Opis:
Germany has notable land management and planning traditions. As part of their formal responsibilities, local governments have powers to regulate and structure their areas and landscapes through land-use planning. They use it to prepare and guide land-uses for development purposes in Municipalities. This study presents the Bavarian experience of land-use planning in relation to public administration. The study emanated from a research conducted at Technische Universität München and funded by the GERMAN ACADEMIC EXCHANGE SERVICE. It uses data from semi-structured interviews with land management experts, Mayors and public administrators at different levels of public administration. The authors used these interviews to discern the scope, nature and role of public administration of land-uses at either the local or regional scale. It led to four findings. The two major ones being that: first, based on good governance principles, there are contradictions in the administration of land-use planning in Germany. Second, there are no harmonised criteria for assessing the efficiency and effectiveness of land-use planning administration. By way of recommendation, it suggests an Efficiency Assessment Criteria and Method of land-use planning through public administration, among others suggestions.

Land use conversion is a dynamic process that occurs all over the world. The scale of this process is global, and depends on related driving forces. There are numerous case studies of land use changes but only a few synthesise the results. The aim of the study is to analyse historical land use conversions in two villages located in peri-urban areas of the city of Kraków, and in particular, to indicate the directions of these changes associated with the distance of the given village to Kraków. The examples of two villages were selected so as to indicate the direction of changes in the immediate vicinity of the city as well as in a zone further outside the city. The aim is also to present a possible approach to monitoring the long-term development of these areas. As regards Poland, the expansion of urban pattern of land development outside the administrative boundaries of cities results in direct interference in agricultural production space, and not infrequently in areas having particular natural and cultural values. This is also the case within the zone of the direct impact of the city of Kraków on areas located to the south of the urban agglomeration. The article confirms that the changes involve the conversion of agricultural areas into built-up and urbanised areas. Nevertheless, the study results indicate an unexpected increase in the area of wasteland in close vicinity of the city, despite soil conditions being favourable to pursuing agricultural activities. It is a long-term study, which considers precise maps showing land use structure. It is the first step towards designing multi-scale studies that would consider land use changes in the neighbourhood of metropolitan areas.

The purpose of this paper is to identify both the real and optimal place of environmental issues within the spatial management system. The focus was primarily on the key spatial policy tool - local spatial management plan. It was outlined how environmental constraints are taken into account in these plans and the actual facts were evaluated. In the spatial management system, a special protection is given to the environmental values of the area. The principle of spatial order expressed in the Spatial Planning Act refers, among others, to issues related to the protection of the environment.

It is observed increasing of abandoned land in Poland in last decade of 20th century. The part of abandoned land is usually covered by birch tree community. The entrance of birches, especially on pure sandy area, changes properties of soil. The samples of soil horizons, litter in different stages of decomposition and leaves from birch trees, were taken into analysis. The role of birch was analysed also in comparison to arabie land, abandoned land without trees and different ages birch trees communities. After the entrance birch trees soil profiles were enriched in nitrogen and elements such as aluminium, iron, cadmium, lead, cobalt, zinc, which were moved from soil or come from atmospheric load and were accumulated in litter or humus horizon. Compared to arabie land, some elements (for example calcium) had lower concentration under birch trees. After several years without fertilization the relationship between elements were changed. In early stages (until 10 years) in litter horizons potassium prevails calcium, later - calcium prevails potassium . Birch trees made soil environment more natural compared to arable land.

The value of the integrated indicator of the united territorial communities land use is determined. An assessment of the integral indicator was carried out and directions for the development of methodological recommendations to improve the efficiency of land use of the united territorial communities were identified. A feature of the use of GIS for analysis and visualization of integrated indicators of land use of the united territorial communities is the development of a geoinformation analysis scheme. The developed scheme of geoinformation systems using for modelling, evaluation, and analysis of integrated indicators of the united territorial communities land use gives the opportunity to form information and analytical support of monitoring based on geospatial information and to create the basis for increasing the united territorial communities land use. The sequence obtained in the article ensures the monitoring of changes in the spatial characteristics of the lands of the united territorial communities in the region. The results of determining the integral indicators of land use of the united territorial communities obtained in the article make it possible to carry out geoinformation analysis and build a GIS map of the land use. The developed GIS map allows the formation of information and analytical monitoring support based on the values of integrated indicators of land use. Also, the data of the presented map allow to predict the directions of land use of the united territorial communities, to compare them by territorial features and features depending on changes of system spatial, urban, investment and ecological factors.

The Ukrainian agricultural sector is one of the areas of the domestic economy with a positive foreign trade balance. Promising areas of export-oriented agricultural production ensure the deepening of the processing level of agricultural products, raising their quality to European standards, creating conditions for a general increase in agricultural production, improving the export structure, intensifying the regulatory role of the state, and supporting domestic exports. The primary goal of the agricultural land-using development business model is to present a comprehensive picture of both the specific land-use and the agricultural enterprise, and to agree on different points of view on the functioning of the agricultural enterprise. The convergence process will combine elements of systems of different natures, subordinating them to the general goal defined by the subject of management. An example may be the following antagonistic couples, which are controversially perceived by the scientific community and agricultural production practitioners: land use and protection; government regulation and the market; quantity and quality of natural resources, including land resources and agricultural products; right to private ownership of land and right of use; strengthening monopolization (of farms) in the field of agricultural land-use and the development of small and medium-sized enterprises; public and private interests; domestic and foreign markets; formal and informal institutions of land-use and protection; integration with the European Union and the world community.

Land Use and Land Cover (LULC) maps play an important role in an environmental modelling, and for many years efforts have been made to improve and streamline the expensive mapping process. The aim of the study was to create LULC maps of three selected water catchment areas in South Poland using a Geographic Object-Based Image Analysis (GEOBIA) in order to highlight the advantages of this innovative, semi-automatic method of image analysis. the classification workflow included: multi-stage and multi-scale analyses based on a data fusion approach. Input data consisted mainly of BlackBridge (RapidEye) high resolution satellite imagery, although for distinguishing particular LULC classes, additional satellite images (LANDSAT TM5) and GIS-vector data were used. Accuracy assessment of GEOBIA classification results varied from 0.83 to 0.87 (kappa), depending on the specific catchment area. The main recognized advantages of GEOBIA in the case study were: performing of multi-stage and multi-scale image classification using different features for specific LULC classes and the ability to using knowledge-based classification in conjunction with the data fusion approach in an efficient and reliable manner.

The development of linear infrastructure increases the degree of fragmentation of natural areas and has a negative impact on biodiversity and the range of available ecosystem services. The basic competing land use model is expanded to include infrastructure development. The extended model leads to the conclusion that due to the dual impact of the infrastructure (lowering the value of ecosystem services and increasing the private rents to developed land), the size of the natural area in the long-term equilibrium will be lower compared to the basic model. The preservation of nature ceases to be profitable enough. Infrastructure also reduces the marginal costs of conversion and thus increasing the volume of natural land being converted at avery moment along the transition path. If the decisions on optimal management of natural areas and infrastructure development are undertaken together, the result is a lower density of the infrastructure network and a larger ecosystem area in the steady state.

Wolny dostęp do zbiorników wodnych w celu zaspokojenia podstawowych potrzeb człowieka jest obecnie bardzo skomplikowany na Ukrainie. Brzegi rzek i jezior zostały zabudowane nielegalnie. Do tego celu wykorzystano różne sposoby mające na celu obejście prawa. W artykule analizie poddano szeroko rozpowszechnione metody uzasadniania rozwoju wybrzeży rzek i jezior, których celem jest ograniczenie bądź zakaz dostępu do zbiorników wodnych. Ponadto wskazano na wady przepisów prawnych dotyczących dostępu do zbiorników wodnych. Udowodniono, że wolny dostęp do zbiorników wodnych nie może być zabezpieczony tylko poprzez zakaz wykonywania prawa własności lub wykorzystania działek znajdujących się przy ich brzegach. Reżim prawny nadbrzeżnych pasów ochronnych jest niejednoznaczny i zarazem sprzeczny z reżimem rozwoju miejscowości przybrzeżnych, ponieważ nie zapewnia wolnego dostępu do zbiorników wodnych. Należy podkreślić, że dla zapewnienia możliwości wolnego dostępu do zbiorników wodnych może być wykorzystane prawo adresowane do ogólnego użytkowania gruntów. Porównując rozwiązania stosowane w przypadku podobnych problemów w Polsce, stwierdzono, że konieczne jest zwiększenie skuteczności działań kontrolnych, co pozwoli na wykrywanie nielegalnej działalności na wczesnych etapach i jej zapobieganie.
Free access to water bodies to meet basic human needs in Ukraine is currently complicated. The banks of rivers and lakes are built up in violation of the law. Th author analyzes the widespread ways of substantiating the development of the banks of rivers and lakes in Ukraine that undermine the possibility to access these water objects. The conclusion of the inconsistency of the legislative provisions on access to water bodies is made. It is proved that free access to water objects cannot be provided only by the prohibition of granting ownership or use rights of the parcels on the banks. Th regime of the coastal protective strips is confusing, contradicts to the regime of development of coastal settlements and does not ensure free access to water bodies. A general land use right may be used to guarantee free access to water objects. A comparison of ways to overcome similar problems in the Republic of Poland is conducted. The necessity of increasing the effectiveness of control activity, which would allow at the early stages to detect and stop illegal activity, that leads to the impossibility of free access to water objects, is substantiated.

The purpose of this paper was the estimate of the substratum compaction in various soil types and under various conditions of use. The compaction characteristics were performed on the basis of bulk density of soil. It was performed on various types of soil, built of various materials, occurring in the vicinity of Płock. The soils are farming land. The greatest substratum compaction was observed in arable lands, built of light loam, silt and loamy sand. The difference in bulk density between the layer at the depth of 25 - 35 cm and the adjacent horizons reaches 0.3 Mg per cubic metre. In soils used for green crops the substratum layer does not show a large difference between the adjacent layers, but the values of bulk density are equal to about 1.6 - 1.8 Mg per cubic metre already near the surface. Higher values of bulk density at the depth of 25 - 35 cm were observed in 68% of soils under investigation.

It is proved that the regional land-use territorial development is influenced by many factors, so the study of the assessment of territorial development is an urgent task. As a result of generalization of theoretical and methodological provisions, the definition of regional land-use territorial development is given, which is characterized as a system category that defines permanent transformational changes and considers spatial, urban, environmental and investment factors and improves land-use efficiency. It is established that the existing methodological approaches to the assessment of territorial development of land-use do not have a comprehensive approach and consider only certain factors. For a comprehensive and comprehensive assessment of the level of territorial development of land-use, a model is proposed, which is based on the definition of an integrated indicator. The formation of the model includes the following main stages: geofactor analysis, formation of a multilevel system of indicators, assessment and establishment of the level of impact of the indicator, determination of integrated indicators for each factor, formation of a general integrated indicator of land-use, interpretation of results. The technological feasibility of the model is determined by the formation of a set of spatial, urban, investment and environmental factors, the construction of a multilevel diagnostic system of indicators, their evaluation based on modern methods and the development of mathematical models. To obtain actual spatial and cadastral data to assess the territorial development of land-use, it is advisable to use forms of administrative cadastral reporting and space images.

Quantifying and understanding global land use change and its spatial and temporal dynamics is critical to supporting international policy debates. The main area of transformation of spatial structures nowadays are suburban areas of the largest cities. Constant land development and urbanization, including such forms as urban sprawl, influence significant changes in land use. The aim of this study was to analyse a land use change pattern in a selected rural area which is under pressure of spatial development of a regional city. Data used for a land use change detection was based opensource Urban Atlas dataset for 2006, 2012, and 2018, enriched by recent update from 2021 orthophoto map. Spatial analyses presenting statistics of land use change were conducted in QGIS. Besides analysis of land use change, the paper discusses observed spatial patterns also taking into account changing social, environmental and economic conditions and spatial policies influencing land cover complexity. Understanding these dynamics would help better spatial management of real estates for more sustainable land development.

The article deals with the research on the quantitative classification of land use, which directly affects the amount of land use data collected in the real estate cadastre. For the purpose of this article, the cadastral systems of seven European countries – Austria, Bulgaria, Estonia, Spain, Lithuania, Germany and Poland – have been examined, taking into account how detailed is the classification in agricultural and forest areas. The research covered the provisions of legal acts applicable in the researched seven European countries and made available in national languages by the government bodies. The article asks the following three questions: 1) whether the researched countries adopted the same approach to isolating classes of items related to agricultural and forest areas; 2) whether the researched countries feature the same number of classes of items recorded at various levels of detail; 3) what is the percentage of the distinguished item classes of land uses in the agricultural and forest areas in relation to all of the distinguished item classes at all the levels of detail. The conducted research can be used as a material supporting works consisting of the modernization of the functioning of land registration in the real estate cadastre in Poland.

Celem artykułu jest ocena struktury przestrzennej terenów zabudowanych w dolinach łódzkich rzek. W pracy wyznaczono strefy dolinne, jako bufory, wartości zostały ustalone oddzielnie dla każdej rzeki, poprzez obliczenie średniej arytmetycznej, ze zmierzonych w porównywalnych odstępach, szerokości odcinków (co ok. 500 m) poszczególnych dolin rzecznych. Następnie przy wykorzystaniu narzędzi GIS przedstawiono analizę aktualnego zagospodarowania oraz rozmieszczenia terenów mieszkaniowych, usługowych i przemysłowych w granicach łódzkich dolin rzecznych. Stwierdzono, że najwyższy wskaźnik poziomej intensywności użytkowania charakteryzuje doliny – Łódki, Bałutki, Sokołówki, które płyną krytym kanałem. Wśród terenów zabudowanych, największa powierzchnia przypada na budynki mieszkaniowe, które zajmują łącznie 2668,12 ha w obrębie dolin rzecznych. Zlokalizowane są one głównie nad Łódką, Bałutką oraz Olechówką.
The aim of this article is to assess the spatial structure of built up areas in the valleys of the Łódź rivers. In the study, the valley zones, as buffers, values have been determined separately for each of the river, by calculating the arithmetic mean of the measured width of the intervals in comparable episodes (approx. 500 m) of individual river valleys. Then, using GIS tools were presented an analysis of the development and distribution of residential areas, service and industrial within valleys of Łódź rivers. It was found that the highest rate of the horizontal intensity of land use is characterized by the valley – Łódka, Bałutka, Sokołówka, which flow indoor canal. Among the built-up areas, the largest surface falls on the residential buildings, which occupy a total 2668,12 ha within the river valleys. They are located mainly on the Łódka, Bałutka and Olechówka.

A flood occurs for many reasons, such as excessive rainfall, runoff coefficient, or an insufficient river channel capacity. The discharge flowing through the floodway depends on the maximum main river dimension that can be normalized. LU/LC changes are affected by runoff discharge, and runoff discharge is affected by the floodway design. The study discusses the effect of land use (LU) or land cover (LC) changes and the design of floodway channel dimensions in the Kali Kemuning watershed, East Java Province, Indonesia. The Nakayasu synthetic unit hydrograph has been used to analyse the runoff discharge, and the Hydrologic Engineering Center’s River Analysis System software analysed the hydraulic properties of river and floodway channels. Results show that the floodway channel design is determined by LU/LC conditions, and the river channel is normalized toward its maximum dimensions. Normalized channel depths and widths vary from 4 to 7 m and 16 to 46 m, respectively. The floodway channel is rectangular, with a bottom width of 10 m and depth of 4.5 m. With the runoff coefficient equal to 0.75, these normalized channel and floodway dimensions are suitable for the flood up to the 100-year return period runoff discharge.

In order to ensure the territorial development of land use in the region, there is a need to change the trajectory of spatial and urban planning factors. The ways for implementation of the proposed system measures are defined in the article. For investment and environmental indicators, the integrated indicator of territorial development of land use in the region, depending on their change, is predicted. The article presents the results of forecasting the integrated indicator of land use territorial development in the region based on the growth of systemic investment factors and the results of forecasting the integrated indicator of land use territorial development based on the growth of systemic environmental factors. Practical scientific-based recommendations for ensuring the territorial development of land use in the region by applying the results of its integrated assessment and modeling are proposed. Developed recommendations made it possible to form directions and build the basis for ensuring the territorial development of land use in the region. The development of methodological recommendations for ensuring the territorial development of land use in the region is based on the results of the study of the influence of systematic spatial, urban, investment, and environmental factors on the integrated indicator of land use territorial development.

The paper looks into the issues related to the monitoring of land use change by voivodeship marshals in Poland. The author intended to provoke the academic circles to devote more attention to this matter as well. The analysis involved the publicly available materials and the information from websites of 16 marshal offices and Polish acts of law made available in the Online Database of Legal Acts. The paper includes an analysis of the changes in land use monitoring legislation in Poland and when the obligation was first introduced. It was further verified whether all the offices publish the documents relevant to the monitoring. It was found out that half of the voivodeships failed to publish the materials related to the performance of this statutory task. This results in a varied availability of the documents and prevents potentially interested parties from familiarising themselves with the land use change monitoring issues.

Land use is the part of the earth’s surface that is used in a uniform manner. The information on the extent and type of land uses is entered into the register of land and buildings. The data contained in this register are the standardized descriptions of the physical characteristics of the objects in question. Pursuant to the applicable legislation, these data should be kept up-to-date through the processes of updating, modernization and periodic verification of the records. The implementation of the said processes often requires the introduction of land use changes. These changes bring about important consequences, especially in land taxation. This paper is an attempt to outline the basic problems related to the determination of the extent and type of land uses. It discusses, inter alia, the issues of limitations resulting from the plans of forest management and the area permitted to be excluded free of charge from agricultural and forestry production for housing purposes. The author also draws attention to the very general legal regulations regarding the determination of the boundaries of the contours of land use zones in rural and urban areas. The conducted studies also include the analysis of the updatedness of the cadastral data on land uses in selected municipalities.

Field observations and literature reveal that land use and soil characteristics play an important role in the development of piping. In this study, the hypothesis is tested that discontinuities in the soil profile favour piping erosion in loess-derived soils in a temperate humid climate. Abiotic characteristics (clay content, bulk density, Ksat, penetration resistance) and the biological activity in the soil were measured for each soil horizon until a depth of at least 40 cm below the pipes (ca. 1.30 m) for 12 representative soil profiles with different land use (pasture with and without collapsed pipes, arable land and forest). No clear discontinuities in abiotic characteristics were observed at soil depths where subsurface pipes occurred, but pastures with piping had significantly more earthworm channels and mole burrows at larger depths than pastures without piping, arable land or forest.

Land use and land cover (LULC) terrain in Ghana has undergone profound changes over the past years emanating mainly from anthropogenic activities, which have impacted countrywide and sub-regional environment. This study is a comprehensive analysis via integrated approach of geospatial procedures such as Remote Sensing (RS) and Geographic Information System (GIS) of past, present and future LULC from satellite imagery covering Ghana’s Ashanti regional capital (Kumasi) and surrounding districts. Multi-temporal satellite imagery data sets of four different years, 1990 (Landsat TM), 2000 (Landsat ETM+), 2010 (Alos and Disaster Monitoring Constellation-DMC) and 2020 (SENTINEL), spanning over a 30-year period were mapped. Five major LULC categories – Closed Forest, Open Forest, Agriculture, Built-up and Water – were delineated premised on the prevailing geographical settings, field study and remote sensing data. Markov Cellular Automata modelling was applied to predict the probable LULC change consequence for the next 20 years (2040). The study revealed that both Open Forest and Agriculture class categories decreased 51.98 to 38.82 and 27.48 to 20.11, respectively. Meanwhile, Built-up class increased from 4.8% to 24.8% (over 500% increment from 1990 to 2020). Rapid urbanization caused the depletion of forest cover and conversion of farmlands into human settlements. The 2040 forecast map showed an upward increment in the Builtup area up to 35.2% at the expense of other LULC class categories. This trend from the past to the forecasted future would demand that judicious LULC resolutions have to be made to keep Ghana’s forest cover, provide arable land for farming activities and alleviate the effects of climate change.

Nasilające się współcześnie procesy urbanizacyjne prowadzą m.in. do zmian w strukturze funkcjonalnej terenów wiejskich. Na terenach tych, na podstawie analizy opracowań planistycznych sporządzanych w podczas miejscowego planowania przestrzennego, można zobserwować regularny przyrost powierzchni przeznaczanych na cele nierolnicze i nieleśne (Sobotka, Młynarczyk 2010). Kosztem obszarów użytkowanych rolniczo wzrasta powierzchnia terenów zabudowanych oraz terenów leśnych. Zgodnie z zapisami ustawy o ochronie gruntów rolnych i leśnych na cele nierolnicze i nieleśne powinny być przeznaczane obszary nieproduktywne, a w przypadku ich braku - obszary o najmniejszej przydatności do celów rolniczych. Ze względu na ciągły wzrost powierzchni zabudowanych zmniejsza się powierzchnia terenów "najbardziej przydatnych do zabudowy". W efekcie można zaobserwować proces wypierania funkcji rolniczej przez zabudowę mieszkaniową, usługową czy przemysłową. Dodatkowo ustawa o zmianie ustawy o ochronie gruntów rolnych i leśnych z 2009 r. zniosła obowiązek uzyskiwania zgody na zmianę przeznaczenia terenów na cele nierolnicze i nieleśne na obszarach administracyjnych miast. W artykule przedstawiono analizę wyników badań ankietowych przeprowadzonych dla gmin w Polsce pod kątem zmiany przeznaczenia gruntów rolnych i leśnych na inne cele. Badania obejmowały zmiany przeznaczenia dokonane w miejscowych planach zagospodarowania przestrzennego w ustaleniach studiów uwarunkowań i kierunków zagospodarowania przestrzennego (wydane decyzje o warunkach zabudowych i zagospodarowania terenu). Badania, bazujące na wynikach ankiet "Planowanie przestrzenne w gminach" Głównego Urzędu Statystycznego, prezentują dynamiczny wzrost przypadków zmiany przeznaczenia terenów na cele nierolnicze i nieleśne w okresie 2004-2010.
Increasing urbanization leads today to changes in the functional structure of rural areas. In these areas, on the basis of planning studies prepared in the framework of the local land-use planning, we can see regular growth of areas earmarked for non-agricultural and non-forest. Areas used for agriculture at the expense of increasing the surface built-up areas and forest areas. According to the Law on protection of agricultural land and forests for non-agricultural and non--orest areas should be used for non-productive, in the absence of areas with the lowest suitability for agricultural purposes. Due to the continuous growth of built-up area of the surface area is reduced "the most useful to the building". As a result the process can be observed by the displacement of agricultural function housing development, service, industrial function. In addition, the Law amending the Law on the protection of agricultural land and forest land in 2009 abolished the obligation to obtain permission for change of land use for non-agricultural and non-forest administrative areas of cities. The paper presents an analysis of the results of surveys conducted for municipalities in Poland in terms of agricultural land-use change and forestry for other purposes. The study included the reassignment made in local development plans, the findings of studies of conditions and directions issued by the zoning decisions of the terms of built environment and land use. The study, based on the results of polls, "Spatial planning in the municipalities", the Central Statistical Office, presented the dynamic growth of reassignment of cases for non-agricultural land and forest in the period 2004-2010.

The aim of this article is to establish how land use change influences soil organic matter content in the loess landscape. The research was conducted near Krasnystaw in the Lublin Upland, in forest, on arable land and on abandoned lands at various stages of secondary succession. During the field research, samples were collected from the upper soil layer and analyzed for organic carbon content, fractional composition of humus compounds and soil reaction. The results obtained indicate that the impact of land use change manifests itself in a change of the soil reaction, which turns from neutral or slightly acid into acid. The tillage system reduces organic matter in the soil and increases the humic acids ratio, whereas abandonment of the land causes an evident increase in the soil’s organic matter content and the fulvic acids ratio. These results allow us to state that land use change has a rapid impact on the geochemical properties of the landscape (which can be noticed as soon as 5 years after the land is abandoned).

Human activities on land have grown significantly changing the entire landscape, while most of the changes have occurred in the tropics. The change has become a serious environmental concern at the local, regional and global scales. The intensity, speed, and degree of land use / land cover (LULC) changes are nowadays quicker compared to the past because of the development of society. Moreover, the rapid increase in population resulted in disturbing a large number of landscapes on the Earth. The main objective of this study was to detect historical (1990-2020) and predicted (2020-2050) LULC changes in the Welmel River Watershed, which is located in the Genale-Dawa Basin, South Eastern Ethiopia. The dataset of 1990, 2005, and 2020 was generated from Landsat 5, Landsat 7 and Landsat 8 respectively to determine the historical LULC map. The result of this study revealed that agriculture/ settlement increased by 6.85 km2 ∙y-1, while forestland declined by 9.16 km2 ∙y-1 over the last 31 years between 1990 and 2020. In the coming 31 years (by 2050), if the existing trend of the LULC change continues, agriculture/settlement land is expected to increase from 290.64 km2 in 2020 to 492.51 km 2 in 2050 at the rate of 6.73 km2 ∙y-1, while forestland is expected to shrink from 690.48 km2 in 2020 to 427.01 km2 in 2050 by a rate of 8.78 km2 ∙y-1.

As stated in the National Greenhouse Gas Inventory Report, CO2 emissions and carbon balance vary significantly between Russia’s regions. In this regard, estimations of regional capabilities to absorb GHG and CO2 specifically are quite important. The analysis, undertaken in this study, made it possible to identify the territorial differentiation of the carbon capacity for the districts of the Republic of Tatarstan – one of the leaders of economic development in Russia. The author also considers the role of evaluating carbon intensity in the regulation of regional economy by optimizing land use structure.

The process of abandonment of arable land seems to be one of the main factors of changes in landscape and soil properties. This problem occurs on nearly 10% of arable land in Poland. The natural aspect of transformation is connected with the entrance of birch trees on uncultivated land and the anthropogenic aspect is associated with pine plantations. In the beginning, the appearance of trees on the former arable land changes soil properties because soil (and plant) is the most dependent component of the natural environment. In this paper, the role of birch and pine was analysed in comparison to arable land, abandoned land without trees and birch tree communities of different age. After the entrance of birch trees, soil profiles were enriched in nitrogen and elements such as aluminium, iron, cadmium, lead, cobalt, zinc, which were moved from the sod horizon of soil or come from the atmospheric load and were accumulated in litter or the humus horizon. Compared to arable land, some elements, e.g. calcium had lower concentration under birch trees. In comparison to cultivated land, birch and pine trees made the soil environment more natural, as expressed in the chemical properties of soil.

The aim of the article is to analyze how selected elements of trans-European corridor network are consistent with land use within the boundaries of Poland. The Baltic–Adriatic and Baltic-North Sea corridors comprise both roads and rail lines. In the case of rail the only points which may be included in the traffic are stops, stations or handling points of different kinds. Also the analysis of accessibility to the road network is single-point in character as corridors function on the basis of the highest category roads (motorways and expressways), which are connected with the road network surrounding them only in nodes with slip-roads. This is why analyses of accessibility to the trans-European network are based in this research on analysis of accessibility of points. Cumulative accessibility is the main research method which finds its specification in the subsequent part of this work. Thanks to it it was possible to specify the level of adjustment of corridor routes and their point infrastructure elements to the elements of land development of Poland’s space, including its settlement network, distribution of demographic potential or economic activity. Research was conducted for several variants of movement: foot travel, journeys on the road and rail network as well as the multimodal network representing different configurations of the aforementioned transport modes, both for passenger and goods transport. The article presents the situation as of August 2016.

One unintended consequence of nitrogen use in agriculture is an increase in nitrate content in ground waters. Nitrogen content was evaluated in soil samples from specific hydrographic regions of Poland from the 60-90 cm soil layer, in which this nutrient is not readily available to the main root mass of crop plants and may negatively affect the environment. It was revealed that Nmin content in specific hydrographic regions was highly dependent on both the soil type and land use. Notably higher values of Nmin content were observed for organic soils. The highest N contents were found in the grasslands of the northwestern area of Poland, while they were slightly lower in several regions of the main Odra River catchment and west of the Vistula River. The area with a high Nmin content in soils under maize was significantly larger compared to the grasslands area and primarily included the hydrographic regions of the Odra River basin in its south-western stretch, and of the Vistula River on its western and south-eastern side. With regard to the arable land under mixed cereals, the soils with the highest Nmin content in the non-root layer were predominantly located in hydrographic regions belonging to the main Odra catchment and to the catchment of the Vistula River in its upper course.

In the presented work author analyzed land use changes in Poland in the period 1815–2008, trying to find historical justification of land transformations and to answer to what extent current land use structure was formed by past processes. Periods of land use structure formation in Poland within last two centuries were related to “classic” historical divisions. Four basic stages were distinguished: first stage covered partition of Poland 1815- 1914, second – interwar period 1918–1939, third–period 1945–1989 and fourth recent times from 1989.

This report is a comprehensive study of Norwegian and Polish spatial planning systems. It focuses on land-use part of planning and shows basic similarities and differences between those two planning policies. The aim of this report was to study and analyze the planning systems in both countries. During the preparation of this report, authors posed the following questions: – What kind of relations are there between all the planning levels stated in the legislation procedure as well as in practice? – Which planning documents concern land-use management? – What are the main trends of spatial management in urban areas? – How in practice does public participation in spatial planning process look? During the research authors attempted to answer those questions by using different methods. Firstly, professional documentation has been investigated. The main data sources were planning legislation and documents (including maps), as well as professional literature. Secondly, informal interviews were conducted. Fifteen interviews with planning researchers and with local and regional planners were carried out in Norway. Interviews were informal, however, they were based on previously prepared key-words list. Besides the analysis of the planning system in both countries, the report also includes two case-studies. In this report Oslo and Kraków were taken into consideration. In the report an emphasis was put also on environmental issues in spatial policy, public participation and privatization process of planning.

Timely and accurate detection of land use/land cover (LULC) change is important for the macro and micro level sustainable development of any region. For this purpose, geospatial techniques are the best tool for change analysis as they supply timely, cheaper, precise and up to date information. This paper examines the spatial temporal change trend in LULC in the case of Central Haryana. Landsat 2, 3, 5, 7 and 8 images for the years 1975–2020 for pre and post monsoon periods were analyzed for the study. Radiometric correction was performed to derive better information. ArcGIS 10.2 and ENVI 5.3 are used for thematic layout and thematic change preparation. An unsupervised classification using ERDAS IMAGINE 2015 has also been done to classify study area in eight classes. The year 1975 is considered as the base year for change detection analysis. Results showed an increasing trend for the land use classes of built up, water body, and agricultural land without waterlogging in the pre and post monsoon periods between 1975 and 2020. Remaining land use classes of agriculture with waterlogging, open waterlogged area, vegetation and fallow land/sand dunes decreased during the same period. Increased human activities have changed the LULC in the region and have had a great impact on its sustainable regional development.

The international community affirms the critical role of forests in climate change mitigation, which includes reducing emissions from degradation and deforestation, carbon stock conservation, sustainable forest management, and increasing carbon stocks in developing countries. It relates to land use and land cover changes. This study aims to review land use and land cover changes (LULC) in two decades, namely 2000-2010 and 2010-2020, and the impact on carbon stocks. Landsat satellite imagery in 2000, 2010, and 2020 are classified into six categories: built-up area, cropland, forest, water body, bareland, and grassland. This classification uses supervised classification. The accuracy kappa coefficient values obtained for the LULC 2000, LULC 2010, and LULC 2020 maps were 89.61%, 83.90%, and 87.10%, respectively. The most dominant systematic LULC change processes were forest degradation in 2000-2020; the transition of forest to cropland (349.20 ha), forest to bareland (171.19 ha), and forest to built-up area (661.68 ha). Loss of using the forest for other uses was followed by a decrease in carbon stock. There was a high decrease in carbon stock in the forest category (11,000 Mg C∙y-1). The results showed a significant change in land use and cover. The decline in the area occurred in the forest category, which decreased from year to year. Meanwhile, the built-up area increases every year. Carbon stocks also decrease from year to year, especially forests as the most significant carbon store, decreasing in the area.

The real estate cadastre is the primary source of information on land use. It re cords information related to the division of land into types based on the actual way of land use or development. The distinguished types of land use depend on many geographical factors, as well as historical and economic conditions. The study presents a comparison of the detail of land use classification registered in the real estate cadastre in areas functionally related to the urban areas of 9 European countries: Austria, Bulgaria, the Czech Republic, Estonia, Spain, Lithuania, Luxembourg, Germany and Poland. The research concerned the determination of the degree to which the classification of land use in urbanized areas is detailed, whether the studied European countries are characterized by the same number of distinguished classes of ob jects at different levels of detail, and what percentage are the distinguished classes of land use objects in urbanized areas in relation to all of the distinguished classes of objects land use at different levels of detail of classification. The study used legal acts regulating land use issues which have been made available in national languages by government institutions.

Land-use planning become an important thing to do because some types of land-use can have an impact to environment and life quality. Land-use planning is generally an activity that involves the allocation of activities in a particular land. Spatial Optimization can be applied in land-use planning activity. This research aims to make Robust Optimization model for spatial land-use allocation problem in Jatinangor. Optimization model for land-use allocation problem aims to determine the percentage of land-use changes that can maximize comprehensive index and compactness index. In land-use planning, there are several uncertainty factors. Therefore, it’s needed an approach that can handle uncertainty factor, the approach used in this research is Robust Optimization. The result of Robust Optimization Model for land-use allocation problem which is solved by the box uncertainty set approach is a computationally tractable optimization model.

The need for effective and rational use of land, protection, and preservation of its qualitative state (as the agricultural land soil) is due to some negative details, namely, more than a third of the land is eroded, half of which are black soil in particular, which have an average level of nutrient supply, a lot of contaminated abandoned or overdented land. The acuteness of this problem, which has developed with regard to the protection and preservation of the land qualitative state, has become particularly relevant. The solution to this problem requires truly effective methods of influence. One of such methods is the surveillance of ecological and economic monitoring of land. The article analyzes the ecological and economic factors and factors influencing the monitoring and surveillance of land in Ukraine. Perspectives and objectives for improvements in land monitoring are highlighted. The paper discloses a theoretical synthesis and new approaches to solving the problem of environmental management, which can participate in the development of innovative economic and environmental factors of rational land use, which will contribute to enhancing the transition of Ukraine to the model of sustainable land use. The purpose of this work is a scientific analysis of the various organizational factors of monitoring and surveillance of agricultural land in relation to the current legislation in Ukraine.

The purpose of the article is to substantiate the basic conceptual provisions for determining the territorial development of regional land use. In accordance with the purpose, the following tasks have been solved: substantiation of theoretical provisions for determining the territorial development of regional land use; determination of features of territorial development of regional land use; formation of hypotheses on the influence of spatial, urban, investment and environmental factors. Peculiarities of territorial development of regional land use are determined. Legal support is proposed. The international practices for ensuring the territorial development of regional land use are summarized, the main directions of which are: the formation and development of land relations on a long-term basis, the determination of the target and functional purpose of lands, the constant registration of cadastral information with the formation of an ecological balance of the land use and considering the peculiarities of interaction between groups of stakeholders. The system of land administration, where its functions (land ownership, valuation, use, development of land) are comprehensively implemented and interact, in the territorial development of regional land use is of particular importance. The geographic information systems are widely used as a tool for the formation, processing and application of information on the territorial development of the regional land use in modern land administration systems. The mathematical modelling of the influence of factors on the territorial development of regional land use has been carried out.

Ziemi rolnej przypisuje się wiele funkcji – jest zasobem zarówno gospodarczym, jak i przyrodniczym, kulturowym oraz symbolicznym. Wielofunkcyjność ziemi rolnej może jednak rodzić konflikty dotyczące jej wykorzystania, a te z kolei znaczne skutki ekonomiczne. Ekonomiści w swoich pracach nie podejmują jednak zazwyczaj tematu konfliktów. Celem pracy jest wypełnienie tej luki. W artykule przedstawiono koncepcje ekonomiczne, które mogą być wykorzystywane do badania konfliktów interesów związanych z użytkowaniem ziemi rolnej. Niniejsza praca koncentruje się na zagadnieniach metodologicznych i ma charakter przeglądowy. Wśród różnych szkół i teorii, które są przydatne w ekonomicznej analizie konfliktów, zwrócono szczególną uwagę na nową ekonomię instytucjonalną i teorię wyboru publicznego, które często są wykorzystywane także przez ekonomistów rolnictwa oraz środowiska i zasobów naturalnych. W artykule wskazano na duże znaczenie instytucjonalnych ram funkcjonowania rynku ziemi, w tym relacji kontraktowych i regulacji publicznej. Pokazano także, że ekonomia oferuje narzędzia do badania konfliktów na różnych płaszczyznach dzięki zwróceniu uwagi na odmienne interesy i zasoby ekonomiczne różnych aktorów oraz relacje między teraźniejszymi a przyszłymi potrzebami społeczeństw. Przedstawione zostały przykłady badań empirycznych na temat konfliktów dotyczących ziemi rolnej w Polsce.
Agricultural land plays several functions; it is both an economic resource and a natural, cultural, and symbolic asset. The multifunctionality of agricultural land may, nevertheless, give rise to conflicts over its use and, as a result, generate significant economic costs. However, economists usually do not investigate conflicts. The purpose of this paper is to fill this gap. The article focuses on methodological issues and outlines economic concepts that may be valuable to study land-use conflicts. Among the various approaches and theories that are important in the economic analysis of conflicts, special attention is paid to new institutional economics and public choice theory, which are often used by agricultural as well as environmental economists. The article highlights the importance of the institutional framework for a well-functioning land market. It concludes that economics can offer tools for studying conflicts by paying attention to the distinct interests and economic resources of different actors, as well as the relationship between present and future social needs. The paper also briefly reviews recent empirical research on landuse conflicts in Poland.

Opis:
A significant problem of the current land management in Slovakia is the long-term separation of usage and property rights. More than 91% of agricultural land is leased and used by larger agricultural enterprises (9%). Current common agricultural policies of the EU have been the subject of criticism for a long time, as inappropriate settings force farmers to manage unsustainably with a negative impact on biodiversity. Substantial, reliable and beneficial mutual information sharing between those who do business on the land, who own the land and who use the surrounding landscape, either as a living space for housing or relaxation and recreation might help to mitigate some issues. In this paper, the authors present an implemented proposal for multi-layer map and analytical support for land and soil use assessment. The model area includes the land units managed by the Agricultural Cooperative of Horná Nitra. The approach includes the identification of undesirable combinations according to criteria (degree of protection, area, type of use, erosion risk, and ecological stability) on each land block. This concept enabled the visualization and quantification of risks in the area in question through an online GIS application with a web interface.

Peatland is a significant storage of carbon and nitrogen on the earth’s surface. This paper reviews the impacts of changes in water table level and mineral nitrogen associated with human activities on greenhouse gases emissions in tropical peatland and northern boreal and temperate peatland, and evaluates the optimal water table level to minimize greenhouse gases emissions. CH4 emission increased significantly with the rise of ground water table level above -20 cm, and larger in northern peatland with plant mediated CH4 emission than tropical peatland with plant mediated oxygen supply. However, forest disturbance by fire in tropical peatland increased CH4 flux to the similar level in northern peatlands (8.3 mg C m-2 h-1) due to stagnant surface water associated with the peat subsidence. On the other hand, CO2 and N2O emissions were significantly lager in tropical peatland than in northern peatland especially due to nitrogen fertilization. CO2 and N2O emissions increased with falling ground water table level below -40 to -80 cm (19 Mg C ha-1 y-1 for CO2 and 700 kg N ha-1 y-1 for N2O). Total global warming potential was significantly low in the ground water table level from -20 and -40 cm.

Przekształcenia własnościowe i strukturalne w rolnictwie rozpoczęte w 1990 roku wpłynęły w dużym stopniu na zwiększenie mobilności gruntów w drodze dzierżawy. W artykule przedstawiono mobilność gruntów zasobu ANR w drodze dzierżawy analizując rozmiary gruntów wydzierżawianych, wycofywanych z dzierżawy i pozostających w dzierżawie według stanu na koniec lat 1998, 2002 i 2008. Jako źródło informacji wykorzystano raporty ANR.
Land use is an instrument which enables enlargement of an agricultural farm area without bearing expenses for land purchase. Land use – opposite to land purchase – increases the land mobility degree. The property and structural transformations in agriculture in 1991 influenced greatly the grounds mobility increase through the use and caused the farm area enlargement and as a result the production scale increases. The degree of grounds mobility through the use is presented by analysing the used grounds dimensions of the withdrawn farms and used farms according to the state at the end of 1998, 2002 and 2007.

Opis:
Local spatial policy in Poland is based on the obligatory document, which is a study of conditions and directions of spatial management. In this document, particular communities define land use forms according to specific functions. One of the fundamental functions, which appear in the study, is housing. Communities assign various, usually very big, percentage of their areas for housing. The research conducted by the author was aimed at answering the question: what is the connection between pro-housing policy in particular municipalities and the actual new housing investments? This problem was analysed on the example of communities in Łódź agglomeration.

Land use land cover (LULC) classification is a valuable asset for resource managers; in many fields of study, it has become essential to monitor LULC at different scales. As a result, the primary goal of this work is to compare and contrast the performance of pixel-based and object-based categorization algorithms. The supervised maximum likelihood classifier (MLC) technique was employed in pixel-based classification, while multi-resolution segmentation and the standard nearest neighbor (SNN) algorithm were employed in object-based classification. For the urban and suburban parts of Kolhapur, the Resourcesat-2 LISS-IV image was used, and the entire research region was classified into five LULC groups. The performance of the two approaches was examined by comparing the classification results. For accuracy evaluation, the ground truth data was used, and confusion matrixes were generated. The overall accuracy of the object-based methodology was 84.66%, which was significantly greater than the overall accuracy of the pixel-based categorization methodology, which was 72.66%. The findings of this study show that object-based classification is more appropriate for high-resolution Resourcesat-2 satellite data than MLC of pixel-based classification.

The circumstances of passengers’ decisions and behaviours concerning non-commute urban travels in Eastern Europe is not well-studied; most of the studies on this topic was done on Western societies. This paper presents the results of a study on Cracow, Poland. This study is based on a survey in two neighbourhoods of different urban forms in Cracow, one with central structure with compact land use and the other a representative of socialist urban form with big residential blocks and no central local places. The survey was carried out from January to February 2019 with 426 inhabitants. The results of the Ordinary Least Square models reveal that age, daily activity, the place of shopping, frequency of shopping in the vicinity of homes, and frequency shopping activities outside in farther places are significantly correlated with the frequency of non-work trips in Cracow. The sprawled decentral district produces a high correlation between shopping trips outside the district and the overall nonwork trip frequency, referring to the failure of the socialist urban form to keep non-work trips inside the districts by the presence of local facilities like shops and retail. It is discussed in this paper that such correlations may be very much context-specific, as there are some differences between the findings of this paper and those of international findings in high-income and developing countries.

The dependency of land use and the neighbouring land cover patches is related to the existing neighbourhood or the predominant land use types in a given region, which stimulates further land changes of the lot being observed. Land use changes can be considered a complex and (to an extent) random process. The complexity of interactions means that the conventional deductive models are constrained, particularly in the case of the spatio-temporal phenomena, and implies the application of cellular automata to spatial research. Cellular automata are similar to the map algebra models in GIS. The concept of using neighbourhood coefficients in the analysis of land use changes is based on the combination of map algebra with two-dimensional cellular automata. The aims of this research included formulating the theoretical structure of neighbourhood coefficients, analysing their operationalization and testing their practical application. The verification of research and procedures included maps and statistics of simulations of land use changes in Poland.

Potential water resources in the upstream part of the Komering sub-watershed, in March each year ranges from 645.49 m3/sec. With a debit of that size, it should be able to increase national agricultural production in South Sumatra, Indonesia. However, in August – September, the discharge of water availability in the upstream part of the Komering sub-watershed decreased to only 43.08 m3/sec. To analyze the reduced mainstay discharge of the Upstream Komering sub-watershed, due to poor land use practices in the upstream area and the effects of climate variability, it can be analyzed by analyzing land cover conditions, the value of rain variability, and the magnitude of evapotranspiration and validation of direct measurement of river discharge in the field. Changes in land use for the upstream part of the Komering sub-watershed, which are used mostly by residents as community plantation areas, have increased the critical condition of the upstream Komering sub-watershed area of 2,517,560 Km2, or about 65.66% of the total upstream Komering sub-watershed. From the measurement of debit data at the Perjaya Dam in the last fifteen years (2005–2019), the largest main discharge value in 2 weeks to two months in April was 241.67 m3/sec, while the smallest mainstay discharge occurred in the first 2 weeks of October at 54.69 m3/sec. A large difference between the largest and smallest mainstay discharge, it is necessary to think of a way so that the availability of water is always maintained throughout the year (the difference between the mainstay discharge between the rainy season and the dry season so that it is not so extreme). Some ways that can be done to maintain the availability of water include making a reservoir that can be used during the dry season, or increasing storage in the soil by reforestation and harvesting rain.

Three profiles were sited on the major landscape elements of crest, middle slope and lower slope on three land uses; Forest (FS), Rubber (RS) and arable cropping (AS) at Agoi-Ibami in Central Cross River State, Nigeria. For study purposes, soil samples were collected from the morphogenetic horizons for the analysis of physical and chemical properties. Results showed that the surface horizon textures were mostly sandy loams with little sandy clay loam, while subsurface textures were mostly sandy clay loams with few silt clay loams and clays. The bulk densities were below the ranges of 1.46 to 1.63 g cm-3 for silts and clays and 1.75 g cm-3 for sands. This imposes stresses such as mechanical resistance to root penetration, decrease in cultivation and organic matter. The surface and subsurface pH values vary from 4.9–4.5 in FS, 4.9-4.6 in RS and 4.9 in AS, indicating that the soils are very strongly acidic. The Organic carbon contents was low with mean values of 4.33 and 0.6 % in surface and subsurface for FS, 2.10 and 0.50 % for surface and subsurface for RS, while surface and subsurface values proved to be 0.57 and 0.31 % for AS. The nitrogen contents was also low, mean values of 0.16 and 0.06 % for surface and subsurface for FS, 0.23 and 0.08 % for surface and subsurface for RS, and 0.19 and 0.10 % for surface and subsurface for AS. The content and available phosphorus are equally low, except for AS, with surface mean values ranging from 11.52 mg kg-1 to 13.87 mg kg-1. The exchangeable cations, Ca, Mg, K, and Na were very low, while exchangeable H+ and Al3+ were high. Base saturation was also low in FS and AS (< 50%) in surface soils, but higher in AS in the surface and in RS in the subsurface soils. The mean values of organic matter were 4.33 and 0.16 %. The land use should, therefore, be adjusted by application of recommended inorganic fertilizers and organic matter so as to support growth of crops such as maize, yams, cassava etc.

This study presents the information on the dynamics of changes in land use/land cover (LULC) spatially and temporally related to the causes of flooding in the study area. The dynamics of LULC changes have been derived based on the classification of Landsat imagery for the period between 1990 and 2016. Terrain surface classification (TSC) was proposed as a micro-landform classification approach in this study to create flood hazard assessment and mapping that was produced based on the integration of TSC with a probability map for flood inundation, and flood depth information derived from field observation. TSC as the micro-landform classification approach was derived from SRTM30 DEM data. Multi-temporal Sentinel-1 data were used to construct a pattern of historical inundation or past flooding in the study area and  also to produce the flood probability map. The results of the study indicate that the proposed flood hazard mapping (FHM) from the TSC as a micro-landform classification approach has the same pattern with the results of the integration of historical inundation or previous floods, as well as field investigations in the study area. This research will remain an important benchmark for planners, policymakers and  researchers regarding spatial planning in the study area. In addition, the results can provide important input for sustainable land use plans and strategies for mitigating flood hazards.

Opis:
The analysis of the land use changes in the city of Gorlice was conducted using aerial photographs. The aim of the present work is to examine the changes that took place in the land use in Gorlice in the years 1914/1915-2009. Following the interpretation of the aerial photographs, its results were processed using the ArcGIS 9.3.1 Desktop Software. Three land use maps were prepared, two for the years 1914/1915 and 2009, and one map showing the differences between the two periods. In 1914/1915, the area of Gorlice was mostly under agricultural use. The farming areas were either developed or used for different functions, such as sports facilities or allotment gardens. As a result, the development has become scattered. Simultaneously, the number of transport facilities and urban greenery has increased. Despite its rapid development, the two wars and fi res, the city still maintains some industrial and trade functions, albeit on a lesser scale. In consequence of systemic transformation processes, the tourist and recreational functions have also considerably gained in importance.

Celem badań było ustalenie zmian w sposobie użytkowania torfowisk Wielkopolski. Badania, wykonane w 2002 r., prowadzono na 124 torfowiskach o łącznej powierzchni ok. 4000 ha. Prace realizowano za pomocą badań terenowych oraz interpretacji zdjęć lotniczych i satelitarnych, stosując programy komputerowe do prac graficznych w celu określenia obszaru zajmowanego przez poszczególne użytki. Wydzielano łąki jedno- i dwukośne, łąki niekoszone, łąki zakrzewione, ekstensywne pastwiska, szuwary trzcinowe, wody stojące, grunty orne oraz lasy i zadrzewienia. Potwierdzono znaczne zmiany w sposobie użytkowania obiektów w stosunku do stanu z lat: 1957-1969, określonego na podstawie dokumentacji geologicznej torfowisk, 1993-1998 na podstawie zdjęć lotniczych oraz 1989-1991 na podstawie zdjęć satelitarnych. Przy opracowaniu wniosków, obok omawianych badań, wykorzystano wcześniej publikowane wyniki badań własnych [Restoration ..., 2002]. Ustalono, iż na torfowiskach dużych (śr. 2 524 ha) łąki niekoszone i częściowo zakrzewione zajmują 23,3% ich powierzchni na obiektach średnich (śr. 34 ha) - 10,2% i małych (śr. 8,4 ha) - 10,7%. Udział powierzchni gruntów ornych w tych grupach torfowisk odpowiednio: 2,4, 6,7 i 18%. W dolinach rzek Cybina i Główna zmiany sposobu użytkowania są największe. Wynikają one z wyłączenia z użytkowania dużej powierzchni podmokłych łąk, pokrytych obecnie szuwarami trzcinowymi i rzadkimi zadrzewieniami, oraz z budowy dużego zbiornika retencyjnego. Wykazano małą przydatność archiwalnych zdjęć lotniczych i satelitarnych do określenia aktualnego sposobu użytkowania torfowisk.
The objective of studies carried out in 2002 was to determine changes in the peatland use in Poznań region. The studies included 124 peatlands covering a total area of 4000 ha. The work was accomplished by field studies and by interpretation of aerial and satellite images using graphical computer programmes to determine particular areas. The following land use types were distinguished: meadows mown once, meadows mown twice, not mown meadows, meadows with shrubs, extensive pastures, reed rushes, stagnant waters, arable lands, forests and thickets. Significant changes in the land use were found when geological documentation of peatlands made in the years 1957-1969, aerial photographs (1993-1998) and satellite images (1989-1991) were compared. Apart from the mentioned studies, earlier publications were used (Ilnicki, 2002) when formulating conclusions . It was found that on large peatlands (mean area 2524 ha), not mown meadows and meadows partially covered by shrubs occupied 23.3 % of the total area; in medium size objects (34 ha) and in small peatlands (8.4 ha) they covered 10.2 and 10.7 %, respectively. The share of arable land increased from 2.4 to 6.7 and 18 %, respectively. In the valleys of the Cybina and Główna rivers, the changes in land use were the greatest. They resulted from abandoned land use on large areas of wet meadows, currently covered by reed rushes and thickets and from the construction of a large retention reservoir. The archival aerial and satellite photographs proved to be of little value for the determination of peatland use.

The aim of the study is to analyse and compare the changes in land use in rural areas in the Lubelskie Voivodship at the time of implementation of the Rural Development Plan (RDP) during the period 2004-2006 and 2007-2013. The assessment of changes in land use was made based on aggregate voivodship lists of the land and building register covering the years 2004-2013. In detailed analyses the changes in the register area of particular lands in 20 districts. For the purpose of research presentation QGIS software was used, which allowed to present the changes in land use in the form of a cartogram. The research shows a decrease in the acreage of agricultural land and waste land at the time of implementation of the two programmes, at the expense of, among others, forests, wooded and bushy lands, urban and built-up lands, ecological lands and various land. The effect of financing activities related to the reduction of the human impact on the environment during the period 2007-2013 in Lubelskie Voivodship can be observed in the changes of ecological land acreage. It was observed the overall area increase of 22,21%. Ecological lands constitute a very small percentage of the lands in Lubelskie Voivodship. It is the authors’ opinion that should strive to increase their acreage in order to increase biodiversity in rural areas.

Opis:
Spatial policy-making and implementation at the national and regional levels require, among others, long-term monitoring of socio-economic processes in the spatial and statistical dimension. The paper focuses on the issue of land-use changes for non-agricultural and non-forest purposes in individual provinces (called voivodeships). A special emphasis was put on the intensity and direction of the transformation processes. In order to compile the results in the form of a comparative analysis, a multi-indicator method was developed with the use of the data provided by Local Data Bank for the years 2003-2017. The results illustrate both variations and similarities in the spatial development between the analyzed voivodeships.

Opis:
The method of landslide management raises more and more controversies and disputes, even social conflicts. At the core of these conflicts is the perception of landslide areas, which are regarded by some as favoring and suitable for habitation but by the others as a hazard. Only a deeper knowledge of their causes can lead to the development of mutual understanding and attempts to sustainable development of areas threatened by mass movements. This article presents geological and geomorphological features of landslides favorable for their management. This also describes the hazards resulting from the development of mass movements and the increasing number of populations inhabiting the landslide areas. The lack of unambiguous legal solutions (landusepolicies) is an additional factor hindering the solution of this problem. The basic way to solve conflicts should be to provide reliable information and educational campaigns.

In this study, land use/land cover (LULC) changes were identified in AngYai Village, Sikhottabong District, Vientiane Capital, Laos, from 2015 to 2020 using the Geographic Information System (GIS) and remote sensing (RS). Topographic maps and Google Earth Pro satellite imagery data were used with ArcGIS 10.8 software to map land use fluctuations. The study area was classified into the six main types of LULC (agricultural, builtup, forest, main roads, waste land, and water bodies) based on field research, geographical conditions, and RS data. The results indicated sizeable increases in the built-up, main roads, and especially waste land areas over the study period. The forest and agricultural land areas decreased during the study period, possibly due to increased urbanization rates, nomadic cultivation, and indiscriminate deforestation in the study area. The river area was affected by the construction of hydroelectric dams and by the climate, leading to the drying up of water sources and causing water body areas to decrease to some extent.

Opis:
Land use/land cover (LULC) maps are important datasets in various environmental projects. Our aim was to demonstrate how GEOBIA framework can be used for integrating different data sources and classification methods in context of LULC mapping.We presented multi-stage semi-automated GEOBIA classification workflow created for LULC mapping of Tuszyma Forestry Management area based on multi-source, multi-temporal and multi-resolution input data, such as 4 bands- aerial orthophoto, LiDAR-derived nDSM, Sentinel-2 multispectral satellite images and ancillary vector data. Various classification methods were applied, i.e. rule-based and Random Forest supervised classification. This approach allowed us to focus on classification of each class ‘individually’ by taking advantage from all useful information from various input data, expert knowledge, and advanced machine-learning tools. In the first step, twelve classes were assigned in two-steps rule-based classification approach either vector-based, ortho- and vector-based or orthoand Lidar-based. Then, supervised classification was performed with use of Random Forest algorithm. Three agriculture-related LULC classes with vegetation alternating conditions were assigned based on aerial orthophoto and Sentinel-2 information. For classification of 15 LULC classes we obtained 81.3% overall accuracy and kappa coefficient of 0.78. The visual evaluation and class coverage comparison showed that the generated LULC layer differs from the existing land cover maps especially in relative cover of agriculture-related classes. Generally, the created map can be considered as superior to the existing data in terms of the level of details and correspondence to actual environmental and vegetation conditions that can be observed in RS images.

Kryteria podziału przestrzeni miejskiej oraz efekty tego postępowania wpływają na kształtowanie się warunków życia mieszkańców oraz realia prowadzenia działalności gospodarczej na określonym obszarze. Artykuł stanowi próbę wyznaczenia modelowej struktury obszarów zagospodarowanych dla typowego miasta zlokalizowanego w województwie śląskim, w szczególności biorąc pod uwagę potrzeby i preferencje zgłaszane przez cztery wybrane grupy użytkowników miasta (mieszkańców centrum, mieszkańców suburbiów, przedsiębiorców oraz turystów korzystających z miejskich produktów kultury wysokiej). Na potrzeby artykułu założono ponadto modelowe rozkłady zdolności przekształceń, które miały zobrazować wielkość terenu, który może podlegać przemianom ze względu na wagi obrazujące możliwości wykorzystania danego obszaru przez poszczególne grupy użytkowników miasta.
Criteria for the allocation of urban space and the effects of this procedure have an impact on the development of living conditions and the realities of doing business in a urban area. The article is an attempt to determine a structures of land use factors for areas of the typical cities located in the Silesian voivodeship. In particular, the division takes into account the needs and preferences reported by the four selected group of users of the city (centre residents, suburbs residents, businesses and tourists enjoying of high culture products in the city). The article furthermore assumed model of transformation ability that were to illustrate the size of the area that may be subject to changes due to the weight or importance of the different user groups.

Opis:
Human disturbance is an important factor in forming vegetation. According to our hypothesis, anthropogenic activity and changes in the species composition of grass communities occur in the process of co-evolution. Understanding co-evolution, to better predict future changes in the entire ecosystem. Five grassland sites were selected with different methods of use and hence different anthropogenic disturbance regimes. The results show that the composition of grassland communities responds to the methods of their use. The needs and demands of our civilization are changing. Humans co-create plant communities the preservation of which depends on their use by humans.

Land use and the landscape of the suburban area are strongly affected by the impact of a large city, which is an important factor determining their development. The paper presents the results of analyses of the functional and spatial transformations depending on the distance from city limits and main access roads. The analyses were based on CORINE data for the years: 1990, 2000 and 2006. The spatial transformations in the specified distance buffers were described with use of the indicator of the share of specific land use areas in the total surface area and the indicator of the average landscape patch surface area. The conducted analyses confirm that the spatial patterns characteristic for suburbanisation exist in the vicinity of large cities and along access roads. The phenomena noticed in the suburban zone of Wrocław include, among others, an increased share of surface area used for residential purposes, a decreased area of arable lands, and an increased concentration of commercial and industrial areas in the direct proximity of the city and access roads.

The paper presents the changes of vascular plant flora in the Małków–Bartochów peatland area (the Warta River valley) which took place over a 40-year period. Vanishing, permanent and new components of the flora are presented with a special focus on valuable (protected by the law, threatened and locally rare) species. Changes in the share of ecological groups are estimated and discussed. Anthropogenic and natural factors, directly or indirectly influencing (in the past and at present) flora composition, are noted and analyzed.

Celem badań jest ocena aktualnego stanu zagospodarowania terenów zagrożonych powodziami w gminie Szadek, ze względu na potencjalne straty materialne. Za teren zalewowy przyjęto obszar wody 1% wyznaczony w Studium uwarunkowań i kierunków zagospodarowania przestrzennego miasta i gminy Szadek. Oceny strat materialnych dokonano zgodnie z wytycznymi zawartymi w Rozporządzeniu Ministra Środowiska, Ministra Transportu, Budownictwa i Gospodarki Morskiej, Ministra Administracji i Cyfryzacji oraz Ministra Spraw Wewnętrznych z dnia 21 grudnia 2012 r. w sprawie opracowywania map zagrożenia powodziowego oraz map ryzyka powodziowego. Potencjalne straty materialne obliczono na podstawie analizy zagospodarowania terenów zagrożonych powodziami, przy wykorzystaniu Bazy Danych Obiektów Topograficznych. Za pomocą metod GIS przedstawiono zarówno zagospodarowanie, jak i ocenę strat. Stwierdzono, że w granicach terenów zagrożonych powodziami najwyższe straty materialne generuje zabudowa usługowo-produkcyjna i mieszkaniowa, zlokalizowana głównie wzdłuż Pichny i Pisi. Na badanych obszarach największą powierzchnię zajmują tereny wolne od zabudowy, tj. użytki zielone, grunty orne i lasy, których udział wynosi odpowiednio: 44%, 38%, 15%. Analiza poziomu ryzyka powodziowego jest bardzo ważna, gdyż umożliwia ona prowadzenie odpowiedniej polityki w zakresie ochrony przeciwpowodziowej.
The main objective of this paper is the evaluation of land use in the areas exposed to flooding in Szadek commune, in respect of the potential loss of property. 1% water area was accepted as area exposed to floods, as designated in the Study of the conditions and directions of spatial development of Szadek commune. The assessment of tangible losses was carried out under the Regulation of the Minister of the Environment, the Minister of Transport, Construction and Marine Economy, the Minister of Administration and Digitalization and the Minister of Internal Affairs as of 21 December 2012 on elaboration of flood hazard maps and flood risk maps. Potential losses were assessed on the basis of land use analysis, using Topographic Data Base. Land use and material damage were presented using GIS methods. It was found that, within areas exposed to floods, the highest material losses are generated by services, production and residential areas, located mainly along the Pichna and the Pisia rivers. The largest surface within surveyed region is occupied by areas free from buildings, i.e. grassland, arable land and forests (44%, 38%, 15%, respectively). The analysis of flood risk levels is of a great importance as it enables authorities to conduct a suitable anti-flood protection policy.

Agricultural land abandonment is an elusive phenomenon, as yet not fully defined. Even though it is common in Polish landscape, there are no measures to date that could quantify the phenomenon. Neither the data from the Central Statistical Office, nor the data from land registers include information on land abandonment. Therefore, there is a need for a systematic approach that could quantify and determine the extent of land abandonment. A fieldwork approach was designed for the purpose, and research was conducted on a test area of Okocim village in Małopolska region. Vegetation cover that could indicate the existence of land abandonment on the agricultural areas – such as trees, brushwood, and grass cover – was examined using a representative sample of 145 test fields. The fieldwork approach revealed that the extent of land abandonment in the test area is 37% of all areas officially classified as agricultural, which shows that the scale of the phenomenon is significant, and that there is a need to develop an approach to provide a more detailed picture of the distribution of land abandonment.

Tracking and analysing economic and social changes in the agricultural sector is vital for decision makers, sectoral parties, professional and advocacy organisations and research institutions. Collected statistical data serve as a basis for domestic decision making and provide the foundation of strategy formulation in rural development, agro-environmental protection and sustainable agriculture. In the course of our research, analyses based on statistical databases were used to assess land use changes and land market prices. The structural survey of the Hungarian Central Statistical Office in 2013 shows that the proportion of business organisations utilising arable land grew 7 percentage points while individual farms increased their share by 2 percentage points. Our research shows that the concentration of land use increased demand for land and thus contributed to the increase in land prices.
Śledzenie i analiza zmian ekonomicznych i socjalnych w sektorze rolnym jest niezbędne dla osób podejmujących decyzje, organizacji zawodowych oraz instytucji badawczych. Zebrane dane statystyczne służą za podstawę do podejmowania lokalnych decyzji oraz formułowania fundamentalnej strategii dotyczącej rozwoju rolnego, rolnośrodowiskowej ochrony oraz rolnictwa zrównoważonego. W badaniach wykorzystano dane z bazy statystycznych, aby ocenić zmiany w użytkowaniu ziemi oraz jej cen rynkowych. Ze sprawozdania Węgierskiego Głównego Urzędu Statystycznego z 2013 roku wynika, że udział organizacji biznesowych użytkujących grunty uprawne wzrosła o 7 p.p., podczas gdy prywatne gospodarstwa rolne zwiększyły swój udział o 2 p.p. Badanie pokazały, że koncentracja gruntów zwiększa popyt na nie, ale przyczynia się także do wzrostu cen.

This paper investigated the impact of land use/cover changes on the flow of the Zarqa River in Jordan over a period of twenty-eight years. The land use/cover maps were derived using a set of medium spatial images with full scenes for the years 1989, 2002, 2011 and 2017. These images correspond to the river flow data for the same hydrological rainy seasons. The component of the river flow consists of the base-flow, flood and contribution of effluent from treatment plants. Base-flow was separated from hydrographs and effluent contribution was obtained. Runoff coefficient was determined as the ratio of flood volume to rainfall volume. The land use/cover maps were classified as urban fabrics, bare rocks, open rangelands and bare soils, agricultural areas, agro-forestry, and water bodies. During the study period, urban areas increased from 4.87% to 16.14%, and agricultural areas increased from 21.69% to 31.66%. The areas of rangelands and bare soil decreased from 34.91% to 22.57% and bare rocks from 35.98% to 27.57%, respectively. The increase in urban and agricultural areas resulted in runoff coefficient improvement from 1.89% in 1989/1990 to 2.72% for 2016/2017. The results could be useful for planners and decision makers for future flow management in the Zarqa River Basin. The approach and results of this study confirm the findings of similar studies for land and water management.

Perceiving the spatiotemporal relationship of land use changes and groundwater resources is crucial for the effective and sustainable management of the plains. This study aims to investigate the relationship between land use changes and groundwater depth fluctuations in the forbidden plains of northern Hamedan. In the present study, the land use maps for 1989, 1997, 2005, 2013 and 2018 were extracted and categorized from Landsat satellite images and then evaluated for accuracy. In addition, groundwater depth distribution maps were prepared by kriging method for five years from piezometric data. The correlation and relationship between land use changes and groundwater depth fluctuations were determined by REGRESS methods. The findings from kriging method indicated that the intensity of groundwater decline during the last three periods of study (2005, 2013 and 2018) becomes more severe in the study area. Land use change trends indicate a sharp decline in the orchards, pasture lands, barren lands and a relative decline in the irrigated agricultural land, and consequently, increasing in non-irrigation and residential farmland. In addition, the average annual depth of groundwater level during the past 29 years decreased to 1.57 m and 0.87 m in the Kabudrahang and Razan Plains, respectively. The r value of REGRESS method during five study periods was the minimum 0.015 and maximum 0.15 in the Kabudrahang Plain and minimum 0.06 and maximum 0.15 in the Razan Plain, respectively. The results of the study indicated that climate changes cannot be considered as the reason for declining the groundwater in the study area. However, along with the relative impacts of land use changes, the role of managerial factors, the prominent example of which is the non-expert location of the Shahid Mofatteh Hydroelectric Power Station, which supplies underground water to cool the generators, should be considered. The present study can be effective in the management, planning, and policy of groundwater resources, land use location, and spatial planning in the areas facing severe water shortages, especially in the northern plains of Hamedan because this study indicates the importance of underground water in arid and semi-arid regions.

The paper presents the analysis of spatial suburbanization using a multiindicator method. Based on features related to geodetic areas (according to the directions of their use) such as built-up areas, urbanised lands, arable lands, residential, recreation and leisure areas, road transport areas as well agricultural and forest areas transformed into local land development plans - six suburbanization indicators were developed. After the standardisation of such indicators, a summary index was obtained making it possible to determine the suburbanization degree. The validation of the proposed method was made by comparing individual municipalities with the unit type determined using the Webb method. The analysis made it clear that the only four units with spatial features of the city lying in the proximity of Warsaw, for which Polish capital could be enlarged are: Piastów, Pruszków, Marki, Józefów and possibly Sulejówek.

Changing coastal zones in Indonesia, such as coral reefs, seagrass, and mangroves, have an impact on tropical ecosystems. Excessive exploitation and sedimentation, in particular, have threatened the mangrove at Segara Anakan Cilacap. In order to evaluate temporal land cover changes and the impact of high siltation on the Segara Anakan lagoon system in Cilacap, Indonesia, a research was conducted. The land cover data from SPOT 4 was available in 2008, and the Sentinel-2A data was available in 2019. The Normalized Difference Vegetation Index (NDVI) was used to enhance the Macro Class with supervised classification utilizing Maximum Likelihood techniques. Mangroves and water bodies declined between 2009 and 2019, whereas settlements and farmland areas increased, according to this study. In the western part of Segara Anakan, extensive siltation altered the biomass, structure, and composition of mangrove vegetation. At high sedimented habitats, Acanthus and Derris dominate, followed by Nypa. The changes in land cover and land use had an impact on socioeconomic factors. Decreases in water bodies and mangrove areas, as well as an increase in farmland, were significantly linked to a shift in society’s livelihoods from fishermen to farmers. The destruction of mangrove habitats in the Segara Anakan has been accelerated by anthropogenic activity and population pressure. Because this sensitive environment is constantly threatened by anthropogenic activity and climate change, effective management of the Segara Anakan Lagoon mangrove ecosystem is important for its long-term viability.

The article considered the influence the various types of land use on microbial activity of soils and thus using this parameter as a universal test of soil quality. Samples for soil respiration studies were taken from agricultural areas, meadows, forests and urban areas (estate cottages). All samples were subjected to the same analytical procedure and the method of measurement was followed by a Substrate-Induced Respiration (SIR) method. Since all the samples were from neighbouring regions and were characterized by similar soil parameters, the obtained results allowed to assess the quality of the soil environment of the surveyed area and to evaluate the total rating of whole area. The obtained results allowed to observe slight divergences between soil samples taken from areas of different use. And although statistically, in this case, these differences were not significant, the characteristics of the respiration curves clearly indicate that there is a dependency between the form of use and the size and rate of soil respiration. In addition, the results have shown that single family housing does not exhibit as much anthropopression to the soil environment as it might seem.
W artykule rozpatrywano wpływ różnego rodzaju użytkowania terenu na aktywność mikrobiologiczną gleb i tym samym możliwość wykorzystania tego parametru jako uniwersalnego testu jakości podłoża glebowego. Do badań respiracji glebowej wykorzystano próbki pobrane z terenów użytkowanych rolniczo, łąk, lasów oraz terenów zurbanizowanych (zabudowa domków jednorodzinnych). Wszystkie próbki poddano identycznej procedurze analitycznej, a jako metodę pomiaru zastosowano metodę indukowanej substratem respiracji (ang. SIR – Substrate- Induced Respiration). Ponieważ wszystkie próbki pochodziły z sąsiadujących ze sobą rejonów i charakteryzowały się podobnymi parametrami glebowymi, uzyskane wyniki umożliwiły ocenę jakości środowiska glebowego badanego terenu i dokonanie oceny sumarycznej rejonu badań. Uzyskane wyniki pozwoliły zaobserwować niewielkie rozbieżności między próbkami glebowymi pobranymi z terenów o różnej formie użytkowania. Statystycznie różnice te nie były istotne, jednak na podstawie charakterystyki krzywych respiracji jednoznacznie można stwierdzić, że między formą użytkowania a wielkością i szybkością respiracji glebowej zaznacza się pewna zależność. Dodatkowo uzyskane wyniki dały podstawy do stwierdzenia, że osiedla domków jednorodzinnych nie wykazują tak dużej antropopresji na środowisko glebowe, jak mogłoby się wydawać.

Wystąpienie zjawisk osunięcia się ziemi stanowi realne zagrożenie dla życia i zdrowia ludzi. Powoduje ono degradację obję tych nimi terenów zarówno pod względem zniszczeń posadowionych obiektów, jak i możliwości dalszego wykorzystania gruntów na dotychczasowe cele. Tereny, na których wystąpiły ruchy mas ziemnych zazwyczaj zagrożone są wystąpieniem podobnych zjawisk w przyszłości, a więc odbudowanie na nich zniszczonych obiektów najprawdopodobniej będzie skutkowało ponownym ich zniszczeniem i kolejnymi stratami materialnymi. Ponadto, zatrzymanie destrukcyjnych zjawisk poprzez zastosowanie zabezpieczeń budowlanych jest możliwe w przypadku niewielkich obszarowo osunięć i w nielicznych przypadkach, ich koszty są ogromne, a stabilizacja części dużego osuwiska może nie dać oczekiwanych efektów. W większości przypadków wybiera się inne rozwiązania, związane najczęściej ze zmianą przeznaczenia gruntów, ograniczeniem dotychczasowego użytkowania bądź całkowitym jego zaniechaniem w celu zminimalizowania zagrożeń w przyszłości. Niniejszy artykuł ma na celu rozpoznanie czy gminy z obszarów Polski dotkniętych katastrofami związanymi z osuwaniem się ziemi korzystają z możliwości zmiany przeznaczenia gruntów w trybie znowelizowanej w 2010r. ustawy o szczególnych zasadach odbudowy, remontów i rozbiórek obiektów budowlanych zniszczonych lub uszkodzonych w wyniku działania żywiołu. Badaniami objęto gminy z województwa małopolskiego, podkarpackiego, śląskiego i świętokrzyskiego. Otrzymane wyniki mogą posłużyć dalszym analizom w zakresie powołanych przepisów prawnych, mogą też być punktem wyjścia do rozważań nad kolejnymi ich zmianami czy też działaniami mogącymi ostatecznie wpłynąć na zminimalizowanie zagrożeń na terenach osuwiskowych. Zapisy ustawy o szczególnych zasadach odbudowy, remontów i rozbiórek obiektów budowlanych zniszczonych lub uszkodzonych w wyniku działania żywiołu nie były do tej pory przedmiotem badań naukowych. Artykuł w zamyśle autorki ma być krokiem do upowszechnienia wiedzy na temat szczególnych uregulowań prawnych dotyczących terenów osuwiskowych.
The occurrence of the landslide phenomenon poses a real threat to human life and health. It causes degradation of areas affected by it both in terms of damage to structures as well as the possibility of further using the land for the same purposes. The areas in which land mass movements occurred are usually threatened by the occurrence of similar phenomena in the future, thus the reconstruction of destroyed structures will most probably result in their destruction again and further material losses. Moreover, preventing the destructive phenomena by using building protection is possible in the case of small area landslides and in a small number of cases, its costs are huge and the stabilisation of a part of a large landslide may not produce expected results. In the majority of cases other solutions are applied. They are usually connected with the change of land use classification, limitation or total abandonment of current usufruct in order to minimise the risk in the future. This article is aimed at examining if communes from the areas of Poland affected by landslide-related disasters take advantage of the possibility of changing land use classifi cation pursuant to the amended Act of 2010 on special principles of the reconstruction, renovation and demolition of structures destroyed or damaged as a result of the destructive influence of the element. The research encompassed communes from Małopolskie, Podkarpackie, Śląskie and Świętokrzyskie voivodeships. They may be used for further analyses in respect of referred to provisions of law, they may also constitute a starting point for a discussion on the further changes of these provisions or on actions which may influence the minimisation of risk in landslide areas. The provisions of the Act on special principles of the reconstruction, renovation and demolition of structures destroyed or damaged as a result of the destructive influence of the elements have not been the object of scientific research so far. The article was conceived by the author as a step towards disseminating knowledge of legal regulations concerning landslide areas.

Informacja o aktualnym i planowanym zagospodarowaniu przestrzennym należy do trzeciej grupy tematycznej INSPIRE. W Polsce rozpoczęto prace nad standaryzacją danych planistycznych w celu umożliwienia włączenia ich do krajowej infrastruktury informacji przestrzennej (IIP). Nierozwiązanym do tej pory problemem jest standaryzacja przestrzennych obiektów planistycznych. Nie jest to zadanie trywialne ze względu na brak jednolitej semantyki branżowej oraz ze względu na przenikanie się funkcji zagospodarowania. W referacie poruszono kwestie polskich rozwiązań metodologicznych, których celem jest opracowanie katalogu przestrzennych obiektów planistycznych zgodnego z wymogami INSPIRE. Zgodność ta może być rozumiana jako umożliwienie tworzenia i udostępniania raportów dotyczących wymaganej dyrektywą INSPIRE informacji przestrzennej o planowanym zagospodarowania przestrzennym, na różnych etapach procedury planistycznej. Obiekty planistyczne zorganizowane w strukturze bazy danych, uzupełnione o informacje z referencyjnych zbiorów danych IIP, mogłyby zastąpić w przyszłości załączniki graficzne do uchwał. W artykule przedstawiona zostanie również ocena stanu obecnego, przekrojowo problemy związane z opracowaniem katalogu obiektów planistycznych oraz konieczne do podjęcia działania i propozycje rozwiązań w kierunku jego dostosowania do wymogów INSPIRE.
Information about present and planned land use is referred to in the third thematic group of INSPIRE. In Poland, works have been started on standardization of spatial planning datasets with the aim of including them into the national spatial data infrastructure. However, standardization of spatial planning data is still a problem to be solved. This is a challenging task both due to the lack of generally accepted semantics used in spatial planning practice and to overlapping of land use functions. The paper presents issues connected with Polish methodological solution aimed at creation of the feature catalogue for spatial plans in conformity with the INSPIRE implementing rules. This conformity may be understood as making it possible to create and make available, on different levels of planning procedure, the reports required by the INSPIRE Directive concerning spatial information about planned land use. Spatial planning data included in the spatial database completed with reference datasets of national spatial data infrastructure might replace graphical attachments to the official documentation. The paper also presents the assessment of the present state of affairs, problems connected with creation of the feature catalogue for spatial plans, the need to take actions and suggested solutions aimed at its conformity with the INSPIRE requirements.

The purpose of this study is to analyse the use of agricultural land on the territory of united communities and their individual districts of Zhytomyr region as the smallest units of the administrative territorial division of Ukraine. The relevance of this study, due to current changes in national land relations, dictates the need to have information about agricultural lands, their owners, tenants and the lands status for planning agricultural production, the land-leases development, sale of land. The analysis of land use was carried out according to the following indicators: location of land plots of all owners within the community district and the whole community; their area; monetary evaluation; status of documents for each land plot, in particular the availability of lease, land cultivation presence. The initial data of the researches is the data of the state land cadastre database, and data of the real property rights register, both in general access and in need of special access. As a result of the research there were defined areas and location of lands of some landowners, who leased their lands and areas of lands not leased, also there were defined areas of lands, used illegally, without any documents on land use, defined areas of lands, used or owned by agricultural producers (farms, physical persons, legal entities). A cartographic core was created for the purpose of convenient planning of agricultural land use and land management within selected districts on the territory of the community.

Groundwater is the main source for many uses around the city of Ouargla. In this study, the DRASTIC method was used to assess the vulnerability of the groundwater aquifer. Seven hydrogeological parameters of the model (D water depth, R efficient charging, A aquifer type, S soil type, T topography, I unsaturated zone and C hydraulic conductivity) were measured and mapped. The intrinsic vulnerability map of the shallow aquifer, using the DRASTIC method, shows a high to very high vulnerability to pollution; 91.6% of the study area has high vulnerability, 8.4% of it has very high vulnerability. The comparison of the DRASTIC maps with the land use map illustrates that the agglomerations and irrigated areas are the most vulnerable areas to pollution, due to the low depth of the aquifer and the infiltration of significant domestic and irrigation wastewater. The results show that the relationship coefficient between the DRASTIC index and nitrate concentration is R = 0.73. This indicates that the groundwater vulnerability mapping by using the DRASTIC method can be applied for sensible groundwater resources management and land-use planning in the study area.

W artykule zaprezentowano ocenę zagospodarowania terenów zagrożonych powodziami w Uniejowie, odnośnie do potencjalnych negatywnych konsekwencji dla środowiska przyrodniczego, dziedzictwa kulturowego, działalności gospodarczej i ludzi. Badaniu pod względem zagospodarowania podlegał obszar szczególnego zagrożenia powodziami w Uniejowie. Zagospodarowanie przeanalizowano przy wykorzystaniu Topograficznej Bazy Danych oraz inwentaryzacji terenowej. Następnie za pomocą narzędzi GIS przedstawiono zarówno zagospodarowanie, jak i jego ocenę. Z oceną zagospodarowania obszarów szczególnego zagrożenia powodziami związane jest pojęcie ryzyka powodziowego, które oznacza kombinację prawdopodobieństwa wystąpienia powodzi i związanych z nią potencjalnych negatywnych konsekwencji dla zdrowia ludzkiego, środowiska, dziedzictwa kulturowego oraz działalności gospodarczej. Do oceny ryzyka powodziowego posłużyła metoda bonitacji punktowej, gdzie polem oceny był heksagon.
The aim of this work is to assess land use on flood hazard areas in Uniejów in respect of potential negative consequences for the environment, cultural heritage, economic activity and people. The area examined is a flood hazard zone where flood risk is 1% (medium level). The land use was analysed using the topographic database and land inventory. The assessment of land use on the areas exposed to floods is related to the concept of flood risk, which means the combination of the likelihood of flooding and related potential negative consequences for human health, the environment, cultural heritage and economic activity. Land use on the areas exposed to floods in Uniejów was found to be correct because open spaces dominate, allowing the flow of flood waters

Climate, land use, and land cover change can propagate alteration to the watershed environment. The interaction between natural and human activities probably accelerates the change, a phenomenon that will generate serious environmental problems. This study aims to evaluate the change in the hydrological regime due to natural and human-induced processes. The study was conducted in Brantas watershed, Indonesia, which is the largest watershed in East Java. This area is populated by more than 8 million inhabitants and is the most urbanized area in the region. An analysis of rainfall time series use to shows the change in natural phenomena. Two land-use maps at different time intervals were used to compare the rapid development of urbanization, and the discharge from two outlets of the sub-watersheds was employed to assess hydrological changes. The indicator of hydrological alteration (IHA) method was used to perform the analysis. The daily discharge data are from 1996 to 2017. The research results show an increase in flow (monthly, 1-day, 3-day, 7-day, 30-day, and 90-day flows) in the two sub-watersheds (Ploso and Kertosono) from the pre-period (1996–2006) to the post-period (2007–2017).

The aim of the study was to assess the impact of technosols and geomechanically unchanged soils of the Lublin agglomeration on the concentrations of arsenic and phosphorus, and on selected forms of these elements. Arsenic and phosphorus concentrations were determined in the urban soils of Lublin (Poland), and the relationship between their degree of contamination and different types of land use was estimated. The samples collected were subjected to sequential analysis, using ammonium sulphate, acid ammonium phosphate, oxalate buffer (also with ascorbic acid) and aqua regia for arsenic, and ammonium chloride, sodium hydroxide, hydrochloric acid and aqua regia for phosphorus. The influence of the land use forms was observed in the study. The greatest amount of arsenic (19.62 mg kg-1) was found in the industrial soils of Lublin, while the greatest amount of phosphorus (580.4 mg kg-1) was observed in non-anthropogenic soils (mainly due to the natural accumulation processes of this element). Fractions of arsenic and phosphorus obtained during analysis showed strong differentiation. Amorphic and crystalline fractions of arsenic, bound with iron oxides, proved to have the highest share in the total arsenic pool. The same situation was noted for phosphorus.

Celem pracy była próba ukazania optymalnego sposobu użytkowania grun-tów. Za badany teren przyjęto wschodnią część wsi Pustynia, leżącą w wojewódz-twie podkarpackim. Scharakteryzowano aktualny stan zagospodarowania terenu oraz opracowano optymalny stan użytkowania ziemi razem z transformacjami, jakich należy dokonać na badanym obszarze. Aby ustalić stan optymalny zastosowano metodę T. Bajerowskiego. Obszar badań podzielono siatką na 122 kwadraty, nazywane polami podstawowymi. Zbadano w nich cechy identyfikacyjne, ustalone w tej metodzie. Analizując wyniki przeprowadzonych badań i opracowań, należy stwierdzić, że badany obiekt aktualnie jest wsią typowo rolniczą- 68,5% powierzchni to grunty orne. Według optymalnego stanu użytkowania jest to najlepszy charakter gospodarowania tego terenu.
The aim of this study was to show an optimum land use, using Bajerowski’s method. It was applied to the east area of Pustynia village, situated in Podkarpackie province. The first part contains a presentation of the analyzed area, its natural conditions, landscape and life. The second part characterizes the current state of analyzed land and presents an optimal land use structure, together with the transformations to be made within the studied area. According to the Bajerowski’s method, in order to determine the optimal condition, the study area was divided into 122 grid squares, called basic fields. Each field was studied, in terms of characteristics, established in the method. The achieved results show, that the studied object is currently a typical agricultural village with 68.5% of arable land. According to the obtained optimal land use structure it is the most valuable condition for the analyzed land.

Ponadto, w części miast badacze obserwują silną presję w zakresie rozwoju funkcji transportowej. Celem artykułu jest charakterystyka elementów struktury zagospodarowania placu rynkowego w Uniejowie.
Market square, historically being the central place in the city, has always been important for the socio-economic development of urban settlements. During the last decades, town squares have been losing their market-place function, in favour of becoming representative spaces or places for recreation. Besides, in some cities there is strong pressure towards the development of the transport function. The main aim of this article is to describe the structure of the town square in Uniejów in the context of land use.

The long-term field study (1995-2012) concerning soil erosion was conducted on an experimental slope-plot situated on a moraine hilly agricultural landscape of the southerncentral Zemaiciai Uplands, Lithuania. The aim of the presented studies is to determine changes in the volume of soil loss under typical field crop rotation conditions with bare fallow and to estimate the impact of erosion on soil properties. Surface runoff and soil loss rates were measured on a bounded runoff plot draining to a collector tank that trapped both sediments and water. Changes in precipitation, rain intensity and land use substantially affected the rate of the erosion processes. It was found through a comparison of three-crop rotation periods that the highest intensity of slope soil transfer occurred during the time period of 2007-2012 (3rd crop rotation) due to extreme rainfall events. Developing the dynamics of vegetation cover to prevent soil erosion phenomena showed a significant difference in plant growth conditions and the suitability of various plants for soil protection. The lowest ratio of soil loss was measured on a hillslope covered by perennial grasses. The years characterized by the highest erosion rates were associated with bare fallow land use when soil losses were even 470 times higher than under perennial grasses.

Our ecosystem, particularly forest lands, contains huge amounts of carbon storage in the world today. This study estimated the above ground biomass and carbon stock in the green space of Bilbao Spain using remote sensing technology. Landsat ETM+ and OLI satellite images for year 1999, 2009 and 2019 were used to assess its land use land cover (LULC), change detection, spectral indices and model biomass based on linear regression. The result of the LULC showed that there was an increase in forest vegetation by 12.5% from 1999 to 2009 and a further increase by 2.3% in 2019. However, plantation cover had decreased by 3.5% from 1999–2009; while wetlands had also decreased by 9% within the same period. There was, however, an increase in plantation cover from 2009 to 2019 by 2.1% but a further decrease in wetlands of 4.3%. Further results revealed a positive correlation across the three decades between the widely used Normalized Differential Vegetation Index (NDVI) with other spectral indices such as Enhance Vegetation Index (EVI) and Normalized Differential Moisture Index (NDMI) for biomass were: for 1999 EVI (R2 = 0.1826), NDMI (R2 = 0.0117), for 2009 EVI (R2 = 0.2192), NDMI (R2 = 0.3322), for 2019 EVI (R2 = 0.1258), NDMI (R2 = 0.8148). A reduction in the total carbon stock from 14,221.94 megatons in 1999 to 10,342.44 megatons 2019 was observed. This study concluded that there has been a reduction in the amount of carbon which the Biscay Forest can sequester.

Batticaloa MC, one of the fastest-growing cities in Sri Lanka, is the most vital agglomeration that should concentrate upon temporal changes in land use. Various land use categories, namely commercial, residential, agricultural, scrubland, mangroves, water and barren land in Batticaloa, have been modified by the different purposes of utilization. This study aims to identify the land-use changes of Batticaloa Municipal Council from 1980 to 2018. Primary and secondary data collection methods were used to gather the data for analysis. Comparison was made to the various land use categories in 1980, 1990, 2000, 2010 and 2018. The temporal pattern of land-use change was presented via a comparison of the five-time periods of land use. ArcGIS 10.4.1 and MS Excel 2013 were applied to analyse the maps and data. The finding of the study was that between 1980 and 2018, there were significant land-use changes in the study area. Commercial and residential areas increased by 20.17 ha and 1148.57 ha, respectively, and barren land and agricultural land lost 769.54 ha and 301.99 ha, respectively. In addition, rest land use categories were converted into other land use categories during these periods. The effects of human activities are immediate and often radical, while the natural effects are relatively long. The recommendations are to enforce future land use planning, and protect forest resources through land-use strategies by way of the government with community participation encouraging the approval of urban planners to make decisions about urban development.
