działania administracji publicznej. Wynika to z faktu, że sprawność działania publicznych instytucji administrujących zależy również od celów i standardów mających zastosowanie w tej sferze, struktury organizacyjnej, zasobów ludzkich, zasobów finansowych i uwarunkowań prawnych. W artykule podjęto próbę identyfikacji i scharakteryzowania podstawowych czynników wpływających na efekty procesu cyfryzacji usług administracji publicznej.
Access to information is one of the most important factors that allow to administer the state effectively. Public administration is one of the biggest user of technical and program means of teleinformatics. Information technology considerably facilitate entities and public institutions the processing of the continuously increasing amount of data concerning conducted activity. This process, in consequence, should streamline the functioning of administration, make it easier for clients, employees and partners to do their everyday tasks. It seems, however, that the speed of the processing of data does not lead directly to an increase in effectiveness of administration that also depends on objectives and standards applicable in this sphere, an organizational structure, human resources, financial resources and information resources. An attempt to characterise basic issues concerning information management in administration was made in the article.

The article deals with the problem of national security in the contemporary world which is greatly influenced by the process of globalization and digitalization. The paper highlights the role of national security in modern state building. The following issue has been of great interest to many outstanding scientists worldwide especially since the beginning of the XXI century. However, the subject matter of national security in the system of public administration has not been clearly defined yet. Therefore, the paper analyzes the approaches to define national security and points out its distinctive features. Moreover, it emphasizes the fact that at the level of national, regional and global relations the concept of national security is often associated with security strategies. Thus, the article puts emphasis on the predominant characteristics that help to distinguish between these two concepts. In addition, the research clarifies the characteristic features of national security as well as state security. Security, like many other categories of social sciences, does not have a conclusive definition. What is more, the category of security has an interdisciplinary significance. Therefore, scientists define it in accordance with the subject matter and the specifics of cognition and research. Nevertheless, many outstanding scholars view security as an anthropocentric category related to man’s socialessence and value. Accordingly, security presupposes having freedom from the risk, danger and the threat of change to the worse. Most scientists agree that security is a constituent of every aspect of human life. Consequently, security issues consideration is of great significance. All in all, nowadays it is greatly important to achieve a state of security as our globalized society frequently leads to different challenges and dangers. The results of the research contribute to better understanding of the issue and make it possible to introduce effective mechanisms of public administration in the field of national security.

Przedmiotem studium jest ewolucja myśli administracyjnej od prawniczego ujęcia właściwego Rechsstaat oraz od kolejnych ujęć związanych z teorią organizacji (choć pierwsze z nich, Study of Administration Woodrowa Wilsona, programowo należało do sfery nauk politycznych) do obecnych koncepcji public governance, mających za punkt odniesienia społeczeństwo obywatelskie i interesariuszy administracji publicznej. Kolejne podejścia do problematyki administracji publicznej nie zrywały całkowicie z wcześniejszymi koncepcjami i realizacjami, lecz tworzyły nakładające się na siebie „warstwy”, składające się na współczesną wizję administracji publicznej.
The study presents the sense of evolution of thinking on public administration – from a legal approach caracteristic of the Rechtsstaat and furher approaches linked with theory of organisation (though the first of them, Woodrow Wilson’s Study of Administration was declared to belong to political science) to present ideas of public governance, oriented on civil society and public administration stakeholders. The subsequent approaches of public administration have not been breaking fully with the previous ones and their implementations, but they have been a kind of „layers”, laid one after another one, and producing the present vision of public administration.

National defence training of public administration personnel can be broadly defined as a set of activities undertaken at all levels of public administration, aimed at preparing staff to perform offi cial duties concerned with state defence. This paper opens with the presentation of essential areas of national defence training. The subsequent section provides an overview of implementations of national defence training at various levels of public administration and at Higher Universities. The final part of this analysis describes the assumptions of a new didactic framework of courses in defence for public administration and national authorities at the Faculty of National Security of War Studies University in Warsaw.

Celem niniejszego opracowania jest próba odpowiedzi na pytanie, dlaczego i w jakim stopniu argumenty wyrażone w poprzednich decyzjach stosowania prawa (precedensach) – zarówno pochodzących od samej administracji, jak i od władzy sądowniczej – mogą wpływać na rozwój i kształt (treść) polityk administracji publicznej. Dodatkowo omówiono ograniczenia tego zjawiska w państwie prawa.
