Pomimo sporego zainteresowania problematyką autonomii terytorialnej sam termin wciąż przynależy do katalogu pojęć spornych i kontrowersyjnych. W artykule dokonano przeglądu definicji oraz konfrontacji ich wersji historycznych i współczesnych i na tej podstawie ustalono cechy konstytutywne autonomii, zwłaszcza w ujęciu terytorialnym. Praca pokazuje również kilka możliwości typologii autonomii, zaznaczając różnice pomiędzy klasycznymi a współczesnymi podziałami.
Despite a deep interest in phenomenon of territorial autonomy construction, the concept itself belongs to the catalogue of contentious and controversial notions. There is no consensus on single and firm definition of territorial autonomy. The article reviews historical and contemporary definitions of that term. Consequently, the constitutive features of autonomy are outlined, especially in its territorial approach. The work also proposes several different approaches to the typology of autonomy, highlighting the differences between the so-called classic and the contemporary nature of this solution.

The author of the article concentrates on Silesian regionalists, primarily on the Silesian Autonomy Movement, its social activity as well as political, cultural, and social perception of this activity. Silesian regionalism was a considerable surprise for many Poles. For some of them, the postulates proposed by the Movement seem not only unprecedented in the history of Poland but also threatening the territorial integrity of the country. Public discussions about the Movement are dominated by emotions, not factual arguments, and lack scientific view on the matter. The article aims at filling at least a part of this gap.

A psychology of human individual development is proposed which argues against its reduction to the description and control of human behavior or to cognitive psychology in the model of information and communication technology. Instead the author’s earlier conceptualization of the autonomy of human individual development is now elaborated further. The foundational premise to this end rests in Macnamara’s (1999) explication of Brentano’s (1874) notion of intentionality, i.e., referring to something as an object. It reveals the access of the mind to the ideal objects and to the kinds which provide for identity and individuation of the objects of human cognition (Macnamara and Reyes, 1994). It converges with the anti-irrationalism postulate which was put forward by Ajdukiewicz (1934). The reduction of the mind in psychology to something else proves unable to meet the anti-irrationalism postulate, regards perception and cognition to be of one piece, and it excludes intuition and ideals. In contrast to this, the notions of the spontaneous and self-sustainable perception and the self-determined mind open a way for psychology without the reduction of it to anything else. The same route has been taken earlier (Niemczyński, 2007) with a study of personality development from adolescence to the late ages.

For over twenty years in Silesia the propaganda and organizational campaigns under the banner of autonomy have been intensified. Admittedly, the influences of such organizations as the Silesian Autonomy Movement (Ruch Autonomii Śląska) or Association of People of the Silesian Nationality (Związek Ludności Narodowości Śląskiej) are small, but the idea of the autonomy of Silesia wins more and more followers. The increasing number of participants of various campaigns, public gatherings, marches organized by these associations have all proved it. The leader of the Silesian Autonomy Movement (Ruch Autonomii Śląska) puts a strategy into action entitled “Autonomy 2020” which, among other things, strives to create League of Regions in Poland organizing in Poznan in 2012 a conference for the followers of autonomy, and a demonstration - the March of Regions - in Warsaw in 2015. Then, their referendum campaigns will start. They are supposed to focus on both constitutional amendments and coming into effect of the Organic Silesian Province Status in 2020 which will define the principles of autonomy.

Academic culture is a set of rules (norms and values) regulating the institution of the university. The central component of academic culture is autonomy both in the sense of independence from external interference and the capacity to decide on research, teaching and organization of the university. Autonomy is endangered by the interference in academic culture of other cultural complexes characteristic for modern society: corporate culture, business culture, bureaucratic culture, financial culture, consumer culture. The resulting cultural clash is the reason for current crisis of the university. The defense of autonomy is the ethical and professional duty of scholars.

The purpose of this paper is to analyze the process of development of Greenland’s autonomy, especially vis-à-vis the Act on Greenland Self-Government of 2009, which ensures that decisions on the future status of the island will be made by the people of Greenland. Compared to other entities, Greenland is the only Arctic territory which can feasibly gain independence. This study also discusses the relations between Denmark and Greenland in terms of post-colonial relations between the former metropolis/colonizer and the island, outlining also the discourse on independence in Greenland. The hypothesis posed in the paper is that the proceeds from mineral extraction will not enable Greenland to become economically independent and abandon Danish subsidies, and that the process of gaining sovereignty might result in Greenland becoming dependent on external powers which will have a considerable impact on social relations on the island. This means that the matter under negotiation is not so much whether or not Greenland has the right to declare independence, but rather if it should take this step.

Amartya K. Sen is criticised for a modification of mainstream rational choice theory by an introduction of the commitment concept. This kind of modification sometimes is treated as a mistake. This article attempts to interpret the Amartya Sen’s concept of rationality. The means to this end will be an analysis of the ways of explanation of socalled Sen’s mistake. Three critical approaches to Sen’s concept of rationality made by Philip Pettit, Daniel Hausman and Geoffrey Brenan will be examined. In conclusion Sen’s concept of rationality, which includes the concept of commitment, should be interpreted as an approach which provides a subject with an autonomous expression of oneself, agency, responsibility and skills of critical thinking.

Although the technology of digital videos is available, many classroom EFL teachers are unsure of what they can do with videos. This paper will present some reasons why teachers should consider using videos of student performance based on ideas of motivation and learner autonomy. Three activities are presented with checklists and protocols that can be implemented in classrooms. These activities are based on using technology, but integrate skills such as: reflection, evaluation, critique, listening, speaking and writing. These critical skills, along with higher levels of motivation, are prerequisites to learner autonomy. Some considerations about how to prepare students before, during and after videotaping as well as some hints on how to videotape are also included. Technology is not a substitute for teaching, nor does it stand alone as a technique, but when integrated into other classroom practices can help promote learner autonomy.

W artykule przeprowadzono rozważania nad problemami oceny samodzielności dochodowej i wydatkowej samorządów. Celem artykułu było stworzenie miar pozwalających ocenić i porównywać samodzielność wydatkową polskich gmin. Wskaźniki wyliczone na podstawie zaproponowanych miar zaprezentowano dla 2014 r. Pokazano, że ponad połowę budżetów polskich gmin można uznać za niezależną od własnej polityki samorządów. Siła tego ograniczenia jest zróżnicowana między gminami i tylko w niewielkim stopniu odpowiada zróżnicowaniu samodzielności dochodowej gmin.
This paper presents discussion on the problems and opportunities of assessment of income and spending autonomy of local governments. The aim of the paper is to develop measures to assess and compare the spending autonomy of Polish municipalities. Indicators calculated on the basis of the proposed measures are presented for 2014. It has been shown, that only about half of the municipal budgets can be considered as independent. The strength of this limit varies between municipalities and is not strongly dependent on their wealth, and only to a small extent corresponds to the diversity of the revenue autonomy of municipalities.

Due to EFL undergraduate students’ ineffective learning strategies, which mirror lack of autonomy, this paper is a pilot study into how use of Cambridge Dictionaries Online can affect undergraduate students’ autonomy or self-reliance in a Thai EFL context. The link was selectively integrated in a writing classroom as a tool to improve their English during writing assignments because it appears to be more comprehensive than others. Seventy three students participated in the study and completed a questionnaire based on arguments that new generations or young learners can relate themselves to the link viewed as learning technology and in turn possess positive attitude toward and motivation in learning English autonomously. Although the quantitative results are positive to some extent, they offer some directions for EFL teachers to guide their students in moving toward autonomy. Limitation and recommendations for future study are provided.

This paper explores pedagogical practices which can support the role of imagination in foreign language learning. Over the past decade, work on self and identity in motivation research-most notably Norton’s (2001) imagined communities and Dörnyei’s (2009) L2 motivational self system-has suggested that teachers might foster students’ motivation by helping them imagine themselves as L2 speakers and envisage contexts or communities in which they might use the target language. If teachers are to help students create and sustain visions of L2 identities, they need to employ a pedagogy which incorporates and facilitates the work of the imagination. In order to provide guidelines for pedagogical practice, this paper examines the experiences of Japanese university students studying English as a foreign language in a selfdirected learning course. Prior analysis of the data revealed several affordances which supported the participants’ metacognitive development and the role of imagination in their learning. Using these affordances as a conceptual framework, this paper builds on previous work by identifying elements in the learning environment which appear to support the role of imagination in the students’ language learning. The paper concludes by suggesting guidelines for pedagogical practice and considering the implications for further inquiry.

The present analysis is devoted to the financial autonomy of communes and the ways of understanding it. The author analyzes the legal, jurisdictional and actual determinants of the commune’s financial independence and points to the consequences following from them. The author poses a hypothesis that the constitutional value in the form of the financial autonomy of communes is not full realized by the parliament in contemporary Poland, with the Constitutional Tribunal underestimating it. The increase in the revenues of communes is not adequate to the duties assigned to them by the parliament. The consequences of the ongoing process include an increased debt of the communes and their problems with realization of the needs of local communities, the latter being the goal whose realization was the reason to have established the local self-government.
Przedmiotem analizy uczyniono samodzielność finansową gminy i sposoby jej rozumienia. Autor analizuje prawne, orzecznicze i faktyczne determinanty samodzielności finansowej gminy i pokazuje wynikające z nich konsekwencje. Stawia tezę, że w Polsce wartość konstytucyjna w postaci samodzielności finansowej gminy nie jest w pełni realizowana przez parlament, że także Trybunał Konstytucyjny nie przyporządkowuje jej należnego znaczenia. Dochody gmin wzrastają nieadekwatnie do powierzanych im przez parlament zadań. Konsekwencjami zachodzącego procesu są znaczny wzrost zadłużenia gmin i problemy gmin z realizacją potrzeb lokalnych wspólnot, czyli tego celu, dla którego realizacji jest ustanowiony samorząd gminny.

The article looks at language learner autonomy as a social construct in relation to the context and its user based on the example of Italki, a social networking site for tandem language learning. Considering the two foci – the context and the learner – the study is divided into two parts, both carried out from the perspective of online ethnography, each utilising different techniques and tools. Part 1, based on participatory observation and user experience of the author, was aimed at investigating the context of Italki as a language learning environment. Its affordances, noted in the course of the study, are analysed against the three aspects of social learner autonomy (Murray 2014): emotional, political, and spatial, in order to investigate the potential of Italki for interdependent learning. In Part 2 of the study, with its focus on the learner, the data were gathered by means of semi-structured open-ended interviews with Italki users (N=10). One of these interviews evolved into a case study, in which elements of social network analysis (SNA) were utilized to look at learner autonomy of an individual user. The results of the study indicate that learner autonomy in the digital age can be both self- and other-regulated; characterized by learner independence as well as interdependence. All this is very much promoted by new tendencies in language learning and affordances offered by the new media. At the same time, though, the nature of the autonomy exercised will, to a large extent, be determined by individual learner agendas, motives and attitudes.
