Paper presents validation of previously created stochastic ships traffic stream model by the real data of ships delays on Świnoujście — Szczecin waterway. The model is mostly based on Monte Carlo methodology. The model is microscopic which means that each ship’s model is treated as separate object possessing given attributes. As the main parameter of presented validation total waiting (delay) time of ships have been applied. The time of ships delays was possessed from Szczecin VTS centre and compared with the model output.
W artykule przedstawiono wyniki walidacji wcześniej stworzonego stochastycznego modelu strumienia ruchu statków przez porównanie z rzeczywistymi danymi o opóźnieniu statków na drodze wodnej Świnoujście — Szczecin. Model został zbudowany w oparciu o metodologię Monte Carlo. Jest to model z kategorii „mikroskopowych”, co oznacza, że każdy statek jest traktowany jako odrębny obiekt, cechujący się indywidualnymi atrybutami. Jako główny parametr walidacji przyjęto całkowity czas oczekiwania (opóźnienia) statków. Czas definiujący opóźnienie statków został pozyskany z centrum VTS Szczecin i porównany z wynikami modelowymi.

The study adopted ex post facto design. Using ship traffic, vehicle traffic, berth efficiency, turnaround time as input explanatory variables and output factors as average throughput to compare the pre concession and post concession. The six Nigerian ports: Tincan Island Ports, Apapa Port, Port of Delta Warri, Calabar Port, Rivers Port and Onne Port were sampled. It is observed that year 2014 is the most efficient year out of the 36 operation years in terms of output maximization with constant levels of inputs under the study period with score 1.0 respectively serving as 32 times benchmark for other years. It is observed from that Tin Can Island Port was technically efficient in the operation years of 1980, 1981, 1985, 1995, 1997, 1998, 2009, 2013, 2014 and 2015 with score 1.0. However, the most efficient operation years are 1998 and 2013 while the most inefficient year is with efficiency score 1.0. The post-concession years that the port was technically inefficient are 2006, 2007, 2008, 2010, 2011 and 2012.

This paper presents the stages in stochastic ship traffic stream model creation, applied to determine the influence of liquefied petroleum gas (LPG) tanker introduction to Police Port on the Świnoujście–Szczecin waterway. The model is based on the Monte Carlo methodology, and is microscopic (which means that each ship’s model is treated as a separate object possessing given attributes). The model is applied here in order to find the influence of ships with dangerous cargo (LPG tankers in the case study) on regular ship traffic, and hence to establish whether special traffic solutions are necessary.

The goal of the article is to define the Ship Traffic and Port Operation Information Critical Infrastructure Network. In first step, the basic information about EMSA are introduced. There are two main information systems for safety of the ships: SeaSafeNet and THETIS, which are presented in details. Furthermore, the ship information systems operated in Poland are introduced and described. These systems are: PHICS, MarSSiES and DGPS. Besides, the port operation systems in Baltic Sea Region are presented. According to the knowledge the 166 Ship Traffic and Operation Information Critical Infrastructure Network components are proposed.

Opis:
A substantial part of the energy of wake waves from high-speed ships sailing in shallow water is concentrated in nonlinear components which at times have a solitonic nature. Recent results of investigations into solitonic wave interactions within the framework of the Kadomtsev-Petviashvili equation and their implications for rogue wave theory are reviewed. A surface elevation four times as high as the counterparts occurs if the properties of the interacting waves are specifically balanced. The slope of the water surface may increase eightfold. The resulting structure may persist for a long time. Nonlinear wake components may exert a considerable influence on the marine ecosystem in coastal areas.

The main aim of the article is modelling the operation process of the Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network. To achieve this goal it is necessary to define three critical infrastructure networks for a Baltic Sea Region and their operation processes: port critical infrastructure network, shipping critical infrastructure network and ship traffic and port operation information critical infrastructure network. Thus, the concept of networks of three networks, called Baltic Port, Shipping and Ship Traffic and Port Operation Information Critical Infrastructure Network, is introduced. This way, the operation process of network of networks is proposed. To understand this approach, the basic classification and description of interdependencies and interconnections in this network are presented.

Rola pilota jest nieco marginalizowana, mimo, iż jego działalność przekłada się bezpośrednio na zapewnienie bezpieczeństwa żeglugi w portach morskich, ochronę środowiska morskiego, a także minimalizowanie ryzyka wypadków i incydentów morskich. Świadczenie usług pilotowych powierzone zostało prywatnym przedsiębiorcom spełniającym określone kwalifikacje i poddane nadzorowi administracji morskiej. Artykuł ten zawiera odwołanie do orzeczeń Izby Morskiej w Gdyni w sprawie, w której pilot morski przyczynił się do spowodowania wypadku w gdańskim porcie. Analizie poddano również rolę pilota morskiego w zapewnieniu bezpieczeństwa żeglugi w porcie.
This article deals with the influence of the maritime pilot on safety of navigation. The role of the pilot is somewhat marginalized, although his activity is directly related to ensuring the safety of navigation in sea ports, protection of the marine environment and minimizing the risk of collision with ships and port infrastructure. Pilot services have been entrusted to private entrepreneurs who meet certain legal requirements and are subject to supervision by the maritime administration. The article contains a reference to the decisions of the Maritime Chamber in Gdańsk in a case, in which the maritime pilot contributed to an accident in the port of Gdańsk and the analysis of these decisions in the context of the role of the pilot in the safety of navigation in port.

Maritime Situational Picture
Opis:
A system was set up to ingest automatic ship position reports (terrestrial and satellite AIS, LRIT) and fuse these into a Maritime Situational Picture, tracking the ships within an ocean basin‐wide area of interest in real time. Trial runs were made over several months, collecting reporting data from a number of different sources, over the Gulf of Aden and the Western Indian Ocean. Also satellite radar surveillance was carried out in order to sample the presence of non‐reporting ships. The trial showed that satellite AIS is a powerful tool for basin‐wide ship traffic monitoring; that multiple AIS satellites are needed for sufficient completeness and update rate; and that coastal AIS and LRIT still provide essential complements to the satellite AIS data. The radar survey showed that about half of the radar‐detected ships are not seen in the reporting data. The ultimate purpose of this work is to support the countries around the Horn of Africa in the fight against piracy and to help build their capacity to deliver maritime security and safety.

Ship movement processes in selected Traffic Separations Schemes (TSS) of Southern Baltic Sea were analyzed. Ship domains in the analyzed water areas were calculated from Automatic Identification System (AIS) registered data. The purpose of investigation was identification of ship domain parameters taking into account different domain determination criteria. The results were compared and discussed. The conclusions were drawn.

This paper presents an overview of ship traffic volume and accidents in the Baltic Sea with a special focus on the Gulf of Finland. The most common accidents are groundings and collisions, usually reported to be caused by human error. The annual number of Baltic Sea accidents reported to HELCOM varied from 34–54 for collisions and 30–60 for groundings. The number of yearly port calls varied from 468–505 thousand with a peak in 2008. Exact port call data could not be found for all ports and hence had to be estimated. The number of line crossingings in HELCOM AIS data was found to be a good, rough surrogate measure for the total number of port calls and could be used if more precise port call data was not available. By analyzing two separate accident databases, an estimate for accident underreporting was calculated. Different statistical methods yielded an underreporting rate in the range of 40–50%. Lastly, the true number of accidents was estimated, based on the estimated underreporting percentage for the Baltic Sea. Based on these results, the true number of true accidents should be first estimated if accident statistics are used in building or validating maritime risk models. When using such models or accidents statistics in decision-making, the underlying uncertainty in the accident statistics should be taken into account as the underreporting frequency estimates are only approximations of the real number of accidents.

This paper presents results of an analysis of the operating and maneuvering parameters (length, width, draft, main propulsion power and maneuvering equipment, and windage area) of the Ro-Pax ferries over 150m in length. The analysis takes into accounts all ferries operating in the Baltic Sea in 2017. The work also includes route analysis of the collected Ro-Pax units. The influence of port infrastructure is also discussed. The mean optimal Baltic Sea Ro-Pax ferry and its parameters for short term and long term forecasts are presented. This paper may be used as a primary guideline for the determining the optimal Ro-Pax ferry dimensions size for the Baltic lines in terms of preliminary ship design.

The ship domain is a criterion of safety assessment in ship encounter situations. This criterion allows us to identify dangerous situations in open sea and restricted areas, the latter characterized by natural limitations such as the shore line, or artificial ones e.g., boundaries of Traffic Separation Schemes (TSSs). This article analyzes ship domains in TSSs. These schemes, being established in areas where vessel traffic is intensive, as a rule have virtual traffic lanes that indicate the direction of vessel traffic flow. The influence of the ship size and type on domain shape and size in a TSS has been examined. The domains have been defined on the basis of AIS data and statistical methods. The analyzed ship domains have been approximated by ellipses. The authors have determined intervals of changes in domain parameters.

This paper presents the problem of the “know-how” needed by the operators of vessel traffic supervision, monitoring, advisory and safety zone management systems required and maintained by marine navigators on their ships. The problem of the proper and correct interpretation of these systems is raised. Different types of ship safety zones, concerning both anti-collision and navigational purposes are presented, introducing the concept of hydrographic ship domain. Anti-collision and hydrographic domains were compared in order to establish mutual dependence. The factors influencing the two types of ship domains were analysed. The author proposed their merging and replacement with one universal domain, discussing its advantages and disadvantages. The analysis of the factors influencing the shape and size of such ship safety zones in conducted. The results in the different phases of research were presented and conclusions were drawn.
