Opis:
The aim of this article is to discuss issues related to threats to civil aviation. The authors describe a relatively fresh subject which has been neglected so far due to the lack of knowledge and low popularity of this type of threat. The work identifies and characterises new threats to civil aviation. In order to achieve this aim, the article contains defined possibilities of using anti-aircraft mines and methods of using anti-aircraft rocket sets against civil aircraft in the operational area of the airport. The threats resulting from the use of unmanned aerial systems in the operational area of the airport are described together with the use of the cyberspace in a criminal manner in relation to civil aviation.

Digital transformation and mobility, which is what drives the revolution in aviation, they are also a challenge to ensure safety. Increasing automation means a greater risk of cyberattack. The author in the article below touches on the issues related to Cyberspace, characterizes it and shows the issues related to violation of civil aviation security by performing cyberattacks, drone attacks, and thus violating civil aviation security. Civil aviation is a specific user of highly advanced information technology and therefore requires special protection against unauthorized access (cyberattacks). This protection covers the entire aviation ecosystem, and in it; Air Traffic Control, aircraft (aviation industry), airports. In the whole process of civil aviation security, and in particular the prevention of cyberattacks and air terrorism, legislation plays a very important role. In recent decades we have witnessed various events that were a serious threat to the safety of air navigation. These situations gave impetus to search and creating new preventive systems ensuring a high level of security in international civil aviation transport.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

The article aims to show selected issues related to safety management system with particular reference to its legal aspects. It is composed of seven parts. The first one outlines the general overview on the problem of aviation safety. In the following passage, substance of safety management in civil aviation is presented. Third part describes key factors determining safety in aviation. In the fourth subtitle, selected issues regarding international regulations concerning safety management systems are discussed with reference to Chicago Convention and Annex 19 which established detailed arrangements for safety management. Subsequently, the author describes the EU legislation related to subject matter as well as major institution in charge of ensuring safety like European Aviation Safety Agency. The las but one subtitle refers to some legal aspects of safety management in civil aviation in Polish law. The summary contains conclusions drawn from the analysis of the both international and polish regulations.Purpose - The paper’s main purpose is to present legal framework of aviation safety management at the level of international, European and polish law. The author also investigates the role of legal regulations in the process of keeping aviation safe with reference to other factors which have a negative influence on aviation safety. Design/Methodology/Approach - A comprehensive analysis of legislation was conducted along with literature review including international publications focused both on the area of management and law. The reference list was selected in such way to show an objective and impartial approach to the subject matter.Findings - The laws regarding safety management in aviation are subject to harmonization but we can observe that the regulations are becoming more and more technical and complex.Research limitations/implications - The limitations of this paper lie in the lack of review of the studies of practical part of the safety management system regulations.Practical implications-The review shows a profound review of legislation which may be used by both managers and lawyer from aviation industry. Moreover, some statistical data is provided in order to emphasize the importance of safety management in the current world.Originality/Value-The article presents analysis carried at three levels of legal regulations, i.e. international, European and local (Polish) which is the best way to show similarities and point out differences.

Zapewnienie bezpieczeństwa w sektorze lotnictwa cywilnego jest priorytetowym działaniem wielu organizacji lotniczych. Potwierdzeniem tego są liczne dokumenty regulujące kwestie ochrony lotnictwa cywilnego, wydane nie tylko na szczeblu prawa krajowego i unijnego, ale również w konwencjach o zasięgu międzynarodowym. Ryzyko zaburzenia bezpieczeństwa w lotnictwie cywilnym jest ogromne, ponieważ istnieje wiele zagrożeń, które mogą przyczynić się do jego utracenia. Dąży się do przeciwdziałania im, jednak aby były one skuteczne niezbędna jest świadomość istnienia zagrożeń i ich potencjalnych skutków. Mogą one posiadać podłoże militarne, nie militarne, bądź też pochodzić z otoczenia wewnętrznego lub zewnętrznego danej organizacji lotniczej. Różne możliwe zagrożenia pochodzące właśnie z tych źródeł, zostały przedstawione i opisane w tym opracowaniu.
Ensuring security in the civil aviation sector is a priority activity for many aviation organizations. This is confirmed by numerous documents regulating civil aviation security problems, issued not only at the level of national and EU law, but also in conventions of international scope. The risk of security disruption in civil aviation is enormous because there are many risks that can contribute to the loss of security. There are attempts to counteract them, however, if they are be effective, it is necessary to be aware of the dangers and their potential consequences. They may have a military, non-military background, or come from an internal or external environment of a given aviation organization. Various possible threats originating from these sources have been presented and described in the article.

Civil aviation, similar to other economy sectors, is exposed to cyber-attacks. In this case however, the protection against cybersecurity threats is gaining particular significance, as the industry relies heavily on the use of information systems (information and communication systems with electronic data processed in such systems). The systems are exposed to incidents. Incidents in civil aviation are events occurring in cyberspace which affect, or might potentially affect, the security of aircraft. The issue of cybersecurity in civil aviation is discussed in the context of legal regulations that are in force in Poland and Slovakia. Individual solutions aimed at ensuring the cybersecurity of air transport were analysed.

The presence of unmanned aerial vehicles in the airspace is affected by stimulating the development of aviation but also led to the creation of a new kind of threat. The variety of design and versatility of their applications made unmanned aerial vehicles widely available to all people. The number of flight incidents involving UAV was largely caused by failure to follow the rules of safe operation and the lack of experience of the operator. Due to the effects which may entail collision with an unmanned aircraft, aviation authorities and the users themselves take a series of measures aimed at their elimination.

Currently in Poland about 2,500 different engine types are installed on the aircraft. In the years 2008-2016 powerplants failures caused nearly 600 aviation events. Aborted flight or emergency landing, especially in the case of aircraft powered by a single piston engine occurred. The objective of the article was to determine the failure causes and assessment of their impact on the flight safety. Engine faults were assigned to particular types of powerplants, for example turboshaft, piston, etc. Causes of the failures were examined, assigning ATA chapter to each of them. Also human factor was taken into account. According to the ICAO methodology, aviation safety engine systems essential for flight safety and theirs impact on the safety risk was determined. The results of the analyzes presented in this article are useful for managing the national aviation safety and supervising SMS in aviation organizations. The article shows that preventive measures to raise the level of aviation safety should be taken. This is the first comprehensive analysis of the powerplants failure causes and an evaluation of their influence on the level of aviation safety in Poland.

European Commision adopted in July new regulations about laying down airspace usage requirements and operating procedures concerning performance based navigation. It is next step in realization of the the global program PBN ICAO. At the 36th General Assembly of ICAO held in 2007, the Republic of Poland agreed to ICAO resolution A36-23 which urges all States to implement PBN. In future aviation concepts the use of Performance Based Navigation (PBN) is considered to be a major Air Traffic Management (ATM) concept element. ICAO has drafted standards and implementation guidance for PBN in the ICAO Doc 9613 “PBN Manual”. The Based Performance Navigation Concept represents and shift from sensor-based to performance based navigation connected with criteria for navigation: accuracy, integrity, availability, continuity and functionality depending on the phase of the flight. Through PBN and changes in the communication, surveillance and ATM domain, many advanced navigation applications are possible to improve airspace efficiency, improve airport sustainability, reduce the environmental impact of air transport in terms of noise and emission, increase safety and improve flight efficiency.

Opis:
Nowadays, in civil aviation, issues related to improving efficiency, reducing the costs of air operations as well as the negative impact of air transport on the environment are of increasing importance. These ideas allow the formulation of the paradigm relating to the development of air transport - ‘more Efficiently, more Economically, more Eco-friendly - 3E’. The article presents in a cross-sectional and synthetic way research conducted by leading scientific centres around the world as well as prototype aviation constructions designed by companies from the aviation industry. Benefits and disadvantages of future propulsions, such as purely electric, hybrid and distributed propulsions, were presented. Conclusions were formulated regarding further possible directions of civil aviation development, taking into account the improvement of its efficiency as well as economic and ecological indicators.
