This paper presents the problem of the “know-how” needed by the operators of vessel traffic supervision, monitoring, advisory and safety zone management systems required and maintained by marine navigators on their ships. The problem of the proper and correct interpretation of these systems is raised. Different types of ship safety zones, concerning both anti-collision and navigational purposes are presented, introducing the concept of hydrographic ship domain. Anti-collision and hydrographic domains were compared in order to establish mutual dependence. The factors influencing the two types of ship domains were analysed. The author proposed their merging and replacement with one universal domain, discussing its advantages and disadvantages. The analysis of the factors influencing the shape and size of such ship safety zones in conducted. The results in the different phases of research were presented and conclusions were drawn.

This paper presents the research results on declarative ship domains in restricted areas. The research was conducted for vessels of different sizes and speed relations. In order to determine the declarative ship domain, data were collected in the form of questionnaires. The influence of ship length and speed on the size and shape of its domain were analyzed. The detailed processes of data development and further approximation are shown. Declarative domains for ships of different sizes and speed relations are compared. As a result of the research, a mathematical model of a declarative ship domain showing the elliptical shape of the domain is presented. The intermediate and summary research results are presented and conclusions drawn.

The authors explored the utilization of simulation models as a means to ensure environmental safety, using the industrial hub of Kemerovo as an illustrative example. The article analyzes the factors that have contributed to the deterioration of the environment in the region for decades. It has been established that in terms of the overall percentage distribution of emissions from stationary sources, energy enterprises (73.0%), chemical and petrochemical industries (4.7%), and black metallurgy enterprises (7.8%) are leading in the city of Kemerovo. Simulation modelling has shown that the cause of high concentrations of harmful substances in the atmosphere of Kemerovo is due to the negative factors of industrial and household activities and their impact on environmental safety. High correlation and sensitivity coefficients indicate a lack of new available technologies in the region's industry and transport that could prevent air pollution. The forecasting model has indicated a potential two, three or even greater increase in emissions. For example, in the long-term perspective, by 2063, manufacturing emissions could potentially increase by 35 times, leading to irreversible ecological consequences. Extreme pollution and depletion of natural resources could make living in this region impossible.

Opis:
In this paper we introduce new model for simulation sea vessel routing. Besides a vessel types (polar diagram) and weather forecast, travel security and the number of maneuvers are considered. Based on these data both the minimal travelling costs and the minimal processing time are found for different vessels and different routes. To test our model the applications SailingAssistance wad improved. The obtained results shows that we can obtain quite acceptable results.

This study presents the results of the content analysis of articles related to "Ship Safety Do-main". The content and statistical analysis of 44 articles that published in 21 different journals between 1970 and 2016 were conducted. This study includes various data types such as publishing years of articles, obtaining the type of data, the contribution of authors, the contribution of countries, the contribution of the institution, the rank of the journal, keywords of articles and etc. The content analysis aims to provide necessary indicators for readers, followers, and contributors of relevant discipline and a glimpse of lots of articles. The published articles about ship safety domain are discovered by this study so as to contribute lecturers and researchers interested in navigation especially ship domain concept. The results of the research were revealed that Poland and China are the most contributing countries, Dalian Maritime University and The Maritime University of Szczecin are the most contributing institutions and Ning Wang and Rafal Szlapczynski are the most contributing researchers.

Legislation and product development in the USA has prompted an interest in mirror-use by traffic flaggers to improve awareness of vehicles approaching from behind. Helmet- and flagpole-mounted configurations were studied using a graphical approach with field verification studies by comparing fields of view, object magnifications, and human factors considerations. Plane and convex mirrors with different radii of curvature were investigated. Results found image formation on helmet-mounted convex mirrors occurs too close to the mirror. A 0.038 m helmet-mounted plane mirror performed similarly to a 0.076 m diameter, 0.508 m radius of curvature convex mirror. Fields of view and image information between helmet-mounted plane mirrors and flagpole-mounted convex mirrors were compared. Issues of image perception, practical use, and attention were identified; they pose serious issues for use as a primary safety device. Additional investigation is needed to determine the requirements and applicability of mirror-use for flagging in work zones.

The development of coastal infrastructure and related maritime transport necessitatesthe intensification of vessel traffic monitoring. Navigation systems used in this research are traditionally based on the information transmitted by radio waves. Marine traffic safety requires constant supervision carried out by dedicated systems, the operation of which may be limitedby difficult environmental conditions. The possibilities of supporting navigation systems with underwater observation systems are explored here. The research was carried out using an underwater measurement system. Local disturbances of the hydroacoustic and hydrodynamic field from the moving vessels were analysed. The potential for identifying a moving vessel, for example for offshore infrastructure security purposes, is demonstrated.

Developing prototypes of pressure sensitive mats and testing their practical application were the aims of this study. Two contact plate mats were designed and constructed: rubber-rubber (R) and metal-metal (M). A recipe for rubber mixes and the production technology were prepared. Two laboratory test stands for measuring the actuating force, response time, static pressure resistance, and the durability of the mats were constructed. Computer software was written to control the operation of those test stands. Methods of testing pressure sensitive mats were based on PrDIN 31 006 (Deutsches Institut fur Normung [DIN], 1990) and EN 1760-1 (Comite Europeen de Normalisation [CEN], 1997). Both prototypes of contact plate mats were tested under laboratory and industrial conditions. The test results proved that the design was correct, the setup requirements were fulfilled, and the mats were efficient and reliable in the industrial environment.

Opis:
A runway excursion is a runway safety issue in which an aircraft exits the runway improperly. Therefore, we believe it is necessary to conduct a data investigation of commercial airplanes landing at the airport in order to provide criticism, learning, and social control to airlines and air service policymakers in Indonesia so that they can become involved in protecting public transportation users, particularly those using air transportation. This study focuses on the procedural safety of commercial airplanes landing on the runway at airports in Indonesia. The data utilized for landing analysis is historical ADS-B data collected and acquired from the Flightradar24 website in 2019. The approach utilized in this study is exploratory data analysis (EDA), in which we explored the dataset to find trusted data (128 tier-1 data points). The results of this study showed that the aircraft that was the object of research was unlikely to land at the Touch Down Zone (TDZ), while the rest showed that its landing was highly likely outside the TDZ.

The resistance of timber members in structures decreases over time. It depends on the type of load – permanent or variable- and the sort of timber. Strength reduction effects, often referred to as creep-rupture effects, due to long- term loading at high stress ratio levels, are well known for many materials such as aluminum and concrete. Wood materials are greatly affected by a reduction in strength with the duration of permanent and variable loads. The methods for calculating these reductions and the data relevant for structural timber resistance are presented. Based on snow and wind measurements over 45 years from mountain zones in Poland (Zakopane, Świeradów, and Lesko), the reduction factors- kmod for wood members, according to PN-EN – 1995, were estimated.

More and more cities implement solution for motorized traffic reduction in separate areas of the cities. These areas include mostly cultural and historic centers, promenades and often all centers of large cities. To achieve traffic reduction, special fees for entrance to the city center are introduced and special bus lanes for emergency vehicles and public transport are isolated. Such solutions with paid or limited entrance to city centers occur in London and Berlin and dedicated bus lanes has also appeared in Poland in the major urban centers. These examples are often referred by the authorities of other cities wishing to introduce similar schemes. In order to effectively enforce the respect for the rules in Limited Traffic Zones automatic monitoring and supervision solutions are introduced. Automatic Number Plate Recognition (ANPR or ALPR – Automatic License Plate Recognition) is one of the elementary and most widely used system for LTZ security and effectiveness. ANPR allows the identification of the vehicles that appear on the entrances to the Limited Traffic Zone or move within the zone (for example, the bus lane). This article presents an implemented and successfully operating automatic Limited Traffic Zone in Katowice.

Navigational charts are a basic source of information for seafarers. But how accurate and reliable are they? How much trust and confidence can be put in them? Unfortunately, the answer is not so simple; it is far more complicated than merely saying that one chart is accurate and reliable while another is not. However, any seafarer navigating in unfamiliar waters should have the necessary skills. It is a great challenge – some may say an impossibility – to keep the thousands of navigational charts up to date. But exactly how out of date, how inaccurate, are the chart data? Chart users will have a better idea now that the Hydrographic Office is gradually implementing a new chart feature called the Zone of Confidence (ZOC) box which replaces the Source Diagram that is currently in use on large-scale charts. Source Diagrams, and now the improved ZOCs, assist seafarers in assessing hydrographic survey data and the associated levels of risk of navigating in a particular area. According to the new edition of the International Hydrographic Organization (IHO) specifications, S-4 navigational charts will provide more information on ZOCs. The current paper discusses these new regulations.

Steels of the ARMOX class belong into a group of the fine-grained, increased strength steels, which are manufactured by the quenching and low tempering procedure, with intensive thermo-mechanical treatment at high temperatures. Combination of the heat and mechanical treatments provides for the fine grains and exceptionally good properties of these steels, while the low-tempering enables relatively high hardness and good ballistic properties. This is why the welding of these steels can negatively affect the material properties in individual zones of the welded joint, what could lead to worsening of the material's ballistic properties, as well. The model plates were welded with the specially prescribed technology; the joints were the but-joint, corner joint and the joint with the shielding plate. In this paper are presented results obtained from the ballistic tests of the plates welded by the prescribed technology; tests consisted of shooting with three types of live ammunition at different types of the welded joints.

Navigational charts are essential tools for marine navigation. But how accurate are the navigational charts that we use when going sailing? Do we really know how much faith can be placed in them? All charts, whether paper or electronic, contain data, which varies in quality due to the age and accuracy of individual surveys. In general, remote areas away from shipping routes tend to be less well surveyed, and less frequently, while areas of high commercial traffic are re-surveyed frequently to very high levels of accuracy, particularly where under-keel clearances are small. It is quite accurate to consider a chart as a jigsaw of individual surveys pieced together to form a single image. Having the necessary skills to determine how much confidence should be placed in the surveys, which combine to form a chart, should be a requirement for any sailor venturing into unfamiliar waters. When the International Hydrographic Organization (IHO) developed the S-57 standard for Electronic Navigational Charts (ENCs), this problem was recognized and it was decided that the quality of survey data used to compile ENCs had to be encoded within a composite data quality indicator ‘Category of Zone of Confidence’ (CATZOC) to assist seafarers in assessing hydrographic survey data and the associated level of risk of navigating in a particular area. According to IHO S-67, the accuracy of Electronic Navigational Charts is not impressive and leaves much to be desired. The author discusses these apparent shortcomings of ENCs and present erroneous approaches to this problem, so common in the seafaring community.

Opis:
Red-light running at intersections is a common problem that may have severe consequences for traffic safety. The present paper investigates driver behavior in dilemma zones in Polish conditions. Based on the empirical research conducted at 25 urban and rural signalized intersections, type II dilemma zone boundaries were determined. In this study, generalized linear regression models were used to fit the probability of stopping to explanatory variables. Seeing as the dependent variable is dichotomous (stop/go), binary logistic regression was used for predicting the probability of the outcome based on the values of continuous or categorical predictor variables. The results show that factors which have a statistically significant effect on drivers’ propensity to stop include: vehicle type, the geometry of the intersection, location of signal heads and platooning on the approach to the stop line. Type-II dilemma zone boundaries are situated at the following distance: the beginning from 1.9 s to 2.4 s, and end from 5.0 to 5.9 s (on average 2.2 ÷ 5.4 s) from the stop line.
Sygnalizacja świetlna jest popularnym i skutecznym środkiem poprawy bezpieczeństwa ruchu na skrzyżowaniach. Wypadki na skrzyżowaniach tego typu często mają za przyczynę wjazd pojazdu na tarczę w trakcie sygnału czerwonego. W kraju udział wjazdów na sygnale czerwonym jako przyczyna wypadku na skrzyżowaniach z sygnalizacją wynosi ok. 20%, co oznacza przeciętnie 450 wypadków rocznie spowodowanych niedostosowaniem się kierujących do sygnałów świetlnych (ok. 620 ofiar na rok). Innym typem zdarzeń przypisywanych sygnalizacji świetlnej jest najechanie na tył pojazdu, które powstaje w sytuacji, gdy pojazd poprzedzający decyduje się na zatrzymanie w reakcji na zakończenie fazy ruchu, a podążający za nim nie zareaguje, bądź zareaguje zbyt późno. Najechanie na tył poprzednika jest najczęstszym rodzajem wypadku, stanowiąc od 25% do 40% zdarzeń na skrzyżowaniach z sygnalizacją. Wymienione zdarzenia są związane głównie z okresem zmian sygnałów świetlnych (zielony - żółty). Kierujący zbliżający się do skrzyżowania podejmują decyzję, czy zatrzymać się, czy kontynuować jazdę przez skrzyżowanie. Kierujący znajdujący się zbyt blisko skrzyżowania decydując się na gwałtowne hamowanie, powodują ryzyko zderzenia tylnego, natomiast kierujący znajdujący się w znacznej odległości od linii zatrzymania kontynuując przejazd ryzykują zderzenie boczne na tarczy skrzyżowania.
