Opis:: The spa municipality is a special type of local government municipalities in Poland. The legal basis of its functioning is the Act of 8 March, 1990 on the local government, but its special status as a health resort, and the list of tasks that implements the municipality’s tax legislator is described in the text of the Act of 28 July, 2008 on spa treatment, spas and conservation areas of the spa and the spa municipalities. Commune defines spa a town, where the entire area or part thereof has been given the status of the spa. The municipality applying for granting the status of a given area of the spa or health resort status is required to draw up the so-called spa sampling, in order to identify opportunities for health and spa resorts in the area. The minister competent for health matters, after confirmation of fulfilment through the conditions necessary to obtain the status of the spa or health resort status, applies to the Council of Ministers for granting a given area the status of the spa or health resort status. The Council of Ministers, by regulation, gives the status of a given area of the spa or health resort area status. A form of cooperation between spa municipalities is the Association of Municipalities of the Polish Republic Health Resorts whose aim is the development of Polish spas and localities of spa values, supporting the development of the spa, tourist and recreational sports in the municipalities belonging to the Association.

Opis:: Stan przestrzeni małego miasta o dominującej funkcji uzdrowiska świadczy o standardzie i atrakcyjności wypoczynkowo-turystycznej miejscowości. Również naturalne walory położenia kurortu w praktyce okazują się istotnym czynnikiem miastotwórczym. W artykule przedstawiono próbę odpowiedzi na pytanie: Czy możliwe jest pełne odrodzenie dawnego uzdrowiska i przystosowanie go wymogów współczesności? Posłużono się przykładem małej dolnośląskiej miejscowości położonej nieopodal polsko-czeskiego pogranicza. Przedstawiono charakterystykę tożsamości Głuchołaz wynikającej z historii i tradycji miejsca oraz uwarunkowań wewnętrznych i zewnętrznych. Wszystkie te czynniki mają znaczący wpływ na proces rezyliencji i możliwość przyszłego rozwoju polskiego uzdrowiska.
The condition of urban space of a small town with a dominating health resort function indicates its standard and appeal as a holiday and tourist destination. In practice, also natural values concerning the location of a health resort prove to constitute a significant citygenic factor. This article attempts to find the answer to the question whether it is possible to fully restore an old health resort and to adapt it to the demands of contemporary world. A case study of a small Lower Silesian town in the vicinity of Polish and Czech border should prove helpful in the said deliberations. A profile of Głuchołazy and its identity, stemming from history and tradition of the place as well as internal and external conditioning, has been presented. All these factors significantly influence the process of resilience and potential development of this Polish health resort.

Opis:: Na okres autonomii galicyjskiej przypada gwałtowny rozwój i popularność lecznictwa uzdrowiskowego, w ramach którego sławę zdobyły zarówno miejsca mające lecznicze wody mineralne, jak też dysponujące korzystnym dla zdrowia klimatem bądź innymi walorami (borowina, żętyca, zakłady przyrodolecznicze). To również czas przemian społeczno-obyczajowych, postępu w dziedzinie infrastruktury, rozwoju nauki, rozprzestrzeniania się nowych prądów zmieniających zastaną rzeczywistość. Wyjazdy wakacyjno-lecznicze stały się w nowych realiach szerzej dostępne, a uzdrowiska przeobraziły się w gwarne i ruchliwe centra. Realizowano w nich nie tylko program leczniczy, ale z biegiem lat coraz ważniejszą dla kuracjuszy dziedzinę rekreacji i rozrywki. Czas spędzony na wyjeździe, a trwał on około 6 tygodni, wypełniały rozmaite zajęcia. Część z nich wiązała się z charakterem miejsca, były to: picie wód, kąpiele, gimnastyka, spacery, inne terapie zalecane przez lekarzy zdrojowych. Resztę czasu, a było go sporo – zapełniał program kulturalno-rozrywkowy. Jego zakres był podobny do tego w życiu codziennym kuracjuszy. Bale i wieczorki z tańcami, koncerty, przedstawienia teatralne, wizyty i rewizyty należały do podstawowych przyjemności, ale również obowiązków wczasowiczów. Do dyspozycji uzdrowiskowych gości pozostawały biblioteki i czytelnie, wypożyczalnie nut i fortepianów. Można było, korzystając w własnego bądź pożyczonego transportu, zwiedzać bliższe i dalsze okolice. Z czasem upowszechniła się turystyka krajoznawcza wywodząca się ze spacerów. To ona stała się podstawą turystyki kwalifikowanej i wysokogórskiej, a także taternictwa. Rozwijające się życie kurortowe sprawiło, że do dyspozycji gości oddawano coraz liczniejsze obiekty – cukiernie, kawiarnie, restauracje, sale gimnastyczne, place do gier; wytyczano trasy spacerowe, organizowano tombole, wyścigi, pokazy. Wypoczynek, szczególnie wakacyjny, stawał się prawem coraz szerszych kręgów społecznych. Wypełniano wprawdzie skrupulatnie wymagane zwyczajem i obyczajem powinności, ale atmosfera zabawy i wypoczynku oraz specyfika miejsca budowały nową jakość. Z czasem wykreował się kurortowy obyczaj modelujący wszelką aktywność.
The period of autonomy in Galicia is characterised by a rapid growth in the popularity of health resort treatment. Not only spas with mineral waters but also with a salubrious climate or other advantages (therapeutic peat, whey of ewe’s milk, nature treatment facilities) gained considerable fame. It was also a time of changes in customs of the society, progress in the area of infrastructure, development of science and the spread of new currents changing the existing reality. Health treatment during vacation time became more widely available with health resorts being transformed into bustling centres, which implemented health treatment programs as well as into entertainment and recreation facilities, more and more important for the visitors. Time spent away, about 6 weeks, was occupied by various activities. Some of them were related with the character of the place, i.e. drinking waters, baths, exercises, walks, other therapies recommended by the spa doctors. The remaining time was filled by cultural-entertainment program, similar to the activities of everyday life: balls, evening parties, dances, concerts, theatrical performances, visits and return visits – basic pleasures but also the duties of holiday makers. The visitors could dispose of libraries and reading rooms and rent pianos with musical scores. It was possible to go sightseeing in the neighbourhood and other more distant locations with the use of the visitor’s own means of transport or hired. Sightseeing tours, derived from walks, became increasingly popular. It became the basis for the development of qualified tourism and high mountain tourism, also mountaineering. The thriving life at the resorts led to the creation of more and more tourist facilities: confectionaries, cafes, restaurants, gyms, playgrounds, walking routes, lotteries, races and shows. Recreation, especially during holiday time, became the right of increasingly wider social circles. Even though the duties resulting from customs and traditions were scrupulously fulfilled, the atmosphere of fun and leisure and the specificity of a location created a new quality. With time, health spa customs developed and started modelling any undertaken activity.

Opis:: Aim/purpose – The aim of the paper is to explore the evolution of business models of health resort enterprises. The sector is perceived in this research as a case of a particular, traditional sector based on natural (here: balneological) resources which has been undergoing significant changes. In addition to the analysis of the evolution of business models, the purpose was to investigate the role of different categories of resources, e.g. infrastructure or relational competences, in substituting natural resources in the creation of business models. Design/methodology/approach – The exploration was based on a quantitative approach and survey research. The data gathered through the questionnaire were used in cluster analysis which adopted the agglomeration (hierarchical) method, i.e. grouping of features by Ward’s method. Findings – Business models in the health resort sector in Poland have evolved and the major change incorporated their shift from business models focused on an idiosyncratic category of resources, i.e. natural, balneological resources, to business models based on other categories, like human resources, e.g. employees’ competences, tangible resources like modern infrastructure or financial resources (for example contracts). The application of a clustering method facilitated tracing the evolution of business models from various perspectives, such as the importance of interorganiational cooperation, different value propositions, and focus on various customer segments. Research implications/limitations – The research implication for management studies is the recognition and presentation of the categories (archetypes) of business models of health resort enterprises in Poland as well as the characteristics of the evolution of business models within the scope of their components. The primary practical implication from a managerial perspective is to provide the basis for evaluation of opportunities and threats related to the adopted business model when comparing to the alternatives currently chosen by competitors. The major limitation of the research is the small sample size. Originality/value/contribution – The paper presents the results of the original research conducted among health resort enterprises in Poland. The paper identifies and characterises various categories (archetypes) of business models of the health resort enterprises in Poland as well as the evolution of the building blocks of implemented business models. The study contributes to the discussion on the usefulness of resource-based-view (RBV) as a theoretical perspective of business model research. The results are consistent with RBV as well as adhere to competence approach and relational view. From a practical perspective, they offer a recipe (formula) for managers of health resort enterprises interested in introducing changes into their business models.

Opis:: The health resort communes have a significant impact on the functioning of the local government. On the one hand, they enhance the development of tourism, but on the other hand, they inhibit the development of other branches of economy. The aim of the study is to compare and point out the developmental trends in the coastal health resort communes, which may provide conclusions on how their health and spa functions affect their development. The subject of the research is the socioeconomic situation of six communes including four located on the coast in the West Pomerania Province and two located on the coast in the Pomerania Province. To evaluate the socio-economic situation, the synthetic indicator method was applied involving pointer variables available in Polish public statistics. The measurements were taken in three categories: human and social capital, material capital as well as financial and economic capital. Depending on the data availability, the time period of some indicators was adjusted to their occurrence. The main time period under research are the years 2000–2020.

Opis:: A health resort is an area where treatment of patients is conducted, dedicated to the use and protection of natural medicinal materials, which have given the place the status of a health resort. Local fees called visitor and resort taxes supply local budgets. Their collection is dependent on the existence of certain factual circumstances. The article discusses issues related to the legal status of spa and health resort areas, and the fees related to them (adopting and collecting). Toll rates shall be adopted by the municipal council and charged by clearly defined tax collectors. The presentation of tax obligations related to the health resorts was made based on the dogmatic method, an analysis of suitable regulations and selected case law.

Opis:: Introduction. Low levels of physical activity in the society have been observed in Poland for many years, especially in case of elder people. It is surprising that, in the era of intensified development of diseases of affluence, many people still do not recognize health benefits that result from regular physical exercise. Materials and method. 622 health resort visitors who participated in the research in the Nałęczów Health Resort were divided into groups based on socio-demographic status in order to recognize the determinants of their physical activity. A short version of International Physical Activity Questionnaire (IPAQ) was used to estimate the level of physical activity. Results. Health resort visitors were characterized by a relatively low level of general physical activity, and walking was a predominant type of exercise. Surprisingly, professional status did not significantly differentiate participants’ physical activity. However, especially participants from small villages and towns with primary education presented a low level of physical activity. These were mostly pensioners and persons of disadvantaged groups with lower income. Conclusions. Most of health resort visitors represent low level of physical activity which cannot be significantly and statistically differentiated by any demographic variable.

Opis:: The aim of this paper is to present the importance of touristic health resorts, as an economic network supporting regional economic development. Analysis is based on the definition of the role of health resort enterprises in the region as specific creative centres, engaging three groups: enterprises, local authorities and scientific institutions. This cooperation enables the generation of a sustainable tourist product, which not only satisfies demand but is also in accordance with modern trends in tourism. A case study of the health resort cluster “Health Resort – Pearls of Eastern Poland) is presented as a success story of increasing the attractiveness and competitiveness of enterprises, as well as the region as a whole.
Celem niniejszej pracy jest zaprezentowanie istoty funkcjonowania klastrów turystyki uzdrowiskowej, jako gospodarczej sieci powiązań, która w dłuższej perspektywie przyczynia się do rozwoju gospodarczego regionów. Zatem analiza zasadza się na zdefiniowaniu roli przedsiębiorstw uzdrowiskowych w regionie, jako swoistych, kreatywnych centrów wokół których wysiłki jednoczą trzy grupy: przedsiębiorstwa, władze lokalne oraz instytucje naukowe. W efekcie współpraca w ramach inicjatyw klastrowych umożliwia zaangażowanie się powyższych grup w proces wygenerowania zrównoważonego produktu turystycznego, który jest ciekawym rozwiązaniem, odpowiadającym popytowi, który jest zgodny ze współczesnymi trendami występującymi w branży turystycznej. W artykule przeanalizowano jeden przypadek (case study), tj. Klaster Zdrowie i Turystyka „Uzdrowiska – Perły Polski Wschodniej”, jako sukces podmiotów zaangażowanych w ramach utworzonej inicjatywy, który przyczynił się do podniesienia atrakcyjności i konkurencyjności przedsiębiorstw, jak również samego regionu.

Opis:: The paper presents the issue of the sustainable tourism which corresponds with the concept of the sustainable development. The work concentrates on the theoretical analysis of the sustainable tourism, often treated as a tool of accomplishment of the sustainable development or the tool of the development of tourism itself. The article is an attempt to state the basic rules of the sustainable tourism on the so-called rural health resort areas. The work shows what kind of tourism can be developed on the analysed rural areas, at the same time being in harmony with the concept of the sustainable tourism. In the paper the analysis of the national and foreign literature from the domain of the concept of the sustainable tourism, including rural areas, and the observation of the chosen indicators of the sustainable development of health resorts villages are presented. The concept of the sustainable development arose in the 1970s and it was an expression of the critical reaction to the growing interference in natural and social and cultural resources. The concept of the sustainable development is not opposite to the possibilities of economic growth, on condition that the pace of the reproduction of the environmental resources is not slower than the pace of the usage of these resources. The theoretical basis of the usage of the rules of the sustainable development in the world literature started to be seen at the turn of the 1980s and 1990s. The document „Agenda 21 for Travelling and Tourism Economy” turned out to be fundamental for the development of the concept of the sustainable tourism. The practical use of the concept of the sustainable development in the rural areas economy needs devising indicators and indexes characterizing this development. The indicators are divided into: indicators of environmental pressure (danger, stress), indicators of condition (quality) of the environment and indicators of preventive activities. The economic significance of the tourism lies in its positive influence on the different departments of the economy, including agriculture. One of the more important impacts is stopping the migration of people from the rural areas.

Opis:: Health resort treatment is an important element of the Polish health care system. An aging population, an increase in the amount of free time and income, as well as a healthy lifestyle trend are the main factors for the development of health tourism. West Pomeranian voivodeship ranks 3rd in the country in terms of the number of health resorts, as well as is the undisputed leader in terms of the number of people visiting Polish resorts. In 2017, over 25% of patients underwent medical treatment in health resorts in West Pomeranian voivodeship. The aim of the study was to analyze the potential of health resorts in West Pomeranian voivodeship and to assess the development of tourist traffic in health resorts in recent years. West Pomeranian voivodeship observes a steady increase in the number of health resort visitors using the services offered by health establishments and a changing structure of patients in regard to the financing method – there is a growing number of people who finance their stay in the health resort on their own. In order to maintain the leading position on the market of health tourism services, it is necessary to raise the standard of health services, carry out further investments in modern health resort infrastructure that is open to innovative and unconventional solutions combining traditional and modern methods of treatment as well as preventive healthcare and leisure. There is a need to constantly adapt the health tourism product to the changing needs of patients and to create new brand of products as well as acquire new groups of recipients who finance their stay in health establishments.

Opis:: Studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy stanowi jeden z najważniejszych dokumentów planistycznych sporządzanych na szczeblu lokalnym. Jako instrument kształtowania polityki przestrzennej gminy jest dokumentem wyjściowym do formułowania prawa lokalnego. Stanowi niejako akt przewodni, określającym zamierzenia planistyczne organów gminy, dlatego zawarte w nim ustalenia muszą być jednoznaczne, czytelne i zrozumiałe. Przedmiotem analizy jest studium gminy Lądek Zdrój, w województwie dolnośląskim. W dokumencie odnajduje się wiele niejasności. Autorzy stosują pojęcia, które są niezrozumiałe, niezdefiniowane i często mylące. Niektóre zapisy studium są na tyle niejednoznaczne, że o transformacji do prawa lokalnego, trudno wyrokować. Istnieje obawa, że nie wystąpi korelacja pomiędzy ustalenia i zawartymi w studium, a przyszłym aktami sporządzanymi na niższym szczeblu.
A study of the conditions and directions of spatial management of a municipality is one of the most important planning documents prepared at a local level. As an instrument for creating the spatial policy it is the initial document to formulate the local law. It constitutes an act of guidance, defining the planning intentions of the municipal authorities, and therefore its findings must be unambiguous, legible and understandable. The subject of this analysis is such study of Lądek Zdrój, a municipality in the province of Lower Silesia. The document turns out to contain much ambiguity. The authors use concepts that are incomprehensible, undefined and often misleading. Provisions of the study are not clear enough to allow their transfer to local law. There is therefore a possibility that there might be no correlation between the analyzed study, and the future legal acts prepared at a lower level.

Opis:: Przestrzeń publiczna małego miasta o dominującej funkcji uzdrowiska wymaga troskliwego zagospodarowania i zaprojektowania. Stan tej przestrzeni świadczy o standardzie i atrakcyjności wypoczynkowo-turystycznej miejscowości. W artykule przedstawiono historyczne powiązania przestrzeni publicznej z obszarami uzdrowiskowymi miasta Głuchołazy leżącego na Śląsku Opolskim. Obszary o dominującej, specjalistycznej funkcji są tu wyizolowane ze śródmieścia i jednocześnie sprzężone z historycznym centrum za pomocą głównego ciągu komunikacyjnego – dawnej promenady. Rozpoznanie osiowego wiązania ma istotny wpływ na wieloletnie decyzje planistyczne i rewitalizacyjne.
Public space of a small town with a dominant function of a health resort requires careful development and designing. The state of this space attests to the standard and attractiveness of a holiday and tourist town. Historical connections of the public space with health resort areas of Głuchołazy located in Śląsk Opolski have been presented in this article. The areas with a dominant, specialist function are isolated here from the town center and at the same time, they are connected with a historical center by means of the main traffic route. Recognition of an axial bond has significant influence on long-term planning and revitalization decisions.

Opis:: Solec Spa is health resort in south-eastern Poland. Its unique balneorehabilitation significance worldwide is determined by chloride-iodine-sodium water with a high content of hydrogen sulphide. This water, classified as highly mineralized sodiumchloride (seltzer) sulphide, bromide, iodide, boron water, contains naturally approximately 0.9 g/l divalent sulphur compounds, which is the highest concentration noted among the mineral waters of the world. The effectiveness of the Solec waters is proven in: inflammatory and autoimmunological locomotor system diseases, degenerative joint disorders (osteoarthritis), post-traumatic and post-operative orthopedic diseases, skin diseases and allergic disorders. One of the main indications for balneotherapy in Solec Spa and Busko Spa is chronic brucellosis.

Opis:: Purpose: The main aim is to analyse the influence of DT on traditional industries, here: health resort enterprises in Poland. They are mostly based on tangible resources and customers of deficient digital competences. The research leads to the identification of the scope and the trends in the DT of this particular sector. Design/methodology/approach: The research combined two approaches – the first was based on quantitative research and questionnaire as a data collecting method, and the second was based on netographic research and generic content analysis. Findings: In terms of DT, the enterprises use various strategies, they use digital resources, attempt to acquire customer’s recommendations, as well as try to establish customer-centric innovations through involving customers in co-creation processes. Research limitations/implications: The research implication for management studies is the recognition and presentation of the heterogeneity of approaches towards DT of the firms functioning in a traditional, tangible-resources-based sector. The role of digital solutions in value creation processes in such a peculiar sector was delineated. The major limitation was the small sample size and restrained generalization in conducted content analysis. Practical implications: The practical implication from a managerial perspective is to provide the basis for evaluation of prospects related to the adopted approach to the usage of different e-platforms in creating value and developing and sustaining relationships with customers. Originality/value: The article responds to the challenges related to DT and its timeliness. The paper’s value results from its topicality. It could serve as an inspiration for both science (the role of DT in value creation) and practice (sector’s evolution towards digital communication channels).

Existing advantages of health resort Ladek Zdroj is huge capital for development of new branches of tourism. Current functioning of system, where the priority has medical tourism, must change its meaning. The type of potential and forecasted trends of healthcare shows that recreational tourism should be main factor determining progress. Its scope covers both agricultural tourism and health resort tourism, where consumer is both person only residing in health resort and person utilizing its infrastructure (no matter whether for health regeneration or physical rehabilitation. The touristic product should be place identity. The customer should be interested by advantages so that he/she is not only encouraged to arrival but also decides to do it.

Opis:: Inkasent jest zobowiązany do pobrania i przekazania podatku na rzecz właściwego organu podatkowego. Zakres odpowiedzialności inkasenta jest zawężony jedynie do sytuacji, w których należny podatek pobrał, lecz nie dokonał jego wpłaty na rzecz organu podatkowego. Jeśli podatek nie został przez inkasenta pobrany, nie ponosi on z tego tytułu żadnej odpowiedzialności –ani na gruncie przepisów Ordynacji podatkowej, ani Kodeksu karnego skarbowego. Za podatekniepobrany przez inkasenta odpowiedzialność ponosi podatnik. Inkasent odpowiada całym swoim majątkiem w sposób nieograniczony. Ponownie może on ponosić odpowiedzialność także majątkiem wspólnym z małżonkiem, odpowiedzialność orzekana jest decyzją właściwego organu podatkowego. W sytuacji gdy inkasent wpłaci na rzecz organu podatkowego podatek, którego wcześniej nie pobrał, może go dochodzić drogą cywilną. Zobowiązany jest także gromadzić i przechowywać dokumentację dotyczącą pobranych należności.
A tax collector is obliged to collect and remit tax to the appropriate tax authority. The scope of the collector’s liability is narrowed only to situations in which he collected the tax due but did not pay it to the tax authority. If the tax was not collected by the tax collector, he bears no responsibility for it – neither on the grounds of the Tax Ordinance nor of the Fiscal Penal Code. The taxpayer bears responsibility for the tax not collected by the tax collector. The tax collector is liable with all his assets in an unlimited manner. Again, he may also be liable with his joint property with his spouse; the liability is adjudicated by a decision of the appropriate tax authority. If the tax collector pays to the tax authority the tax that he did not collect earlier, he can claim it by civil law. He is also obliged to collect and keep records of the amounts collected.

Opis:: The aim of this article is to make an attempt to estimate the future demand of elderly peuple (60 and more years of age) for health resort treatment. There are presented five variants of projections till the year 2000 differing according to the accepted detaile assumptions. All the proposed projections of demand for health-resort treatment point at a considerable growth of this demand in the future - on the average of over 10 per cent every five years. The rate of growth in the number of treated men will be higher than that of women. It can be also expected w ith in the next 15 years that the number of rural in habitants going to health resorts will be growing much faster than the number of urban inhabitants. In order to satisfy health needs in this field it will be necessary to equip newly urbanized centres with rights of health resort towns. In the future, it will be necessary to take in to consideration the possibilities of developing health treatment in vacation and recreation places possessing natural conditions allowing to provide health-resort treatment.

Opis:: Przeprowadzone badania dotyczą pewnych określonych miejsc na mapie Polski, które ze względu na swoiste odrębności wyróżniają się szczególnym reżimem prawnym. Prezentowany artykuł dotyczy bowiem miejscowości, w których granicach administracyjnych znajduje się obszar uzdrowiska. Celem opracowania jest opis i analiza zagadnień dotyczących nazwy uzdrowiska. Ze względu na to, że samo pojęcie uzdrowiska jest w różny sposób definiowane, przytoczono różne określenia na wyjaśnienie tego terminu wywodzące się z języka potocznego i prawnego. Następnie poddano charakterystyce założenie ustawodawcy, zgodnie z którym do nazwy miejscowości, w której granicach administracyjnych znajduje się obszar uzdrowiska, może zostać dodany wyraz „zdrój”, jeżeli podstawą leczenia uzdrowiskowego są wody lecznicze, lub wyraz „cieplice” bądź „uzdrowiska termalne”, jeżeli podstawą leczenia uzdrowiskowego są wody termalne. Przyjęte rozwiązanie wskazuje bowiem na pewne odrębności ustrojowe w zakresie możliwości używania i zmiany nazwy określającej miejscowość uzdrowiskową. Przedstawiono procedurę i tryb ustalania i zmiany nazwy gminy lub miejscowości. Poza tym poruszono problemy dotyczące prawnej ochrony nazwy uzdrowiska, ale też wskazano na pewne przywileje związane z przedmiotową nazwą związane z marketingiem terytorialnym w uzdrowisku. We wnioskach wskazano możliwe kierunki zmian w kontekście nazwy miejscowości uzdrowiskowej.
The conducted research concerns certain specific places on the map of Poland, which, due to their specific differences, are distinguished by a special legal regime. The presented article concerns the towns within which the area of the health resort is located. The aim of the study is to describe and analyze issues related to the name of the spa. Due to the fact that the very concept of a health resort is defined in various ways, various terms were quoted to explain this term, derived from colloquial and legal language. Subsequently, the legislator’s assumption was characterized, according to which the word „bath” can be added to the name of the town within the administrative borders of which the health resort area is located, if the basis for spa treatment are healing waters, or the word „hot springs” or „thermal spas” if thermal waters are the basis of spa treatment. The adopted solution indicates certain systemic differences in terms of the possibility of using and changing the name of a spa town. The procedure and procedure for determining and changing the name of a commune or town were presented. In addition, problems related to the legal protection of the spa name were raised, but also certain privileges associated with the name in question related to territorial marketing in the spa were indicated. The conclusions indicated possible directions of changes in the context of the name of the spa town.

Opis:: Spa treatment, which constitutes an integral part of health care, is an organized activity consisting in providing health care services in the field of spa treatment or spa rehabilitation carried out in a spa by spa treatment facilities. In order to ensure the proper and efficient operation of this form of treatment in specially adapted facilities that are medical entities, this treatment is subject to professional supervision. Supervision over health resort treatment entails the control and evaluation of health resort treatment carried out in health resort treatment establishments. This issue is regulated primarily in the Act of 28 July 2005 on spa treatment, health resorts and health resort protection areas and in health resort communes, as well as in the Act of 15 April 2011 on medical activity. The study contains an analysis and evaluation of the legal regulations concerning the supervision of spa treatment. It discusses the basic terms related to spa issues and presents some concepts of control and supervision in terms of the doctrine. Spa supervision is characterized by specific regulations and the degree of complexity. This applies to individual issues that allow the reconstruction of the essence of supervision. These are the supervisory authorities, subject of supervision, the supervised entities, criteria and scope of supervision exercised and legal means of supervision. The authorities supervising the health resort treatment include the Minister of Health, the Voivode, the Minister of National Defense and the Minister of the Interior. In this article, in the analysis of the scope of his competences and control and supervisory powers great attention is paid to the Minister of Health as the central body of government administration in the field of matters belonging to the department of health administration managed by him. Due to the specific nature of supervision of this treatment carried out in the voivodeship, the legal position of the chief physician of the health resort, with whose help the voivode exercises this supervision, was analyzed. Since spa treatment is carried out in spa facilities in a health resort, the study contains the problem of separate control procedurescarried out in this area, within which special attention is paid to internal, management and ad hoc control.

Opis:: The aim of the study was to show selected aspects of commercial offer of health resort facilities in Poland. The special attention was given to profile treatment, health services, average prices, additional offer of health and other services, including SPA&wellness as well as business services. The analysis of health resort treatment in 2010-2013 was conducted with special attention given to number of health resort facilities in general and by voivodeships. The activity of health resort facilities was presented in quantitative approach using number of inpatients including self-pay inpatients as well as number of beds in health resort facilities.
Celem opracowania było pokazanie wybranych aspektów oferty komercyjnych usług placówek lecznictwa uzdrowiskowego w Polsce. Szczególną uwagę skupiono na profilach leczenia, proponowanych zabiegach leczniczych, przeciętnych cenach za pobyt, ofercie dodatkowych usług leczniczych i usług pozostałych, włączając usługi SPA&Wellness oraz biznesowe. Przeprowadzono analizę lecznictwa uzdrowiskowego w Polsce w latach 2010–2013 z uwzględnieniem ogólnej liczby placówek, ich rodzajów i zróżnicowania terytorialnego. Działalność placówek lecznictwa uzdrowiskowego przedstawiono w ujęciu ilościowym, wskazując na liczbę łóżek oraz liczbę kuracjuszy, w tym ponoszących pełną odpłatność.

Opis:: In recent years, there has been a growing global interest in spa tourism, as well as a significant increase in social awareness of the need to care for health, physical fitness and well-being. Apart from spa tourism, ‘spa & wellness’ tourism is also very popular. Kołobrzeg, in addition to being a town largely geared towards patients, also attracts tourists who take advantage of ‘spa & wellness’ treatments. The purpose of this article is to define the essence and characteristics of spa tourism based on the example of Kołobrzeg. Spa activities are carried out in health care entities operating in the zone of the spa, places where patients are undergoing treatment or rehabilitation. These benefit from the healing natural conditions of the areas in which they operate and their microclimates. The main part of the article presents the history of spa tourism in Kołobrzeg along with an analysis of its spa offer and therapeutic profile. In addition, the empirical part discusses the results of an analysis among patients using the survey method; a large proportion of respondents were over 65, mainly female. During the study, the respondents rated various aspects of their spa stay (on a scale from 1 to 5) at a level above 4.0, which indicates the healthy condition of the spa itself and general satisfaction among patients.

Opis:: The article is devoted to the status of a spa municipality as – on the one hand – a municipality enjoying a special legal status and – onthe other hand – asa special area fulfilling protective functions for its unique characteristics resulting in spa treatment operations in a given area. The special legal status of a spa municipality is reflected in the variety of natures of the system, special governing laws to which it is subject, as well as in special powers to which it is entitled. The special area consists in the implementation of specific governing laws (orders and bans) in a given area, being mandatory for everyone including an entry ban into the given area.
