W ocenie TK od ustawodawcy wymaga się, aby prawo było tworzone w sposób klarowny. Nie zostało to wzięte pod uwagę w przypadku nowelizacji Ustawy z 13 września 1996 r. o utrzymaniu czystości i porządku w gminach. Narzucono gminom obowiązek zorganizowania systemu odbierania odpadów komunalnych od właścicieli nieruchomości, którzy mieliby ponosić tego koszty w drodze opłaty za gospodarowanie odpadami komunalnymi. W ustawie jednak nie sprecyzowano charakteru tej opłaty. W konsekwencji powstała niejasność, który z organów nadzoru nad działalnością jednostek samorządu terytorialnego jest właściwy do zbadania uchwał podejmowanych na podstawie ustawy o utrzymaniu czystości i porządku w gminach. W tej kwestii wypowiedziały się sądy administracyjne, jednak wyrażone stanowiska były rozbieżne, mimo iż oparte były na tych samych aktach prawnych. W artykule ukazano polemikę organów publicznych.
From Constitutional Tribunal point of view, lawmaker is obliged to create law in possibly clear way. It was not taken into consideration in case of amendment to act from September 13th 1996 regarding keeping cleanliness and order in boroughs. Boroughs had to organize pick up system for municipal waste from property owners, who would have to cover the costs of the whole process as municipal waste management fees. However, the act does not define the character of this fee. As a result there is the uncertainty, which organ of supervising the local self-government units activities is correct to research on resolutions taken basing on keeping cleanliness and order in boroughs act. There are few statements issued by administrative courts, though they are incompatible, despite the fact that were based on same deeds. The article shows the polemic of public bodies.

Opis:
The episode of the division of Jesus’ garments (Gv 19,23-24g) and the scene of the “testament from the cross” (Jn 19:24h-27) is strongly contrasted by the correlative and antithetical particles μέν-οὖν-δέ (Jn 19:24h.25a). It suggests, among other things, to see precisely four women below the cross of Christ (and the disciple whom Jesus loved). Other arguments also lead to this conjecture. The importance concerning the number of Jesus’ followers, accompanying their dying Master, is connected with a rabbinical tradition that says: to deserve the title of a true and authentic master it was necessary to have at least five disciples around him. The inclusion of the whole Fourth Gospel, obtained thanks to the pericopes Jn 1:35-51 and Jn 19:24h-27, where five disciples appear – first called by Jesus to follow him, then present at the foot of the cross – leads to the conclusion that Jesus, from the beginning of his activity on earth until his last breath, appears as the true and authentic Master, always ac-companied by his disciples, whose number was incessantly sufficient to ascribe to Jesus the title of the Rabbi.

We generalize the standard attractive Hubbard, having an on-site pair creation operator Q$\text{}_{i}$ = a$\text{}_{i↑}$a$\text{}_{i↓}$, to one with n components Q$\text{}_{iα}$ = a$\text{}_{iα↑}$a$\text{}_{iα↓}$, α=1,2,...,n. In the limit n → ∞ we obtain the Ginzburg-Landau functional. On this basis we explore the crossover from weak (BCS) to strong coupling (Bose-Einstein condensation) superconductivity. The associated self-consistent equations for the Ginzburg-Landau parameters are similar to those of the T-matrix approach. The evolution of the band structure with increasing interaction strength is studied and correlated with the behavior of the pair propagator and the transition temperature. We find that the pairing interaction creates a new band which moves downwards in energy as the interaction strength increases and separates into a lower Hubbard band when the interaction strength becomes comparable to the band width. In the strong coupling regime, a third band with small spectral weight is also found in between the lower and upper Hubbard bands.

The optimized single-particle wave functions contained in the parameters of the Hubbard model (hopping integral t and intraatomic interaction U) are determined explicitly in the correlated state for electronic systems of various symmetries and dimensions: Hubbard chain, square and triangular lattices, and the three cubic lattices: SC, BCC, and FCC. In effect, the electronic properties of these structures as a function of the interatomic distance R are obtained. In most cases, the model parameters do not scale linearly with the lattice constant. Also, the atomic part of the total ground state energy changes with the U/t ratio and therefore should be (and is) included in the analysis. The solutions of dimensions D>1 are analyzed by utilizing the approximate Gutzwiller treatment.

Opis:
One-dimensional atomic chain with a variable-range hopping is described within the extended Hubbard model. The Gutzwiller-ansatz approximation is used to determine the optimized single-particle (Wannier) wave functions in the correlated state. Hopping integral up to the third neighbors is taken into account and the results are compared with those for the infinite hopping range. Ground state energy of the system is compared with that making use of the rigorous Lieb-Wu solution with the optimized wave functions. The evolution of the properties as a function of interatomic distance is discussed.

Using the slave-boson method in its spin- and charge-rotational invariant representation we determine stability of the superconducting state in the Hubbard model with correlated hopping. In general the term with correlated hopping violates electron-hole symmetry, however, in the special case when the correlated hopping integral X is equal to the uncorrelated hopping integral t the electron-hole symmetry remains. We investigate this case and show that correlations induced by onsite Coulomb interactions U yield to the normal state with exactly single occupied sites (corresponding to |U=∞⟩). The phase diagram of the superconducting state is determined for the different electron concentration n. At the half-filled band (n=1) a direct transition from the Mott insulator to the superconducting state occurs.

We applied the Perdew-Burke-Ernzerhof hybrid functional (PBE0) within the density functional theory (DFT) to study electronic properties of the heavy fermion Kondo semiconductor $SmB_{6}$. The calculation of the Hartee-Fock exchange contribution to the exact-exchange within the atomic sphere approximation for bulk $SmB_{6}$ represents a computationally efficient, parameter-free method that provides good qualitative and quantitative agreement with photoemission experiments. Specifically, we found an energy difference of 7 eV between the occupied and unoccupied correlated Sm f states. Furthermore, the spin-orbit coupling yields a splitting of the occupied Sm f states of about 1 eV in agreement with recent angular resolved photoemission spectroscopy. The electronic spectrum in the vicinity of the X point shows a hybridization between the Sm 5d conduction band and the localized Sm 4f states at the Fermi level. This might lead to a transport gap opening.

We show that the quasiparticle states found in a self-consistent Born approximation for the spin-fermion model which describes CuO$\text{}_{2}$ planes agree well with experimental data in insulating Sr$\text{}_{2}$CuO$\text{}_{2}$Cl$\text{}_{2}$. It is found that the antiferromagnetic correlations are reduced in the neighbourhood of a moving oxygen hole and the correlation functions can exhibit similar dipolar distortions as reported in the context of the t-J model.

In this overview we sketch briefly the path to the so-called t-J model derived for the first time 30 years ago and provide its original meaning within the theory of strongly correlated magnetic metals with a non-Fermi (non-Landau) liquid ground state. An emergence of the concept of real space pairing is discussed in a historical prospective. A generalization of this model to the many-orbital situation is briefly discussed. The emphasis is put on didactical exposition of ideas, as they were transformed into mathematical language. The concept of hybrid pairing is introduced in the same context at the end.

Opis:
The influence of lattice defects (vacancies) on the ground-state properties of the spinless Falicov-Kimball model is studied by a well-controlled numerical method in two dimensions. It is shown that in the presence of vacancies (distributed randomly) the ground states of the Falicov-Kimball model are phase separated for small f-electron concentrations $n_f$ and exhibit the long-range order for $n_f$ near the half-filled band case $n_f$=1/2. In addition, the dependence of average f-orbital occupancy on the concentration of vacancies is calculated for a wide range of model parameters. The resultant behaviours are used to interpret the experimental data obtained for the mixed-valence system $Sm_{1-x}B_6$.

Opis:
Turkish Accelerator and Radiation Laboratory in Ankara (TARLA) facility is a superconducting linac-based infrared free-electron laser light source in the frame of Turkish Accelerator Center (TAC). Construction of the facility premises was completed in 2009, with a continued progress of hardware and infrastructure installation until today. In this respect, a button type beam position monitor (BPM) is designed, produced and tested for use of TARLA facility. Antenna simulations and mechanical design studies based on TARLA electron beam parameters are carried out by the software computer simulation technology. In this paper, its design and production highlights are discussed in detail, and the original results are summarized.

We investigate the magnetic and charge ordering in the stripe phases obtained while using correlated wave functions for finite 8×8 clusters described by the Hubbard model with extended hopping. Nonmagnetic vertical (01) site-centered domain walls and (11) bond-centered stripes are found for the parameters of La$\text{}_{2-x}$Sr$\text{}_{x}$CuO$\text{}_{4}$ and YBa$\text{}_{2}$Cu$\text{}_{3}$O$\text{}_{6+x}$, respectively, at doping δ=1/8. The obtained half-filled domain nonmagnetic walls reproduce the maxima observed in neutron scattering for La$\text{}_{2-x}$Sr$\text{}_{x}$CuO$\text{}_{4}$.

We have determined an instability of the Fermi-liquid state of almost localized fermions in an applied magnetic field. It is proposed that a transition to a strongly correlated fermions (statistical-spin-liquid) state takes place at that point. The resultant magnetization curve and the field dependence of the specific heat are calculated and compared with those for CeRu$\text{}_{2}$Si$\text{}_{2}$.

The mechanism of spin polaron formation in moderately doped cuprates is discussed. These objects represent holes embedded into heavy clouds formed by spin fluctuations. Wave functions of spin polarons are spatially confined due to the increase in the exchange energy which is induced by hole motion giving rise to the creation of spin fluctuations. These wave functions are eigenstates of an "unperturbed" Hamiltonian which is defined by processes responsible for the tendency toward confinement. The eigenstates transform according to different irreducible representations of the point group reflecting the symmetry of the problem. Thus, the spin polarons being local wave functions resemble orbital states. The spectrum of optical conductivity in the mid-infrared range is determined by transitions between s-wave and p-wave spin polarons. The hybridization between different spin polarons which is induced by some high order processes gives rise to the formation of energy bands. The pronounced transfer of the spectral weight between different bands is induced by the coupling between spin fluctuations created by the hopping hole and local quantum fluctuations in the empty antiferromagnetic background from which an electron has been rejected, for example during the photoemission process. The form of the energy dispersion for spin polarons gives rise to the formation of a small Fermi surface at the low hole-doping range. These three above mentioned phenomena were observed in cuprates which seems to confirm the spin polaron scenario. The discussion of related experiments is the additional objective of this paper.

Opis:
High order and non-linear effects in accelerator beamline play an important role in the transport of the beam. These effects cause variation of designed beam parameters such as emittance growth, bunch length variation, beam halo formation, etc. One of the known non-linear effects in bunch compressors is the coherent synchrotron radiation effect. In this study we focus on coherent synchrotron radiation effect in Turkish Accelerator and Radiation Laboratory in Ankara (TARLA) machine which is designed to drive Infrared Free Electron Laser, covering the range of 3-250 μm. We additionally discuss high order effects in bunch compressor of TARLA.

Opis:
The small-cluster exact-diagonalizations are used to study the ground states of the Falicov-Kimball model extended by nonlocal Coulomb interactions (the nearest-neighbour interaction $U_{nn}$ and the correlated hopping t'). It is shown that the ground-state phase diagrams found for the conventional Falicov-Kimball model are strongly changed when the nonlocal interactions are added. This is illustrated for two selected values of the on-site Coulomb interaction (U) that represent typical behaviours of the model in the intermediate and strong coupling limit. A number of remarkable results are found. (i) The phase separation takes place for a wide range of $U_{nn}$ and t' in both interaction limits. (ii) New types of inhomogeneous charge ordering are observed for nonzero $U_{nn}$ and t'. (iii) Depending on the values of $U_{nn}$ and t', the model is able to describe both the continuous as well as discontinuous changes of the f-electron occupation number.

Opis:
The X-ray diffraction studies on a newly synthesized $Na_{26}Au_{25}Ga_{29}$ single crystal revealed the formation of a single phase 2/1-2/1-2/1 Bergman-type approximant and the presence of Au/Ga mixed occupancies in its unit cell containing 680 atoms. The structure model of the 2/1-2/1-2/1 approximant with composition $Na_{27}Au_{27}Ga_{31}$ was constructed by eliminating the chemical disorder with a minimum sacrifice of composition displacement. The full potential linearized augmented plane wave electronic structure calculations with subsequent full potential linearized augmented plane wave-Fourier analysis were performed for the 2/1-2/1-2/1 approximant $Na_{27}Au_{27}Ga_{31}$ with space group Pa3̅. The square of the Fermi diameter $(2k_{F})^2$, electrons per atom ratio e/a and the critical reciprocal lattice vector $|G|^2$ are determined. A shallow pseudogap at the Fermi level was interpreted as originating from interference of electrons having $(2k_{F})^2$=109.2±1.0 with sets of lattice planes with $|G|^2$'s centered at 108. The effective e/a value for the compound is found to be 1.76 in good agreement with 1.73 derived from a composition average of $(e/a)_{Na}$=1.0, $(e/a)_{Au}$=1.0 and $(e/a)_{Ga}$=3.0.

Opis:
Indoor radon measurements were performed using LR-115 type-II solid state nuclear track detectors in Sakarya University in classrooms, laboratories and offices during the period from July 2013 to June 2014. The results show that the radon concentration in studied buildings ranges from 0.20±0.04 to 94.1±10 Bq/m³ with an average value of 40±5 Bq/m³. The annual effective doses from radon were estimated to range from 0.18 to 2.00 mSv/y with a mean value of 1.00 mSv/y. These results indicate no radiological health hazard, as the measured activities are well below International Commission on Radiological Protection recommended level of 200 Bq/m³ for indoor radon.

Opis:
The extrapolation of small-cluster exact-diagonalization calculations and the Monte Carlo method is used to study the spin-one-half Falicov-Kimball model extended by the spin-dependent Coulomb interaction (J) between the localized f and itinerant d electrons as well as the on-site Coulomb interaction $(U_{ff})$ between the localized f electrons. It is shown that in the symmetric case the ground-state phase diagram of the model has an extremely simple structure that consists of only two phases, and namely, the charge-density-wave phase and the spin-density-wave phase. The nonzero temperature studies showed that these phases persist also at finite temperatures. The same calculations that we performed for unsymmetric case showed that charge and spin ordering can be destroyed simultaneously or consecutively.

We refer to our recent calculations Eur. Phys. J. B 86, 252 (2013) of metallization pressure of the three-dimensional simple-cubic crystal of atomic hydrogen and study the effect on the crucial results concocting from approximating the 1s Slater-type orbital function with a series of p Gaussians. As a result, we find the critical metallization pressure $p_{C}$ = 102 GPa. The latter part is a discussion of the influence of zero-point motion on the stabilizing pressure. We show that in our model the estimate magnitude of zero-point motion carries a little effect on the critical metallization pressure at zero temperature.

The paper is concerned with investigation of the influence of an intense high frequency electric field and relativistic warm plasma waveguide on electrostatic oscillations of nonuniform bounded plasma. The stabilizing effect of a strong high frequency (pump) electrical field on beam-plasma interaction in a cylindrical relativistic warm plasma waveguide is discussed. A new mathematical technique "separation method" was applied to the two-fluid plasma model to separate the equations, which describe the system, into two parts, time and space parts. Plasma electrons are considered to have a relativistic, thermal velocity. It is shown that a high frequency electric field has no essential influence on dispersion characteristics of unstable surface waves excited in a relativistic warm plasma waveguide by a low-density electron beam. The region of instability is only slightly narrowing and the growth rate decreases by a small parameter and this result was reduced comparing to cold, nonrelativistic plasma. Also, it is found that the plasma electrons did not affect the solution of the space part of the problem.

Opis:
The electronic properties of two spinels $Fe_3O_4$ and $Fe_2SiO_4$ are studied by the density functional theory. The local Coulomb repulsion U and the Hund exchange J between the 3d electrons on iron are included. For U = 0, both spinels are half-metals, with the minority $t_{2g}$ states at the Fermi level. Magnetite remains a metal in a cubic phase even at large values of U. The metal-insulator transition is induced by the $X_3$ phonon, which lowers the total energy and stabilizes the charge-orbital ordering. $Fe_2SiO_4$ transforms to a Mott insulating state for U > 2 eV with a gap $Δ_g$ ~ U. The antiferromagnetic interactions induce the tetragonal distortion, which releases the geometrical frustration and stabilizes the long-range order. The differences of electronic structures in the high-symmetry cubic phases and the distorted low-symmetry phases of both spinels are discussed.

A quantum critical point represents an essential singularity in the phase diagram of the electron-correlated compounds. In the CeRhSb$\text{}_{1-x}$Sn$\text{}_{x}$ system we have observed a quantum criticality at the boundary Kondo insulator-non-Fermi liquid state. In this series of compounds, CeRhSb has a Kondo insulating ground state, whereas CeRhSn exhibits a non-Landau Fermi liquid behavior. In view of different types of behavior of CeRhSb and CeRhSn, we review the results of the solution in CeRhSb$\text{}_{1-x}$Sn$\text{}_{x}$ and discuss the effect of a quasi-continuous change of the number of conduction electrons on the gap formation in the Kondo-insulating regime, as well as on the critical behavior appearance near the quantum critical point.

Opis:
The spin-one-half Falicov-Kimball model with spin-dependent on-site interaction between localized (f) and itinerant (d) electrons is studied by small-cluster exact-diagonalization calculations and a well-controlled approximative method in two dimensions. The results obtained are used to categorize the ground-state configurations according to common features (charge and spin ordering) for all f and d electron concentrations ($n_f$ and $n_d$) on finite square lattices. It is shown that only a few configuration types form the basic structure of the charge phase diagram in the $n_f-n_d$ plane. In particular, the largest regions of stability correspond to the phase segregated configurations and configurations that can be considered as mixtures of chessboard configurations and the full (empty) lattice. Since the magnetic phase diagram is much richer than the charge phase diagram, the magnetic superstructures are examined only at selected values of f and d electron concentrations.

Phase diagrams and spontaneous magnetization are rigorously calculated for a coupled spin-electron model on a doubly decorated honeycomb lattice, which accounts for a quantum-mechanical hopping of the mobile electrons on decorating sites, the nearest-neighbor Ising coupling between mobile electrons and localized spins, as well as the further-neighbor Ising coupling between the localized spins placed on nodal sites. The spontaneously ordered ferromagnetic phase, spontaneously ordered antiferromagnetic phase and disordered paramagnetic phase emerge in a phase diagram depending on an electron filling of the decorating sites, a relative size of the hopping term and both considered coupling constants. It is evidenced that a nature and size of the further-neighbor Ising coupling between the localized spins basically influences rise and fall of reentrant transitions close to a phase boundary between the paramagnetic phase and both spontaneously ordered phases.

The optimized single-particle wave functions contained in the parameters of the Hubbard model (t and U) were determined for an infinite atomic chain. In effect, the electronic properties of the chain as a function of interatomic distance R were obtained and compared for the Lieb-Wu exact solution, the Gutzwiller-wave-function approximation, and the Gutzwiller-ansatz case. The ground state energy and other characteristics for the infinite chain were also compared with those obtained earlier for a nanoscopic chain within the exact diagonalization combined with an ab initio adjustment of the single-particle wave functions in the correlated state (exact diagonalization combined with an ab initio method). For the sake of completeness, we briefly characterize also each of the solutions. Our approach completes the Lieb-Wu solution, as it provides the system electronic properties evolution as a function of physically controlable parameter - the interatomic distance.

Semimetallic off-stoichiometric $CeNi_{1-δ}Sn_{1+δ-x}Sb_x$ system with δ≈0.06 is shown to transform into a Kondo semiconductor upon the substitution of few percent of Sb for Sn. The full-gap formation is associated with f-electron localization induced by the combined effect of the collective Kondo-singlet formation and the atomic disorder. Namely, the extra valence electrons introduced with the Sb doping (one per Sb atom) contribute additionally to the formation of the collective Kondo spin-singlet state at low temperatures, as seen by a substantial reduction of the magnetic susceptibility. The precise general definition of the Kondo semiconductor is provided and the difference with either the simple band or the Mott-Hubbard insulators is stressed.

We determined the localization threshold in a partially filled and doubly degenerate model of correlated electrons. Particular emphasis is put on a non-integer band filling n≥1, when the system decomposes into the localized and the itinerant subsystems; this situation is described by an effective s-d model. A simultaneous transition to the ferromagnetic state is discussed as driven by the Hund rule coupling combined with the effective field coming from the correlations. The dependence of the quasiparticle mass on the spin direction appears naturally in the spin-polarized phase and is attributed to the electron correlation effects, as is also a metamagnetic transition in an applied field. Although the main results were obtained within the saddle point slave-boson approach, their qualitative features are discussed in general terms, i.e. as a transition from quantum-mechanical indistinguishability of particles forming the Fermi fluid to a two-component situation.

We studied pressure effects on $YbCu_5$ and $YbInCu_4$, good examples of the Yb-based compounds to investigate the nonmagnetic-magnetic transition in Yb-based strongly correlated electron systems. With increasing pressure, the low-temperature Fermi liquid state of $YbCu_5$ is gradually suppressed, suggesting the second-order like nonmagnetic-magnetic transition around the pressure of 5-6 GPa. On the other hand, in $YbInCu_4$ which has a pressure-induced magnetic ordered ground state above $P_C$=2.45 GPa, both high-temperature paramagnetic and low-temperature intermediate valence phases are insensitive to pressure. Our results confirm the first-order nature of the transition between the intermediate valence and magnetic ordered phases with pressure.

Nanostructured thermoelectric materials receiving great attention for its high thermoelectric performance. In this research, nanostructured n-type Bi2 Te2.7 Se0.3 alloys have prepared using high energy ball milling and followed by spark plasma sintering. Also, we have varied ball milling time to investigate milling time parameter on the thermoelectric properties of n-type Bi2 Te2.7 Se0.3 powder. The powders were discrete at 10 min milling and later particles tend to agglomerate at higher milling time due to cold welding. The bulk fracture surface display multi-scale grains where small grains intersperse in between large grains. The maximum Seebeck coefficient value was obtained at 20-min milling time due to their lower carrier density. The κ values were decreased with increasing milling time due to the decreasing trend observed in their κL values. The highest ZT of 0.7 at 350 K was observed for 30-min milling time which was ascribed to its lower thermal conductivity. The Vickers hardness values also greatly improved due to their fine microstructure.

Opis:
The irradiation setup at the ion microprobe SNAKE is used to irradiate living cells with single energetic ions. The irradiation accuracy of 0.55μm and respectively 0.40μm allows to irradiate substructures of the cell nucleus. By the choice of ion atomic number and energy the irradiation can be performed with a damage density adjustable over more than three orders of magnitude. Immunofluorescence detection techniques show the distribution of proteins involved in the repair of DNA double-strand breaks. In one of the first experiments the kinetics of appearance of irradiation-induced foci in living HeLa cells was examined. In other experiments a new effect was detected which concerned the interaction between irradiation events performed at different time points within the same cell nucleus.

W pracy analizowane jest pojęcie trzech światów Karla R. Poppera. Jego argumenty umożliwiają wyróżnienie w tym polu badań świat czwarty – zawierający rozwój i zastosowanie ludzkiej wiedzy. Akceptuję kryteria Popperowskiego podziału, a pewne wątpliwości dotyczące jego koncepcji rozwiewam używając argumenty dotyczące ewolucji i rozwoju tradycyjnych, elektronicznych mediów i Internetu. Te argumenty wskazują na potrzebę powołania czwartego świata. Autor dyskutuje poglądy w kwestii komunikacji M. McLuhana, D. De Kerckhove’a, P. Levinsona, H. Jenkinsa and J. Pleszczyńskiego, które dostarczają zasadnych argumentów na rzecz tej nowej wzbogaconej klasyfikacji.
The work analyses the concept of three worlds formulated by Karl R. Popper. His arguments make it possible to distinguish in this field of research the fourth world— that of the development and application of human knowledge. The criteria of Popper's division are accepted and some doubts concerning his conception are dispelled by the arguments of researchers dealing with the evolution and development of traditional, electronic and Internet media. Those arguments point the need of the concept of fourth world. The author discusses the views of technological determinants in communication authored by M. McLuhan, D. De Kerckhove, P. Levinson, H. Jenkins and J. Pleszczyński who provide reasonable arguments for this new classification. The Popper’s model of three worlds is thus enriched by the fourth world—the world created by users of old and new media, the internet, and multimedia in communication. It is a real world, rooted in the three other worlds.
