The paper is devoted the optimization of operation process and maximization of safety lifetimes for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) at variable operation conditions related to the climateweather change. For this network, the optimal transient probabilities of BPSCIN operation process at operation states related to climate-weather change that maximize the mean value of BPSCIN safety lifetimes are found. Finally, the optimal safety and resilience indicators of considered network are presented.

The paper is devoted the optimization of operation process and minimization of operation cost for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) at variable operation conditions related to the climateweather change. For this network, the optimal transient probabilities that minimize the mean value of the total operation costs are found. Finally, cost analysis of BPSCIN operation impacted by climate-weather change is presented in case the BPSCIN is non-repairable and in case it is repairable after exceeding its critical safety state.

Opis:
One of the best ways of modelling a transport network is to use a graph with vertices and edges. They represent nodes and arcs of such network respectively. Graph theory gives dozens of parameters or characteristics, including a connectivity, spanning trees or the different types of domination number and problems related to it. The main aim of the paper is to show graph theory methods and algorithms helpful in modelling and optimization of a transportation network. Firstly, the descriptions of basic notations in graph theory are introduced. Next, the concepts of domination, bondage number, edge-subdivision and their implementations to the transportation network description and modeling are proposed. Moreover, the algorithms for finding spanning tree or maximal flow in networks are presented. Finally, the possible usage of distinguishing concepts to exemplary transportation network is shown. The conclusions and future directions of work are presented at the end of the paper.
Jednym z najlepszych sposobów modelowania sieci transportowej jest użycie grafu z wierzchołkami i krawędziami. Reprezentują one odpowiednio węzły i łuki takiej sieci. Teoria grafów daje możliwość użycia dziesiątek parametrów lub charakterystyk, w tym spójności, drzew spinających lub różnych typów liczb dominowania i związanych z tym problemów. Głównym celem artykułu jest przedstawienie metod i algorytmów teorii grafów pomocnych w modelowaniu i optymalizacji sieci transportowej. Po pierwsze, wprowadzono opisy podstawowych pojęć w teorii grafów. Następnie zaprezentowano koncepcje dominowania, liczby zniewolenia czy podziału krawędzi grafu oraz ich implementacji do opisu i modelowania sieci transportowej. Ponadto przedstawiono algorytmy do wyszukiwania drzewa opinającego i maksymalnego przepływu w sieciach. Wreszcie pokazano możliwe sposoby wykorzystania wyróżnionych koncepcji do przykładu sieci transportowej. Na zakończenia przedstawiono wnioski i przyszłe kierunki prac.

The paper is devoted to presentation the safety model for Baltic Port and Shipping Critical Infrastructure Network (BPSCIN) taking into account interactions between Baltic Port Critical Infrastructure Network, Baltic Shipping Critical Infrastructure Network and Baltic Ship Traffic and Port Operation Information Critical Infrastructure Network. First of all, the BPSCIN and its safety parameters are introduced. Next, the basic information and necessary data to describe the interactions in considered critical infrastructure network are given. Finally, the safety, resilience and risk indicators of the BPSCIN are presented.

Opis:
The main source of information on the situation across the sea basins used by operators of shipping monitoring systems is a network of coastal radar stations. Presently, it is possible to gather navigational information from many individual radar stations simultaneously, which may be used for improving the accuracy of vessel position fixing. However, without making other estimates, we obtain an inconsistent image comprising multiple echoes of the same ship, and as such it is impossible to say which echo presents the vessel on the move. Another problem is the method of performing radar observations, which significantly affects the accuracy of position fixing. The estimated radar distance is encumbered with a gross error in the case of large vessels, as the position of a large vessel is not the same as the position of the edge of the radar echo to which the estimation is made. In this paper, the authors present a method to adjust the measured radar distance. The proposed method may be automated easily, which would significantly enhance VTS positioning processes.

Opis:
One of the possibilities when modelling a transport network is to use a graph with vertices and edges. They represent the nodes and arcs of such a network respectively. There are dozens of parameters or characteristics that we can describe in graphs, including the different types of domination number and the problems related to it. The main aim of this paper has been to show the possibilities of the application of the selected domination-oriented concepts to modelling and improving the transportation and/or logistics networks. Firstly, the basic description of domination in graph theory has been introduced. The edge-subdivision and bondage number notations and their implementations to the transportation network description and modelling were then proposed. Furthermore, the possible usage of distinguishing concepts in an exemplary academic transportation network has been shown. Finally, the conclusions and future directions of the work have been presented.

The main aim of the paper is the adaptation of the known methods for safety modelling related to the operation process for Baltic Port and Shipping Critical Infrastructure Network. To realize this goal, the description of the four critical infrastructure networks, i.e. Baltic Port, Shipping, Ship traffic and port operation, and finally Baltic Port and Shipping are provided. The basic notations for operation process and multi-state CIN safety analysis for them are introduced. Furthermore, the Baltic Port and Shipping Critical Infrastructure Network safety function and its risk function are proposed. The practically significant critical infrastructure network safety indices like mean lifetime up to the exceeding a critical safety state, the moment when the risk function value exceeds the acceptable safety level, the component and critical infrastructure network intensities of ageing/degradation and the coefficients of operation impact on component and critical infrastructure network intensities of ageing are presented for four CIs considered in the paper.

In the paper, the three critical infrastructure networks are introduced, i.e. port, shipping, and ship traffic and port operation information. For every of them the main safety paremeters are defined. Furthermore, the multistate system component and the multistate system main safety characteristics, i.e. their mean values of the lifetimes and in the safety state subsets and in the particular safety states and standard deviations and the moment when the system risk function exceeds a fixed permitted level are determined. Finally, the Baltic Port and Shipping Critical Infrastructure Network is defined and described in the same way.

The main aim of the paper is to present the possibility of use of the multi-criteria optimization method Analytical Hierarchy Process (AHP) to liquid cargo transportation by sea. Finding the optimal solution is not simple. There are many factors influencing the shipping process. In the case of liquid cargo, the most important thing is the safety of the crew, ship, and environment. Therefore, the Mathematical Theory of Evidence is introduced and used to determine the optimal path in terms of time and safety of transport. Moreover, the details of liquid cargo transport process are described with particular attention to ship to ship operations. Besides, the basic concept of the AHP method, steps of the algorithm are introduced. Finally, the multicriteria optimization of the transport of the liquid cargo from the Persian Gulf to Port of Gdansk is done. It is based on the experts’ opinions.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.
