Poland, as one of the European countries experiencing the most significant economic growth in recent years, permanently relies on coal power. There are plenty of reasons behind this condition, however, wanting to become one of the European leaders Poland ought to diversify its energy sources and lower the share of those harmful to the natural environment. Some changes have already been implemented, nevertheless the Polish government is mostly reluctant to diminish the role of coal mines. Moreover, the current actions taken to diversify sources of natural gas imports are dependent on Polish foreign policy and international alliances. The author analyzes changes in the Polish energy security strategy in recent years and compares them with provisions established during COP24. The article analyzes the Polish energy market with the share of individual sources and examines the possibility to increase the share of those alternative to coal in the near future.

Japan's energy security is one of the most important part of its security policy in general. Small energy resources made the Japa¬nese use imported ones, like oil and LNG more economically. In most part energy resources come form the Persian Gulf (oil) or from South-East Asia (LNG). The result is that the import can be thre¬atened by disturbance of the sea lines of communication. Other challenges, including cut-throat competition from PRC and India and reduced availability to the resources in general, help in developing alternative sources of energy or in promoting energy conservation.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including ?Energy Situation in Poland? covering the years of 2000? 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

During the independence period, the Ukrainian government has published two energy security strategies. The first strategy was adopted in 2006 and the second one in 2016. Both documents provided a similar definition of energy security. The aims of the first strategy, covering the period 2006–2030, were the restructuring of the fuel and energy complex using new technologies, increase of energy efficiency and ensuring market prices of energy generation and sale. The second strategy was much more extensive and envisaged the implementation of changes in three stages until 2035. The changes proposed in the document are reasonable from the point of view of Ukraine’s energy security. The strategy does not take an explicit position on decarbonisation, although it provides for the modernisation of power plants and closure of unprofitable mines. Some of the goals of the Ukrainian energy sector were only roughly outlined and therefore need elaboration and clear indication of how they would be achieved. The aim of this article is to analyse the reforms and measures provided for in Ukraine’s strategies designed to ensure the country’s energy security. The research hypothesis is as follows: The reforms envisaged in the strategies can effectively contribute to ensuring the state’s energy security. To test this hypothesis, the author formulated the following research questions: 1. How did the two energy strategies define security?; 2. Which elements of energy policy were considered to be the most important in the first strategy document?; 3. What energy security components are listed in the second strategy document?; 4. Were the measures specified in the first and second strategies capable of ensuring the energy security of Ukraine? The applied research methods were the following: literature research, comparison method and content analysis.

Opis:
The aim of the article is to present a practical and methodological approach to assessing the energy security of European countries, with particular focus on states with coal-dependent energy systems and on finding balance between ensuring energy security, diversification of energy resources and environmental protection. As energy security means technically reliable, stable, cost-effective and environmentally balanced supply of energy resources to satisfy the needs of the economy and the population, the author proposes an indicator that takes into consideration different components, and can be a helpful tool in designing energy policies. The article also discusses using the energy potential of closed coal mines.

The work focuses on the controversy about technological progress and unlimited access to all kinds of energy acquisition, storage and distribution. It suggests a formula for energy acquisition and usage which embraces issues of peace and war, social conflicts, and stability determined by access to energy conditioned by the state of the climate of our planet. The question is how will an interdisciplinary combination of progress and future implementation of technologies influence energy security of states and social entities, their natural environment, up to 2030 and beyond? The methods used in the work rely on a non – linear approach to disruptive technologies combined with empirical verifiability of scientific progress in the field of energy acquisition and use. They are reinforced with drivers taken from development scenarios gained through technological development in quantum mechanics, molecular biology, and computational techniques. The result is a conceptual approach to energy acquisition and distribution for states, their communities and individuals regardless of whether the technologies are “civil” or “military” in their essence. The recalled disruptive technologies shape factors of social development and create conditions for human existence and the natural environment that influence the security of states and social entities. The development of automation and robotics, digital transformation, bio-technologies and cognitive science creates new energy security for states, social entities and the natural environment. Technologies for the generation, processing and distribution of energy create an almost unlimited perspective of reconfiguration of existing forms of life and their safety.

The paper analyzes the Kurdistan Regional Government’s (KRG) natural resource strategies, such as how it deals with huge reserves of many trillion cubic feet of its natural gas as significant energy. Because natural gas belongs to the cleanest burning fossil fuels, with 30 percent less carbon than oil, it plays a role in the global fuel economy. As KRG transports its natural gas to international markets, like European countries, via Turkey it means they also participate in energy security as a new actor. Because the KRG is landlocked, strong factors may affect Kurdish natural gas strategies because KRG is surrounded by today’s partners and yesterday’s enemies politically and economically. Turkey, the neighbor of KRG, also buys its gas and has an influence on these strategies after the Ukraine crisis that pushed European countries to make a turn towards Caspian natural gas. Kurdistan is part of the best option for European energy security as it plans to diversify natural gas imports. While the KRG benefits from selling its natural gas directly to international markets, this will come with some struggles. Many of these obstacles can be classified into two types: internal and external obstacles, such as a conflict with the central government regarding how to share gas revenues. Others problems include Iranian neighbor interest on natural resources in Kurdistan and Russia that looks to Kurdish gas as its ally if Kurdistan joins the southern gas corridor pipeline.

The Nordic Dimension of Energy Security aims to problematize the narrow conceptualization, contextualization and fossil fuel-based practices of energy security in the context of climate security. Energy has a key role in political, economic, social, cultural, environmental, ontological and climate security issues. The connection between energy and security contains various concepts, contexts and affects the civilizational development of human societies. The author demonstrates that the Nordic states pursue sustainable energy security policies and energy cooperation strategies with the Baltic states and European Union member states, while actively engaged in peace building activities. In this regard, the Nordic states have been evaluated as reference role models to remedy the narrow and traditional energy security approaches and to internalize renewable energy sources.

This study analyses the role of rare earth elements (REE) as critical resources for the energy security. This research presents the developments in the global REE extraction, i.e. the dominance of the Republic of China, which attempts to maintain and control its monopoly. The typical and novel uses of rare earth metals were presented in various applications, such as in advanced electronic and information technologies utilised in the aerospace and energy industries. Bearing in mind their vital importance to the manufacturing of high-tech products, the REE deposits are of strategic importance for the USA, the Republic of China and for the European Union. Striving to maintain the independence of raw materials, the USA is focused on the search for raw materials on its territory and furthermore on waiving the legal restrictions with respect to their extraction. China is primarily occupied with maintaining the monopoly and control over the global market of critical raw materials, including REE. The activities within the European Union concentrate on the exploration in search for the REE deposits in Europe and ensuring the continuity of supplies by maintaining good diplomatic relations with partners – the USA and Japan. In addition, extensive REE recycling initiatives are being undertaken in the EU. Further rare earth metals extraction is anticipated to extend to the outer space. However, developing the economically viable methods of extraction remains the major challenge faced by space mining, given that it requires establishing an expensive, permanent space infrastructure. What is more, mining and processing of rare earth metals raises serious environmental concerns, as it involves such hazards as radioactive products, toxic chemical compounds and waste generation. With respect to the environmental protection, this study also addresses the issues of REE substitutes and recycling. It is concluded that the environmental protection practices regarding the long-term extraction and use of REE (with a 2030 horizon) will bring substantial long-term financial benefits.

Theoretical background: Energy security is one of the most important components of economic security. It is influenced not only by access to energy sources and the economic situation of the state and the individual consumer. The authors adopted the definition of energy security of an individual consumer as included in the UN report. It states that the energy security of an individual consumer is guaranteed when the average consumer has access to energy at all times, in various forms, in sufficient quantity and at a reasonable price, with the simultaneous development of support mechanisms for socially and economically sensitive consumers, and after implementation of independent mechanisms for resolving disputes with the energy company, which eliminate or at least alleviate the economic advantage of the enterprises.Purpose of the article: The main aim of the paper is to present the impact of macroeconomic indicators of the Polish economy on the energy security of Polish consumers with a minimum and average monthly income. Detailed objectives include determining the possibility of purchasing by consumers with such income, diesel oil, Pb95 gasoline, LPG, electricity, heat and present changes in the energy security of individual consumers in the analyzed period (i.e. 2004–2021).Methods: The study covered Poland, country which joined the European Union in 2004. The period of the analysis described the years from 2004 to 2021. The source of the collected information was a review of the literature on the subject and statistical data. Descriptive, tabular and graphical methods, constant dynamic indicators were used for the analysis and presentation of the results.Main findings: The last two decades of the 21st century have brought Poland a number of positive socio-economic changes. The Polish economy noted that inflation remained at the level of National Bank of Poland’s expectations, increased trade, a marked decline in unemployment and rising wages, and thus a general increase in the quality of life as well as energy security of the individual consumer. The authors assumed that in the years of 2004–2021 the consumer had good access to energy, heat and other fuels. The supplies of energy resources were ensured by long-term contracts, including the Yamal contract, and the demand for heating coal was satisfied with the raw material largely mined in Poland. Heat, mainly in large clusters of people, was generated by coal-fired power plants. This raw material was also used by power plants. For heating their houses, individual consumers – mainly in the countryside – used gas or oil.

The energy security is the term for the most part identified with ensuring its availability to different energy carriers and taking care about the continuity of its delivery. According to the authors, for Poland it means – above all – the diversification of the geographical structure of supply sources of crude oil and natural gas. The first part of the paper shows Polish dependence on the import of Russian crude oil and the possible other sources of supply – by realization of the plans of constructing the Odessa-Brody oil pipeline to Płock or using „Naftoport” in Gdańsk for oil unloading. The next part presents problems of the diversification of supply sources of natural gas and propositions alternative to the import from Russia – the delivery of natural gas from Norway or using the supply of liquefied gas (LNG) by sea (which requires infrastructure). In the last part of the paper the main subject is the role of the Polish petrochemical concern, PKN ORLEN in the country’s energy security system. The biggest corporation of Central Europe gained its importance on its own and taken-over refineries in Poland, the Czech Republic and Lithuania, also taking over inefficient logistic infrastructure, storage depots, pipeline network and sea reloading possibilities in Poland and Lithuania. The company interpreted the delivery diversification as the increased number of the crude oil suppliers and limitation of the share of long-standing contracts in the structure of crude oil delivery and the development of its own extraction segment. The authors recapitulate by saying that the idea of energy security and diversification can have different rendition in enterprises and the government. The diversification of the deliveries is possible but can be expensive (more expensive fuels, higher costs of transport, changes in processing technology), which can be a problem to enterprises. Doubts can be raised on the direction of the country’s actions, and promoting companies creating their own fuel base (it is more expensive than other solutions); it cannot be forgotten that Polish refineries have a right to negotiate the prices of crude oil delivery, which can maximise the gain for shareholders (including the Treasure Ministry). The best solution to the problem of the level of energy security would be (besides diversification of sources of supply) a constant increase in crude oil storage capacity and system storage of natural gas.

The article presents the basic factors determining the level of Poland's energy security. The energy mix of our country was analysed, as well as energy security indicators for energy carriers used in Poland. The indicators used allow to determine the level of security, but also indicate whether Poland is pursuing the objectives of the country's energy policy. Indicators such as the Stirling Index, Herfindahl-Hirschman index, import dependency ratio, energy self-sufficiency and the index of the share of renewable energy in the national balance sheet were used. The results of the analysis were presented and the modifications should be indicated in order to be able to implement the provisions of the energy policy until 2030.

Aim of this research is to answer if organizational commitment changes according to demografic factors. Inputs gained from 200 person sample group from banking sector. According to the analysis it is found that affective and continuance commitment increases with age and job experience, and all componenets of commitment increase according to time in the last job. With the results derived from analysis, research’s support to organizational theory is discussed and some advices put forward.

  Aim: In the 21st century, energy security is one of the most important elements of contemporary politics and economy. The German turn in energy policy is the first attempt on a global scale to move away from nuclear energy to the use of renewable energy (RES -Renewable Energy Sources), albeit with a temporary increase in the use of conventional energy sources (in particular coal). The authors undertook to analyze the course of the German policy turn as well as new opportunities and threats to the stability of its energy system, notably electricity sector.   Design / Research methods: In order to analyze the course of the German turn in energy policy as comprehensively as possible, the authors recurred to various studies, often presenting divergent points of view on changes in the German energy industry in recent years. The research process was based on the analysis of the content of the materials subject to consideration.   Conclusions / findings: The analysis carried out shows that the efforts to increase the share of renewable energy will be continued in the near future, while limiting the role of traditional energy sources, with the exception of lignite. The policy will also directly lead to a continued importance of natural gas for the global economy. The changes taking place in the German energy balance to a certain extent limit the country’s energy security. This is due to the fact that supplies from wind and solar power plants that are to become dominant in the German energy system are of high volatility and thus constitute a significant threat. Progress in generating energy from renewable sources is not accompanied by similar progress in its storage, and without such storage capacity renewable energy sources will never be stable.   Originality / value of the article: The doctrinal assumptions of Energiewende (German energy transition) are fully consistent with the assumptions of the European climate and energy policy, which is also very important from the point of view of Poland. However, attention should be paid to the fact that too rigorous approach to its implementation may - still for a long time - threaten the economy and energy security of Germany and of other European Union states.   Implications: The conducted analysis unambiguously indicates the direction of the energy policy turn in Germany and in other EU states, as well as a change in the way the energy security system operates. The example of Germany, a highly industrialized country seeking to actively participate in the fulfillment of the commitments regarding the international mechanisms designed to combat the climate change, in particular by the transition of its energy sector towards a near zero emission economy, may provide model solutions which could potentially be adopted in other countries.

Przez wiele lat przyszłość energii była jednym z najważniejszych problemów i wyzwań dla kształtowania polityki krajowej i globalnej. Jest to związane z wysoką odpowiedzialnością sektora energetycznego za zmiany klimatu na Ziemi, ale także z troską o zapewnienie wystarczającej energii dla przyszłych pokoleń. Polityka energetyczna jest zatem ważnym filarem utrzymania szeroko rozumianego bezpieczeństwa wewnętrznego kraju. Największym wyzwaniem związanym z zapewnieniem bezpieczeństwa energetycznego Unii Europejskiej jest dywersyfikacja źródeł energii. Państwa członkowskie próbują radzić sobie z tym wyzwaniem dwutorowo. Po pierwsze poprzez rozwój energetyki odnawialnej, po drugie poszukując nowych kanałów dostaw energii nieodnawialnej. Restrukturyzacja sektora energetycznego, mająca miejsce w ostatnich latach, zgodnie z wytycznymi Unii Europejskiej, ma na celu intensyfikację wykorzystania przyjaznych dla środowiska odnawialnych źródeł energii. Równie istotną kwestią jest trwająca od kilku lat budowa gazociągów Nord Stream 2 oraz Turk Stream, która wzbudza wiele kontrowersji w państwach członkowskich. Artykuł stanowi analizę szans oraz wyzwań stojących przed Unią Europejską związanych z zapewnieniem stałych dostaw energii obywatelom Europy

The article focuses on the energy security of Ukraine as one of the most important priorities of the state. It is proved that the coverage of current volumes of gas imports by the capacity of Ukraine’s own production will allow the state not to depend on the external market conditions and to protect it from Russian Federation’s profiteering. It is stated that it is impossible to achieve energy independence unless a detailed plan has been developed. Such plans are outlined in the Energy Strategy of Ukraine 2030 and 2035. The authors analyze the first steps Ukraine has taken to separate from the energy system shared with Russia and to join European networks.

The research objective of the study is to analyse the essence and specificity of energy security in the light of research on international security. Thus, various theoretical approaches, useful in the analysis of energy security issues, were taken into account. The analysis allows us to conclude that energy security issues take into account long-term development trends as well as unpredictable events related to the functioning of energy market and energy technology. Thus, unexpected, sudden phenomena resulting from the dynamics of the international environment gain in importance. The dilemma related to non-linear thinking often ignores a variety of solutions that, taken together, can cause a radical turn in the energy security concept and its evolution.

The publication concerns the issue of periodic energy supply breaks. The main goal of the paper is to answer the following question: how one can solve the problems of local communities connected with periodic energy supply breaks, for instance: floods, avalanches, windstorms, hurricanes, tornadoes, which result in power cuts lasting for almost a week. Secondly, this article is also dedicated to the investors, who would certainly decrease the use of energy in some urban areas, if they applied the provided solutions with regard to their investments such as huge shopping centres. What is more, the aim of this paper is to present certain legal regulations related to the crisis management concerning the use of the equipment of the Armed Forces in the case of periodic energy supply breaks.

The article performs an analysis of current energy security policy of Japan and points to a geopolitical implications of this policy. At the same time paper presents current energy situation of Japan, emphasizing the importance of oil in the balance of energy in history and the present situation. The paper presents international activity of Japan in the area of the energy security policy, which main objective is to decrease of oil import from the Middle East. Paper discusses cooperation between Japan and the countries from the Persian Gulf, Caspian Sea and the Russian Federation as well as perspectives for changing the disadvantageous structure of import of oil.

Głównym pytaniem badawczym jest to, czy formy działania administracji publicznej w tej przestrzeni (energetyka) przystają do aktualnych potrzeb społeczeństwa?
The article presents legal forms with regard to maintaining the household’s energy security against the background of the so-called energy poverty. It presents an analysis of the regulations regarding energy supplement and support for the replacement of a heating installation. The aim of the article is to present selected forms of household support, which are related to ensuring proper existence in the energy area. The main research question is whether the forms of public admini-stration activity in this area fit into the current needs of the society?

The Gas Supply Security Index (GSSI) is used to assess the security of natural gas supply of four gas producing countries in West Africa using five indicators: Gas Intensity, Net Gas Import Dependency, Ratio of Domestic Gas Production to Imports, Gross Inland Consumption and Geopolitical Risk. This study identified that security of natural gas supply in West Africa is a major challenge as some of the major natural gas producers within the region are highly vulnerable to supply disruptions. Most of the countries studied rely solely on domestic production for supply security. Lack of diversification of supply source and the absence of natural gas storage facilities to safeguard the security of supply were identified as the major factors accounting for the high vulnerability among the natural gas producers within the region.
L’Indice de sécurité d’approvisionnement en gaz sert à évaluer la sécurité d’approvisionnement en gaz naturel de quatre pays producteurs de gaz en Afrique de l’Ouest à l’aide de cinq indicateurs: Intensité gazière, dépendance à l’égard des importations nettes de gaz, ratio de la production gazière nationale aux importations, consommation intérieure brute et risque géopolitique. Cette étude a montré que la sécurité de l’approvisionnement en gaz naturel en Afrique de l’Ouest constitue un enjeu essentiel car certains des principaux producteurs de gaz naturel de la région sont des plus exposés aux perturbations de l’approvisionnement. La plupart des pays étudiés comptent uniquement sur la production nationale pour garantir leur sécurité d’approvisionnement. Le manque de diversification des sources d’approvisionnement et l’absence de stockages de gaz naturel pour garantir la sécurité de l’approvisionnement sont les principaux déterminants de la forte vulnérabilité des producteurs de gaz naturel dans la région.

Türkiye is dependent on imports of energy resources from abroad, but its current economic strategy is based on the diversification of supply sources, which will make it less susceptible to possible manipulation by suppliers. The government’s energy policy focuses on increasing the share of renewable energy resources and domestic energy. Despite the ongoing armed conflict in Ukraine, Türkiye has not given up on energy cooperation with Russia, trying to balance between East and West. The main reason was the Covid-19 pandemic, which forced Ankara to intensify economic and energy contacts with Moscow again. The aim of the article is to present the challenges that Türkiye is currently facing in the sphere of energy security. The authors of the article will try to answer the following research questions: What is the primary objective of Ankara’s economic strategy? Does Türkiye have alternatives to energy cooperation with Russia? The role of Ankara in the NATO Alliance is crucial as well as its position in the international arena. For this reason the research on Türkiye must be carried out.
Турция зависит от импорта энергоресурсов из-за рубежа, но ее текущая экономи- ческая стратегия основана на диверсификации источников поставок, что сделает ее менее подверженной возможным манипуляциям со стороны поставщиков. Энергетическая политика правительства направлена на увеличение доли возобновляемых источников энергии и внутреннего рынка энергоресурсов. Несмотря на продолжающийся вооруженный конфликт на Украине, Турция не отказывается от энергетического сотрудничества с Россией, пытаясь балансировать между Востоком и Западом. Главной причиной стала пандемия Covid-19, вынудившая Анкару активизировать экономические и энергетические контакты с Москвой. Цель статьи – представить вызовы, с которыми в настоящее время сталкивается Турция в сфере энергетической безопасности. Авторы статьи попытаются ответить на следующие исследовательские вопросы: Какова основная цель экономической стратегии Анкары? Есть ли у Турции альтернативы энергетическому сотрудничеству с Россией? Роль Анкары в Альянсе НАТО имеет решающее значение, как и ее положение на международной арене. По этой причине необходимо провести исследование Türkiye.

The Caspian region is one of the most important regions of the world with its rich hydrocarbon resources, which in turn draws attention from different countries. The purpose of this paper is to underscore the geopolitical importance of the Caspian basin and the impact of its energy resources on the energy security of non-regional countries. The realization of the “Contract of the century” has been specified in the paper. Russian hegemony has been evaluated and the characteristic features of Northern route have been introduced. The authors attempted to delineate the US’ strategy in the Caspian region and to judge the security of the Western route stretching from the Caspian Sea. The status of the Caspian Sea has been clarified based on the most recent information. Threats to the security of the transit routes have been identified and measures have been offered to prevent possible incidents. A formula was suggested for the mathematical evaluation of possible terrorist attacks on the pipelines in the foreseeable future.

Zważywszy na fakt, że w myśl ustawowej definicji bezpieczeństwo energetyczne oznacza taki stan gospodarki, który umożliwia pokrycie bieżącego i perspektywicznego zapotrzebowania odbiorców na paliwa i energię w sposób technicznie i ekonomicznie uzasadniony, przy zachowaniu wymagań ochrony środowiska, zaś ochrona środowiska z definicji polega w szczególności na racjonalnym kształtowaniu środowiska i gospodarowaniu zasobami środowiska zgodnie z zasadą zrównoważonego rozwoju, przeciwdziałaniu zanieczyszczeniom, przywracaniu elementów przyrodniczych do stanu właściwego, toteż ukazanie w pogłębionym zakresie przedmiotowych zagadnień wydaje się być uzasadnione przede wszystkim z naukowego punktu widzenia.
This article attempts to present in a synthetic manner the issue of energy security in terms of environmental protection. Given the fact that under the statutory definition of energy security means the state of the economy, which covers the current and prospective demand for fuels and energy in a technically and economically justified by the requirements of environmental protection and the protection of the environment with its definition is particularly on rational management of the environment and management of environmental resources in accordance with the principle of sustainable development, pollution prevention, restoration of natural elements to the proper state, so to show in-depth range of these issues appear to be justified primarily from a scientific point of view.

This paper examines the development of oil prices in the last years and its impact on energy security of the southern Europe countries. The development of oil prices in the last years has a potential impact on all economies. Indeed the impact was positive for crude oil importing economies but in the other hand, negative impact on crude oil exporting economies. According to our analysis, the impact was positive on all southern Europe economies, regardless the scale of the impact. Off course the low crude oil prices improves the affordablity of energy supply, but for the energy security of southern Europe countries should be insured by other alternative energy resources, among them natural gas and renewable energy resources.

Energy security is a multi-faceted notion, being subject to evolution due to its changing character as an entity, a state, a process and a phenomenon. Discussion of the topic involves not only the question of energy security (treated both objectively and subjectively), but also the issue of its measurement, its main factors and determinants. The aim of this article is to attempt to formulate an answer to the following research questions: · what is the energy security of a state and what is its nature? · which indices can be used to define the energy security of a state? · what is Poland’s energy security status in comparison with other European Union states in the light of statistical analysis? In the research on Poland’s energy security compared to the European Union, data clustering was carried out according to the following methods: the Ward method, the full bond (furthest neighbourhood) method, analysis using the k-means method, and multidimensional scaling. In order to define the shifts in the direction of Poland’s energy security, synthetic indices for 2000 and 2008 have been calculated. Obtaining the answers to the above questions allowed for defining the main trends in Poland’s activities aimed at increasing its energy security.

A country’s energy security is an important component of its overall national security, as energy supply is essential for the functioning of its national economy and the livelihoods of its population. The purpose of this research is to develop practical tools for analyzing the condition of Ukraine’s energy sector, and to provide practical recommendations for potential development and integration into the single European energy system. The practical value of the research findings is that the SWOT-analysis (Strengths – Weakness – Opportunities – Troubles) of the energy sector of Ukraine which makes it possible to identify the most acute problems and threats that have a negative impact on the energy sector of Ukraine and its integration into the European common energy system. Based on the results of the conducted SWOT-analysis, three potential scenarios for the development of Ukraine’s energy sector are proposed: a “no change” scenario (preservation of current trends and state of affairs); an “unfriendly influence” scenario (no systemic changes in energy policy combined with the escalation of aggression by the Russian Federation); and a “positive transformation” scenario (targeted efforts aimed at achieving the goals set out in this Strategy). The paper suggests the following possible ways of ensuring energy import substitution for Ukraine: development of renewable energy; development of energy efficiency; development of its own oil and gas industry; development of alternative energy sources; diversification of energy import sources; development of energy infrastructure; developing energy self-sufficiency in its individual regions.
La sécurité énergétique d’un pays est une composante importante de sa sécurité nationale globale, car l’approvisionnement en énergie est essentiel au fonctionnement de son économie nationale et aux moyens de subsistance de sa population. L’objectif de cette recherche est de développer des outils pratiques pour analyser la situation du secteur énergétique ukrainien et de fournir des recommandations pratiques pour le développement potentiel et l’intégration dans le système énergétique européen unique. La valeur pratique des résultats de la recherche est que l’analyse SWOT (Strengths – Weakness – Opportunities – Troubles) du secteur énergétique de l’Ukraine permet d’identifier les problèmes les plus aigus et les menaces qui ont un impact négatif sur le secteur énergétique de l’Ukraine et son intégration dans le système énergétique européen commun. Sur la base des résultats de l’analyse SWOT, trois scénarios potentiels de développement du secteur énergétique ukrainien sont proposés : un scénario “sans changement” (maintien des tendances et de la situation actuelles) ; un scénario “influence inamicale” (pas de changements systémiques dans la politique énergétique combinés à l’escalade de l’agression par la Fédération de Russie) ; et un scénario “transformation positive” (efforts ciblés visant à atteindre les objectifs fixés dans cette stratégie). L’article propose les moyens suivants pour assurer la substitution des importations d’énergie pour l’Ukraine : développement des énergies renouvelables ; développement de l’efficacité énergétique ; développement de sa propre industrie pétrolière et gazière ; développement de sources d’énergie alternatives ; diversification des sources d’importation d’énergie ; développement de l’infrastructure énergétique; développement de l’autosuffisance énergétique dans ses différentes régions.

Energy security is an important issue for Ukraine's sustainable development. The main goal of the article is to show the state of energy security of Ukraine, analyze its tendencies and challenges, reveal the impact of energy security on sustainable development of a country. The state of the energy security of Ukraine was analyzed with the help of data collection, processing and analysis. Data was taken from State Statistics Service of Ukraine, Ministry of Energetics and Coal Industry of Ukraine, other sources, and analyzed with the help of tools of statistics and economic analysis. Ukraine, being a developing country and experiencing war, political and economic crisis, struggles for energy security support. The present state of energy availability and consumption in the country influences its sustainable development and political stability, and is a significant restraint in country's survival. Despite the fact that Ukraine has enough resources' deposits to provide itself with energy, it provides less than 50% of own demands and is dependent on Russia's resources. Production of energy in Ukraine is decreasing, but energy consumption remains high. Ukrainian industries are energy-wasteful and energy-inefficient; the country has the leading positions in energy intensity of GDP. The article shows the relation of energy sources and energy security of Ukraine to sustainable development, reveals the dependency of the Ukrainian energy security, and indicates its main threats and ways out.

Celem artykułu jest analiza uwarunkowań bezpieczeństwa energetycznego Niemiec. Dla realizacji tego celu omówiono współczesną strukturę źródeł energii w Niemczech oraz założenia niemieckiej polityki energetycznej. Rozważania te były podstawą do oceny wpływu dokonujących się zmian polityki energetycznej Niemiec na kwestię poprawy bezpieczeństwa energetycznego tego kraju. Podkreślono, że realizowane zmiany niemieckiej polityki przyczyniają się do zwiększenia udziału własnych źródeł energii w bilansie energetycznym kraju. Jednocześnie jednak prowadzą do gwałtownego wzrostu cen energii elektrycznej, co ogranicza konkurencyjność niemieckiej gospodarki. Upowszechnianie OZE jest również źródłem trudności z zapewnieniem ciągłości dostaw energii w porach dnia, gdy nie mogą pracować elektrownie wiatrowe oraz elektrownie słoneczne. Oznacza to, że konieczne jest stworzenie tzw. podstawy opartej na paliwach konwen-cjonalnych, które zagwarantują ciągłość dostaw energii w czasie wspomnianych przerw. Ważnym czynnikiem jest także brak stabilności dostaw gazu ziemnego z Rosji, co zmusza do poszukiwania źródeł energii będących tanią i pewną alternatywą dla gazu ziemnego. Nieoczekiwaną konsekwencją upowszechniania OZE oraz braku pewności dostaw gazu ziemnego jest wzrost zużycia węgla będącego konkurencyjnym cenowo źródłem energii. W tym zakresie niemieckie przedsiębiorstwa energetyczne korzystają na spadku cen węgla kamiennego na światowych rynkach wynikającym z tzw. rewolucji łupkowej w USA. Zwiększenie zużycia węgla prowadzi do wzrostu emisji zanieczyszczeń atmosfery, co stoi w sprzeczności z celami niemieckiej polityki energetycznej.
The article aims to analyse the conditions for energy security of Germany. In order to do so, the paper discusses the current structure of the country’s energy sources and the premises of German energy policy. These considerations form the basis of evaluation of the transition in German energy policy and its role in improving the country’s energy security. It has been emphasised that the undergoing policy changes contribute to an increased share of the country’s own energy sources in its energy balance. Simultaneously, however, they result in a sudden hike in energy prices, which lowers Germany’s economic competitiveness. The more common use of renewables results in an interrupted supply of electricity at times of day when wind farms or solar power plants cannot generate power. This means that conventional fuels still have to form the so-called basis which will guarantee the reliability of energy supply during the mentioned dark phases. The lack of secure supplies of natural gas from Russia plays an important role, too. Hence, the need to search for cheap and reliable alternatives to natural gas. Surprisingly, one consequence of RES increased use and uncertain supplies of gas is the use of coal, which is an attractive source of energy in terms of price. In this respect German energy companies take advantage from the low prices of coal in markets worldwide, due to the shale gas revolution in the US. An increased use of coal, however, leads to higher pollution, which seems to contradict the aims of the German energy policy.

Due to insufficient level of domestic natural gas production, the European Union countries are forced to import this key energy resource from the third countries. This involves political and economic as well as physical risks. In order to ensure energy security, it is necessary to mitigate the threats that in the case of natural gas supplies are primarily related to various types of dependencies. The dependency grows in the situation of low diversification of energy sources and resources suppliers. The aim of this paper is to analyze the impact of LNG imports on the European Union’s energy security, which would not be possible without showing the structure of the regionalnatural gas market. Implications of LNG trade will be shown in comparison with pipeline gas supplies, which are dominant on this market.

The article describes the main challenges to the energy security of Ukraine in the 21st c., including the context of hybrid warfare. As modern armed conflicts actively use the economic component (energy) alongside the military actions, it is expedient to focus on the energy sector characteristics of the Ukrainian economy. The article discusses the main sources of threats and challenges to Ukraine’s energy security and the keystones of energy strategy for the next decade, followed by the analysis of several indicators of energy security and their dynamics in the years 2010–2014. A brief presentation of Russian military and economic impact on the energy security of Ukraine concludes the text.

Studies on energy security can be found in many academic publications and in government and think-tank reports. Main goal of this article is to present the energy system in the Republic of South Africa, to discuss the phenomenon of load shedding and it indication of proposed changes required to existing solutions. Authors based their research on available literature newspapers articles, direct observation and the interviews with the residents of Johannesburg. South African’s economy is the second largest in Africa, just behind Nigeria. It accounts for 24% of continent’s GDP. It is ranked as an upper-middle income economy by the World Bank. The major producer and distributor of electricity in RSA is Eskom, which provides over 95% of the country’s energy usage. Load-shedding, also referred to as rolling blackout, is an intentionally electrical power shutdown. In South Africa it affect entire country.

In numerous definitions of energy security, an approach, which emphasises the importance of continuity of supply dominates. It takes into account the need for diversification and signals the necessity to protect the environment and keep energy costs under control. Noticeably, energy security is not only an issue of the state in strategic dimension, but it also embraces the management issues that can be comprehensively described through a classical, multi-level management approach using: strategic and operational levels. Furthermore, security in the dimension of needs is a response to threats. Therefore, the taxonomy of threats concerning the energy sector facilities may be useful in defining energy security in terms of management. This article is an attempt to define the features of energy security as a response to threats, within strategic, operational and tactical dimensions. The proposed herein approach aims to manage energy security in the scope of a diagnosis, an assessment, and taking action, as well as monitoring the current state.

Based on analysis of the research material shown Council of Ministers actions for the implementation of the project for the construction of the LNG terminal. The purpose of the article was to obtain answers to the following research questions: What are the reasons of delaying the opening of the LNG terminal in Świnoujście? In what extent the activities of the gas terminal in Świnoujście enhance the Polish energy security? After the analysis, it was found that there are several reasons for not giving to use LNG terminal in Świnoujście. One of them was and is the lack of involvement of the Polish government in this investment. Poland is still dependent on Russian natural gas. Activity of LNG terminal in Świnoujście would increase gas safety of Poland and limit its dependence on the Russian Federation.

The aim of this article is to assess the implementation process of the EU energy security policy in Central and Eastern European (CEE) countries. In the EU, energy security remains a crucial issue for European Energy Strategy, the fundamental goals of which include the security of supply, sustainability and competitiveness. Security of supply should be considered the most important aspect in this context, because it is connected to deep interdependencies between markets and economies, often based on political or even geo-political considerations. This is currently particularly noticeable, among other things, in the relations between the EU and Russia, where – in the event of any potential energy supply disturbances – some CEE countries are considered to be the most exposed. By analysing matters referred to the security of energy supplies, the article aims to determine the scope of activities undertaken by selected CEE countries which are also EU Member States in order to achieve this goal. The paper stresses the significance of cooperation by CEE countries at regional level, and focuses on initiatives and projects meant to ensure the security of their energy supplies. The conclusions of the paper assess some of the success stories as well as failures experienced by CEE countries in the process of building their energy independence.
Le but de cet article est d'évaluer la mise en oeuvre de la politique de sécurité énergétique de l’Union européenne dans les pays de l’Europe centrale et orientale (PECO). Dans l'UE, la sécurité énergétique est un enjeu crucial pour la Stratégie énergétique européenne qui contient parmi ces objectifs fondamentaux la sécurité de l'approvisionnement, la durabilité et la compétitivité. La sécurité de l’approvisionnement doit être considérée comme l'aspect le plus important dans ce contexte, car elle est liée aux interdépendances profondes entre les marchés et les économies, souvent basées sur des considérations politiques ou même géo-politiques. Ceci est actuellement particulièrement visible, entre autres, dans les relations entre l'UE et la Russie, où - dans le cas de perturbations concernant l'approvisionnement en énergie - certains PECO sont considérés comme le plus exposés. En analysant les questions concernant la sécurité de l’approvisionnement énergétique, l'article vise à déterminer l’étendue des activités entreprises par certains PECO [qui sont aussi les États Membres de l’Union européenne] afin d’atteindre cet objectif. L’article souligne l'importance de la coopération des PECO au niveau régional et se focalise sur les initiatives et les projets visés à assurer la sécurité de l’approvisionnement énergétique de ces pays. Les conclusions de cet article évaluent des réussites, ainsi que les échecs des PECO, dans le processus de la construction de leur indépendance énergétique.

Nowadays, energy security is a growing concern in the state foreign policy. The interdependency in the energy field is a very important dimension of the contemporary relations between states and transnational corporations. The Central Asia region is not only the undiscovered reservoir of oil and gas, but also the strategic “chessboard” with many internal and external players, where the new great game started after the Cold War. Kazakhstan, because of the geopolitical position in the center of Eurasia, and as one of the biggest producer of energy resources, is becoming significant in the international energy market. After the collapse of the Soviet Union, it became open to foreign investments. The growing energy needs have given the People’s Republic of China (PRC) a strong interest in developing ties with energy-producing states in the Central Asia region to build necessary pipeline infrastructure [Kandiyoti 2008]. Kazakhstan is getting increasing importance in this context. Kazakhstan and all Central Asia region seems the most likely to play an important role in the Chinese strategy to reduce its dependence on energy supplies from the Middle East.

Gwałtowny wzrost gospodarczy od momentu rozpoczęcia reform gospodarczych pod koniec lat 70. XX w. sprawił, że Chiny wysunęły się na pozycję drugiej największej gospodarki świata oraz największego producenta dóbr przemysłowych. W konsekwencji bardzo wzrosła konsumpcja surowców energetycznych. Szczególną uwagę władze Chin przywiązują do uzależnienia od dostawców ropy naftowej, co wynika z podwójnego, polityczno-ekonomicznego charakteru tego surowca. Zapewnienie bezpieczeństwa energetycznego uważane jest za konieczne dla podtrzymania wzrostu gospodarczego, zapewnienia bezpieczeństwa Chin i zachowania obecnego ustroju politycznego. Bezpieczeństwo energetyczne znalazło się na szczycie listy priorytetów chińskiego przywództwa w XXI w. Celem pracy była analiza międzynarodowej aktywności Chin mającej na celu poprawę ich bezpieczeństwa energetycznego. Weryfikacji została poddana hipoteza mówiąca, że Chiny są aktywnym uczestnikiem stosunków międzynarodowych w obszarze energii, nie kwestionują istniejącego reżimu rynku ropy naftowej, ale elastycznie dostosowują się do panującej sytuacji rynkowej, starając się wykorzystać posiadane instrumenty dla umocnienia swojego bezpieczeństwa energetycznego i umocnienia własnej pozycji międzynarodowej.(abstrakt oryginalny)
China's rapid economic growth since the country embarked on the path of economic reform towards the end of the 1970s has allowed it to become the second largest economy in the world and the largest producer of industrial goods. This resulted in a surge in the consumption of energy resources. Chinese authorities pay special attention to dependence on oil suppliers, which is the effect of the dual nature of this resource - political and economic. Ensuring energy security is considered necessary for maintaining economic growth, ensuring China's security and preserving the existing political system. Energy security is a top priority for Chinese leaders in the 21st century. The purpose of this paper is to analyse China's international activity aimed at improving the country's energy security. The author has verified the hypothesis that China is an active participant in international relations in the area of energy, does not challenge the existing oil market regime but instead adjusts to the situation in the markets, trying to take advantage of the instruments at its disposal to improve both its energy security and its international position.(original abstract)

Poland has insufficient natural gas resources to satisfy its needs. That is why it has been dependent on the imports of that raw material. One of the challenges facing the Polish government is limiting Poland’s dependency on Russian gas. The objective of the paper is to present the directions of the Polish government’s energy security policy in terms of natural gas in the years of 2015-2018. Particular attention was paid to the assumptions and the implementation of the government’s gas policy in terms of the situation in the European Union gas market. An attempt was made to answer the question: To what extent have the assumptions of policy of the government of the Law and Justice party regarding Poland’s gas security been realized? In an attempt to answer the question so formulated, the following methods were used in the study: a decision-making method, formal-legal method, statistical and comparative methods. On the grounds of the conducted research, it needs to be concluded that after 2015, as a result of the government’s policy, the imports of natural gas from the east to Poland were reduced with a simultaneous diversification of the direction from which this raw material was delivered. The resignation from the deliveries of Russian gas to Poland after 2022 will be possible thanks to putting Baltic Pipe gas pipeline into operation and raising the flow capacity of Świnoujście LNG terminal. The implementation of these investments will have a positive impact on the improvement of Poland’s gas security. Failure to launch the investments and an increase of gas consumption in Poland will make it necessary to conclude a short-term Polish-Russian agreement for imports of that fuel to Poland.

Problemem badawczym, będącym przedmiotem analizy w tekście, są „kultury bezpieczeństwa energetycznego” Unii Europejskiej. Głównym celem prezentowanych badań jest dokonanie analizy porównawczej z już istniejącymi wybranymi opracowaniami w zakresie „kultur energetycznych”. W prezentowanej analizie uwagę zwrócono na badania, które wykorzystują metody ilościowe w oparciu o metody grupowania obiektów. W związku z koniecznością uściślenia problemu badawczego w tekście przedstawiono następujące pytania badawcze: (1) Czy zasadne jest twierdzenie, że w Unii Europejskiej mamy do czynienia ze specyficznymi „kulturami bezpieczeństwa energetycznego”?, (2) Czy w okresie 2008–2012, następują zmiany w obrębie, stwierdzonych wcześniej „kultur bezpieczeństwa energetycznego” w Unii Europejskiej? W celu dokonania analizy w zakresie istnienia, bądź też nie „kultur bezpieczeństwa energetycznego” w Unii Europejskiej, przyjęto następujące wskaźniki: (1) wskaźnik energochłonności gospodarki, (2) wskaźnik zależności energetycznej, (3) wskaźnik stirlinga, (4) wskaźnik strat sieciowych i (5) wskaźnik wykorzystania energii odnawialnej. Uznano, że tak dobrane wskaźniki stanowią swoisty definiens przyjętego terminu „kultury bezpieczeństwa energetycznego”. Do weryfikacji założeń przyjętych w analizie posłużono się jedną z metod aglomeracyjnych (czyli metodą Warda) i jedną z metod optymalizacji danego grupowania obiektów (czyli metodą k-średnich).
The research problem under analysis in this text is ‘energy security cultures’ in the European Union. The main goal of the research is to conduct a comparative analysis involving selected existing research papers on ‘energy cultures.’ In the analysis, attention is drawn to research employing quantitative methods based on object clustering methods. Given the necessity to make the research problem more specific, the text addresses the following research questions: (1) Is the claim that the European Union presents special ‘energy security cultures’ legitimate?, (2) Did the period of 2008–2012 witness changes to the above-established ‘energy security cultures’ in the European Union? In order to conduct the analysis concerned with the existence or non-existence of ‘energy security cultures’ in the European Union, the following indices have been adopted: (1) the index of the energy intensity of the economy, (2) the index of energy dependence, (3) the Stirling index, (4) the index of network losses and (5) the index of renewable energy use. It is considered that the selected indices constitute a definiens of the adopted term of an ‘energy security culture.’ To verify the assumptions made in the analysis, use was made of one agglomerative method (i.e. Ward’s method) and one method for optimising a given cluster of objects (the k-means method).

Research background: In recent years, much attention in the literature has been paid to the economic and environmental conditions of energy development as a key sector for the development of national economies. The issue of availability of individual energy resources and related energy security is receding into the background, most often due to the strong globalization of economies and the associated assumption of free international flow of goods and services, and thus practically unlimited possibilities of buying on the international commodity markets and energy exchanges. Nevertheless, the importance of energy security increases significantly in crisis situations. Purpose of the article: Bearing in mind the circumstances indicated above, the main objective of this article is to assess the energy security of European countries carried out in the context of resource and economic conditions. Methods: The article proposes its own methodological approach to the assessment of energy security based on the analysis of the energy mixes of 32 European countries and the availability of their own internal energy sources. In the process of classifying the studied economies into homogeneous groups in terms of resource and economic determinants (GDP per capita), principal component analysis was used. Findings & value added: The theoretical and methodological added value of the article results from the development of the author's approach to the assessment of energy security using individual and aggregated energy sufficiency index. Empirical added value is related to the results of energy security assessment in European countries, which can be used in shaping energy policies. Therefore, most of the 32 European countries assessed have a low level of energy security, which is due to the dominant use of non-renewable energy resources in their energy mixes. Countries with a high level of energy security have their own non-renewable resources or use alternative energy carriers in the form of renewable sources, hydropower or nuclear energy.

Energy security was previously considered unimportant. It started functioning only since the 70s of the twentieth century, during the oil crises. Today, the problem of energy security is increasingly being moved to an international level. The only way to do this seems to be the usage of renewable energy sources, which are present in every country whether in the form of solar, hydro, tidal, biomass, geothermal or wind energy. As the depletion of mineral resources, should increase the share of renewable sources, so that for several years it was possible to acquire energy without appreciable problems for customers.

Energy security plays a key role in energy and economic policy. The importance of energy security has been highlighted by the energy and geopolitical crisis. The aim of this article is to present the crucial threats and challenges facing Polish National Power System, as well as to provide solutions to ensure Poland's energy security over the next 10 years. Article verify the hypothesis that security of electricity supply in Poland may be endangered in the coming years due to, among others, investment gap, coal power plants phase-out and undiversified energy mix. Therefore, it is a necessity to accelerate the investment processes in new generation capacity, especially in nuclear energy. Energy transition plans and energy policy need to be revised in light of the current energy and geopolitical crisis. Rapid growth of photovoltaics improves the energy security, mainly in the summer period, nevertheless, there is still insufficient development of investment in renewable energy sources, particularly in wind energy. In the Polish National Power System there are a lot of constraints such as investment gap, low capacity of transmission and distribution grids and high exposure to climate risk, thus it is necessary to take comprehensive investments to improve energy security in both the short and long term.

Ensuring the energy security is currently one of the EU’s top priorities. The EU energy policy, after the entry into force of the Treaty of Lisbon, is regulated by Article 194 TFEU, which guarantees a solid legal basis for European Union actions in this area on the basis of the Community method. The European Parliament, within the scope of its Community competences, as a participant in the decision-making process, contributes to shaping the face of the EU energy policy. Furthermore, by adopting nonlegislative resolutions, the EP expresses its position on the most crucial issues included in this policy and has an indirect influence on its shape. The aim of this article is the analysis of the content of these resolutions and presentation of the EP’s opinion on the challenges facing the EU in the field of energy. It should be highlighted that the European Parliament is the EU body with a strong emphasis on a supranational approach to energy security. The European Parliament prefers the view that all Member States, in a spirit of solidarity, must take actions to guarantee the EU’s common energy security. In favour of a common, integrated European energy market, the EP puts great emphasis on the necessity to implement ambitious climate policy objectives within its framework, the key element of which is the reduction of greenhouse gas emissions.

W artykule przedstawiono próbę oceny koncesji udzielanej przez Prezesa URE jako instrumentu prawnego służącego zapewnieniu bezpieczeństwa energetycznego. W ramach przeprowadzonej analizy przedstawiono poszczególne przesłanki udzielania koncesji podmiotom zamierzającym prowadzić działalność gospodarczą na rynku energetycznym oraz zakres badania ich spełniania przez wnioskodawcę, przeprowadzanego przez organ regulacyjny w toku postępowania koncesyjnego. Analizie poddana została ponadto ustawa z dnia 22 lipca 2016 r. o zmianie ustawy – Prawo energetyczne oraz niektórych innych ustaw, jako aktualny przykład rozwiązania legislacyjnego, mającego w zamierzeniu ustawodawcy służyć zapewnieniu bezpieczeństwa energetycznego. W ostatniej części artykułu wskazano również na zasadność dokonania refleksji dotyczącej poprawności niektórych stosowanych w praktyce interpretacji nowych lub zmienionych przepisów ww. ustawy w świetle celu, jakiemu służyć ma instrument koncesjonowania działalności gospodarczej na rynku energetycznym.
The article presents an attempt to evaluate concessions granted by the President of the Energy Regulatory Office as a legal instrument for energy security. The analysis carried out relates to particular statutory conditions for granting a concession to an undertaking which intends to commence a business activity on the energy market, and to the scope of the verification of the fulfilment of such conditions by the applicant conducted by the regulatory authority in the course of the concession proceedings. Additionally, the amendment to the Energy Law Act of 22 of July 2016 is analysed, as a recent example of a legislative initiative aiming to strengthen energy security. The final part of the article concerns problems related to the correctness of certain interpretations of the new or amended provisions of the Energy Law Act being applied in practice, in the context of the primary objective of making business activity in the energy field subject to a concession.

Energy security is one of the targets of the energy policies adopted by modern states and more and more by supranational structures. At the same time, it is a precondition for a country’s economic growth and the society’s well-being. In the 21 century, we depend on both primary (like electricity) and secondary energy carriers. Among the latter, oil and natural gas played and play an important role in the foreign policies of a number of states. But for resistance from political elites and business a substantial part of energy sources, whose depletion and disastrous effects on climate are touched upon by the same people, could already be successfully replaced. The article represents a contribution to the discussion on the future of world energy production. The concepts referred to might seem pointless, unreal, or trivial, but let us hope that thanks to the discoveries and ideas of both individuals and research teams, the energy problems of the world will be overcome.

In this article, the author deals with the issue of state security, which is one of the most important problems facing the state as an institution. The author introduces definitions governing the identification of security with the lack of threats. The text addresses the problem of answering the question: how to ensure the security of the country? It should be emphasized that since the end of the Cold War, the issue of state security has evolved in practical terms. While the risk of a global conflict between two rival powers has disappeared, new threats have emerged.
W niniejszym artykule autor podejmuje zagadnienie bezpieczeństwa państwa będące jednym z najważniejszych problemów stojących przed państwem jako instytucją. Autor wprowadza definicje regulujące utożsamienia bezpieczeństwa z brakiem zagrożeń. W tekście podejmowany jest problem odpowiedzi na pytanie: w jaki sposób zapewnić bezpieczeństwo kraju? Należy podkreślić, że od zakończenia „zimnej wojny” kwestia bezpieczeństwa państwa w wymiarze praktycznym uległa ewolucji. O ile ryzyko ogólnoświatowego konfliktu dwóch rywalizujących ze sobą mocarstw zanikło, to pojawiły się nowe zagrożenia.
