Dokonano przeglądu zastosowań systemów wspomagania decyzji w sektorze telekomunikacyjnym. Przedstawiono najbardziej reprezentatywne przykłady wykorzystania narzędzi komputerowych do wspomagania procesów decyzyjnych: hurtownie danych, analizę finansową i modelowanie matematyczne. Wskazano też perspektywy wspomagania decyzji w zarządzaniu strategicznym na przykładzie negocjacji umów, dotyczących połączeń międzyoperatorskich.
The paper outlines three types of using decision support in telecommunications. The first type relates to application of data warehousing based decision support systems. In the second part, application of various analytical modeling and analysis techniques for decision support is discussed. Conventional network planning techniques are based on single criteria optimization algorithms. However, single criteria optimization has its limitations. An overview of multicriteria analysis in designing telecommunication networks is therefore discussed as well as an application of the ISAAP module for this purpose. The paper outlines also, in the third part, some possibilities of using multicriteria analysis for supporting strategic decision related to negotiating interconnection agreements in telecommunications.

Opis:
Contrary to the common opinion, neural networks may be used for knowledge extraction. Recently, a new methodology of logical rule extraction, optimization and application of rule-based systems has been described. C-MLP2LN algorithm, based on constrained multilayer perceptron network, is described here in details and the dynamics of a transition from neural to logical system illustrated. The algorithm handles real-valued features, determining appropriate linguistic variables or membership functions as a part of the rule extraction process. Initial rules are optimized by exploring the accuracy/simplicity tradeoff at the rule extraction stage and the one between reliability of rules and rejection rate at the optimization stage. Gaussian uncertainties of measurements are assumed during application of crisp logical rules, leading to "soft trapezoidal" membership functions and allowing to optimize the linguistic variables using gradient procedures. Comments are made on application of neural networks to knowledge discovery in the benchmark and real life problems.

This paper deals with life-saving decisions. The decision maker can buy a number of death-averting devices or services which increase his safety S at the expense of the discounted future consumption R. The safety and consumption depend parametrically on the death probability p and the probability reducing strategy x, i.e. S(p/x); R(p/x). The two-factors utility function U(S, R) is used to find the optimum strategy x = [...]. which maximizes U(x). One can show that the unique strategy [...] exists and can be effectively derived. Many applications of proposed methodology are indicated.

In the perspective of parallel processing, a new sense of parametric optimization might be promoted. The paper shows that it, is possible to propose new parallel versions of basic optimization algorithms, as well as an advanced method of securing convergence in interactive mnltiobjective optimization and decision support, all based on a modified concept of parametric embedding. This general idea is exemplified for the case of the simplex algorithm of linear programming by a parameterized and coarse-grain parallel augmented simplex algorithm, where a linear optimization problem can be embedded into a multiple-ohjective family which introduces diversified directions of search cutting through the interior of the original admissible set. For the case of nonlinear programming, a parameterized and coarse-grain parallel variable metric pulsar algorithm is shortly presented, where parallel directional searches are combined with a parametrized variable metric to produce a pulsating, robust nonliear programming algorithm. These two examples concern very basic optimization tools ; at the other end of the spectrmn of optimization-related methods, a general method called outranking trials of securing convergence of interactive multiobjective optimization and decision suport is obtained through parameterizing an outranking relation and using basic properties of order-consistent achievement functions in reference point methodology for testing the existence of outranking points by parallel optimization runs. Thus, the paper presents the use of parallel processing to solve a wide range of modified parametric embedding problems related to optimization and decision support.

Opis:
The subject of this work is the defence planning of a point target against an air attack. The defence system is decomposed into a number of sectors. A direct method of coordination is used at the upper level, while the sectors use a discrete-time event-based model and the description of uncertainty by multiple scenarios of an attack. The resulting problems are solved using linear programming. A comparison of two coordination strategies for realistic attack scenarios and an analysis of effectiveness are provided.

The aim of this analysis is to draw conclusions from the consideration of the transformation of Polish economy from a command to a market driven one on the basis of results from innovation theory. As the starting point it is assumed that welfare is related to market economy with a considerable number of private and privatised companies. It will be further explained that these companies have to be innovative so as to be successful. The most visible innovation is related to the introduction of marketing units in companies. This, however, implies coping with two generic types of marketing conflicts. The first one is the structural marketing conflict: it results from the internal conflicting objectives. The second one is the marketing implementation problem: it results from the resistance attitudes. The model describing structural conflicts is presented in the paper. It is explained hope the model allows the use of existing computer software to support managers.

Web caching is the subject of intense research and development since it seems to be very promising area. Web caching means storing copies of frequently used objects (documents) geographically close to users requesting them to reduce network load, servers load and user response times. Cache can be situated in different locations between user and servers with original content. It seems that the most significant improvement can be achieved by using the proxy server - a dedicated web server. Various parameters affect web cache performance: cache size, limitations on document sizes or documents removal policy. Several metrics are used to evaluate this performance: hit rate for example is the ratio of documents obtained by using the cache mechanism comparing to the total number of documents requested. Choosing adequate parameters for interesting traffic patterns to improve cache performance is not a trivial cache management problem. Prototype tool based on multicriteria model analysis and supporting such web cache management is presented. Simple case was examined where small number of sets of cache parameters (variants), miniature traffic representation and only two performance measures are considered.

The general problem of computer-based clinical decision support systems is considered. A class of rules in medical databases characteristic for therapeutic decisions has been distinguished. The necessity of application of a complete set of data for learning computerised systems of decision support has been pointed out. Rough set approach is applied to the analysis of the problem. An illustrative example of application of the presented results in the treatment of endometrial and breast cancer is given.

The expectation that computer networks combined with the Internet and associated technologies will be common in all businesses of the future has resulted in a flurry of investment in ICT around the globe, and in wide interest in the Internet, e-commerce and e-business. For example the Malaysian government has created a high-speed data highway, a federal capital that is a 'wired city', and a 'paperless hospital' [1]. The UK Government too has recently approved plans for major ICT projects [5, 10]. These projects are in healthcare, and involve large financial sums. It is important that the use of these public funds leads to successful outcomes. This paper analyses a large successful ICT project that uses e-business technologies. The aim of the paper is to identify the success factors in this completed project to see if these pointers indicate favourable prospects for the outcome of these new healthcare projects.

In the paper an evaluation and optimisation framework for medical data access systems user interface is presented. User interface design seems to be of crucial importance for clinical data access applications acceptance, in particular for the applications running on handheld computers where the interface tools are significantly limited. The ease of program use depends strongly on the correct user interface design and on the algorithms which try to predict the user decisions and interactions made in the process of data access or modification. If the program is able to correctly predict the user actions and fetch him reasonable defaults then the number of interface actions which the user must do is significantly reduced. The method presented here focuses on typical functions available in clinical mobile data access systems: medication prescriptions and diagnostic and laboratory tests orders. The user interaction with an application is considered as the sequence of decisions. Using the records stored in the hospital database, the algorithm finds the most probable decisions at the subsequent stages of the interaction and uses it as defaults presented to the user. In this way instead of entering the data from the keyboard the user can much faster select it from the list.

There are advantages in considering the routing problem in integrated communication networks as a multiobjective shortest path problem, having in mind to grasp eventual conflicts and trade-offs among distinct objectives and quality of services (QoS) constraints. On the other hand the utilisation of dynamic routing methods in various types of networks is well known to have significant impact on network performance and cost, namely in overload and failure conditions. This paper presents the detailed formulation of a proposal of a multiple objective dynamic routing method (MODR) of periodic state dependent routing type, enabling to represent distinct QoS related metrics and requirements in a consistent manner. The MODR method present formulation is based on a multiple objective shortest path model with constraints and is prepared to use implied costs as one of the metrics. Alternative paths tor each traffic flow are changed as a function of periodic updates of certain QoS related parameters estimated from real time measurements on the routes and trunks of the network. Such paths are computed by a specialised and efficient variant of a bi-objective shortest path constrained algorithm, developed for the MODR, enabling to incorporate flexible requirements on the QoS metrics. The architecture of the routing system is discussed together with the features of its main modules. An illustrative example of application of the MODR path calculation module to a circuit-switched type network using blocking probability and implied cost as metrics, is also presented, considering different overload conditions.

Multiple criteria evolutionary algorithms, being essentially parallel in their character, are a natural instrument of finding a representation of entire Pareto set (set of solutions and outcomes non-dominated in criteria space) for vector optimisation problems. However, it is well known that Pareto sets for problems with more than two criteria might become complicated and their representation very time-consuming. Thus, the application of such algorithms is essentially limited to bi-criteria problems or to vector optimisation problems with more criteria but of simple structure. Even in such cases, there are problems related to various important aspects of vector optimisation, such as the uniformity of representation of Pareto set, stopping tests or the accuracy of representing Pareto set, that are not fully covered by the broad literature on evolutionary algorithms in vector optimisation. These problems and related computational tests and experience are discussed in the paper. In order to apply evolutionary algorithms for decision support, it would be helpful to use them in an interactive mode. However, evolutionary algorithms are in their essence global and of batch type. Nevertheless, it is possible to introduce interactive aspects to evolutionary algorithms by focusing them on a part of Pareto set. The results of experimental tests of such modifications of evolutionary algorithms for vector optimisation are presented in the paper. Another issue related to vector optimisation problems with more than two criteria is the computational difficulty of estimating nadir points of Pareto set. The paper describes the use of diverse variants of evolutionary algorithms to the estimation of nadir points, together with experimental evidence.
