Zagadnienie odpowiedzialności dyscyplinarnej w zawodach prawniczych od lat cieszy się dużym zainteresowaniem badaczy prawa. W ostatnim dziesięcioleciu powstało kilka prac monograficznych i liczne opracowania artykułowe tyczące się tej kwestii, niemniej jednak całościowe ujęcie odpowiedzialności dyscyplinarnej komorników sądowych nie zostało dotąd kompleksowo opisane. Z tej perspektywy recenzowana rozprawa może być uznana za twórczo uzupełniającą tę lukę. Jest to opracowanie naukowe, rzetelnie kreślące pojawiające się w doktrynie kontrowersje, a jednocześnie pozostaje ono silnie osadzone w aspekcie pragmatycznym, pełniąc funkcję swego rodzaju komentarza do regulacji prawnych statuujących podstawy odpowiedzialności dyscyplinarnej komorników sądowych. Wybór tematu opracowania i sposób jego ujęcia zasługuje zatem na pełną aprobatę.

The article refers to an earlier publication regarding "reinforcing" overlays on welded joints. In this context, the main principles of designing welded structures were reminded. To verify the principle of not using overlays on the welds, an FEM simulation of such a model was performed. Simulation proved that weld overlays used in plate girder structures are ballast, because they do not participate in stress transfer when tensile is dominant. In addition, they generate a stress concentration in the corner of the pad, which greatly reduces the time to fatigue failure of the structure. A list of the recommendations, requirements for the correct use of overlays on welded joints is given.

Opis:
Linear topological properties of the Lumer-Smirnov class $LN_∗(\mathbb{U}^n)$ of the unit polydisc $\mathbb{U}^n$ are studied. The topological dual and the Fréchet envelope are described. It is proved that $LN_∗(\mathbb{U}^n)$ has a weak basis but it is nonseparable in its original topology. Moreover, it is shown that the Orlicz-Pettis theorem fails for $LN_∗(\mathbb{U}^n)$.

The development of mobile systems and wireless data transmission technologies has allowed us to use distributed devices and computer systems on a greater scale. Recently, there has been an increasing need for secure, efficient, and simple notification methods for wireless systems. Such systems are meant to provide users with precise tools best suited for work or leisure environments, and a lot of effort has been put into creating a multitude of applications. At the same time, however, not much research has been made into determining which of the available protocols are best suited for each individual task. A number of basic notification methods are presented here, and tests have been performed for the most-promising ones. An attempt has been made to determine which of the methods have the best throughput, latency, security, and other characteristics. A comprehensive comparison is provided, which can be used to select the right method for each individual project. Finally, conclusions are provided, and the results from all of the tests conducted are discussed.

Błąd jest wszechobecny. Występuje w każdej sferze ludzkiej działalności, albowiem człowiek nie jest nieomylny. Błędów zatem nie sposób uniknąć, w szczególności gdy podejmuje się działalność nowatorską. Błąd jest wobec tego nieodłącznym elementem postępu. Jest także powszechny. Pojawia się bowiem m.in. w medycynie pod postacią tzw. błędu lekarskiego, w matematyce – jako błąd obliczeniowy, na gruncie języka – jako błąd ortograficzny, czy też w budownictwie – jako błąd konstrukcyjny. Błąd jest również egalitarny, gdyż nie zależy od wieku, płci, zarobków, statusu społecznego, profesji, etc. Zależny jest właściwie tylko od zdolności intelektualnych danej osoby. Warto zatem przyjrzeć jego postrzeganiu w różnych dziedzinach, nie wyłączając prawa karnego.
The error is ubiquitous. It occurs in every sphere of human activity, for man is not infallible. Mistakes can not be avoided, especially when innovative activities are undertaken. Error is therefore an inseparable element of progress. It is also common. Appears, for example in medicine in the form of the so-called medical error, in mathematics – as a computational error, on the basis of language – as a spelling mistake or in construction – as a construction error. The error is also egalitarian because it does not depend on age, sex, earnings, social status, profession, etc. It depends only on the intellectual abilities of the person. It is worth looking at his perception in various areas, including criminal law.

The basic goal of the text is to follow the work strategy on selected pedagogical concepts as part of  educational discourses. I assume that within the framework of the functioning of discursive practices in education, a certain work is done, which flattens the conceptual grid regarding education. Thus, these concepts are unambiguous, boil down to the most direct, superficial and obvious meaning. The way of thinking about education, present in the dominant discourses located in the social circulation, causes that educational processes are devoid of meaning wealth. This is how it sets the playing field in thinking about education, designing educational policy and educational practice. The treatment, which is to restore the educational discourses to depth, aporethism, internal struggle, the element of contradiction is to launch a specific etymological work that reveals the fuller meaning of the basic concepts that build the educational imagination. Thanks to this, a certain contrast will also be created between the extracted meaning and those meanings that are promoted in the most varied discursive practices launched in the field of education

Advanced oxidation processes (AOP) are reviewed in the context of organic matter removal, especially of low-molecular-weight toxic substances from water. The mechanism governing the AOP involves the oxidizing potential ofhydroxyl radicals. Free radical reactions, O3/H2O2, H2O2/UV and O3/UV processes, Fenton's reagent, as well as photochemical and photocatalytic methods of oxidation arediscuss'ed in moredetail. Making use of reported data and of the results obtained in his own studies the author of the paper draws attention to the applications of AOP, particularly to the removal of organic substances which are not amenable to conventional treatment.

We analyzed DNA damage, mitotic activity and polyploidization in Crepis capillaris callus cells during short- and long-term in vitro culture, and the influence of plant growth regulators on these processes. Changes in the concentration of growth regulators altered the stability of callus. The level of DNA damage was highly dependent on the growth regulator composition of the medium. Cytokinin at high concentrations damaged DNA in the absence of auxin. Short- and long-term callus differed in sensitivity to growth regulators. Mitotic activity changed when callus was transferred to medium with modified growth regulators. Callus cell nuclear DNA content increased with age and in response to plant growth regulators. Hormones played a role in the genetic changes in C. capillaris callus culture. We demonstrated the usefulness of C. capillaris callus culture as a model for analyzing the effect of culture conditions, including plant growth regulators, on genetic stability.

The aim of this study was to determine whether the weeds accompanying potato crops can be a source of Alternaria spp. causing Alternaria leaf blight and to determine the genetic similarities of Alternaria alternata isolates infecting selected weeds: Chenopodium album, Cirsium arvense and tested potato cultivar. Three-year field experiment was conducted on the potato cultivar ‘Vineta N’. The isolates were classified into different species on the basis of macro- and microscopic features. In each year of the study, A. alternata dominated among the isolated fungi colonizing the leaves of potato plants and the selected weeds. The genetic similarities of A. alternata isolates was determined by the RAPD-PCR method. Tested genetic forms of A. alternata were closely related; only small differences in the pattern of the separated amplification products was evidenced. The dominance of A. alternata on the weeds accompanying potato crops suggests that if weed infestation is extensive, the pathogen is very likely to spread and its population to increase.

In this paper we discuss some physical limits for scaling of transistors and conducting paths inside of semiconductor integrated circuits (ICs). Since 40 years only a semiconductor technology, mostly the CMOS and the TTL technologies, are used for fabrication of integrated circuits on an industrial scale. Miniaturization of electronic devices in integrated circuits has technological limits and physical limits as well. In 2010 best parameters of commercial ICs shown the Intel Core i5-670 processor manufactured in the technology of 32 nm. Its clock frequency in turbo mode is 3.73 GHz. A forecast of the development of the semiconductor industry (ITRS 2011) predicts that sizes of electronic devices in ICs circuits will be smaller than 10 nm in the next 10 years. At least 5 physical effects should be taken into account if we discuss limits of scaling of integrated circuits.

The subject of this article is network management through web service calls, which allows software applications to exert an influence on network traffic. In this manner, software can make independent decisions concerning the direction of requests so that they can be served as soon as possible. This is important because only proper cooperation including all architecture layers can ensure the best performance, especially when software that largely depends on computer networks and utilizes them heavily is involved. To demonstrate that the approach described above is feasible and can be useful at the same time, this article presents a switch-level load balancer developed using OpenFlow. Client software communicates with the balancer through REST web service calls, which are used to provide information on current machine load and its ability to serve incoming requests. The result is a cheap, highly customizable and extremely fast load balancer with considerable potential for further development.

Opis:
New palaeomagnetic poles obtained from the Vendian tuffs and basalts of western Ukraine indicate the necessity of a substantial revision of the Late Vendian-Early Cambrian palaeogeography of the Baltic plate. The palaeopole calculated for the most stable component isolated from the Vendian tuffs and basalts is far away from the Vendian-Cambrian apparent polar wander path (APWP), constructed on the basis of Scandinavian poles but is very close to the pole recently isolated from the Vendian sediments of the White Sea Region. Depending on the polarity of the newly-determined Late Vendian pole, two palaeogeographic models of the Baltic plate in the Late Vendian-Early Cambrian are possible. In our preferred model the Baltic plate moved at that time from the moderate southern latitudes to the equator rotating anticlockwise of ca. 120 degrees Celsius. This reconstruction explains the geological structures of the marginal zones of Baltica better than the previously proposed stationary model of the Late Vendian-Cambrian Baltica. According to the new late Vendian palaeogeographic scenario, the European, passive margin of Baltica was separated from an active, Avalonian margin of Gondwana. The Late Neoproterozoic tectonic structures of the Brunovistulian Terrane and the Małopolska Block were developed near the present day southwestern corner of Baltica that was tectonically active at that time. Alternative reconstruction shows the Baltic platemoving from the moderate northern latitudes in the Vendian, crossing palaeoequator in the latest Vendian, and reaching moderate southern palaeolatitudes in the Late Cambrian. This model, however, would have required exceptionally high plate velocity (ca. 33 cm/year).

Reklama zewnętrzna stała się nie tylko „niezbędnym dla codziennego funkcjonowania miasta środkiem porozumienia” (Wallis), ale coraz częściej utrudnia funkcjonowanie mieszkańców, wywołując chaos informacyjny, a także prowadząc do wizualnego skażenia przestrzeni publicznej. Autor podjął badania nad wpływem reklamy zewnętrznej na stan wizualnego skażenia przestrzeni trzech śląskich miast: Rybnika, Katowic i Bielska-Białej, oraz przeprowadził wywiady nt. stosunku mieszkańców Rybnika do reklamy zewnętrznej w ich mieście. Wyniki badań wskazują, że reklama zewnętrzna w istotny sposób przyczynia się do wizualnego skażenia miasta. Zaprezentowane zostały też formy wizualnego skażenia w centrum miasta i poza nim oraz opinie mieszkańców Rybnika o funkcjonowaniu reklamy zewnętrznej w mieście.

Based on NFZ published aggregate data, the public spending on cancer care in Poland was 6.3 billion PLN in 2011 (or approximately 10% of total public health spending). Poland is one of the few large countries in the world that has two centralised and public data sources for cancer, namely the National Cancer Registry (NCR, pol. Krajowy Rejestr Nowotworów – KRN) and activity expenditure database run by the National Health Fund (NFZ, pol. Narodowy Fundusz Zdrowia). We show in our article that having a population-based registry and a complete treatment/clinical care dataset is a necessary condition to have a useful cancer strategy data set that can in turn lead to evidence based health policies in the area of cancer. Lack of audited and publicly available cancer data means that a coherent cancer strategy, assessing service provision and cost effectiveness of treatments and monitoring outcomes is, in our opinion, currently not possible in Poland. We postulate that Poland should create a task force to create cancer data strategy based on NCIN (National Cancer Intelligence Network) in the UK or Cancer Australia.

A total of 297 samples for palaeomagnetic studies were collected from Upper Gzhelian through Spathian sediments of the Isfjorden area (central Spitsbergen). In spite of extensive Cenozoic remagnetisation the studied rocks yielded palaeomagnetic poles and magnetostratigraphy. Almost all Permian samples were reversely magnetised during Kiaman superchron. Normal-polarity samples appear in the Ufimian and Kazanian sediments. The topmost samples from the Kapp Starostin Formation (Upper Permian) contain reverse polarity. The magnetic polarity record noted in the Early Triassic (Griesbachian-Spathian) sequences is fully convergent with magnetic polarity schemes obtained in the Canadian Arctic and Deltadalen type section.

Opis:
Purpose: Comparative analysis of human capital and its efficiency in enterprises with various business profiles, especially the so-called old and new economy. Design/methodology/approach: The analysis was carried out on the example of companies listed on the Warsaw Stock Exchange operating in the industrial and high-technology sectors. For its purposes, indicators based on financial data and used, among others in the method of assessing the efficiency of intellectual capital - VAIC. Findings: The obtained results allow to conclude that the situation in terms of human capital level and its efficiency, including labour efficiency, in the analysed enterprises is highly diversified. These differences not only exist between companies from different sectors, but also within individual sectors, industrial as well as high-tech. Companies from high-tech sectors are generally characterized by a higher human capital level, as well as its efficiency, which is particularly distinguished by the sector Video Games Developers. Research limitations/implications: Due to the limited quantitative research sample, compared to the total number of companies listed on the Warsaw Stock Exchange and the industries and sectors they represent, the results obtained and the conclusions drawn on their basis can be treated as preliminary and contributing to further broader research. Practical implications: As the results of the analysis show how individual industrial and high technology companies compare to the competition in terms of the level and efficiency of human capital, it may be an indication for their management boards of the need for actions aimed at improving the efficiency of human capital. Social implications: As the subject of the analysis is human capital in an enterprise, its results may contribute to changes in the field of corporate social responsibility in the analysed enterprises in the area of employees. Originality/value: The topic of the article is not new, but in the literature there are hardly any studies on the assessment of the efficiency of human capital in the intersectoral approach.
