The interpreter has the demanding task of “not creating a contradiction” by employing an identical concept in a different context. The classifications of the asylum applicant encounter the institutionally determined limits. Reliable verification of the applicant’s credibility is, however, dependent on knowledge of his/her local context and demands additional questioning. In this process, a denial of interlingual and intralingual complexity may be a source of invisible injustice (Spotti 2019:87-88). Both interpreting and interpretation is thus an inseparable part of the process in which police officers, decision-makers and judges, paraphrasing John L. Austin and John Searle, “do things with questions”. The author applies this interpretive framework to data from ethnographic research, which was conducted in Bratislava, Slovakia, in 2017-19, on interpreting for asylum applicants in the institutional settings. She elucidates the diversity of the standpoints - of refugees, court and ad hoc interpreters, representatives of the foreign police and of the migration office, as well as legal representatives from civic associations, referencing to relevant findings in linguistic and legal anthropology. In this article Helena Tužinská proposes that: (1) the discrepancies in the reports are conditioned by the context of interpreting, (2) participants “do things with questions”, and (3) inter-cultural interpretation can be a speech act.

Although refugees are offered the potential of asylum protection through the 1951 Convention Relating to the Status of Refugees, many states are attempting to curtail the number of asylum applications received each year. Several scholars have argued that even without such deterrence measures, some refugees are less likely to receive a positive asylum decision than others. Using country level data for 32 European states, this project examines the effects of various characteristics – including gender, age, and state of origin – on the likelihood of being granted asylum. This study is a first attempt at empirically testing the asylum literature’s anecdotal evidence of bias in the decision-making processes in determining the outcomes of asylum claims.

Opis:
The article deals with the institution of asylum in which both the potential extradited person and the competent authorities of the requested state may challenge the claim contained in the application and, therefore, prevent the extradition. It contains considerations regarding the concept, essence, nature and the legal basis for the institution of asylum and the manner of eligibility by the instruments governing the rotation of extradition between countries. The article is focused on the EU’s asylum policy. It is an antidote to gaps in regulations developed on the basis of universal manners, whose aim is to create unitary standards for the right of asylum, replacing the common minimum standards for internal Member States asylum systems or the Common European Asylum System (Common European Asylum System – CEAS).

In our cultural circle, the right to asylum derives its traditions from both legislation and religion, leads one’s attention to ancient times and the institutions of the Egyptians, Hebrews and Greeks. Moreover, it combines the issues of otherness, inclusion, persecution, suffering, fragility, duty, responsibility for the Other, as well as justice, hospitality, shelter and holiness. The importance of asylum, the growth of which in the 20th century was related to the European crimes of colonialism, the terror of totalitarianisms, the Holocaust, ethnic cleansing, the fate of refugees and stateless people, does not diminish in the face of the wars and disasters of the 21st century. In this context, the question of how one can link the issue of asylum to education seems legitimate. In relation to this question, the essay focuses attention on the concepts of Emmanuel Levinas, Jacques Derrida and Patrick Declerck, drawing on various traditions of asylum and thinking about hospitality that have contributed to shaping the foundations of European educational and aid institutions. Using the achievements of these important traditions for the Western humanities and the concepts of the above-mentioned philosophers, I would like to point out the need to think about educational spaces in the perspective of asylum pedagogy.
W naszym kręgu kulturowym prawo do azylu wywodzi swoje tradycje zarówno z prawodawstwa, jak i religii, prowadzi naszą uwagę ku czasom starożytnym i instytucjom Egipcjan, Hebrajczyków i Greków, łączy w sobie zagadnienia inności, różnicy i inkluzji, prześladowania, cierpienia i kruchości, obowiązku, odpowiedzialności za Innego i sprawiedliwość, miejsca bezpiecznego pobytu, gościnności, dialogu i spotkania, udzielania schronienia i świętości. Znaczenie azylu, którego wzrost w XX wieku związany był z europejskimi zbrodniami kolonializmu, terrorem totalitaryzmów, zagładą, czystkami etnicznymi, losami uchodźców i bezpaństwowców, nie maleje w obliczu wojen i katastrof XXI wieku. W tym kontekście pytanie, w jaki sposób zagadnienie azylu możemy łączyć z edukacją, wydaje się uzasadnione. W związku z tym pytaniem esej koncentruje uwagę na koncepcjach Emmanuela Lévinasa, Jacques’a Derridy oraz Patricka Declercka, nawiązujących do różnych tradycji azylowych oraz myślenia o gościnności, które miały swój udział w ukształtowaniu podstaw europejskich instytucji edukacyjnych i pomocowych. Korzystając z dorobku tych doniosłych dla zachodniej humanistyki tradycji oraz koncepcji wymienionych filozofów, chciałbym wskazać na potrzebę myślenia o przestrzeniach edukacyjnych w perspektywie pedagogiki azylu.

W dobie wciąż trwającego kryzysu migracyjnego, kiedy uregulowania międzynarodowego prawa uchodźczego mające sprostać długotrwałym skutkom tego kryzysu okazały się niewystarczające, to właśnie unormowania krajowe - konstytucyjne - mogą stanowić jeden z najlepszych środków ochrony osób uciekających przed prześladowaniem. Celem artykułu jest dokonanie analizy prawnoporównawczej prawa do azylu w Konstytucji RP i w konstytucjach wybranych państw członkowskich Unii Europejskiej oraz na tej podstawie zbadanie, w jaki sposób konstytucyjne prawo do azylu może pomóc uzyskać rzeczywistą ochronę osobom zmuszonym opuścić terytorium własnego państwa. Odróżnione zostaną międzynarodowe i krajowe regulacje prawne w zakresie dostępu do prawa do azylu. Prawo do azylu nie zostało uregulowane w żadnej powszechnie przyjętej umowie międzynarodowej, dlatego też występują istotne różnice w unormowaniu tego prawa w ustawach zasadniczych. Mimo że statystycznie azyl nie jest udzielany tak często jak inne środki ochrony międzynarodowej, to samo umieszczenie prawa do azylu w unormowaniach konstytucyjnych należy ocenić pozytywnie.
In the era of the ongoing migration crisis, when the regulations of international refugee law aimed at measure up to the long-term effects of this crisis proved to be insufficient, they are the national and constitutional norms that can be one of the best measures to protect people fleeing persecution. The purpose of the article will be to conduct a comparative law analysis of the right to asylum in the Constitution of the Republic of Poland and in the constitutions of selected Member States of the European Union, and on this basis to examine how constitutional right to asylum can help obtain real protection for persons forced to leave their own territory. International and national regulations regarding access to the right of asylum will be distinguished. The right to asylum has not been regulated in any universally accepted international agreement, which is a reason why there are significant differences in the regulation of this right in the basic laws. Although statistically asylum is not granted as often as other international protection measures, the inclusion of the right to asylum in constitutional regulations should be assessed positively.

The focus on children’s well-being is fundamental to any child-centred policy. Hence, migrating children’s interests are usually considered in a migrant context rather than in the best interests of the child, highlighting the challenges of implementing child-centred asylum policies in practice. Based on this observation, the paper focuses on the discrepancies between the legal provisions for the reception of minor asylum seekers in Poland and practice on the ground: how they serve the education opportunities for such children, as the only social area where the child-centred approach is detectable. The paper discusses the extent to which the legal provisions of the Polish migration law are suitable for adopting a child-centred approach in the asylum procedure to enable children to continue their education. It is further explored in connection to the Micreate fieldwork study with asylum-seeking children. The paper analyses specific institutions to assess their potential for implementing child-centred management in the reception and integration of asylum seekers and to highlight the obstacles in this direction. Finally, the paper formulates recommendations for necessary changes and shifts in practice to recognise the children-friendly practices in asylum procedures.

Abstract Aim: Millions of people are displaced globally, as refugees, asylum seekers or migrants. Although, at a first glance, crisis and conflicts are considered the main trigger for these movements, the migration challenge may have different roots: demographic trends, poverty, the globalization of communication, etc. The present article is an introduction to the main concepts and terminology regarding migration and it links the migration with actual labor problems within the EU. Design: The article shows how migration terminology is reflected in the EU migration policy and how migration policy affects labor policy and vice versa. The article is to be considered a state of the art or methanalysis and explains the concepts: in-migration, out-migration, refugees, asylum-seekers. In addition, it draws attention to controversies regarding the use of concepts: illegal migration, irregular migration and return migration. Conclusions: The article presents eight main economic theories of migration. Five of them have as subject of analysis the determinants of migration and the other three have the subject of analysis the perpetuation of migration. Some of the main theories analyzed here are the neoclassical theory of migration, the human capital theory of migration, the new economics theory of migration, world system theory, network theory, migration systems theory. Originality: The article demonstrates the fact that neither of these economic theories/models explain adequately the actual determinants of migration and it proposes a new model focused more on the transdisciplinary effects of human movements.   Keywords: migration, crisis, development, asylum seekers, labor market policies JEL: J015, J61, J15

The purpose of this study was to investigate the European Union (EU) Migration and Asylum Policy, a perspective of African migrants in Europe. Attempts were made to identify the perception of Africans in the EU on its migration and Asylum policy and assess whether the policy encourages migration and Asylum in the EU. To achieve this, descriptive survey was employed and questionnaires were administered to 100 respondents in Europe from different African countries. The data collected using the online questionnaires were analyzed using percentage, mean and standard deviations. From the results, it was concluded that immigration into the EU is undertaken by male citizens of most African countries especially at their youthful ages driven by the need to pursue education and job opportunities. Their stay in the EU breeds the desire (positive perception and desire) to obtain either work status or EU nationality. Many of them desire to be integrated into the host countries rather than repatriated to their countries. Finally, most of them greatly esteem the EU migration and asylum policy and prefer to stay within the EU than be resettled or repatriated, according to the new EU Pact policy.

Opis:
Granting asylum is the competence of every sovereign state. However, members of the European Union have the right to transfer a part of their own powers to the EU, which is reflected in primary legal acts. Nevertheless, granting asylum is not an exclusive right of the EU, but rather a competence shared with all Member States. The EU’s area of freedom, security and justice has been regulated within the framework of the European Union non-exclusive competences, including a common policy in the field of asylum. As part of their remit, the EU authorities issue acts of secondary legislation regarding the institution of asylum, while the Court of Justice of the European Union outlines national practice in case of interpretative difficulties concerning primary and secondary legislation. Finally, the ever-changing social and migration situation, as well as newly emerging secondary legal acts, have caused a rupture in the common asylum policy of EU Member States.

The security of asylum-seekers in the context of conditions of reception has not been frequently researched. This article aims to fill this gap by arguing that asylum-seekers in Poland are stuck in a grey zone between being secure and being securitised by the host society, with little opportunity to use their own agency. The basis for my study is the theory of the Welsh School of Critical Security Studies which focuses on understanding security through emancipation. The methodology contains a structural analysis of the reception system through the lenses of the agency–structure relationship and a legal and institutional study, as well as an in-depth examination of security practices combined with a reconstruction critique. The results show that the Polish reception system is a structure which is highly asymmetrical in relations of power, especially in the fundamental case of setting a security agenda. This thus constitutes a substantial constraint on migrants’ agency – with some potential for emancipation, however. In conclusion, the research points out the discrepancy between elements of the reception system driven by principles of liberal democracy and the nation-state and calls for a more inclusive, empowering and participatory security provision within the reception system in Poland.

The main causes of leave behind their home for unaccompanied minors are fear of persecution, human rights violations, armed conflicts and civil unrest, sexual exploitation, domestic violence, abuse, severe deprivation, gender-based discrimination, forced military service, search for new opportunities, the intention of joining the family already staying in Europe. The main aim of the study is to give a short present of the asylum procedure the minors are passing through. Summarizes the barriers to access to asylum procedures, the role of the guardian, the legal, medical and social assistance system for asylum seeker minors and the possible outcomes of the procedure and opportunities of appeal.
Głównymi przyczynami pozostawienia domu za życia dla małoletnich bez opieki są obawa przed prześladowaniem, łamaniem praw człowieka, konfliktami zbrojnymi i niepokojami społecznymi, wykorzystywaniem seksualnym, przemocą w rodzinie, znęcaniem się, poważną deprywacją, dyskryminacją ze względu na płeć, przymusową służbą wojskową, poszukiwaniem nowych możliwości, zamiar dołączenia do rodziny już przebywającej w Europie. Głównym celem badania jest krótkie przedstawienie procedury azylowej, którą przechodzą małoletni. Przedstawia bariery w dostępie do procedur azylowych, rolę opiekuna, system pomocy prawnej, medycznej i społecznej dla osób nieletnich ubiegających się o azyl oraz możliwe wyniki procedury i możliwości odwołania.

Migration, as a global phenomenon has a long history also in the Slovak Republic. Most of the migrants come, or are passing through its territory legally. There are still cases of illegal migration, too. The reasons for this form of state borders crossing are diverse. Part of illegal migrants are also people who are belonging to vulnerable groups, including unaccompanied minors. Since this is a specific and particularly vulnerable group of migrants, the European Union and subsequently the Slovak Republic adopted several legislative measures in the area of migration and asylum. Their aim is to adjust the status of unaccompanied minors and to contribute to finding lasting solutions to their current situation, taking into account their best interests.

This paper aims at the presentation of ethical and political grounds of the pedagogy of asylum, which, in its assumptions, refers to concepts of such thinkers as Emmanuel Levinas, Erich Fromm, George Steiner, Hannah Arendt, Michael Walzer, Avishai Margalit, Jacques Derrida and Janusz Korczak. Utopia of hospitality, presented in its basic assumptions, constitutes a look at the social life, life of individuals and communities, as concentrated in asylums, while its author thinks that it forms an answer to modern challenges to Western democracies, education and politics in the “Age of Migration”.

This research sets out the importance of studying the refugee crisis and the phenomenon of migration, the way refugees reach European territory and in which states they aim to settle. The first part of the article shows the evolution of illegal entries on the routes that refugees use to enter the European continent in the period between 2009-2018. The second part of the article aims to highlight the European States which were affected by the refugee crisis in light of the asylum requests submitted by the applicants for international protection in the EU between 2015-2018. Therefore the analysis led to the classification of the European States into four clusters: (i) states with a high number of asylum applications; (ii) states with a medium to high number of asylum applications; (iii) states with a small to medium number of asylum applications; (iv) states with a small number of asylum applications. The objective of this classification is to identify the states that were affected by the refugee crisis.

The article explores the use and importance of taking a biographical approach to conducting participatory action research (PAR) with asylum seekers and refugees in order to: better understand lived experiences of exile and belonging; contribute to the important field of Biographical Sociology; provide a safe space for stories to be told; and in turn for these stories to feed in to policy and praxis. The authors’ combined work on the asylum-migration nexus, the politics of representation and participatory action research methodology (PAR) as ethno-mimesisi argues for the use of biography to contribute to cultural politics at the level of theory, experience and praxis, and is constitutive of critical theory in praxis. PAR research undertaken with Bosnian refugees in the East Midlands and Afghan refugees in London will be the focus around which our analysis develops. We develop a case for theory building based upon lived experience using biographical materials, both narrative and visual, as critical theory in practice towards a vision of social justice that challenges the dominant knowledge/power axis embedded in current governance and media policy relating to forced migration. The dominant power/knowledge axis related to forced migration is embedded in current (New Labour) governance and re-presented in some media texts as identified below. New Labour governance is symbolised in the competing discourses of a) strong centralised control and b) more open systems, network and partnership based governance (Newman, 2003: 17-23; Clarke, 2004; Lewis, 2000). Open systems are made up of partnerships and networks – “joined up government”, “that transcends the vertical, departmental structures of government itself” (Newman, 2003: 20). to develop or foster a consensual style of governing. Progressive governance is defined by Newman (2003:15) as involving a significant shift from governance through hierarchy and competition to governance through networks and partnerships with an emphasis upon inclusion. Progressive governance involves the production of techniques and strategies of responsibilisation of citizens operationalised through the development of networks, alliances, and partnerships, with a strong focus upon active citizenship. Thus, spreading responsibility for social control to non state agencies and “communities” (Garland, 2001). In relation to forced migration/asylum discourses around the exclusion of the “other” (involving criminalisation, detention and deportation) and the maintenance and control of borders (developing ever more tighter controls on entry and asylum applications) exist in tension with discourses that speak of human rights, responsibilities and possibilities for multi-cultural citizenship especially in the community cohesion literature. There is a conflict at the heart of New Labour’s approach to asylum policy linked to the “alterity” of the asylum seeker that promulgates hegemonic ideologies and discourses around rights to belonging and citizenship, perceived access to resources (redistribution) and misrecognition fostering suspicion of the “stranger”. Alongside discourses of fairness and rights to enter and seek refuge, there exist regressive discourses that water down the vitally important actual and symbolic 1951 UN convention, and foster a split between “bogus” and “genuine” refugees, making it extremely hard to seek asylum in the UK.

In the late 4th century, bishops utilized the so-called ius intercessionis right to intervene in order to help those in need, be they the persecuted, the accused or the convicted. These actions of a bishop were rooted foremost in the idea of mercy and it was also due to this right that a bishop became the one to decide about the granting of the right to asylum – a right which was gradually extended to Christian churches at the time. St. Augustine encounters the issue of Christian asylum as the bishop of Hippo Regius in Africa mainly in his preserved correspondence, but he talks about seeking sanctuary in Christian churches also in one of his sermons, specifically in Sermo 302 delivered on the feast of St. Lawrence. This paper focuses on presenting the circumstances of a violent act in Hippo Regius and its implications to potentially sanctuary seeking in local Christian church, particularly on the ground of analysis of post sermonem to Sermo 302.

Przedmiotem analizy w niniejszym artykule są rozważania Pedra Ruiz de Moros na temat azylu w dziele znanym pod skróconym tytułem Decisiones Lituanicae, wydanym między innymi w Krakowie w 1563 r. Problematyka azylu w starożytnym Rzymie jest jednym z wątków o pobocznym znaczeniu w piątej księdze dzieła, której podstawową tematyką jest dopuszczalność lichwy. W pierwszej kolejności przedstawiony został stan faktyczny będący przedmiotem rozstrzygnięcia, kiedy to opiekun osieroconych dzieci spotkał się z zarzutem, że pozwolił pieniądzom swych podopiecznych leżeć bezczynnie zamiast pożyczyć je na procent. Zdaniem Rojzjusza pobieranie odsetek jest zakazane zarówno prawem boskim, jak i ludzkim. Następnie przystąpił do rozstrzygnięcia kolejnej wątpliwości, czy dopuszczalna jest przeciwna praktyka wprowadzona zwyczajem, jak choćby znany w Polsce zastaw antychretyczny. Polemizując ze swym bolońskim nauczycielem Agostino Berò, którego zdaniem na wątpliwość tę należy odpowiedzieć twierdząco, zakwestionował trafność zestawienia lichwy z dopuszczalnością udania się do miejsca azylu przez niewolnika w przypadku nadmiernego okrucieństwa jego właściciela. W końcowej części artykułu przedstawiono rozstrzygnięcie sprawy, a także wnioski dotyczące sposobu potraktowania przez Rojzjusza kwestii azylu.
The subject of this paper is the discussion of asylum in the Decisiones Lituanicae by Pedro Ruiz de Moros (Roysius) (editio princeps Kraków, 1563). Asylum in ancient Rome is a minor issue in the fifth book of Roysius’ book, the main topic of which is the admissibility of usury. First, Roysius presents a real case in which the guardian of a group of orphaned children was charged with allowing the money of his wards to lie idle and uninvested instead of lending it out at a good rate of interest. According to Roysius, the collection of interest was prohibited both by divine and human law. He then went on to clear up another doubtful point: could the opposite custom, known in Poland as the antichretic pledge, be regarded as admissible? Roysius refuted the argument put forward by his Bologna preceptor Agostino Berò, who said antichresis should be permitted. He questioned the viability of comparing usury to the admissibility of a slave seeking asylum in a place of refuge because his master was excessively cruel. Te fnal part of the paper presents the outcome of the guardian’s case and my own conclusions on Roysius’ approach to the issue of asylum.

Polityka azylowa jest kontrowersyjnym tematem, o którym dyskutuje się od ponad dekady. Rosnąca liczba wniosków o azyl nasuwa pytania dotyczące podziału obowiązków wobec migrantów, zwanego burden-sharing. Niniejszy artykuł ma na celu przedstawienie trójwymiarowego charakteru polityki azylowej: wymiar polityczny, humanitarny i społecznoekonomiczny. Ostatni wymiar związany jest z narodowymi programami dotyczącymi przesiedleń. Opierając się na przykładzie siedmiu państw, autorka ukazuje pewne zmiany w działaniu państw na podstawie narodowych programów przesiedlania uchodźców. Badanie pokazuje, iż choć zastosowanie mechanizmu burden-sharing stanowi przykład czystego dobra społecznego, ponieważ jest efektem wspólnego wysiłku, kolektywnego działania, którego celem jest ochrona uchodźców i opieka nad nimi, to jednak państwa zrezygnowały z działania opartego na wspólnej odpowiedzialności, nawet w regionach dotkniętych wojną, aby działać indywidualnie, kierując się narodowym interesem.
Policy towards asylum seekers has been a controversial topic for more than a decade. The rising number of asylum applications provoked questions related to burden-sharing. This paper seeks to shed light on the three-dimensional character of asylum politics: political, humanitarian, and socio-economic. The last dimension is related to national resettlementprograms. Based on the examples of seven countries, the article shows that states resign from collective action in the regions affected by wars in terms of burden-sharing related to refugees and instead act individually, driven by national interests.

The right of asylum in ancient Rome dates back to the royal epoch. The first place of asylum is supposed to have been granted in Rome by its legendary founder Romulus. In the period of the republic, the Roman state would reject this form of protection. Octavian, however, granted the right of asylum to a temple dedicated to the Caesar. In the Hellenistic provinces the right of asylum was very popular and it was abused. Tiberius commanded that it be checked whether particular temples had been granted this right. A form of asylum was popular in Rome, i.e. a resort to statues and images of the Caesar, a custom that was criticised by Roman jurists. The right of asylum was granted to temples by virtue of the law of consecration. Together with the fall of pagan religion, pagan temples lost their right of asylum. Christianity had added its own ideas to the right of asylum. In comparison with the past, an essential difference was that it could gain protection for the right of asylum in all Christian temples. The crucial difference was that it could gain protection for the right of asylum in all Christian temples. The laws concerning the right of asylum were issued by caesars in the years of 386-545. The caesarean constitutions legally sanctioned the actual state of affairs, and introduced legal regulations as regards the fact of the protection of the right of asylum. The caesarean constitutions may be treated as executive regulations to the principle that is based on the church foundation of the law. Inasmuch as the adage Ecclesia vivit lege Romana is universally acknowledged (its first written form can be found in the lex Ribuaria, published in the first half of the seventh century), in the case of the right of asylum in Christian temples one can assume a reverse order – lex Romana vivit iure ecclesiastico. It has its ontological and chronological justification, if one takes into account that the right of asylum was formulated in the church legislature at the Council of Sardica in 342.

This article aims to make an insight into the conditions of immigration policy and actions undertaken by the Swedish authorities and political parties in the face of the migration crisis in Europe after 2015. A hypothesis presented here assumes that a decisive evolution of the attitudes of the Swedish authorities, political parties, and society towards a restrictive approach to immigration arose from the awareness of the negative consequences of migration management for the Swedish socio-economic model and the political scene. The theoretical framework used in this article is the concept of policy responsiveness, including the ability of political authorities to respond effectively and lawfully to the needs and expectations of the citizens. Process tracing was applied as a research method useful for following the transformation process of Sweden’s immigration policy. Statistical data, documents issued by the government and political parties, as well as the subject literature were the sources utilised in the research. Conclusions drawn from the research point to the tightening of immigration policy as a result of the fear of a prolonged pull effect on foreigners and concern surrounding the appropriate handling of immigration in full accordance with the adopted model of immigration policy.

The totalitarian regime in Albania was considered as one of the most rigid and isolated in all of Eastern Europe from 1945 to 1991. Starting from 1990 when the system collapsed, Albania has witnessed one of the great migrations of recent times. This Balkan country has experienced the highest level of international migration after the fall of the communist regime compared to other post-communist countries in Eastern Europe. The paper seeks to understand the phenomenon of Albanian emigration (from Albania – not from other parts of the Balkans e.g. Kosovo, Macedonia) as one of the major features of post-totalitarian legacy. The first part of the text provides a brief overview of the Albanian communism system, the second part is an analysis of different waves of Albanian emigration after the collapse of communism, and the third part presents the current situation regarding Albanian migration. The article offers an overview of Albanian post-communist migration and represents a summary of up-to-date knowledge about this phenomenon.

Migration plays a central role in current global processes of economic, social and political change. And it is a major challenge for the EU and the Member States. This paper presents some of the changed policy environment in which the EU finds itself and focuses on the developing process of a new European agenda for immigration and asylum policy. It analysis the current state of global migration and its emerging trends and highlights some of the key shifts in the European policymaking environment that the EU will face. A growing demand for European as opposed to national approaches to immigration issues allows to increase the weight of the EU in world population terms.
