Opis:: In the paper, the author attempts to point out the meaning of procedures for the environmental management system (EMS). Particular attention is paid to form and content as well as to the functions, proprieties and structure of the procedures. The analyses were carried out taking into account a systemic approach of the essential topics to the ISO 14001 standard. Based on the chosen procedure, some fundamental methods of elaborating upon and implementing the EMS procedures were outlined. It was also presented that procedures written in accordance with these rules might provide vital support to the improvement of the organization’s management systems and might optimize the processes in the areas they cover.

Opis:: Platforma PEARL to system dostosowany do potrzeb portów morskich, który pozwala na integrację danych satelitarnych oraz naziemnych w celu jak najlepszego zarządzania środowiskiem portowym. Dane satelitarne uzupełnione informacjami pozyskanymi z pomiarów insitu, dotyczącymi: jakości wody i powietrza, jakości osadów, prądów morskich, prędkości i kierunku rozchodzenia się fal morskich, zostały wykorzystane między innymi do monitorowania: pól wiatrów, plam ropy, prądów morskich, temperatury powierzchniowej wody, ruchu statków. Dostęp do danych naziemnych został zapewniony przez porty. Wybór danych satelitarnych był uwarunkowany możliwościami ich wykorzystania, a także związany z indywidualnymi potrzebami użytkowników. Platforma jest gotowa do implementacji. Jej działanie zostało sprawdzone w trzech europejskich portach w Barcelonie (Hiszpania), Southampton (Wielka Brytania) oraz Tallinie (Estonia).
The PEARL system is a tailor-made platform based on a modular structure which provides an Environmental Management System for Port Authorities that allows the incorporation of future data sources (new in-situ sensors, future space missions, etc) as they become available. The EO data are used to monitor physical parameters related to the Port environment, such as sea surface winds, coastal swell fields, oil spills, currents, ship traffic, sea surface temperature, and can be integrated to complement in-situ sensors in the same port area. The selection of the EO data was made taking into account the end-users’ environmental needs and the EO data limitations. Each port gave access to their in-situ sensors to provide data for integration with EO information. The selected in-situ sensors measured: air and water quality, turbidity, sediment quality currents, wave speed and direction.The paper gives an overview on the system architecture, data selection and on the results of the PEARL platform validation. The platform is ready to use and was validated in three European ports: the ports of Barcelona, Southampton and Tallinn.

Attempting to meet market stakeholders' changing expectations and requirements significantly affects the overexploitation of natural resources and the degradation of the natural environment, often leading to irreversible consequences. The publication aims to analyse selected changes in the natural surroundings that influence the implementation decisions of the environmental management system. Research conducted over the last 10 years shows that the pro-environmental activities undertaken bring results not only in the number of management systems implemented but also in the number of ecological farms created, reduction of air pollution and reduction in the extraction of natural resources (coal).

Zaproponowano także nową procedurę wyznaczania obszarów technicznych, będącą kompilacją ww. zasad.
This paper presents the issue of the certification rules for environmental management systems, taking into account technical areas necessary to the proper conduct of the certification process. The nature and development of environmental management systems in Poland and around the world was presented and the process of certification of that system was discussed. The main emphasis has been put on possible approaches to setting rules for determination of business sectors and technical areas, as one of the priority tasks of the certification body. The new procedure for determining the technical areas, which is a compilation of the above-mentioned rules, was also proposed.

Opis:: In the hereby paper, an evaluation of selected determinants that motivates organizations to implement the environmental management system compliant with the ISO 14001 standard has been made. The aim of the paper is to answer the questions which of determinants have influence on decision making to implement environmental managing. A research group is a population of 91 enterprises located in south-eastern Poland. In the researches, a distribution of organizations close to organization’s population per a type of leading activity has been procured. On the basis of the obtained results it has been stated that the determinants deciding of decision making to implement the system are: endeavoring to productivity improvement and necessity of organization’s managing improvement. Most often benefits according to the respondents’ opinion, expected after implementation of the system, are improvement of the area of managing and also implementation of standardized - permanent betterment.
W artykule dokonano oceny wybranych determinantów motywujących organizację do wdrażania systemów zarzadzania środowiskowego zgodnych z normą ISO 14001. Artykuł ma celu udzielenie odpowiedzi, które z determinant mają wpływ na podjęcie decyzji o wdrożeniu zarządzania środowiskowego. Grupę badawczą stanowi populacja 91 przedsiębiorstw z Polski południowo-wschodniej. W badaniach uzyskano rozkład organizacji zbliżony do populacji organizacji wg rodzaju prowadzonej działalności. W oparciu o uzyskane wyniki stwierdzono, że determinantami decydującymi o podjęciu decyzji o wdrożeniu systemu jest dążenie do poprawy produktywności oraz konieczność poprawy zarządzania organizacją. Spodziewane korzyści z wdrożenia systemu to najczęściej w opinii respondentów poprawa w obszarze zarzadzania, a także wprowadzenie standaryzowanego - permanentnego doskonalenia.

Opis:: Zasada zrównoważonego rozwoju jest jedną z podstawowych zasad zapisanych w Konstytucji Rzeczpospolitej Polskiej. Przez zrównoważony rozwój rozumie się kompleksowe działania powodujące wzrost gospodarczy, przy jednoczesnym uwzględnieniu wymagań z zakresu ochrony środowiska. Istnieje wiele niesformalizowanych (np. Czystsza Produkcja), jak i sformalizowanych (ISO 14001, EMAS) systemów zarządzania środowiskowego, które służą do realizacji zasady zrównoważonego rozwoju. Wdrażanie systemów zarządzania środowiskowego w pojedynczych organizacjach stanowi bardzo ważny krok na drodze do zachowania lub poprawy stanu środowiska. Jednak dopiero wdrożenie zarządzania środowiskowego w skali regionalnej pozwala na pełne wykorzystanie atutów systemowego podejścia do zagadnień ochrony środowiska. W artykule przedstawiono, opracowany w Krajowym Centrum Wdrożeń Czystszej Produkcji GIG, model regionalnego systemu zarządzania środowiskowego. Podstawę modelu systemu stanowią dwie sprzężone ze sobą procedury operacyjne. Procedury opracowano wykorzystując podstawowe zasady Czystszej Produkcji oraz wymagania i zalecenia wybranych norm ISO, dotyczących zarządzania środowiskowego (ISO 14001, ISO 14031). Na podstawie opracowanego modelu, w ramach działalności statutowej GIG, wdrożono regionalny systemu zarządzania środowiskowego w powiecie oraz miastach i gminach powiatu tarnogórskiego w województwie śląskim. Proces wdrażania systemu obejmował serię interaktywnych modułów szkoleniowych, w których brali udział przedstawiciele powiatu oraz miast i gmin wchodzących w skład powiatu tarnogórskiego. Pomiędzy kolejnymi modułami szkoleniowymi, przedstawiciele powiatu oraz miast i gmin opracowywali sukcesywnie dokumenty systemu zarządzania środowiskowego. Opracowano, miedzy innymi, takie elementy systemu, jak: wstępny przegląd środowiskowy, rejestr aspektów środowiskowych, polityka środowiskowa, zestawienie wskaźników środowiskowych, rejestr celów i zadań środowiskowych oraz program zarządzania środowiskowego. Funkcjonowanie regionalnego systemu zarządzania środowiskowego, zainicjowanego w powiecie tarnogórskim wiąże się z realizacją konkretnych zadań, ujętych w programie zarządzania środowiskowego. Efekty działalności środowiskowej w powiecie oraz miastach i gminach powiatu tarnogórskiego będą monitorowane przez Krajowe Centrum Wdrożeń Czystszej Produkcji GIG po roku, od chwili wdrożenia regionalnego sytemu zarządzania środowiskowego.
The principle of sustainable development is one of the basic notions mentioned in the Polish Constitution. The sustainable development stands for implementation of complex of procedures stimulating economic growth without compromising environmental safety requirements. There are formalized environmental management systems (ISO 14001, EMAS) as well as many not that formalized such as Cleaner Production. Implementation of environmental management systems in separate organizations constitutes an important step towards improvement of environmental safety. However, the benefits of the system approach to environmental issues can be achieved in full only when an environmental management system is applied in a regional scale. In this paper the regional model of environmental management system is presented, elaborated in the National Center for Implementation of Cleaner Production. The basis of the system is formed by two coupled operational procedures. These procedures were elaborated basing on key rules of Cleaner Production as well as on requirements and recommendations of some chosen ISO standards concerning environmental management (ISO 1401, 1431). On the basis of that model an environmental management system was implemented in cities and communes of the Tarnowskie Góry region in the Silesia voivodeship. The implementation process involved a series of interactive training modules carried out for the representatives of the region, its cities and communes. The documents of the regional system were prepared by the participants after each training module. Among others the following elements of the system were elaborated: initial environmental survey, environmental aspects register, environmental policy, set of environmental indications, roster of environmental aims and tasks and environmental management program. The regional environmental management system initiated in the Tarnowskie Góry region is being realized as a series of concrete tasks set out in the environmental management program. Twelve months after the full implementation of the system the results of environmental activity in the region and its communes will be checked by the National Center for Implementation of Cleaner Production.

In connection with foundation the sustainable value definition was proposed by author. Moreover the role of environmental management system in development of value chain was presented too.

Opis:: W artykule omówiono wymagania i efekty wdrażania i stosowania usystematyzowanych standardów zarządzania środowiskowego w branży logistycznej w oparciu o standard ISO 14001. Zwrócono uwagę, iż standard zarządzania środowiskowego coraz częściej jest wdrażany w przedsiębiorstwach transportowych. Wymagania prawne oraz standard zarządzania środowiskowego poprawiają efektywność dbania o środowisko, podnoszą świadomość proekologiczną oraz wzbudzają zaufanie wśród kooperantów. Standard ISO 14001 dotyczy zarówno dużych międzynarodowych przewoźników jak i małych firm transportowych.
The environmental management system according to PN-EN ISO 14001: 2015 [1] is a system whose message is to protect the natural environment. The environmental management system focuses mainly on reducing waste, possibilities and methods of waste disposal, preventing pollution, reducing the use of natural resources, and in the context of the transport industry, reducing emissions. The idea of the system is continuous improvement of activities related to the protection of the natural environment - through identification of threats, risk assessment and mobilization of enterprises to comply with the requirements of law in the field of environmental protection. For many years, the transport industry has been governed by its laws. However, with the changing market, where apart from large transport concerns, there are also small and micro companies providing transport services that also have an impact on the environment in individual parts of the transport industry. There are more and more entrepreneurs, both Polish and foreign, specializing in the transport industry, hence legal regulations, EU regulations and industry standards or standards aimed at reducing the impact of transport on the natural environment appear. It seems that as of today, mobilizing enterprises of various sizes to implement unified rules, reduce emissions, oversee waste, implement unified management systems, including environmental management systems, is the most effective method of impacting the improvement of environmental protection in this area.

Opis:: Organizations use standards to help them manage their activities to comply with regulations and help prevent, mitigate, and control adverse environmental impacts. ISO 14001 is an international standard for environmental management that provides a framework for addressing these responsibilities. The purpose of this study was to examine the relationship between the organization’s primary motivation for the adoption of ISO 14001 and the value creators perceived through the implementation of the Environmental Management and Business Management Standard. The study used the data from the International Organization for Standardization 2013 ISO 14001 Continuous Improvement Survey and the survey results of the participants. It used an existing theoretical model and attempts to improve understanding of how contextual factors influence the outcomes of the ISO 14001 system. The descriptive results are consistent with the statements in the literature that external pressure and stakeholder legitimacy are the main causes for the introduction of ISO 14001.
Organizacje wykorzystują normy w celu pomocy w zarządzaniu ich działaniami, tak aby stosować się do regulacji i pomóc zapobiegać, łagodzić skutki i kontrolować niekorzystne wpływy środowiska. 14001 jest normą międzynarodową nt. zarządzania środowiskiem, która zawiera narzędzia do wypełnienia tych celów. Zadaniem niniejszej pracy było zbadanie zależności między podstawową motywacją danej organizacji do przyjęcia ISO 14001 a postrzeganą wartością, związaną z wprowadzeniem Zarządzania Środowiskowego i Standardem Zarządzania Biznesowego. W pracy wykorzystane dane Międzynarodowej Organizacji Normalizacyjnej: „2013 ISO 14001 Continuous Improvement Survey” i wyników badań uczestników. Wykorzystano istniejący, teoretyczny model i próby zrozumienia, jak czynniki kontekstowe wpływają na wyniki wg ISO 14001. Wyniki opisowe są zgodne z danymi literaturowymi, że głównie presja zewnętrzna i interesariusze wpływają na wprowadzenie ISO 14001.

Opis:: The article presents the environmental management system in a building company from the process perspective which meets the requirements of the international ISO 14001 standard. A new issue of this document from September 2015 introduced essentials changes in the attitude of building the system, its structure and in ways of documentation. The article is to precede an attempt of working out the criteria and parameters of the effectiveness of the assumed structure of processes, which will be a subject of next article. In the first part of the article, the justification for using the process approach in building the environmental management system was depicted – the modern concept which determines the effectiveness of action. The second part presents the theoretical model of the process structure of the environmental management system, which when adopted to the needs of a given building company may become a basis for the preparation of an effective system in practice.
