The article is showing a concept of critical infrastructure systems’ safety states model. Model construction is basing on: popular technical systems’ safety states models, and notions specified in acts of law and other studies concerning crisis management. Paper is including some concept of proposed model usage possibilities ‐ methods and procedures for estimating unknown basic parameters of safety states transitions process: identifying the distributions of its conditional lifetime at safety states, estimating probabilities of its staying at safety states at the initial moment, probabilities of its transitions between safety states and parameters of the distribution for the description of its conditional lifetimes at safety states.

Besides, today’s highly advanced technology companies over the world have developed various innovative systems that can be utilized to minimize carbon emission, thus giving assurance to relevant investors that their investments are most likely to turn out well with a considerable financial gain in the short or long term. Despite all such favorable developments, in a general look, shipping companies seem reluctant in making use of technologies providing efficiency in energy consumption. This reluctance has eventually brought about the term “Energy Efficiency Gap”. This research conducts a questionnaire, created by Acciaro et al. [1], among the shipping companies in Turkey. 20 respondent companies, who represent 26 percent of the Turkish owned merchant marine fleet of over 1000 gross tonnage in terms of deadweight cargo capacity, participated in the research. The Pearson correlation analysis was used, and interpretations were made according to the obtained statistical values. The aim of the research was to identify reasons and points restraining the use of new technologies regarding energy efficiency, as well as to develop proposals for the innovators in this field about how to overcome this handicap concerning technical and managerial aspects of gaining energy efficiency.

This study aims to improve an earlier safety analysis of port and maritime transportation systems in two cases. The first case does not consider outside impacts and the second case operates under the assumption that they are impacted by their operation processes. New and original suggestions on separate and joint system safety and operation cost optimization are also described and future research is also outlined. Probabilistic modeling methods are used as the research methods. The proposed research procedures enable the determination of the safety function and risk function for the port oil terminal critical infrastructure and the maritime ferry technical system in both examined cases, based on the strictly exact statistical data about their operation processes and on the improved approximate evaluations of their components safety parameters through expert opinion methods that originate directly from the users of these systems. Other proposed practically significant safety and resilience indicators are the mean lifetime up to the exceeding of a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the intensity of ageing/degradation in both cases, the coefficient of operation process impact on system safety, and the coefficient of system resilience to operation process impact in the second case. As a result of this research, it is originally found that the proposed cost optimization procedures and the finding of the corresponding system safety indicators deliver an important possibility for the system total operation cost minimizing and keep fixed the corresponding conditional safety indicators during the operation. It was also established that the proposed system safety optimization procedures, and corresponding system operation total costs, deliver an important possibility for the system safety indicators maximization and keep fixed the corresponding system operation total costs during the operation.

The probability of an accident in transportation systems can serve as a measure of these systems safety or risk, depending on the objective. Therefore numerous methods and models for risk evaluation, with respect to maritime, have been developed. However, these models are either too simplified, allowing relatively fast analysis but very often missing the substantial links among the model variables, or they are too slow for effective analysis, due to computational complexity, not necessarily being backed-up with the complexity of the model itself. Thereby, this paper introduces a novel method evaluating the probability of ship-ship collision in the maritime transportation system focusing on the open sea collisions, applying the queuing theory in the simulation model. The model allows relatively fast prediction as it focuses on the specific events (e.g. accidents), instead of simulating the whole traffic. To support this hypothesis a case study is presented focusing on a selected element of transportation system in operation.

Celem artykułu jest analiza obowiązujących regulacji w zakresie odpowiedzialności i rozłożenia ryzyka spowodowanego utratą lub uszkodzeniem ładunku podczas transportu morskiego. W artykule omówiono kwestie wyłączeń odpowiedzialności przewoźnika na gruncie Reguł hasko-visbijskich w kontekście uszkodzeń albo zniszczeń towaru powstałych w trakcie transportu morskiego. Artykuł zawiera analizę powszechnie stosowanych klauzul instytucjonalnych w umowach ubezpieczeniowych zawieranych przez ubezpieczycieli. Autorka zwraca uwagę na konieczność nowelizacji przepisów, które dotyczą wyłączeń odpowiedzialności przewoźnika za szkody bądź uszkodzenia ładunków w czasie transportu morskiego. Dawne instytucje prawne służące rozłożeniu ryzyka są przestarzałe i mało efektywne, choć nadal funkcjonują w prawie morskim ze względu na jego tradycjonalizm i uprzywilejowanie grupy armatorów. Patrząc jednak na specyfikę transportu morskiego, zwiększającą się ilość towarów transportowanych drogą morską oraz tendencję wzrostową we współpracy polskich przedsiębiorców z zagranicznymi przewoźnikami, powinna zostać poruszona kwestia zmiany podstawy prawnej dotyczącej tej gałęzi transportu.
The aim of the article is to analyze the applicable regulations regarding liability and risk distribution caused by the loss or damage of cargo during sea transport. The article discusses the issues of exclusion of carrier liability under the Hague-Visbian Rules in the context of damage or destruction of goods created during maritime transport. The article contains an analysis of commonly used institutional clauses in insurance contracts concluded by insurers. The author draws attention to the need to amend the provisions that apply to the exclusion of carrier’s liability for damage or damage to cargo during sea transport. Former legal institutions serving the distribution of risk seem to be outdated and not very effective. These institutions are still functioning in maritime law through its traditionalism and privileging the group of shipowners, and due to the specificity of maritime transport, the increasing amount of goods transported by sea and an upward trend in the cooperation of Polish entrepreneurs with foreign carriers, the issue of changing the legal basis in this transport branch.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

A paradigm shift is presently underway in the shipping industry promising safer, greener and more efficient ship traffic. In this article, we will look at some of the accidents from conventional shipping and see if they could have been avoided with autonomous ship technology. A hypothesis of increased safety is often brought forward, and we know from various studies that the number of maritime accidents that involves what is called “human error” ranges from some 60‐90 percent. If we replace the human with automation, can we then reduce the number of accidents? On the other hand, is there a possibility for new types of accidents to appear? What about the accidents that are today averted by the crew? This paper will present a method to assess these different aspects of the risk scenarios in light of the specific capabilities and constraints of autonomous ships.

The International Atomic Energy Agency (IAEA) estimates that 10 million shipments of radio-active materials are transported annually. Each shipment is made up of either a single package or a number of packages transported from one location to another. The vast majority of these shipments, some 95%, relate to non-fuel cycle transports such as the transport of smoke detectors, and cobalt sources for medical purposes. Only 5% relate to nuclear fuel cycle transports. This study investigates the safety stability aspect, harmonized regulation based transportation, sustaining shipment aspect for the transportation of radioactive materials by ships. Consequently the originality of this paper appears the alignment of existing maritime rules and regulations with the IAEA regulations in order to provide easy understanding and usage for the establishment of code of safe and secure practices for seafarers with the countermeasures and harmonized regulations that are practically implemented by the navigation officers and Master.

In this paper we analyse several ways to compute the weights from the Regularized Han (RH) algorithm, the regularized version of Han’s algorithm for approximating the least squares solutions of inconsistent (incompatible) systems of linear inequalities. The paper has been written within the European EUREKA Project E!2772, initiated and completed at the Faculty of Ocean Engineering & Ship Technology, Gdansk University of Technology in the years 2001-2003. A problem has been solved concerning mathematical optimisation of a fleet of multipurpose sea-river vessels for European short-shipping reguIlar lines, in the area of The North and Baltic Seas, on the level of marine transportation , task, by the non-linear programming methods with constraints. A method is proposed which enables existing criteria of stability to be included as constraints in the optimisation model of a jleet. In the numerical examples, three typical criteria of intact stabiliry: by IMO, PRS, and HSMB have been selected to demonstrate a post-optimisation feasibility analysis of principal parameters of ships.

The importance of quality management practices in the achievement of operational results and customer satisfaction in logistics has been asserted in many studies. Satisfy the customer through the control of the triptych "Quality, Cost, Time". Therefore, the survival of enterprises must include control of all processes. Or, find the links existing between the logistics chain parts and requirements of the quality process is not easy, for this reason it is better to make mapping process to award the possible links so that we can adapt these two concepts together. This paper presents the results of an exploratory survey investigating the status of quality management practices in the logistics function in the logistics chain of shipping maritime transportation.
Znaczenie praktyk zarządzania jakością w osiąganiu wyników operacyjnych i zadowoleniu klienta w logistyce udowadniane było w wielu badaniach. Satysfakcjonowanie klienta poprzez kontrolę tryptyku "jakości, kosztów, czasu". Dlatego też prawidłowe funkcjonowanie przedsiębiorstwa musi obejmować kontrolę nad wszystkimi procesami lub znaleźć powiązania istniejące między elementami łańcucha logistycznego i wymaganiami jakościowymi procesów, co w rezultacie nie jest łatwe. Z tego powodu korzystniejsze będzie stworzenie procesów mapowania dla przydzielania ewentualnych powiązań, tak abyśmy mogli dostosować te dwa zagadnienia razem. W artykule przedstawiono wyniki badania ankietowego oceniającego poziom praktycznego zarządzania jakością funkcji logistycznych w transporcie żeglugą morską.

As in every industry at risk, the human and organizational factors constitute the main stakes for maritime safety. Furthermore, several events at sea have been used to develop appropriate risk models. The investigation on maritime accidents is, nowadays, a very important tool to identify the problems related to human factor and can support accident prevention and the improvement of maritime safety. Part of this investigation should in future also be near misses. Operation of ships is full of regulations, instructions and guidelines also addressing human factors and safety culture to enhance safety. However, even though the roots of a safety culture have been established, there are still serious barriers to the breakthrough of the safety management. One of the most common deficiencies in the case of maritime transport is the respective monitoring and documentation usually lacking of adequacy and excellence. Nonetheless, the maritime area can be exemplified from other industries where activities are ongoing to foster and enhance safety culture.
